Diego Gambetta is a sociologist at Nuffield College, Oxford, working on theories of trust and signals. He is known for his book The Sicilian Mafia and his edited volume, Making Sense of Suicide Missions. While at Stanford, he will discuss his recent manuscript, "Engineers of Jihad" as well as his recently published book, Codes of the Underworld: How Criminals Communicate.

Diego Gambetta will be visiting Stanford from late March to late April, 2010.

Abstract
Among violent Islamists individuals with an engineering education are four times more frequent than we would expect given the share of engineers among university students in Islamic countries.  We argue that a combination of two factors – engineers’ relative deprivation in the Islamic world and mindset – is the most plausible explanation. In this second talk I will focus on the mindset.

This talk is the final of a two part series presented by Dr. Gambetta. His first talk, "Engineers of Jihad: The Facts," will be presented at noon on Friday, April 2, at the Stanford Humanities Center.

William Perry is the Michael and Barbara Berberian Professor (emeritus) at Stanford University. He is a senior fellow at the Freeman Spogli Institute and the Hoover Institution, and serves as director of the Preventive Defense Project. He is an expert in U.S. foreign policy, national security and arms control. He was the co-director of CISAC from 1988 to 1993, during which time he was also a part-time professor at Stanford. He was a part-time lecturer in the Department of Mathematics at Santa Clara University from 1971 to 1977.

Perry was the 19th secretary of defense for the United States, serving from February 1994 to January 1997. He previously served as deputy secretary of defense (1993-1994) and as under secretary of defense for research and engineering (1977-1981). Dr. Perry currently serves on the Defense Policy Board (DPB). He is on the board of directors of Covant and several emerging high-tech companies. His previous business experience includes serving as a laboratory director for General Telephone and Electronics (1954-1964); founder and president of ESL Inc. (1964-1977); executive vice-president of Hambrecht & Quist Inc. (1981-1985); and founder and chairman of Technology Strategies & Alliances (1985-1993). He is a member of the National Academy of Engineering and a fellow of the American Academy of Arts and Sciences.

From 1946 to 1947, Perry was an enlisted man in the Army Corps of Engineers, and served in the Army of Occupation in Japan. He joined the Reserve Officer Training Corps in 1948 and was a second lieutenant in the Army Reserves from 1950 to 1955. He was awarded the Presidential Medal of Freedom in 1997 and the Knight Commander of the British Empire in 1998. Perry has received a number of other awards including the Department of Defense Distinguished Service Medal (1980 and 1981), and Outstanding Civilian Service Medals from the Army (1962 and 1997), the Air Force (1997), the Navy (1997), the Defense Intelligence Agency (1977 and 1997), NASA (1981) and the Coast Guard (1997). He received the American Electronic Association's Medal of Achievement (1980), the Eisenhower Award (1996), the Marshall Award (1997), the Forrestal Medal (1994), and the Henry Stimson Medal (1994). The National Academy of Engineering selected him for the Arthur Bueche Medal in 1996. He has received awards from the enlisted personnel of the Army, Navy, and the Air Force. He has received decorations from the governments of Albania, Bahrain, France, Germany, Hungary, Japan, Korea, Poland, Slovenia, and Ukraine. He received a BS and MS from Stanford University and a PhD from Pennsylvania State University, all in mathematics.

The global nuclear order is changing. Concerns about climate change, the volatility of oil prices, and the security of energy supplies have contributed to a widespread and still-growing interest in the future use of nuclear power. Thirty states operate one or more nuclear power plants today, and according to the International Atomic Energy Agency (IAEA), some 50 others have requested technical assistance from the agency to explore the possibility of developing their own nuclear energy programs. This surge of interest in nuclear energy - labeled by some proponents as ‘the renaissance in nuclear power' - is occurring simultaneously with mounting concerns about the healthy of the nuclear nonproliferation regime, the regulatory framework that constrains and governs the world's civil and military- related nuclear affairs. The question then arises: is it possible to have nuclear power without nuclear proliferation? The answer is not clear, for the technical, economic, and political factors that will determine whether future generations will have more nuclear power without more nuclear proliferation are exceedingly complex and interrelated. Dr. Sagan will outline the current state of nuclear power and nuclear proliferation, before examining the weaknesses and promise of existing research on the subject. He argues that a key aspect of ensuring a safe nuclear future will be the strengthening of the NPT through "shared responsibility" for disarmament.

