David Holloway is the Raymond A. Spruance Professor of International History, a professor of political science, and an FSI senior fellow. He was co-director of CISAC from 1991 to 1997, and director of FSI from 1998 to 2003. His research focuses on the international history of nuclear weapons, on science and technology in the Soviet Union, and on the relationship between international history and international relations theory. His book Stalin and the Bomb: The Soviet Union and Atomic Energy, 1939-1956 (Yale University Press, 1994) was chosen by the New York Times Book Review as one of the 11 best books of 1994, and it won the Vucinich and Shulman prizes of the American Association for the Advancement of Slavic Studies. It has been translated into seven languages, most recently into Chinese. The Chinese translation is due to be published later in 2018. Holloway also wrote The Soviet Union and the Arms Race (1983) and co-authored The Reagan Strategic Defense Initiative: Technical, Political and Arms Control Assessment (1984). He has contributed to the Bulletin of the Atomic Scientists, Foreign Affairs, and other scholarly journals.

Since joining the Stanford faculty in 1986 -- first as a professor of political science and later (in 1996) as a professor of history as well -- Holloway has served as chair and co-chair of the International Relations Program (1989-1991), and as associate dean in the School of Humanities and Sciences (1997-1998). Before coming to Stanford, he taught at the University of Lancaster (1967-1970) and the University of Edinburgh (1970-1986). Born in Dublin, Ireland, he received his undergraduate degree in modern languages and literature, and his PhD in social and political sciences, both from Cambridge University.

About the topic: The U.S. military has entered a period of transition. In terms of strategy, the Department of Defense is shifting away from a decade spent fighting two ground wars to a new era in which the United States hopes to spend more time preventing and deterring conflicts and preparing for future challenges. Yet at the same time, the U.S. military faces significant budget cuts in the years ahead. DOD has already released its plans for reducing the Pentagon’s base budget by $487 billion over the next decade, but the Budget Control Act of 2011 will impose an additional $500 billion in cuts on January 1 unless Congress changes the law before then. What are the strategic, military, and financial consequences of these budget cuts? Can DOD implement cuts of this magnitude and still maintain its broad global engagement strategy? Or do they pose unacceptable risks to U.S. national security objectives? This talk draws on ongoing research at the Center for a New American Security to address these questions.

About the Speaker: Nora Bensahel is Deputy Director of Studies and Senior Fellow at the Center for a New American Security. Her current areas of research include stability operations, counterinsurgency, civilian capacity for operations abroad, and coalition and alliance operations. Prior to joining CNAS, Dr. Bensahel served as a Senior Political Scientist at the RAND Corporation. She is also an Adjunct Associate Professor in the Security Studies Program at the Edmund A. Walsh School of Foreign Service, Georgetown University, where she teaches M.A. classes and received the Alumni Leadership Council Teaching Award. She also serves on the Executive Board of Women in International Security. She received her Ph.D. and M.A. degrees from the Department of Political Science at Stanford University and her B.A. from Cornell University.

Professor Boneh heads the applied cryptography group and co-direct the computer security lab. Professor Boneh's research focuses on applications of cryptography to computer security. His work includes cryptosystems with novel properties, web security, security for mobile devices, and cryptanalysis. He is the author of over a hundred publications in the field and is a Packard and Alfred P. Sloan fellow. He is a recipient of the 2014 ACM prize and the 2013 Godel prize. In 2011 Dr. Boneh received the Ishii award for industry education innovation. Professor Boneh received his Ph.D from Princeton University and joined Stanford in 1997.

For decades the ability to ascertain whether states are hiding germ weapons programs has been nonexistent because the 1975 bioweapons ban has no inspection measures. Yet, in 1995 a small United Nations inspection corps pulled off a spectacular verification feat in the face of concerted resistance from Iraq's Saddam Hussein and popular skepticism that it was even possible to conduct effective biological inspections. Working from sketchy intelligence, the inspectors busted open Iraq's cover stories and wrested a confession of biowarfare agent production from Baghdad. This compelling story is told through the firsthand accounts of the inspectors who, with a combination of intrepidness, ingenuity, and a couple of lucky breaks, took the lid off Iraq's bioweapons program.


