This presentation provided a history of efforts to prevent the spread of nuclear weapons beginning with the discovery of nuclear fission continuing through the development of the bomb and the cold war and up to the present time. The current cases of Iran, Israel, India, Pakistan, and North Korea were reviewed.

Leonard Weiss is a visiting scholar at Stanford University’s Center for International Security and Cooperation (CISAC). He is also a national advisory board member of the Center for Arms control and Non-Proliferation in Washington, DC. He began his professional career as a PhD researcher in mathematical system theory at the Research Institute for Advanced Studies in Baltimore. This was followed by tenured professorships in applied mathematics and electrical engineering at Brown University and the University of Maryland. During this period he published widely in the applied mathematics literature. In 1976 he received a Congressional Science Fellowship that resulted in a career change. For more than two decades he worked for Senator John Glenn as the staff director of both the Senate Subcommittee on Energy and Nuclear Proliferation and the Committee on Governmental Affairs. He was the chief architect of the Nuclear Nonproliferation Act of 1978 and legislation that created the Defense Nuclear Facilities Safety Board. In addition, he led notable investigations of the nuclear programs of India and Pakistan. Since retiring from the Senate staff in 1999, he has published numerous articles on nonproliferation issues for the Bulletin of Atomic Scientists, Arms Control Today, and the Nonproliferation Review. His current research interests include an assessment of the impact on the nonproliferation regime of nuclear trade with non-signers of the Nuclear Nonproliferation Treaty, and more generally the relationship of energy security concerns with nonproliferation.

The U.S.-North Korean “Leap Day” deal of February 29 was thrown into question by the North’s recent announcement of a satellite launch between April 12 and 16 to celebrate the centenary of Kim il Sung’s birth. As the opening of the launch window nears, an intense international brouunfolds with, amazingly, the US, Russia, China, Japan, and South Korea on the same page, dead set against a launch; and an isolated North Korea defiantly planning to celebrate the centenary with a satellite launch on or by April 15. In this presentation, the three speakers will provide a brief background of the successes and failures of North Korea’s previous satellite launches (score: 0 for 3 by Western count, 2 for 2 by DPRK count) and what has been learned from these; an expected timeline of activities of the countdown; and a guide and comparison of the new Sohae Western launch complex to the older Tonghae Eastern launch complex.


About the speakers:

Lewis Franklin is a long-time CISAC Affiliate, joining CISAC in 1992 as a Visiting Scholar after retiring as a TRW vice president, and previously vice president and co-founder of ESL, a defense intelligence company. Upon retirement he was awarded the CIA's Gold Medal for career-long contributions to foreign weapons assessment and national technical means capabilities. At CISAC his work focused on technical intelligence related problems, including wmd proliferation, export controls, defense conversion, and especially conversion of retired ICBMs for low-cost space launches.

Nick Hansen is a CISAC Affiliate. He graduated with a BA in Geography from Syracuse University in 1964.  His career in national intelligence spans 43 years first as an Army imagery analyst, and then in industry with GTE-EDL, ESL/TRW, Tera Research as a cofounder Vice Pres. and then again at ESL (now TRW/Northrop-Grumman) as a Director. He has also served in an SES position at the Navy's NIOC-Suitland, MD, as an image technology expert associated with Pennsylvania State University.  He has been twice nominated for the NRO's Pioneer award for innovative imagery uses and techniques development and is an expert in foreign weapons systems and test ranges. 

Allison Puccioni is an expert in remotely-sensed imagery and geospatial intelligence at IHS Janes. She was honored for her innovative intelligence in response to Sept. 11, and has been recognized by the Department of Defense and international armed forces for her outstanding strategic and tactical analysis.

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

Philip Taubman is an affiliate at CISAC. His biography of George Shultz, In The Nation's Service: The Life and Times of George P. Shultz, was published by Stanford University Press in January 2023. Before joining CISAC in 2008, Taubman worked at the New York Times as a reporter and editor for nearly 30 years, specializing in national security issues, including United States diplomacy, and intelligence and defense policy and operations. At the Times, Taubman served as a Washington correspondent, Moscow bureau chief, deputy editorial page editor, Washington bureau chief and associate editor. McNamara At War: A New History, co-authored by Philip Taubman and William Taubman, will be published in September 2025 by W.W. Norton. Philip Taubman was a history major at Stanford, Class of 1970, and served as editor-in-chief of the Stanford Daily in 1969. Before joining the New York Times, he worked as a correspondent for Time magazine and was sports editor of Esquire. He was a member of the Stanford Board of Trustees, 1978-1982, and served as secretary of the Stanford Board, 2011-2018. He is author of The Partnership: Five Cold Warriors and Their Quest to Ban the Bomb (Harper Collins, 2012) and Secret Empire: Eisenhower, the CIA, and the Hidden Story of America's Space Espionage. (Simon & Schuster, 2003).

The John D. and Catherine T. MacArthur Foundation has awarded Stanford’s CISAC a $2.45 million grant to support its mission to reduce the dangers of nuclear weapons. The grant will help CISAC train future nuclear security policy experts and work on projects to significantly decrease the danger of fissile materials being stolen or diverted from Russia's nuclear complex. It will also encourage cooperation between U.S. and Chinese scientists to enhance security in Chinese military and civilian nuclear programs.

“Despite all the attention given to nuclear hot spots like Iran and North Korea, interest in and action on improving nuclear safety and security remains tepid worldwide," said Robert Gallucci, President of the MacArthur Foundation. "MacArthur's grant-making aims to support the people and institutions that can provide us with the research and know-how needed to keep nuclear energy safe and fissile materials out of dangerous hands."

About the speakers:

Siegfried S. Hecker is co-director of the Stanford University Center for International Security and Cooperation, Senior Fellow of the Freeman Spogli Institute for International Studies, and Professor (Research) in the Department of Management Science and Engineering. He is also director emeritus at the Los Alamos National Laboratory, where he served as director from 1986-1997 and senior fellow until July 2005. He received his B.S., M.S., and PhD degrees in metallurgy from Case Western Reserve University. His current professional interests include plutonium research, cooperative nuclear threat reduction with the Russian nuclear complex, and global nonproliferation and counter terrorism. He is a fellow of numerous professional societies and received the Presidential Enrico Fermi Award.

John Lewis is the William Haas Professor of Chinese Politics, emeritus, and an FSI senior fellow by courtesy. He is an expert on Chinese politics, U.S.-China relations, China's nuclear weapons program, U.S. policy toward Korea and health security issues in northeast Asia. He founded and directed the Center for East Asian Studies, in 1969-1970; the Center for International Security and Arms Control (now the Center for International Security and Cooperation, or CISAC) from 1983 to 1991; and the Northeast Asia-United States Forum on International Policy (now APARC), from 1983 to 1990. He currently directs CISAC's Project on Peace and Cooperation in the Asian-Pacific Region.

David Straub was named associate director of the Korean Studies Program (KSP) at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) on July 1, 2008. Prior to that he was a 2007–08 Pantech Fellow at the Center. Straub is currently writing a book on recent U.S.-South Korean relations. He is also a member of the New Beginnings policy research group on U.S.-South Korean relations, which is co-sponsored by Shorenstein APARC and the New York-based Korea Society. An educator and commentator on current Northeast Asian affairs, Straub retired in 2006 from his role as a U.S. Department of State senior foreign service officer after a 30-year career focused on Northeast Asian affairs. He worked over 12 years on Korean affairs, first arriving in Seoul in 1979.