Scott Sagan is a professor of political science and co-director of Stanford's Center for International Security and Cooperation. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as a special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon. He has also served as a consultant to the office of the Secretary of Defense and at the Sandia National Laboratory and the Los Alamos National Laboratory.

Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989), The Limits of Safety: Organizations, Accidents, and Nuclear Weapons (Princeton University Press, 1993), and with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: A Debate Renewed (W.W. Norton, 2002). He is the co-editor of Peter R. Lavoy, Scott D. Sagan, and James L. Wirtz, Planning the Unthinkable (Cornell University Press, 2000) and the editor of Inside Nuclear South Asia (Stanford University Press, 2009). His most recent publications include "The Case for No First Use," Survival (June 2009) and "Good Faith and Nuclear Disarmament Negotiations" in George Perkovich and James A. Acton (eds.) Allen S. Weiner is senior lecturer in law and co-director of the Stanford Program in International Law at Stanford Law School. He is also the co-director of the Stanford Center on International Conflict and Negotiation. His expertise is in the field of public international law and the foreign relations law of the United States. He is a seasoned international lawyer with experience in such wide-ranging fields as national security law, the law of war, international dispute resolution, and international criminal law. His current scholarship focuses on international law and the response to the contemporary security threats of international terrorism and the proliferation of weapons of mass destruction. For more than a decade he practiced international law in the U.S. Department of State, serving as an attorney-adviser in the Office of the Legal Adviser and as legal counselor at the U.S. Embassy in The Hague. In those capacities, he advised government policy-makers, negotiated international agreements, and represented the United States in litigation before the Iran-United States Claims Tribunal and the International Court of Justice. He teaches courses in public international law, international conflict resolution, and international security matters at Stanford Law School. He received a BA from Harvard College and a JD from Stanford Law School.

In 2022, Sagan was awarded Thérèse Delpech Memorial Award from the Carnegie Endowment for International Peace at their International Nuclear Policy Conference. In 2017, he received the International Studies Association’s Susan Strange Award which recognizes the scholar whose “singular intellect, assertiveness, and insight most challenge conventional wisdom and intellectual and organizational complacency" in the international studies community. Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.

Allen S. Weiner is senior lecturer in law and director of the Stanford Program in International Law at Stanford Law School. He is also the co-director of the Stanford Center on International Conflict and Negotiation. He is an international legal scholar with expertise in such wide-ranging fields as international and national security law, the law of war, international conflict resolution, and international criminal law (including transitional justice). His scholarship focuses on international law and the response to the contemporary security threats of international terrorism, the proliferation of weapons of mass destruction, and situations of widespread humanitarian atrocities. He also explores the relationship between international and domestic law in the context of asymmetric armed conflicts between the United States and nonstate groups and the response to terrorism. In the realm of international conflict resolution, his highly multidisciplinary work analyzes the barriers to resolving violent political conflicts, with a particular focus on the Israeli-Palestinian conflict. Weiner’s scholarship is deeply informed by experience; for more than a decade he practiced international law in the U.S. Department of State, serving as an attorney-adviser in the Office of the Legal Adviser and as legal counselor at the U.S. Embassy in The Hague. In those capacities, he advised government policy-makers, negotiated international agreements, and represented the United States in litigation before the Iran-United States Claims Tribunal, the International Criminal Tribunal for the Former Yugoslavia, and the International Court of Justice. He teaches courses in public international law, international conflict resolution, and international security matters at Stanford Law School.

Weiner is the author of "Constitutions as Peace Treaties: A Cautionary Tale for the Arab Spring” in the Stanford Law Review Online (2011) and co-author (with Barry E. Weiner has worked on several Supreme Court amicus briefs concerning national security and international law issues, including cases brought involving "war on terror" detainees.  He has also submitted petitions before the United Nations Working Group on Arbitrary Detention on behalf of Vietnamese social and political activists detained by their governing for the exercise of free speech rights.

