Many Stanford computer science majors hope to land coveted jobs in Silicon Valley upon graduation. Parth Bhakta or Ben Rudolph aren't so sure. They first want to take their skills far afield of the storied technology hub. 

Bhakta and Rudolph joined two other Stanford students earlier this month to travel to Ethiopia, making their way to remote refugee camps along the Sudanese border. They are researching ways in which technology and design innovation can help improve conditions for refugees and their surrounding communities.

“As a computer science student, I feel that a lot of Silicon Valley is focused on solving trivial problems,” said Bhakta, a senior from Palm Desert, Calif., who graduates this year with an undergraduate degree in symbolic systems and a master’s in computer science. “I hope to apply my skills toward something that has a meaningful impact. I want this experience to help me better understand how to tackle big, tangible problems.”

The students worked with the UNHCR and International Rescue Committee in the Bambasi and Sherkole refugee camps in western Ethiopia to test out ideas they’ve been working on with the goal of improving camp communications; food security and economic self-sufficiency; host community relations; and the often difficult process of setting up camps to house arriving refugees.

The idea for the trip emerged from a dialogue and collaboration between Stanford’s Center for International Security and Cooperation (CISAC) and the United Nations High Commissioner for Refugees (UNHCR). An official from the UN agency approached CISAC Co-Director Tino Cuéllar last spring, and encouraged CISAC to explore ideas to better protect and support the care of more than 42 million refugees, internally displaced and stateless people worldwide.

 

 

These early discussions led to a multidisciplinary partnership involving CISAC, students from across the Stanford campus and at the Hassno-Platner Institute of Design – better known as the d.school – as well as professors, NGOs, physicians, officials with experience in humanitarian settings, architects and other professionals eager to volunteer their time and expertise.

Among those professionals is Jeffrey Geisinger, an architect with Ennead Architects in New York. The firm, which designed the new Stanford Law School wing and the recently inaugurated Bing Concert Hall, is doing pro bono work on the project through its advocacy lab.

Geisinger hopes to start designing modules that might be used in shared spaces. To do this, he said, he must see what construction materials are available, what deficiencies typically exist out in the field and which social networks and local skills might be tapped to help the UN build more innovative structures shared by both communities.

“From an architect’s perspective, we’re interested in some kind of design solution,” said Geisinger. “But before we can even begin to put pencil to paper, it’s important to really define the problem.”

For CISAC, the project represents a further effort to bridge the gap between scholarship and practice.

“This is an extraordinary manifestation of CISAC’s mission to help shape public policy,” said Liz Gardner, CISAC’s associate director for programs. “This project marries up scholarship, teaching and close interaction with policymakers – with the ultimate goal of improving the lives of refugees.”

The project also led to dozens of students from a variety of majors to enroll in the Law School class, “Rethinking Refugee Communities,” co-taught by Cuéllar and Leslie Witt of the global design consultancy, IDEO. The students have been brainstorming and investigating, then hammering out concepts and prototypes they hope might one day be implemented by the United Nations.

Now, they want to put those ideas to the test.

Rudolph, a senior from Chicago, is working with his team to build a software platform that would enable early camp registration and provide two-way communication between the UNHCR and refugees, using mobile technology. RescueSMS is software designed to better profile each refugee and alert them to upcoming events or emergencies in the camp, as well as give them a voice to express concerns or ask questions of the UN.

“I’m excited about applying my computer science knowledge to humanitarian efforts, where I think software is underused,” said Rudolph, who has had a string of internships at Silicon Valley startups. “I wanted a change of pace from the corporate world; I was tired of working for traditional software startup companies.”

So he’s taking an untraditional route. Rudolph’s interest in the project has led to an internship with the UNHCR’s innovation lab in Geneva after he graduates this summer.

One of Cuéllar’s goals is to build long-term relationships with organizations such as the UNHCR so that the work by Stanford students becomes embedded in the innovation process of public organizations. 

Devorah West’s team is looking at infrastructure in the space that is shared by refugees and the indigenous people from the surrounding community. When thousands of refugees stream into border communities in neighboring countries, resources become scarce and tensions run high. West is representing the team looking at ways to build schools, medical facilities and marketplaces that could be shared by both communities.

“My team will use this trip to get a better understanding of realities on the ground,” said West, a second-year master’s student in international policy studies from Santa Fe, N.M., who graduates this summer. “We hope to find ways to defuse tensions over scarce resources and allow both communities to satisfy social and physical needs.”

West said she was drawn to the project by the interdisciplinary nature of the teams.

“Having worked in the policy world, I was really interested in using design thinking to fuse together academic research and policy development in order to have a concrete impact on refugee communities,” she said.

