Since Vietnam, the US Army has focused an unprecedented degree of effort on capturing lessons learned in training and on the battlefield and communicating them to other affected units. The Center for Army Lessons Learned (CALL), established after Operation URGENT FURY, is the prime example of the Army's efforts to institutionalize the process of learning during the Cold War. CALL continues to function and provide lessons learned in the current Global War on Terror, while other grassroots organizations have sprung up within the Army to target the learning needs of specific segments of the force. One such organization is CompanyCommand.com, an online professional forum of Army leaders dedicated to outstanding leadership at the small-unit level. This talk will discuss the evolution of organizational learning in the Army since Vietnam, and examine how organizations like CALL and CompanyCommand complement one other in the pursuit of excellence.

Captain Raymond A. Kimball is a native of Reading, Pennsylvania, and was commissioned through the United States Military Academy in 1995. After completing initial officer and flight training, he was assigned to the 1st Battalion (Attack), 10th Aviation Regiment, at Fort Drum, New York in November 1996. While assigned to the 10th Mountain Division, he served as an aeroscout platoon leader and logistics and support officer. In those positions, he participated in the full range of Army operations, from home station training to counter-drug operations along the Mexican border to peacekeeping in Bosnia-Herzegovina. In May of 2001, after completing further officer training, he reported to the 3rd Infantry Division, where he was assigned to the 3rd Squadron, 7th U.S. Cavalry. He took command of F Troop, 3-7 Cavalry in July of 2001. The troop consisted of 88 soldiers and $6 million in equipment and was responsible for all aspects of support and maintenance for the squadron's sixteen scout helicopters. In January of 2003, the troop deployed as part of 3rd Squadron, 7th Cavalry, to Kuwait in support of Operation Iraqi Freedom. During combat operations the troop supported 870 flight hours over a period of twenty-one days while moving 700 kilometers through enemy territory without the loss of a single soldier. He gave up command of F Troop in June of 2003 and returned to the United States to begin graduate studies in history at Stanford. In addition to his coursework, he serves as a research assistant to the Preventive Defense Project in CISAC. For the past two years, he has also served as a Topic Lead and advisor to CompanyCommand.com. His next assignment will be as an Associate Professor of History at the United States Military Academy. His awards include the Bronze Star, the Army Commendation Medal, the Army Achievement Medal, and the Humanitarian Service Medal. He is married to the former Mindy Hynds of Vacaville, California; they have one son, Daniel.

Seriously studied for almost sixty years, nothing would seem better understood than the effects and terrible consequences of the use of nuclear weapons. Yet, surprisingly, for decades, one far-reaching effect--the mass fire damage caused by "firestorms"--was neither examined in depth nor widely understood. This matters because, for modern nuclear weapons, under almost all conditions and for many targets of interest, the range of devastation from mass fire substantially exceeds that of damage from blast. Once mass fire began to be studied analytically and through reanalysis of empirical experience, the quite well-developed findings were not widely accepted. There may be somewhat greater acceptance now, but, when it comes to nuclear operations, understanding by physicists is not enough. Knowledge has to be incorporated into organizational procedures, specifically, the algorithms used in strategic nuclear war planning.

United Nations Secretary-General Kofi Annan created the High-Level Panel on Threats, Challenges, and Change in September 2003 with SIIS and CISAC senior fellow Stephen J. Stedman as its research director to identify the major global threats and generate new ideas about policies and institutions to enable the U.N. to be effective in the 21st century.

The panel issued a four-part report, A More Secure World: Our Shared Responsibility, in December 2004.

PART ONE: The panel identifies six types of threats of greatest global concern: war between states; violence within states; poverty, infectious disease, and environmental degradation; nuclear, chemical, biological, and radiological weapons; terrorism; and transnational crime. A collective security system must take all member states' threats seriously and deal with them equitably.

PART TWO: In prescribing policies to prevent threats from spreading or worsening, the report emphasizes development as the first line of defense. Combating poverty and infectious disease, the panel argues, will save millions of lives and strengthen states' capacity to deter terrorism, crime, and proliferation of nuclear and biological weapons. The report also urges the U.N. to improve its capacity for preventive diplomacy and mediation and to forge a counterterrorism strategy.

PART THREE: The report reiterates the U.N.'s recognition of states' right to self-defense, but also suggests that the Security Council should consider stepping in more often to exercise its preventive authority. Peacekeeping, peace enforcement, and peace building are vital to global security, and developed nations should do more to transform their armies into units suitable for peace operations. Post-conflict peace building should be a core function of the U.N.

PART FOUR: The report prescribes revitalization of the Security Council and the General Assembly, and creation of a new Peacebuilding Commission. On the Security Council, the report provides two options for achieving reforms: one would appoint new permanent members, and the other would establish new long-term, renewable seats. Neither option creates any new vetoes.

The dominant (though contested) wisdom among international relations scholars is that military officers tend to be more cautious than their civilian counterparts about initiating the use of force. Sobered by the experience of combat, the theory holds, soldiers are hesitant to recommend military action except under the most favorable of circumstances. It might be the case, however, that military conservatism is simply a product of strong civilian oversight. Indeed, scholars have suggested that military officers actually have powerful incentives to promote the use of force, but these predilections may be muted when civilian leaders can punish officers for botched military adventures. In this article, the author details a quantitative, competitive test of these propositions, showing that states with strong civilian control are on average less prone to initiate military action than states without it. The results suggest that civilian control should play a central role in future models of conflict initiation.