Ambivalent nuclear technologies use or have a potential to produce nuclear weapon relevant materials like highly enriched uranium (HEU), plutonium, tritium and U233. It is important to assess the proliferation potential and measures to strengthen the proliferation resistance of these technologies as early as possible (preventively) to find alternative more proliferation resistant designs or at least to identify sensitive parameters or even critical parts that should trigger international safeguards and export controls.

The conclusions of different case studies investigating the proliferation resistance of nuclear technologies such as spallation neutron sources, tokamak fusion reactors and plutonium fuels will be briefly presented. The main part of the talk will focus on the minimization or elimination of civil HEU usage and the role of research reactor conversion to the use of low enriched uranium, which is intrinsically more proliferation resistant. The conversion of the German high flux research reactor FRM-II will serve as an example for the complex political and technological challenges and problems one has to face, especially, if proliferation concerns are not taken seriously in the research and design phase. These case studies of relatively disparate nuclear technologies have in common that they are neutron producing technologies and some questions regarding their proliferation potential can be addressed using neutronic codes.

Finally, the talk will briefly outline the future research of the next year addressing centrifuge technology as another case study to explicate on exemplary basis general criteria for the proliferation resistant use of nuclear technologies.


Matthias Englert
is a postdoctoral fellow at CISAC. Before joining CISAC in 2009, Matthias was a researcher at the Interdisciplinary Research Group Science Technology and Security (IANUS) and a PhD student at the department of physics at Darmstadt University of Technology in Germany. 

His major research interests include nonproliferation, disarmament, arms control, nuclear postures and warheads, fissile material and production technologies, the civil use of nuclear power and its role in future energy scenarios and the possibility of nuclear terrorism.  His research during his stay at CISAC focuses primarily on the technology of gas centrifuges for uranium enrichment, the implications of its use for the nonproliferation regime and on technical and political measures to manage the proliferation risks. 

Matthias has been participating in projects investigating technical aspects of the concept of proliferation resistance with topics spanning from conversion of research reactors, uranium enrichment with gas centrifuges, reducing plutonium stockpiles with reactor based options,  spallation neutron sources and fusion power plants. Further research topics included fissile material stockpiles, fuel-cycles and accelerator  driven systems. Although a substantial part of his professional work of the last years was quite technical he is equally interested in and actively studies the historical, social and political aspects of the use of nuclear technologies. Research interests include the dispute about Article IV of the NPT, the future development of the NPT regime, possibilities for a nuclear weapon free world, preventive arms control, and history and development of proliferation relevant programs. By studying contemporary theory in philosophy of the interaction of science, technology and society, Matthias acquired analytical tools to reflect on approaches describing or addressing the problem of ambivalent technology.

Matthias is a vice speaker of the working group Physics and Disarmament of the German Physical Society (DPG) and a board member of the  German Research Association for Science, Disarmament and Security (FONAS).

 

Michael May is Professor Emeritus (Research) in the Stanford University School of Engineering and a senior fellow with the Institute for International Studies at Stanford University. He is the former co-director of Stanford University's Center for International Security and Cooperation, having served seven years in that capacity through January 2000. May is a director emeritus of the Lawrence Livermore National Laboratory, where he worked from 1952 to 1988, with some brief periods away from the Laboratory. While there, he held a variety of research and development positions, serving as director of the Laboratory from 1965 to 1971. May was a technical adviser to the Threshold Test Ban Treaty negotiating team; a member of the U.S. delegation to the Strategic Arms Limitation Talks; and at various times has been a member of the Defense Science Board, the General Advisory Committee to the AEC, the Secretary of Energy Advisory Board, the RAND Corporation Board of Trustees, and the Committee on International Security and Arms Control of the National Academy of Sciences. He is a member of the Council on Foreign Relations and the Pacific Council on International Policy, and a Fellow of the American Physical Society and the American Association for the Advancement of Science. May received the Distinguished Public Service and Distinguished Civilian Service Medals from the Department of Defense, and the Ernest Orlando Lawrence Award from the Atomic Energy Commission, as well as other awards. His current research interests are in the area of nuclear and terrorism, energy, security and environment, and the relation of nuclear weapons and foreign policy.

