The January 3, 2026, U.S. “Operation Absolute Resolve” in Venezuela to capture and remove President Nicolás Maduro has raised urgent questions about its repercussions for the U.S.-China competition, Taiwan Strait security, American strategic priorities in the Indo-Pacific region, and U.S. allies and partners.

In two new episodes of the APARC Briefing series, Stanford scholars Larry Diamond, the Mosbacher Senior Fellow in Democracy at the Freeman Spogli Institute for International Studies (FSI) and William L. Clayton Senior Fellow at the Hoover Institution, and APARC faculty affiliate Oriana Skylar Mastro, a center fellow at FSI, join host Kiyoteru Tsutsui, the director of APARC, to unravel what happened in Venezuela and the implications of the U.S. actions in Latin America for Taiwan, security and alliances in the Indo-Pacific, and U.S. relations with stakeholders in the region.

Both scholars agree that the U.S. mission in Venezuela is a precedent that likely emboldens rather than deters China in its Taiwan calculus, warning that the shift it represents in U.S. national security policy might detract from American capabilities in the Indo-Pacific region at a crucial moment. They also provide sobering advice for U.S. allies struggling to adjust to rapidly shifting geopolitical realities under the second Trump administration.

A Shocking Action in World Affairs


There is no dispute that the Maduro government has been deeply authoritarian, deeply corrupt, and deeply illegitimate, says Diamond, author of Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency. Yet the United States “has probably violated international law to intervene forcibly in the internal affairs of Venezuela and remove its political leader," creating enormous implications for the international community. If it does not pursue a strategy of systemic democratic change in Venezuela, “all of this will have been for naught, and it will have paid a tragic price in terms of international precedent and international legitimacy,” Diamond argues.

Beijing is already using the operation as a "discourse power win," depicting the United States as crushing sovereignty and international law, Mastro notes. Moreover, in addition to Venezuela, President Trump continues to make statements about Greenland, reiterating its importance for U.S. national security and his interest in acquiring the territory, which has alarmed European partners and exacerbated strains with NATO.

“For the first time since WWII, some European countries have declared the United States to be a security threat,” Mastro says. “So I am curious to see if the Chinese try to bring along the Venezuela case as well, to convince U.S. allies and partners to distance themselves from the United States, which would have significant repercussions for the global order and for the United States' role in it.”

A Risky Strategic Reorientation


By unilaterally bypassing international norms to wield power in its own "backyard," the United States may have set a precedent that China can now exploit to justify its own ambitions in Taiwan as a legitimate exercise of regional dominance.

Diamond remarks on this line of thought: “If the United States, as a hegemon, can just do what it wants to arrest and remove a leader, in its kind of declared sphere of influence, what's to stop Xi Jinping from doing the same in his sphere of influence, and with a democratic system in Taiwan, whose sovereignty he does not recognize?” 

On the other hand, many commentators have argued that Operation Absolute Resolve serves as a deterrent to Chinese aggression. Granted, there is no doubt that the operation was a remarkably successful military attack showcasing the capabilities of U.S. special forces, notes Mastro, who, alongside her academic career, also serves in the United States Air Force Reserve, for which she currently works at the Pentagon as deputy director of research for Global China Strategy. Nevertheless, she emphasizes that the United States cannot carry out a similar attack in Asia.

“There is no situation in which we ‘neutralize’ Chinese air defenses and then somehow do some sort of infiltration,” says Mastro, author of Upstart: How China Became a Great Power. The U.S. intervention in Venezuela, therefore, “does not tell us a lot, operationally, about what the United States is capable of in a contingency via China.”

More troubling, Mastro identifies the Venezuela operation as demonstrating a fundamental shift in U.S. strategic priorities, with the raid conducted just weeks after the Trump administration released its 2025 National Security Strategy, which prioritizes restoring “American preeminence in the Western Hemisphere.” Mastro characterizes it as “the one region where U.S. dominance faces no serious challenge.” Thus, Venezuela suggests “the Trump administration means business about the renewed focus on the Western Hemisphere, and, unfortunately, that makes me concerned that there might be strategic neglect of the Indo-Pacific moving forward,” she points out.

Diamond stresses that, virtually throughout the entire presidency of Xi Jinping, dating back to 2012, China has been rapidly building up its military capabilities, prioritizing those specifically suited for coercing, isolating, or potentially seizing Taiwan. Against this backdrop, “I am much more fearful about the future of Taiwan in the week following U.S. military action on January 3 in Venezuela than I was before that action.” 

Mastro agrees with this assessment about the ripple effects of the operation in Venezuela. “I would say that it probably emboldens China.”

[M]y advice to the leaderships [of our allies is]: Find a way to get to the fundamental interests you need to pursue, defend, and preserve. And in the case of East Asia, that has to be number one, above all else, the preservation of our alliances.

Frank Advice for U.S. Allies


For U.S. allies in the Indo-Pacific, including Japan, South Korea, the Philippines, and Australia, as well as allies and partners in Europe, both scholars offer pragmatic counsel for coping with the Trump administration.

Diamond urges U.S. allies to manage Trump diplomatically while staying focused on core interests, namely, prioritizing the preservation of the alliances and strengthening autonomous defense capabilities to demonstrate commitment and hedge against potential U.S. retrenchment.

“It takes constant, energetic, proactive, imaginative, relentless, and in some ways deferential working of the relationship, including the personal relationship between these leaders and Donald Trump [...] The future will be better if the leaders of these countries internalize that fundamental lesson about Trump.”

