Many analysts, academics, and policymakers believe that in the coming years and decades, the biggest geopolitical challenges will lie between the West — particularly the United States — and China.

These policy challenges are often characterized in terms of rivalry and aggression, with some going so far as to frame U.S.-China relations as “a new Cold War.”

On April 24, in front of a large crowd assembled in Hauck Auditorium, U.S. Congressman Ro Khanna offered an alternative vision. 

A former visiting lecturer at Stanford, Khanna returned to the Farm for an event co-hosted by the Freeman Spogli Institute for International Studies (FSI) and the Hoover Institution to share his perspective on how healthy economic competition between the U.S. and China can be used as vehicle to stabilize relations between the U.S. and China and promotes peace and prosperity on both sides.

An economist by training, Khanna advocates for new trade policies and strategic business partnerships to be front and center in U.S. diplomacy with China. This “rebalancing,” as Khanna termed it, is a call for both countries to pursue a fuller, more robust economic development strategy while continuing to engage with each other.

Drawing inspiration from President John F. Kennedy’s commencement address at American University in 1963, Khanna urged listeners not to view “conflict as inevitable, accommodation as impossible, and communication as nothing more than an exchange of threats,” when it comes to managing the U.S.-China relationship.

Instead, Khanna outlined four key principles he believes will be crucial to navigating the tense years ahead. These include:

  1. An economic reset to reduce trade deficits and tensions
  2. Open lines of communication
  3. Effective military deterrence
  4. Respect for Asian partners and robust economic engagement with the world


Khanna is clear-eyed that these goals will take time to realize. Bringing jobs back to the United States will require large investments in domestic infrastructure. Leaders in Washington will need patience, persistence, and help from partners outside of politics to bridge communication gaps and ensure Beijing picks up its phones in moments of tension. Reallocating defense spending in a way that is fair both to American taxpayers and partners like Taiwan will need cooperation from lawmakers on both sides of the aisle.

But Khanna is confident that these barriers can be overcome. 

“I believe a constructive rebalancing with China can maintain the peace,” he told the audience. “It will not happen overnight. It will not happen with one president or one congressman. But it will happen if all of us - military and business leaders, educators, unions, activists, foreign policy experts and students work toward this goal. [We will win by] helping our own nation flourish and by putting our system and our promise of freedom on display for the world to see.”

Australia’s trials are not the first time Beijing has used economic coercion against another country.

It has become so common that we are becoming desensitised to it. Some notable examples include Beijing’s limitations on rare earth exports to Japan in 2010, Norwegian fish exports in 2010, Philippine tropic fruit exports in 2012, Vietnam’s tourist industry in 2014, Mongolian commodities trade in 2016, and South Korean businesses in 2017. In each case, Beijing sought to achieve a political objective by imposing economic penalties.

This case is different. Beijing has typically been ambiguous about the purpose or nature of its coercive economic statecraft. Despite evidence otherwise, it blamed the Japanese ban on meeting a yearly quota, the Philippine ban on pesticide exposure, the tourism drop to Vietnam on changing Chinese preferences, and the closure of South Korean stores on fire code violations. In Australia’s case, though, Beijing is doing away with these pretenses.

China has not been shy this time about connecting its punitive actions to its unhappiness with Australian policies. The Chinese foreign ministry has listed a “series of wrong moves” by Australia for the disruption in relations. Beijing’s embassy in Canberra then gave a list of 14 “mistakes” to the Australian press.

These grievances include Australia’s foreign interference legislation, foreign investment reviews, funding for Australian think tanks, and unfriendly media reporting. Some of these criticisms are particularly ironic coming from Beijing, which often objects to foreign interference in other countries’ domestic affairs.

A core component of China’s strategy is a disinformation and propaganda effort designed to paint its moves as merely defensive, a proportionate and legitimate response to actions taken by the other side.

Australia has done nothing ‘wrong’


Let’s be clear: Australia has done nothing “wrong” in promoting and protecting its democratic institutions at home. It should not censor its media, obstruct analysis by outside experts, or shy away from safeguarding its democratic processes.

This time, the current trade restrictions are about more than making an example of Australia or showing smaller powers that they’ll pay if they have something to say about how the Chinese Communist Party governs at home. Beijing’s aims have taken on new proportions. Party leaders are now willing to punish democracies simply for upholding basic democratic principles within their own countries.

The message is clear: curtail some of your democratic principles or pay the price.

