About the Topic: Japan’s March 2011 Great Tohoku earthquake and tsunami led to core damage in three reactors at the Fukushima Dai-ichi nuclear power station. This presentation will describe both the short-term and long-term actions of the U.S. Nuclear Regulatory Commission (NRC) to implement lessons learned from the Fukushima accident and will highlight Commissioner Apostolakis’ views on the accident. The presentation will also describe the findings of the Commissioner’s Risk Management Task Force chartered to develop a strategic vision and options for adopting a more comprehensive and holistic risk-informed, performance-based regulatory approach for the NRC.

 

About the Speaker: George Apostolakis was sworn in as a Commissioner of the U.S. Nuclear Regulatory Commission (NRC) on April 23, 2010, to a term ending on June 30, 2014. 

Dr. Apostolakis has had a distinguished career as an engineer, professor and risk analyst. Before joining the NRC, he was a professor of Nuclear Science and Engineering and a professor of Engineering Systems at the Massachusetts Institute of Technology.  He was also a member and former Chairman of the statutory Advisory Committee on Reactor Safeguards of the NRC. In 2007, he was elected to the National Academy of Engineering for "innovations in the theory and practice of probabilistic risk assessment and risk management." He received the Tommy Thompson Award for his contributions to improvement of reactor safety in 1999 and the Arthur Holly Compton Award in Education in 2005 from the American Nuclear Society.

Our objective is to formulate and then build a capability that could focus on the design of influence in Global CASoS. Such a capability would allow evaluation of the cost benefit for policies imposed at a variety of scales and thus the design of policy combinations to most effectively achieve high levels of individual and/or communal health. Many of these policies have to do with Security: land and boarder security, food security, water security, energy security, commerce security, etc. As such, this effort lays a foundation for development of Trans-spectrum (i.e., resource, entity, scale) Global Security. An overview of this work will be presented for discussion.

About the speaker:

Robert Glass, Jr. is the 2011-2012 Perry Fellow at CISAC. Before coming to CISAC, he was a Senior Scientist in the office of Complex Adaptive Systems of Systems Engineering Initiative at Sandia National Laboratories, New Mexico. He has published in peer reviewed journals such as Critical Infectious Diseases, Emerging Infectious Diseases and Physica A.

He received a PhD and a M.S. from Cornell University in Agricultural and Biological Engineering and a B.S. from Haverford College.

On January 17, Stanford CISAC and the Woods Institute for the Environment co-sponsored a daylong conference that examined the relationship between security and the environment.

The event brought together political scientists, physicists, historians, biologists and others from across the university, and focused on how climate change might affect political stability, the role of international agreements in protecting the environment, food security and freshwater, ocean and other resource conflicts.

The goal of the event, said CISAC Co-director Mariano-Florentino Cuéllar, was to start a dialogue about the potential relationships between security and the environment, with the expectation that it would lead to future research projects and collaborations, and ultimately to policy recommendations.

In addition to Cuéllar, participants included Woods Co-directors Jeffrey R. Koseff and Barton H. Thompson, David HollowayKatherine D. Marvel, Kenneth A. Schultz, David LobellKaitlin Shilling, Meg Caldwell, Lynn EdenToshihiro Higuchi and Walter P. Falcon.

Edward Blandford is a Postdoctoral Fellow at CISAC. His research focuses on nuclear reactor design at the system level as it impacts security issues for future nuclear infrastructure. In particular, his interests involve the design of advanced reactors with an emphasis on security, emergency preparedness, threat of theft of material, and international safeguards. This work also focuses on the utilization of risk analysis early in the reactor design process to ensure that safety, security, and structural functional requirements are met reliably. In addition to security applications, other research interests include nuclear reactor thermal-hydraulics in support of the safety of nuclear installations, probabilistic risk assessment, performance-based regulation, best-estimate code verification and validation, and material degradation management.

Before coming to CISAC, Edward was a graduate student researcher in the Nuclear Engineering Department at the University of California at Berkeley. His Ph.D. dissertation focused on the design of reduced-scale experiments for advanced high temperature reactors and their role in validating computational models. He received his M.S. in nuclear engineering from UC Berkeley in 2008.

Prior to pursuing graduate work, he worked at the Electric Power Research Institute (EPRI) as a project manager in the Steam Generator Management Program where he managed all thermal-hydraulics related research activity. While at EPRI, Edward worked on a variety of industry-related activities related to material degradation issues and improving plant management.  

Edward studied mechanical engineering at the University of California at Los Angles where he earned a B.S. in 2002. During this period of time, he held Department of Energy research fellowships at both Brookhaven National Laboratory and Lawrence Berkeley National Laboratory working on nuclear and particle physics applications respectively.

