The term laser weapon implies the use of a laser as part of a so-called directed energy weapon (DEW). In that case, the laser energy is causing the target damage. Military research led to the development of experimental lasers with continuous output powers up to 140 kW in 1966 and two Megawatts in 1980. However, those systems were huge and not part of laser weapon systems.

Since the 1980s the development in the military continued. Remarkably, civilian lasers, developed for industrial machining, have now reached output powers, which can be useful for DEW applications, too. Recently, several prototypes came into operation. On the one hand, there are industry-funded projects that use civilian of-the-shelf industrial lasers. On the other hand, there is government-funded research, which aims at high power laser systems. Major defense companies in the United States and elsewhere are working on both tracks.

Anti-satellite (ASAT) laser engagements would be a revolutionary laser application, as they would in principle enable an option of attacks on satellites with only minor debris. At the moment, attacking satellites implies the use of missiles with kinetic or explosive warheads. A kinetic impact creates debris, which would be harmful to the attacker's space assets, too. For that reason, space faring nations are discouraged from using kinetic energy attacks.

This fact enacts a kind of "natural" arms control. Lasers could change this situation, if they are used to heat up satellites just to a point where their electronics are damaged or only to impair their sensors. Hence, attacks on satellites would be more likely, if laser DEW with anti-satellite capabilities are fielded in peacetime. In a time of crisis, this would create additional political instabilities, as satellites are important early warning and reconnaissance assets.  A deployment of laser ASATs could eventually lead to an arms race in space. In order to make this scenario less likely arms control mechanism could be implemented.

This talk will focus on the technological background of laser ASATs. After a short introduction into recent technological developments, it will be examined whether current laser technology has the ability to endanger satellites. To achieve this, a physics-based method has been devised to assess laser DEW engagements. Damage mechanisms as well as possible distinctions between industrial laser setups and laser weapons will be examined in greater detail.  Options for controlling laser ASATs and obstacles for the implementations of such controls will be introduced.

Jan Stupl is a Postdoctoral Fellow at CISAC. His research concerns the current developments in laser technology regarding a possible application of lasers as an anti-satellite weapon (ASAT), as well as the proliferation of ballistic missiles. The research on laser ASATs focuses on damage mechanisms, the potential sources and countries of origin of laser ASATs and ways to curb their international proliferation. Regarding missiles, Jan is interested in the methods which are used to acquire ballistic missiles and possible ways to control this process.

Before coming to CISAC, Jan was a Research Fellow at the Institute of Peace Research and Security Policy (IFSH) at the University of Hamburg, Germany. His PhD dissertation was a physics-based analysis of future of High Energy Lasers and their application for missile defense and focused on the Airborne Laser missile defense system. This work was jointly supervised by the IFSH, the Institute of Laser and System Technologies at Hamburg University of Technology and the physics department of Hamburg University, where he earned his PhD in 2008.

Jan studied physics at the Friedrich-Schiller-University in Jena, Germany and at Warwick University in Coventry, UK. He concluded his undergraduate physics degree with a thesis in laser physics, receiving a German National Diploma in Physics in 2004. His interest in security policy and international politics was fuelled by an internship at the United Nations in New York in 2003.

Clay Moltz joined the National Security Affairs faculty of the Naval Postgraduate School (NPS) in June 2007. Since November 2008, he has held a joint appointment with the Space Systems Academic Group at NPS. He currently teaches Space and National Security, Nuclear Strategy and National Security, International Relations, and Northeast Asian Security. Prior to his appointment at NPS, he served for 14 years in various positions at the Monterey Institute’s Center for Nonproliferation Studies, including: deputy director from 2003-2007, director of the Newly Independent States Nonproliferation Program from 1998-2003, and founding editor of The Nonproliferation Review from 1993-98. He was also a faculty member in the Monterey Institute’s Graduate School of International Policy Studies.

Dr. Moltz received his Ph.D. and M.A. in Political Science from the University of California, Berkeley. He also holds an M.A. in Russian and East European Studies and a B.A. in International Relations (with Distinction) from Stanford University. Dr. Moltz worked previously as a staff member in the U.S. Senate and has served as a consultant to the NASA Ames Research Center, the Department of Energy’s National Nuclear Security Administration, and the Department of Defense’s Office of Net Assessment. He held prior academic positions at Duke University and at the University of California, San Diego.

