Belarusian strongman Alexander Lukashenko’s role in ending the June 24 military mutiny in Russia undoubtedly scored him points with Russian President Vladimir Putin. Still, Lukashenko should worry about another aspect of his closeness to Putin and Russia.

Russian foreign policy expert Sergey Karaganov recently called, in essence, for Russia to launch a nuclear war against the West. Fortunately, it appears more sober minds prevail in Moscow. However, should Karaganov’s idea gain traction in the Kremlin, Lukashenko should understand that he has made Belarus a prime nuclear target. 

Karaganov, honorary chair of a Moscow think tank, wrote in mid-June that Russia needed to lower the threshold for use of nuclear weapons in order to break Western support for Ukraine. If the West did not back down, Karaganov opined that “we will have to hit [with nuclear weapons] a group of targets in a number of countries,” adding that, if Russia did not use “God’s weapon” for this, “not only may Russia perish, but most likely the whole of human civilization will end.”

Serious-minded analysts in Moscow quickly took issue with Karaganov’s argument. Asked about the possible use of tactical nuclear weapons as suggested by Karaganov, Putin said “I reject this. … First, we see no need to use it [a tactical nuclear strike]; and second, considering this, even as a possibility, factors into lowering the threshold for the use of such weapons.”

Over the past sixteen months since launching its massive invasion of Ukraine, the Kremlin has rattled the nuclear saber. But the Russian leadership appears to understand that actually using nuclear weapons would not change attitudes in Ukraine, which already regards this war as existential, and would lead to a harsh Western response. Moreover, such threats do not go down well with audiences that matter to Moscow, including in Beijing and New Delhi.

Nevertheless, on March 25, Putin announced that Russia would place tactical nuclear weapons in Belarus. They will remain under Russian control but could be turned over for use by the Belarusian military. On June 16, Putin noted that the first tactical warheads had arrived in Belarus, with deployment of the rest to be completed by the end of the year.

Given the large number of Russian tactical nuclear arms and their possible deployment in the Kaliningrad exclave, nuclear weapons in Belarus do not materially increase the threat to Ukraine or NATO. While NATO might not like it, it has a weak basis for criticizing Russia, as the United States maintains nuclear arms on the territory of NATO members for their possible use.

This new development should worry Lukashenko. His agreement to host Russian nuclear arms makes his country a more likely target were a conflict to erupt between NATO and Russia.

And he already had grounds for serious concern.

NATO policy during much of the Cold War envisaged the use of nuclear weapons, either in response to first use by the Soviet military or deliberate escalation if NATO defenses failed at the conventional level. That posed a question: which targets in what countries to strike? Some allies favored nuclear strikes against targets in the Soviet Union. Others thought that too provocative and escalatory and argued instead for striking non-Soviet Warsaw Pact allies — East Germany, Poland, Czechoslovakia, Hungary, and Bulgaria. Happily, NATO and the Soviet Union never ran the experiment.

If Russia were to use nuclear weapons now, a contemporary version of that debate within NATO could turn out badly for Minsk. All the former non-Soviet Warsaw Pact countries have joined NATO, and NATO members presumably would not favor nuclear attacks on their own territory. If the Russian military conducted a nuclear strike against NATO, the Kremlin certainly could not rule out the possibility of a NATO nuclear retaliatory strike against Russia itself, and that would weigh heavily on any Russian decision to use nuclear weapons in the first place. However, if striking Russian territory were deemed too incendiary, Lukashenko has offered up Belarus.

A war game in which I took part several years ago centered on a Russian invasion of the Baltic states. The Russian military used a single tactical nuclear weapon against U.S. Navy ships ferrying Marines across the Baltic Sea to help defend Latvia. The game participants favoring a nuclear response ruled out striking a target in Russia (too escalatory) and instead opted for a retaliatory nuclear attack on a Russian army brigade in — you guessed it — Belarus.

A Washington think tank organized that game. However, senior administration officials during the Obama administration in another war game came to a similar conclusion. In their game, Russia used a couple of tactical nuclear weapons. The players concluded there had to be a nuclear response, but striking Russia itself could be too provocative, so they used nuclear weapons against two military targets in Belarus.

This should be sobering for Lukashenko, who should pray that Karaganov’s bizarre idea has no real influence in Moscow. Lukashenko has quite likely ensured that, should Russia use tactical nuclear weapons, retaliatory ground zeros will be located in Belarus.

From June 23 to 25, the world watched as Yevgeny Prigozhin, head of the private militia Wagner Group, ordered his fighters to  seize the military headquarters in the Russian city of Rostov-on-Don, demanded the resignation of Defense Minister Sergei Shoigu and Chief of General Staff Valeriy Gerasimov, and advanced his forces toward  Moscow.

The rebellion posed the most significant threat to President Vladimir Putin’s power in his 23-year tenure as Russia’s leader. While the mutiny was abruptly called off following a deal brokered by Belarusian president Aleksandr Lukashenko, the effects continue to reverberate throughout Russia, Eastern Europe, and beyond.

Much is still unknown about the mutiny, Prigozhin’s exile in Belarus, and internal disputes within the Kremlin. But long-time Putin watchers and Russia experts agree that the events of the weekend have significantly weakened Putin’s image as an authoritarian strongman and sole commander of Russia.  

