The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

The president, surrounded by his Cabinet members and senior national security and foreign policy advisors, appears grim as he declares: “This is certainly the greatest crisis I’ve ever faced as a president.”

He has ordered the deployment of U.S. forces into Syrian territory to protect civilians and establish safe zones. His Cabinet must now determine whether to order a pre-emptive strike against Syrian troops on word from the CIA that the Bashar al-Assad regime appears ready to use chemical and biological weapons stored in underground bunkers east of Damascus.

After a military briefing by the commander of CENTCOM, the president cautions those assembled at the classified briefing: “Remember, history will judge us, in part, by how thoroughly we discuss all the options today.”

With imagined top-secret memorandums from the CIA and the White House – as well as the real-deal Obama Nuclear Posture Review – some 20 Stanford undergraduate and law students dressed in suits and armed with laptops and position papers spend three hours debating the merits of an attack on Syrian forces.

Scott Sagan, a political science professor and senior fellow at the Center for International Security and Cooperation (CISAC), plays Obama in the class co-taught by Allen Weiner, director of the Center on International Conflict and Negotiation at the Law School.

The Ethics and Law of War class presents law and political science students with some of the political, legal and moral consequences of war. For their final simulation, they must stay in character, grill one another as policymakers and world leaders might do behind closed doors – and then defend their final decisions.

“Instead of simply learning abstract just-war theory or international law doctrine, the simulations encourage students to apply what they've learned to real problems,” says Weiner, once a legal adviser at the State Department. “This provides for much deeper awareness of the subject matter and richer appreciation of the nuances and complexities.

Ethics & War

The class grew out of Stanford’s hugely successful, two-year War & Ethics lecture series, which concluded last month. Philosophers, writers, journalists, historians, social scientists, human rights activists and policy makers came together several times a month to grapple with the complex ethical equations of war. Co-sponsored by a dozen centers and departments across campus, the series drew big names and big crowds.

Vietnam War veterans and award winning authors Tobias Wolff – a Stanford English professor – and Tim O’Brien told a sold-out audience that writing about war was both therapeutic and heartbreaking. O’Brien was a Pulitzer Prize finalist for “The Things They Carried,” a harrowing string of stories about a platoon of American soldiers in Vietnam.

How do you write about war? “You do it sentence by sentence, line by line, character by character, even syllable by syllable,’ O’Brien told a mesmerized audience. “You dive into that wreck and try to salvage something.”

Journalist Sebastian Junger spoke at the screening of  “Restrepo,” his documentary about the Afghanistan War. Stanford students and faculty performed in George Packer’s play, “Betrayed,” which illuminated the U.S. abandonment of young Iraqi interpreters who risked their lives for Washington during the Iraq War. For the final event, Debra Satz, a philosophy professor and director of the McCoy Family Center for Ethics in Society, Sagan, and Charles Dunlap, a retired Air Force general who now leads the Center on Law, Ethics and National Security at Duke University, debated the future ethical challenges of war.

Sagan, an expert in nuclear policy and the proliferation of weapons of mass destruction who worked at the Pentagon and was a consultant to the Secretary of Defense, said the lecture series enriched his students by forcing them to pay attention and question the moral and legal underpinnings of the wars in Iraq and Afghanistan.

“I was stretched, intellectually, by this series,” he said. “It encouraged me to read and discuss both fiction and philosophy that raises the same ethical issues – from a very different perspective – that we analyze in political science.”

Weiner, as stand-in for Vice President Joe Biden, tells those assembled they must consider that within 24 hours, 6,000 American troops will be in danger. The CIA has a “high degree of confidence” that Assad has ordered the removal of the chemical weapons from the underground bunkers and transport trucks have been spotted at the sights.

“As we head into an election cycle, the difficulties of the decision that we make today will be placed under even greater scrutiny,” Weiner says.

That decision will be to make one of these hard choices:

  • The U.S. military withdraws its troops and avoids a military confrontation, but risks further civilian deaths and the condemnation of Arab Spring allies;
  • Obama orders conventional airstrikes against Syrian troops, which could lead to thousands of inadvertent civilian casualties;
  • Washington takes extraordinary measures and uses nuclear weapons to destroy the underground storage bunkers for its weapons of mass destruction. This last option likely would eliminate any chance of Syrian troops using chemical weapons, but it would open a Pandora’s box for the Nobel Peace Prize president who has pledged to work toward a nuclear-free world.

