This article seeks to explain why two states faced with a similar terrorist threat, perceiving it in a similar way, and drawing the same broad implications for their counterterrorist investigations, have nevertheless put in place significantly different types of organizational
reforms in response to that threat. The study shows that although France and Britain have embraced a common preventive logic in the face of Islamist terrorism, the changes that they have made to the coordination of intelligence, law enforcement, and prosecution in that context have differed because of contrasting organizational routines and interinstitutional conventions in the two states. An analysis of the British and French cases shows that law enforcement can be preventive but that western states are likely to pursue different ways of bringing security agencies and the law together to prevent and prosecute terrorism. The organizational and institutional factors that give rise to such divergent practices have important consequences for the ability of a state to develop a coordinated operational response to terrorism and convict terrorist suspects of crimes in a court of law.

Introduction
The next decade will bring increased demands for improving the security and accountability of nuclear weapons and material, for reducing nuclear weapons stockpiles, and for strengthening the global nuclear nonproliferation regime. As states consider options for addressing these challenges they will need to consider how technology can help in the implementation of new approaches. Nuclear arms reduction treaties are likely to involve only the U.S. and Russia in the immediate future.

However, as nuclear stockpiles are reduced to low numbers, all states with nuclear weapons will likely be brought into the process. In the context of Article VI of the Nuclear Nonproliferation Treaty, states without nuclear weapons will require a high level of confidence that nuclear reductions are taking place. Therefore all states have a stake in understanding and developing options for verification and transparency.

In the 1990's there were significant efforts to develop technical approaches to the next generation of nuclear arms control. Many of these efforts involved collaboration between U.S. and Russian nuclear laboratories. In addition there have been numerous academic studies of monitoring nuclear weapons and nuclear materials. Although much work remains, these past accomplishments provide a strong basis for moving forward.

This workshop brought together a small group of technical experts from Russia, France, the United Kingdom and the United States to review past and ongoing work, to exchange information about technical approaches to verification of nuclear arms reductions, and to consider areas for international technical cooperation. Technical experts from China also planned to participate, but last-minute administrative difficulties prevented their attendance.

This Summary provides a flavor of the discussions during the workshop, including key observations and ideas for next steps. It does not follow the order of the workshop agenda, nor does it represent a consensus view of participants. More information about the workshop and copies of presentations are available.

Brent Durbin is a postdoctoral teaching fellow in Stanford's Public Policy Program, and a faculty affiliate at CISAC. In fall 2009, he will join the faculty of Smith College as an assistant professor in the Government Department.

Durbin is currently working on a book manuscript based on his dissertation, which explains the policy processes governing how U.S. intelligence agencies respond to major changes in the international threat environment. More broadly, his research focuses on the micro- and macro-level organizational dynamics of national security bureaucracies. He has previously held research fellowships at CISAC, The George Washington University's Elliott School of International Affairs, and the University of Cambridge (U.K.).

In 2008, Durbin earned his PhD in political science from the University of California, Berkeley. He also holds a BA (magna cum laude) in politics and English literature from Oberlin College, and an MPP from Harvard University's John F. Kennedy School of Government. Prior to attending Berkeley, Durbin served as press secretary for U.S. Senator Patty Murray, and worked as an advisor and senior staff member on several campaigns for U.S. Congress.

Frank Foley, a 2008-09 Zukerman Fellow, is a postdoctoral student in international security at CISAC. His research concerns counterterrorist policy and operations, the reform of intelligence and police agencies and the increasing role of judicial and prosecutorial actors in the field of security. His PhD dissertation, currently under revision for publication, is a comparative analysis of British and French counterterrorist policies, which argues that western states’ different institutional characteristics and norms in the field of security are shaping their responses to Islamist terrorism, leading to divergent approaches to a common problem. At CISAC, Frank is analyzing the co-ordination of counterterrorist agencies within the United States, France and Britain, drawing on organization theory to explain why some countries achieve higher levels of inter-agency co-operation than others. He has also written on European Union security policy and on terrorism and community conflict in Northern Ireland. Upcoming projects include a review of the terrorism and counterterrorism literature for the International Studies Association’s Compendium Project and an analysis of the forces shaping international co-operation on counterterrorism at both the diplomatic and operational levels. 

