Thousands of tons of highly radioactive spent fuel are in temporary storage in 35 states, with no permanent solution being discussed. International experts led by Stanford show how to end this status quo.

The U.S. government has worked for decades and spent tens of billions of dollars in search of a permanent resting place for the nation’s nuclear waste. Some 80,000 tons of highly radioactive spent fuel from commercial nuclear power plants and millions of gallons of high-level nuclear waste from defense programs are stored in pools, dry casks and large tanks at more than 75 sites throughout the country.

A Stanford University-led study recommends that the United States reset its nuclear waste program by moving responsibility for commercially generated, used nuclear fuel away from the federal government and into the hands of an independent, nonprofit, utility-owned and -funded nuclear waste management organization.

“No single group, institution or governmental organization is incentivized to find a solution,” said Rod Ewing, co-director of Stanford’s Center for International Security and Cooperation and a professor of geological sciences.

The three-year study, led by Ewing, makes a series of recommendations focused on the back-end of the nuclear fuel cycle. The reportReset of America’s Nuclear Waste Management Strategy and Policy, was released today.

A tightening knot

Over the past four decades, the U.S. nuclear waste program has suffered from continuing changes to the original Nuclear Waste Policy Act, a slow-to-develop and changing regulatory framework. Erratic funding, significant changes in policy with changing administrations, conflicting policies from Congress and the executive branch and – most important – inadequate public engagement have also blocked any progress.

“The U.S. program is in an ever-tightening Gordian knot – the strands of which are technical, logistical, regulatory, legal, financial, social and political – all caught in a web of agreements with states and communities, regulations, court rulings and the congressional budgetary process,” the report says.

The project’s steering committee sought to untangle these technical, administrative and public barriers so that critical issues could be identified and overcome. They held five open meetings with some 75 internationally recognized experts, government officials, leaders of nongovernmental organizations, affected citizens and Stanford scholars as speakers.

After describing the Sisyphean history of the U.S. nuclear waste management and disposal program, the report makes recommendations all focused around a final goal: long-term disposal of highly radioactive waste in a mined, geologic repository.

“Most importantly, the United States has taken its eyes off the prize, that is, disposal of highly radioactive nuclear waste in a deep-mined geologic repository,” said Allison Macfarlane, a member of the steering committee and a professor of public policy and international affairs at George Washington University. “Spent nuclear fuel stored above ground – either in pools or dry casks – is not a solution. These facilities will eventually degrade. And, if not monitored and cared for, they will contaminate our environment.”

Not a new idea abroad

The new, independent, utility-owned organization would control spent fuel from the time it is removed from reactors until its final disposal in a geologic repository. This is not a new idea. Finland, Sweden, Switzerland and Canada all have adopted a similar approach – and their nuclear waste management programs are moving forward. Finland expects to receive its first spent fuel at its geologic repository on the island of Olkiluoto in the mid-2020s.

“Initially, I was skeptical about placing utilities with nuclear power plants in control of the spent fuel from commercial reactors,” said Ewing. “But as we discussed the advantages of this cradle-to-grave approach, I was persuaded, particularly because this is the approach taken by other successful programs.”

Essential to the success of a new organization would be access to the Nuclear Waste Fund. Reassigning responsibility to a new organization – whether controlled by the federal government or nuclear utilities – would require an act of Congress. The report recommends that the Nuclear Waste Fund, more than $40 billion, be transferred to the new organization over several decades. If the new organization successfully develops a geologic repository, this repository could also be used for highly radioactive defense waste.

“The status quo is a big liability for the future of nuclear power, an established source of carbon-free electricity,” said Sally Benson, co-director of Stanford’s Precourt Institute for Energy and a member of the report’s steering committee. “These recommendations will, I hope, break the gridlock in Washington and prompt concrete action to solve this problem.”

Rodney C. Ewing, Frank Stanton professor in nuclear security and co-director at the Center for International Security and Cooperation (CISAC) in the Freeman Spogli Institute for International Studies (FSI), was awarded the Distinguished Public Service (DPS) Medal by the Mineralogical Society of America.

