FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

Addressing the fourth annual Foresight Conference on Molecular Nanotechnology in 1995, Adm. David Jeremiah, a former vice chairman of the Joint Chiefs of Staff, made a bold prediction. The "military applications of molecular manufacturing have even greater potential than nuclear weapons to radically change the [world] balance of power," he said.

The risk in trying to stop others from using the technology to gain a strategic advantage, Jeremiah continued, was that "the uninformed policy maker is likely to impose restrictions on [the] development of technology in such a way as to inhibit commercial development, ultimately beneficial to mankind, while permitting those operating outside the restrictive bounds to gain an irrevocable advantage."

It was an ominous, if not unfamiliar, statement to the assembled crowd, some of whom were undoubtedly excited by the potential of exploring the area of science Jeremiah was referring to, an area physicist Richard Feynman had labeled the "room at the bottom."

The "bottom" of which Feynman spoke and later wrote is the low end of the scale of matter--atoms and molecules. Twenty years later, researcher Eric Drexler coined the term "nanotechnology" for the science Feynman envisioned--building materials, structures, and machinery from the molecule up.

Absent the kind of regulation Jeremiah feared, scientists and businessmen have taken research into the construction and potential application of nanoscale materials and run with it. The consequence has been a growing diversity of products and processes integrated into both consumer and military realms.

Although the general public has begun to more broadly feel the impact of nanotechnology, researchers are just beginning to explore the potential for early nanotech developments and applications to harm human and animal health and the environment. In the age of terrorism, the potential of certain nanotechnologies and nanomaterials to be used to do both good and bad requires not just the exploration of the possibilities of this mushrooming field of science but also broad anticipation of possible threats.

In the last eight years, every significant public policy initiative to address the safety and security of U.S. national information infrastructure has recommended a significant, largely voluntary, role for the private sector, owing in large part to the dominant ownership stake of private entities in the infrastructure. Notably absent from much of the policy discourse and underlying research has been a careful examination of the stakeholder incentives to adopt and to spur the development of security technologies and processes. We believe that the lack of progress to date in achieving a secure and robust cyber infrastructure is in large part the direct result of a failure by public policy to recognize and to address those incentives and the technological, economic, social and legal factors underlying them.

We advocate a new approach for the analysis and development of coherent policy in which the interaction of economic incentives among stakeholders is explicitly considered. By economic incentives, we mean the full array of economic and technological factors that shape infrastructure decision-making, not merely government subsidies or tax credits. We provide an initial framework for understanding the technology dependencies and economic incentives associated with cyber security, along with illustrative examples of the key players and their motivations. We argue that the successful development of a secure cyber infrastructure will require more than improved technology and that it could be accelerated by careful consideration of the evolving economic and legal issues that shape stakeholder incentives.

At least four different models have been proposed to describe the human dose-response relationship for inhalation anthrax. This research examined the 1979 outbreak of inhalation anthrax in the city of Sverdlovsk, Russia, in which approximately 70 people died, to gain a better understanding of the low-dose infectivity of inhalation anthrax in humans, since this was a low-dose exposure event. The results suggest that primate data originally published by Harold Glassman in 1966 probably represent the best human dose-response model currently available for inhalation anthrax.

Pavel Podvig is an independent analyst based in Geneva, where he runs his research project, "Russian Nuclear Forces." He is also a Senior Research Fellow at the UN Institute for Disarmament Research and a researcher with the Program on Science and Global Security at Princeton University. Pavel Podvig started his work on arms control at the Center for Arms Control Studies at the Moscow Institute of Physics and Technology (MIPT), which was the first independent research organization in Russia dedicated to analysis of technical issues of disarmament and nonproliferation. Pavel Podvig led the Center for Arms Control Studies project that produced the book, Russian Strategic Nuclear Forces (MIT Press, 2001). In recognition of his work in Russia, the American Physical Society awarded Podvig the Leo Szilard Lectureship Award of 2008 (with Anatoli Diakov). Podvig worked with the Program on Science and Global Security at Princeton University, the Security Studies Program at MIT, and the Center for International Security and Cooperation at Stanford University. His current research focuses on the Russian strategic forces and nuclear weapons complex, as well as technical and political aspects of nuclear nonproliferation, disarmament, missile defense, and U.S.-Russian arms control process. Pavel Podvig is a member of the International Panel on Fissile Materials. He has a  physics degree from MIPT and PhD in political science from the Moscow Institute of World Economy and International Relations.