Mastro is equally direct about the limited alternatives ahead of U.S. allies: "You don't really have an option. That Chinese military – if it gives the United States problems, it definitely gives you problems. There's no hope for a country like Taiwan without the United States. There's no hope for Australia without the United States."

Counterintuitively, U.S. assertiveness may indicate its insecurity about the balance of power with China. “It seems to me that the United States also needs to be reassured that our allies and partners support us [...] And if we had that confidence, maybe the United States would be less aggressive in its use of military force.”

A warming planet. Backsliding in democracy at home and abroad. Competition with China. And active war in Europe. Broadening conflicts in the Middle East.

The world today is facing no shortage of overlapping, multilateral challenges. At a recent panel titled, “Global Threats Today: What's At Stake and What We Can Do About It,” scholars from the Freeman Spogli Institute for International Studies (FSI) had an opportunity to delve deeper into what the data says about how these global threats are evolving, and how we should be thinking about how to address them.

The discussion, which was held as part of Stanford University's 2024 Reunion and Homecoming weekend, was moderated by Michael McFaul, director of the Freeman Spogli Institute, and featured Marshall Burke, Didi Kuo, Amichai Magen, Oriana Skylar Mastro, and Steven Pifer.

In the highlights below, each scholar shares what they wish people understood better about climate change, the war in Ukraine and Russia's aggression, China's strategy for building power, the health of American democracy, and how the fighting between Israel and Hamas fits into the geopolitical struggle between democracies and autocracies.

Illiberal Actors Are on the Move  |  Amichai Magen


Around the world, we are seeing a new axis of influence coalescing. Some have called it the "axis of misery" or the "axis of resistance." It is composed of Russia and Iran and North Korea, with a lot of Chinese involvement as well. It is transforming our international system in unbelievable ways. It is united by the desire to dismantle the liberal international order, and we're starting to see the nature and the interconnectivity of this new axis of chaos much more clearly. 

You see North Korean soldiers fighting for Putin in Ukraine. You see Putin helping the Houthis attack international Western shipping in Yemen. We see North Korean tunnel technology turn up in Lebanon with Hezbollah and then with Hamas in Gaza. The interconnectivity is something that we really need to know much more about.

Historically, emperors, kings, dukes, used to spend 50% of their resources on preparing for war or waging war. But in the post-Second World War era, we built a critical norm that we've called the liberal international order. And the miracle of the liberal international order is that we've managed to take global averages of defense spending from about 50% to a global average of about 7%. And the resulting surplus wealth has allowed us to invest in education, health, and scientific discovery.

What is at stake now is the possibility of a return of a norm where states are destroyed and disappear. And we have currently three states in the international system, at the very least — Ukraine, Israel and Taiwan — that are at risk of annihilation. To that end, we must articulate a positive strategic vision for the Middle East that will strive towards a two state solution, that would give the Palestinian people the dignity and the freedom that they deserve alongside a safe and secure Israel, and that will leverage the new spirit of cooperation that exists in the Middle East.

If we allow the norm of the non-disappearance of state to erode and collapse, we will go back to the law of the jungle, where we will have to spend so much more money on the wrong things. That is what is at stake in Ukraine, in the Middle East, and with Taiwan.

Challenges to Democracy Come From Within |  Didi Kuo


Many people think that the threat to democracy comes from outside our borders, particularly from countries like Russia and China that are asserting themselves in new and aggressive ways.

But the real threat to democracies that we're seeing across the globe is coming from within. Leaders come to power through democratic means, but then they begin to erode power from within. They attack the electoral system and the process of democratic elections, and they take power from other branches of government and aggregate it to themselves within the office of the executive. 

The good news is there are examples of countries like France, Brazil, and Poland where illiberal leaders have been stopped by pro-democracy coalitions of people who came together. These coalitions don't necessarily agree with each other politically, but they've come together and adapted in order to foreclose on these anti-democratic forces. 

That flexibility and adaptability is the reason democracies succeed. We see this over and over again in the the United States. When our institutions have become out of date, we've changed them. We extended suffrage, first to Black Americans who were formerly enslaved, then to women, then to Native Americans. We eliminating poll taxes and rethought what it means to have a multiracial democracy. We have a long track record of making changes.

Today in 2024, some of our democratic institutions are antiquated and don't reflect our contemporary values. This is a moment where we should lean into that flexible strength of democracy and think about institutional reforms that will both strengthen our system against illiberal creep and help us better achieve the ideals that we aspiring to as a people.

Ukraine Is Not Fated to Lose |  Steven Pifer


There's a narrative that's taking place that Russia is winning the war, Ukraine is losing, and it's only a matter of time. And it is true that Russia has captured a bit more territory than they occupied at the start of the year. But they've only achieved that at enormous cost.

As of September, the Pentagon says Russia had lost 600,000 dead and wounded soldiers. To put that in context, in February of 2022 when this major invasion began, the total Russian military — not just the army, but the total Russian military — was 1.1 million people. And the British Ministry of Defense earlier this week assessed that Russia now is losing 1,200 soldiers killed or severely wounded per day. You have to ask how long that's sustainable.

When I talk to Ukrainians, they still regard this war as existential. They're very determined to win, and we need to do a better job of supporting that. A stable and secure Europe is vital to America's national security interests, and you're not going to have a stable and secure Europe unless there's a stable and secure Ukraine. So we need to both provide them the weapons they need and relieve some of the restrictions we currently have and allow the Ukrainians to use those weapons to strike military targets in Russia.

