Stanford University's Center for International Security and Arms Control (CISAC) started a project on defense conversion in the Soviet Union in early 1990. Following the breakup of the Soviet Union, the project has concentrated on defense conversion in Russia. The objectives of the project are to study and assist the process of demilitarization through the diversion of military production assets, broadly interpreted (facilities, personnel, technology, etc.), and building a civilian industry and infrastructure.

As a part of this project, CISAC sponsored an international conference on defense conversion on December 1-2, 1992. This report summarizes the authors' impressions, following the conference, of the status of privatization and conversion in Russia, and of U.S. government and business involvement in those processes. The conclusions drawn and the recommendations made are our own, based on both conference presentations and our own research.

What guidance does international law provide in determining who succeeds to the treaty obligations of a large nation-state when it splits up? This Article will consider, first, the general rules of inheritance in such a case and, second, what has happened so far in four concrete areas.

In August 1991, the people of Moscow and Leningrad demonstrated to the world that democracy is an idea whose time had come for the Soviet Union. As a result, the Soviet
government received a mandate for political reform. This reform, if successful, will result in a political system that will be very different from any that the people in the Soviet Union have ever known-a government of the people, by the people, and for the people.

Hand in hand with political reform, the Union and its republics will be attempting sweeping economic reforms. While recognizing how difficult it will be for the Soviet Union to achieve economic reform, it is also important to observe that it is at least conceivable now. A critically important component of economic reform in the Soviet Union is the conversion of their defense industry from a centrally managed monolith to a collection of independent, privately owned enterprises, producing civil products.

This paper addresses the steps that the United States should take to insure the continuation of its position of influence and involvement in world commerce and geopolitics in light of the developments in the Soviet Union and Eastern Europe.  The developments are both positive--prodemocracy movements, lessened tensions--and negative, the latter suggesting that there may well be a period in which pent-up ethnic, ideological, and nationalistic pressures could give rise to local conflicts and regional disputes throughout the world, not just in Eastern Europe.

The national security strategy of the United States since World War II has changed frequently during the course of eight administrations and two wars. But it has also had an underlying consistency, driven by three major factors: the Cold War, the United States' position as leader of the Western world, and the economic strength of the United States. In the 1990s, however, U.S. national security strategy is likely to be very different as the Cold War abates, the United States' role with allies evolves from one of dominance to one of senior partnership, and the U.S. economy is stressed by actions to reduce the budget and trade deficits.

The structural context of Soviet-ethno nationalism

In the course of five years of perestroika, the "nationality problem" of the Soviet Union emerged as the key dilemma of Soviet politics. It was entwined with, and indeed has become a metaphor for, all the major issues of reform: the dilemmas of decentralization, the scope and limits of de-Stalinization, the interdependence of domestic and foreign policy, and the tension between democratization and control. Its fate is as problematic as the future of the Soviet system as a whole.

It is the American view that Japan has been totally dependent on the United States for its national security, and that this favorable condition has enabled the Japanese to dedicate themselves fully to economic development with no significant military burden. The competitive edge of many U.S. industries, including those of steel, shipbuilding, electrical appliances, motorcycles, office equipment, automobiles, and computers, has eroded considerably since the 1960s, and Japan has taken all the blame for the downfall. The U.S. semiconductor industry is on the verge of falling behind because of aggressive Japanese sales policies.  Moreover, Japan has for years protected its domestic industries so the U.S. industries have struggled in vain to penetrate the Japanese market.  Some U.S. critics argue that the disputes over a huge trade imbalance between the two countries can best be explained by these unfair Japanese advantages. The invisibility of the role of Japanese contribution toward western security has also intensified irritation in the U.S. Congress. The recent controversy over the FS-X (fighter supporter) project of the Japanese Air Self-Defense Force (JASDF) evolved out of these circumstances. The details of and epilogue to this controversy are discussed in this paper.

The missile race cannot be ended with one old stroke of the negotiator's pen on a single comprehensive and lasting treaty. I foresee instead a continuing negotiation, a continuing exchange of information on weapon plans and a continuing series of agreements. This article suggests possible structures for such a dialogue, given the division of power over the conduct of foreign policy between the Executive and the Congress.

This article will consider whether the principles of the Geneva Protocol have become so widely accepted that they apply to the United States even though it is not a party. It will analyze the effect of existing reservations to the Protocol, discuss the United States use of tear gases and herbicides in Vietnam in light of its provisions, and recommend that the Protocol be approved by the Senate. This article will first describe the international agreements dealing with poison gas and germ warfare, and the reasons which prevented the United States from becoming a party to them.