Jan Stupl is an affiliate and a former postdoctoral fellow at CISAC.  He is currently a Research Scientist with SGT, a government contractor, and works in the Mission Design Division at NASA Ames Research Center (Mountain View, CA). In the Mission Design Division, Jan conducts research on novel methods for laser communication and space debris mitigation and supports concept development for space missions.

Before his current position, Jan was a postdoctoral fellow at the Center for International Security and Cooperation (CISAC) at Stanford University until 2011, investigating technical and policy implications of high power lasers for missile defense and as anti-satellite weapons (ASAT), as well as the proliferation of ballistic missiles. The research on laser ASATs focuses on damage mechanisms, the potential sources and countries of origin of laser ASATs and ways to curb their international proliferation. This talk will address alternative options for European ballistic missile defense, including the now cancelled Polish-Czech option and the recently announced Obama plan for a phased deployment of Standard Missile 3 interceptors in and around Europe. This talk will also address recent Iranian progress in developing medium-range ballistic missiles and possible missile defense cooperation with Russia.

Dean Wilkening is a Senior Research Scientist at the Center for International Security and Cooperation at Stanford University. He holds a Ph.D. in physics from Harvard University and worked at the RAND Corporation prior to coming to Stanford. His major research interests include nuclear strategy and policy, arms control, the proliferation of nuclear and biological weapons, bioterrorism, ballistic missile defense, and energy and security. His most recent research focuses on the broad strategic and political implications of ballistic missile defense deployments in Northeast Asia, South Asia and Europe. Prior work focused on the technical feasibility of boost-phase ballistic missile defense interceptors. His recent work on bioterrorism focuses on understanding the scientific and technical uncertainties associated with predicting the outcome of hypothetical airborne biological attacks and the human effects of inhalation anthrax, with the aim of devising more effective civil defenses. He has participated in, and briefed, several US National Academy of Science committees on biological terrorism and consults for several US national laboratories and government agencies.

Jeremy M. Weinstein, an associate professor of political science, has been appointed Director for Democracy at the National Security Council (NSC). He will be responsible for democracy and governance-related issues and formulate broader U.S. government policies on global development.

"Jeremy brings a brilliant mind, inexhaustible energy, political savvy, and superb social science skills to his new position at the National Security Council," said Larry Diamond, director of the Center on Democracy, Development, and the Rule of Law (CDDRL) at Stanford's Freeman Spogli Institute for International Studies (FSI). "In addition, his recent service on the Committee on the Evaluation of USAID Democracy Assistance Programs and his field research and experiments on governance in Africa should help him bring a creative approach to U.S. policies to advance democracy and improve governance around the world."

Weinstein's new position follows four other Stanford FSI appointments to the Obama administration. Political Science Professor Michael McFaul and Elizabeth Sherwood-Randall, a former senior research scholar at the Center for International Security and Cooperation (CISAC), also work at the NSC as special assistants to the President. McFaul heads Russian and Eurasian affairs and Sherwood-Randall is responsible for European affairs. Law Professor Mariano-Florentino Cuellar serves on the White House Domestic Policy Council in charge of directing criminal justice and immigration policy, and Paul Stockton, a former CISAC senior research scholar, is an assistant secretary of defense responsible for homeland defense and Americas' security affairs.

Weinstein, who is on leave from Stanford, is a faculty member at CDDRL and CISAC. His academic research focuses on civil wars, ethnic politics, the political economy of development, democracy and Africa.

Political Science Professor Scott D. Sagan, CISAC co-director, said although Weinstein is one of the nation's leading scholars on African politics his interests and expertise are much broader. "Jeremy has written compelling studies of the causes of civil war and the roots of conflict resolution and democratic reform," he said. "He will bring important insights from social science and history to help Washington policy-makers address complex policy problems throughout the developing world."

FSI Director Coit D. "Chip" Blacker, the Olivier Nomellini Professor in International Studies, who served under former President Bill Clinton, said the Obama administration is fortunate to have someone of Weinstein's caliber. "Jeremy's intellectual drive, his field experience with conflict-ridden countries, and his passion for democracy and better governance will help strengthen U.S. relations with states in transition and improve prospects for political and economic advance."

