FSI scholars approach their research on the environment from regulatory, economic and societal angles. The Center on Food Security and the Environment weighs the connection between climate change and agriculture; the impact of biofuel expansion on land and food supply; how to increase crop yields without expanding agricultural lands; and the trends in aquaculture. FSE’s research spans the globe – from the potential of smallholder irrigation to reduce hunger and improve development in sub-Saharan Africa to the devastation of drought on Iowa farms. David Lobell, a senior fellow at FSI and a recipient of a MacArthur “genius” grant, has looked at the impacts of increasing wheat and corn crops in Africa, South Asia, Mexico and the United States; and has studied the effects of extreme heat on the world’s staple crops.

Many Stanford computer science majors hope to land coveted jobs in Silicon Valley upon graduation. Parth Bhakta or Ben Rudolph aren't so sure. They first want to take their skills far afield of the storied technology hub. 

Bhakta and Rudolph joined two other Stanford students earlier this month to travel to Ethiopia, making their way to remote refugee camps along the Sudanese border. They are researching ways in which technology and design innovation can help improve conditions for refugees and their surrounding communities.

“As a computer science student, I feel that a lot of Silicon Valley is focused on solving trivial problems,” said Bhakta, a senior from Palm Desert, Calif., who graduates this year with an undergraduate degree in symbolic systems and a master’s in computer science. “I hope to apply my skills toward something that has a meaningful impact. I want this experience to help me better understand how to tackle big, tangible problems.”

The students worked with the UNHCR and International Rescue Committee in the Bambasi and Sherkole refugee camps in western Ethiopia to test out ideas they’ve been working on with the goal of improving camp communications; food security and economic self-sufficiency; host community relations; and the often difficult process of setting up camps to house arriving refugees.

The idea for the trip emerged from a dialogue and collaboration between Stanford’s Center for International Security and Cooperation (CISAC) and the United Nations High Commissioner for Refugees (UNHCR). An official from the UN agency approached CISAC Co-Director Tino Cuéllar last spring, and encouraged CISAC to explore ideas to better protect and support the care of more than 42 million refugees, internally displaced and stateless people worldwide.

 

 

These early discussions led to a multidisciplinary partnership involving CISAC, students from across the Stanford campus and at the Hassno-Platner Institute of Design – better known as the d.school – as well as professors, NGOs, physicians, officials with experience in humanitarian settings, architects and other professionals eager to volunteer their time and expertise.

Among those professionals is Jeffrey Geisinger, an architect with Ennead Architects in New York. The firm, which designed the new Stanford Law School wing and the recently inaugurated Bing Concert Hall, is doing pro bono work on the project through its advocacy lab.

Geisinger hopes to start designing modules that might be used in shared spaces. To do this, he said, he must see what construction materials are available, what deficiencies typically exist out in the field and which social networks and local skills might be tapped to help the UN build more innovative structures shared by both communities.

“From an architect’s perspective, we’re interested in some kind of design solution,” said Geisinger. “But before we can even begin to put pencil to paper, it’s important to really define the problem.”

For CISAC, the project represents a further effort to bridge the gap between scholarship and practice.

“This is an extraordinary manifestation of CISAC’s mission to help shape public policy,” said Liz Gardner, CISAC’s associate director for programs. “This project marries up scholarship, teaching and close interaction with policymakers – with the ultimate goal of improving the lives of refugees.”

The project also led to dozens of students from a variety of majors to enroll in the Law School class, “Rethinking Refugee Communities,” co-taught by Cuéllar and Leslie Witt of the global design consultancy, IDEO. The students have been brainstorming and investigating, then hammering out concepts and prototypes they hope might one day be implemented by the United Nations.

Now, they want to put those ideas to the test.

Rudolph, a senior from Chicago, is working with his team to build a software platform that would enable early camp registration and provide two-way communication between the UNHCR and refugees, using mobile technology. RescueSMS is software designed to better profile each refugee and alert them to upcoming events or emergencies in the camp, as well as give them a voice to express concerns or ask questions of the UN.

“I’m excited about applying my computer science knowledge to humanitarian efforts, where I think software is underused,” said Rudolph, who has had a string of internships at Silicon Valley startups. “I wanted a change of pace from the corporate world; I was tired of working for traditional software startup companies.”

So he’s taking an untraditional route. Rudolph’s interest in the project has led to an internship with the UNHCR’s innovation lab in Geneva after he graduates this summer.

