Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Abstract: Against a backdrop of emerging and reemerging infectious diseases of natural origin, fueled by changes in land use and global climate, there is an ongoing revolution in the life sciences with growing empowerment of the individual to decipher, genetically alter, and manufacture living things. In addition to widely-touted potential benefits, these events and developments pose challenges and risks of profound harm to humans and the rest of the planet. Yet, the United States and most other nations have failed to respond with a strategic plan, sustained resources, coherent leadership, critical self-assessment, and accountability. Why is this? A selected history of recent naturally-occurring disease outbreaks and advances in the life sciences that create new risks of potential misuse will be offered, differing perspectives from the science and policy communities described, and some of the efforts to address these challenges summarized. Forward-looking proposals for efforts to mitigate risk in the life sciences will be discussed.

Speaker Bio: David A. Relman, M.D., is the Thomas C. and Joan M. Merigan Professor in Medicine, and Microbiology & Immunology at Stanford University, and Chief of Infectious Diseases at the Veterans Affairs Palo Alto Health Care System. He is also Senior Fellow at the Freeman Spogli Institute for International Studies (FSI), and served as science co-director at the Center for International Security and Cooperation from 2013-2017. He is currently director of a new Biosecurity Initiative at FSI.

Relman identified several historically important and novel microbial disease agents, and was an early pioneer in the modern study of the human indigenous microbiota (microbiome). His lab group currently examines human microbial community assembly, and community stability and resilience.

Among policy-relevant activities, Relman is currently a member of the Intelligence Community Studies Board at the National Academies of Science (NAS), served as vice-chair of the NAS Committee that reviewed the science performed for the FBI 2001 Anthrax Letters investigation, and was a member of the National Science Advisory Board on Biosecurity. He was elected to the National Academy of Medicine in 2011.

David A. Relman, M.D., is the Thomas C. and Joan M. Merigan Professor in the Departments of Medicine, and of Microbiology and Immunology at Stanford University, and Chief of Infectious Diseases at the Veterans Affairs Palo Alto Health Care System in Palo Alto, California. He is also Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford, and served as science co-director at the Center for International Security and Cooperation at Stanford from 2013-2017. He is currently director of a new Biosecurity Initiative at FSI.

Relman was an early pioneer in the modern study of the human indigenous microbiota. Most recently, his work has focused on human microbial community assembly, and community stability and resilience in the face of disturbance. Ecological theory and predictions are tested in clinical studies with multiple approaches for characterizing the human microbiome. Previous work included the development of molecular methods for identifying novel microbial pathogens, and the subsequent identification of several historically important microbial disease agents. One of his papers was selected as “one of the 50 most important publications of the past century” by the American Society for Microbiology.

Dr. Relman received an S.B. (Biology) from MIT, M.D. from Harvard Medical School, and joined the faculty at Stanford in 1994. He served as vice-chair of the NAS Committee that reviewed the science performed as part of the FBI investigation of the 2001 Anthrax Letters, as a member of the National Science Advisory Board on Biosecurity, and as President of the Infectious Diseases Society of America. He is currently a member of the Intelligence Community Studies Board and the Committee on Science, Technology and the Law, both at the National Academies of Science. He has received an NIH Pioneer Award, an NIH Transformative Research Award, and was elected a member of the National Academy of Medicine in 2011.

As the new deputy director for the Center for International Security and Cooperation, Harold Trinkunas will assume more day-to-day management duties of the center in addition to his research scholarship.

Trinkunas, who starts his new role Oct. 1, will provide additional oversight over CISAC’s core operations, from research and fellowships to administration and finance. He was previously CISAC’s associate director for research; he will continue to be a senior research scholar affiliated with the center.

In his new capacity, Trinkunas will work to ensure that CISAC remains on a sustainable footing as its faculty, scholars and fellows generate knowledge to build a safer world and educate the next generation of security experts. This will contribute to maintaining CISAC’s position as a global thought leader on meeting the most pressing challenges for international security and international cooperation.

CISAC’s associate director position for administration and finance will report to Trinkunas, who joined CISAC in September 2016. Previously, that position (under recruitment now) reported to CISAC’s co-directors.  

The new organizational structure brings CISAC into alignment with other centers at the Freeman Spogli Institute for International Studies. It will also allow co-directors Amy Zegart and Rod Ewing  to focus more time on CISAC’s external relationships – with CISAC supporters, policy makers and media. These are key audiences for the Center’s scholarly findings and education programs.