Below, scholars from the Freeman Spogli Institute for International Studies offer their analysis of how the mutiny may impact Russia, Putin’s power, and the war in Ukraine.



Ongoing Problems for Putin

Kathryn Stoner

Writing in Journal of Democracy, Kathryn Stoner, the Mosbacher DIrector of the Center on Democracy, Development, and the Rule of Law, explains how the rebellion is both a symptom and cause of Putin’s instability as a leader:

“Putin’s rule relies on individual loyalties rather than institutionalized, transparent chains of command and responsibility. This allows him to retain unrivaled control over a hierarchy of patron-client relationships and to change policies quickly before any real internal elite opposition can coalesce. But the result of such a system is that it operates at the mercy of shifting loyalties and is therefore inherently fragile. The Prigozhin rebellion, therefore, is a symptom of this latent instability within Putinism.”

Stoner, who has written previously about the conditions that lead to regime changes in autocracies, offered her insights in The Atlantic on how Putin might try to recoup from the embarrassment caused by the rebellion:  

“What does all of this tell us about what might now be going on in Russia and how Putin might pursue the war in Ukraine going forward? While to us Putin may look weak and ineffective, he will undoubtedly use his control over the Russian media to pin the rebellion on Ukraine, NATO, and Russia’s other enemies. He may even take credit for avoiding mass casualties in a civil war by making a deal with Prigozhin. Spinning the story as best he can, Putin himself will survive, although his carefully crafted myth of competence will be damaged. Over time, this might erode elite confidence, although it is unlikely to result in an open coup attempt anytime soon.”

Stoner believes that there is “much still to learn about all that has transpired,” but that one thing is certain: Putin’s ill-considered war in Ukraine has weakened his grip on Russia.

“Although this is not the end of the war or of Putin,” she says, “the Wagner rebellion might yet prove the beginning of the end of both.”

Impacts on Russia, Ukraine, and Beyond

Michael McFaul

The implications of the 72-hour mutiny will last much longer and extend much further beyond Rostov and Moscow, says FSI Director and former U.S. ambassador to Russia Michael McFaul.

Speaking with Madeline Brand of KRCW, McFaul outlined the difficult situation Putin now finds himself in.

“This whole series of events has made Putin look a lot weaker than he looked three or four days ago. The very fact that the Wagner group exists is a sign of weakness. Putin needs them because he couldn’t rely on his armed forces.”

Elaborating further on Putin’s dilemma, McFaul says:

“As those mercenaries were getting closer to Moscow, Putin went on TV and sounded very macho, calling Prigozhin’s men traitors and promising to crush them, but then four hours later, he capitulates and starts to negotiate. And now he’s given another speech where it sounds like he’s pleading with these mercenaries to lay down their weapons and join the Russian forces. That clearly shows he hasn’t resolved this Wagner crisis yet.”

McFaul predicts that Putin’s remaining partners are also taking note of his fumbled reaction to the rebellion.

“​​If you’re Xi Jinping watching this, the big bet you made on Putin as a partner in opposing the West is looking really problematic right now.”

What Chinese officials fear most, McFaul explained to MSNBC’s Jonathn Capehart, is instability and dissolution, both internally and amongst their neighbors. Historically, the collapse of the Soviet Union was a catastrophic event for Chinese Communist Party officials, and a lesson the current leadership is loath to repeat.

McFaul asserts that, “The longer Putin’s war in Ukraine goes, the more probable it becomes that Russia becomes more unstable. The longer this war goes on, the more likely it is we could see something like this play out over and over again. So I would hope that Xi Jinping understands that putting pressure on Putin to end the war in Ukraine is the best way to prevent chaos on China's borders.”

There are also important lessons the United States and its allies need to consider when evaluating the kind of support they are willing to give Ukraine as the war wears on.

“Putin capitulated very fast, and I think that says a lot about how he’s going to fight in Ukraine and whether he needs an ‘off ramp’ like we’ve been saying. We’ve heard all of these arguments that if he’s backed into a corner he’ll never negotiate. Well, this weekend Putin was in a corner, and he didn't double down. He didn't escalate. He negotiated,” McFaul observes.

Continuing this thought on his Substack, McFaul emphasized that, “The lesson for the war in Ukraine is clear. Putin is more likely to negotiate and end his war if he is losing on the battlefield, not when there is a stalemate. Those who have argued that Ukraine must not attack Crimea for fear of triggering escalation must now reevaluate that hypothesis. The sooner Putin fears he is losing the war, the faster he will negotiate.”

Or, as McFaul writes in Journal on Democracy, “Anything that weakens Putin is good for Ukraine. It is as simple as that.”

Fallout on Nuclear Security and Norms

Throughout the full-scale invasion of Ukraine, there have been concerns about nuclear sabre rattling by Putin and Kremlin-backed propagandists. Writing in the Financial Times, Rose Gottemoeller, the Steven C. Házy Lecturer at CISAC and former Deputy Secretary of NATO offered this insight:

“The fixation with nuclear apocalypse seems to be the symptom of a wider anxiety that the west is bent on Russian dismemberment because of its aspirations in Ukraine. The Kremlin argues that it only wanted to resume its ancestral right to a Slavic heartland, but that the U.S. and NATO are seeking as punishment Russia’s full and complete destruction as a nation state.”