The DPS Medal is awarded to those who have made outstanding contributions relating to mineralogical sciences which further the vitality of the geological sciences.

Dr. Ewing – a professor in the Department of Geological Sciences in the School of Earth, Energy, & Environmental Sciences at Stanford, a Regents’ Professor Emeritus at the University of New Mexico, the Edward H. Kraus Distinguished University Professor Emeritus in the Department of Earth & Environmental Sciences at the University of Michigan — has also recently started his term as President of the American Geoscience Institute.

Stanford-led group of young American and Russian scholars meet in Moscow on nuclear policy

Persistent nuclear threats and the recent erosion of relations between the United States and Russia paint a gloomy picture for the future of cooperation between nuclear powers. Despite these enormous challenges, Stanford is leading an effort to bring young nuclear scholars from the United States and Russia together to tackle urgent problems together and share ideas.

At the end of October, a group of six scholars from Stanford’s Center for International Security and Cooperation—Senior Fellow Siegfried Hecker, Visiting Scholar Chaim Braun, Postdoctoral Fellows Chantell Murphy and Kristen Ven Bruusgaard, Research Assistant Elliot Serbin and Senior Research Associate Alla Kassianova—and other American graduate students and postdoctoral fellows from Washington State University, University of Tennessee, Harvard, University of Michigan and Los Alamos National Laboratory traveled to Moscow for the Fourth Young Professionals Nuclear Forum.  The Americans joined a group of undergraduate, graduate, and postdoctoral students at the Moscow Engineering Physics University (MEPhI), Russia’s principal school training nuclear professionals.

The Forum, first launched between CISAC and MEPhI in 2016, provides a venue for young generation of American and Russian nuclear professionals to learn about current issues of nuclear safety, nuclear proliferation, and the role of nuclear power in the world’s evolving energy balance from a perspective of more than one country and more than one discipline.

In the weeks leading up to this Forum, participants on both sides of the ocean attended a series of online presentations by U.S. and Russian experts covering the complexity of the Iran nuclear program and the challenges facing further development of nuclear power.

When they met in person, the young scholars heard lectures from and participated in discussions with experts from Los Alamos National Laboratory, the Russian Center for Energy and Security, and others.

The participants then broke into small groups to work on tabletop problem solving activities. The first exercise, a crisis simulation concerning Iran’s nuclear program, brought together separate Russian and American teams to represent their government’s positions on Iran’s nuclear program and the Joint Comprehensive Plan of Action (JCPOA). Presented with a hypothetical problem—a scenario in which Iran decides to enhance its nuclear capabilities in violation of the JCPOA and President Trump threatens retaliation via Twitter—the participants gathered in small groups to see what type of cooperative Russian-American policies could be brokered in response.

The second exercise brought the group together to imagine the future of nuclear power and how to manage it. Working in small teams of 2-4 people, the participants formulated responses to eight pressing questions regarding the global future of nuclear power, including whether nuclear power is necessary to mitigate the consequences of climate change and whether nuclear proliferation challenges will limit the expansion of nuclear power. The teams presented their answers in Moscow and will continue to develop their assessments, to be published in a report next month.

Both Americans and Russians commonly remarked that the most valuable lesson they took from the exercises was the fact that both sides held remarkably different, but valuable, perspectives on issues of common concern. On the topic of nuclear energy, for example, Russians appreciated American perspectives on the value of startups in the nuclear power industry and new modes of thinking that encapsulated non-monetary aspects of nuclear power in broader economic analyses. Americans came to understand the deep Russian fascination with nuclear energy and optimistic views about the future role of nuclear energy in society, and how deeply that passion is engraved in the university system in a way wholly different from the United States.

Forum participants also had an opportunity to meet with the leadership of two committees of the Russian State Duma, the lower Chamber of the Russian legislature, the Committee on International Affairs and the Committee on Education and Science. The meeting was hosted by Ms. Inga Yumasheva,  an MP from the United Russia party. The Forum also included a visit to research labs and MEPhI facilities, which was hosted by their scientists.

