Uneasy Partnerships presents the analysis and insights of practitioners and scholars who have shaped and examined China's interactions with key Northeast Asian partners. Using the same empirical approach employed in the companion volume, The New Great Game (Stanford University Press, 2016), this new text analyzes the perceptions, priorities, and policies of China and its partners to explain why dyadic relationships evolved as they have during China's "rise."

Synthesizing insights from an array of research, Uneasy Partnerships traces how the relationships that formed between China and its partner states—Japan, the Koreas, and Russia—resulted from the interplay of competing and compatible objectives, as well as from the influence of third-country ties. These findings are used to identify patterns and trends and to develop a framework that can be used to illuminate and explain Beijing's engagement with the rest of the world.

This book is part of the Studies of the Walter H. Shorenstein Asia-Pacific Research Center series at Stanford University Press.

About the Event: Michael Morell, Former Deputy Director and twice Acting Director of the Central Intelligence Agency, will be interviewed by Amy Zegart, CISAC Co-director and Davies Family Senior Fellow at the Hoover Institution. Audience members will have an opportunity to ask questions after the interview. 

About the Speaker: Michael Morell, the former Acting Director and Deputy Director of the Central Intelligence Agency, is the Wesson Lecturer at the Freeman-Spogli Institute for International Studies and the Center for International Security and Cooperation for 2017. He is one of our nation’s leading national security professionals, with extensive experience in intelligence and foreign policy.  He has been at the center of our nation’s fight against terrorism, its work to prevent the proliferation of weapons of mass destruction, and its efforts to respond to trends that are altering the international landscape—including the Arab Spring, the rise of China, and the cyber threat.  Politico has called Michael the “Bob Gates of his generation.”

During his 33-year career at CIA, Michael served as Deputy Director for over three years, a job in which he managed the Agency’s day-to-day operations, represented the Agency at the White House and Congress, and maintained the Agency’s relationships with intelligence services and foreign leaders around the world.  Michael also served twice as Acting Director, leading CIA when Leon Panetta was named Secretary of Defense and again after David Petraeus left government.

Michael’s senior assignments at CIA also included serving for two years as the Director of Intelligence, the Agency’s top analyst, and for two years as Executive Director, the CIA’s top administrator—managing human resources, the budget, security, and information technology for an agency the size of a Fortune 200 firm.

Michael has been a witness to history on multiple occasions.  He is the only person who was both with President Bush on September 11th, when al-Qaida burst into the American consciousness, and with President Obama on May 1st, when Bin Laden was brought to justice.  Michael played a major role in the Bin Laden operation.

Michael is known inside CIA for his leadership.  He inspired individuals and work units to perform beyond expectations.  He mentored most of the Agency’s current senior leadership team, including a significant number of women and minorities.  When he departed CIA, thousands of officers wrote Michael notes of thanks.

Michael is the recipient of many awards.  He received the Presidential Rank Award for exceptional performance – the nation’s highest honor for civilian service.  He also received the Distinguished Intelligence Medal, CIA’s highest award, for his role in the Bin Laden operation.  Michael is also the recipient of the Distinguished Career Intelligence Medal, the National Intelligence Distinguished Service Medal, and the Department of Defense Service Medal.    

Today, Michael is involved in a wide range of activities.  He is a member of the Board of Directors of the Goodyear Tire and Rubber Company; Senior Counselor to Washington’s fastest growing consulting firm, Beacon Global Strategies; and a consultant to a number of private sector entities.  He is the Chairman of the Board of one of those entities – Culpeper National Security Solutions, a subsidiary of DynCorp International.

Much of what Michael does today is tied to national security.  Until recently, he was a senior national security contributor for CBS News.  He is a frequent guest on the Charlie Rose Show discussing national security issues.  He is a Senior Fellow at Harvard University’s Kennedy School of Government; a Senior Fellow at West Point’s Center on Combatting Terrorism; a resident fellow this fall at the Institute of Politics at the University of Chicago, a member of the Aspen Institute’s Homeland Security Group, which advises the Secretary of Homeland Security on national security issues; a member of the Board of Director’s of the Atlantic Council, a member of the Advisory Board to the University of Chicago’s Project on Security and Terrorism, and a member of the Atlantic Council’s advisory group to its study on the future of the Middle East.  He served as a Member of President Obama’s Review Group on Intelligence and Communications Technology.