David E. Hoffman is a contributing editor at the Washington Post and has been a journalist for 30 years. He came to Washington in 1977 to cover Congress, and later served as the Washington correspondent for the San Jose (Calif.) Mercury-News. He covered Ronald Reagan's campaign for the presidency in 1980, and was national economics correspondent for Knight-Ridder Newspapers. In 1982, he came to The Washington Post to cover the Reagan presidency. As a White House correspondent, he covered the major U.S.-Soviet summits of the Reagan years, including Geneva and Reykjavik, as well as domestic policy and politics. After Reagan left office, he covered the George H. W. Bush presidency. Later, he was diplomatic correspondent at the time the Soviet Union collapsed, and then served as Jerusalem correspondent, covering the Oslo peace accords. From 1995 to 2001, he served as Moscow bureau chief. His first book, based on reporting in Moscow, was The Oligarchs: Wealth and Power in the New Russia (PublicAffairs, 2002). On returning to Washington in 2001, he was Foreign editor and then Assistant Managing Editor for Foreign news, managing the Post's foreign service, until 2009.

The term laser weapon implies the use of a laser as part of a so-called directed energy weapon (DEW). In that case, the laser energy is causing the target damage. Military research led to the development of experimental lasers with continuous output powers up to 140 kW in 1966 and two Megawatts in 1980. However, those systems were huge and not part of laser weapon systems.

Since the 1980s the development in the military continued. Remarkably, civilian lasers, developed for industrial machining, have now reached output powers, which can be useful for DEW applications, too. Recently, several prototypes came into operation. On the one hand, there are industry-funded projects that use civilian of-the-shelf industrial lasers. On the other hand, there is government-funded research, which aims at high power laser systems. Major defense companies in the United States and elsewhere are working on both tracks.

Anti-satellite (ASAT) laser engagements would be a revolutionary laser application, as they would in principle enable an option of attacks on satellites with only minor debris. At the moment, attacking satellites implies the use of missiles with kinetic or explosive warheads. A kinetic impact creates debris, which would be harmful to the attacker's space assets, too. For that reason, space faring nations are discouraged from using kinetic energy attacks.

This fact enacts a kind of "natural" arms control. Lasers could change this situation, if they are used to heat up satellites just to a point where their electronics are damaged or only to impair their sensors. Hence, attacks on satellites would be more likely, if laser DEW with anti-satellite capabilities are fielded in peacetime. In a time of crisis, this would create additional political instabilities, as satellites are important early warning and reconnaissance assets.  A deployment of laser ASATs could eventually lead to an arms race in space. In order to make this scenario less likely arms control mechanism could be implemented.

This talk will focus on the technological background of laser ASATs. After a short introduction into recent technological developments, it will be examined whether current laser technology has the ability to endanger satellites. To achieve this, a physics-based method has been devised to assess laser DEW engagements. Damage mechanisms as well as possible distinctions between industrial laser setups and laser weapons will be examined in greater detail.  Options for controlling laser ASATs and obstacles for the implementations of such controls will be introduced.

Jan Stupl is a Postdoctoral Fellow at CISAC. His research concerns the current developments in laser technology regarding a possible application of lasers as an anti-satellite weapon (ASAT), as well as the proliferation of ballistic missiles. The research on laser ASATs focuses on damage mechanisms, the potential sources and countries of origin of laser ASATs and ways to curb their international proliferation. Regarding missiles, Jan is interested in the methods which are used to acquire ballistic missiles and possible ways to control this process.

Before coming to CISAC, Jan was a Research Fellow at the Institute of Peace Research and Security Policy (IFSH) at the University of Hamburg, Germany. His PhD dissertation was a physics-based analysis of future of High Energy Lasers and their application for missile defense and focused on the Airborne Laser missile defense system. This work was jointly supervised by the IFSH, the Institute of Laser and System Technologies at Hamburg University of Technology and the physics department of Hamburg University, where he earned his PhD in 2008.

