Arms races among invertebrates, intelligence gathering by the immune system and alarm calls by marmots are but a few of nature’s security strategies that have been tested and modified over billions of years. This provocative book applies lessons from nature to our own toughest security problems—from global terrorism to the rise of infectious disease to natural disasters. Written by a truly multidis­ciplinary group including paleobiologists, anthropologists, psychologists, ecologists, and national security experts, it considers how models and ideas from evolutionary biology can improve national security strategies ranging from risk assessment, security analysis, and public policy to long-term strategic goals.

Terence Taylor is the President and Director of the International Council for the Life Sciences and a former CISAC Science Fellow. He previously served with the United Nations as a Commissioner and Chief Inspector for Iraq on weapons of mass destruction and was a career officer in the British army. He also serves on the U.S. National Academy of Sciences Forum on Microbial Threats and is an adviser to the International Committee of the Red Cross. Mr. Taylor was also a member of the National Research Council Steering Committee on Genomic Databases for Bioterrorism Threat Agents and served as Chairman of the Permanent Monitoring Panel on Risk Analysis of the World Federation of Scientists.

Raphael Sagarin received his Ph.D. in marine ecology in 2001 from the University of California, Santa Barbara. Dr. Sagarin has served as a Geological Society of America congressional science advisor in the office of U.S. Representative Hilda L. Solis. Dr. Sagarin has used his insights as a biologist and policy advisor in his recent work on using biological insights to guide security planning and policy. Based on a short treatment of this topic in Foreign Policy, he organized a working group at the National Center for Ecological Analysis and Synthesis to explore a wide range of evolutionary insights into security analysis. Comprised of paleobiologists, psychologists, ecologists, anthropologists and security experts, the working group produced the forthcoming University of California Press volume: Natural Security: A Darwinian Approach to a Dangerous World, edited by Dr. Sagarin and Terence Taylor.

Dr. Chiozza investigates the popular basis of support for suicide terrorism carried out against Americans and other Western targets in Iraq. Using survey data from six countries in the Middle East and South Asia, he investigates how demographic factors, such as gender, education, and age, interact with specific predispositions and attitudes, including fear of the United States, anti-Semitism, and personal anomie, to explain who would consider suicide terrorism against American and Western targets in Iraq justifiable. Methodologically, he employs Classification and Regression Tree (CART) models, a novel methodology that allows for a parsimonious identification of interactive and non-linear effects in the data. Dr. Chiozza shows that fear of the U.S. trumps other motivations in the countries that are geographically closer to Iraq.

Giacomo Chiozza (speaker) is an Assistant Professor of Political Science in the Travers Department of Political Science at the University of California, Berkeley. He holds a PhD from Duke University and a BA from the Università degli Studi di Milano. Before joining the Berkeley Political Science department, he was a post-doctoral fellow in national security at the Olin Institute for Strategic Studies at Harvard University. His research interests include the study of foreign perceptions of the United States in the American World Order and the quantitative analysis of conflict processes. He is the author of "A Crisis like No Other? Anti-Americanism at the Time of the Iraq War" (European Journal of International Relations, forthcoming); "Disaggregating Anti-Americanism: An Analysis of Individual Attitudes Towards the United States" (In Keohane and Katzenstein, Anti-Americanisms in World Politics, 2007), as well as of articles on leaders and conflict processes that were published in the American Journal of Political Science, the Journal of Conflict Resolution, and the Journal of Peace Research.

Aila Matanock (discussant) is a doctoral student in political science at Stanford.  She received an undergraduate degree magna cum laude in Social Studies from Harvard University, while working with the Belfer Center’s Managing the Atom Project and with the Los Alamos National Laboratory.  After graduation, she took a job at the RAND Corporation as a research assistant where she analyzed projects on terrorism and nuclear weapons.  Her current research is on social support for terrorism, the effect of nuclear weapons on conventional conflict, and the reasons for varying levels of shared sovereignty in international agreements.

Abstract
We will present our observations from a visit to India’s nuclear facilities and several think tanks during March 2008. We will comment on India’s nuclear research programs, nuclear energy development, and the implications for the proposed U.S.-India nuclear deal and for scientific collaboration between our countries. We visited the Indira Gandhi Center for Atomic Research (IGCAR) in Kalpakkam, the Bhabha Atomic Research Center (BARC) in Trombay, had detailed discussions with the top leadership of the India Department of Atomic Energy (DAE), and also visited several institutes in Bangalore and Chennai to discuss nuclear energy and nuclear nonproliferation.