Michael is the author of the New York Times bestseller on CIA’s nearly 20-year fight against al Qa`ida.  The title of the book is “The Great War of Our Time:  An Insider’s Account of the CIA’s Fight Against Terrorism – From al Qaida to ISIS.”  It was published in May 2015.

Michael is a native of Cuyahoga Falls, Ohio, and he maintains close ties to northeast Ohio.  His father and mother—who taught him hard work, the pursuit of excellence, and humility—were an autoworker and a homemaker.  Michael is a first-generation college student, earning a B.A. summa cum laude in economics from the University of Akron.  He also earned an M.A. in economics from Georgetown University.  

Michael is involved with charities associated with supporting the families of fallen soldiers and intelligence officers.

Abstract: This paper develops a theoretical approach to norm resistance and defiance in international affairs. Conventional models of norm dynamics (e.g. Finnemore and Sikkink’s “norm life-cycle”, Keck and Sikkink’s “boomerang model”; Risse, Ropp and Sikkink’s “spiral model”) focus mainly on diffusion and compliance, failing to account for resistance to global norms. I argue that transnational advocacy and pressure can backfire, resulting in further violations, the promotion of counter-norms, and repression of civil society. Drawing from social psychology, sociology, and criminology, the paper presents an alternative model of norm socialization, whereby attempts to “shame” states provoke defiance, or the increase in incidence or commitment to a particular norm offending behavior by a shamed regime, caused by a proud, shameless reaction against the shaming agent. Defiance unfolds through domestic and international logics that incentivize elites to violate international norms for political gain. In the long term, defiance can attach oppositional norms to collective identity, transforming domestic and international normative orders. I apply the theoretical framework to an empirical case study of the sexuality rights norm and its contestation by Uganda, Nigeria, and Russia.

About the speaker: Rochelle Terman is a political scientist (Ph.D., University of California Berkeley, 2016) studying international norms and identity using computational and mixed methods. Her dissertation / book project examines the backlash and unintended consequences of international “naming and shaming” campaigns, especially around women’s rights in the Muslim World. Previous work on the tension between Islamophobia and feminism was recently published in Theory, Culture & Society. She teaches computational social science in a variety of capacities.

Rochelle is an assistant professor in the Department of Political Science at the University of Chicago. Her research examines international norms, gender and advocacy, with a focus on the Muslim world. She is currently working on a book project that examines resistance and defiance towards international norms. The manuscript is based on her dissertation, which won the 2017 Merze Tate (formerly Helen Dwight Reid) Award for the best dissertation in international relations, law, and politics from the American Political Science Association. Rochelle received her Ph.D. in Political Science with a designated emphasis in Gender & Women’s Studies at the University of California, Berkeley. Before coming to Chicago, she was a post-doc at the Center for International Security and Cooperation at Stanford University.

Abstract: Derek Chollet will offer his inside assessment of Barack Obama’s foreign policy legacy, tackling the prevailing consensus to argue that Obama has profoundly altered the course of American foreign policy for the better and positioned the United States to lead in the future. His recent book The Long Game combines a deep sense of history with new details and compelling insights into how the Obama administration approached the most difficult global challenges. With the unique perspective of having served at the three national-security power centers during the Obama years – the White House, State Department, and Pentagon – Chollet takes readers behind the scenes of the intense struggles over the most consequential issues: the wars in Iraq and Afghanistan, the meltdown of Syria and the rise of ISIS, the Ukraine crisis and a belligerent Russia, the conflict in Libya, the tangle with Iran, the turbulent relationship with Israel, and the rise of new powers like China. About the Speaker: Derek Chollet served in senior positions during the Obama administration at the White House, State Department, and Pentagon, most recently as the U.S. assistant secretary of defense for international security affairs. He is currently a counselor and senior advisor at the German Marshall Fund of the United States, an adjunct senior research scholar at Columbia University’s Institute of War and Peace Studies, and a regular contributor to Defense One and many other publications. His previous books include America Between Wars: From 11/9 to 9/11, coauthored with James Goldgeier, and The Unquiet American: Richard Holbrooke in the World, coedited with Samantha Power. He lives in Washington, DC, with his family.