One of Cuéllar’s goals is to build long-term relationships with organizations such as the UNHCR so that the work by Stanford students becomes embedded in the innovation process of public organizations. 

Devorah West’s team is looking at infrastructure in the space that is shared by refugees and the indigenous people from the surrounding community. When thousands of refugees stream into border communities in neighboring countries, resources become scarce and tensions run high. West is representing the team looking at ways to build schools, medical facilities and marketplaces that could be shared by both communities.

“My team will use this trip to get a better understanding of realities on the ground,” said West, a second-year master’s student in international policy studies from Santa Fe, N.M., who graduates this summer. “We hope to find ways to defuse tensions over scarce resources and allow both communities to satisfy social and physical needs.”

West said she was drawn to the project by the interdisciplinary nature of the teams.

“Having worked in the policy world, I was really interested in using design thinking to fuse together academic research and policy development in order to have a concrete impact on refugee communities,” she said.

Jessica Miranda is representing the team focused on food security and economic self-sufficiency. They are working on understanding how to encourage small-scale mobile farming. During her visits to the camps, she will investigate the challenges that affect small-scale gardening and learn more about the terrain, the nutritional status of vulnerable households and what the cultural views are on agriculture.  

“I know how it feels to leave your country behind,” said Miranda, a second-year master’s student in international policy studies from Toluca, Mexico. “And I want to help. But it’s difficult to think about refugee camps from the comfort of my couch. It’s time to go and see how these ideas might work on the ground."

The United States commercial nuclear industry started just a few years following the conclusion of the second world war with the start of operation of the Shippingport reactor. Over a relatively short period of time, the industry grew to over one hundred reactors all based fundamentally on the same light water reactor technology that served the naval nuclear program well. Since the start of the industry, the nuclear power research and development community has explored a large number of reactor concepts for a variety of conventional and not so conventional applications. Many of these technologies were demonstrated as both test reactors and prototypical demonstration reactors. Despite the promise of many of these concepts, the commercialization cases for many of these technologies have failed to emerge. In this talk I will discuss the barriers reactor vendors currently face in the United States and the inherent challenges between promoting evolutionary versus revolutionary nuclear technologies. I will then discuss the prospects for the development of advanced commercial reactor technology abroad with an emphasis on the Chinese nuclear program. In particular, I will discuss recent developments in their advanced light water reactor program, high temperature gas reactor demonstration, and thorium molten salt reactor program.


About the speaker: Dr. Edward Blandford is an Assistant Professor of Nuclear Engineering at the University of New Mexico. Before coming to UNM, Blandford was a Stanton nuclear security fellow at the Center for International Security and Cooperation (CISAC) at Stanford University. His research focuses on advanced reactor thermal-fluids, best-estimate code validation, reactor safety, and physical protection strategies for critical nuclear infrastructure. Blandford received his PhD in Nuclear Engineering from the University of California, Berkeley in 2010.

A broad scientific and technical consensus has emerged over the last several decades that deep geologic isolation can provide safe and secure disposal for nuclear high level waste and spent fuel. But given the stigma associated with nuclear waste disposal, credible scenarios exist where substantial inventories of high level waste and spent fuel will remain dispersed worldwide in interim surface storage at shut down and abandoned nuclear facilities, rendering these materials vulnerable to theft to recover fissile material and to accidental or intentional dispersion into the environment and transferring a large and unnecessary burden and risks onto future generations. With the detailed review of U.S. policy for managing nuclear waste completed by the Blue Ribbon Commission on America's Nuclear Future last year, the U.S. is now poised to restart its nuclear waste program. Legislation introduced in the Senate in 2012 provides a framework for a path forward that can address these major issues. This talk will review recommendations made by the BRC, and the current status of the U.S. nuclear waste program including actions likely to occur in the coming year.


Per F. Peterson is the William and Jean McCallum Floyd Professor of Nuclear Engineering in the Department of Nuclear Engineering at the University of California, Berkeley. He grew up in Reno, Nevada, graduating from UNR with a degree in mechanical engineering in 1982. From 1982 to 1985 he worked at Bechtel on high-level nuclear waste processing, and then spent three years to complete masters and doctoral degrees in mechanical engineering at UC Berkeley. After completing a postdoctoral fellowship at the Tokyo Institute of Technology working on topics in heat and mass transfer, he joined the Department of Nuclear Engineering at UC Berkeley in 1990. There he served as a National Science Foundation Presidential Young Investigator from 1990 to 1995; as chair of the Energy and Resources Group, an interdisciplinary graduate group, from 1998 to 2000; and as chair of Nuclear Engineering from 2000 to 2005 and from 2009 to 2012. Since 2002 he has co-chaired the Generation IV International Forum Proliferation Resistance and Physical Protection Working Group. He is a Fellow of the American Nuclear Society, is a Jason, and was appointed by the Obama Administration in February 2010 as a member of the Blue Ribbon Commission on America’s Nuclear Future. His specific research interests focus on topics in heat and mass transfer, fluid dynamics, and phase change. He has worked on problems in energy and environmental systems, including advanced reactors, inertial fusion, high-level nuclear waste processing, and nuclear materials management and security.