Frank received his PhD from the Department of Political and Social Sciences at the European University Institute in Florence, Italy, and is a graduate of the University of Cambridge (MPhil) and University College Cork (BA, MA). He worked as a journalist in Brussels and as a researcher in Northern Ireland between 2001 and 2004.

Scott Sagan is a professor of political science and co-director of Stanford's Center for International Security and Cooperation. He is on sabbatical in 2008-09. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as a special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon. He has also served as a consultant to the office of the Secretary of Defense and at the Sandia National Laboratory and the Los Alamos National Laboratory.

Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989), The Limits of Safety: Organizations, Accidents, and Nuclear Weapons(Princeton University Press, 1993), and with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: A Debate Renewed (W.W. Norton, 2002). He is the co-editor of Peter R. Lavoy, Scott D. Sagan, and James L. Wirtz, Planning the Unthinkable (Cornell University Press, 2000). Sagan was the recipient of Stanford University's 1996 Hoagland Prize for Undergraduate Teaching and the 1998 Dean's Award for Distinguished Teaching. As part of CISAC's mission of training the next generation of security specialists he and Stephen Stedman founded Stanford's Interschool Honors Program in International Security Studies in 2000.

His recent articles include "How to Keep the Bomb From Iran," in Foreign Affairs (September-October 2006); "The Madman Nuclear Alert: Secrecy, Signaling, and Safety in October 1969" co-written by Jeremi Suri and published in International Security in spring 2003; and "The Problem of Redundancy Problem: Will More Nuclear Security Forces Produce More Nuclear Security?" published in Risk Analysis in 2004. The first piece warns against "proliferation fatalism" and "deterrence optimism" to argue that the United States should work to prevent Iran's pursuit of nuclear weapons by addressing the security concerns that are likely motivators for Iran's nuclear ambitions. The International Security piece looks into the events surrounding a secret nuclear alert ordered by President Nixon to determine how effective the alert was at achieving the president's goal of forcing negotiations for the end of the Vietnam War. It also questions many of the assumptions made about nuclear signaling and discusses the dangers of new nuclear powers using this technique. Sagan's article on redundancy in Risk Analysis won Columbia University's Institute for War and Peace Studies 2003 Best Paper in Political Violence prize. In this article, Sagan looks at how we should think about nuclear security and the emerging terrorist threat, specifically whether more nuclear facility security personnel increases our safety. His article, "Realism, Ethics, and Weapons of Mass Destruction" appears in Ethics and Weapons of Mass Destruction: Religious and Secular Perspectives, edited by Sohail Hashmi and Steven Lee. In addition to these works, Sagan is also finishing a collection of essays for a book tentatively entitled Inside Nuclear South Asia.

Gareth Evans has been since January 2000 President and Chief Executive of the Brussels-based International Crisis Group (Crisis Group), the independent global non-governmental organisation with nearly 140 full-time staff on five continents which works, through field-based analysis and high-level policy advocacy, to prevent and resolve deadly conflict. Born in 1944, he went to Melbourne High School, and holds first class honours degrees in Law from Melbourne University (BA, LLB (Hons)) and in Politics, Philosophy and Economics from Oxford University (MA). Evans was one of Australia's longest serving Foreign Ministers, best known internationally for his roles in developing the UN peace plan for Cambodia, bringing to a conclusion the international Chemical Weapons Convention, founding the Asia Pacific Economic Cooperation (APEC) forum and ASEAN Regional Forum (ARF), and initiating the Canberra Commission on the Elimination of Nuclear Weapons.

He was Australian Humanist of the Year in 1990, won the ANZAC Peace Prize in 1994 for his work on Cambodia, was made an Officer of the Order of Australia (AO) in 2001, and was awarded Honorary Doctorates of Laws by Melbourne University in 2002 and Carleton University in 2005. In 2000-2001 he was co-chair, with Mohamed Sahnoun, of the International Commission on Intervention and State Sovereignty (ICISS), appointed by the Government of Canada, which published its report, The Responsibility to Protect, in December 2001. He was a member of the of the UN Secretary General's High Level Panel on Threats, Challenges and Change, whose report A More Secure World: Our Shared Responsibility was published in December 2004; the Commission on Weapons of Mass Destruction sponsored by Sweden and chaired by Hans Blix which reported in June 2006;  the International Task Force on Global Public Goods, sponsored by Sweden and France and chaired by Ernesto Zedillo, which reported in September 2006, and the Independent Commission on the Role of the IAEA to 2020 and Beyond, which reported in May 2008. In June 2008 he was appointed to co-chair (with former Japanese Foreign Minister Yoriko Kawaguchi) the International Commission on Nuclear Non-Proliferation and Disarmament. He had previously served as a member of the Carnegie Commission on Preventing Deadly Conflict, co-chaired by Cyrus Vance and David Hamburg (1994-97), and is currently a member of the UN Secretary-General's Advisory Committee on Genocide. 