Because we have to ask ourselves: what does an emboldened Vladimir Putin do if he wins in Ukraine? I don't think his ambitions end with Ukraine, perhaps not even with the post-Soviet space. There's going to be a much darker Russian threat hovering over Europe if Putin wins. So let's not count the Ukrainians out.

China Isn't Going Away Anytime Soon  |  Oriana Skylar Mastro


There is a lot of discussion right now about the fact that the economy in China is slowing down and its demography is undergoing significant changes. What I'm here to tell you is that the challenge of China is not over, and is not going to be over any time soon. China has built power in a different way than the United States, and we have to reassess how we understand that power if we want to effectively deter, blunt, and block them from acting out in ways that threaten our partners and allies.

Since the 1990s, China has developed a significant amount of political, economic, and military power. They've gone from having an economy smaller than France’s  to the second largest in the world. They've gone from not being involved in international institutions to a great degree, not even having diplomatic relations with major countries like South Korea, to now having stronger and greater diplomatic networks, especially in Asia, than the United States.

What we really need to understand is that the U.S.-China competition is not about the United States or about China; it's about the rest of the world, and how the rest of the world sees us and how China interacts with us. The balance of power is shifting, and we have to be a lot smarter and a lot faster if we want to make sure it shifts in favor of our interests.

The United States hasn't had a comprehensive strategy towards the developing world in a long time. And we are running out of time to get that balance right in Asia. We don't have the right stuff. We don't have it in the right numbers, and it's not in the right place. Some of this is about deterring war over Taiwan, but it's also about generally maintaining peace and stability in Asia.

We're Doing Better (But Not Enough) on Climate Change |  Marshall Burke


Many people don't recognize how much progress we're actually making on climate issues. Emissions have fallen by 20% since 2005. We're actually speeding up the amount of substantial progress being made in reducing greenhouse gas emissions and dealing with the core climate change problem, which is the human emission of greenhouse gasses.

In the United States, the Inflation Reduction Act and the subsequent implementation of various rules the Biden administration has championed has given a huge boost in transitioning our economy to greener energy technologies, transportation technologies, and other kinds of infrastructure. We're moving a lot of cash to get that done, and the president is trying to get as much of it out the door as he can before his term ends.

Globally, the progress has been less rapid. Emissions are roughly flat. But overall, we're still making progress. I co-teach an undergraduate class on climate change, and we've had to update our slides on how much warming we're expecting over the next century. We thought it was going to be four degrees Celsius. Now we think it's going to be something between two and three degrees Celsius.

But the flip side of that is that we're still going to get warming of two to three degrees Celsius. We're already experiencing warming of about a degree Celsius, which is about two degrees Fahrenheit, and it's projected that we're going to get another three to five degrees Fahrenheit by the end of the century. That is a lot of warming, and we are not prepared to deal with it. We need to do much more on mitigation and much more on adaptation if we're going to meet the realities of living in a changing climate.

So we've had progress on the one hand, but there's still a lot of work left to do in the coming decades.

For a half-century, America has avoided war with China over Taiwan largely through a delicate balance of deterrence and reassurance.

That equilibrium has been upset. China is building up and flexing its military power; hostile rhetoric emanates from both Beijing and Washington. War seems likelier each day.

It’s not too late to restore the kind of balance that helped to keep the peace for decades, but it will require taking steps to ease China’s concerns. This will be difficult because of Chinese intransigence and the overheated atmosphere prevailing in Washington. But it is worth the political risk if it prevents war.

Deterrence came in the form of the implied use of U.S. military force to thwart a Chinese attack on Taiwan. Reassurance was provided by the understanding that the United States would not intrude on decisions regarding Taiwan’s eventual political status.

The United States and its regional allies must continue to create a robust military deterrence. But U.S. leaders and politicians also need to keep in mind the power of reassurance, try to understand China’s deep sensitivities about Taiwan and should recommit — clearly and unequivocally — to the idea that only China and Taiwan can work out their political differences, a stance that remains official U.S. policy.

During the Cold War, Beijing and Washington signed a series of communiqués related to Taiwan. One of them said the United States “reaffirms its interest in a peaceful settlement of the Taiwan question by the Chinese themselves.” This and other wording was deliberately ambiguous, but it was accepted by all sides as a commitment to avoid rocking the boat. China still views this arrangement as binding.

To be clear, it was China that began rocking the boat first.

Since 2016, when Tsai Ing-wen of the independence-leaning Democratic Progressive Party was elected president of Taiwan (succeeding a more China-friendly administration), Xi Jinping has repeatedly brandished China’s military power with large-scale military exercises and other pressure tactics apparently meant to discourage independence sentiment on Taiwan.

U.S. political figures have rightly responded with rhetorical support for democratic Taiwan, by supplying it with weapons and by strengthening the U.S. military presence in the region. But the American reaction is also pouring fuel on the fire.

Beijing is far less concerned with U.S. efforts to enhance its military posture in the region — the deterrence side of the equation — than with the political rhetoric, which is seen in China as proof that the United States is moving away from past ambiguity

I have worked on U.S. defense strategy in various military roles for more than a decade. I recently traveled to Beijing, where I met with Chinese government and military officials, leading academics and experts from Communist Party-affiliated think tanks. During these talks it was clear that Beijing is far less concerned with U.S. efforts to enhance its military posture in the region — the deterrence side of the equation — than with the political rhetoric, which is seen in China as proof that the United States is moving away from past ambiguity and toward supporting Taiwan’s de facto independence.

