Despite the enormous amount of attention that has been directed to software security in recent years, relatively little attention has been given to hardware security. More than ever, the devices that are critical to everyday life and to the larger infrastructure are dependent on increasingly sophisticated integrated circuits (ICs). As the complexity and size of these ICs continue to grow, so does the risk of “Trojan” attacks, in which malicious circuitry is hidden within a chip during the design and manufacturing process. The circuitry could be triggered to launch an attack months or years later, with very significant consequences if carried out on a large scale. This presentation will explain the increasingly global nature of the semiconductor industry, and identify technology and policy steps that can be taken to minimize the likelihood of a successful, large-scale, hardware-based cyberattack.


John Villasenor is a professor of electrical engineering at the University of California, Los Angeles and a nonresident senior fellow in Governance Studies and the Center for Technology Innovation at the Brookings Institution. His work addresses the intersection of technology, policy and the law . He holds a B.S. degree from the University of Virginia, and an M.S. and Ph.D. from Stanford University, all in electrical engineering.

David Holloway is the Raymond A. Spruance Professor of International History, a professor of political science, and an FSI senior fellow. He was co-director of CISAC from 1991 to 1997, and director of FSI from 1998 to 2003. His research focuses on the international history of nuclear weapons, on science and technology in the Soviet Union, and on the relationship between international history and international relations theory. His book Stalin and the Bomb: The Soviet Union and Atomic Energy, 1939-1956 (Yale University Press, 1994) was chosen by the New York Times Book Review as one of the 11 best books of 1994, and it won the Vucinich and Shulman prizes of the American Association for the Advancement of Slavic Studies. It has been translated into seven languages, most recently into Chinese. The Chinese translation is due to be published later in 2018. Holloway also wrote The Soviet Union and the Arms Race (1983) and co-authored The Reagan Strategic Defense Initiative: Technical, Political and Arms Control Assessment (1984). He has contributed to the Bulletin of the Atomic Scientists, Foreign Affairs, and other scholarly journals.

Since joining the Stanford faculty in 1986 -- first as a professor of political science and later (in 1996) as a professor of history as well -- Holloway has served as chair and co-chair of the International Relations Program (1989-1991), and as associate dean in the School of Humanities and Sciences (1997-1998). Before coming to Stanford, he taught at the University of Lancaster (1967-1970) and the University of Edinburgh (1970-1986). Born in Dublin, Ireland, he received his undergraduate degree in modern languages and literature, and his PhD in social and political sciences, both from Cambridge University.

Leonard Weiss is a visiting scholar at Stanford University’s Center for International Security and Cooperation (CISAC). He is also a national advisory board member of the Center for Arms control and Non-Proliferation in Washington, DC. He began his professional career as a PhD researcher in mathematical system theory at the Research Institute for Advanced Studies in Baltimore. This was followed by tenured professorships in applied mathematics and electrical engineering at Brown University and the University of Maryland. During this period he published widely in the applied mathematics literature. In 1976 he received a Congressional Science Fellowship that resulted in a career change. For more than two decades he worked for Senator John Glenn as the staff director of both the Senate Subcommittee on Energy and Nuclear Proliferation and the Committee on Governmental Affairs. He was the chief architect of the Nuclear Nonproliferation Act of 1978 and legislation that created the Defense Nuclear Facilities Safety Board. In addition, he led notable investigations of the nuclear programs of India and Pakistan. Since retiring from the Senate staff in 1999, he has published numerous articles on nonproliferation issues for the Bulletin of Atomic Scientists, Arms Control Today, and the Nonproliferation Review. His current research interests include an assessment of the impact on the nonproliferation regime of nuclear trade with non-signers of the Nuclear Nonproliferation Treaty, and more generally the relationship of energy security concerns with nonproliferation.

Frank Pabian is a globally recognized expert in the fields of nuclear nonproliferation and satellite imagery intelligence analysis with one half century of professional experience, beginning with the CIA’s Office of Imagery Analysis, followed by employment at US and European National Nuclear Laboratories. During the period from 1996-98, Frank was a Nuclear Chief Inspector for the UN’s International Atomic Energy Agency (IAEA) during ground inspections in Iraq, focusing primarily on equipment/materials “Hide Sites” and “Capable Sites” potentially associated with weapons of mass destruction development and/or production. His Iraq Action Team’s efforts helped garner support for the IAEA and its Director General to be awarded the Nobel Peace Prize.

Frank is recipient of the US Intelligence Community’s highest  award for contractors, the Gold Seal Medallion, for “sustained superior performance” for Nuclear Non-Proliferation Treaty verification support to the IAEA during South Africa’s denuclearization, and for associated discoveries derived from original analysis of all-source information. He was also named a Los Alamos National Laboratory Fellow in 2013, having served as the senior geospatial open-source information analyst in both the Global Security Directorate and the Earth and Environmental Sciences Division to help solve key intelligence questions in a geospatial context until retirement in May 2017. During 2014-2016, served as a Senior Fellow Researcher during USG authorized overseas service at the Joint Research Centre in Ispra, Italy; and is continuing as an Affiliate at Stanford University's Center for International Security and Cooperation where, previously, Frank was a Research Fellow during the 2011-2012 academic year.
 

