Speaker bio: Bill Phillips is a former senior officer of the CIA’s clandestine service (Directorate of Operations.) He has over 36 years experience as a professional intelligence officer. Bill served overseas for most of his 25 years at CIA. Among other things, Bill was the CIA’s senior field operations executive manager in three overseas posts. He also served as the Chief of Staff to the Head of the Clandestine Service  in the months following the 911 attacks. After his retirement from the Directorate of Operations (DO), Bill worked for the National Nuclear Security Administration (DOE) as Director of Counterintelligence at Los Alamos National Laboratory. After that, Bill retired again and worked as a national security consultant on CI to various elements of the executive branch of government. Bill is the recipient of CIA’s Distinguished Career Intelligence Medal, two Meritorious Unit Citations, the CIA National HUMINT Collector Award, CIA’s Latin America Division Medal and numerous other honors for sustained exceptional performance. He was certified as a ‘CI Professional’ by the CIA. Bill is now completely retired and occasionally consults on CI doctrine, the practice of mindfulness in the intelligence profession and resilience issues.

Bill Phillips has vast experience in the US Intelligence Community with over 36 years as a professional intelligence officer, over 25 of which were as a CIA clandestine service officer. Among his many accomplishments, Bill served as CIA Chief of Station (COS) in Latin America and the Near East, and developed specialized Counterintelligence expertise. Bill has nationally recognized prowess in HUMINT and extensive knowledge of multiple foreign environments and cultures. He managed and led complex global, HUMINT, counterintelligence, counterterrorism and counternarcotics operations. He worked closely with senior US government officials, Congressional elements, FBI, and elements of the US military, and has substantive expertise in South Asia, the Caribbean and certain remote areas of Latin America. Bill was awarded CIA’s Distinguished Career Intelligence Medal, the National HUMINT Collector Award, the CIA’s Latin America Division Medal, Two Meritorious Unit Citations and numerous CIA Exceptional Performance Awards.

Bill also served as Director of the Office of Counterintelligence (CI) at Los Alamos National Laboratory from 2005-2010. Bill enhanced that program by focusing CI efforts on educating LANL’sstaff to the risks and threats posed by adversarial governments, criminal enterprises and terrorist organizations. Bill integrated disparate disciplines (collection, analysis, investigations, and cyber) to strengthen the lab’s CI program. A trusted member of the LANL leadership team, Bill collaborated with elements of the US Intelligence Community and FBI on highly sensitive CI investigations.

Currently, Bill is an independent consultant and has created intelligence related training programs, taught and advised clients in the IC. He especially enjoys mentoring and guiding individuals new to the intelligence field.

Bill received a B.A. in History from Howard University in 1972 and a J.D. from Rutgers University in 1975.

A longtime student of Ki Aikido and Zen, Bill has used aspects of these disciplines in his work as an intelligence professional, leader, teacher and mentor. While at CIA, Bill helped create a pilot course introducing intelligence officers to the stress relieving benefits and resilience potential of meditation. Bill is member of the Northern CaliforniaKi Society and on the Board of Directors of the Ki Research Institute.

Abstract: In crisis management operations, strategic errors can cost lives. Some international organizations (IOs) learn from these failures whereas others tend to repeat them. Given that they have high rates of turnover, how is it possible that any IO retains knowledge about the past? The book NATO's Lessons in Crisis introduces an argument for how and why IOs develop institutional memory from their efforts to manage crises. Findings indicate that the design of an IO’s learning infrastructure (e.g. lessons learned offices and databases) can inadvertently disincentivize IO elites from using it to share knowledge about strategic errors. Elites – high-level officials in IOs - perceive reporting to be a risky endeavour. In response, they develop institutional memory by creating and using informal processes, including transnational interpersonal networks, private documentation and conversations during crisis management exercises. The result is an institutional memory that is highly dependent on only a handful of individuals. The book draws on the author’s interviews and a survey experiment with 120 NATO elites across four countries. Cases of NATO crisis management in Afghanistan, Libya and Ukraine further illustrate the development of institutional memory. Findings challenge existing research on organizational learning by suggesting that formal learning processes alone are insufficient for ensuring that learning happens. The book also offers recommendations to policymakers for strengthening the learning capacity of IOs.