Jan studied physics at the Friedrich-Schiller-University in Jena, Germany and at Warwick University in Coventry, UK. He concluded his undergraduate physics degree with a thesis in laser physics, receiving a German National Diploma in Physics in 2004. His interest in security policy and international politics was fuelled by an internship at the United Nations in New York in 2003.

Clay Moltz joined the National Security Affairs faculty of the Naval Postgraduate School (NPS) in June 2007. Since November 2008, he has held a joint appointment with the Space Systems Academic Group at NPS. He currently teaches Space and National Security, Nuclear Strategy and National Security, International Relations, and Northeast Asian Security. Prior to his appointment at NPS, he served for 14 years in various positions at the Monterey Institute’s Center for Nonproliferation Studies, including: deputy director from 2003-2007, director of the Newly Independent States Nonproliferation Program from 1998-2003, and founding editor of The Nonproliferation Review from 1993-98. He was also a faculty member in the Monterey Institute’s Graduate School of International Policy Studies.

Dr. Moltz received his Ph.D. and M.A. in Political Science from the University of California, Berkeley. He also holds an M.A. in Russian and East European Studies and a B.A. in International Relations (with Distinction) from Stanford University. Dr. Moltz worked previously as a staff member in the U.S. Senate and has served as a consultant to the NASA Ames Research Center, the Department of Energy’s National Nuclear Security Administration, and the Department of Defense’s Office of Net Assessment. He held prior academic positions at Duke University and at the University of California, San Diego.

Jan Stupl is an affiliate and a former postdoctoral fellow at CISAC.  He is currently a Research Scientist with SGT, a government contractor, and works in the Mission Design Division at NASA Ames Research Center (Mountain View, CA). In the Mission Design Division, Jan conducts research on novel methods for laser communication and space debris mitigation and supports concept development for space missions.

Before his current position, Jan was a postdoctoral fellow at the Center for International Security and Cooperation (CISAC) at Stanford University until 2011, investigating technical and policy implications of high power lasers for missile defense and as anti-satellite weapons (ASAT), as well as the proliferation of ballistic missiles. Stephen Monismith studies flows in lakes, estuaries, and the coastal ocean. Current projects include field and computational work on wave-driven flows over coral reefs, transport in a small estuary/wetland complex, wind-waves in shallow estuaries, benthic grazing on coral reefs and in estuaries, internal waves and mixing in the Florida Keys, circulation and zooplankton retention in ther St. Lawrence estuary, mixed layer dynamics and circulation in the Gulf of Aqaba, as well as lab and computational studies of flows through coral colonies and kelp forests. He especially values field sites that are attractive (e.g. have good diving prospects) and have good restaurants. He is also involved with various scientific panels focusing on the San Francisco Bay/Delta including the IEP Science advisor group (which he chairs) and various CALFED advisory panels and groups.

What happens to armed organizations after they sign peace accords? Why do they dissolve, return to war, or form non-violent political parties? This seminar addresses and seeks to explain this empirical variation in former armed groups’' trajectories, using extensive micro-level data on the Colombian paramilitaries. In so doing, it seeks to contribute an organizational-level study of peace-building. The trajectories explored in this seminar fundamentally shape prospects for peace, state-building, and democratization, influence post-war patterns of human rights abuses, and impact the legalization of war economies.

Sarah Zukerman Daly is a 2009-2010 Predoctoral Fellow and Visiting Scholar.  She is a doctoral candidate in the Department of Political Science at the Massachusetts Institute of Technology.

Sarah holds a BA (2003) with Distinction in International Relations from Stanford University and a MS (2004) with Distinction in Development Studies from the London School of Economics. She is also an alumna of the 2002-2003 CISAC Undergraduate Honors Program.

Sarah's dissertation analyzes variation in demilitarized groups' post-war trajectories. Specifically, it asks, why, in the aftermath of peace agreements, do armed actors form political parties, remilitarize, or go out of business? Her other current projects seek to explain sub-national variation in insurgency onset in Colombia; state strategies towards ethnic minorities in the former Soviet Union; and the role of emotions in transitional justice.