Gottemoeller has been quick to condemn Putin’s casual threats of nuclear use and clear in her recommendations to the U.S. administration and its allies to find constructive ways to keep nuclear arms talks open despite the war in Ukraine and setbacks like Russia’s suspension of its participation in the New START Treaty.

The Wagner takeover of Rostov-on-Don adds a new layer to the security concerns surrounding Russia’s nuclear posture. Looking at the evolution of Putin’s nuclear rhetoric over the last 18 months, Gottemoeller writes:

“Putin embraced nuclear weapons to keep the United States and its NATO allies off his back and out of his way as he pursued his adventure in Ukraine. It did not work out that way. The United States and NATO were not ready to fight inside Ukraine, but they were willing to do everything else to support Kyiv’s cause — economic, political, security and military assistance to ensure Russia’s defeat. Nuclear weapons failed Putin as a guarantee against external meddling.”

Turning to the events of the last week, Gottemoeller continues:

“We learned on June 24 that they are no help to him internally, either. He could not brandish nuclear weapons in the face of the Wagner Group uprising . . . Nuclear weapons are not the authoritarian’s silver bullet when his power is strained to the breaking point — far from it. In fact, they represent a consummate threat to national and global security if they should fall into the wrong hands in the course of domestic unrest.”

In light of Prigozhin’s mutiny, she urges global leaders to “focus on the problem, stop loose nuclear talk, and put new measures in place to protect, control and account for nuclear weapons and the fissile material that go into them.”

The Unknown Unknowns of the Settlement

Major questions remain about the deal struck between Putin, Prigozhin, and Lukashenko. While Lukashenko has confirmed that the Wagner boss is now in Belarusian territory, it is unclear — and many feel, unlikely — that he will stay there in quiet retirement. 

Weighing in on Twitter, Steven Pifer, an affiliate at the Center for International Cooperation and Security and The Europe Center, and a former U.S. Ambassador to Ukraine, acknowledged, “We likely do not know all carrots and/or sticks that were in play to lead to Prigozhin’s decision to end his mutiny . . . Something does not add up.”

Following up in Politico, Pifer added:

“The ‘settlement’ supposedly brokered by President Alexander Lukashenko of Belarus leaves Putin, who was invisible during the day except for a short morning TV broadcast, as damaged goods. It provided the impression that all was forgiven, likely because the Russian president feared the prospect of Prigozhin’s troops parading in Moscow — even if they lacked the numbers to take control of the capital. It is harder to understand Prigozhin. His demands went unmet, yet he ordered his troops back to garrison, accepted that they might join the Russian army that he detests, and meekly set off for Belarus. There clearly is more behind this ‘settlement’ than we understand.”

In a May 5 interview with the Associated Press, Belarus dictator Alyaksandr Lukashenka expressed concern that the ongoing Russo-Ukrainian War could see the use of nuclear weapons. Lukashenka called such use “unacceptable because it’s right next to us.”  He has good reason for concern.

Russia launched its invasion of Ukraine on February 24. With the war now in its eleventh week, the Russian military has failed abysmally in what appear to have been its original objectives of taking Kyiv, deposing the government, and occupying the eastern half of Ukraine. The Russian army is now struggling against fierce Ukrainian resistance to attain a down-sized goal of securing the Donbas region in Ukraine’s east while holding on to gains in the south of the country.

Lukashenko was no innocent bystander in this war. On the contrary, he allowed Russian troops to enter Belarus, from which they launched their aborted assault on Kyiv. Belarus has also served as a platform for hundreds of Russian airstrikes against Ukrainian targets.

As for the Belarusian autocrat’s concern, the only threats of nuclear use since the war began have come from his ally, Vladimir Putin, and other senior figures in Moscow. On February 27, for no apparent reason, Putin announced that Russia’s nuclear forces had been placed on “special combat readiness.” On April 25, Russian Foreign Minister Sergey Lavrov said the nuclear threat should not be underestimated.

Meanwhile, on one of Russia’s flagship television shows, leading propagandist Dmitry Kiselyov gleefully depicted a Russian nuclear weapon devastating the United Kingdom. This was one of several recent references by Kremlin TV pundits to Russia’s nuclear arms and the use of nuclear weapons. It is worth noting that none of these pundits has addressed what would happen to Russia when the inevitable retaliation arrived.

Despite the worrisome words from Moscow, the Pentagon has said that it currently sees no change in Russia’s nuclear posture.

So far, senior Russian military leaders have remained largely silent on the nuclear issue. Perhaps they understand better than Putin, Lavrov and Kiselyov that Russia’s introduction of nuclear weapons into the current war with Ukraine would open a Pandora’s Box full of unpredictable, nasty and potentially catastrophic consequences, including for Russia.

Lukashenka cannot comfortably distance himself from the nuclear issue. He is heavily dependent on Moscow’s support and recently oversaw a contrived referendum to approve a new Belarusian Constitution which permits nuclear weapons, presumably Russian, to be deployed in Belarus. Putin and Lavrov’s irresponsible attempts at nuclear intimidation should therefore worry Lukashenka, who also recently professed to be troubled that the war in Ukraine had “dragged on” longer than expected.