The US needs to work with like-minded states around the world to address this new threat. Free countries need to speak out together in Australia’s defence. If democracies do not hang together, they will hang separately. We should articulate that China’s actions are more than a violation of international law; they threaten the health of our democracies at home. Such a reframing would show Beijing that economic coercion will no longer be treated as a low-stakes tactic.

But words are not enough. We need coordinated action. US alliances are designed primarily to deter and defend against military attacks. Chinese actions make clear, however, that there are alternative methods for undermining peace, prosperity and freedom that our alliances do not adequately address. New alliance consultations to protect against economic attack would enhance our deterrence against China.

Washington should also launch a series of discussions with its allies to determine what new institutional mechanisms, commitments, and structures are needed to defend against economic attacks, not just military ones.

We should ensure the ability to take joint reciprocal action against Beijing in the economic realm, particularly to defend smaller countries. China engages in economic coercion because it is effective and relatively risk-free. But if instead like-minded countries responded together when one was attacked economically, this would go a long way in discouraging Beijing from employing such tactics.

Using all the tools of power


A critical first step is mapping dependencies on China and investigating how to limit over-dependence that open democracies to unacceptable economic vulnerability. As in the military realm, we need to enhance our resiliency against attack by avoiding over-dependence on any single import, export, or supply chain decency. This is a task that the so-called D10 (G7 plus Australia, India, and South Korea) should take up early next year.

The good news is a collective response to Chinese economic coercion will be more feasible under a Biden administration. President-elect Joe Biden and his senior advisers have articulated a preference for multilateral responses to Chinese aggression.

And while President Donald Trump relied mainly on military moves to warn and punish Beijing, Biden’s team prefers to make use of all tools of power. For these reasons, there has even been talk of rejuvenating past efforts like TPP. US allies and partners are also likely to see Biden as more reliable, making them more willing to undertake the risky venture of joining forces against Beijing.

The United States, Australia, and other allies and partners tried to welcome China into the international community. This was the right move. It has been good economically for many advanced economies, including Australia and the United States. But there is a flip side to every coin.

Australia has become too vulnerable to the whims of Beijing. And the US has few options to protect against such economic pressure. The incoming Biden administration needs to fundamentally rethink the nature of alliances so that countries like Australia have a third option the next time Beijing forces a choice between freedom and prosperity.

The novel coronavirus (COVID-19) is a global public health disaster of almost biblical proportions. It is a once-in-a-century occurrence that threatens to destroy countless lives, ruin economies, and stress national and international institutions to their breaking point. And, even after the virus recedes, the geopolitical wreckage it leaves in its wake could be profound.

Many have understandably drawn comparisons to the influenza pandemic of 1918 and 1919. That pandemic, which began in the final months of World War I, may have infected 500 million people and killed 50 million people around the globe. As the grim toll of COVID-19 mounts, it remains to be seen if that comparison will prove apt in terms of the human cost.

But, if we want to understand the even darker direction in which the world may be headed, leaders and policymakers ought to pay more attention to the two decades after the influenza pandemic swept the globe. This period, often referred to as the interwar years, was characterized by rising nationalism and xenophobia, the grinding halt of globalization in favor of beggar-thy-neighbor policies, and the collapse of the world economy in the Great Depression. Revolution, civil war, and political instability rocked important nations. The world’s reigning liberal hegemon — Great Britain — struggled and other democracies buckled while rising authoritarian states sought to aggressively reshape the international order in accordance with their interests and values. Arms races, imperial competition, and territorial aggression ensued, culminating in World War II — the greatest calamity in modern times.

In the United States, the interwar years also saw the emergence of the “America First” movement. Hundreds of thousands rallied to the cause of the America First Committee, pressing U.S. leaders to seek the false security of isolationism as the world burned around them. President Franklin Delano Roosevelt pushed back, arguing that rising global interdependence meant no nation — not even one as powerful and geographically distant as the United States — could wall itself off from growing dangers overseas. His warning proved prescient. The war eventually came to America’s shores in the form of the attack on Pearl Harbor.

Even before COVID-19, shadows of the interwar years were beginning to re-emerge. The virus, however, has brought these dynamics into sharper relief. And the pandemic seems likely to greatly amplify them as economic and political upheaval follows, great-power rivalry deepens, institutions meant to encourage international cooperation fail, and American leadership falters. In this respect, as Richard Haas notes, the COVID-19 pandemic and the aftershocks it will produce seem poised to “accelerate history,” returning the world to a much more dangerous time.