Lawrence Wein is the Jeffrey S. Skoll Professor of Management Science at the Graduate School of Business, Stanford University, and an affiliated faculty member at CISAC. After getting a PhD in Operations Research from Stanford University in 1988, he spent 14 years at the Sloan School of Management at MIT, where he was the DEC Leaders for Manufacturing Professor of Management Science. His research interests include mathematical models in operations management, medicine and biology.

Since 2001, he has analyzed a variety of homeland security problems. His homeland security work includes four papers in Proceedings of the National Academy of Sciences, on an emergency response to a smallpox attack, an emergency response to an anthrax attack, a biometric analysis of the US-VISIT Program, and an analysis of a bioterror attack on the milk supply. He has also published the Washington Post op-ed "Unready for Anthrax" (2003) and the New York Times op-ed "Got Toxic Milk?", and has written papers on port security, indoor remediation after an anthrax attack, and the detention and removal of illegal aliens.

For his homeland security research, Wein has received several awards from the International Federation of Operations Research and Management Science (INFORMS), including the Koopman Prize for the best paper in military operations research, the INFORMS Expository Writing Award, the INFORMS President’s Award for contributions to society, the Philip McCord Morse Lectureship, the Frederick W. Lanchester Prize for best research publication, and the George E. Kimball Medal. He was Editor-in-Chief of Operations Research from 2000 to 2005, and was elected to the National Academy of Engineering in 2009.

Whitfield Diffie is a consulting scholar at CISAC. He was a visiting scholar in 2009-2010 and an affiliate from 2010-2012. He is best known for the discovery of the concept of public key cryptography, in 1975, which he developed along with Stanford University Electrical Engineering Professor Martin Hellman. Public key cryptography, which revolutionized not only cryptography but also the cryptographic community, now underlies the security of internet commerce.

During the 1980s, Diffie served as manager of secure systems research at Northern Telecom. In 1991, he joined Sun Microsystems as distinguished engineer and remained as Sun fellow and chief security officer until the spring of 2009.

Diffie spent the 1990s working to protect the individual and business right to use encryption, for which he argues in the book Privacy on the Line, the Politics of Wiretapping and Encryption, which he wrote jointly with Susan Landau. Diffie is a Marconi fellow and the recipient of a number of awards including the National Computer Systems Security Award (given jointly by NIST and NSA) and the Franklin Institute's Levy Prize.

Marc J. Ventresca is University Lecturer in Management Studies at Saïd Business School, University of Oxford, Fellow of Wolfson College, and University Fellow at the James Martin Institute for Science and Civilization. For 2004-5 he is a Research Fellow in Organizational Learning and Homeland Security, CISAC, IIS, Stanford University.

His research and teaching interests focus on institutions, organizations, and industry entrepreneurship; organizational learning; organization design and managing change; environmental management; power and leadership in organizations, and economic sociology of strategy.

He earned his Ph.D. in sociology at Stanford University, after master's degrees in policy analysis and education and in sociology. He has taught at the Kellogg School of Management, Northwestern University, the University of Illinois, the Copenhagen Business School, the Center for Work, Technology, and Organizations at Stanford University, and the Stanford Institute for Research on Higher Education.

Prior to a faculty career, Dr. Ventresca worked as a policy analyst at the Congressional Budget Office in Washington D.C., studied language and politics in Florence, Italy, and worked as a technical writer for hopeful start-ups in Silicon Valley.

Former U.S. Secretary of Defense Robert McNamara urged the elimination of nuclear weapons, in an address to CISAC members and supporters Oct. 18 at Encina Hall. Human infallibility introduces too much risk in maintaining nuclear weapons, he argued, adding that the weapons do not present a viable military strategy in any event.

Forty-two years ago this week, the United States and the Soviet Union came within a hair's breadth of unleashing nuclear destruction upon one another during the Cuban missile crisis, Robert McNamara, defense secretary under the Kennedy and Johnson administrations, recounted to scholars and others gathered at a dinner Oct. 18 organized by the Center for International Security and Cooperation.

In post-Cold War meetings between principal players in the crisis, including Soviet generals and Fidel Castro, it became clear that the decision-making process of all three governments had been distorted by misinformation and misjudgment, he said. "Events will always slip out of control," McNamara said as he repeated one of the lessons delineated in the 2004 documentary Fog of War: The indefinite combination of human fallibility with nuclear weapons leads to human destruction. "The only way to eliminate the risk is to eliminate nuclear weapons," he said.

The current weapons policy of the United States and the North Atlantic Treaty Organization is folly, the 88-year-old McNamara said. In 45 years of working on nuclear weapons issues, "I've never seen a document outlining a plan that shows how we would benefit by using nuclear weapons," he said. To use such weapons against a nuclear state is suicide, to use them against a non-nuclear state would be politically unwise and morally repugnant, he added.