They have plenty of evidence to point to.

In December 2016, Donald Trump became the first U.S. president or president-elect since the normalization of China-U.S. relations in 1979 to speak directly with a Taiwanese leader, when Ms. Tsai called to congratulate him on his election victory. President Biden has, on four occasions, contradicted the U.S. policy of ambiguity by saying we would support Taiwan militarily if China attacked. The number of U.S. Congress members visiting Taiwan — which China views as overt support for the island’s independence — reached a decade high last year, including an August 2022 trip by Nancy Pelosi, the speaker of the House at the time and the highest-ranking U.S. official travel to Taiwan since the 1990s. That has continued this year: In June a nine-member congressional delegation, the largest in years, arrived in Taipei.

Provocative legislation has not helped. Last year the Taiwan Policy Act, which articulated support for Taiwan’s role in international organizations, was introduced in the Senate, and in July of this year the House passed a similar act. House Republicans introduced a motion in January to recognize Taiwan as an independent country.

For now, lingering doubts over Chinese military capabilities and the specter of U.S. and allied retaliation are enough to restrain Mr. Xi

Actions like these put great pressure on Mr. Xi, who won’t tolerate going down in history as the Chinese leader to have lost Taiwan. That would be seen in Beijing as an existential threat, potentially fueling separatist sentiment in restive regions like Tibet and Xinjiang.

For now, lingering doubts over Chinese military capabilities and the specter of U.S. and allied retaliation are enough to restrain Mr. Xi. But if he concludes that the United States has broken, once and for all, from its previous position on Taiwan and is bent on thwarting unification, he may feel that he must act militarily. The United States might be able to build the necessary military power in the region to deter a Chinese war of choice. But the level of dominance needed to stop Mr. Xi from launching a war he sees as necessary might be impossible to achieve.

Reassuring China would require Mr. Biden to reiterate that the United States does not support Taiwanese independence or oppose the island’s peaceful unification with China and that, ultimately, Taiwan’s fate is up to Taipei and Beijing. It would mean moving away from attempts to create international space for Taiwan and chastising Beijing when it pulls away Taipei’s diplomatic partners. The White House would also need to use what leverage it has to discourage members of Congress from visiting Taiwan and threaten to veto provocative legislation.

There would doubtless be blowback in Washington and Taipei, and Mr. Xi may already have made up his mind to seize Taiwan, regardless of the U.S. stance. But a politically neutral position on Taiwan is what the United States has followed for decades. Presidents Bill Clinton, Barack Obama and George H.W. and George W. Bush advocated peaceful dialogue between Taipei and Beijing to resolve their differences.

There also are longer-term repercussions to consider: If the combination of deterrence and reassurance fails and China attacks Taiwan, it will set a precedent in which Chinese leaders kill and destroy to achieve their goals. But if a pathway remains for China to eventually convince Taiwan’s people — through inducements or pressure — that it is in their interest to peacefully unify, then that may be a China that we can live with.

In the best-case scenario, the United States and China would reach a high-level agreement, a new communiqué, in which Washington reiterates its longstanding political neutrality and China commits to dialing back its military threats. This would avert war while giving China political space to work toward peaceful unification. That might mean using its clout to isolate Taiwan and eventually convince the island’s people that it should strike a deal with Beijing. But it isn’t Washington’s place to prevent the unification of the two sides — only to ensure that doesn’t happen through military force or coercion.

A war between the United States and China over Taiwan could be the most brutal since World War II. As politically difficult as it may be, U.S. leaders have a duty to try to prevent conflict, and that means speaking more softly but carrying a big stick.

Tensions at the Taiwan Strait are at an all-time high. Speaker of the House Nancy Pelosi’s recent visit marked the highest level of exchange between U.S. and Taiwanese officials since 1997. China used the visit as a pretext to conduct large-scale military exercises encircling the island, coupled with rhetoric about how it could successfully use force to unify if it decided to do so.

The dynamics between China and the United States over Taiwan are eerily like those laid out in Zuo Xiying’s balanced, informative article. Zuo accurately captures the U.S. deterrence strategy toward Russia before its invasion of Ukraine—highlighting key components such as threatening economic sanctions and international isolation, as well as providing training and equipment to Ukraine to enhance its ability to defend itself. But deterrence failed, the reasons (according to Zuo) being that the United States did not do more to reassure Russia of its peaceful intentions and that ultimately costs are difficult to calculate ahead of time. Once war broke out, as Zuo also points out, the United States escalated its involvement by providing military aid to Ukraine, which increased the costs of the war to Russia.

What does all this mean for U.S. deterrence strategy with respect to Taiwan? Zuo recognizes that “for China, the Russia-Ukraine conflict acts as a mirror. . . . China needs to not only study in depth how the United States deters and how it punishes Russia, but also to carefully analyze how Russia perceives the United States’ threats and to derive experience and lessons from therein.” But he leaves the reader wondering what those lessons are. He hints in his discussion on Ukraine that a U.S. strategy to build up Taiwan’s defenses is unlikely to deter China; however, he also indirectly suggests that China may be underestimating the costs of war. Successful deterrence, Zuo notes, “requires not only that the United States itself has powerful forces and strong resolve but that it can make the other side accurately feel the threat and have an accurate calculation of the costs and benefits. But the real world is complicated, and it is difficult to have both conditions present at once.” In other words, he thinks there is an intermediate step needed in a deterrence strategy. The United States has to not only issue a credible threat, but also make the other side accurately assess the costs and benefits of certain actions.