However, history is not destiny. While COVID-19 worsens or sets in motion events that may increasingly resemble this harrowing past, we are not fated to repeat it. Humans have agency. Our leaders have real choices. The United States remains the world’s most powerful democracy. It has a proud legacy of transformational leaps in human progress, including advances that have eradicated infectious diseases. It is still capable of taking urgent steps to ensure the health, prosperity, and security of millions of Americans while also leading the world to navigate this crisis and build something better in its aftermath. America can fight for a better future. Doing so effectively, however, requires understanding the full scope of the challenges it is likely to face.

China's tight control over its economy is one reason why it is facing an economic slowdown of global implications, Stanford scholars say.

China's stock market fall is now in its third week, and share prices have lost a third of their value since mid-June, though the market is still higher than a year ago. China has the world's second-largest economy, with deep financial links to the United States.

Nicholas Hope, director of the China Program at the Stanford Center for International Development, which is part of the Stanford Institute for Economic Policy Research, said the simple answer behind the slowdown is that "nothing grows at 10 percent forever."

However, the dropoff is sharper than the government of China expected or desires, he noted.

Hope said the deceleration is due to the effects of slow growth globally on international trade, slower progress than hoped in rebalancing the Chinese economy toward spending more on consumption and less on investment, and the inefficiency of much of Chinese investment. Another big problem is the debt load of local and regional governments.

Hope does not think the steep fall of China's stock market is comparable to the American crash of 1929 – "so long as the Shanghai market index remains comfortably above where it was a year ago."

Yet the "frighteningly sharp correction" over the past few weeks highlights the fragility of the Chinese financial system, he said. It also serves as a cautionary tale for the many small investors who speculated on high returns with borrowed money.

"Borrowed funds have financed many risky economic investments in infrastructure by subnational [regional and local] governments as well as stock purchases by unwise investors," he said. "The result threatens to be an unwanted increase in non-performing loans in the banking system as borrowers are unable to repay."

Hope believes China can overcome its problems if it adopts economic reforms aimed at fostering more private enterprise and less state control over the market. Back in 1993, China's Communist Party announced those reforms and updated them in 2013, so they are technically on the books.

"Paradoxically, current weaknesses could be a longer-term source of strength, as the shares of income and consumption in Chinese GDP rise, investment is increasingly more efficiently allocated by a transformed financial system and all factors of production – land, capital and labor – are put to more productive uses," he said.

To counteract the market drop, the government ordered state-owned companies to buy shares, hiked the amount of equities insurance companies can hold and offered more credit to finance trading. Hope said this may cause a problem.

"It is introducing considerable moral hazard by attempting to bail out small investors because of the concern over the potential for social unrest if too many of those investors lose all of their savings," he said.

Charlotte Lee, associate director of the China Program at Stanford's Walter H. Shorenstein Asia-Pacific Research Center, says it is too early to tell if the market fall will diminish the credibility of the government and Communist Party in the eyes of the people. China's President, Xi Jinping, does want to maintain his popularity.

"The government's management of the economy is, however, one of the pillars of its credibility," Lee said.

She described this as a "small dent" in that credibility, as the government has many other ways it aids the Chinese people.

Opening up the economy

Stanford Professor Darrell Duffie says that it will be hard for China to maintain its past high growth rates.

"China's growth rate is still very high, but it is less high than it was because most of the giant pool of cheap and underutilized labor that China had 20 years ago has by now been put to work relatively productively," said Duffie, the Dean Witter Distinguished Professor of Finance at the Graduate School of Business.

"Additional sources of productivity gains are harder to find," he added.

Duffie is concerned about excessive leverage in China's equity markets.

"Chinese investors have borrowed a lot of money to invest in equities. This margin financing was used too aggressively. China's corporations and local governments are heavily indebted, and that will be a drag on future growth," he said.

He suggests that China would do well to continue on its current course of opening up its economy to cross-border capital flows and reducing its economy's reliance on state-owned enterprises.

If China's economy slows down, the country will decrease its demand for American goods and services, he added. American businesses that plan to operate in China should learn as much as possible about how China's economy and government works.

And Duffie advised, "Whenever possible work with trusted partners in China."

Asian power games?

With China ramping up its military in recent years, what are the risks to U.S. national security if China's economy plunges?

Amy Zegart, co-director of Stanford's Center for International Security and Cooperation, said it is possible that a slowing economy might make China behave differently in terms of its hard and soft power.

"For all the worry about a rising China, a fragile China is bad for the United States. The Chinese Communist Party's legitimacy rests on a promise of economic prosperity. The more China's growth falters, the more party leaders will be driven to stoke the fires of nationalism to secure domestic support," said Zegart, who is also a senior fellow at the Hoover Institution.