Michael May is Professor Emeritus (Research) in the Stanford University School of Engineering and a senior fellow with the Institute for International Studies at Stanford University. He is the former co-director of Stanford University's Center for International Security and Cooperation, having served seven years in that capacity through January 2000. May is a director emeritus of the Lawrence Livermore National Laboratory, where he worked from 1952 to 1988, with some brief periods away from the Laboratory. While there, he held a variety of research and development positions, serving as director of the Laboratory from 1965 to 1971. May was a technical adviser to the Threshold Test Ban Treaty negotiating team; a member of the U.S. delegation to the Strategic Arms Limitation Talks; and at various times has been a member of the Defense Science Board, the General Advisory Committee to the AEC, the Secretary of Energy Advisory Board, the RAND Corporation Board of Trustees, and the Committee on International Security and Arms Control of the National Academy of Sciences. He is a member of the Council on Foreign Relations and the Pacific Council on International Policy, and a Fellow of the American Physical Society and the American Association for the Advancement of Science. May received the Distinguished Public Service and Distinguished Civilian Service Medals from the Department of Defense, and the Ernest Orlando Lawrence Award from the Atomic Energy Commission, as well as other awards. His current research interests are in the area of nuclear and terrorism, energy, security and environment, and the relation of nuclear weapons and foreign policy.

He also serves as Co-Chair of the American Academy of Arts and Sciences’ Committee on International Security Studies. In 2022, Sagan was awarded Thérèse Delpech Memorial Award from the Carnegie Endowment for International Peace at their International Nuclear Policy Conference. In 2017, he received the International Studies Association’s Susan Strange Award which recognizes the scholar whose “singular intellect, assertiveness, and insight most challenge conventional wisdom and intellectual and organizational complacency" in the international studies community. Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.

His current research interests are nuclear weapons policy in the US and in other countries; nuclear terrorism; nuclear and other forms of energy and their impact on the environment, health and safety and security; the use of statistics and mathematical models in the public sphere.

May is continuing work on creating a secure future for civilian nuclear applications. In October 2007, May hosted an international workshop on how the nuclear weapon states can help rebuild the consensus underlying the Nuclear Non-Proliferation Treaty (NPT). Proceedings and a summary report are available online or by email request. May also chaired a technical working group on nuclear forensics. The final report is available online.

In April 2007, May in cooperation with former Secretary of Defense William J. Perry and Professor Ashton Carter of Harvard hosted a workshop on what would have to be done to be ready for a terrorist nuclear detonation. The report is available online at the Preventive Defense Project. A summary, titled, "The Day After: Action Following a Nuclear Blast in a U.S. City," was published fall 2007 in Washington Quarterly and is available online.

Recent work also includes a study of nuclear postures in several countries (2007 - 2009); an article on nuclear disarmament and one on tactical nuclear weapons; and a report with Kate Marvel for the American Academy of Arts and Sciences on possible game changers in the nuclear energy industry.

Long-term demand for nuclear fuel is high as demonstrated by the continued rise in activities such as uranium mining and milling, enrichment, and fuel fabrication. At a recent international conference in Beijing on nuclear energy, IAEA officials stated that the global financial crisis is unlikely to deter the increasing long-term demand for new nuclear power plants. In order to limit the proliferation risk, the IAEA suggested the concept of multinational nuclear arrangements and member countries followed up with various related proposals. A few projects at the front-end of the nuclear fuel cycle are reviewed in the context of such multinational arrangements. Policies of two uranium-producing countries, Mongolia (a new supplier) and Kazakhstan (a relatively new supplier) are compared. The development at the front end of the nuclear fuel cycle is reviewed in the context of collaboration of supplier countries and countries with strong technological capability and demand such as Russia, France, China, Japan, and India. 