During much of the Cold War, NATO faced off against the Soviet Union and Warsaw Pact countries. Both sides arrayed against one another large conventional forces backed by nuclear weapons. NATO periodically war-gamed how a conflict with Soviet and Warsaw Pact forces would play out. These war games were sometimes designed with a nuclear element in order to give players a feel for the kind of consultations that would have to occur in the event of a nuclear war.

In those war games, if NATO decided to go nuclear, several questions arose. Perhaps the most important question was the choice of target for a nuclear strike. NATO of course did not want to target its own territory, but targeting Soviet territory could prove too escalatory. One other option presented itself: a strike against Soviet forces and other targets in the non-Soviet Warsaw Pact countries.

Fast forward to 2022. If the Kremlin were now to make the extremely reckless decision to use a nuclear weapon and NATO deemed a response necessary, the alliance would have a variety of options. One would be an overwhelming conventional counter-attack.

However, if the alliance considered a nuclear response, similar thinking as during the Cold War would likely apply. NATO would not want to target a nuclear weapon on NATO territory and might regard immediately striking Russian territory as too escalatory. As the victim of Russia’s invasion and a recipient of strong political support and major military assistance from NATO members, Ukraine would also be ruled out. This would leave Belarus. And Lukashenka has allowed the Russians to deploy plenty of possible military targets on his country’s territory.

Russia will hopefully not be foolish enough to use a nuclear weapon. However, the Belarusian autocrat might want to think about the potential implications for his own country. If the war drags on and the Kremlin, which has already made a series of miscalculations, were to make another regarding nuclear use, Lukashenka could well find that he has dragged Belarus into far more than he bargained for.

Rose Gottemoeller is the William J. Perry Lecturer at Stanford University's Freeman Spogli Institute for International Studies and Research Fellow at the Hoover Institute.

Before joining Stanford Gottemoeller was the Deputy Secretary General of NATO from 2016 to 2019, where she helped to drive forward NATO’s adaptation to new security challenges in Europe and in the fight against terrorism.  Prior to NATO, she served for nearly five years as the Under Secretary for Arms Control and International Security at the U.S. Department of State, advising the Secretary of State on arms control, nonproliferation and political-military affairs. While Assistant Secretary of State for Arms Control, Verification and Compliance in 2009 and 2010, she was the chief U.S. negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation.

Prior to her government service, she was a senior associate with the Carnegie Endowment for International Peace, with joint appointments to the Nonproliferation and Russia programs. She served as the Director of the Carnegie Moscow Center from 2006 to 2008, and is currently a nonresident fellow in Carnegie's Nuclear Policy Program.  

At Stanford, Gottemoeller teaches and mentors students in the Ford Dorsey Master’s in International Policy program and the CISAC Honors program; contributes to policy research and outreach activities; and convenes workshops, seminars and other events relating to her areas of expertise, including nuclear security, Russian relations, the NATO alliance, EU cooperation and non-proliferation.

Steven Pifer is an affiliate of the Center for International Security and Cooperation as well as a non-resident senior fellow with the Brookings Institution.  He was a William J. Perry Fellow at the center from 2018-2022 and a fellow at the Robert Bosch Academy in Berlin from January-May 2021.

Pifer’s research focuses on nuclear arms control, Ukraine, Russia and European security. He has offered commentary on these issues on National Public Radio, PBS NewsHour, CNN and BBC, and his articles have been published in a wide variety of outlets.  He is the author of The Eagle and the Trident: U.S.-Ukraine Relations in Turbulent Times (Brookings Institution Press, 2017), and co-author of The Opportunity: Next Steps in Reducing Nuclear Arms (Brookings Institution Press, 2012).

A retired Foreign Service officer, Pifer’s more than 25 years with the State Department focused on U.S. relations with the former Soviet Union and Europe, as well as arms control and security issues.  He served as deputy assistant secretary of state in the Bureau of European and Eurasian Affairs with responsibilities for Russia and Ukraine, ambassador to Ukraine, and special assistant to the president and senior director for Russia, Ukraine and Eurasia on the National Security Council.  In addition to Ukraine, he served at the U.S. embassies in Warsaw, Moscow and London as well as with the U.S. delegation to the negotiation on intermediate-range nuclear forces in Geneva.  From 2000 to 2001, he was a visiting scholar at Stanford’s Institute for International Studies, and he was a resident scholar at the Brookings Institution from 2008 to 2017.

Pifer is a 1976 graduate of Stanford University with a bachelor’s in economics.

On August 9, 2020 citizens in the Republic of Belarus went to the polls to vote for their next president. The incumbent was Alexander Lukashenko, a 67-year-old military officer who has kept an iron grip on the presidency for the entire 26 years Bealrus has held elections. But the challenger was an unexpected, new face. Sviatlana Tsikhanouskaya is a 38-year-old English teacher, mother and pro-democracy activist who stepped into a campaign following her husband's arrest and imprisonment in May 2020 for political dissension. In four short months, she galvanized the nation with a message of democracy, freedom and fair elections that reached across opposition factions and gained enough momentum to become a serious contender for the presidency.