Sarah Z. Daly is Associate Professor of Political Science at Columbia University and faculty fellow of the Arnold A. Saltzman Institute of War and Peace Studies (SIWPS) and Institute for Latin American Studies (ILAS). She received a BA from Stanford University (Phi Beta Kappa), a MSc with distinction from London School of Economics, and PhD from Massachusetts Institute of Technology. She has held fellowships at the Belfer Center for Science and International Affairs at Harvard University, Center for International Security and Cooperation at Stanford University and Latin American Studies Program at Princeton University.

Daly is the author of Organized Violence after Civil War: The Geography of Recruitment in Latin America, published in 2016 by Cambridge University Press in its Studies in Comparative Politics series. It was runner-up for the 2017 Conflict Research Society Book of the Year Prize and is based on her PhD dissertation, which was awarded the Lucian Pye Award for the Best Dissertation in Political Science.

Daly’s second book, Violent Victors: Why Bloodstained Parties Win Postwar Electionswas published by Princeton University Press in its International Politics and History series in November 2022. For this research, She was a named a 2018 Andrew Carnegie Fellow and received the Minerva-United States Institute of Peace, Peace and Security Early Career Scholar Award. The book won the 2024 Gregory Luebbert Prize for the Best Book in Comparative Politics from the American Political Science Association and the 2023 Leon Epstein Outstanding Book Award from the American Political Science Association. It was also Honorable Mention for the 2023 Luebbert Best Book Prize.

Daly’s research on war and peace, political life after civil conflict, organized crime, and geopolitics has appeared in World Politics, British Journal of Political Science, International Security, International Studies Quarterly, Comparative Politics, Journal of Peace Research, and Political Analysis, among other outlets. HEr Journal of Peace Research article was Honorable Mention for the Nils Petter Gleditsch JPR Article of the Year Award.

Daly’s research has been funded by the Andrew Mellon Foundation/American Council of Learned Societies, Social Science Research Council, National Science Foundation, Harry Frank Guggenheim Foundation, Smith Richardson Foundation, Fulbright Program, United States Institute of Peace, Folke Bernadotte Academy, Swedish Ministry of Foreign Affairs, and Minerva Initiative. She is a permanent member of the Council on Foreign Relations, a nonresident fellow at the Carnegie Endowment for International Peace, and an affiliate of Stanford University’s Center for International Security and Cooperation.

This talk will address alternative options for European ballistic missile defense, including the now cancelled Polish-Czech option and the recently announced Obama plan for a phased deployment of Standard Missile 3 interceptors in and around Europe. This talk will also address recent Iranian progress in developing medium-range ballistic missiles and possible missile defense cooperation with Russia.

Dean Wilkening is a Senior Research Scientist at the Center for International Security and Cooperation at Stanford University. He holds a Ph.D. in physics from Harvard University and worked at the RAND Corporation prior to coming to Stanford. His major research interests include nuclear strategy and policy, arms control, the proliferation of nuclear and biological weapons, bioterrorism, ballistic missile defense, and energy and security. His most recent research focuses on the broad strategic and political implications of ballistic missile defense deployments in Northeast Asia, South Asia and Europe. Prior work focused on the technical feasibility of boost-phase ballistic missile defense interceptors. His recent work on bioterrorism focuses on understanding the scientific and technical uncertainties associated with predicting the outcome of hypothetical airborne biological attacks and the human effects of inhalation anthrax, with the aim of devising more effective civil defenses. He has participated in, and briefed, several US National Academy of Science committees on biological terrorism and consults for several US national laboratories and government agencies.

"I think that, by and large, the managers wouldn't know a good technique if it hit them in the face." The prominent computer scientist Alan Perlis spoke these words at a second NATO-sponsored Software Engineering conference in 1969. He underscored a conflict that would persist in the decade that followed that ill-tempered meeting, as computer professionals organized in the name of "software engineering," many sponsored by the U.S. defense department. Yet software cost overruns are frequent, and glitches occasionally turn deadly, leading many to argue that "software engineering" is not yet worthy of the name.
 