Zegart, CISAC co-director for the social sciences, said, "I couldn't be more delighted that Harold has agreed to become CISAC's deputy director. Creating this deputy director position will enable us to bring together longer-range strategic planning and day-to-day operations -- and Harold is ideally suited to the task, with deep experience in university administration at the Naval Postgraduate School, Brookings, and Stanford as well as an active and exciting scholarly research agenda."

Ewing, CISAC co-director for the sciences, said, “Harold’s expanded role in CISAC will allow for a better coordination of administrative and budgetary decisions on a day-to-day basis.  I certainly look forward to working with Harold as we continue to expand the impact of CISAC scholarship on policy issues.”

Management, research

Trinkunas joined CISAC last year from the Brookings Institution, where he was the Charles W. Robinson Chair and senior fellow as well as director of the Latin America Initiative in the Foreign Policy program.

“This is a great opportunity to work in collaborative ways with exceptional scholars around some very important international security challenges facing today’s world,” Trinkunas said then.

Born and raised in Venezuela, Trinkunas earned his doctorate in political science from Stanford in 1999; he was also a predoctoral fellow and later a visiting professor at CISAC.  His first exposure to CISAC took place when he served as a teaching assistant to Scott Sagan in 1992.

Through the years, CISAC has evolved and adjusted its focus to reflect the global security realities, Trinkunas said. Research at CISAC spans biosecurity and global health, terrorism, cybersecurity, governance, and nuclear risk and cooperation, among others.

Trinkunas said he enjoys the mentoring aspect of working with emerging scholars in the CISAC fellowship program, which he oversees.

Trinkunas’ most recent book, Aspirational Power: Brazil's Long Road to Global Influence, co-authored with David Mares of UC San Digo, was published last year by the Brookings Institution Press.  Aspirational Power was chosen as one of Foreign Affair’s “best books of 2016.”

Trinkunas studies the intersection of security and governance. In his research, he has examined civil-military relations, ungoverned spaces, terrorist financing, emerging power dynamics, and global governance.

Abstract: The U.S. government continues to struggle with how best to defend the country from cyber attacks. Reacting out in frustration, Senator John McCain wondered aloud if the United States should consider what lessons can be learned from a new cyber defense organization in the United Kingdom called the National Cyber Security Center (NCSC). In this paper, Stuart Russell and Michael Sulmeyer examine the NCSC, its origins, its missions, and its effectiveness. They then consider how certain aspects of the NCSC might map onto the more complicated governance structure around cyber defense in the United States. Despite important differences between the United Kingdom and the United States, they conclude that there is a great deal the United States can adapt from the United Kingdom’s efforts, particularly the NCSC’s ambitious Active Defense agenda. 

Speaker Bio: Dr. Michael Sulmeyer is the Belfer Center's Cyber Security Project Director at the Harvard Kennedy School. He is also a Contributing Editor for the national security blog Lawfare. Before Harvard, he served as the Director for Plans and Operations for Cyber Policy in the Office of the Secretary of Defense. There, he worked closely with the Joint Staff and Cyber Command on a variety of efforts to counter malicious cyber activity against U.S. and DoD interests. For this work, he received the Secretary Medal for Exceptional Public Service.

Previously, he worked on arms control and the maintenance of strategic stability between the United States, Russia, and China. As a Marshall Scholar, Sulmeyer received his PhD (DPhil) in Politics from Oxford University, and his dissertation, "Money for Nothing: Understanding the Termination of U.S. Major Defense Acquisition Programs," won the Sir Walter Bagehot Prize for best dissertation in government and public administration. He received his B.A. and J.D. from Stanford University and his M.A. in War Studies from King's College London. In the mid-1990s, he was the System Operator (SysOp) of The Summit BBS in Santa Barbara, California.

Abstract: What is the strategic value of cyber weapons? Even though a growing body of research has addressed the destructive potential of cyber weapons, there remains a large gap in thinking about the strategic utility of these capabilities. The purpose of this paper is to partially fill this gap, by means of assessing under what conditions 'counterforce’ and ‘countervalue’ cyber weapons can be effective. I argue that cyber weapons can provide an ‘extra option’ to leaders. The discussed cases suggest that they can be used both as an important force-multiplier enabler for conventional military assets or as independent capability. Cyber weapons can also be used to achieve a form of psychological ascendancy and can be used effectively with few casualties.

Speaker Bio: Max Smeets is a cybersecurity fellow at the Center for International Security and Cooperation and holds a DPhil in International Relations from the University of Oxford, St. John’s College. Max current book project focuses on the causes underlying cyber proliferation and restraint. The results of this research are valuable for understanding the likely changes in the future prevalence of cyber weapons. It clarifies to what degree this is an ‘inevitable’ development – and if/how it can be stopped.