Chaim Braun is a vice president of Altos Management Partners, Inc., and a CISAC science fellow and affiliate. He is a member of the Near-Term Deployment and the Economic Cross-Cut Working Groups of the Department of Energy (DOE) Generation IV Roadmap study. He conducted several nuclear economics-related studies for the DOE Nuclear Energy Office, the Energy Information Administration, the Electric Power Research Institute, the Nuclear Energy Institute, Non-Proliferation Trust International, and others. Braun has worked as a member of Bechtel Power Corporation's Nuclear Management Group, and led studies on power plant performance and economics used to support maintenance services. Braun has worked on a study of safeguarding the Agreed Framework in North Korea, he was the co-leader of a NATO Study of Terrorist Threats to Nuclear Power Plants, led CISAC's Summer Study on Terrorist Threats to Research Reactors, and most recently co-authored an article with former CISAC Co-Director Chris Chyba on nuclear proliferation rings.

Siegfried Hecker is a professor (research) in the Department of Management Science and Engineering, a senior fellow at FSI, and co-director of CISAC. He is also an emeritus director of Los Alamos National Laboratory. Hecker's research interests include plutonium science, nuclear weapon policy and international security, nuclear security (including nonproliferation and counter terrorism), and cooperative nuclear threat reduction. Over the past 15 years, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. His current interests include the challenges of nuclear India, Pakistan, North Korea, and the nuclear aspirations of Iran. Hecker works closely with the Russian Academy of Sciences and is actively involved with the U.S. National Academies, serving on the National Academy of Engineering Council and its International Programs Committee, as chair of the Committee on Counterterrorism Challenges for Russia and the United States, and as a member of the National Academies Committee on International Security and Arms Control Nonproliferation Panel.

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

A terrorist nuclear explosion devastates Manhattan, but no group takes credit. The pressure on the U.S. president to retaliate is intense. Acting on sketchy information, the president orders an attack, but it turns out to be the wrong terrorists, in the wrong country. Things go downhill from there.

To avoid that and other nightmare scenarios, a group of 12 scientists with extensive nuclear expertise, headed by Stanford physicist Michael M. May, is urging an international push to improve the science of nuclear forensics.

May is a research professor emeritus and former co-director the Center for International Security and Cooperation. He also is the former director of the U.S. nuclear weapons design laboratory in Livermore, Calif. Other members have experience in nuclear intelligence and defense research. One member, Jay Davis, was a United Nations inspector in Iraq.

They say there is an urgent need for more nuclear detectives, armed with science PhDs and instilled with the instincts of an investigator. And those detectives will need training, advanced equipment and stronger ties to intelligence agencies, political leaders and law enforcement.

With the right mobile equipment, nuclear detectives could sift through the debris and the radioactive cloud of an attack in this country or elsewhere and quickly glean crucial information, the scientists argue in a 60-page report to be discussed Feb. 16 at the annual meeting of the American Association for the Advancement of Science (AAAS) in Boston.

The report, Nuclear Forensics: Role, State of the Art, Program Needs, was written by a joint working group of the AAAS and the American Physical Society.

Using radiochemistry techniques and access to proposed international databases that include actual samples of uranium and plutonium from around the world, the nuclear investigators might be able to tell the president—and the world—where the bomb fuel came from, or at least rule out some suspects.

“Nuclear forensics can make a difference,” May said in an interview.

But the U.S. capacity for such investigations has deteriorated since the end of the Cold War, when the capabilities were well supported at the nuclear weapons laboratories. “Presently available trained personnel are highly skilled, but there are not enough of them to deal with an emergency and they are not being replaced,” according to May. “A program to refill the pipeline of trained personnel should be undertaken.”

There’s also a need for development of new equipment, both in the lab and on the street, which could provide a faster analysis during a crisis. The authors also recommend more coordination between scientists and law enforcement; even simple steps such as trading phone numbers could prove crucial. “You really want the top decision makers to know where to get information,” May said.

The remnants of an atomic explosion carry a host of clues, even at the microscopic level, including crystal structures and impurities.

Uranium, for example, varies in isotopic composition and impurities according to where it was mined and how it was processed. Weapons-grade plutonium can be exposed during its production to different neutron fluxes and energies, depending on the particular reactor used. It is also possible to establish the length of time plutonium spent in the reactor.

In some cases, it may be possible for scientists at Lawrence Livermore National Laboratory or Los Alamos National Laboratory to use their experience, intelligence data and software codes to reverse-engineer a nuclear bomb from its debris and learn telltale details of the design of the explosive.

These clues would not be the equivalent of fingerprints or DNA, May said, but would in most cases allow officials to at least rule out or in broad classes of possible sources.