Undraa Agvaanluvsan is a visiting professor at CISAC. Her research covers the technical and policy aspects of the uranium and nuclear energy industry. Mongolia, her homeland, has a large reserve of natural uranium that it wants to develop for economic and strategic purposes. Similar to other developing nations, Mongolia also is considering nuclear power to help reduce domestic pollution and meet growing demand for electricity. In this context, Agvaanluvsan is analyzing Mongolia's uranium mining and processing policies to compare this emerging industry with parallel developments in Kazakhstan and countries in southern Africa. She also is comparing Mongolia's potential role as a uranium supplier to that of Canada's and Australia's.

Agvaanluvsan received her bachelor's (1994) and master's (1995) degrees in physics from the National University of Mongolia. From 1996-97, she studied high energy physics at the International Centre for Theoretical Physics in Trieste, Italy. Agvaanluvsan earned her doctorate in 2002 from North Carolina State University in Raleigh, North Carolina, studying nuclear reactions and quantum chaos in nuclei. Following completion of her doctorate, she conducted postdoctoral research work in the Nuclear Experimental Physics group at Lawrence Livermore National Laboratory.

In addition to Agvannluvsan's scientific and policy analysis work, in 2008 she served as an adviser to Mongolia's Minister of Foreign Affairs. Agvaanluvsan also is director of the recently established Mongolian-American (MonAme) Scientific Research Center in Ulaanbaatar, which focuses on energy, the environment and mineral processing technologies. In September 2008, she helped organize MonAme's first international meeting, the "Ulaanbaatar Conference on Nuclear Physics and Applications," in Mongolia's capital.

Dr. Undraa Agvaanluvsan currently serves as the president of Mitchell Foundation for Arts and Sciences. She is also an Asia21 fellow of the Asia Society and co-chair of Mongolia chapter of the Women Corporate Directors, a global organization of women serving in public and private corporate boards. 

Dr. Undraa Agvaanluvsan is a former Member of Parliament of Mongolia and the chair of the Parliamentary subcommittee on Sustainable Development Goals. Prior to being elected as a legislator, she served as an Ambassador-at-large in charge of nuclear security issues at the Ministry of Foreign Affairs of Mongolia,  where she worked on nuclear energy and fuel cycle, uranium and rare-earth minerals policy issues. 

She is a nuclear physicist by training, obtained her PhD at North Carolina State University, USA and diploma in High Energy Physics at the International Center for Theoretical Physics, Trieste, Italy. She conducted research at Lawrence Livermore National Laboratory in California, USA and taught energy policy at International Policy Studies Program at Stanford University, where she was a Science fellow and visiting professor at Stanford's Center for International Security and Cooperation. She published more than 90 papers, conference  proceedings, and articles on neutron and proton induced nuclear reactions, nuclear level density and radiative strength function, quantum chaos and the Random Matrix Theory, including its application in electric grid network.

Martha Crenshaw is a senior fellow at CISAC and FSI and a professor of political science by courtesy. She was the Colin and Nancy Campbell Professor of Global Issues and Democratic Thought and professor of government at Wesleyan University in Middletown, Conn., from 1974 to 2007. Her current research focuses on innovation in terrorist campaigns, the distinction between "old" and "new" terrorism, why the United States is the target of terrorism, and the effectiveness of counterterrorism policies.

She has written extensively on the issue of political terrorism; her first article, "The Concept of Revolutionary Terrorism," was published in the Journal of Conflict Resolution in 1972. Her recent work includes "Terrorism, Strategies, and Grand Strategies," in Attacking Terrorism (Georgetown University Press), "Terrorism and Global Security," in Leashing the Dogs of War: Conflict Management in a Divided World (United States Institute of Peace Press), and "Explaining Suicide Terrorism: A Review Essay," in the journal Security Studies. She is also the editor of a projected volume, The Consequences of Counterterrorist Policies in Democracies, for the Russell Sage Foundation in New York.

