FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

With so much circulating about the Helsinki summit on social media and in the press, we asked one of our resident Russian experts and historians at CISAC, Prof DAVID HOLLOWAY, for his 60 second quick take-aways on the Trump-Putin meeting of July 16th.

Quick-Take: Helsinki 2018 with David Holloway 

 

Q:What specific results/agreements have come out of the meeting?

 

A: That’s not clear.  We have only the press conference to go on.  Putin mentioned a number of areas in which working groups might be reestablished.  Trump mentioned that the NSC would follow up with the Russians on issues addressed in the meeting.  Those included arms control, the humanitarian in Syria, and counterterrorism.  Cooperation in those areas could be beneficial. 

 

Q: Trump mentioned that the meeting marked a “fundamental change” in US-Russian relations.  Is that true?

 

A: First, we don’t know what specific agreements – if any – have been concluded.  A broader dialogue between the two governments appears to be likely, and there are some areas in which agreement could be reached quickly – extension of New START, for example.  But reconstituting working groups is no guarantee that agreements can be reached.

 

Second, the tone of the press conference was extraordinary.  Trump’s earlier tweet that the US was to blame for the worsening of US-Russian relations set the tone.  Putin showed much greater command of the issues than Trump, which was to be expected.  Trump seemed obsessed by US domestic politics and his own political position, which was not a surprise.  Trump’s unwillingness to back his own intelligence agencies on the issue of Russian interference in the 2016 election was perhaps predictable, but nonetheless remarkable in the context of a meeting with Putin.

 

Third, taken together with the NATO summit last week, the meeting with Putin may come to look like a turning-point in US foreign policy, overturning – or at least greatly weakening – a long-standing alliance and creating dangerous uncertainty in European security relations.

The Freeman Spogli Institute for International Studies at Stanford University is very pleased to announce that Lieutenant General H.R. McMaster, US Army (Ret.), has been appointed the Bernard and Susan Liautaud Visiting Fellow at FSI effective September 1, 2018. 

McMaster will also hold the Fouad and Michelle Ajami Senior Fellowship at the Hoover Institution at Stanford University, and serve as a lecturer at the Stanford Graduate School of Business in management.

“H.R. McMaster is a soldier-scholar who has seen war from every angle -- on the hot battlefield and through the cold judgment of history. Few officers ever serve their country in the highest levels of government. Fewer still have done so while getting a Ph.D. and writing an influential book about civil-military relations,” says Amy Zegart, a senior fellow and co-director of the Center for International Security and Cooperation at FSI. “He will bring a deep well of expertise and experience to the Hoover and Stanford communities. We are thrilled to be welcoming him back to the Farm.”

H.R. McMaster served in the United States Army for 34 years before his recent retirement in June 2018. Until recently, he also was the 26th Assistant to the President for National Security Affairs.

Alongside his military career, he earned a Ph.D. in American history at the University of North Carolina at Chapel Hill in 1996. He has published essays, articles, and book reviews on history, the future of warfare, and leadership in numerous publications including, but not limited to, Foreign Affairs, the Wall Street Journal, and the New York Times. 

His seminal work is his book Dereliction of Duty: Lyndon Johnson, Robert McNamara, the Joint Chiefs of Staff and the Lies that Led to Vietnam, published in 1997 and subsequently a New York Times bestseller.

In recent years he has been voted one of TIME magazine’s “100 Most Influential People in the World” and Fortune’s “50 World’s Greatest Leaders”.

“I am delighted to welcome H.R. McMaster back to the Stanford community,” says FSI director Michael McFaul. “In addition to his insights regarding national security strategy for the academic and policy worlds, we look forward to his contributions to the education and training of future foreign policy leaders from Stanford University.”

Immediate denuclearization of North Korea is dangerous to both North Korean and American interests, say Stanford scholars in a new research report. Instead, they advocate for phased denuclearization to take place over 10 years or more, allowing the United States to reduce the greatest risks first and address the manageable risks over time.

Immediate denuclearization of North Korea is unrealistic, said Stanford scholars in an in-depth report released by the Stanford Center for International Security and Cooperation (CISAC).
 
Instead, denuclearization should be phased over a 10-year period to allow the United States to reduce and manage risks, said Siegfried Hecker, who authored the study with his research assistant Elliot Serbin and Robert Carlin, a visiting scholar at CISAC.
 
In the report, the scholars laid out a “roadmap” for denuclearization, recommending what they call a “halt, roll back and eliminate” approach. Their advice – which includes informative color charts and detailed, qualitative analysis – emerged from a longer-term project about the nuclear history of North Korea between 1992 and 2017.
 
According to the research, the most important steps toward denuclearization include halting nuclear tests, stopping intermediate or long-range missile tests, stopping the production of plutonium and highly enriched uranium, and banning all export of nuclear weapons, materials or technologies to North Korea.
 
“The roadmap lays out a reasonable timeline for denuclearization, but politics may delay final denuclearization as much as 15 years,” said Hecker, who worked at the Los Alamos National Laboratory for almost two decades, where he served as its directors for 11 of those years. He joined CISAC as a senior fellow in 2005.
 
Building trust and interdependence
In the short term, North Korea and the United States should take steps to build trust and interdependence, which the researchers believe are pivotal for a viable long-term solution like complete demilitarization of North Korea’s nuclear program. North Korea, they argue, will likely want to retain some parts of its nuclear program as a hedge should any potential agreement fall apart. This is a manageable risk, they said.
 