Jessica Miranda is representing the team focused on food security and economic self-sufficiency. They are working on understanding how to encourage small-scale mobile farming. During her visits to the camps, she will investigate the challenges that affect small-scale gardening and learn more about the terrain, the nutritional status of vulnerable households and what the cultural views are on agriculture.  

“I know how it feels to leave your country behind,” said Miranda, a second-year master’s student in international policy studies from Toluca, Mexico. “And I want to help. But it’s difficult to think about refugee camps from the comfort of my couch. It’s time to go and see how these ideas might work on the ground."

Abstract:

How do terrorists recruit? We know much about the profiles and pathways of recruits, but little about the strategies and tactics of recruiters. Such procedures matter because they help determine who joins. I highlight a key determinant of recruiter tactics, namely, the tension between personnel needs and infiltration risks. Drawing on signalling theory, I present an analytical framework that conceptualizes recruitment as a trust game between recruiter and recruit. I argue that the central logic shaping recruiter tactics is the search for cost-discriminating signs of trustworthiness. Due to the context-specificity of signal costs and the room for tactical innovation, optimal recruitment tactics vary in space and time, but the underlying logic is the same for most groups facing a high threat of infiltration. I apply the framework to an al-Qaeda recruitment campaign in early 2000s Saudi Arabia, where it helps explain tactical preferences (why recruiters favoured some recruitment arenas over others) and differential network activation (why recruiters preferred war veterans over radical candidates from other networks). The trust dilemma also accounts for unexpected recruiter choices, such as their reluctance to solicit on the Internet and in mosques, and their preference for recruits who knew poetry or wept during prayer. Thus the signalling framework does not challenge, but provides a useful micro-level complement to, existing theories of recruitment.

Despite the enormous amount of attention that has been directed to software security in recent years, relatively little attention has been given to hardware security. More than ever, the devices that are critical to everyday life and to the larger infrastructure are dependent on increasingly sophisticated integrated circuits (ICs). As the complexity and size of these ICs continue to grow, so does the risk of “Trojan” attacks, in which malicious circuitry is hidden within a chip during the design and manufacturing process. The circuitry could be triggered to launch an attack months or years later, with very significant consequences if carried out on a large scale. This presentation will explain the increasingly global nature of the semiconductor industry, and identify technology and policy steps that can be taken to minimize the likelihood of a successful, large-scale, hardware-based cyberattack.


John Villasenor is a professor of electrical engineering at the University of California, Los Angeles and a nonresident senior fellow in Governance Studies and the Center for Technology Innovation at the Brookings Institution. His work addresses the intersection of technology, policy and the law . He holds a B.S. degree from the University of Virginia, and an M.S. and Ph.D. from Stanford University, all in electrical engineering.

Prof. Stephen Luby studied philosophy and earned a Bachelor of Arts summa cum laude from Creighton University. He then earned his medical degree from the University of Texas Southwestern Medical School at Dallas and completed his residency in internal medicine at the University of Rochester-Strong Memorial Hospital. He studied epidemiology and preventive medicine at the Centers for Disease Control and Prevention.

Prof. Luby's former positions include leading the Epidemiology Unit of the Community Health Sciences Department at the Aga Khan University in Karachi, Pakistan, for five years and working as a Medical Epidemiologist in the Foodborne and Diarrheal Diseases Branch of the U.S. Centers for Disease Control and Prevention (CDC) exploring causes and prevention of diarrheal disease in settings where diarrhea is a leading cause of childhood death.  Immediately prior to joining the Stanford faculty, Prof. Luby served for eight years at the International Centre for Diarrhoeal Diseases Research, Bangladesh (icddr,b), where he directed the Centre for Communicable Diseases. He was also the Country Director for CDC in Bangladesh.

During his over 25 years of public health work in low-income countries, Prof. Luby frequently encountered political and governance difficulties undermining efforts to improve public health. His work within the Center on Democracy, Development, and the Rule of Law (CDDRL) connects him with a community of scholars who provide ideas and approaches to understand and address these critical barriers.

Philanthropist and software giant Bill Gates spoke to a Stanford audience last week about the importance of foreign aid and product innovation in the fight against chronic hunger, poverty and disease in the developing world.

His message goes hand-in-hand with the ongoing work of researchers at Stanford’s Freeman Spogli Institute for International Studies. Much of that work is supported by FSI’s Global Underdevelopment Action Fund, which provides seed grants to help faculty members design research experiments and conduct fieldwork in some of the world’s poorest places.

