Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Edward Miguel received his PhD at Harvard in 2000, the same year he joined UC Berkeley as an assistant professor. He was promoted to associate professor in 2005. He recently received the Kenneth J. Arrow Award for Best Paper in Health Economics for "Worms: Identifying Impacts on Education and Health in the Presence of Treatment Externalities" (with Michael Kremer), which appeared in Econometrica. He also was the recipient of the 2005 Sloan Fellowship. At Berkeley he has received the Best Graduate Adviser Award and the Distinguished Teaching Award.

Professor Miguel is co-editor of the Journal of Human Resources, associate editor of the Journal of Development Economics and Review of Economics and Statistics, director of the U.C. Berkeley Scientific Evaluation for Global Action program, co-organizer for Working Group in African Political Economy, associate director at CIDER, an NBER faculty research associate, a CEPR research fellow, a senior fellow at the Bureau for Research and Economic Analysis of Development, and a research affiliate at the MIT Poverty Action Lab. He also has worked as a consultant for non-governmental organizations on projects in Delhi, Kenya, Tanzania, and Sierra Leone.

Teresa Whitfield (speaker) joined the Social Science Research Council in early March 2005 to direct the Conflict Prevention and Peace Forum (CPPF). Her latest book, Friends Indeed: the United Nations, Groups of Friends and the Resolution of Conflict, was researched and written while a visiting fellow at New York University’s Center on International Cooperation. From 1995-2000 Teresa worked as an official within the UN’s Department of Political Affairs, latterly in the Office of the Under-Secretary-General of Political Affairs. She has also worked as a consultant with the Ford Foundation and the Centre for Humanitarian Dialogue and has a long association with CPPF, serving as regional advisor on Latin America from 2001-2003 and as acting director from 2001-2002. Her research interests include the United Nations, peace operations and the mediation of internal conflict. She has published on peace processes in Central America and Colombia, as well as on the role played by informal groups of states, or “Friends” in the resolution of conflict. A journalist and filmmaker in her early career, Teresa’s publications include Paying the Price: Ignacio Ellacuría and the Murdered Jesuits of El Salvador (Temple University Press, 1994), written while living in El Salvador from 1990-1992, and, most recently, a chapter on Colombia co-authored with Cynthia J. Arnson in Grasping the Nettle: Analyzing Cases of Intractable Conflict (ed. Chester A. Crocker, Fen Osler Hampson and Pamela Aall, United States Institute of Peace Press, 2005). She holds an MA in Latin American studies from the University of London and a BA in English literature from Cambridge University.

Patrick Johnston (discussant) is a PhD candidate in the Department of Political Science at Northwestern University and a CISAC predoctoral fellow. His dissertation, "Humanitarian Intervention and the Strategic Logic of Mass Atrocities in Civil Wars," asks why ethnic cleansing and genocidal violence frequently increase dramatically after international actors threaten to intervene militarily or deploy significant numbers of troops in coercive interventions. Johnston received a BA in history and a BA in political science, both with distinction, from the University of Minnesota, Morris and an MA in political science from Northwestern University.

Charles Thorpe is currently an Associate Professor of Sociology at the University of California, San Diego. Previously he taught at the School of Social Sciences at Cardiff University in Wales, followed by time at the Department of Science and Technology Studies at University College London. Dr. Thorpe received his PhD in Sociology and Science Studies from the University of California, San Diego in 2001. He is the author of Oppenheimer: The Tragic Intellect, published by University of Chicago Press in 2006.

Frank Smith (speaker) is a PhD candidate in political science at the University of Chicago and a predoctoral fellow at CISAC. His research examines military and civilian decisions about biological warfare and tests different theories about the sources of military research, development, and doctrine, as well as the rise of civilian biodefense. In addition, he has worked on a variety of projects that address technology and national security at the RAND Corporation, Argonne National Laboratory, and the Defense Intelligence Agency. He earned his BS in biological chemistry from the University of Chicago in 2000.