Although now fully retired, Frank remains a consultant to the CISAC IMINT Team and continues to lecture on new developments for Open Source Geospatial Intelligence.  Frank is a “Certified Mapping Scientist, Remote Sensing” with the American Society for Photogrammetry and Remote Sensing (ASP&RS) and an American Mensan.

About the topic: Stanford University, in collaboration with humanitarian NGOs, WHO, the Global Fund and the North Korean Ministry of Public Health have undertaken to develop that country's first National Tuberculosis Reference Laboratory. North Korea is estimated to have the highest tuberculosis rate outside sub-Saharan Africa and is believed to have a mounting epidemic of patients infected with drug-resistant strains. This presentation will focus on the nature of the TB epidemic in North Korea, the role of this laboratory in addressing this epidemic, challenges to the laboratory's development in this isolated country and possible "dual use" concerns about the importation of equipment and expertise intended for the diagnosis and treatment of TB patients.

 

About the speaker: Gary Schoolnik is Professor of Medicine, Microbiology and Immunology, Attending Physician in Internal Medicine and Infectious Diseases at Stanford Hospital, Associate Director of the Institute for Immunology, Transplantation and Infection and Associate Dean, School of Medicine. His research laboratory studies tuberculosis and cholera using molecular, genetic and genomic methods to understand how these microbes cause disease and how that understanding might lead to improved preventive, diagnostic and treatment strategies.

About the Topic: Osama bin Laden’s demise was merely one sensational moment in the first decade of America’s shadow war, the transformation of the national security apparatus into a machine calibrated for man-hunting operations. Beyond the “big wars” in Afghanistan and Iraq, America has pursued its enemies with killer robots and special operations troops, sent privateers on assassination missions and to set up clandestine spying networks, and relied on mercurial dictators, unreliable foreign intelligence services and ragtag proxy armies. A new military-intelligence complex has emerged: the soldiers have become spies and spies have become soldiers.

The CIA, created as a Cold War espionage service, is now more than ever a paramilitary agency ordered by the White House to kill off America’s enemies: from the sustained bombing campaign in the mountains of Pakistan and the deserts of Yemen and North Africa, to the simmering clan wars in Somalia. For its part, the Pentagon has turned into the CIA, dramatically expanding spying missions in the dark spaces of U.S. foreign policy.

About the Speaker: Mark Mazzetti is a national security correspondent for The New York Times, based in the newspaper's Washington DC bureau. In 2009, he shared a Pulitzer Prize for reporting on the intensifying violence in Pakistan and Afghanistan and Washington's response, and he has numerous other major journalism awards including the George Polk Award (with colleague Dexter Filkins) and the Gerald R. Ford Prize for defense reporting. Mazzetti has also written for the Los Angeles Times, U.S. News & World Report, and The Economist.

Abstract

Transnational advocacy organizations are influential actors in the international politics of human rights. While political scientists have described several methods these groups use – particularly a set of strategies termed ‘information politics’ – scholars have yet to consider the effects of these tactics beyond their immediate impact on public awareness, policy agendas or the behavior of state actors. This article investigates the information politics surrounding sexual violence during Liberia’s civil war. We show that two frequently-cited ‘facts’ about rape in Liberia are inaccurate, and consider how this conventional wisdom gained acceptance. Drawing on the Liberian case and findings from sociology and economics, we develop a theoretical framework that treats inaccurate claims as an effect of ‘dueling incentives’ – the conflict between advocacy organizations’ needs for short-term drama and long-term credibility. From this theoretical framework, we generate hypotheses regarding the effects of information politics on (1) short-term changes in funding for human rights advocacy organizations, (2) short-term changes in human rights outcomes, (3) the institutional health of humanitarian and human rights organizations, and (4) long-run outcomes for the ostensible beneficiaries of such organizations. We conclude by outlining a research agenda in this area, emphasizing the importance of empirical research on information politics in the human rights realm, and particularly its effects on the lives of aid recipients.

Robert Rakove is a historian who studies U.S. foreign relations, focusing particularly on the Cold War era.  He is a lecturer in Stanford University's Program in International Relations, and has previously taught at Colgate University and Old Dominion University.  His first book, Kennedy, Johnson, and the Nonaligned World, was published by Cambridge University Press in 2012.  He completed his second book, Days of Opportunity: The United States and Afghanistan before the Soviet Invasion, a study of the U.S.-Afghan relationship and the Cold War in the Afghanistan before the Soviet invasion and was published by Columbia University Press in 2023.  He received his doctorate in History in 2008 from the University of Virginia, and was a postdoctoral fellow at the Mershon Center for International Security Studies at The Ohio State University, at the University of Sydney's United States Studies Centre, and at the Hoover Institution.