She served on the Executive Board of Women in International Security and chaired the American Political Science Association (APSA) Task Force on Political Violence and Terrorism. She has also served on the Council of the APSA and is a former President and Councilor of the International Society of Political Psychology (ISPP). In 2004 ISPP awarded her its Nevitt Sanford Award for Distinguished Scientific Contribution and in 2005 the Jeanne Knutson award for service to the society. She serves on the editorial boards of the journals International Security, Orbis, Political Psychology, Security Studies, and Terrorism and Political Violence. She coordinated the working group on political explanations of terrorism for the 2005 Club de Madrid International Summit on Democracy, Terrorism and Security. She is a lead investigator with the National Center for the Study of Terrorism and the Response to Terrorism (START) at the University of Maryland, funded by the Department of Homeland Security. She was a Guggenheim Fellow in 2005-2006. She served on the Committee on Law and Justice and the Committee on Determining Basic Research Needs to Interrupt the Improvised Explosive Device Delivery Chain of the National Research Council of the National Academies of Science. She was a senior fellow at the National Memorial Institute for the Prevention of Terrorism in Oklahoma City for 2006-2007.

Martha Crenshaw is a senior fellow emerita at CISAC and FSI. She taught at Wesleyan University in Middletown, Connecticut, from 1974 to 2007.  She has published extensively on the subject of terrorism.  In 2011 Routledge published Explaining Terrorism, a collection of her previously published work.  A book co-authored with Gary LaFree titled Countering Terrorism was published by the Brookings Institution Press in 2017. She recently authored a report for the U.S. Institute of Peace, “Rethinking Transnational Terrorism:  An Integrated Approach”.

 

 She served on the Executive Board of Women in International Security and is a former President and Councilor of the International Society of Political Psychology (ISPP). In 2005-2006 she was a Guggenheim Fellow. She was a lead investigator with the National Consortium for the Study of Terrorism and the Response to Terrorism (START) at the University of Maryland from 2005 to 2017.  She is currently affiliated with the National Counterterrorism, Innovation, Technology, and Education (NCITE) Center, also a Center of Excellence for the Department of Homeland Security.  In 2009 the National Science Foundation/Department of Defense Minerva Initiative awarded her a grant for a research project on "mapping terrorist organizations," which is ongoing.  She has served on several committees of the National Academy of Sciences.  In 2015 she was elected a Corresponding Fellow of the British Academy.  She is the recipient of the International Studies Association International Security Studies Section Distinguished Scholar Award for 2016. Also in 2016 Ghent University awarded her an honorary doctorate.  She serves on the editorial boards of the journals International Security, Security Studies, Dynamics of Asymmetric Conflict, Orbis, and Terrorism and Political Violence.

Gregory Treverton is director of the RAND Corporation's Center for Global Risk and Security.  Earlier, he directed RAND's Intelligence Policy Center and its International Security and Defense Policy Center, and he was associate dean of the Pardee RAND Graduate School.    His recent work has examined at terrorism, intelligence and law enforcement, with a special interest in new forms of public-private partnership.  He has served in government for the first Senate Select Committee on Intelligence, handling Europe for the National Security Council and, most recently as vice chair of the National Intelligence Council, overseeing the writing of America's National Intelligence Estimates (NIEs).  He holds an A. B. summa cum laude from Princeton University and an M.P.P (Master's in Public Policy) and Ph.D. in economics and politics from Harvard.  His latest books are Intelligence for an Era of Terror, forthcoming; Reshaping National Intelligence for an Age of Information, Cambridge University Press, 2001; and New Challenges, New Tools for Defense Decisionmaking, (edited,), RAND, 2003.

Frank Foley, a 2008-09 Zukerman Fellow, is a postdoctoral student in international security at CISAC. His research concerns counterterrorist policy and operations, the reform of intelligence and police agencies and the increasing role of judicial and prosecutorial actors in the field of security. His PhD dissertation, currently under revision for publication, is a comparative analysis of British and French counterterrorist policies, which argues that western states' different institutional characteristics and norms in the field of security are shaping their responses to Islamist terrorism, leading to divergent approaches to a common problem. At CISAC, Frank is analyzing the co-ordination of counterterrorist agencies within the United States, France and Britain, drawing on organization theory to explain why some countries achieve higher levels of inter-agency co-operation than others. He has also written on European Union security policy and on terrorism and community conflict in Northern Ireland. Upcoming projects include a review of the terrorism and counterterrorism literature for the International Studies Association's Compendium Project and an analysis of the forces shaping international co-operation on counterterrorism at both the diplomatic and operational levels.