Rebecca Slayton (discussant) is a lecturer in the Science, Technology and Society Program at Stanford University and a CISAC affiliate. In 2004-2005 she was a CISAC science fellow. Her research examines how technical judgments are generated, taken up, and given significance in international security contexts. She is currently working on a book which uses the history of the U.S. ballistic missile defense program to study the relationships between and among technology, expertise, and the media. Portions of this work have been published in journals such as History and Technology and have been presented at academic conferences. As a postdoctoral fellow in the Science, Technology, and Society Program at the Massachusetts Institute of Technology, she recently completed an NSF-funded project entitled Public Science: Discourse about the Strategic Defense Initiative, 1983-1988

As a physical chemist, she developed ultrafast laser experiments in condensed matter systems and published several articles in physics journals. She also received the AAAS Mass Media Science and Engineering Fellowship in 2000, and has worked as a science journalist for a daily paper and for Physical Review Focus. She earned her doctorate in chemistry from Harvard University in 2002.

Slayton’s research and teaching examine the relationships between and among risk, governance, and expertise, with a focus on international security and cooperation since World War II. Slayton’s current book project, Shadowing Cybersecurity, examines the historical emergence of cybersecurity expertise. Shadowing Cybersecurity shows how efforts to establish credible expertise in corporate, governmental, and non-governmental contexts have produced varying and sometimes conflicting expert practices. Nonetheless, all cybersecurity experts wrestle with the irreducible uncertainties that characterize intelligent adversaries, and the fundamental inability to prove that systems are secure. The book shows how cybersecurity experts have paradoxically gained credibility by making threats and vulnerabilities visible, while acknowledging that more always remain in the shadows.

Slayton’s first book, Arguments that Count: Physics, Computing, and Missile Defense, 1949-2012 (MIT Press, 2013), shows how the rise of a new field of expertise in computing reshaped public policies and perceptions about the risks of missile defense in the United States. In 2015, Arguments that Count won the Computer History Museum Prize. In 2016, Slayton was awarded a National Science Foundation CAREER grant for her project “Enacting Cybersecurity Expertise.” In 2019, Slayton was also a recipient of the United States Presidential Early Career Award for Scientists and Engineers, for her NSF CAREER project.

Dr. Chiozza investigates the popular basis of support for suicide terrorism carried out against Americans and other Western targets in Iraq. Using survey data from six countries in the Middle East and South Asia, he investigates how demographic factors, such as gender, education, and age, interact with specific predispositions and attitudes, including fear of the United States, anti-Semitism, and personal anomie, to explain who would consider suicide terrorism against American and Western targets in Iraq justifiable. Methodologically, he employs Classification and Regression Tree (CART) models, a novel methodology that allows for a parsimonious identification of interactive and non-linear effects in the data. Dr. Chiozza shows that fear of the U.S. trumps other motivations in the countries that are geographically closer to Iraq.

Giacomo Chiozza (speaker) is an Assistant Professor of Political Science in the Travers Department of Political Science at the University of California, Berkeley. He holds a PhD from Duke University and a BA from the Università degli Studi di Milano. Before joining the Berkeley Political Science department, he was a post-doctoral fellow in national security at the Olin Institute for Strategic Studies at Harvard University. His research interests include the study of foreign perceptions of the United States in the American World Order and the quantitative analysis of conflict processes. He is the author of "A Crisis like No Other? Anti-Americanism at the Time of the Iraq War" (European Journal of International Relations, forthcoming); "Disaggregating Anti-Americanism: An Analysis of Individual Attitudes Towards the United States" (In Keohane and Katzenstein, Anti-Americanisms in World Politics, 2007), as well as of articles on leaders and conflict processes that were published in the American Journal of Political Science, the Journal of Conflict Resolution, and the Journal of Peace Research.

Aila Matanock (discussant) is a doctoral student in political science at Stanford.  She received an undergraduate degree magna cum laude in Social Studies from Harvard University, while working with the Belfer Center’s Managing the Atom Project and with the Los Alamos National Laboratory.  After graduation, she took a job at the RAND Corporation as a research assistant where she analyzed projects on terrorism and nuclear weapons.  Her current research is on social support for terrorism, the effect of nuclear weapons on conventional conflict, and the reasons for varying levels of shared sovereignty in international agreements.