Philanthropist and software giant Bill Gates spoke to a Stanford audience last week about the importance of foreign aid and product innovation in the fight against chronic hunger, poverty and disease in the developing world.

His message goes hand-in-hand with the ongoing work of researchers at Stanford’s Freeman Spogli Institute for International Studies. Much of that work is supported by FSI’s Global Underdevelopment Action Fund, which provides seed grants to help faculty members design research experiments and conduct fieldwork in some of the world’s poorest places.

Four FSI senior fellows – Larry Diamond, Jeremy Weinstein, Paul Wise and Walter Falcon – respond to some of the points made by Gates and share insight into their own research and ideas about how to advance and secure the most fragile nations.

Without first improving people’s health, Gates says it’s harder to build good governance and reliable infrastructure in a developing country. Is that the best way to prioritize when thinking about foreign aid?

Larry Diamond: I have immense admiration for what Bill Gates is doing to reduce childhood and maternal fatality and improve the quality of life in poor countries.  He is literally saving millions of lives.  But in two respects (at least), it's misguided to think that public health should come "before" improvements in governance.  

First, there is no reason why we need to choose, or why the two types of interventions should be in conflict.  People need vaccines against endemic and preventable diseases – and they need institutional reforms to strengthen societal resistance to corruption, a sociopolitical disease that drains society of the energy and resources to fight poverty, ignorance, and disease.  

Second, good governance is a vital facilitator of improved public health.  When corruption is controlled, public resources are used efficiently and justly to build modern sanitation and transportation systems, and to train and operate modern health care systems.  With good, accountable governance, public health and life expectancy improve much more dramatically.  When corruption is endemic, life-saving vaccines, drugs, and treatments too often fall beyond the reach of poor people who cannot make under-the-table payments. 

Foreign aid has come under criticism for not being effective, and most countries have very small foreign aid budgets. How do you make the case that foreign aid is a worthy investment?

Jeremy M. Weinstein: While foreign aid may be a small part of most countries’ national budgets, global development assistance has increased markedly in the past 50 years. Between 2000 and 2010, global aid increased from $78 billion to nearly $130 billion – and the U.S. continues to be the world’s leading donor.

The challenge in the next decade will be to sustain high aid volumes given the economic challenges that now confront developed countries. I am confident that we can and will sustain these volumes for three reasons.

First, a strong core of leading voices in both parties recognizes that promoting development serves our national interest. In this interconnected world, our security and prosperity depend in important ways on the security and prosperity of those who live beyond our borders.

Second, providing assistance is a reflection of our values – it is these humanitarian motives that drove the unprecedented U.S. commitment to fighting HIV/AIDS during the Bush Administration.

Perhaps most importantly, especially in tight budget times, development agencies are learning a great deal about what works in foreign assistance, and are putting taxpayers’ dollars to better use to reduce poverty, fight disease, increase productivity, and strengthen governance – with increasing evidence to show for it.

Some of the most dire situations in the developing world are found in conflict zones. How can philanthropists and nongovernmental organizations best work in places with unstable governments and public health crises? Is there a role for larger groups like the Gates Foundation to play in war-torn areas?

Paul H. Wise: As a pediatrician, the central challenge is this: The majority of preventable child deaths in Sub-Saharan Africa and in much of the world occur in areas of political instability and poor governance. 

This means that if we are to make real progress in improving child health we must be able to enhance the provision of critical, highly efficacious health interventions in areas that are characterized by complex political environments – often where corruption, civil conflict, and poor public management are the rule. 

Currently, most of the major global health funders tend to avoid working in such areas, as they would rather invest their efforts and resources in supportive, well-functioning locations.  This is understandable. However, given where the preventable deaths are occurring, it is not acceptable. 

Our efforts are directed at creating new strategies capable of bringing essential services to unstable regions of the world.  This will require new collaborations between health professionals, global security experts, political scientists, and management specialists in order to craft integrated child health strategies that respect both the technical requirements of critical health services and the political and management innovations that will ensure that these life-saving interventions reach all children in need.

Gates says innovation is essential to improving agricultural production for small farmers in the poorest places. What is the most-needed invention or idea that needs to be put into place to fight global hunger?

Walter P. Falcon: No single innovation will end hunger, but widespread use of cell phone technology could help.

Most poor agricultural communities receive few benefits from agricultural extension services, many of which were decimated during earlier periods of structural reform. But small farmers often have cell phones or live in villages where phones are present.

My priority innovation is for a  $10 smart phone, to be complemented with a series of very specific applications designed for transferring knowledge about new agricultural technologies to particular regions.  Using the wiki-like potential of these applications, it would also be possible for farmers from different villages to teach each other, share critical local knowledge, and also interact with crop and livestock specialists.

Language and visual qualities of the applications would be key, and literacy problems would be constraining.  But the potential payoff seems enormous.