Frank received his PhD from the Department of Political and Social Sciences at the European University Institute in Florence, Italy, and is a graduate of the University of Cambridge (MPhil) and University College Cork (BA, MA). He worked as a journalist in Brussels and as a researcher in Northern Ireland between 2001 and 2004.

Gabrielle Hecht is Associate Professor of History at the University of Michigan.  Her first book, The Radiance of France:  Nuclear Power and National Identity after World War II (MIT 1998), won awards from the American Historical Association and the Society for the History of Technology.  The French translation appeared with La Découverte in 2004, and MIT will publish a new English-language edition in 2009.  Her current project, entitled Uranium from Africa and the Power of Nuclear Things, draws on archival and field work conducted in Africa, Europe, and North America.  Focusing especially on Gabon, Madagascar, South Africa, Namibia, and Niger, this project examines uranium mining in these places and the flow of uranium from these places. It argues that the view from Africa transforms our understanding of the "nuclear" as a political, technological, and occupational category, as well as our perspective on the transnational power of nuclear things. 

Alexander Montgomery, a visiting assistant professor in 2008-09, was a postdoctoral fellow at CISAC in 2005-2006 and is an assistant professor of political science at Reed College. He has published articles on dismantling proliferation networks and on the effects of social networks of international organizations on interstate conflict. His research interests include political organizations, social networks, weapons of mass disruption and destruction, social studies of technology, and interstate social relations. His current book project is on post-Cold War U.S. counterproliferation policy, evaluating the efficacy of policies towards North Korea, Iran, and proliferation networks.

He has been a joint International Security Program/Managing the Atom Project Research Fellow at the Belfer Center for Science and International Affairs in the Kennedy School of Government at Harvard University. He has also worked as a research associate in high energy physics on the BaBar experiment at Lawrence Berkeley National Laboratory and as a graduate research assistant at the Center for International Security Affairs at Los Alamos National Laboratory. He has a BA in physics from the University of Chicago, an MA in energy and resources from the University of California, Berkeley, and an MA in sociology and a PhD in political science from Stanford University.

Joshua Lederberg, PhD, winner of the 1958 Nobel Prize for his discovery of how bacteria transfer genes, died Feb. 2 of pneumonia. He was 82.

Months after winning the Nobel Prize, Lederberg arrived at the Stanford University School of Medicine to become the chair of genetics in 1959, after leaving his post at the University of Wisconsin. He led Stanford’s genetics department at a time when the medical school earned a reputation for research, until he left in 1978 to become president of The Rockefeller University in New York until 1990.

Lederberg shared the Nobel Prize in Physiology or Medicine with Edward Tatum and George Beadle. His portion of the prize came from his discovery that bacteria transfer genetic information, overturning the prevailing thought that bacteria weren’t able to swap DNA. Lederberg found that bacteria exchange loops of DNA called plasmids that allow bacteria to pick up new genes, and thereby adapt to new environments. The process Lederberg discovered has become a standard way for researchers to transfer genetic information between bacteria in the lab, and changed how researchers thought about infectious disease. It also laid the foundation for modern molecular biology, genetic engineering and biotechnology.

“Dr. Josh Lederberg was one of the greatest scientists of the 20th century with staggering achievements from virology and microbiology to genetics and planetary exploration,” said Philip Pizzo, MD, dean of the Stanford School of Medicine. “He was not only a world-renowned scientist but also an advocate on science and public policy. His impact on Stanford can be felt to this day and will surely continue long into the future.”

Lederberg was only 33 when he came to Stanford, but he already had a long research career that began in high school.

His father was a rabbi, and when Lederberg was a teen he promised to aid humanity through science rather than faith. He began doing independent research at the science-focused Stuyvesant High School, then continued that research as an undergraduate student at Columbia College. After starting medical school at Columbia University’s College of Physicians and Surgeons he left after two years to pursue a PhD at Yale, working with Tatum and Beadle on studies that led to their shared Nobel.

The year Lederberg arrived to head Stanford’s genetics department was a pivotal one in the medical school’s history. The school was in the process of moving from San Francisco to join the Stanford campus in Palo Alto. During that same time period Arthur Kornberg, PhD, who went on to win the 1959 Nobel Prize in Biochemistry, arrived to found Stanford’s biochemistry department. The departments led by Kornberg and Lederberg helped establish the medical school as a leader in biomedical research.