In 2013, China’s president, Xi Jinping, launched a massive reclamation and construction campaign on seven reefs in the Spratly Islands in the South China Sea. Beijing insisted that its actions were responsible and in accord with international law, but foreign critics questioned Xi’s real intentions. Recently available internal documents involving China’s leader reveal his views about war, the importance of oceans in protecting and rejuvenating the nation, and the motives underlying his moves in the South China Sea. Central to those motives is China’s rivalry with the United States and the grand strategy needed to determine its outcome. To this end, Xi created five externally oriented and proactive military theater commands, one of which would protect newly built assets in the South China Sea and the sea lanes – sometimes referred to as the Maritime Silk Road – that pass through this sea to Eurasia and beyond. Simultaneously, China’s actions in the Spratlys complicated and worsened the US-China rivalry, and security communities in both countries recognized that these actions could erupt into armed crises – despite decades of engagement to prevent them. A permanent problem-solving mechanism may allow the two countries to move toward a positive shared future.

For the past two years, we have convened a bipartisan group of Hoover and Stanford scholars to better understand foreign policy challenges and develop a strategy for the next administration — whomever wins — to address them. Our conclusion: U.S. foreign policy needs to get back to basics. A smart national security strategy starts with three guiding principles and focuses on three key strategic challenges: Russia, China, and “black swan” threats comprised of biological, nuclear, and cyber dangers.

The United States’ strategic reorientation toward the Asia Pacific began not under the Barack Obama administration, but under the George W. Bush administration. As part of this reorientation, the Bush administration pursued a series of military, political, and economic policies aimed at engaging with and balancing against China, not containing it.

Abstract

Under Secretary Sewall will deliver remarks on Countering Violent Extremism, the U.S. Government’s comprehensive approach for preventing the spread of ISIL and emergence of new terrorist threats. The Under Secretary will describe how the evolution of violent extremism since the 9/11 attacks necessitates a “whole of society” approach to prevent people from aligning with terrorist movements and ideologies in the first place. Drawing on recent travel to Indonesia, India, and Egypt, the Under Secretary will describe the vital role of actors outside government in this approach, including women, youth, religious leaders, businesses, and researchers. She will also elaborate on new steps the U.S. Government is taking to intensify its CVE efforts around the world. The Under Secretary will also take questions from the audience.

Dr. Sarah Sewall is the Under Secretary for Civilian Security, Democracy, and Human Rights at the U.S. State Department, and is a longtime advocate for advancing civilian security and human rights around the world. Dr. Sewall was sworn in on February 20, 2014. She serves concurrently as the Special Coordinator for Tibetan Issues. Over the previous decade, Dr. Sewall taught at the Harvard Kennedy School of Government, where she served as Director of the Carr Center for Human Rights Policy and directed the Program on National Security and Human Rights.

Dr. Sewall has extensive experience partnering with the U.S. armed forces around civilian security. At the Kennedy School, she launched the MARO (Mass Atrocities Response Operations Project) to assist the U.S. military with contingency planning to protect civilians from large-scale violence. She was a member of the Defense Policy Board and served as the Minerva Chair at the Naval War College in 2012. She also led several research studies of U.S. military operations for the Department of Defense and served as the inaugural Deputy Assistant Secretary of Defense for Peacekeeping and Humanitarian Assistance in the Clinton Administration. Prior joining the executive branch, Dr. Sewall served for six years as the Senior Foreign Policy Advisor to U.S. Senate Majority Leader George J. Mitchell and earned a Ph.D at Oxford University, where she was a Rhodes Scholar.

The United States and India continue to expand strategic ties and areas of collaboration in unprecedented ways. This of course has not come without constraints or significant obstacles. Under the Obama Administration, the relationship has arguably been elevated to a new level of cooperation, but space remains for a potentially significant further expansion of both ties and collaboration on all levels. This will have strategic implications for both nations, their neighbors, and the overall region itself. 
 