She added, "We've seen this movie before. It stars Vladimir Putin behaving recklessly abroad to win political support at home as his economy stalls."

Abstract: It is often said that economists in general, and CIA analysts in particular, failed to understand until very late in the game just how serious the USSR's economic problems were.  That failure, it was widely claimed, was the root cause of a more general failure on the part of the U.S. policy community to understand what was going on in the Soviet Union during the later Cold War period.  It turns out, however, that the Soviet economic problem was understood from the mid-1960s on;  in intellectual terms, the analysis was quite impressive.  The Soviets themselves, moreover, understood the problem in much the same way as Western economists did.   All this provides us with a key--perhaps the key--to understanding great power politics during the latter part of the Cold War.

 

About the Speaker: Marc Trachtenberg is Professor of Political Science at the University of California - Los Angeles. He studies national security strategy, diplomatic history, and international relations. He has been Fellow of the Woodrow Wilson Foundation, the John Simon Guggenheim Foundation, the German Marshall Fund, and the SSRC/MacArthur Foundation. His award-winning book, A Constructed Peace: The Making of the European Settlement, 1945-1963 (Princeton University Press, 1999), explores the profound impact of nuclear weapons on the conduct of international relations during the Cold War, making extensive use of newly opened documentary archives in Europe and the United States. History and Strategy (Princeton University Press, 1991) studies seminal events like the onset of World War I and the Cuban Missile Crisis to shed light on the role of force in international affairs. Nearly $370,000 has been awarded to Stanford researchers trying to improve conditions in some of the world’s poorest places.

The money comes from the Global Underdevelopment Action Fund, which was established four years ago by the Freeman Spogli Institute for International Studies to provide seed grants to faculty designing interdisciplinary research experiments.

“It’s money that we can deploy quickly and that we can use in a very flexible way,” says Stephen D. Krasner, deputy director of FSI and chair of the Action Fund awards committee. “We can target specific kinds of activity that we’re interested in — not just because we think the activities themselves are worthwhile, but because we think they can really contribute to the interdisciplinary community that we’re building at FSI.”

The 12 Action Fund grants range from projects with immediate social impact to those designed to build an academic foundation for future work. The seed grants provided by the fund often are the first steps toward a sustainable research project funded by other sources, as well. Krasner says the grants are also awarded in part to impact policy and help solve problems that benefit from a multifaceted approach.

One such project comes from Stephen P. Luby, a professor of medicine and new senior fellow at FSI and the Stanford Woods Institute for the Environment. His project aims to curb pollution from Bangladeshi brick kilns, which may seem like a strange topic for Luby, who studies infectious diseases. But by broadening the viewpoint, the issue is more complex than only replacing the kilns with more efficient models. Solving the problem requires an understanding of social pressures and government regulations as well.

“I’m interested in working with people who want to solve real problems,” Luby says, explaining what brought him to Stanford. “FSI collaboration can really convene the group.” The “intensely interdisciplinary” nature of the project made it perfect for FSI, he says.

“That kind of project can have a real impact on health,” says Krasner, who adds that interdisciplinary research is key. “It typifies the kind of work that we like to support with the Action Fund.”

Another project will study electricity in East Africa, headed by economics professor and FSI Senior Fellow Frank Wolak. Households powered by solar batteries are found throughout the region, but until recently it has been difficult to determine how the power is being used within the home. Wolak’s team will use iPad tools to track household appliance usage and investigate how households are making decisions about power consumption. The double-faceted approach will answer crucial questions related to the distribution and use of power in the developing area.

Mariano-Florentino Cuéllar, co-director of FSI’s Center on International Security and Cooperation (CISAC) and incoming director of FSI, was awarded an Action Fund grant to study refugee communities around the world. Cuéllar, a law professor, will focus on a renewed approach to refugee camps for the United Nations High Commissioner for Refugees (UNHCR), at the U.N.’s request. In addition to Cuéllar’s background in law, the project will also employ students to help rethink camp logistics, architects focused on improving camp design and CISAC’s expertise in maintaining a collaboration with UNHCR.

In three previous rounds of funding since the Action Fund was established in 2010, $694,000 has been awarded to support 19 research projects.

Throughout the spring, past projects will be featured during Action Fund Fridays in Encina Hall. Topics will range from medical technology in India to poverty concerns in rural Africa. Events will be held at noon on March 22, April 26, May 10, May 24 and June 7.