On election day, projections estimated an initial win for Tsikhanouskaya at 60%. But when the country's Central Elections Commission announced the election results, Lukashenko carried 80% of the vote, and Tsikhanouskaya a mere 10%. Given the long history of election engineering in Belarus, the results were expected. But what happened next was not. Outraged by the fraud, Tsikhanouskaya's supporters poured into city centers in Brest and Minsk by the tens of thousands, instigating the largest public protests in the history of post-Soviet Belarus. Caught off-guard, the regime hit back with a ruthless wave of violence and political imprisonments, prompting the European Union, NATO and other countries to impose sanctions and condemn Lukashenko as an illegitimate leader.

While Tsikhanouskaya's presidential campaign ended last August, her role as a democratic leader in Eastern Europe has not. In the year since the election, she has traveled the globe to meet with lawmakers, policy experts and heads of state to speak out against the ongoing repression of Lukashenko's regime and advocate for support of Belarus by the international community. The Freeman Spogli Institute for International Studies (FSI) was honored to host Tsikhanouskaya and her delegation at Stanford for a roundtable discussion on the challenges that lay ahead in preparing Belarus for a democratic transition. Director Michael McFaul hosted the discussion, which brought together scholars from across FSI, the Hoover Institute and the Belarusian expatriate community. The full recording is below.

Rather than holding a typical press conference, Tsikhanouskaya's visit at FSI gave members of the Belarusian delegation an opportunity to engage in back-and-forth dialogue with an interdisciplinary panel of experts on governance, history and policy. Tsikhanouskaya and her senior advisors shared their perspectives on the challenges they are facing to build and maintain pro-democracy efforts, while Stanford scholars offered insights from their extensive research and scholarship.

Presidents, Protests and Precedent in Belarus


As leader of the delegation, Sviatlana Tsikhanouskaya gave an overview of the brutality of Lukashenko's regime and the lawlessness that has enveloped the country. But she also reaffirmed the commitment of everyday Belarusians to defending their independence and continuing the work of building new systems to push back against the dictatorship, and encouraged the support of the international democratic community.

"Belarusians are doing their homework. But we also understand that we need the assistance and help of other democratic countries," said Tsikhanouskaya. "That support is vital, because our struggle relates not just to Belarusians, but to all countries who share these common values."

Speaking to the work that Belarusians have already undertaken, Franak Viačorka, a senior advisor to Sviatlana Tsikhanouskaya, described how citizens are creating new means of protesting and organizing. Though they learned some tactics from recent protests in Hong Kong and classic theories by political scientists like Gene Sharp, organizers in Belarus quickly realized that they needed to innovate in order to keep ahead of Lukashenko's crack-downs. Today the opposition is a tech-driven movement that spreads awareness and support quickly through digital spaces and underground channels while avoiding large in-person gatherings that attract government brutality.

By Tanya Bayeva's assessment, these methods of organizing have been effective in capturing widespread support amongst people. A member of the Belarusian diaspora, Bayeva described the sense of empowerment she felt in coming together in a common cause with like-minded people.

"By coming out like this, people have started realizing that it is up to us, the people, and our individual willpower to make a difference," said Bayeva. "We are realizing that the king has no clothes, and that working together we can forward the process of democratization."

But there is still plenty of work ahead. In order to facilitate a more peaceful future transition to a democratic system, there will need to be frameworks in place to bridge the divide between old systems and new. Valery Kavaleuski, the representative on foreign affairs in Sviatlana Tsikhanouskaya's delegation, is focusing extensively on these issues, such as reconciliation processes and plans for future investments between Belarus and the European Union.

"These are political moves that reinforce hope among Belarusians and tells that that they are not alone and that when the change comes, they will have friends by their side to overcome the challenges of the transition period," said Kavaleuski.

Advice from Stanford Scholars: Focus on Processes and People


Responding to the Belarusian delegation's questions and comments, the faculty from FSI and the broader Stanford community offered insights and considerations from a variety of perspectives and disciplines on 'next steps' for the pro-democracy movement.

Francis Fukuyama, the Olivier Nomellini Senior Fellow at FSI and Mosbacher Director at the Center on Democracy, Development and the Rule of Law (CDDRL), cautioned against the impulse to immediately take down the state and bureaucratic systems of the existing regime. While dismantling the mechanisms from the old state may feel emotionally satisfying, examples from history such as post-Nazi Germany and post-invasion Iraq illustrate the crippling effect on efficiency, functionality and the ability of the new order to govern in a vacuum of bureaucratic expertise.

FSI's Deputy Director, Kathryn Stoner, gave similar advice in regard to drafting and implementing a new constitution and conventions.

"People care to a great degree [about a new constitution], but not to months and months of debate and politicians yelling at one another. People can't eat constitutions," said Stoner. "You have to demonstrate that your system is going to be better than what was. When things have not gone well in transitioning countries, it's been because people don't see concrete change. So have a constitutional convention, but make it fast."

Amr Hamzawy, a senior research scholar for the Middle East Initiative at the Center for Democracy, Development and the Rule of Law, also pointed to the importance of engaging the public and building alliances within both the old and new political systems. Based on his observations of the failed Egyptian and Tunisian efforts at democratic transition, he cautioned against discussions of impunity, arguing that while politically and morally symbolic, this practice often backfires and alienates important factions of the state apparatus which are vital for the function and success of a new government.