Max was a College Lecturer in Politics at Keble College, University of Oxford, and Research Affiliate of the Oxford Cyber Studies Programme. He was also a Carnegie Visiting Scholar at Columbia University SIPA and a Doctoral Visiting Scholar at Sciences Po CERI. He holds an undergraduate degree from University College Roosevelt, Utrecht University, and an M.Phil in International Relations from the University of Oxford, Brasenose College.  Max has a diverse professional background, having worked for financial, political, and non-governmental organizations.

Max Smeets is the Co-Director of Virtual Routes, and serves as Managing Editor of Binding Hook. He also holds research positions at ETH Zurich, the Royal United Services Institute (RUSI) and Stanford University’s Center for International Security and Cooperation. Max is the author of Ransom War: How Cyber Crime Became a Threat to National Security and No Shortcuts: Why States Struggle to Develop a Military Cyber Force.

Max received a BA in Economics, Politics and Statistics from University College Roosevelt, Utrecht University and an MPhil (Brasenose College) and DPhil (St. John’s College) in International Relations from the University of Oxford.

Abstract: Sustaining strategic stability vis-a-vis Russia and China is a long-standing U.S. national security goal. Meeting this goal is growing more challenging due to tectonic geopolitical and technological changes. On the geopolitical side, new dynamics and new uncertainties are created by China’s emergence as an increasingly capable and assertive great power, Russia’s regional revanchism and political operations, and America’s uncertainty about its role in the world amidst its divisive domestic politics. On the technology side, advances in military capabilities for cyberspace, outer space, missile defense, long-range strike, and a range of AI-related areas including autonomous systems and big data analytics, are changing the dynamics of crisis management and conflict escalation. At the extreme, such technological advances could undermine confidence in one or more side's nuclear second-strike capabilities, thereby provoking arms racing in the near-term, and potentially “use or lose” dynamics in the longer-term. After outlining the dimensions of this growing set of challenges, Dr. Miller will offer a number of specific recommendations for U.S. policy, military force posture, and engagement with Russia and China.

Speaker Bio: Dr. James N. Miller is President of Adaptive Strategies, LLC, which provides consulting on strategy development and implementation, international engagement, and technology issues. He is a senior fellow at the Johns Hopkins Applied Physics Lab and Harvard’s Belfer Center for Science & International Affairs. He serves on the Defense Science Board, for which he recently co-chaired a task force report on cyber deterrence, the Board of Directors for the Atlantic Council, and the Board of Advisors for the Center for a New American Security. As Under Secretary of Defense for Policy from May 2012 to January 2014, Dr. Miller served as the principal civilian advisor to Secretaries Leon Panetta and Chuck Hagel on strategy, policy, and operations, and as DoD’s Deputy for National Security Council deliberations. He served as Principal Deputy Under Secretary of Defense for Policy from April 2009 to May 2012, and previously in numerous leadership positions in government, academia, non-profits, and the private sector over a thirty-year career in national security. He received a B.A. degree in economics from Stanford University, and Master’s and Ph.D. degrees from Harvard’s JFK School of Government.

Complex industries such as petroleum production, civil aviation, and nuclear power produce “public risks” that are widely distributed and temporally remote, and thus tend to be ignored by the risk producers. Regulation is perhaps the most common policy tool for governing such risks, but requires expert knowledge that often resides solely within the industries. Hence, many scholars and policymakers raise concerns about “regulatory capture,” wherein regulation serves private interests rather than the public good. This paper argues that regulatory capture framing has tended to limit understanding of expertise and its role in governing public risks. Most studies of regulatory capture treat expertise as a source of knowledge and skills that are created exogenously to political processes, and which can therefore be politically neutral. By contrast, we draw on work in science and technology studies that highlight the value-laden and relational nature of knowledge and expertise, showing how its formation is endogenous to political processes. Thus, we argue for both broadening analyses of regulatory capture to consider the historically contingent and uncertain process of creating expert knowledge, and going beyond the capture framing by considering the challenge of negotiating different epistemologies and ways of life. We illustrate this analytic strategy by examining the history of and current debate about critical infrastructure protection standards to protect the United States electric power grid from cyberattack. We conclude by considering the broader implications of these findings for governing public risks.