Four FSI senior fellows – Larry Diamond, Jeremy Weinstein, Paul Wise and Walter Falcon – respond to some of the points made by Gates and share insight into their own research and ideas about how to advance and secure the most fragile nations.

Without first improving people’s health, Gates says it’s harder to build good governance and reliable infrastructure in a developing country. Is that the best way to prioritize when thinking about foreign aid?

Larry Diamond: I have immense admiration for what Bill Gates is doing to reduce childhood and maternal fatality and improve the quality of life in poor countries.  He is literally saving millions of lives.  But in two respects (at least), it's misguided to think that public health should come "before" improvements in governance.  

First, there is no reason why we need to choose, or why the two types of interventions should be in conflict.  People need vaccines against endemic and preventable diseases – and they need institutional reforms to strengthen societal resistance to corruption, a sociopolitical disease that drains society of the energy and resources to fight poverty, ignorance, and disease.  

Second, good governance is a vital facilitator of improved public health.  When corruption is controlled, public resources are used efficiently and justly to build modern sanitation and transportation systems, and to train and operate modern health care systems.  With good, accountable governance, public health and life expectancy improve much more dramatically.  When corruption is endemic, life-saving vaccines, drugs, and treatments too often fall beyond the reach of poor people who cannot make under-the-table payments. 

Foreign aid has come under criticism for not being effective, and most countries have very small foreign aid budgets. How do you make the case that foreign aid is a worthy investment?

Jeremy M. Weinstein: While foreign aid may be a small part of most countries’ national budgets, global development assistance has increased markedly in the past 50 years. Between 2000 and 2010, global aid increased from $78 billion to nearly $130 billion – and the U.S. continues to be the world’s leading donor.

The challenge in the next decade will be to sustain high aid volumes given the economic challenges that now confront developed countries. I am confident that we can and will sustain these volumes for three reasons.

First, a strong core of leading voices in both parties recognizes that promoting development serves our national interest. In this interconnected world, our security and prosperity depend in important ways on the security and prosperity of those who live beyond our borders.

Second, providing assistance is a reflection of our values – it is these humanitarian motives that drove the unprecedented U.S. commitment to fighting HIV/AIDS during the Bush Administration.

Perhaps most importantly, especially in tight budget times, development agencies are learning a great deal about what works in foreign assistance, and are putting taxpayers’ dollars to better use to reduce poverty, fight disease, increase productivity, and strengthen governance – with increasing evidence to show for it.

Some of the most dire situations in the developing world are found in conflict zones. How can philanthropists and nongovernmental organizations best work in places with unstable governments and public health crises? Is there a role for larger groups like the Gates Foundation to play in war-torn areas?

Paul H. Wise: As a pediatrician, the central challenge is this: The majority of preventable child deaths in Sub-Saharan Africa and in much of the world occur in areas of political instability and poor governance. 

This means that if we are to make real progress in improving child health we must be able to enhance the provision of critical, highly efficacious health interventions in areas that are characterized by complex political environments – often where corruption, civil conflict, and poor public management are the rule. 

Currently, most of the major global health funders tend to avoid working in such areas, as they would rather invest their efforts and resources in supportive, well-functioning locations.  This is understandable. However, given where the preventable deaths are occurring, it is not acceptable. 

Our efforts are directed at creating new strategies capable of bringing essential services to unstable regions of the world.  This will require new collaborations between health professionals, global security experts, political scientists, and management specialists in order to craft integrated child health strategies that respect both the technical requirements of critical health services and the political and management innovations that will ensure that these life-saving interventions reach all children in need.

Gates says innovation is essential to improving agricultural production for small farmers in the poorest places. What is the most-needed invention or idea that needs to be put into place to fight global hunger?

Walter P. Falcon: No single innovation will end hunger, but widespread use of cell phone technology could help.

Most poor agricultural communities receive few benefits from agricultural extension services, many of which were decimated during earlier periods of structural reform. But small farmers often have cell phones or live in villages where phones are present.

My priority innovation is for a  $10 smart phone, to be complemented with a series of very specific applications designed for transferring knowledge about new agricultural technologies to particular regions.  Using the wiki-like potential of these applications, it would also be possible for farmers from different villages to teach each other, share critical local knowledge, and also interact with crop and livestock specialists.

Language and visual qualities of the applications would be key, and literacy problems would be constraining.  But the potential payoff seems enormous.

As the Internet evolves, people around the world have faster, easier ways to connect. Innovative plans and economic opportunities are being hatched online, but so are ideas that challenge governments. Voices of dissent are amplified by social media tools like Facebook, Twitter and YouTube, leaving some countries confused about how to balance free expression rights against perceived threats to national security and government stability.