Martha Crenshaw, a senior fellow at FSI's Center for International Security and Cooperation, testified Thursday, November 19, before the House Subcommittee on Intelligence, Information Sharing and Terrorism Risk Assessment on the subject of "Reassessing the Evolving al-Qa'ida Threat to the Homeland." Crenshaw, who recently launched a three-year effort to build a global database of terrorist 'family trees,' was joined by three terrorism experts at the hearing in Washington, D.C.

I will provide an overview of current ideas for devising a nuclear fuel cycle that minimizes proliferation risks, ranging from alternatives to the current method of spent fuel reprocessing to novel reactor designs.  While the ultimate conclusion should not be a surprise - 'proliferation-proof technology' in indeed an (double) oxymoron - it is nevertheless important to recognize the role that probabilistic risk assessment can and should play in assessing the relative merits of proposed technologies.

Dr. Robert Rosner is a visiting professor at CISAC for 2009-2010.  He is the William E. Wrather Distinguished Service Professor in the departments of Astronomy & Astrophysics and Physics at the University of Chicago.  Dr. Rosner recently stepped down as Director of Argonne National Laboratory, where he had also served as Chief Scientist.

Professor Rosner's research is mostly in the areas of plasma astrophysics and astrophysical fluid dynamics and magnetohydrodynamics (including especially solar and stellar magnetic fields); high energy density physics; boundary mixing instabilities; combustion modeling; applications of stochastic differential equations and optimization problems; and inverse methods.

"I have continued research interest overlap with the DOE/ASCI Flash Center at Chicago (which I led for its first five years); this Center has been a pioneer in the development of computational astrophysics codes with broad applicability to other disciplines; and I have been closely involved in that Center's research activities in flame modeling and interfacial mixing. I have also been involved with a Wisconsin/Chicago/Princeton NSF-supported Physics Frontier Center focusing on problems lying at the boundary of astrophysics and laboratory plasma physics, mostly in areas related to magnetohydrodynamic instabilities in low Prandtl number fluids (such as liquid metals, or stellar interiors).

"In addition over the past 7+ years -- through my work at Argonne National Laboratory - I became heavily involved in issues related to science and technology policy and management, especially in areas related to energy, climate, and modeling and simulations, national security, as well as (via my chairmanship of the Department of Energy National Laboratory Directors' Council as well as my work with the Council on Competitiveness) with national policy issues related to STEM workforce development, nuclear and renewable energy technology development, and the role of national laboratories in scientific, technological, and industrial competitiveness, including the relationship between national laboratories, academia, and industry."

America's standing in the world has been damaged by eight years of unilateralism and it must cooperate with rising powers to tackle emerging transnational threats, according to a major research project to be unveiled Thursday, Nov. 13, at a conference hosted by Stanford's Freeman Spogli Institute for International Studies (FSI).

The directors of "Managing Global Insecurity Project (MGI)" (MGI) from Stanford's Center for International Security and Cooperation (CISAC), New York University and the Brookings Institution will use the conference to present their "plan for action" for the next U.S. president.

"President-elect Obama should take advantage of the current financial crisis and the goodwill engendered by his election to reestablish American leadership, and use it to rebuild international order," said CISAC's Stephen J. Stedman. "Part of that is to recalibrate international institutions to reflect today's distribution of power. If you could find a way for constructive engagement between the G-7 and Russia, China, India, Brazil and South Africa-that reflects the reality of world power today-you could actually animate a lot of cooperation."

Stedman, Bruce Jones from New York University's Center on International Cooperation and Carlos Pascual from Brookings will discuss concrete actions for the incoming administration to restore American credibility, galvanize action against transnational threats ranging from global warming to nuclear proliferation and rejuvenate international institutions such as the United Nations.

"You find in American foreign policy a blanket dismissal of international institutions, especially regarding security," Stedman said. "But if you eliminate them, you don't have a prayer of recreating the kind of cooperation that exists in the U.N. There actually is a pretty good basis of cooperation on which to build."

The nonpartisan project also will be presented Nov. 20 at a high-profile event at the Brookings Institution that will feature leaders such as former Secretary of State Madeleine Albright and Brookings President Strobe Talbott. That in turn will take place on the heels of the upcoming G-20 emergency summit to discuss measures to stave off a global recession and give a greater voice to developing nations. MGI's "plan for action" includes a series of policy papers on hot-button topics such as economic security.

"The big thing we talk about is if you institutionalize cooperation with the existing and rising powers you can hope to build a common understanding of shared long-term interests," Jones said. "If you approach issues only through the lens of the hottest crises, you will find different interests in the very short term on how [problems] are handled."