Hamzawy similarly encouraged carefully blending nationalism and populism to keep divisions within the public sector in check. Imbuing such narratives with pro-democracy rhetoric, he believes, can create a powerful tool for unifying the population around the new government and emerging national identity.  

The advice from the Europe Center's director, Anna Grzymala-Busse, succinctly brought together many of the points made by the faculty panel: "No post-transitional government can achieve all the promises they've made right away," said Grzymala-Busse. "So make the transition about processes rather than specific outcomes, about ensuring the losers are heard along with the winners, and about making sure all people can participate."

From 2001 to 2004, I was the senior American official to visit Belarus. The United States and European Union were thoroughly dissatisfied with President Alyaksandr Lukashenka’s authoritarianism, and US policy mandated that no official higher than a deputy assistant secretary travel to Minsk. EU officials and EU member states observed comparable restrictions.

Washington had no particular geopolitical interest in Belarus, and trade was minimal. During my first visit in February 2002, the primary objective was to persuade the Belarusian government to ease up on repression, respect human rights, and allow a bit more political space. We presented Belarusian officials two lists. List A enumerated actions the US government wanted Belarus to take; List B laid out steps that Washington could take to improve bilateral relations. We told our counterparts that if they indicated what things from List A they would do to improve human rights and the political atmosphere, we would tell them what actions from List B the United States would take in response.

The Belarusians gave us nothing.

My second visit to Minsk came in March 2004 on a joint US-EU mission to encourage the Belarusian government to improve its human rights record. My EU colleagues and I presented a coordinated position. We noted our readiness to improve relations, including taking steps sought by Belarusian officials, provided that the government ease domestic repression. Once again, the Belarusians gave us nothing to work with.

I then traveled on from Minsk to Moscow for consultations and raised Belarus with a Russian deputy foreign minister. I noted that the United States and Russia had competing geopolitical interests regarding Ukraine, but that this was not the case with regard to Belarus. There was no push in Minsk to join the European Union, and zero Belarusian interest in NATO. Neither Washington nor the European Union clamored to pull Belarus closer. The primary Western aim was to get Lukashenka to ease up on the repression. Was this an issue on which the United States, Europe, and Russia could work together?

My Russian interlocutor listened politely, but his body language answered all too clearly. The domestic political situation in Belarus did not trouble him. And, in any case, if something needed to be done there, Russia would handle it on its own.

That Moscow meeting has come to mind once again in recent weeks as Belarusians have protested against a sham election. They are protesting in a way they have not protested in the nearly three decades since Belarus became an independent state. While Lukashenka, who has held power for 26 years, rails against Western interference, Western criticism focuses on democratic norms and a stolen election. There is no burning desire to pull Belarus into the West. Both the European Union and NATO have more than enough on their plates.

Likewise, the protests in Belarus are about democracy, not about a Westward geopolitical course. Presidential candidate Sviatlana Tsikhanouskaya, who according to credible exit polls won the August 9 presidential ballot, has said: “[The protest movement] is neither a pro-Russian nor an anti-Russian revolution. It is neither an anti-European Union nor a pro-European Union revolution. It is a democratic revolution.”

The absence of a geopolitical component to the current protests is perhaps not surprising. Indeed, it is worth underlining that of all the states to emerge from the wreckage of the Soviet Union in 1991, Belarus seemed the least certain about what to do with independence and the most interested in maintaining close relations with Russia.

As in 2004, Moscow presumably has no desire to coordinate with the West on how to handle the crisis that Lukashenka’s inept leadership and stolen election have caused. In going it alone, the Kremlin faces a choice. Does it choose to back Lukashenka or an increasingly restive population?

The Russian government could choose to side with the Belarusian people. They could help ease the authoritarian president out of office and into a pleasant retirement in a dacha near Moscow, perhaps with former Ukrainian president Viktor Yanukovych living next door. In that case, Russia would likely gain a stable Belarus as a neighbor, with a population still – or perhaps even more – favorably disposed toward Russia and Russians.

There is an obvious drawback to this approach. The emergence of another pluralistic political system on Russia’s western border could give rise to greater questions from the Russian public as to why they cannot enjoy similar rights.

Backing Lukashenka would enable Russia to avoid such questions, but it could entail something significantly worse. A violent and prolonged crackdown supported by the Kremlin would lead to an increasingly radicalized Belarusian population that views Russia as thwarting its desire for a greater political voice. To Moscow’s disadvantage, this might bring geopolitical factors into play that are currently absent from the debate in Belarusian society. It could also fuel interest in “joining” the West.

On August 27, Vladimir Putin announced that Russia has already organized a reserve police force to assist Lukashenka if necessary. He should reconsider this. Over the past six years, Kremlin policies of intervention have been instrumental in pushing Ukraine away from Russia and toward the West. Does Moscow want to repeat this mistake with Belarus?

Much like Donald Trump’s approach to the coronavirus pandemic, Putin almost certainly hopes the protests in Belarus will just fade away. If they do not and the standoff deepens, Putin faces a hard choice. At present, he appears inclined to make the wrong decision, with potentially costly implications for Russia.