 
Speaker bio: Heidi Hardt is an Assistant Professor of Political Science at the University of California, Irvine. Her research examines effectiveness, knowledge and change in international organizations, particularly in the area of international conflict management. She has expertise in NATO, the EU, UN, international cooperation, crisis management, military operations, organizational learning, organizational culture and gender mainstreaming. Hardt has published the book Time to React: The Efficiency of International Organizations in Crisis Response (Oxford University Press, 2014) and has a second book NATO’s Lessons in Crisis: Institutional Memory in International Organization under contract with Oxford University Press (Forthcoming 2018). Hardt’s research has also been published in journals such as Global Governance, Review of International Organizations, European Security and African Security. She has received grants from the National Science Foundation, the Fulbright Commission, the American Political Science Association and NATO Science for Peace and Security. She has also interviewed more than 250 political and military elites. Hardt received her Ph.D. from the Graduate Institute of International and Development Studies, Geneva and her MSc in European Studies from the London School of Economics.

Abstract: Despite decades of research on organizational disasters, such events remain too common. Scholars across a wide range of disciplines agree that one of the most viable approaches to preventing such catastrophes is to observe near-misses and use them to identify and eliminate problems before they produce large failures. Unfortunately, these important warning signals are too often ignored because they are perceived and interpreted as successes rather than near-misses, near-failures, or simply failures.  Through a series of studies, we explore how organizational messages might nudge more recognition of a near-miss event as something other than a success.  The intent is not to make organizations more risk-averse, per se, but to make leaders with decision power more aware of the risks they assume and how the low probabilistic nature of high risk decisions facilitates our tendency to become more risk-tolerant over time.

Speaker Bio: Catherine Tinsley, Ph.D., is the Raffini Family Professor of Management at Georgetown University’s McDonough School of Business, Faculty Director of the Georgetown University Women’s Leadership Institute, Academic Director of Georgetown McDonough’s Executive Master’s in Leadership program, and a Senior Policy Scholar at the Georgetown Center for Business and Public Policy.  Tinsley is an expert on principled leadership, workforce development, negotiations, and decision making.  She looks at how and why people make decisions, especially when managing risk, and empowering employees.  She applies decision analytic frameworks to understand leadership challenges, and expert and novice responses to natural disasters (such as hurricanes) and man-made disasters (terrorist attacks).

For the past three years, she participated in The World Economic Forum’s annual meeting in Davos, Switzerland where she spoke about the interplay between confidence and economic empowerment. Tinsley has collaborated with the White House and U.S. State Department on developing programs related to gender and workforce development, including partnering with the Council of Women World Leaders to convene the first ever world-wide meeting of the Ministers of Women’s Affairs.  

Tinsley has served on three committees for the National Academy of Sciences— The Committee to Improve Intelligence Analysis for National Security, The Committee on Unifying Social and Cultural Frameworks in the Military, and the Committee on The Context of Military Environments (where she served as vice-Chair).   She has received several awards for her research as well as grants from NASA, the National Science Foundation, the Department of Homeland Security, the Department of Defense and Army Research Office.  

Tinsley has published more than 50 articles and book chapters in peer-reviewed journals and her research has been covered extensively in the popular media.

John W. Lewis, a Stanford political scientist who pioneered new ways of thinking about U.S.-China relations and launched some of the first Asian study programs in higher education, died Monday at his home on the Stanford campus. He was 86.

John W. Lewis

 

 

Lewis was a prolific scholar and one of the preeminent China specialists of his generation. His deep commitment to using insights from academic research to inform policy deliberations and solve important problems related to international relations and security led him to establish several centers and institutes at Stanford. These institutions supported collective undertakings involving scholars and officials from all over the globe and inspired dozens of graduate students to follow Lewis’ lead to make a tangible difference toward a more peaceful world.

He founded and directed the Center for East Asian Studies from 1969 to 1970, the Northeast Asia-United States Forum on International Policy (now the Walter H. Shorenstein Asia-Pacific Research Center), from 1983 to 1990, and, along with theoretical physicist Sidney Drell, co-founded Stanford’s Center for International Security and Cooperation (CISAC) in 1983, serving as a co-director until 1991. Stanford’s Center for International Security and Arms Control, CISAC’s precursor, was founded by Lewis and Drell in 1970. Lewis also led CISAC’s Project on Peace and Cooperation in the Asian-Pacific Region.