Working with the Center for International Security and Cooperation at Stanford’s Freeman Spogli Institute for International Studies, Eileen Donahoe is trying to make government officials feel more comfortable with online technology. Donahoe, the U.S. ambassador to the United Nation’s Human Rights Council, recently brought about 35 diplomats from around the world to Stanford. The group met with academics, Internet developers and technology business leaders to address the questions posed by a free and open Internet.

“I know the technology feels mysterious and challenging,” says Donahoe, who was an affiliated scholar at CISAC before becoming an ambassador. “So part of what we tried to do was demystify it. But we also conveyed the message that you’re not going to control technological change. And you’d better get used to it. It’s part of our world.”

In the following interview, Donahoe and CISAC co-director Mariano-Florentino Cuéllar discuss the challenges and potential promised in the online frontier.

Why did you arrange this meeting of diplomats in Silicon Valley?

Donahoe: Some ambassadors who are otherwise very committed to human rights have started to feel that the protections for freedom of expression and freedom of assembly could be weakened or lessened when you bring technology into the mix. There was a sense that governments could legitimately squelch free speech and free assembly when it happened in the online world. That’s a problem because so much of what happens today happens online. The Internet is now so central to the ability to speak freely. It was our responsibility to call them out and make them understand that technology should not change the equation in the protection of human rights.

How has the Internet changed the way we need to think about human rights and free expression?

Donahoe: In some ways, it hasn’t changed anything – free speech is free speech. But new technology has created new media, and that’s all changing at an exponential pace. People are being required to adjust in timeframes that were unimaginable before, and governments can’t keep up. Individuals can hardly keep up. It’s the pace and innovation that’s challenging. But there’s no change in our responsibility to protect the longstanding values of free expression.

What does a free and open Internet have to do with global security?

Cuéllar:  Some governments lack a commitment to basic rights and the rule of law. Technology can help people respond by raising their voices. They can organize and respond when their own government threatens citizens’ security.  Cyber technologies can also empower law enforcement officials, intelligence agencies and armed forces, raising fundamental questions about the role of government and the nature of conflict in the years to come. The Internet is an evolving technology that reflects vulnerability and enormous potential. Societies depend on government and private sector systems that face a variety of threats.  For all these reasons, the future of cyberspace is an important security issue at the very center of our agenda at CISAC.

Why do some governments feel threatened by the Internet?

Donahoe: It comes from the volume of voices you can have online. It comes from the pace of change. And there’s another aspect to online technology that’s intriguing: It is inherently democratizing. Citizens are becoming journalists. Anyone with a cell phone can broadcast live to the planet anything they’re observing. That can be threatening, but I believe it’s ultimately going to be a very positive force for transparency and government accountability.

How do you convince governments worried about those threats that open Internet access is ultimately in their best interest? 

Cuéllar: If the leaders of a state see it merely as a vehicle for control and stability, then much of the technology we have been discussing will appear profoundly threatening.  States seeking to build or maintain lasting institutions capable of meeting the needs of their citizens will tend to take a different approach, focused on the value of the public’s feedback and participation in governance.

Donahoe: A compelling point – especially for developing countries that may not otherwise place emphasis on the benefits to freedom from technology – is the recognition that there’s an economic upside to a free and open Internet. It can be framed as a development issue. Many government leaders can see that the future of all our economies is so intricately connected to this technology that if they try to squelch or shut down Internet development for political reasons, there will be dramatically negative effects for their economies. And that will lead to political problems. The economic value isn’t my primary human rights emphasis, but it helps to remind governments they run the risk of shutting themselves out of economic development if they don’t get comfortable with the technology.

What role, if any, should governments play in regulating the Internet?

Donahoe: Governments do need to play a role in regulation, just as they do in the offline world. But just because technology is brought into the equation doesn’t mean governments and regulators should be free to regulate too broadly or without concern for the costs to freedom. Just like in the offline world, regulation must be narrowly tailored and serve important government interests. Part of the challenge comes from the sense that governments can’t keep up with the technological advances. So they’re inclined to regulate more – and more bluntly – rather than in a more tailored way. This is where governments need to get more sophisticated about how to adjust to technological change.

What do policymakers need to know and understand before passing regulations?

Cuéllar: The future of cyberspace implicates security, economic development and the protection of civil and political rights – and all of these challenges are deeply interrelated.  A country's decision to restrict certain forms of Internet traffic can discourage economic innovation. Internet access in poor communities can lead to new economic opportunities, changing the larger context in which governance and security problems arise.  It is crucial to recognize these connections as societies think through the future of cyberspace.