Abstract: The paper deals with the challenges of energy access, efficiency and security as essential conditions to improve people's living in the Southern African region. It supports energy policies by providing material for an integrated assessment of alternative energy systems at national level. Taking the example of Namibia, the paper applies the Multi-Scale Integrated Analysis of Societal and Ecosystem Metabolism (MuSIASEM) approach to assess the energy systems and scenarios. Using historical data from 2000 through 2013, the authors initially characterize energy supply and demand conditions of Namibia. Subsequently they conducted simulation analyses to find out a desirable energy policy to promote energy access in Namibia through 2030 under various environmental and societal constraints. The simulation results reveal that sustainable energy access in remote areas can be better achieved by small-scale distributed renewable energy systems rather than by large-scale energy technologies. Moreover, the study shows that energy policies should adopt a broader perspective to face the challenges of sustainable energy access in countries of the Southern African region by designing alternative development pathways rather than focusing on implementing new energy technologies.

Like a lot of people, Colin Kahl long thought of Washington, D.C. as the place to be when it comes to matters of international security. Today, Kahl, who served as national security adviser to former Vice President Joseph Biden, has a different opinion.

"A lot of the most cutting-edge policy questions and international security challenges of this century are, in a strange way, west coast issues," said Kahl, who took over as co-director of social sciences for Stanford's Center for International Security and Cooperation (CISAC) in early September. He points to the role of technology in reshaping the global balance of power, the increasing importance of the Asia-Pacific region to the U.S. economy and security, and the country's changing demographics.

Kahl is one of three new directors at research centers run by The Freeman Spogli Institute for International Studies (FSI). Also in September, Anna Grzymala-Busse took over as director of The Europe Center (TEC) and David Lobell became the Gloria and Richard Kushel Director of the Center on Food Security and the Environment (FSE).

In separate interviews, the incoming directors outlined goals that differed in substance, but had similar objectives: to focus on issues that have historically been important to their centers while advancing work on new and emerging challenges. All three also talked about further leveraging Stanford's interdisciplinary approach to education and research.

"The centers within FSI all address research and policy challenges that are constantly changing," said Lobell, a professor of earth system science who joined FSE in 2008, three years after it was formed. "As part of FSI, we have unique opportunities to better understand the interplay of our specific area within the broader context of international security."

Michael McFaul, FSI's director, said the new leaders take over at an exciting time for their respective centers — and for FSI.

"Coming into a new academic year, I am excited about the tremendous momentum within FSI and its six research centers," said McFaul, who is also the Ken Olivier and Angela Nomellini Professor of International Studies. "Our ability to generate interdisciplinary, policy-oriented research, to teach and train tomorrow's leaders, and to engage policymakers has never been stronger."

Big Data & Food

As FSE's director and a researcher himself, Lobell says he's excited about the potential for technology to solve longstanding questions surrounding food security and world hunger. Satellite imagery of small-scale farming around the globe, for instance, is rapidly advancing efforts to improve crop productivity. "Historically it's been really hard to get good data," said Lobell, whose recent projects include using machine learning to identify poverty zones in rural Africa and map yields of smallholder farms in Kenya. 

"The measurement possibilities from new and different data technologies are going to be really important going forward," said Lobell, who is also looking to add expertise in water management and micronutrients, either by funding new graduate fellowships or hiring new faculty.

Europe and Beyond

For her part, Grzymala-Busse's primary goals at The Europe Center are to develop its international intellectual networks and strengthen its long-term institutional footing. "I am excited to build on our existing strengths and bring together even more historians, anthropologists, economists, and sociologists," said Grzymala-Busse, who joined Stanford faculty in 2016 and teaches political science and international studies. "Europe is ground zero for a lot of what's happening in the world, whether the rise of populism or the economic crises, and you can’t understand these developments without understanding the history, cultures, and economics of the region."