One of Lederberg’s first recruits to the new department was Leonard Herzenberg, PhD, emeritus professor of genetics, who went on to develop the fluorescence-activated cell sorting machine that opened up new areas of biological research. Herzenberg said Lederberg was supportive of his work without being dominating. “Josh was important for my life and for my career and made possible the development of the FACS,” he said.

Richard Myers, PhD, professor and the current chair of Stanford’s genetics department, called Lederberg a visionary. He said Lederberg recognized the importance of human genetics in a time when few people worked in that field. “That’s how Stanford became well-known in human and population genetics early on before it was really popular,” Myers said.

In addition to his scientific skills, Myers said he respected Lederberg for his diverse interests and generous personality. “He was extremely warm and interesting,” he said.

Throughout his career Lederberg had interests that strayed far from the laboratory bench. The launch of Sputnik in 1957 led Lederberg toward an interest in astronomy that lasted 20 years. His concern about the risk of spacecraft returning to Earth with contaminants from space resulted in a quarantine for space travel that remains in effect today. He went on to design experiments intended to detect the presence of life on Mars, resulting in the Mars Viking lander.

Early on, Lederberg recognized genetics as an information science and became increasingly aware of the value of computers. He formed collaborations with researchers at Stanford to create DENDRAL, a prototype artificial intelligence program for analyzing mass-spectrometric data of molecular structures, which led to further programs for disease diagnosis and management.

These wide-ranging interests were a hallmark of Lederberg’s intellect, according to Paul Berg, PhD, emeritus professor of biochemistry and Nobel Prize winner. “What was extraordinary is that he was at home in so many areas,” Berg said. “He made one of the really major discoveries that paved the way for modern genetics, but then he ventured into areas that were entirely different.”

Lederberg stayed true to his teenage promise to aid mankind. Concerned about the public’s awareness of science, he wrote a weekly science column in the Washington Post from 1966-71. Among the topics he addressed were infectious disease outbreaks and biological weapons, both of which were interests that he also pursued through his academic work. He served on national committees for biological weapons and became a national arms control advisor. These interests also led to collaborations with Stanford political scientists and physicists, which eventually resulted in the creation of an undergraduate curriculum in national security and arms control.

Lederberg left Stanford in 1978 to become president of The Rockefeller University. While there, he continued his research and, despite retirement in 1990, continued to work internationally to prevent the use of biological weapons, also serving on the executive committee and as a consulting professor at Stanford’s Center for International Security and Cooperation (CISAC).

Over the course of his life, Lederberg was elected to the National Academy of Sciences, the Institute of Medicine, received the Presidential Medal of Freedom and the National Medal of Science, was named an honorary life member of the New York Academy of Sciences, was awarded Foreign Membership of the Royal Society of London and holds the title of Commandeur, L’ordre des arts et des lettres in France.

Lederberg is survived by his wife Marguerite Stein Lederberg, PhD, his son David Kirsch and his daughter Anne Lederberg, and two grandchildren. Funeral services were held Feb. 5.

Steven E. Koonin, chief scientist for BP in London, gave an address titled "Energy, Environment, Security: Can We Have It All?" at 4 p.m. Monday, Feb. 4, in the Frances C. Arrillaga Alumni Center.

The talk, free and open to the public, was this year's Drell Lecture, hosted by Stanford's Center for International Security and Cooperation in the Freeman Spogli Institute for International Studies.

In 2004, Koonin joined BP, one of the world's largest energy companies, as group chief scientist. He is responsible for the company's long-range technology plans and activities, particularly those "beyond petroleum." His purview also includes BP's major university research programs around the world, and he provides technical advice to BP's senior executives.

The annual Drell Lecture, named for CISAC co-founder Sidney Drell, professor emeritus at the Stanford Linear Accelerator Center, and endowed by Albert and Cicely Wheelon, traditionally addresses a current, critical national or international security issue with important scientific or technical dimensions. Previous Drell lecturers have included New York Times correspondent Thom Shanker; the Rev. J. Bryan Hehir, a Harvard professor; Mohamed ElBaradei, director-general of the International Atomic Energy Agency; physician Margaret Hamburg; astronaut and Stanford alumna Sally Ride; and physicist Freeman Dyson.