U.N. Secretary-General Ban Ki-moon on Thursday urged Stanford students to become global citizens, working together beyond borders for peace, security and a common prosperity.

"You may come from the United States or Korea, Japan or elsewhere, Arab countries, but you're now part of a global family," Ban said to a crowded auditorium during his campus visit. "Therefore, it's very important to raise your capacity as global citizens. Only then, I think we can say, we're living in a very harmoniously prosperous world."

Despite a troubling tally of crises around the world, Ban was hopeful about the future, and said he gains inspiration from the younger generation.

"Everything my life has taught me points to the power of international solidarity to overcome any obstacle," he said.

Ban's speech, sponsored by Stanford's Freeman Spogli Institute for International Studies and the Walter H. Shorenstein Asia-Pacific Research Center, kicked off a series of events celebrating the 30th anniversary of the center.

Ban was introduced by former Secretary of Defense William Perry, an FSI senior fellow, who lauded Ban for his work on women's rights, climate change, nuclear disarmament and gay rights.

Ban told the audience that the world was undergoing massive changes and outlined three ways to navigate the transition: sustainable development, empowering young people and women, and pursuing dignity and democracy.

"The level and degree of global change that we face today is far more profound than at any other period in my adult lifetime," he said.

"We have no time to lose," he added later.

California, he said, has led on clean air legislation, creating a cap-and-trade law to reduce greenhouse gas emissions.

"I am convinced national and state action can spur progress in global negotiations, creating a virtuous cycle," he said.

Sustainable development, Ban said, goes hand in hand with creating peace. Noting the problems in North Africa and the Middle East, particularly Syria, he said a country cannot be developed if there is no peace and security.

"Syria is in a death spiral," he said. He cited the toll the conflict has taken on Syria's citizens and surrounding countries since the uprising against President Bashar al-Assad began in March 2011. More than 60,000 people, mostly civilians, have been killed. Hundreds of thousands more have been displaced.

Ban spoke at Stanford as a hostage crisis also unfolded in the region.

In retaliation for military action by France in the West African nation of Mali, Islamist extremists in Algeria took several hostages at an international gas field Thursday. News organizations reported that the kidnappers and some hostages were killed in a raid by the Algerian government.

Ban spoke of the efforts by the United Nations to counter terrorism in Mali, where Islamist rebels last year took control in the north in the chaos following a military coup that ousted the elected government of President Amadou Toumani Touré.

"We must continue to work for peace," Ban said. "Our hard work cannot be reversed, especially for women and young people."

With half the world's population under the age of 25, Ban said the international community must support and empower that group.

Ban also said that fighting for equality for lesbian, gay, bisexual and transgender communities was important in advancing peace and prosperity around the world.

"I have learned to speak out for one essential reason," he said. "Lives and fundamental values are at stake."

Ban told the students to harness a spirit of hope as they confront the challenges of the world.

For him, he said, that spirit was sparked by a visit to California decades ago. He reflected on an eight-day visit to the state in 1962, when he stayed with a family, the Pattersons, in Novato on a trip sponsored by the Red Cross.

"In many ways, I still carry the same energy and enthusiasm and sense of wonder that I did when I first landed on Miss Patterson's doorstep half a century ago," he said.

"I came back knowing what I wanted to do with my life and for my country," he said.

Ban said he still keeps in touch with his host, his "American mom," 95-year-old Libba Patterson, who was in the audience and stood to applause.

"It was here in California," he reflected to the students, "that I first felt I could grab the stars from the sky."

Prof. Stephen Luby studied philosophy and earned a Bachelor of Arts summa cum laude from Creighton University. He then earned his medical degree from the University of Texas Southwestern Medical School at Dallas and completed his residency in internal medicine at the University of Rochester-Strong Memorial Hospital. He studied epidemiology and preventive medicine at the Centers for Disease Control and Prevention.