The students know Americans are weary of war after the WMD fiasco in Iraq and a decade-long war in Afghanistan, both of which have claimed countless lives and a trillion-plus in taxpayer dollars. Their decision – as Secretary of State Hillary Clinton and Secretary of Defense Leon Panetta, among others – is weighted by the concern that Americans likely won’t re-elect a president who drags them into another costly warm, and by the fear that a successful president cannot let American troops be exposed to deadly chemical attacks.

The mock military briefing by Gen. James Mattis – played by visiting CISAC military fellow, U.S. Army Col. Viet Luong, himself a commander in Afghanistan – lays out the risks and probabilities of casualties under each scenario.

A student asks Luong which military option he would recommend.

The general prevaricates: “I’m a military guy; I tend to lean toward success and then I also consider civilian casualties. But I’m also very concerned about putting my soldiers at risk.”

Clinton, voiced by international policy student Micaela Hellman-Tincher, says she’s concerned about mission creep. “Consider the international implications of us entering into conflict,” she says.

The fake Samantha Power of the National Security Council, played by Ashley Rhoades, urges diplomatic measures and a stand-down from military conflict. “I’m not advocating in any way for inaction,” she says. “There are several diplomatic solutions. We ask that you give us 24 hours to be able to work on these diplomatic options and multilateral diplomacy.”

Such as what? Such as calling on Moscow to mediate or seeking a U.N. envoy.

The legal team from the law school lays out their arguments for why a preventive strike would be illegal under certain conventions; while a pre-emptive strike based on imminent and unavoidable threats of attack might be permissible.

Then Stanford law student Alex Weber – playing Avril Haines, legal advisor to the National Security Council – addresses the elephant in the room: the nuclear option.

“If you use a nuclear weapon, regardless of whether the Syrians use chemical weapons against our troops, you are, as Colin Powell said in the 1991 Gulf War, opening a Pandora’s Box, particularly because Syria has no nuclear weapon,” Weber says. “You are the nuclear nonproliferation president. There is a psychological button that you push that will prompt the media to take the ethical debate to new levels.”

In the end, consensus appears to be growing around an immediate preventive strike against the storage bunkers using conventional forces. The Cabinet knows this could lead to deaths on both sides, but allowing the Syrians to use chemical weapons could lead to even more.

“You can’t cut and run, Mr. President,” insists student Torry Castellano, playing White House Chief of Staff Jacob Lew.

Obama says he will take their advice under advisement and all rise as he leaves the war room.

Stanford seniors Stephen Craig and Clay Ramel have been awarded The Firestone Medal for Excellence in Undergraduate Research and The William J. Perry Prize, respectively, for their theses on German's foreign policy and the global politics of oil.

Both recipients are students of the CISAC's Undergraduate Honors Program in International Security Studies and will graduate next week.

Craig, a political science major, wrote "Tamed Tiger or Restless Beast? German Foreign Policy in the Post-Unification Period."

Ramel, a science, technology, and society major, wrote “Reconsidering the Roots of Crude Coercion: a Policymaking Analysis of `the Oil Weapon.'”

The Firestone Medal recognizes the top 10 percent of all honors theses in social science, science, and engineering. The Perry Prize is awarded to a student for excellence in policy-relevant research in international security studies.

In a special edition of Elements journal that covered the one-year anniversary of the Fukushima Daiichi nuclear accident, CISAC Stanton Nuclear Security Fellow Edward Blandford and Joonhong Ahn outline the factors that led to the meltdown: site selection, hazard assessment and site preparation, approaches to managing risk, and reactor design. The paper analyzes how the earthquake and tsunami unleashed a chain of events that eventually led to the meltdown and release of radioactive material.

Blandford and May review the major lessons learned from nuclear power accidents, and assess the impact those lessons have had on nuclear power, specifically, which measures were put into place to prevent similar accidents from occurring. Dramatic improvements and cost reductions in renewable energy technologies have occurred over the past decade and even greater improvements are expected in the years to come. In addition, plentiful unconventional gas resources in North America and potentially broadly around the world provide prospects for a long-term lower carbon-emitting fossil fuel for electricity production and other uses. This optimistic outlook is in stark contrast to the energy situation in developing countries. Even today, several billion people lack access to electricity and clean cooking fuels. Additionally, industries in these developing countries--which are crucial for raising people from poverty, suffer from unreliable electricity and fuel supplies, which dramatically lowers productivity. This talk will first discuss the promising developments in advanced energy technologies and then explore the prospects, challenges and options for addressing energy access in the developing countries.