In 2008, during Obama's campaign, Weinstein served as an advisor on development and democracy. He continued working during the transition as a member of the National Security Policy Working Group and the Foreign Assistance Agency Review Team.

Weinstein, 34, is the author of Inside Rebellion: The Politics of Insurgent Violence, which received the 2008 William Riker Prize for the best book on political economy. His most recent book is Coethnicity: Diversity and the Dilemmas of Collective Action, published in 2009. He has also published articles in a variety of journals including Foreign Affairs, the American Political Science Review (APSR), the Journal of Conflict Resolution, Foreign Policy and the Journal of Democracy. Two articles in APSR, titled, "Handling and Manhandling Civilians in Civil War" and "Why Does Ethnic Diversity Undermine Public Goods Provision," received, respectively, the 2005 Sage Prize and 2007 Gregory Luebbert Award, and the 2008 Heinz Eulau Award and the 2008 Michael Wallerstein Award. In 2008, Weinstein also received the Dean's Award for Distinguished Teaching at Stanford.

Weinstein earned a bachelor's with high honors from Swarthmore College in 1997, and a master's and doctorate in political economy and government from Harvard University in 2001 and 2003, respectively. He is a native of Palo Alto, California.

This paper discusses the Mongolian potential for interaction with China and India, given the strategic, organizational and future developments in each respective nuclear sector. Now that President Obama has set a promising arms reduction agenda with President Dmitri Medvedev of Russia, he faces the greater challenge of getting his own government and the American nuclear weapons establishment to support his audacious plan to make deep weapons cuts, Philip Taubman writes in the New York Times.

As President Obama will soon discover, erasing the nuclear weapons legacy of the cold war is like running the Snake River rapids in Wyoming — the first moments in the tranquil upstream waters offer little hint of the vortex ahead. Now that Mr. Obama has set a promising arms reduction agenda with President Dmitri A. Medvedev of Russia, he faces the greater challenge of getting his own government and the American nuclear weapons establishment to support his audacious plan to make deep weapons cuts and ultimately eliminate nuclear weapons.

So far, Mr. Obama has effectively coupled an overarching vision of getting to a world without nuclear weapons, outlined in a speech in Prague earlier this year, with concrete first steps like the one-quarter reduction in operational strategic nuclear weapons promised in Moscow this week. Given his short time in office, and the looming December expiration of the treaty with Russia covering strategic nuclear arms reductions, the new limits are a good, realistic start. It is especially important to extend the monitoring and verification provisions of the expiring arms accord.

But the overall Obama approach involves a balancing act that requires him to move boldly while reassuring opponents that he is not endangering our security. Put simply, he has to maintain a potent nuclear arsenal while slashing it.

Mr. Obama might consider Ronald Reagan’s experience when he tried to set a similar course. The nuclear weapons crowd practically disowned Reagan when he proposed abolishing nuclear weapons during his 1986 summit meeting with Mikhail Gorbachev in Reykjavik, Iceland. After the meeting, when Reagan asked his generals to explore the ramifications of possibly sharply cutting warheads and eliminating nuclear-tipped ballistic missiles, they politely but firmly told their commander in chief it was a terrible idea.

Mr. Obama’s moment of truth with his generals is coming later this year when the Pentagon completes its periodic Nuclear Posture Review. This, in the Pentagon’s words, “will establish U.S. nuclear deterrence policy, strategy and force posture for the next 5 to 10 years.” So it will be the American nuclear weapons bible for the remainder of Mr. Obama’s presidency, one term or two.

President Obama must make sure it reflects his thinking. That will not be automatic, because the nuclear weapons complex — the array of Pentagon and Energy Department agencies involved in nuclear operations, including the armed services and the weapons labs — harbors considerable doubt about his plans. The same goes for the wider world of defense strategists. There is resistance in Congress, too.

The view in these quarters is that the weapons cuts Mr. Obama envisions — deeper than the modest goals set in Moscow this week — would dangerously undermine the power of America’s arsenal to deter attacks against the United States and its allies. Sentiment also favors building a new generation of warheads, a step Mr. Obama has rejected.