As the U.S.-India relationship continues to grow into the 21st century, a new regional construct has the potential for developing along with it. At the confluence of India's Act East foreign policy and the United States' strategic rebalance to Asia lies the relatively undefined domain of the Indo-Pacific. This seminar will touch upon the efforts of the Obama Administration to further this "defining partnership of the 21st century", and then delve into the potential future of the Indo-Pacific and the strategic implications and challenges of a developing Indo-Pacific reality from political, economic, security, and technological perspectives

Philip James Reiner is an Affiliate at Stanford University’s Center for International Security and Cooperation, an Adjunct Senior Fellow with the Asia-Pacific Security Program at the Center for a New American Security, and serves as a consultant to both the private and public sectors. He previously served as Senior Director for South Asia at the National Security Council (NSC), where he successfully led U.S. government efforts to revitalize the U.S.-India bilateral relationship, and oversaw two head-of-state level engagements including the groundbreaking visit of President Obama as Chief Guest at India’s Republic Day celebrations in January 2015. Prior to his appointment as Senior Director, Mr. Reiner served at the NSC for three years, first as Director for Pakistan and then as Senior Advisor for Afghanistan and Pakistan. In these capacities, he helped to manage the war-time requirements of effectively staffing the President, the National Security Advisor, and senior White House and NSC leadership, while helping to lead team efforts to sustain an international coalition of more than 40 countries in Afghanistan, with functional focus on both counterterrorism and countering the proliferation of weapons of mass destruction. He also played an instrumental role in managing significant bilateral and regional crises and helping to reset and rebalance U.S.-Pakistan relations after the tensions of 2011.

Prior to joining the White House, Mr. Reiner worked in the Office of the Under Secretary of Defense for Policy at the Pentagon, where he received the Office of the Secretary of Defense Medal for Exceptional Civilian Service; and at Raytheon Space and Airborne Systems. Mr. Reiner holds a Master’s degree in International Relations from the Johns Hopkins School of Advanced International Studies, and a Bachelor of Arts in Comparative Religions with a minor in History from the University of California at Santa Barbara. He currently resides in the San Francisco Bay Area with his wife and daughter.

Abstract: Many see China as a rival superpower to the U.S. and imagine the country’s rise to be a threat to U.S. leadership in Asia and beyond. Arguing against this zero-sum vision, The China Challenge describes a new paradigm in which the real challenge lies in dissuading China from regional aggression while encouraging the country to contribute to the global order. Christensen shows how nationalism and the threat of domestic instability influence the party’s decisions on issues like maritime sovereignty disputes, global financial management, control of the Internet, cliate change, and policies toward Taiwan and Hong Kong. China’s active cooperation is essential to global governance. If China obstructs international efforts to confront nuclear proliferation, civil conflicts, financial instability, and climate change, those efforts will falter, but even if China merely declines to support such efforts, the problems will grow vastly more complicated.  Given U.S.-China policy since the end of the Cold War, a balanced strategic approach that does not block China’s rise, but rather shapes its choices so as to deter regional aggression and encourage China’s active participation in international initiatives would be a benefit to both nations.

 

About the Speaker: Thomas J. Christensen is William P. Boswell Professor of World Politics of Peace and War and Director of the China and the World Program at Princeton University. From 2006-2008 he served as Deputy Assistant Secretary of State for East Asian and Pacific Affairs with responsibility for relations with China, Taiwan, and Mongolia. His research and teaching focus on China’s foreign relations, the international relations of East Asia, and international security. Before arriving at Princeton in 2003, he taught at Cornell University and MIT. He received his Ph.D. in Political Science from Columbia University. Professor Christensen has served on the Board of Directors and the Executive Committee of the National Committee on U.S.-China Relations and as co-editor of the International History and Politics series at Princeton University Press. He is a life member of the Council on Foreign Relations and a Non-Resident Senior Scholar at the Brookings Institution. In 2002 he was presented with a Distinguished Public Service Award by the United States Department of State.