Expert on Asia

Lewis, the William Haas Professor of Chinese Politics, Emeritus, and a senior fellow at CISAC and the Freeman Spogli Institute for International Studies (FSI), joined the Stanford faculty in 1968 after teaching for seven years at Cornell University, coming to campus as an expert on China at the apex of public unrest regarding the Vietnam War. As a teacher, he helped lead an interdisciplinary course on nuclear arms and disarmament and engaged in simulated arms control talks with students.

In addition to his work on China, Lewis was a pioneer in dealing with North Korea. He visited the North in 1986 and numerous times thereafter, always with the deep conviction that it was vitally important to listen and learn.  He opened doors long closed by inviting North Korean, South Korean and U.S. officials to meet at Stanford in the early 1990s, and afterwards hosted official North Korean delegations.

He was invited to visit the North Korean nuclear center at Yongbyon after the collapse of the U.S.-North Korea Agreed Framework in 2002.  This and subsequent visits with Stanford colleagues provided virtually the only direct information on developments at the site, said Thomas Fingar, a Shorenstein APARC Fellow at FSI.

Sig Hecker, a CISAC senior fellow and the former director of the Los Alamos National Laboratory, recalls traveling to North Korea with Lewis in January 2004, a significant time in the country’s nuclear program.

“I would never have gone to North Korea without John,” Hecker said. “He had developed a relationship that allowed us to establish an effective means of communication during the times our governments were not talking. I had worked closely with John on North Korea ever since. He was incredibly knowledgeable and had an intensity that motivated everyone around him.”

Passion for peace

Lewis was extremely active in his retirement, visiting his CISAC office in Encina Hall daily, writing books, giving lectures and archiving his materials. While recovering from a recent fall, Lewis was constantly on the phone with colleagues and continued to collaborate until he lost his ability to speak, said his daughter, Amy Tich, BA ’85.

Above all, he was an advocate of peace, education and talking with – and learning about – the nature of one’s perceived rivals, such as China and North Korea, instead of allowing misinformation and misunderstandings to spread. The word “cooperation” in the title of CISAC emanates from this belief.

How ironic, said Tich, that her father’s death came at a time when relations between the U.S. and North Korea over the North’s nuclear tests are filled with tension.

“He had amazing relationships all across Asia,” Tich said. “He believed in what he was doing to the core of his being. He wanted world peace, to save the world from nuclear war.”

John’s son, Stephen Lewis, AB ’80, MS ’80, MBA ’84, said, “He lived a remarkable life. He made enormous strides in Korean relations and Chinese relations. And he did it with a sense of humor and humility that earned him the right to push because only from pushing through issues do you get answers.”

A Renaissance scholar

Lewis was the Renaissance scholar who bridged the gap between the academic and policy worlds. In the 1970s, he was a major player in the restoration of academic exchanges with China and established ties between U.S. and Chinese academic and governmental institutions that continue today.

In the 1980s, he built enduring ties with the Institute for Far Eastern Studies in Moscow that enhanced understanding and collaboration among Americans, Russians, and Chinese.  He launched a project to gather medical expertise at Stanford to deal with North Korea’s severe drug-resistant tuberculosis problem, a project that took him twice to Mongolia to explore the possibility of a regional effort against TB.

Lewis was never satisfied with simply having a problem discussed, said Fingar. He ended every meeting with assembled experts on North Korean issues with a prodding, “A useful discussion. Now, what can we do?”

Lewis helped American business executives, academics, government officials and military officers establish contacts and networks in China. He also led two congressional delegations to Asia. In recognition of his impact, Lewis was invited to serve on the Committee on International Security and Arms Control of the National Academy of Sciences; the Joint Committee on Contemporary China of the Social Science Research Council; and the National Committee on U.S.-China Relations.

The Stanford scholar also did consulting work for the Los Alamos National Laboratory, Lawrence Livermore National Laboratory, the U.S. Department of Defense, the Senate Select Committee on Intelligence, and the Office of Technology Assessment of the U.S. Congress.