About the speaker: Dr. Amy Smithson is a Senior Fellow at the Washington, D.C. Office of CNS. She chairs the Global Affairs Council on Nuclear, Biological, and Chemical Weapons for the World Economic Forum. Before joining CNS, Ms. Smithson worked at the Center for Strategic and International Studies and the Henry L. Stimson Center, where in January 1993 she founded the latter's Chemical and Biological Weapons Nonproliferation Project to serve as an information clearinghouse, watchdog, and problem-solver regarding chemical and biological weapons issues. Previously, she worked for Pacific-Sierra Research Corporation and the Center for Naval Analyses. Dr. Smithson received her Ph.D. in political science from George Washington University, an M.A. in international relations from Georgetown University, and a B.A. in political science and Russian from the University of North Carolina, Chapel Hill.

About the topic: This talk will present four important but largely unexplored topics in regarding conflict in cyberspace – two in some detail and two in a passing mention. These include escalation dynamics, uncertainties in threat assessment, offensive cyber operations for the private sector, and attribution in practice.

About the Speaker: Herbert Lin is chief scientist at the Computer Science and Telecommunications Board, National Research Council of the National Academies, where he has been study director of major projects on public policy and information technology. Of particular note are two recent studies: a 2009 study on offensive information warfare (Technology, Policy, Law, and Ethics Regarding U.S. Acquisition and Use of Cyberattack Capabilities), and a 2010 study on cyber deterrence (Proceedings of a Workshop on Deterring Cyberattacks: Informing Strategies and Developing Options for U.S. Policy). Prior to his NRC service, he was a professional staff member and staff scientist for the House Armed Services Committee (1986-1990), where his portfolio included defense policy and arms control issues. He received his doctorate in physics from MIT.

Abstract

Nuclear accidents that lead to melting of a reactor core create heterogeneous materials containing hundreds of radionuclides, many with short half-lives. The long-lived fission products and transuranium elements within damaged fuel remain a concern for millennia. Currently, accurate fundamental models for the prediction of release rates of radionuclides from fuel, especially in contact with water, after an accident remain limited. Relatively little is known about fuel corrosion and radionuclide release under the extreme chemical, radiation, and thermal conditions during and subsequent to a nuclear accident. We review the current understanding of nuclear fuel interactions with the environment, including studies over the relatively narrow range of geochemical, hydrological, and radiation environments relevant to geological repository performance, and discuss priorities for research needed to develop future predictive models.

The life sciences have many examples of where research results and technologies can be used for good, but also for bad purposes. Because such scenarios are so common, it is critical to identify that research which is particularly bad and would be classified as dual use research of concern (DURC). Attributes that might result in a DURC designation include how immediate a threat it represents, the magnitude of the threat, the availability of safeguards to defend against its nefarious use and its relative risk to benefits ratio. Several policy forums have studied this problem and the National Science Advisory Board for Biosecurity (NSABB) is currently the official U.S. government advisory group for DURC policy. Recently, NSABB was asked to review two manuscripts that reported adaptation of the high-path avian influenza virus H5N1 to transmission in a mammalian model. This virus rarely infects humans but when it does, it has catastrophic consequences with ~60% mortality. The board weighed the risks and the benefits of the work and recommended that the papers not be published as written, but only in a highly redacted form that would prevent the rapid and direct replication of the work. NSABB also argued for a communication pause so that the consequences of these papers and this research focus be evaluated by a broad cross section of science, public health and society. The US government accepted these recommendations and the two journals (Science and Nature) have thus far not published the papers. Multiple additional forums are planned to discuss the issues and recommendations. The future for policy development in the area of pathogen research and DURC will be shaped by these recommendations and subsequent activities.