Zuo does not seem optimistic. He implies the United States needs to increase efforts to paint a more specific picture of what it would do if war broke out—but that, even if it did, the message still might not get through. The reader is left with an acute understanding that if there is war over Taiwan, failures in both Beijing and Washington will be to blame.

Thank you for the opportunity to present my views on how to enhance near-term deterrence and our our own resilience against the PRC’s attempts to take Taiwan by force. The growth in Chinese military capabilities is well-documented, so I will not take time to summarize it in this testimony. Moreover, this committee has demonstrated an understanding that there is a possibility that China will attempt to take Taiwan by force. My article, “The Taiwan Temptation,” provides more concrete evidence to that fact if it is of interest. Instead, in this testimony, I want to focus on the challenges we face in countering (and thus deterring) China, including some fallacies; my recommendations for how to mitigate US defense challenges in deterring China from attempting a fait accompli; and my four rules for deterrence.

China does not want to fight a protracted war against the United States at this stage of development. The only situation in which it will initiate a war over Taiwan is if the leadership believes it can move quickly and take the island before the United States has time to respond (I’ll address some caveats to this later on).

The main vulnerabilities the United States experiences in its military power in Asia stem from the fact that it is not a resident power in Asia and thus is attempting to project power across vast distances. The emerging U.S. way of war exhibits several dependencies that China’s A2AD strategy targets. First and foremost, the United States relies on other countries for base access, while China can rely on home bases. This is problematic for several reasons. The number of bases the United States has access to in the first island chain has atrophied since the end of the Cold War, while China has infinite possibilities for basing options on its massive soil. In practice, the result is that the United States has one air base, Kadena Air Base in Okinawa, within combat range of Taiwan, while China has thirty-nine. Each air base can only support so many aircraft (Kadena can house about eighty aircraft, only fifty-four of which are fighters. And even here, the U.S. Air Force has also started to pull many of these aging aircraft out of the base, replacing them only with a temporary unit of more modern F-22s), which translates into China being able to generate far more sorties than the United States.

The United States and Taiwan should seek to use the semiconductor industry to promote Taiwan’s prosperity and stability by creating an environment that fosters deeper business-to-business, research, academic, individual, and civil ties with Taiwan and other global partners in the semiconductor arena. This strategy includes the active promotion of Taiwan semiconductor firm activities, including manufacturing, design, and joint research and development (R&D) in the United States; income tax abatement for cross-border workers; two-way semiconductor internship programs and academic exchange; semiconductor supply chain information sharing and resiliency planning; and defense industry coproduction in Taiwan. With Taiwan’s particular strengths in semiconductors, and continued longterm US interests there, this is an attractive foundation for broader shared civil and business ties that helps to deepen US commitments to Taiwan’s democracy—and deters efforts to end it.

Most world leaders, including President Biden and Japanese Prime Minister Fumio Kishida, agree that the defense of Taiwan is crucial for regional security. But most options for improving deterrence will take too long. Building Taiwan’s self-defense, developing more U.S. firepower in the region, creating the economic resilience to make severe sanctions feasible: None of these will come to fruition before 2030.

Japan could change the game now. Allied forces, responding immediately and en masse, have a chance of thwarting a Chinese invasion, according to a recent report from the Center for Strategic & International Studies. But, in meetings with high-level officials in Tokyo last month, I sensed a mismatch between talk and walk. Japan must broaden its vision of self-defense to encompass priorities and declaratory policies that will avert calamity in the region. Tokyo cannot wait until war breaks out to start the tougher conversations.

First, without Japan, the United States could be outgunned in a fight to defend Taiwan, notwithstanding Washington’s new basing agreement with the Philippines. A combined U.S.-Japan fleet, on the other hand, would boast more than three times as many aircraft carriers, cruisers and destroyers as the People’s Liberation Army Navy. The quality of many Japanese ships approaches that of its U.S. counterparts. Eight of Japan’s destroyers field a state-of-the-art Aegis weapons system used by some of the more advanced ships in the U.S. Navy.

Second, Japan’s involvement could mitigate some of the geographic vulnerabilities of the United States. Adding Japanese bases more than doubles the locations from which the two countries together could conduct operations. Japan’s southwestern islands are closer to Taiwan than mainland China. Take Yonaguni Island, just about 70 miles from Taiwan’s east coast. On it are intelligence, surveillance and reconnaissance assets, as well as anti-ship and anti-aircraft capabilities. Operating from these bases in the defense of Taiwan, allied forces would have more opportunities to quickly target an invading force. That would make attacks on U.S. bases in Japan, such as Kadena, at the southernmost tip of the archipelago, less attractive to the Chinese. Such strikes would no longer completely cripple an air effort.

Third, Japan has military strengths that would make a fait accompli almost impossible for China. Though Japanese diesel submarines are slower than U.S. counterparts, they could reach the Taiwan Strait in just two days. U.S. submarines departing from Hawaii would take at least a week; from San Diego even longer. This makes Japan the first line of defense for Taiwan. Japanese boats could also monitor key choke points through which Chinese navy submarines would be attempting to exit the First Island Chain in the western Pacific. This would free up the quieter submarines of the U.S. Navy to wreak havoc on amphibious vessels and escort ships.

In short, Tokyo could contribute significantly to a military effort to deny China the ability to take Taiwan by force. To do so, Japan must increase its stockpile of torpedoes and long-range strike weapons, as planned. Tokyo must be willing to go after the amphibious invasion force and targets on mainland China — a very controversial proposition indeed.