Tracing bomb material to its source may be only the beginning of an investigation, rather than the end, as the authors acknowledge. Discovering that a terrorist explosive was made of uranium stolen from a specific site in Russia, for example, does not identify the terrorists, but it does provide a starting point, especially if there is suspicion that the bomb makers had inside help.

In their report, the scientists recommend that atomic sleuthing be applied also to radioactive materials seized by law enforcement agencies or border guards. Tracking the substances back to their source might prevent or deter attacks, they said. The authors note that the International Atomic Energy Agency’s Illicit Trafficking Database contains 1,080 confirmed events involving illicit trafficking in nuclear and other radioactive materials between 1993 and 2006.

Convincing the nuclear states to share database information about their own uranium and plutonium may be difficult, May said. He suggests that the International Atomic Energy Agency, which has databases of its own, could play an important role.

Neta C. Crawford is Professor of Political Science and African American Studies where her teaching focuses on international ethics and normative change. Crawford is currently on the board of the Academic Council of the United Nations System (ACUNS). She has also served as a member of the governing Council of the American Political Science Association; on the editorial board of the American Political Science Review; and on the Slavery and Justice Committee at Brown University, which examined Brown University's relationship to slavery and the slave trade.

Her research interests include international relations theory, normative theory, foreign policy decisionmaking, abolition of slavery, African foreign and military policy, sanctions, peace movements, discourse ethics, post-conflict peacebuilding, research design, utopian science fiction, and emotion. She is the author of Argument and Change in World Politics: Ethics, Decolonization, Humanitarian Intervention (Cambridge University Press, 2002) which was a co-winner of the 2003 American Political Science Association Jervis and Schroeder Award for best book in International History and Politics. She is co-editor of How Sanctions Work: Lessons from South Africa (St. Martin's, 1999). Her articles have been published in books and scholarly journals such as the Journal of Political Philosophy; International Organization; Security Studies; Perspectives on Politics; International Security; Ethics & International Affairs; Press/Politics; Africa Today; Naval War College Review; Orbis; and, Qualitative Methods. Carol Atkinson (speaker) is a postdoctoral fellow at CISAC. She retired as a lieutenant colonel from the U.S. Air Force in 2005. While in the military she served in a wide variety of management and operational positions in the fields of intelligence, targeting, and combat assessment. During the Cold War she flew on the Strategic Air Command's nuclear airborne command post as a target analyst. During Operation Desert Storm (1991) she worked on the intelligence staff in Riyadh, and, subsequently, on the contingency planning staff in Dhahran/Khobar, Saudi Arabia. While in the military, she taught at the Air Force Academy and the Air Force's Command and Staff College. Atkinson holds a PhD in international relations from Duke University, an MA in geography from Indiana University, and a BS from the United States Air Force Academy (5th class with women). She is currently a post-doctoral research fellow at the Center for International Studies at the University of Southern California. Atkinson's primary research focuses on U.S. military-to-military contacts as channels of international norm diffusion. She is also working on a project examining the influence of educational exchange programs on democratization and a project on the social construction of the biological warfare threat in the United States.

Frank Smith (discussant) is a PhD candidate in political science at the University of Chicago and a predoctoral fellow at CISAC. His research examines military and civilian decisions about biological warfare and tests different theories about the sources of military research, development, and doctrine, as well as the rise of civilian biodefense. In addition, he has worked on a variety of projects that address technology and national security at the RAND Corporation, Argonne National Laboratory, and the Defense Intelligence Agency. He earned his BS in biological chemistry from the University of Chicago in 2000.

 Is military conflict in space inevitable? Has former president Eisenhower’s vision of keeping space peaceful become outdated? How can the United States secure its space interests and assets without provoking international violence? Bound by a treaty written and signed forty years ago, every space-faring nation—save the U.S. and Israel—has gone on record in favor of a new agreement. A new Prevention of an Arms Race in Outer Space (PAROS) treaty could address changes in the post-Cold War world as well as modern satellite and weapons technologies that the 1967 treaty could not anticipate. But in the grand tradition of American exceptionalism, Washington has largely avoided the issue. The administrations of Ronald Reagan, George H.W. Bush, Bill Clinton, and George W. Bush have blocked negotiations, citing potential threats to U.S. “rights, capabilities, and freedom of action.” Self-proclaimed “space warriors” even argue that U.S. military dominance in orbital space will be the only guarantee for international peace in the future. In Twilight War: The Folly of U.S. Space Dominance, Moore argues that the U.S. merely provokes conflict when it presumes to be the exception to the rule. “Unilateral military actions in space will not guarantee American security; they will guarantee conflict, and possibly, a new cold war,” Moore concludes.