Transitions 2009

The 20-month-long project, which incorporated feedback and direction from nonpartisan U.S. and international advisory boards, dovetails closely with the theme of FSI's fourth annual conference: "Transitions 2009."

"There has rarely been a moment more fraught with danger and opportunity, as new administrations in the United States and abroad face the interlocking challenges of terrorism, nuclear proliferation, climate change, hunger, soaring food prices, pandemic disease, energy security, an assertive Russia and the grave implications of failed and failing states," FSI Director Coit D. Blacker said. "This conference will examine what we need to do to prepare our own citizens for the formidable challenges we face and America's own evolving role in the world."

Timothy Garton Ash, an Oxford professor and Hoover Institution senior fellow, will deliver the conference's keynote address, titled, "Beyond the West? New Administrations in the United States and Europe Face the Challenge of a Multi-Polar World."

Blacker, who served in the first Clinton administration; Stephen D. Krasner, who worked in the current Bush administration; medical Professor Alan M. Garber; and Stanford President Emeritus Gerhard Casper will open the conference with a reflection on the past and future and the watershed moment presented by Obama's presidency. The conference also will include breakout sessions with FSI faculty such as "Rethinking the War on Terror," led by Martha Crenshaw of CISAC; "Toward Regional Security in Northeast Asia," chaired by former Ambassador Michael J. Armacost, acting director of the Shorenstein Asia-Pacific Research Center; and "Is African Society in Transition?" led by economist Roz Naylor of the Program on Food Security and the Environment.

Long-term security

For MGI project leaders Stedman, Jones and Pascual, the zeitgeist of the moment is America's relationship with the emerging powers. "The good news from an American perspective is, despite the financial crisis, despite everything else, sober leadership in China, India, Brazil and elsewhere understand, in the immediate term, there is no alternative to American leadership, as long as [it] is geared toward cooperation and not 'do as you please-ism,'" Jones said. "On the other side, the financial crisis highlights that U.S. foreign policy has to come to terms with the fact that it does not have the power to dictate outcomes. It has to build cooperation with emerging powers, with international institutions, into the front burner of American foreign policy." More broadly, international cooperation must be built on what Stedman calls the principle of "responsible sovereignty," the notion that sovereignty entails obligations and duties toward other states as well as to one's own citizens.

In addition to MGI's "plan for action," the three men have coauthored Power and Responsibility: International Order in an Era of Transnational Threats, to be published in 2009. The book criticizes both the Bush and Clinton administrations for failing to take advantage of the moment of U.S. dominance after the fall of the Soviet Union to build enduring cooperative structures. "We're in a much tougher position than we were five years ago and 10 years ago," Jones said. "There still is an opportunity, but time is getting away from us."

If revitalizing international cooperation fails, Jones said, transnational threats will gain the upper hand. "We will not be able to come to terms with climate change, transnational terrorism, spreading nuclear proliferation," he said. "U.S. national security and global security will deteriorate. [We] have a moment of opportunity to do this now."

This provocative book applies lessons from nature to our own toughest security problems—from global terrorism to the rise of infectious disease to natural disasters. Written by a truly multidis­ciplinary group including paleobiologists, anthropologists, psychologists, ecologists, and national security experts, it considers how models and ideas from evolutionary biology can improve national security strategies ranging from risk assessment, security analysis, and public policy to long-term strategic goals.

Terence Taylor is the President and Director of the International Council for the Life Sciences and a former CISAC Science Fellow. He previously served with the United Nations as a Commissioner and Chief Inspector for Iraq on weapons of mass destruction and was a career officer in the British army. He also serves on the U.S. National Academy of Sciences Forum on Microbial Threats and is an adviser to the International Committee of the Red Cross. Mr. Taylor was also a member of the National Research Council Steering Committee on Genomic Databases for Bioterrorism Threat Agents and served as Chairman of the Permanent Monitoring Panel on Risk Analysis of the World Federation of Scientists.

Raphael Sagarin received his Ph.D. in marine ecology in 2001 from the University of California, Santa Barbara. Dr. Sagarin has served as a Geological Society of America congressional science advisor in the office of U.S. Representative Hilda L. Solis. Dr. Sagarin has used his insights as a biologist and policy advisor in his recent work on using biological insights to guide security planning and policy. Based on a short treatment of this topic in Foreign Policy, he organized a working group at the National Center for Ecological Analysis and Synthesis to explore a wide range of evolutionary insights into security analysis. Comprised of paleobiologists, psychologists, ecologists, anthropologists and security experts, the working group produced the forthcoming University of California Press volume: Natural Security: A Darwinian Approach to a Dangerous World, edited by Dr. Sagarin and Terence Taylor.