About this Event: In this new Brookings Marshall Paper, Michael O’Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe’s far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia.

The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

O’Hanlon was also a member of the External Advisory Board at the Central Intelligence Agency from 2011-2012.

William J. Perry was only 18 when he found himself surrounded by death, a young U.S. Army mapping specialist in Japan during the Army of Occupation. The atomic bombs had been dropped on Hiroshima and Nagasaki and World War II had just come to an end. 

“The vast ruins that once had been the great city of Tokyo – nothing, nothing had prepared me for such utter devastation that was wrought by massive waves of firebombing rained down by American bomber attacks,” said Perry, who was then shipped off to the island of Okinawa in the aftermath of the last great battle of WWII.

More than 200,000 soldiers and civilians had been killed in that closing battle of 1945, codenamed Operation Iceberg. 

“Not a single building was left standing; the island was a moonscape denuded of trees and vegetation,” Perry told a rapt audience during a recent speech. “The smell of death was still lingering.” 

The young man quickly understood the staggering magnitude of difference in the destruction caused by traditional firepower and these new atomic bombs.

 “It had taken multiple strikes by thousands of bombers and tens of thousands of high explosive bombs to lay waste to Tokyo,” he recalls. “The same had been done to Hiroshima and then to Nagasaki with just one plane – and just one bomb. Just one bomb. 

“The unleashing of this colossal force indelibly shaped my life in ways that I have now come to see more clearly,” said Perry, who would go on to become the 19th secretary of defense. “It was a transforming experience. In many ways – I grew up from it.”

Now, nearly seven decades later, the 86-year-old Perry has come full circle. His new winter course will take students back to his fateful days in Japan after the United States became the first – and last – nation to use atomic weapons. He’ll go through the Cold War, the arms race and expanding nuclear arsenals, and today’s potential threats of nuclear terrorism and regional wars provoked by North Korea, Iran or South Asia. 

Living at the Nuclear Brink: Yesterday & Today (IPS 249) – to serve as the backdrop for an online course at Stanford next year – concludes with the declaration Perry made in 2007: The world must rid itself entirely of nuclear weapons. And students will get a primer on how to get involved in organizations that are working on just that. 

“They did not live through the Cold War, so they were never exposed to the dangers and therefore it doesn’t exist to them; it’s just not in their world,” Perry said of millennial and younger students. “I want to make them aware of what the dangers were and how those dangers have evolved.”

 

Perry and former U.S. Sen. Sam Nunn, both Democrats, joined former Republican Secretaries of State George P. Shultz and Henry A. Kissinger in launching a series of OpEds in The Wall Street Journal (the first in 2007) that went viral. Together they outlined how nations could work together toward a world without nuclear weapons.

“I think I have some responsibility since I helped build those weapons – and I think that time is running out,” Perry said in an interview. 

Perry helped shore up the U.S. nuclear arsenal as undersecretary of defense for research and engineering, procuring nuclear weapons delivery systems for the Carter administration. Later, as secretary of defense for President Bill Clinton, his priority became the dismantling of nuclear weapons around the world. 

Today, he works on the Nuclear Security Project along with Shultz, Kissinger and Nunn. Former New York Times correspondent Philip Taubman documents their bipartisan alliance in the book, “The Partnership: Five Cold Warriors and Their Quest to Ban the Bomb.” That fifth cold warrior is Sidney Drell, the renowned Stanford physicist and co-founder of CISAC. 

Taubman, a consulting professor at CISAC, will guest lecturer in Perry’s class, along with CISAC’s Siegfried Hecker, David Holloway, Martha Crenshaw and Scott Sagan. Other speakers are expected to include Shultz, a distinguished fellow at Stanford’s Hoover Institution; Andrei Kokoshin, deputy of the Russian State Duma; Ashton B. Carter, who just stepped down as deputy secretary of defense; Joseph Martz of the Los Alamos National Laboratory; and Joeseph Cirincione, president of the Ploughshares Fund.

The world is far from banning the bomb. According to the Ploughshares Fund, an estimated 17,300 nuclear weapons remain in the global stockpile, the majority of which are in Russia and the United States.

President Barack Obama declared shortly after taking office in his first foreign policy speech in Prague that because the United States was the only country to have used nuclear weapons, Washington “has a moral responsibility to act.” 

“So today, I state clearly and with conviction, America’s commitment to seek the peace

and security of a world without nuclear weapons,” Obama said back in May 2009. 

Perry – a senior fellow at CISAC who received his BS and MS from Stanford and a PhD from Pennsylvania State University, all in mathematics – laments the regression of the movement to dismantle the nuclear legacy of the Cold War. 

Obama has so far not acted on his pledge in his contentious second term, as China and Russia expand their stockpiles. North Korea and Iran are attempting to build nuclear weapons and India and Pakistan are building more fissile material. The U.S. Senate still has not ratified the Comprehensive Test Ban Treaty and the U.S. and Russia have not moved forward on a follow-up to the New START Treaty. 