What do terrorists want? No question is more fundamental for devising an effective counterterrorism strategy. The international community cannot expect to make terrorism unprofitable and thus scarce without knowing the incentive structure of its practitioners. The strategic model—the dominant paradigm in terrorism studies—posits that terrorists are political utility maximizers. According to this view, individuals resort to terrorism when the expected political gains minus the expected costs outweigh the net expected benefits of alternative forms of protest. The strategic model has widespread currency in the policy community; extant counterterrorism strategies seek to defeat terrorism by reducing its political utility. The most common strategies are to fight terrorism by decreasing its political benefits via a strict no concessions policy; decreasing its prospective political benefits via appeasement; or decreasing its political benefits relative to nonviolence via democracy promotion. Despite its policy relevance, the strategic model has not been tested. This is the first study to comprehensively assess its empirical validity. The actual record of terrorist behavior does not conform to the strategic model’s premise that terrorists are rational actors primarily motivated to achieving political ends. The preponderance of empirical and theoretical evidence is that terrorists are rational people who use terrorism primarily to develop strong affective ties with fellow terrorists. Major revisions in both the dominant paradigm in terrorism studies and the policy community’s basic approach to fighting terrorism are consequently in order.

Abstract
We will present our observations from a visit to India’s nuclear facilities and several think tanks during March 2008. We will comment on India’s nuclear research programs, nuclear energy development, and the implications for the proposed U.S.-India nuclear deal and for scientific collaboration between our countries. We visited the Indira Gandhi Center for Atomic Research (IGCAR) in Kalpakkam, the Bhabha Atomic Research Center (BARC) in Trombay, had detailed discussions with the top leadership of the India Department of Atomic Energy (DAE), and also visited several institutes in Bangalore and Chennai to discuss nuclear energy and nuclear nonproliferation.

Chaim Braun is a vice president of Altos Management Partners, Inc., and a CISAC science fellow and affiliate. He is a member of the Near-Term Deployment and the Economic Cross-Cut Working Groups of the Department of Energy (DOE) Generation IV Roadmap study. He conducted several nuclear economics-related studies for the DOE Nuclear Energy Office, the Energy Information Administration, the Electric Power Research Institute, the Nuclear Energy Institute, Non-Proliferation Trust International, and others. Braun has worked as a member of Bechtel Power Corporation's Nuclear Management Group, and led studies on power plant performance and economics used to support maintenance services. Braun has worked on a study of safeguarding the Agreed Framework in North Korea, he was the co-leader of a NATO Study of Terrorist Threats to Nuclear Power Plants, led CISAC's Summer Study on Terrorist Threats to Research Reactors, and most recently co-authored an article with former CISAC Co-Director Chris Chyba on nuclear proliferation rings.

Siegfried Hecker is a professor (research) in the Department of Management Science and Engineering, a senior fellow at FSI, and co-director of CISAC. He is also an emeritus director of Los Alamos National Laboratory. Hecker's research interests include plutonium science, nuclear weapon policy and international security, nuclear security (including nonproliferation and counter terrorism), and cooperative nuclear threat reduction. Over the past 15 years, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. His current interests include the challenges of nuclear India, Pakistan, North Korea, and the nuclear aspirations of Iran. Hecker works closely with the Russian Academy of Sciences and is actively involved with the U.S. National Academies, serving on the National Academy of Engineering Council and its International Programs Committee, as chair of the Committee on Counterterrorism Challenges for Russia and the United States, and as a member of the National Academies Committee on International Security and Arms Control Nonproliferation Panel.

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

The National Plant Diagnostic Network (NPDN) was created to enhance the capabilities of existing diagnostic laboratories in the nation to detect and report introduced pathogens, pests and weeds of high consequence to plant agriculture and natural ecosystems.  An important goal of the network is to coordinate diagnostic and scientific expertise at land-grant universities, state departments of agriculture, agencies within the USDA (CSREES and APHIS), and other organizations involved in agricultural production and security.  The program, which is administered through the USDA, was established in 2002 through funding created by the Homeland Security Act in response to concerns that agricultural pests and pathogens could be used as agents of bio-terrorism.  Responsibilities of the NPDN include the compilation and establishment of diagnostic protocols for priority agents, the development of a web-based distributed plant pest diagnostic and reporting system for the nation, the provision of up-to-date information on plant pests for the nation, the development of analytical tools to exploit these data, and the recruitment and training of first detectors.  The national network is organized into 5 regions, with regional centers located at the University of California, Davis (Western Region), Kansas State University (Great Plains Region), Michigan State University (North Central Region), the University of Florida (Southern Region), and Cornell University (Northeastern Region).  A parallel network for veterinary medicine, the National Animal Health Laboratory Network, also has been established with regional centers located at the same institutions as the NPDN regional centers.  The mission and design of the NPDN, its programs, and progress towards meeting network objectives, will be presented and discussed.