The scholars also encourage Pyongyang to front-load its concrete plan towards  permanent nuclear dismantlement to make a phased approach more appealing to the US administration. This would include actions like halting nuclear and missile tests for intercontinental ballistic missiles.
 
According to Hecker, North Korea’s recent demolition of its nuclear test site is a significant step in that direction.
 
“The so-called ‘Libya model’ – complete and immediate denuclearization – is not a viable solution,” Hecker said. “Our approach leaves each party with a manageable level of risk. Even though it takes longer, it is safer for the world.”
 
Hecker also encouraged the US to recognize North Korea’s desire for civilian programs, including energy production, the use of radioactive substances in medical research, diagnosis and treatment, and a peaceful space program. These types of civilian programs can also foster opportunities for a collaborative relationship between the United States and North Korea. Further, increased cooperation –including with South Korea – can help make efforts for verification and monitoring with the International Atomic Energy Agency (IAEA) more reliable. The verification process that will confirm to what extent North Korea dismantles and destroys its military nuclear program is a big issue for negotiations, the scholars said.
 
Recent reconciliation
Critically, the researchers note that recent détente between North Korea and South Korea provides a window of opportunity to accomplish denuclearization – and that the US should take advantage of that window smartly. They  said they hope that the risk-management approach outlined in the report can maximize chances for a successful agreement.
 
“In the past, the US has missed opportunities to manage incremental risk,” Hecker said. “Now is the time to pay attention to that history and be prepared to implement a risk-management approach to denuclearization.”

Sagan is a senior fellow in the Center for International Security and Cooperation and the Freeman Spogli Institute for International Studies at Stanford.

Scott D. Sagan, the Caroline S.G. Munro Professor of Political Science, has been named a 2018 Andrew Carnegie Fellow. Sagan is also a senior fellow in the Center for International Security and Cooperation and the Freeman Spogli Institute for International Studies (FSI) at Stanford.

Sagan joins this year’s class of 31 Carnegie Fellows, each of whom receives up to $200,000 to pursue a significant research and writing project.

Sagan’s Carnegie project will focus on assumptions about nuclear deterrence and strategic stability, which will include a multi­country study of ethics, nuclear weapons and public opinion. The project will also run experiments to discover how information about the potential damage of nuclear weapons might alter public support for using such weapons during war and peace.

Sagan has been examining citizens’ attitudes about the use of nuclear weapons. His recent article (co-authored with Dartmouth College Professor Benjamin Valentino), “Revisiting Hiroshima in Iran: What Americans Really Think about Using Nuclear Weapons and Noncombatant Immunity,” has revealed alarming findings about the American public’s willingness to support the use of nuclear weapons in a variety of strategic scenarios.  This work has generated novel conversations in both the scholarly and policy worlds about future nuclear risks.

“Professor Sagan’s innovative work has helped illuminate assumptions about how the world views nuclear war today.” said FSI Director Michael McFaul. “I am thrilled that the Carnegie Corporation has recognized the importance of Scott’s work for our current, dangerous era.”

The Carnegie Corporation was established in 1911 by Andrew Carnegie to promote the advancement and diffusion of knowledge and understanding. In keeping with this mandate, the corporation’s work focuses on the issues that Andrew Carnegie considered of paramount importance: international peace, education and knowledge, and a strong democracy.

“We were reassured by the immense talent and breadth of experience reflected in the proposals from this year’s nominees for the Andrew Carnegie Fellows Program,” said Vartan Gregorian, president of Carnegie Corporation of New York and president emeritus of Brown University. “Since its founding in 1911, the Corporation has provided strong support to individual scholars, as well as a wide variety of institutions, causes, and organizations. As a senior policy advisor on the Middle East at the Pentagon and the White House, Colin Kahl has witnessed struggles in the region first-hand. From working to shape the U.S.-led campaign against the Islamic State and the long-term partnership with Iraq to limiting Iran’s nuclear activities to helping craft the U.S. response to the Arab Spring, Kahl knows better than most how important it is to understand this rapidly changing region.

Now that he has joined the Freeman Spogli Institute for International Studies (FSI) as its inaugural Steven C. Házy Senior Fellow, Kahl wants to improve understanding of how developments in the Middle East impact people in the region and security around the globe.

The launch of FSI’s Middle East Initiative provides a first step toward this objective. As the initiative’s first director, Kahl plans to create “connective tissue” for efforts already underway across Stanford.

“There are a number of disparate efforts around campus working on Middle East issues,” said Kahl. “There is a lot of terrific research and engagement going on. My hope is that the Middle East Initiative will serve as a focal point to expose the Stanford community to ongoing work and foster new conversations that are not happening now.”

Many of the Middle East activities already occurring on campus happen at FSI, making it a natural home for the initiative.

“Our scholars are already studying the dynamics of authoritarian regimes in the Middle East, prospects for reform and democracy in the Arab world, ways to counter terrorist activities and promoting economic development,” said FSI Director Michael McFaul. “Stanford students want to dive more deeply into the region’s political, social, economic and technological development. We want to give them that opportunity.”

In the 2018-2019 academic year, FSI’s Ford Dorsey Master's in International Policy plans to begin filling this need by adding a three-course sequence on the Middle East.

Kahl also plans to bring more Middle East scholars from outside Stanford to share their ideas and research.

“I look forward to helping Stanford students and scholars connect and collaborate in ways that enrich our understanding of this vital region,” said Kahl. “Stanford has much to contribute to some of the most pressing policy challenges we face.”