About the speaker: Sally M. Benson was appointed GCEP Director in January 2009 after holding the Executive Director post since March 2007. A Professor (Research) in the Department of Energy Resources Engineering (ERE) in the School of Earth Sciences, Benson has been a member of Stanford’s faculty since 2007. Her research group in ERE investigates fundamental characteristics of carbon dioxide storage in geologic formations as a means of climate change mitigation. She teaches courses on carbon dioxide capture and storage and greenhouse gas mitigation technologies.

Prior to joining GCEP, Benson worked at Lawrence Berkeley National Laboratory (LBNL), serving in a number of capacities, including Division Director for Earth Sciences, Associate Laboratory Director for Energy Sciences, and Deputy Director for Operations. Benson graduated from Barnard College at Columbia University in 1977 with a bachelor’s degree in geology. She completed her graduate education in 1988 at the University of California, Berkeley, after receiving master’s and doctoral degrees, both in materials science and mineral engineering.

As the Soviet Union was dying in December 1991, a quiet collaboration between Russian and American scientists was being born. The Russians were bankrupt, the KGB was in disarray and nuclear scientist Siegfried S. Hecker – at the time director of the Los Alamos National Laboratory – was alarmed as tens of thousands of nuclear weapons and much of the more than 1,000 tons of fissile materials across the broken Soviet states stood poorly protected.

Thousands of Soviet scientists were suddenly in limbo and President George H.W. Bush worried some might turn to Iran or Iraq to sell their nuclear knowledge. Washington suddenly found itself more threatened by Russia’s weakness than its strengths. That recognition drove U.S. Senators Sam Nunn and Richard Lugar to launch cooperative threat reduction legislation, subsequently known as the Nunn-Lugar Cooperative Threat Reduction Act.

Secretary of Energy Admiral James Watkins echoed President Bush’s concern when he called a meeting in December 1991 with Hecker, today the co-director of Stanford’s Center for International Security and Cooperation (CISAC).

“I told him, I’ve been trying to get us together with the Russians for several years,” Hecker said. “Why don’t we go to their lab directors and say, `What’s it going to take to keep your guys home and from selling their knowledge someplace else?’”

Several weeks later, in February 1992, Hecker was on a tarmac in the once-secret Russian nuclear city of Sarov, shaking hands with Yuli Khariton. The Soviet physicist was the chief designer of Russia’s atomic bomb – their Robert Oppenheimer, creator of our nuclear bomb and first director of the Los Alamos laboratory in New Mexico.

Hecker would go on to make 44 trips to Russia in the name of nuclear nonproliferation and cooperation. His most recent was last month with CISAC researchers Peter Davis and Niko Milonopoulos and a dozen Americans scientists, to commemorate 20 years of laboratory-to-laboratory cooperation. They hosted a conference with their Russian counterparts in Sarov, the Russian version of Los Alamos 300 miles east of Moscow.

Some 100 Americans and Russians attended various legs of the conference, including the scientific directors of the three Russian nuclear weapons laboratories: Rady Ilkaev, Evgeny Avrorin and Yuri Barmakov. The American delegation included Jeffery Richardson, CISAC affiliate and former head of chemistry and proliferation prevention at Lawrence Livermore National Laboratory; James W. Toevs, former project leader for the Nuclear Cities Initiatives at Los Alamos; and K. David Nokes, former vice president of national security and arms control at Sandia National Laboratory.

Hecker is determined to reignite the collaboration efforts, which have diminished dramatically in the last decade due to stark differences at the highest levels of our governments and because the Russian secret service agency has again tightened their grip on the nuclear complex.

“The 1990s were the heydays for us,” he said. “The scientists played a major role; we actually pushed the envelope on what we could do cooperatively. We worked well with the Russians.”

The U.S. Department of Energy supported and financed the joint efforts of the American and Russian nuclear laboratories to secure and safeguard Russian nuclear facilities and materials. They enlisted the help of civilian institutes to make urgent security upgrades at their nuclear facilities and the Americans brought the Russians to the U.S. nuclear sites – including the plutonium facility at Los Alamos – to let them see firsthand how Americans handled protection, control and accounting of nuclear material.