Born in King County, Washington, in 1930, Lewis gained his first exposure to international issues and institutions as a teenage page at the San Francisco meeting that established the United Nations. His interest in China was inspired by the stories and achievements of missionary relatives who built schools for Chinese girls. After graduating from Deep Springs College (California) in 1949, Lewis earned  his bachelor’s degree (1953), master’s degree (1958) and doctorate (1962) at UCLA. His service as a gunnery officer in the U.S. Navy (1954-1957) kindled his interest in security issues and Korea.

Publications, research

Lewis wrote and co-authored numerous influential books on Asia and international security, including Leadership in Communist China (1963); and  The United States in Vietnam (1967) (with George Kahin); and China Builds the Bomb (1988).

“John’s numerous books about Chinese decision-making regarding nuclear weapons and the Korean War were path-breaking,” said Scott Sagan, a professor of political science and senior fellow at CISAC and FSI. “His work permitted us to see behind ‘the bamboo curtain’ and understand Mao [Zedong] and his successors with more clarity than was possible before.”

Lewis received numerous letters from colleagues and former students in his final days and Tich read all of them to him. Among the praise bestowed on Lewis was his “ability to inspire in me and others profound curiosity and dedication to scholarship,” that he provided “a model of how to bring values to bear on scholarship and global citizenship,” and “[He] represented the perfect mix of academic research and real-time involvement with the world.”

CISAC co-director and FSI Senior Fellow Amy Zegart remembers Lewis’ generosity and enthusiasm.

“I can still remember knocking on John’s door as a young grad student 20 years ago and sheepishly asking if he might be willing to conduct a directed reading course with me about China’s foreign policy,” Zegart said. “He said ‘yes’ immediately. His generosity of spirit and commitment to teaching still infuse CISAC today, and will shape Stanford students for generations to come. It is a true honor to co-direct the center that John and Sid Drell created.”

Lewis is survived by Jacquelyn Lewis, his wife of 63 years; his children Stephen Lewis, Amy Tich and Cynthia Westby; and five grandchildren, Brian, BA ’15, Taryn, Kylie, Katie and Rhys.

In keeping with his life-long commitment to teaching students and training successors, the family requests that anyone wishing to honor Professor Lewis do so by contributing to the John and Jackie Lewis Fund at Stanford University, which supports funding for Stanford graduate students and postdoctoral fellows  doing research on matters related to Asia. Brad Boyd is a U.S. Army infantry officer with 27 years of experience in the Marines and the Army. Most recently, he served as the Joint Readiness Training Center’s Chief of Plans and Exercise Maneuver Control. He also served as the Deputy Commander of the 2nd Brigade Combat Team of the 82nd Airborne Division, an organization of 4,000 paratroopers. Prior to this, Brad was the commander of the U.S. Army’s Global Response Force—responsible for readiness to conduct worldwide combat operations upon 18-hour notification. As a liaison officer, Brad helped develop the British Army’s Expeditionary Warfare Doctrine and Human Terrain Doctrine in 2013 and 2014, while also advising Senior British Army leaders on U.S.–U.K. Alliance issues.  Previously, Brad commanded a company that played a key role in the hunt for Saddam Hussein in 2003, and in 2010, he served as the Chief of Plans for all conventional military operations in Anbar Province, Iraq. Brad has a Master's degree in Military Science from the Army’s Command and General Staff College and a Master of Studies in International Relations from Cambridge. His research interests include political disinformation and deception in the cyber domain.

Abstract: Artificial intelligence (AI) is rapidly improving. The opportunities are tremendous, but so are the risks. Existing and soon-to-exist capabilities pose several plausible extreme governance challenges. These include massive labor displacement, extreme inequality, an oligopolistic global market structure, reinforced authoritarianism, shifts and volatility in national power, and strategic instability. Further, there is no apparent ceiling to AI capabilities, experts envision that superhuman capabilities in strategic domains will be achieved in the coming four decades, and radical surprise breakthroughs are possible. Such achievements would likely transform wealth, power, and world order, though global politics will in turn crucially shape how AI is developed and deployed. The consequences are plausibly of a magnitude and on a timescale to dwarf other global concerns, leaders of governments and firms are asking for policy guidance, and yet scholarly attention to the AI revolution remains negligible. Research is thus urgently needed on the AI governance problem: the problem of devising global norms, policies, and institutions to best ensure the beneficial development and use of advanced AI.