About the speakers:

Dr. Paul Keim holds the E. Raymond and Ruth Cowden Endowed Chair in Microbiology at Northern Arizona University (NAU), where he is also a Regents Professor of Biology. In addition, he directs the Pathogen Genomics Division at The Translational Genomics Research Institute (TGen). Both institutions are based in Flagstaff, Arizona. His biological interests span many types of organisms and microbes, but revolve around genetic diversity and its organization in populations and species. This necessarily has involved systematic and phylogenetic analyses to understand how observable genetic diversity is based upon past evolutionary processes. Biodefense programs have capitalized upon his approach of using genomic analysis to understand bacterial pathogen populations for microbial forensics and molecular epidemiological analyses. His laboratory was heavily involved in analysis of evidentiary material from the 2001 anthrax-letter attacks. He has published extensively on the evolution and population genetics of Bacillus anthracis, Yersinia pestis, Francisella tularensis, Burkholderia pseudomallei, Burkholderia mallei, Brucella spp., and Coxiella burnetii. Recently, these same principles have been applied to other public health-related and clinically important pathogens such as S. aureus and E. coli. In all, he has published over 230 scientific or policy papers. Dr. Keim received his B.S. in Biology and Chemistry from Northern Arizona University in 1977 and his Ph.D. in Botany in 1981 from the University of Kansas. Dr. Keim has previously served on the editorial boards of Crop Science and Molecular Breeding; he currently serves on the editorial boards of Infection Genetics and Evolution, Investigative Genetics, and Biotechniques.

Dr. David Relman is a professor of medicine – infectious diseases, and of microbiology and immunology at Stanford. He joined CISAC as an affiliated faculty member in November 2011. He is also chief, Infectious Diseases Section, at the VA Palo Alto Health Care System. Among his other activities, Dr. Relman currently serves as Vice-President of the Infectious Diseases Society of America, Chair of the U.S. National Academies of Science Institute of Medicine's Forum on Microbial Threats, and member of the National Science Advisory Board for Biosecurity. He received a S.B. in biology from the Massachusetts Institute of Technology (1977) and an M.D. from Harvard Medical School Medicine (1982).

David A. Relman, M.D., is the Thomas C. and Joan M. Merigan Professor in the Departments of Medicine, and of Microbiology and Immunology at Stanford University, and Chief of Infectious Diseases at the Veterans Affairs Palo Alto Health Care System in Palo Alto, California. He is also Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford, and served as science co-director at the Center for International Security and Cooperation at Stanford from 2013-2017. He is currently director of a new Biosecurity Initiative at FSI.

Relman was an early pioneer in the modern study of the human indigenous microbiota. Most recently, his work has focused on human microbial community assembly, and community stability and resilience in the face of disturbance. Ecological theory and predictions are tested in clinical studies with multiple approaches for characterizing the human microbiome. Previous work included the development of molecular methods for identifying novel microbial pathogens, and the subsequent identification of several historically important microbial disease agents. One of his papers was selected as “one of the 50 most important publications of the past century” by the American Society for Microbiology.

Dr. Relman received an S.B. (Biology) from MIT, M.D. from Harvard Medical School, and joined the faculty at Stanford in 1994. He served as vice-chair of the NAS Committee that reviewed the science performed as part of the FBI investigation of the 2001 Anthrax Letters, as a member of the National Science Advisory Board on Biosecurity, and as President of the Infectious Diseases Society of America. He is currently a member of the Intelligence Community Studies Board and the Committee on Science, Technology and the Law, both at the National Academies of Science. He has received an NIH Pioneer Award, an NIH Transformative Research Award, and was elected a member of the National Academy of Medicine in 2011.

This seminar is based on a recently published article that reviews the history of the September 22, 1979 double flash recorded by the VELA satellite and concludes that the flash was an Israeli nuclear test assisted by South Africa. The work of a government panel created at the time to determine the cause of the flash is discussed as is the author's own involvement in the issue.

In addition, he led notable investigations of the nuclear programs of India and Pakistan. Since retiring from the Senate staff in 1999, he has published numerous articles on nonproliferation issues for the Bulletin of Atomic Scientists, Arms Control Today, and the Nonproliferation Review. His current research interests include an assessment of the impact on the nonproliferation regime of nuclear trade with non-signers of the Nuclear Nonproliferation Treaty, and more generally the relationship of energy security concerns with nonproliferation.