On the surface, it looks as if Japan is moving in the right direction. The government took the groundbreaking historic step of increasing defense spending to 2 percent of Japan’s gross domestic product over the next five years. This meant a whopping 26.3 percent increase in 2023 alone. The greatest increase in the past was in 1986, by nearly 50 percent.

Last year, former prime minister Shinzo Abe stated that the security of Japan is connected to Taiwan. He said a Chinese use of force against a U.S. vessel defending Taiwan could legally trigger the deployment of Japan’s military (known as the Self-Defense Force).

Indeed, a 2015 law allows Japan to engage in collective defense when presented with an existential threat. This provides plenty of flexibility for Japan to fight alongside the United States without the need for a constitutional amendment. The officials I spoke with in Tokyo were firm that Japan would respond if China attacked U.S. bases such as Kadena.

Crudely, Japan seems to be prepared to push back against only Chinese assets that are clearly poised to attack its sovereign territory. Those heading toward Taiwan? Not so much.

But all these initiatives concern self-defense. Japan does worry that military activity around Taiwan could extend to the security of its southwestern islands. Or that if China takes Taiwan, it would be emboldened to take the Senkaku/Diaoyu islands, which Tokyo administers but which China also claims. There are even concerns that Okinawa, a group of 160-plus islands that is home to 1.4 million people (and dozens of U.S. bases), could then prove enticing to Beijing.

Crudely, Japan seems to be prepared to push back against only Chinese assets that are clearly poised to attack its sovereign territory. Those heading toward Taiwan? Not so much.

While a degree of strategic ambiguity makes sense, too much could backfire. If Japan is clearly unwilling to defend Taiwan, then improvements in Japanese military capabilities will do little to deter conflict across the strait. Japanese officials don’t need to say they would attack any Chinese invading forces, but they need to let their counterparts know it is a real possibility. The officials I met were unwilling to send such strong messages; some insisted reassuring Beijing was more important.

Tokyo must make clear at home and abroad that defending Taiwan is no longer off the table. The prospect of Japan engaging in offensive operations in the defense of Taiwan would stay Chinese President Xi Jinping’s hand. Only then would recent monumental changes in Japanese politics fulfill their potential in contributing to peace and security in Asia. If Ukraine has taught us anything, it is that deterrence is costly, but war is worse.

In October 2022, the Chinese Communist Party elected Xi Jinping for a third term as general secretary, setting Xi on a path to be the longest-serving leader since Mao Zedong’s rule ended in 1976.

The extension of Xi’s rule carries significant implications not only for China, but for the broader Indo-Pacific region and global geopolitical order. No country is more aware of this than Taiwan, which has carefully walked the line between its own autonomy and Beijing’s desire for reunification since the 1940s.

After a summer of rising tensions, many experts believe that Beijing’s timeline for an attempt at reunification is much shorter than conventional thinking has assumed. On the World Class podcast, Michael McFaul, director of the Freeman Spogli Institute for International Studies, discusses the prognosis for Taiwan with Oriana Skylar Mastro, an expert on the Chinese military and security, and Larry Diamond, a scholar of China’s sharp power and the role of Taiwan in the Indo-Pacific region.

The Likelihood of Invasion


In stark terms, Oriana Skylar Mastro, a center fellow at the Freeman Spogli Institute for International Studies, believes there’s a 100% chance China will use some sort of force against Taiwan in the next five years. For the last twenty years, China has been making concerted efforts to modernize its military and increase its capabilities not only to assert force against Taiwan, but to deter intervention from the United States.

In the majority of scenarios, the United States wins in a conflict with China over Taiwan. But the United States also carries a distinct geographic disadvantage. The distance across the Taiwan Strait between the island and mainland China is approximately 100 miles, which is roughly the distance between Richmond, Virginia and Washington D.C. If China moves quickly, PRC forces could take Taiwan before U.S. forces have time to move into position.

When considering possible outcomes in Taiwan, it is equally important to consider the motivations driving Beijing’s ambitions. The leadership on the mainland has been planning and thinking about how to retake Taiwan since 1949. With the modernized capabilities coming online, the balance of power has shifted in China’s military favor, and the cost-benefit calculus favors Beijing’s ambitions. The long-term planning stage is now reaching its end, and the prospects of direct action are increasing.

The View from Taipei


Political leaders in Taiwan recognize the growing danger they face across the Strait. In Larry Diamond’s assessment, the end of Hong Kong's autonomy and the suppression of the “one country, two systems” model, the rising military incursions into Taiwan's air defense identification zone and coastal waters, and the whole rising pace of Chinese military intimidation has sobered Taiwan and visibly impacted Taiwanese public opinion.

Concerningly though, while the political elite recognize the real and present danger of the situation, polling of the general Taiwan public suggests that the vast majority of citizens still feel like an attack or an invasion by China is unlikely. Similar majorities suggest that they would be willing to fight in Taiwan’s defense, but volunteering for military service remains at a minimum.

To maximize safety, Taiwan needs to find ways to strengthen itself in its ability to defend, resist, and deter China, while still avoiding any appearance of moving toward permanent independence or any other action that could be deemed by Beijing as a provocation, says Diamond.

There are things that can completely change Beijing's calculus, but it takes a lot of work, and I just don't see us doing the work yet.