A Third Nuclear Revolution

For CISAC, international security is no longer just about nuclear security, says Kahl, who is one of two co-directors at the center; Rodney Ewing serves as the center's co-director of science and engineering, while Kahl oversees the social sciences.

Kahl says that nuclear weapons will remain a key focus for the center as North Korea, Iran, Russia, and China move to build or modernize arsenals. But, the center will also look at emerging technologies that are becoming serious threats. He cites as examples the rapid rise of cyberattacks, pandemics and biological weapons, and artificial intelligence and machine learning.

"My plan is to ensure that Stanford continues to play a profound leadership role in the most critical security issues facing the world today," said Kahl, who came to Stanford last year as the inaugural Steven C. Házy Senior Fellow, an endowed faculty chair at FSI.

Said McFaul, "We welcome three remarkable individuals with the skills and vision to guide their respective centers into the future."

Chantell Murphy is a Program Manager and Technical Specialist at the Y-12 National Security Complex, where she works at the intersection of nuclear technology and nonproliferation. Her work examines the responsible integration of artificial intelligence into sensitive fields such as nuclear safeguards, with an emphasis on ethics, transparency, and governance. She has contributed to international discussions at the International Atomic Energy Agency (IAEA), influencing long-term objectives for the ethical adoption of AI in safeguards. In addition, Chantell founded Atomsphere, a community engagement lab designed to foster public dialogue on the societal impacts of emerging technologies.

Maxime Polleri is an Assistant Professor in the Department of Anthropology at Université Laval and a member of the Graduate School of International Studies. As an anthropologist of technoscience, he studies the governance of disasters, waste and misinformation, with a primary focus on nuclear topics and a regional expertise on Japan.

Dr. Polleri is the author of “Radioactive Governance: The Politics of Revitalization in Post-Fukushima Japan” (New York University Press, 2026), which examines the aftermath of the 2011 Fukushima nuclear disaster.

Dr. Polleri has also critically studied the search for an informed and willing host regarding the disposal of Canada’s high-level radioactive waste in a deep geological repository situated in the province of Ontario. Similarly, he is interested in underscoring how temporal imaginaries influence the governance of spent nuclear fuel in Japan, as well as its burial for millennia.

Other areas of interests include an anthropological approach to misinformation and disinformation studies. An edited volume on this topic is currently under advance contract with Routledge.

Paul N. Edwards of CISAC has been appointed as a lead author for the Sixth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC). The IPCC is the scientific organization supporting the United Nations Framework Convention on Climate Change (UNFCCC).  Organized by the United Nations and the World Meteorological Organization, the IPCC’s reports provide the scientific underpinnings for the international climate negotiations that led to the 1997 Kyoto Protocol and the 2015 Paris Agreement on climate change.

The IPCC reviews the state of the science of climate change every 5-7 years. Its Sixth Assessment Report—to which Edwards will contribute--will be completed in 2021. Edwards will serve as lead author for four years to develop, review, and complete the assessment.

Through his appointment, Edwards becomes the first social scientist to serve as a lead author in Working Group 1, which assesses the physical science of climate change. The other two working groups deal with impacts, adaptation, and vulnerability (Working Group 2) and mitigation of climate change (Working Group 3).  Edwards will travel to Guangzhou, China, next week for the first meeting of lead author—a trip for which he has purchased carbon offsets.

 

Paul N. Edwards is William J. Perry Fellow in International Security and Senior Research Scholar at CISAC, as well as Professor of Information and History at the University of Michigan. At Stanford, his teaching includes courses in the Ford Dorsey Program in International Policy Studies and the Program in Science, Technology & Society. His research focuses on the history, politics, and culture of knowledge and information infrastructures. He focuses especially on environmental security, including climate change, Anthropocene risks, and nuclear winter.