Disaster risk is the product of a complex set of networked processes. Development professionals often use participatory tools to help understand disasters. However, such tools are not designed to capture the interconnections that shape risk. Using flooding in the slums of Freetown, Sierra Leone, as a case study, this article demonstrates how the tools of network analysis can be employed to develop network maps using participatory datasets and discusses the utility of such displays in designing interventions to reduce risk. The article suggests that networked approa ches to risk analysis are uniquely suited to capturing the intricate processes that shape disaster risk and can provide a path forward for developing policies and interventions that seek to address complex phenomena. The article includes an Appendix A with instructions for those seeking to conduct participatory network analysis.

John W. Lewis, a Stanford political scientist who pioneered new ways of thinking about U.S.-China relations and launched some of the first Asian study programs in higher education, died Monday at his home on the Stanford campus. He was 86.

John W. Lewis

 

 

Lewis was a prolific scholar and one of the preeminent China specialists of his generation. His deep commitment to using insights from academic research to inform policy deliberations and solve important problems related to international relations and security led him to establish several centers and institutes at Stanford. These institutions supported collective undertakings involving scholars and officials from all over the globe and inspired dozens of graduate students to follow Lewis’ lead to make a tangible difference toward a more peaceful world.

He founded and directed the Center for East Asian Studies from 1969 to 1970, the Northeast Asia-United States Forum on International Policy (now the Walter H. Shorenstein Asia-Pacific Research Center), from 1983 to 1990, and, along with theoretical physicist Sidney Drell, co-founded Stanford’s Center for International Security and Cooperation (CISAC) in 1983, serving as a co-director until 1991. Stanford’s Center for International Security and Arms Control, CISAC’s precursor, was founded by Lewis and Drell in 1970. Lewis also led CISAC’s Project on Peace and Cooperation in the Asian-Pacific Region.

Expert on Asia

Lewis, the William Haas Professor of Chinese Politics, Emeritus, and a senior fellow at CISAC and the Freeman Spogli Institute for International Studies (FSI), joined the Stanford faculty in 1968 after teaching for seven years at Cornell University, coming to campus as an expert on China at the apex of public unrest regarding the Vietnam War. As a teacher, he helped lead an interdisciplinary course on nuclear arms and disarmament and engaged in simulated arms control talks with students.

In addition to his work on China, Lewis was a pioneer in dealing with North Korea. He visited the North in 1986 and numerous times thereafter, always with the deep conviction that it was vitally important to listen and learn.  He opened doors long closed by inviting North Korean, South Korean and U.S. officials to meet at Stanford in the early 1990s, and afterwards hosted official North Korean delegations.

He was invited to visit the North Korean nuclear center at Yongbyon after the collapse of the U.S.-North Korea Agreed Framework in 2002.  This and subsequent visits with Stanford colleagues provided virtually the only direct information on developments at the site, said Thomas Fingar, a Shorenstein APARC Fellow at FSI.

Sig Hecker, a CISAC senior fellow and the former director of the Los Alamos National Laboratory, recalls traveling to North Korea with Lewis in January 2004, a significant time in the country’s nuclear program.

“I would never have gone to North Korea without John,” Hecker said. “He had developed a relationship that allowed us to establish an effective means of communication during the times our governments were not talking. I had worked closely with John on North Korea ever since. He was incredibly knowledgeable and had an intensity that motivated everyone around him.”

Passion for peace

Lewis was extremely active in his retirement, visiting his CISAC office in Encina Hall daily, writing books, giving lectures and archiving his materials. While recovering from a recent fall, Lewis was constantly on the phone with colleagues and continued to collaborate until he lost his ability to speak, said his daughter, Amy Tich, BA ’85.

Above all, he was an advocate of peace, education and talking with – and learning about – the nature of one’s perceived rivals, such as China and North Korea, instead of allowing misinformation and misunderstandings to spread. The word “cooperation” in the title of CISAC emanates from this belief.

How ironic, said Tich, that her father’s death came at a time when relations between the U.S. and North Korea over the North’s nuclear tests are filled with tension.

“He had amazing relationships all across Asia,” Tich said. “He believed in what he was doing to the core of his being. He wanted world peace, to save the world from nuclear war.”

John’s son, Stephen Lewis, AB ’80, MS ’80, MBA ’84, said, “He lived a remarkable life. He made enormous strides in Korean relations and Chinese relations. And he did it with a sense of humor and humility that earned him the right to push because only from pushing through issues do you get answers.”

A Renaissance scholar

Lewis was the Renaissance scholar who bridged the gap between the academic and policy worlds. In the 1970s, he was a major player in the restoration of academic exchanges with China and established ties between U.S. and Chinese academic and governmental institutions that continue today.