What the United States Can Do


When it comes to the defense of Taiwan, the strategic crutch hobbling the United States is geography. Most of the U.S. Pacific forces are not in Asia. The majority are in Hawaii and California, as well as a few bases and airfields in Japan. To be able to effectively deter China, the U.S. needs far greater forward deployed military capability in order to be able to either stop or stall the movement of Chinese troops into Taiwan, says Mastro.

Taiwan needs greater onshore military deterrence capabilities as well. One such strategy is the “porcupine approach,” which increases the number of smaller mobile lethal weapons. By Larry Diamond’s assessment, increased citizen participation in military training is also crucial, with an emphasis on weapons training and urban defense tactics. The U.S. could support these aims by overhauling the current system for weapons procurement to speed up the production and delivery of weapons systems not just for Taiwan, but to the benefit of U.S. defense and other contingencies as well. Working with leadership to create strategic stockpiles of food, and energy should also be a priority, says Diamond.

The U.S. also needs to put much more effort into its diplomatic efforts on behalf of Taiwan. Many U.S. allies and partners are reluctant to ostracize China because of economic ties and concerns over sparking their own conflict with China in the future. A key ally in all of this is Japan. If Japan fights with the United States on behalf of Taiwan, it is a guaranteed win and enough to effectively deter China. But much more needs to be done much more quickly in order to secure those guarantees and present them in a convincing way to Beijing.

In the afternoon of August 4th, the People’s Liberation Army (PLA) kicked off the largest and most sophisticated military exercises it has ever conducted. Over the course of a week, the Chinese launched dozens of missiles and conducted drills near Taiwan with 100 aircraft, ten destroyers and support vessels. Submarines and aircraft carriers also played a role. The display has made the third Taiwan Strait crisis, which occurred between 1995-96, when China conducted four rounds of tests over the course of several months, with barrages of no more than six missiles, look like child’s play.

Part of the rationale for the latest exercise was to signal Beijing’s anger over Nancy Pelosi’s visit to Taiwan. Ms Pelosi, the speaker of the House of Representatives, was the highest-ranking American government official to visit the island since 1997. Back then Newt Gingrich, who was also the House speaker, made the trip. China warned that if Ms Pelosi added Taipei to her itinerary, there would be hell to pay.

The exercise is also a bit of a “coming-out party” for Beijing. In 1996 the third crisis ended when America sent two aircraft-carrier strike groups within 200 miles (322km) of Taiwan. America saw this as a great strategic success, and Chinese leaders were unhappy with its interference in what China considers a domestic affair. The resentment helped to drive China to build the PLA into one of the greatest armed forces in the world.

Compared with 1996, China’s forces today are barely recognizable. Back then it had a large army, with roughly 4m people, but that was a sign of its backwardness more than anything else. With obsolete equipment and poor training, China barely had what could be considered an air force and a navy. Its pilots could not fly over water, at night or in rough weather. In 1999 less than 2% of its fighters were fourth generation, just 4% of its attack submarines were classed as modern (nuclear powered, for example) and none of its surface ships was. Its navy was a glorified coastguard with ships that, lacking air-defense systems, had to hug the coastline on any patrol. Its nuclear weapons, solid-fuelled and housed mainly in fixed silos, could have been taken out in one fell swoop by America.

Now China’s armed forces are comparable to America’s in quality and quantity. Most of its platforms are modern (of the latest technology for the relevant domain) and it boasts the largest navy in the world. In some areas, Chinese military capabilities already surpass America’s—in shipbuilding, land-based conventional ballistic and cruise missiles, and integrated air-defense systems. China possesses the world’s third-largest nuclear arsenal in the world, one that is currently undergoing major modernization.

Chinese leaders knew the PLA had to conduct a series of large, realistic exercises to identify issues and hone their capabilities. If China had done so out of the blue, instead of using Ms Pelosi’s visit as a pretext, international opprobrium would have been stronger.

But even with all these improvements, it is unclear whether China could take Taiwan by force. China has not fought a war since 1979, when it made heavy weather of a “punitive” invasion of Vietnam. An amphibious attack, and to a lesser degree a blockade of the type the exercises off Taiwan were simulating, would demand complex joint operations (involving army, air force and navy), which in turn require impeccable logistics and command and control. Xi Jinping, China’s leader, launched a massive organizational reform to improve in these areas, and the PLA undoubtedly has. But the war in Ukraine may have given him heightened anxiety, given that the Russians struggled precisely with logistics and command.

For this reason, we should see the massive exercises off Taiwan less as a signal, and more as a rehearsal for combat. Mr Xi wants progress on the Taiwan issue, and domestically talk in the press is shifting from peaceful reunification to armed reunification. Chinese leaders knew the PLA had to conduct a series of large, realistic exercises to identify issues and hone their capabilities. If China had done so out of the blue, instead of using Ms Pelosi’s visit as a pretext, international opprobrium would have been stronger.

China will seize the opportunity to practice as much as possible. It has announced already that this round of exercises will continue and that another round in the Bohai Gulf/Yellow Sea is next. And it won’t just be large-scale exercises. It is unlikely that Beijing will return to its previous level of operations. Instead, China might attempt to normalize greater Chinese activity around Taiwan. That makes war more probable. Through a series of exercises the PLA, and the party leadership, might gain confidence that China’s forces are ready to take Taiwan sooner than they would otherwise have thought.