Perry recognizes that the issue is slipping from the public conscience, particularly among young people. So he’s putting his name and experience behind a Stanford Online course slated to go live next year. It will correspond with the release of his memoir, “My Journey at the Nuclear Brink” and will take a more documentary approach, weaving together key moments in Perry’s career with lectures, archival footage and interviews and conversations between Perry and his colleagues and counterparts. 

"Bill Perry has had a remarkable career and this project draws on his unparalleled experience over a pivotal period in history," said John Mitchell, vice provost for online learning. "We hope his brilliant reflections will be useful to everyone with an interest in the topic, and to teachers and students everywhere." 

At the heart of his winter course, online class and memoir are what Perry calls the five great lessons he learned in the nuclear age. The first four are grim remnants of what he witnessed over the years: the destructive nature of the atomic bombs on Japan; his mathematical calculations about the number of deaths from nuclear warfare; his work for the CIA during the Cuban Missile Crisis; and one pre-dawn call in 1978 from the North American Aerospace Defense Command saying there were 200 missiles headed toward the United States from the Soviet Union. That turned out to be a false, but terrifying alarm. 

His fifth final lesson is hopeful, if not cautionary. It goes like this: 

As secretary of defense from 1994 to 1997, Perry oversaw the dismantling of 8,000 nuclear weapons in the former Soviet Union and the United States and helped the former Soviet states of Ukraine, Kazakhstan and Belarus to go entirely non-nuclear. In that mission, he often visited Pervomaysk in the Ukraine, which was once the Soviet Union’s largest ICBM site, with 700 nuclear warheads all aimed at targets in the United States. 

On his final trip to Pervomaysk in 1996, he joined the Russian and Ukrainian defense ministers to plant sunflowers where those missiles had once stood. 

“So reducing the danger of nuclear weapons is not a fantasy; it has been done,” Perry said. “I will not accept that it cannot be done. I shall do everything I can to ensure nuclear weapons will never again be used – because I believe time is not on our side.”

The supercommittee's failure to reach an agreement on debt reduction will probably result in unexpected reductions of the U.S. nuclear arsenal. That possibility concerns the defense establishment, but it also presents an opportunity: It might finally be possible to have an honest debate about the role of nuclear weapons in U.S. strategy and the prospect for further arms reductions.

Before moving ahead with this conversation, though, it is critical to review and debunk three misguided ideas about nuclear weapons.

The first is that our nuclear world is safe and stable and that all we need to do now is prevent other nations from acquiring nuclear weapons. Though it is undoubtedly true that the U.S. stockpile is safer than ever, the dangers are far from over. Nuclear terrorism remains a threat. Mistakes are possible, too. In just one example, in August 2007, six nuclear warheads disappeared for two days between North Dakota's Minot and Louisiana's Barksdale Air Force bases.

What's more, unsafe nuclear weapons elsewhere remain a major threat. Tensions between nuclear India and Pakistan, the security of the Pakistani nuclear arsenal and the future of the North Korean nuclear weapons program all suggest that the commitment to making U.S. weapons more reliable and secure will not solve the problem.

The second piece of nuclear mythology is that nuclear disarmament has never taken place and never will. Put slightly differently, it is the idea that nuclear history is proliferation history. But nuclear disarmament is far from unprecedented. South Africa, Ukraine, Belarus and Kazakhstan all disarmed. Many nuclear-capable states chose to pursue security without nuclear weapons because policymakers recognized these weapons would endanger rather than protect them. Sweden went down the nuclear path and then decided against it in the late 1960s.

Germany had a nuclear weapons program during World War II but became a law-abiding, non-nuclear member of the Non-Proliferation Treaty. Japan had two nuclear weapons programs during the war and accumulated a significant quantity of plutonium; since then, its authorities thought about restarting a weapons program four times but decided against it.

In each of those cases, most analysts did not believe that giving up nuclear weapons ambitions was possible. They were wrong, and today we all are glad these countries chose the path they did.

The third misguided concept is that reducing the size of the U.S. nuclear arsenal will lead to proliferation. Those who believe this think that countries that no longer feel protected by U.S. nuclear weapons will start building their own to protect themselves. Although this might have some validity, it should be assessed on a case-by-case basis.

Historically, many of the states that have disarmed or given up their nuclear-weapon ambitions - including every non-nuclear nation outside of NATO - have done so despite the absence of a nuclear-security guarantee.

On the other hand, states determined to get the bomb, such as the United Kingdom and France, have done so despite security guarantees. Finally, this argument assumes that the role of nuclear weapons in future alliances and geopolitical relationships will be as important as it was in the past. This might be true, but it cannot be considered a fact. It is just a bet on the future and a set of policy priorities.

In 2007, "the four horsemen" - Henry Kissinger, Sam Nunn, William Perry and George Shultz - wrote a highly influential opinion piece in the Wall Street Journal arguing that relying on nuclear weapons for the purpose of deterrence has become "increasingly hazardous and decreasingly effective." Coming from former Cold Warriors from both sides of the political aisle, it legitimized the goal of a world without nuclear weapons and challenged the conventional wisdom.

Now policymakers in Washington and candidates on the electoral trail should embrace the issue, and begin a real conversation with the electorate about the role of nuclear weapons in U.S. policy rather than allowing that policy to be driven by inertia or budget cuts.