Richard Bostock is a professor and former chair (1999-2005) of the Department of Plant Pathology at the University of California, Davis.  In 2002, he was appointed as the founding Director of the Western Region of the National Plant Diagnostic Network (NPDN).  The NPDN is a distributed system comprised of public institutions for the purpose of quickly detecting and identifying high consequence pests and pathogens.  The network links plant health professionals, researchers and diagnostic labs throughout the region, providing a way for them to share information about occurrences of plant diseases and pests that could have an impact on the region's most economically important crops.   This information also is reported to first responders and decision makers. Funding for the network is provided through the United States Department of Agriculture. Dr. Bostock received his Ph.D. in Plant Pathology at the University of Kentucky in 1981, and was appointed to the faculty at UC Davis that year.  His research and teaching interests are the biochemistry and molecular biology of plant-microbe interactions and general plant pathology.  He teaches several courses in the department and in the Science and Society program on various aspects of plant pathology, plant-microbe interactions, and issues related to food production.

The world’s energy infrastructure stands on the brink of a major revolution. Much of the large power generation infrastructure in the industrialized world will need replacement over the next two to three decades while in the developing world, including China and India, it will be installed for the first time. Concurrently, the risks of climate change and unprecedented high prices for oil and natural gas are transforming the economic and ethical incentives for alternative energy sources leading to growth of nuclear and renewables, including solar, wind, biofuels and geothermal technologies. The transition from today’s energy systems, based on fossil fuels, to a future decarbonized or carbon-neutral infrastructure is a socio-technical problem of global dimensions, but one for which there is no accepted solution, either at the international, national, or regional levels.

This talk describes a novel methodology to understand global energy systems and their evolution. We are incorporating state-of-the-art open tools in information science and technology (Google, Google Earth, Wikis, Content Management Systems, etc.) to create a global real time observatory for energy infrastructure, generation, and consumption. The observatory will establish and update geographical and temporally referenced records and analyses of the historical, current, and evolving global energy systems, the energy end-use of individuals, and their associated environmental impacts. Changes over time in energy production, use, and infrastructure will be identified and correlated to drivers, such as demographics, economic policies, incentives, taxes, and costs of energy production by various technologies. As time permits Dr. Gupta will show, using Google Earth, existing data on power generation infrastructure in three countries (South Africa, India and the USA) and highlight examples of unanticipated crisis (South Africa), environment (USA) and exponential growth (India). Finally Dr. Gupta will comment on how/why trust and transparency created by democratization of information that such a system would provide could motivate cooperation, provide a framework for compliance and monitoring of global treaties, and precipitate action towards carbon-neutral systems.

Rajan Gupta is the leader of the Elementary Particles and Field Theory group at Los Alamos National Laboratory and a Laboratory fellow.  He came to the USA in 1975 after obtaining his Masters in Physics from Delhi University, India, and earned his PhD in Theoretical Physics from The California Institute of Technology in 1982. The main thrust of his research is to understand the fundamental theories of elementary particle interactions, in particular the interactions of quarks and gluons and the properties hadrons composed of them. In addition, he uses modeling and simulations to study Biological and Statistical Mechanics systems, and to push the envelope of High Performance Computing. Starting in 1998 his interests broadened into the areas of health, education, development and energy security. He is currently carrying out an integrated systems analysis of global energy systems. In 2000 Dr. Gupta started the forum “International Security in the new Millennium” at Los Alamos National Laboratory. Its goals are to understand global issues dealing with societal and security challenges.

Former U.S. Defense Secretary William J. Perry, co-director of CISAC's Preventive Defense Project, has been named chair of a Congressional bipartisan commission nominated March 19 to examine America's strategic military posture, including the "appropriate role" of nuclear weapons. The 12-member commission also will assess the role of nonproliferation programs and missile defenses in U.S. strategic policies. The group is expected to present a set of recommendations on future U.S. strategic policies to Congress and President George W. Bush by Dec. 1, 2008.

"A sound strategic posture and a healthy nuclear complex are vital to America's national policy," said Duncan Hunter, (R-CA), ranking member of the Strategic Forces Subcommittee. "We look forward to receiving [the commission's] recommendations on how we can improve our strategic posture and ensure the longterm sustainability of our nuclear complex."

Subcommittee Chairman Ellen Tauscher, (D-CA), said the commission is needed, "to get the nation's nuclear policy back on track. For too long we have missed the forest for the trees, and I am hopeful this commission will encourage a vital national discussion that is both open and transparent about the appropriate role of nuclear weapons in our national security."