Of course, this all depends on how the exercises and operations go. From the outside, this is hard to assess. The missiles landed where they should have in recent days, and there were no accidents. But we don’t know how much and how well different groups are communicating with each other. To prepare for joint operations, air-force units need to operate in close proximity and coordinate with ground troops and amphibious elements. The PLA needs to practice providing supplies, such as prepositioned fuel stocks, and bringing munitions and medical supplies to forward locations such as Fujian, the province directly across the Taiwan Strait.

This is where the real trouble lies. If activities in the vicinity of Taiwan become more routine, not only does this heighten anxiety in Taipei (and probably other regional capitals as well) but it helps to disguise any preparations for a real military campaign. China needs an element of surprise to be able to take Taiwan before America has time to mobilize adequate forces in the region to defend the island. If China’s forces are simulating formations, blockades, attacks, and amphibious landings, it will be harder to decipher when they are preparing for the real thing. Ms Pelosi’s visit has allowed Beijing to move to a new level of military activity unchallenged, which will make it harder for America to defend Taiwan. No signal of America’s commitment to the island can fix that.

President Biden’s recent trip to Asia nearly went off without a hitch — until Taiwan came up. Mr. Biden was asked whether the United States would respond “militarily” if China sought to retake the self-ruled island by force.

“Yes,” he said. “That’s the commitment we made.”

It was one of the most explicit U.S. defense guarantees for Taiwan in decades, appearing to depart from a longtime policy of “strategic ambiguity.” But it’s far from certain that the United States could hold off China.

I have been involved in dozens of war games and tabletop exercises to see how a conflict would turn out. Simply put, the United States is outgunned. At the very least, a confrontation with China would be an enormous drain on the U.S. military without any assured outcome that America could repel all of China’s forces. Mr. Biden’s comments may be aimed at deterring a Chinese attack, and hopefully they will.

After a decades-long military modernization, China has the world’s largest navy and the United States could throw far fewer ships into a Taiwan conflict. China’s missile force is also thought to be capable of targeting ships at sea to neutralize the main U.S. tool of power projection, aircraft carriers. The United States has the most advanced fighter jets in the world but access to just two U.S. air bases within unrefueled combat radius of the Taiwan Strait, both in Japan, compared with China’s 39 air bases within 500 miles of Taipei.

If China’s leaders decide they need to recover Taiwan and are convinced that the United States would respond, they may see no other option but a pre-emptive strike on U.S. forces in the region. Chinese missiles could take out key American bases in Japan, and U.S. aircraft carriers could face Chinese “carrier killer” missiles. In this scenario, superior U.S. training and experience would matter little.

The need to project power across vast distances also makes U.S. forces vulnerable to China’s electronic and cyberwarfare capability. China could disrupt networks like the United States Transportation Command, which moves American assets around and is considered vulnerable to cyberattacks. China may also have the ability to damage satellites and disrupt communications, navigation, targeting, intelligence-gathering, or command and control. Operating from home turf, China could use more-secure systems like fiber-optic cables for its own networks.

Under a best-case battle scenario for the United States, China would attack only Taiwan and refrain from hitting American forces to avoid drawing in U.S. military might. This would allow the United States time to bring its forces into the region, move others to safety and pick where and when it engages with China.

If the United States did ever intervene, it would need regional allies to provide runways, ports and supply depots. But those partners may be eager to stay out of the crossfire.

I’m not the only one who’s worried. A 2018 congressionally mandated assessment warned that America could face a “decisive military defeat” in a war over Taiwan, citing China’s increasingly advanced capabilities and myriad U.S. logistical difficulties. Several top former U.S. defense officials have reached similar conclusions.


Mr. Biden’s remarks were made in the context of Ukraine, and America’s failure to prevent that war may be driving his thinking on Taiwan. Mr. Biden may be calculating that Russia’s setbacks in Ukraine will give China pause and that guaranteed U.S. intervention in a conflict over Taiwan would cost Beijing too much, even if it took the island.

But comparing Ukraine and Taiwan is problematic. Beijing views Taiwan — self-ruled since 1949 — as an integral part of Chinese territory since ancient times, a significantly deeper attachment than Vladimir Putin’s obsession with Ukraine. Reunifying the island with the mainland is one of the Chinese Communist Party’s most cherished goals, and China would see U.S. intervention as a bitter betrayal of the “one China” principle — the idea that China and Taiwan belong together, which Washington has acknowledged since the 1970s.

China’s military is bigger and more formidable than Russia’s, and its economy far larger, more resilient and globally integrated. Rallying support for economic sanctions against Beijing during a conflict — China is the biggest trading partner of many countries — would be more challenging than isolating Russia.

The White House is once again walking back Mr. Biden’s comments, saying official policy has not changed.

If so, then Mr. Biden should stop rocking the boat and focus instead on strengthening America’s position in the Taiwan theater. This doesn’t just mean more weapons for Taiwan and a more robust U.S. military presence in the region, though the former would help the island hold out if China attacked, and both would boost deterrence.

It also means shrewd diplomacy. Mr. Biden needs to stand firm against Chinese intimidation of Taiwan, while working to ease Beijing’s anxieties by demonstrating a stronger U.S. commitment to a peaceful resolution of the Taiwan issue. Mr. Biden should also persuade regional friends to provide more bases for the United States to use. This not only increases U.S. operational flexibility but also heightens deterrence.

Whatever Mr. Biden’s calculations, departing from the “strategic ambiguity” that has helped keep peace for decades misses the point. The main question for President Xi Jinping must be not whether the United States would join in, but whether China could beat the United States in a battle for Taiwan. Twenty years ago, China’s poorly trained army and largely obsolete naval and air forces had no chance. But that was then.