Mike Moore is an author, journalist, and speaker, and research fellow at The Independent Institute. He is the author of many articles on national security, conflict resolution, nuclear weapons and proliferation, space weaponry, and related topics. Mike has spoken at many professional conferences and meetings sponsored by scientific organizations and policy institutes. Moore is the former editor of The Bulletin of the Atomic Scientists in 2000, and he has also served as editor of Quill, the magazine of the Society of Professional Journalists. He was general editor of Health Risks and the Press: Perspectives on Media Coverage of Risk Assessment and Health and has been an editor or reporter for the Milwaukee Journal, Chicago Tribune, Chicago Daily News, and the Kansas City Star. His articles have appeared in the Brown Journal of World Affairs, Foreign Service Journal, Yes! A Journal of Positive Futures, and The SAIS Review and International Affairs. The Iran-United States Tribunal has recently celebrated its 25th anniversary. Although it has resolved all of the cases brought by private claimants, it is still likely to be many more years before the Tribunal is able to complete the remaining government-to-government cases on its docket. There are multiple reasons why so much time will be required: the pending cases are extremely complex, the governments brief them slowly, and the Tribunal's decision-making process itself is slow. There does not for the foreseeable future appear to be an alternative to continued litigation, because the prospects of a global settlement of the remaining claims before the Tribunal are remote. The parties face challenges in developing reasonable assessments of the legal and economic costs and benefits of settlement. Beyond this, the strained political relations between the United States and Iran would make even a legally and economically rationale settlement extremely difficult to achieve. The challenge facing the Tribunal in the remaining years of its existence, in which the Iran and United States are the only parties before it, is to continue to decide cases in a principled fashion on the basis of the law and the facts, and to resist the temptation to reach compromise decisions in the interests of political expediency.

CISAC fellow Huda Ahmed received a 2007 Courage in Journalism Award from the International Women's Media Foundation for her work as a reporter in Baghdad during the Iraq war. The award honored Ahmed and five of her former colleagues at the McClatchy news organization's Baghdad bureau for "their dedication and bravery in reporting and their commitment to journalism," Judy Woodruff, IMWF courage awards committee chair, announced.

"In the midst of the war in Iraq, the women of McClatchy's Baghdad bureau risked their lives just to get to work," the award citation noted. "Driven by the desire to report to the world about the situation in their country, they became the backbone of bureau."

Ahmed often slept in the office to cover news after the city's curfew, the IMWF said. It added that she "covered the battle in Najaf in 2004 and compiled eyewitness accounts of a bombing in Musayyib" among other violent events during her time at the bureau.

The award, presented at ceremonies in New York on Oct. 23 and in Los Angeles on Oct. 30, commended Ahmed and her colleagues for persevering under extreme conditions. "The McClatchy reporters have dodged gun battles and tiptoed around car bombs just to do their jobs. They've been targeted for their work. They've lost family members and friends. Their homes have been destroyed," the IMWF said.

Ron E. Hassner (speaker) is an assistant professor of political science at University of California, Berkeley. He returns to CISAC as a visiting professor, having served as predoctoral fellow from 2000 to 2003. His research revolves around symbolic and emotive aspects of international security with particular attention to religious violence, Middle Eastern politics and territorial disputes. His publications have focused on the role of perceptions in entrenching international disputes, the causes and characteristics of conflicts over sacred places, the characteristics of political-religious leadership and political-religious mobilization and the role of national symbols in conflict.

Hassner was a fellow of the MacArthur Consortium on Peace and Security in 2000-2003. In 2003-2004 he was a postdoctoral scholar at the Olin Institute for International Security, Harvard University. He is a graduate of Stanford University with degrees in political science and religious studies.

Jacob Shapiro (discussant) is a CISAC postdoctoral fellow. His primary research interest is the organization of terrorism and insurgency. His other research interests include international relations, organization theory, and security policy. Shapiro's ongoing projects study the balance between secrecy and openness in counterterrorism, the impact of international human rights law on democracies' foreign policy, the causes of militant recruitment in Islamic countries, and the relationship between public goods provision and insurgent violence in Iraq and Afghanistan. His research has been published in International Security, International Studies Quarterly, Foreign Policy, and a number of edited volumes. Shapiro is a Harmony Fellow at the Combating Terrorism Center at the United States Military Academy. As a Naval Reserve officer he was assigned to the Office of Naval Intelligence and the Naval Warfare Development Command. He served on active duty at Special Boat Team 20 and onboard the USS Arthur W. Radford (DD-968). He holds a PhD in political science and an MA in economics from Stanford University and a BA in political science from the University of Michigan.