“The Sandia National Laboratories actually helped provide Kevlar blankets to protect Russian nuclear weapons while they were transporting them so that in case somebody shot at them, you didn’t get a mushroom cloud,” Hecker recalled.

Then, Russian President Vladimir Putin came to power for the first time in 2000 and the Federal Security Service – formerly the KGB – started tightening the screws. U.S. visas became difficult to obtain after the 9/11 terrorist attacks ratcheted up consular bureaucracy. Scientists on both sides began to feel less welcome at the labs and sites they had readily visited for a decade.

During his April trip, Hecker felt as if he were under house arrest in the worst security squeeze he’d seen in the 20 years of visiting Russia. He was followed by a security agent when he jogged, until the mud along the river became too deep for the agent’s shiny black shoes; Davis and Milonopoulos had their access denied at the last minute and were not allowed to enter Sarov to attend the three-day portion of the conference.

Many lab-to-lab cooperative agreements were allowed to expire by the Russian side in the last decade; even collaborations on fundamental research have been restricted and there is little nuclear power engineering cooperation. Worst of all, Hecker said, joint efforts to battle nuclear terrorism and compare means by which each side keeps its nuclear warheads safe and secure without nuclear testing are now virtually nonexistent.

“We ought to be working together, for heavens sake,” he said. “We’re not going to terrorize each other; we’ve got to keep the terrorists away from the rest of the world. We just have to get back to working together.”

Their first step will be to compile the proceedings of the meetings with their Russian counterparts in Sarov, Nizhny Novgorod and Moscow. The document will be provided to the U.S. Department of Energy and policymakers in the Obama administration, as well as the three current U.S. nuclear lab directors, who are making their first joint visit to Russia in June. Hecker said his Russian counterparts are trying to coax Moscow into jumpstarting the collaboration efforts while wooing a new generation of nuclear scientists to the table.

Hecker, along with two former Russian nuclear weapons lab directors, is working on a book to document 20 years of nuclear collaboration between Russian and American nuclear scientists.

“The book is going to do a thorough job of looking at: What we did, why did it matter, what conditions made it possible and, then, what lessons were learned that might allow us to reestablish the relationship,” he said.

Hecker had another mission on his recent trip to Sarov. He wanted to reassure his Russian counterparts that their personal relationships truly mattered.

With the collapse of the Soviet Union in 1991, scientists in Russia, Ukraine, Kazakhstan and Belarus were confronted with a new reality: They went from lives of privilege to poverty. Programs launched by the U.S. Departments of State and Energy brought financial support to Russia’s closed nuclear cities, showed the Russian nuclear workers that they had a future in non-weapons research – and that someone cared about their well-being.

“One thing that came out, talk after talk during this trip, was how important the social relationships were between the scientists; how they are absolutely crucial,” Hecker said. Those little-known relationships – many of which became enduring friendships that celebrate marriages and grandchildren – led to significant steps in the U.S.-Russian nuclear threat reduction program.

President Ronald Reagan used one of his signature phrases, “Trust, but verify,” when he and Soviet General Secretary Mikhail Gorbachev signed the Intermediate-Range Nuclear Forces Treaty in 1987, eliminating nuclear and conventional ground-launched ballistic and cruise missiles with intermediate ranges. The phrase was taken from an old Russian proverb.

A year later, that proverb was put in effect with Hecker’s hand on the nuclear button at the Nevada test site for the Joint Verification Experiment.

“In August of ’88, the Soviets were at our test sites in Nevada and I was in the control room, essentially pushing the button to blow up one of our nuclear devices down hole, while the Russians had a cable that ran down the hole with which they were going to measure the magnitude of the nuclear explosion,” Hecker said. The following month, American scientists were in Russia to do the same.

“So I was sitting there in our control room, with the Russians right across the table from me,” he recalls. “That introduced us to the Russian nuclear scientists for the first time. You know what we said? These guys are just like us. They just want to do exactly the same thing for their country that we were doing for ours: keep their country safe and secure. And that started the process of working together.”

Today, the Russian proverb made famous by an American president could be turned on its head if the Russian-American nuclear collaboration is allowed to thrive: Verify through Trust.