In the 1980s, he built enduring ties with the Institute for Far Eastern Studies in Moscow that enhanced understanding and collaboration among Americans, Russians, and Chinese.  He launched a project to gather medical expertise at Stanford to deal with North Korea’s severe drug-resistant tuberculosis problem, a project that took him twice to Mongolia to explore the possibility of a regional effort against TB.

Lewis was never satisfied with simply having a problem discussed, said Fingar. He ended every meeting with assembled experts on North Korean issues with a prodding, “A useful discussion. Now, what can we do?”

Lewis helped American business executives, academics, government officials and military officers establish contacts and networks in China. He also led two congressional delegations to Asia. In recognition of his impact, Lewis was invited to serve on the Committee on International Security and Arms Control of the National Academy of Sciences; the Joint Committee on Contemporary China of the Social Science Research Council; and the National Committee on U.S.-China Relations.

The Stanford scholar also did consulting work for the Los Alamos National Laboratory, Lawrence Livermore National Laboratory, the U.S. Department of Defense, the Senate Select Committee on Intelligence, and the Office of Technology Assessment of the U.S. Congress.

Born in King County, Washington, in 1930, Lewis gained his first exposure to international issues and institutions as a teenage page at the San Francisco meeting that established the United Nations. His interest in China was inspired by the stories and achievements of missionary relatives who built schools for Chinese girls. After graduating from Deep Springs College (California) in 1949, Lewis earned  his bachelor’s degree (1953), master’s degree (1958) and doctorate (1962) at UCLA. His service as a gunnery officer in the U.S. Navy (1954-1957) kindled his interest in security issues and Korea.

Publications, research

Lewis wrote and co-authored numerous influential books on Asia and international security, including Leadership in Communist China (1963); and  The United States in Vietnam (1967) (with George Kahin); and China Builds the Bomb (1988).

“John’s numerous books about Chinese decision-making regarding nuclear weapons and the Korean War were path-breaking,” said Scott Sagan, a professor of political science and senior fellow at CISAC and FSI. “His work permitted us to see behind ‘the bamboo curtain’ and understand Mao [Zedong] and his successors with more clarity than was possible before.”

Lewis received numerous letters from colleagues and former students in his final days and Tich read all of them to him. Among the praise bestowed on Lewis was his “ability to inspire in me and others profound curiosity and dedication to scholarship,” that he provided “a model of how to bring values to bear on scholarship and global citizenship,” and “[He] represented the perfect mix of academic research and real-time involvement with the world.”

CISAC co-director and FSI Senior Fellow Amy Zegart remembers Lewis’ generosity and enthusiasm.

“I can still remember knocking on John’s door as a young grad student 20 years ago and sheepishly asking if he might be willing to conduct a directed reading course with me about China’s foreign policy,” Zegart said. “He said ‘yes’ immediately. His generosity of spirit and commitment to teaching still infuse CISAC today, and will shape Stanford students for generations to come. It is a true honor to co-direct the center that John and Sid Drell created.”

Lewis is survived by Jacquelyn Lewis, his wife of 63 years; his children Stephen Lewis, Amy Tich and Cynthia Westby; and five grandchildren, Brian, BA ’15, Taryn, Kylie, Katie and Rhys.

In keeping with his life-long commitment to teaching students and training successors, the family requests that anyone wishing to honor Professor Lewis do so by contributing to the John and Jackie Lewis Fund at Stanford University, which supports funding for Stanford graduate students and postdoctoral fellows  doing research on matters related to Asia. Brad Boyd is a U.S. Army infantry officer with 27 years of experience in the Marines and the Army. Most recently, he served as the Joint Readiness Training Center’s Chief of Plans and Exercise Maneuver Control. He also served as the Deputy Commander of the 2nd Brigade Combat Team of the 82nd Airborne Division, an organization of 4,000 paratroopers. Prior to this, Brad was the commander of the U.S. Army’s Global Response Force—responsible for readiness to conduct worldwide combat operations upon 18-hour notification. As a liaison officer, Brad helped develop the British Army’s Expeditionary Warfare Doctrine and Human Terrain Doctrine in 2013 and 2014, while also advising Senior British Army leaders on U.S.–U.K. Alliance issues.  Previously, Brad commanded a company that played a key role in the hunt for Saddam Hussein in 2003, and in 2010, he served as the Chief of Plans for all conventional military operations in Anbar Province, Iraq. Brad has a Master's degree in Military Science from the Army’s Command and General Staff College and a Master of Studies in International Relations from Cambridge. His research interests include political disinformation and deception in the cyber domain.