Prof. Luby's former positions include leading the Epidemiology Unit of the Community Health Sciences Department at the Aga Khan University in Karachi, Pakistan, for five years and working as a Medical Epidemiologist in the Foodborne and Diarrheal Diseases Branch of the U.S. Centers for Disease Control and Prevention (CDC) exploring causes and prevention of diarrheal disease in settings where diarrhea is a leading cause of childhood death.  Immediately prior to joining the Stanford faculty, Prof. Luby served for eight years at the International Centre for Diarrhoeal Diseases Research, Bangladesh (icddr,b), where he directed the Centre for Communicable Diseases. He was also the Country Director for CDC in Bangladesh.

During his over 25 years of public health work in low-income countries, Prof. Luby frequently encountered political and governance difficulties undermining efforts to improve public health. His work within the Center on Democracy, Development, and the Rule of Law (CDDRL) connects him with a community of scholars who provide ideas and approaches to understand and address these critical barriers.

About the topic: Stanford University, in collaboration with humanitarian NGOs, WHO, the Global Fund and the North Korean Ministry of Public Health have undertaken to develop that country's first National Tuberculosis Reference Laboratory. North Korea is estimated to have the highest tuberculosis rate outside sub-Saharan Africa and is believed to have a mounting epidemic of patients infected with drug-resistant strains. This presentation will focus on the nature of the TB epidemic in North Korea, the role of this laboratory in addressing this epidemic, challenges to the laboratory's development in this isolated country and possible "dual use" concerns about the importation of equipment and expertise intended for the diagnosis and treatment of TB patients.

 

About the speaker: Gary Schoolnik is Professor of Medicine, Microbiology and Immunology, Attending Physician in Internal Medicine and Infectious Diseases at Stanford Hospital, Associate Director of the Institute for Immunology, Transplantation and Infection and Associate Dean, School of Medicine. His research laboratory studies tuberculosis and cholera using molecular, genetic and genomic methods to understand how these microbes cause disease and how that understanding might lead to improved preventive, diagnostic and treatment strategies.

The National Research Council's (NRC) Committee on Assessing the Impacts of Climate Change on Social and Political Stresses released a study which finds that climate change, whether natural or man-made, poses a major threat to global security. The committee concluded that the military and intelligence agencies are not prepared to anticipate climate-related disasters, which will increase in frequency and intensity. Extreme climate activity will place stresses on water and food supplies, as well as public health at a scale large enough to threaten human well-being worldwide. Thomas Fingar served on the NRC committee and contributed to the report.

Summary

Climate change can reasonably be expected to increase the frequency and intensity of a variety of potentially disruptive environmental events-slowly at first, but then more quickly. It is prudent to expect to be surprised by the way in which these events may cascade, or have far-reaching effects. Over the coming decade, some climate-related events will produce consequences that exceed the capacity of affected societies or global systems to manage; these may have global security implications. Although focused on events outside the United States, Climate and Social Stress: Implications for Security Analysis recommends a range of research and policy actions to create a whole-of-government approach to increasing understanding of complex and contingent connections between climate and security, and to inform choices about adapting to and reducing vulnerability to climate change.

President Obama and Mitt Romney meet for their third debate to discuss foreign policy on Monday, when moderator Bob Schieffer is sure to ask them about last month's terrorist attack in Libya and the nuclear capabilities of Iran.

In anticipation of the final match between the presidential candidates, researchers from five centers at Stanford’s Freeman Spogli Institute for International Studies ask the additional questions they want answered and explain what voters should keep in mind.


What can we learn from the Arab Spring about how to balance our values and our interests when people in authoritarian regimes rise up to demand freedom?  

What to listen for: First, the candidates should address whether they believe the U.S. has a moral obligation to support other peoples’ aspirations for freedom and democracy. Second, they need to say how we should respond when longtime allies like Egypt’s Hosni Mubarak confront movements for democratic change.

And that leads to more specific questions pertaining to Arab states that the candidates need to answer: What price have we paid in terms of our moral standing in the region by tacitly accepting the savage repression by the monarchy in Bahrain of that country's movement for democracy and human rights?  How much would they risk in terms of our strategic relationship with Bahrain and Saudi Arabia by denouncing and seeking to restrain this repression? What human rights and humanitarian obligations do we have in the Syrian crisis?  And do we have a national interest in taking more concrete steps to assist the Syrian resistance?  On the other hand, how can we assist the resistance in a way that does not empower Islamist extremists or draw us into another regional war?  