This problem can be broken into three complementary research clusters:

  1. The technical landscape: What are the trends and possibilities in AI capabilities? What are their likely consequences? What are the externalities from AI, and how can they best be addressed?
  2. AI politics: Who are the relevant actors, what are their interests, and what can they do? What is the nature of the conflict and cooperation challenges that they are likely to face? How can they overcome dangerous conflictual dynamics, in particular an international arms race?
  3. AI governance: Given our understanding of the technical landscape and AI politics, what options are available to us for global governance of AI and what should we work towards?

 

Work on the AI governance problem must draw on the full body of social science and policy expertise. Solutions are needed by an unknown, but plausibly impending, deadline.

Speaker Bio: Allan Dafoe is an Assistant Professor of Political Science at Yale University and a Research Associate at the Future of Humanity Institute, University of Oxford. His research seeks to understand the causes of world peace and stability. Specifically, his research has examined the causes of the liberal peace, and the role of reputation and honor as motives for war. He develops methodological tools and approaches to enable more transparent, credible causal inference. Allan is beginning research on the international politics of transformative artificial intelligence.

Eileen Donahoe is the co-founder and an affiliated scholar at the Global Digital Policy Incubator (GDPI) at Stanford University's Center on Democracy, Development and the Rule of Law. (Previously, she served as GDPI’s executive director.) GDPI is a global multi-stakeholder collaboration hub for the development of policies that reinforce human rights and democratic values in a digitized society. Current research priorities include: international trends in AI governance, technical methods for aligning AI with democratic norms and standards, evolution of digital authoritarian policies and practices, and emerging blockchain and AI-enabled tools to support democracy.

Eileen served in the Biden administration as US Special Envoy for Digital Freedom at the Department of State. She also served in the Obama administration as the first US Ambassador to the UN Human Rights Council in Geneva during a period of significant institutional reform and innovation. After the Obama administration, she joined Human Rights Watch as Director of Global Affairs, where she represented the organization worldwide on human rights foreign policy, with special emphasis on digital rights, cybersecurity, and internet governance. Earlier in her career, she was a technology litigator at Fenwick & West in Silicon Valley.

Eileen serves as Vice Chair of the National Endowment for Democracy Board of Directors; on the Carnegie Endowment for International Peace Board of Directors; and on the Dartmouth College Board of Trustees. She is a member of the Global Network Initiative (GNI), the World Economic Forum AI Governance Alliance, and the Resilient Governance and Regulation working group. Previously, she served on the Transatlantic Commission on Election Integrity, the University of Essex Advisory Board on Human Rights, Big Data and Technology, the NDI Designing for Democracy Advisory Board, and the Freedom Online Coalition Advisory Network. Degrees: BA, Dartmouth; J.D., Stanford Law School; MA East Asian Studies, Stanford; M.T.S., Harvard; and Ph.D., Ethics & Social Theory, GTU Cooperative Program with UC Berkeley. About the Speaker: Jake Sullivan is a Martin R. Flug Visiting Lecturer in Law at Yale Law School. He served in the Obama administration as national security adviser to Vice President Joe Biden and Director of Policy Planning at the U.S. Department of State, as well as deputy chief of staff to Secretary of State Hillary Clinton. He was the Senior Policy Adviser on Secretary Clinton's 2016 presidential campaign.  Previously, he served as deputy policy director on Hillary Clinton's 2008 presidential primary campaign, and a member of the debate preparation team for Barack Obama's general election campaign. Sullivan also previously served as a senior policy adviser and chief counsel to Senator Amy Klobuchar from his home state of Minnesota, worked as an associate for Faegre & Benson LLP, and taught at the University of St. Thomas Law School. He clerked for Judge Stephen Breyer of the Supreme Court of the United States and Judge Guido Calabresi of the U.S. Court of Appeals for the Second Circuit. Sullivan holds undergraduate and law degrees from Yale and a master's degree from Oxford.

Michael McFaul is the Ken Olivier and Angela Nomellini Professor of International Studies in Political Science, Senior Fellow at the Freeman Spogli Institute for International Studies, and the Peter and Helen Bing Senior Fellow at the Hoover Institution, all at Stanford University. He joined the Stanford faculty in 1995 and served as FSI Director from 2015 to 2025. He is also an international affairs analyst for MSNOW.