Edwards’s book A Vast Machine: Computer Models, Climate Data, and the Politics of Global Warming (MIT Press, 2010), a history of the meteorological information infrastructure, received the Computer Museum History Prize from the Society for the History of Technology, the Louis J. Battan Award from the American Meteorological Society, and other prizes. The Economist magazine named A Vast Machine a Book of the Year in 2010. Edwards’s book The Closed World: Computers and the Politics of Discourse in Cold War America (MIT Press, 1996) — a study of the mutual shaping of computers, military strategy, and the cognitive sciences from 1945-1990 — won honorable mention for the Rachel Carson Prize of the Society for Social Studies of Science. Edwards is also co-editor of Changing the Atmosphere: Expert Knowledge and Environmental Governance (MIT Press, 2001) and Changing Life: Genomes, Ecologies, Bodies, Commodities (University of Minnesota Press, 1997), as well as numerous articles.

Highly radioactive cesium-rich microparticles (CsMPs) were released from the Fukushima Daiichi nuclear power plant (FDNPP) to the surrounding environment at an early stage of the nuclear disaster in March of 2011; however, the quantity of released CsMPs remains undetermined. Here, we report a novel method to quantify the number of CsMPs in surface soils at or around Fukushima and the fraction of radioactivity they contribute, which we call “quantification of CsMPs” (QCP) and is based on autoradiography. Here, photostimulated luminescence (PSL) is linearly correlated to the radioactivity of various microparticles, with a regression coefficient of 0.0523 becquerel/PSL/h (Bq/PSL/h). In soil collected from Nagadoro, Fukushima, Japan, CsMPs were detected in soil sieved with a 114 μm mesh. There was no overlap between the radioactivities of CsMPs and clay particles adsorbing Cs. Based on the distribution of radioactivity of CsMPs, the threshold radioactivity of CsMPs in the size fraction of <114 μm was determined to be 0.06 Bq. Based on this method, the number and radioactivity fraction of CsMPs in four surface soils collected from the vicinity of the FDNPP were determined to be 48–318 particles per gram and 8.53–31.8%, respectively. The QCP method is applicable to soils with a total radioactivity as high as ∼106 Bq/kg. This novel method is critically important and can be used to quantitatively understand the distribution and migration of the highly radioactive CsMPs in near-surface environments surrounding Fukushima.

As a senior policy advisor on the Middle East at the Pentagon and the White House, Colin Kahl has witnessed struggles in the region first-hand. From working to shape the U.S.-led campaign against the Islamic State and the long-term partnership with Iraq to limiting Iran’s nuclear activities to helping craft the U.S. response to the Arab Spring, Kahl knows better than most how important it is to understand this rapidly changing region.

Now that he has joined the Freeman Spogli Institute for International Studies (FSI) as its inaugural Steven C. Házy Senior Fellow, Kahl wants to improve understanding of how developments in the Middle East impact people in the region and security around the globe.

The launch of FSI’s Middle East Initiative provides a first step toward this objective. As the initiative’s first director, Kahl plans to create “connective tissue” for efforts already underway across Stanford.

“There are a number of disparate efforts around campus working on Middle East issues,” said Kahl. “There is a lot of terrific research and engagement going on. My hope is that the Middle East Initiative will serve as a focal point to expose the Stanford community to ongoing work and foster new conversations that are not happening now.”

Many of the Middle East activities already occurring on campus happen at FSI, making it a natural home for the initiative.

“Our scholars are already studying the dynamics of authoritarian regimes in the Middle East, prospects for reform and democracy in the Arab world, ways to counter terrorist activities and promoting economic development,” said FSI Director Michael McFaul. “Stanford students want to dive more deeply into the region’s political, social, economic and technological development. We want to give them that opportunity.”

In the 2018-2019 academic year, FSI’s Ford Dorsey Master's in International Policy plans to begin filling this need by adding a three-course sequence on the Middle East.

Kahl also plans to bring more Middle East scholars from outside Stanford to share their ideas and research.

“I look forward to helping Stanford students and scholars connect and collaborate in ways that enrich our understanding of this vital region,” said Kahl. “Stanford has much to contribute to some of the most pressing policy challenges we face.”