Look for how the candidates will wrestle with difficult trade-offs, and whether either will rise above the partisan debate to recognize the enduring bipartisan commitment in the Congress to supporting democratic development abroad.  And watch for some sign of where they stand on the spectrum between “idealism” and “realism” in American foreign policy.  Will they see that pressing Arab states to move in the direction of democracy, and supporting other efforts around the world to build and sustain democracy, is positioning the United States on “the right side of history”?

What do you consider to be the greatest threats our country faces, and how would you address them in an environment of profound partisan divisions and tightly constrained budgets? 

What to listen for: History teaches that some of the most effective presidential administrations understand America's external challenges but also recognize the interdependence between America's place in the world and its domestic situation.

Accordingly, Americans should expect their president to be deeply knowledgeable about the United States and its larger global context, but also possessed of the vision and determination to build the country's domestic strength.

The president should understand the threats posed by nuclear proliferation and terrorist organizations. The president should be ready to lead in managing the complex risks Americans face from potential pandemics, global warming, possible cyber attacks on a vulnerable infrastructure, and failing states.

Just as important, the president needs to be capable of leading an often-polarized legislative process and effectively addressing fiscal challenges such as the looming sequestration of budgets for the Department of Defense and other key agencies. The president needs to recognize that America's place in the world is at risk when the vast bulk of middle class students are performing at levels comparable to students in Estonia, Latvia and Bulgaria, and needs to be capable of engaging American citizens fully in addressing these shared domestic and international challenges.

Should our government help American farmers cope with climate impacts on food production, and should this assistance be extended to other countries – particularly poor countries – whose food production is also threatened by climate variability and climate change?

What to listen for: Most representatives in Congress would like to eliminate government handouts, and many would also like to turn away from any discussion of climate change. Yet this year, U.S. taxpayers are set to pay up to $20 billion to farmers for crop insurance after extreme drought and heat conditions damaged yields in the Midwest.

With the 2012 farm bill stalled in Congress, the candidates need to be clear about whether they support government subsidized crop insurance for American farmers. They should also articulate their views on climate threats to food production in the U.S. and abroad.

Without a substantial crop insurance program, American farmers will face serious risks of income losses and loan defaults. And without foreign assistance for climate adaptation, the number of people going hungry could well exceed 15 percent of the world's population.

What is your vision for the United States’ future relationship with Europe? 

What to listen for: Between the end of World War II and the end of the Cold War, it was the United States and Europe that ensured world peace. But in recent years, it seems that “Europe” and “European” have become pejoratives in American political discourse. There’s been an uneasiness over whether we’re still friends and whether we still need each other. But of course we do.

Europe and the European Union share with the United States of America the most fundamental values, such as individual freedom, freedom of speech, freedom to live and work where you choose. There’s a shared respect of basic human rights. There are big differences with the Chinese, and big differences with the Russians. When you look around, it’s really the U.S. and Europe together with robust democracies such as Canada and Australia that have the strongest sense of shared values.

So the candidates should talk about what they would do as president to make sure those values are preserved and protected and how they would make the cooperation between the U.S. and Europe more effective and substantive as the world is confronting so many challenges like international terrorism, cyber security threats, human rights abuses, underdevelopment and bad governance.

Historical and territorial issues are bedeviling relations in East Asia, particularly among Japan, China, South Korea, and Southeast Asian countries. What should the United States do to try to reduce tensions and resolve these issues?

What to listen for: Far from easing as time passes, unresolved historical, territorial, and maritime issues in East Asia have worsened over the past few years. There have been naval clashes, major demonstrations, assaults on individuals, economic boycotts, and harsh diplomatic exchanges. If the present trend continues, military clashes – possibly involving American allies – are possible.

All of the issues are rooted in history. Many stem from Imperial Japan’s aggression a century ago, and some derive from China’s more assertive behavior toward its neighbors as it continues its dramatic economic and military growth. But almost all of problems are related in some way or another to decisions that the United States took—or did not take—in its leadership of the postwar settlement with Japan.

The United States’ response to the worsening situation so far has been to declare a strategic “rebalancing” toward East Asia, aimed largely at maintaining its military presence in the region during a time of increasing fiscal constraint at home. Meanwhile, the historic roots of the controversies go unaddressed.

The United States should no longer assume that the regional tensions will ease by themselves and rely on its military presence to manage the situation. It should conduct a major policy review, aimed at using its influence creatively and to the maximum to resolve the historical issues that threaten peace in the present day.