How should we understand the emergence of software engineering: the agendas of its proponents, sources of controversy, and its relationship to diverse defense department interests, including security, reliability, and timeliness, and costs? This chapter-in-progress addresses this question using both qualitative historical materials and social network data. The Defense Department's interest in software research was nurtured by budgetary cuts that followed anti-war protests in the early 1970, making economics a dominant, if controversial theme in "software engineering" research. Debates about the meaning and direction of software engineering often invoked binary divisions, between managers and technical people, industrialists and academics, pragmatists and theoreticians. After describing these debates from the ground up, I use network analysis to provide bird's eye view: to what extent were commonly evoked dualisms reflected in practices of publication, and how did this change as the field became institutionalized? More broadly, can network analysis contribute meaningfully to a historical account employing "thick description," and if so how?

Rebecca Slayton is a lecturer in the Science, Technology and Society Program at Stanford University and a CISAC affiliate. In 2004-2005 she was a CISAC science fellow. Her research examines how technical judgments are generated, taken up, and given significance in international security contexts. She is currently working on a book which uses the history of the U.S. ballistic missile defense program to study the relationships between and among technology, expertise, and the media. Portions of this work have been published in journals such as History and Technology and have been presented at academic conferences. As a postdoctoral fellow in the Science, Technology, and Society Program at the Massachusetts Institute of Technology, in 2004 she completed an NSF-funded project entitled Public Science: Discourse about the Strategic Defense Initiative, 1983-1988.

As a physical chemist, she developed ultrafast laser experiments in condensed matter systems and published several articles in physics journals. She also received the AAAS Mass Media Science and Engineering Fellowship in 2000, and has worked as a science journalist for a daily paper and for Physical Review Focus. She earned her doctorate in chemistry from Harvard University in 2002.

Eric Roberts, after receiving his Ph.D. in Applied Mathematics from Harvard University in 1980, taught at Wellesley College from 1980-85, where he chaired the Computer Science Department. From 1985-90, he was a member of the research staff at Digital Equipment Corporation’s Systems Research Center in Palo Alto, California, where he conducted computer science research, focusing on programming tools for multiprocessor architectures. In September 1990, Roberts joined the Stanford faculty, where he is now Professor of Computer Science and the John A. and Cynthia Fry Gunn University Fellow in Undergraduate Education.

From 1990 to 2002, Professor Roberts was Associate Chair and Director of Undergraduate Studies for Computer Science. In that capacity, he was the principal architect of Stanford’s introductory programming sequence, which for many years held the distinction of being the largest course at Stanford. He has also written four computer science textbooks that are used at many colleges and universities throughout the world. His research focuses on computer science education, particularly for underserved communities. From 1998 to 2005, Roberts was Principal Investigator for the Bermuda Project, which developed the computer science curriculum for Bermuda’s public secondary schools.

Slayton’s research and teaching examine the relationships between and among risk, governance, and expertise, with a focus on international security and cooperation since World War II. Slayton’s current book project, Shadowing Cybersecurity, examines the historical emergence of cybersecurity expertise. Shadowing Cybersecurity shows how efforts to establish credible expertise in corporate, governmental, and non-governmental contexts have produced varying and sometimes conflicting expert practices. Nonetheless, all cybersecurity experts wrestle with the irreducible uncertainties that characterize intelligent adversaries, and the fundamental inability to prove that systems are secure. The book shows how cybersecurity experts have paradoxically gained credibility by making threats and vulnerabilities visible, while acknowledging that more always remain in the shadows.

Slayton’s first book, Arguments that Count: Physics, Computing, and Missile Defense, 1949-2012 (MIT Press, 2013), shows how the rise of a new field of expertise in computing reshaped public policies and perceptions about the risks of missile defense in the United States. In 2015, Arguments that Count won the Computer History Museum Prize. In 2016, Slayton was awarded a National Science Foundation CAREER grant for her project “Enacting Cybersecurity Expertise.” In 2019, Slayton was also a recipient of the United States Presidential Early Career Award for Scientists and Engineers, for her NSF CAREER project.