Human cooperation remains a puzzle because it persists even in contexts where traditional theories predict it should not do so (i.e. among unrelated strangers, who never meet again and where reputation effects are absent). The leading explanation argues that cooperation occurs only if non-cooperators are punished. However, punishment is costly, so "second-order" non-cooperators may arise who defect from contributing to punishment, thus unravelling this solution. We propose an alternative: during our history, the fear of supernatural punishment (whether real or not) deterred defectors and may therefore represent an adaptive trait favoured by natural selection. Supernatural beliefs are universal among human societies, commonly connected to taboos for public goods, so it seems plausible that they serve an important function in fostering cooperation. This hypothesis offers an explanation for (a) geographic variation in religious practices as solutions to local cooperation problems; and (b) the power of political appeals to religion to elicit cooperation.

Whole World on Fire focuses on a technical riddle wrapped in an organizational mystery: How and why, for more than half a century, did the U.S. government fail to predict nuclear fire damage as it drew up plans to fight strategic nuclear war?

US bombing in World War II caused massive fire damage to Hiroshima and Nagasaki, but later war plans took account only of damage from the blast; they completely ignored damage from atomic firestorms. Recently a small group of researchers has shown that for modern nuclear weapons the destructiveness and lethality of mass fire often--and predictably--greatly exceeds that of blast effects. This has major implications for defense policy: the US government has underestimated the damage caused by nuclear weapons, Lynn Eden finds, and built far more warheads, and far more destructive warheads, than it needed for the Pentagon's war-planning purposes.

How could this have happened? The answer lies in how organizations frame the problems they try to solve. In a narrative grounded in organization theory, science and technology studies, and primary historical sources (including declassified documents and interviews), Eden explains how the US Air Force's doctrine of precision bombing led to the development of very good predictions of nuclear blast--a significant achievement--but did not advance organizational knowledge about nuclear fire. Expert communities outside the military reinforced this disparity in organizational capability to predict blast damage but not fire damage. Yet some innovation occurred, and predictions of fire damage were nearly incorporated into nuclear war planning in the early 1990's. The author explains how such a dramatic change almost happened, and why it did not.

Whole World on Fire shows how well-funded and highly professional organizations, by focusing on what they do well and systematically excluding what they don't do well, may build a poor representation of the world--a self-reinforcing fallacy that can have serious consequences. In a sweeping conclusion, Eden shows the implications of this analysis for understanding such things as the sinking of the Titanic, the collapse of the Tacoma Narrows Bridge, and the poor fireproofing in the World Trade Center.

This book won the American Sociological Association's 2004 Robert K. Merton Award for best book in science, knowledge, and technology. It was published in 2005 by Manas Publications in New Delhi, India.

Paul Stockton is Associate Provost at the Naval Postgraduate School in Monterey, California, and is Director of its Center for Homeland Defense and Security. Stockton is the Editor of Homeland Security (forthcoming from Oxford University Press in 2005). His research has appeared in Political Science Quarterly, International Security and Strategic Survey. He is Co-Editor of Reconstituting America's Defense: America's New National Security Strategy (1992). Mr. Stockton has also published an Adelphi Paper and has contributed chapters to a number of books, including James Lindsay and Randall Ripley, Eds., U.S. Foreign Policy After the Cold War (1997).

Mr. Stockton received a B.A. summa cum laude from Dartmouth College in 1976 and a Ph.D. in Government from Harvard University in 1986. Dr. Stockton served from 1986-1989 as Legislative Assistant to US Senator Daniel Patrick Moynihan. Dr. Stockton was awarded a Postdoctoral Fellowship for 1989-1990 by the Center for International Security and Arms Control at Stanford University. In August 1990, Dr. Stockton joined the faculty of the Naval Postgraduate School. From 1995 until 2000, he served as Director of the NPS Center for Civil-Military Relations. From 2000-2001, Dr. Stockton founded and served as the Acting Dean of the NPS School of International Graduate Studies. He was appointed Associate Provost in 2001.

Kimberly Marten is a tenured associate professor of political science at Barnard College, Columbia University, and also teaches at Columbia's School of International and Public Affairs (SIPA).

She earned her Ph.D. at Stanford in 1991, and held both pre-doc and post-doc fellowships at CISAC. She has written three books: Enforcing the Peace: Learning from the Imperial Past (Columbia Univ. Press, 2004), Weapons, Culture, and Self-Interest: Soviet Defense Managers in the New Russia (Columbia University Press, 1997), and Engaging the Enemy: Organization Theory and Soviet Military Innovation (Princeton University Press, 1993), which received the Marshall Shulman Prize. Her numerous book chapters and journal articles include a Washington Quarterly piece in Winter 2002-3, "Defending against Anarchy: From War to Peacekeeping in Afghanistan," as well as op-eds in the New York Times and International Herald Tribune.

In May 2004 she was embedded for a week with the Canadian Forces then leading the ISAF peace mission in Kabul. She is a member of the Council on Foreign Relations and the Program on New Approaches to Russian Security (PONARS). Her current research asks whether warlords and gangs can be changed from potential spoilers to stakeholders in state-building processes.