McFaul served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014).

McFaul has authored ten books and edited several others, including, most recently, Autocrats vs. Democrats: China, Russia, America, and the New Global Disorder, as well as From Cold War to Hot Peace: An American Ambassador in Putin’s Russia, (a New York Times bestseller) Advancing Democracy Abroad: Why We Should, How We Can; and Russia’s Unfinished Revolution: Political Change from Gorbachev to Putin.

He is a recipient of numerous awards, including an honorary PhD from Montana State University; the Order for Merits to Lithuania from President Gitanas Nausea of Lithuania; Order of Merit of Third Degree from President Volodymyr Zelenskyy of Ukraine, and the Dean’s Award for Distinguished Teaching at Stanford University. In 2015, he was the Distinguished Mingde Faculty Fellow at the Stanford Center at Peking University.

McFaul was born and raised in Montana. He received his B.A. in International Relations and Slavic Languages and his M.A. in Soviet and East European Studies from Stanford University in 1986. As a Rhodes Scholar, he completed his D. Phil. in International Relations at Oxford University in 1991.

High-security organizations around the world face devastating threats from insiders—trusted employees with access to sensitive information, facilities, and materials. From Edward Snowden to the Fort Hood shooter to the theft of nuclear materials, the threat from insiders is on the front page and at the top of the policy agenda. Insider Threats offers detailed case studies of insider disasters across a range of different types of institutions, from biological research laboratories, to nuclear power plants, to the U.S. Army. Matthew Bunn and Scott D. Sagan outline cognitive and organizational biases that lead organizations to downplay the insider threat, and they synthesize "worst practices" from these past mistakes, offering lessons that will be valuable for any organization with high security and a lot to lose.

Insider threats pose dangers to anyone who handles information that is secret or proprietary, material that is highly valuable or hazardous, people who must be protected, or facilities that might be sabotaged. This is the first book to offer in-depth case studies across a range of industries and contexts, allowing entities such as nuclear facilities and casinos to learn from each other. It also offers an unprecedented analysis of terrorist thinking about using insiders to get fissile material or sabotage nuclear facilities.

About the Event: NATO is entering today the 4th phase of its history and must adapt to changes in today’s security environment in order to remain relevant. NATO’s ability to adapt will ultimately redefine NATO’s place in the world.  General Mercier will discuss challenges facing NATO faces such as maintaining the unity between members in the Alliance, addressing potential crises in Eastern Europe, reopening dialogue with Russia, and addressing instability on NATO-member borders.

About the Speaker: General Denis Mercier is the North Atlantic Council as Supreme Allied Commander Transformation. Prior to this assignment, he served as the French Air Force Chief of Staff from 2012-2015.

He graduated with a Master’s of Science from the French Air Force Academy in 1981, qualifying as a fighter pilot in 1983. He has more than 3000 flying hours including 182 hours in combat missions. Gen. Mercier commanded the 1/12 "Cambrésis" Fighter Squadron, a founding unit of the NATO Tiger association. He participated in numerous other NATO exercises and operations, including Operation Deny Flight over Bosnia-Herzegovina in 1994, "Strong Resolve” in 1998, and Operation Allied Force in Kosovo.

From 1999 to 2002, Gen. Mercier was deputy head of the combined joint task force deputy branch at Regional Headquarters where he contributed to the development of the Combined Joint Task Force concept. He was a member of the combined analysis team for exercise "Allied Effort '01" and an evaluator of the CJTF HQ for Exercise "Strong Resolve '02". He also acted as liaison officer for the Commander Striking Fleet Atlantic stationed in Norfolk, VA.

He later served as the commander of Reims Air force base, integrating Mirage F1CR squadrons with ISAF in Afghanistan. From 2004 to 2008 he served as the head of the plans division at the French Air Force headquarters and was nominated as a flag officer in 2007. He then commanded the French Air Force Academy in Salon-de-Provence. As senior military advisor for the Minister of Defence from 2010-2012, Gen. Mercier prepared and participated in all NATO ministerial meetings, summits in Lisbon and Chicago, and was special advisor to Operation Unified Protector over Libya.

Among other awards, Gen. Mercier has been awarded the rank of Grand Officier of the French Legion of Honor and, among other distinctions, an officer of the National Order of Merit.