If the White House does not assert itself, the Nuclear Posture Review could easily spin off in unhelpful directions. The review that was produced when Bill Clinton was president in 1994 offered a rehash of cold war policies. The one that was done when George W. Bush took office in 2001 was more unconventional, but was quickly overshadowed by the terror attacks of Sept. 11, 2001, and the war in Iraq.

To serve Mr. Obama’s interests, the new review should lay the groundwork for pronounced cuts in weapons and shape America’s nuclear stockpile to fit a world in which threats are more likely to come from states like North Korea and Iran than from a heavily armed power like Russia.

After the review, the next big test for Mr. Obama will likely be Senate consideration of the Comprehensive Test Ban Treaty. He has pledged to resubmit this 1996 United Nations treaty, which was flatly rejected by the Senate in 1999.

To get the two-thirds majority needed for its approval, Mr. Obama will need to hold his fellow Democrats in line — far from a sure thing — and also pick up some Republican support. Two influential Republican senators — John McCain and Richard Lugar — are pivotal. Both voted against the treaty in 1999.

Opponents wrongly argue that the treaty is unverifiable. That might have been the case a decade ago, but technological advances make monitoring of even small underground nuclear tests possible today. Critics also say a permanent ban on testing — the United States has honored a moratorium since 1992 — would eventually cripple the nation’s ability to maintain reliable warheads. So far, most weapons experts would say, that has not proven to be true and should not be for many years.

Few presidential moments are more glittering than the announcement of arms reduction accords in the Kremlin’s gilded halls. For Mr. Obama, that was the easy part.

This article seeks to explain why two states faced with a similar terrorist threat, perceiving it in a similar way, and drawing the same broad implications for their counterterrorist investigations, have nevertheless put in place significantly different types of organizational
reforms in response to that threat. The study shows that although France and Britain have embraced a common preventive logic in the face of Islamist terrorism, the changes that they have made to the coordination of intelligence, law enforcement, and prosecution in that context have differed because of contrasting organizational routines and interinstitutional conventions in the two states. An analysis of the British and French cases shows that law enforcement can be preventive but that western states are likely to pursue different ways of bringing security agencies and the law together to prevent and prosecute terrorism. The organizational and institutional factors that give rise to such divergent practices have important consequences for the ability of a state to develop a coordinated operational response to terrorism and convict terrorist suspects of crimes in a court of law.

David Holloway is the Raymond A. Spruance Professor of International History, a professor of political science, and an FSI senior fellow. He was co-director of CISAC from 1991 to 1997, and director of FSI from 1998 to 2003. His research focuses on the international history of nuclear weapons, on science and technology in the Soviet Union, and on the relationship between international history and international relations theory. His book Stalin and the Bomb: The Soviet Union and Atomic Energy, 1939-1956 (Yale University Press, 1994) was chosen by the New York Times Book Review as one of the 11 best books of 1994, and it won the Vucinich and Shulman prizes of the American Association for the Advancement of Slavic Studies. It has been translated into six languages, most recently into Czech in 2008. Holloway also wrote The Soviet Union and the Arms Race (1983) and co-authored The Reagan Strategic Defense Initiative: Technical, Political and Arms Control Assessment (1984). He has contributed to the Bulletin of the Atomic Scientists, Foreign Affairs, and other scholarly journals.

Since joining the Stanford faculty in 1986 -- first as a professor of political science and later (in 1996) as a professor of history as well -- Holloway has served as chair and co-chair of the International Relations Program (1989-1991), and as associate dean in the School of Humanities and Sciences (1997-1998). Before coming to Stanford, he taught at the University of Lancaster (1967-1970) and the University of Edinburgh (1970-1986). Born in Dublin, Ireland, he received his undergraduate degree in modern languages and literature, and his PhD in social and political sciences, both from Cambridge University.

Theodore Postol is Professor of Science, Technology and National Security Policy in the Program in Science, Technology, and Society at MIT. He did his undergraduate work in physics and his graduate work in nuclear engineering at the Massachusetts Institute of Technology. After receiving his Ph.D., Dr. Postol joined the staff of Argonne National Laboratory, where he studied the microscopic dynamics and structure of liquids and disordered solids using neutron, x-ray and light scattering, along with computer molecular dynamics techniques. Subsequently he went to the Congressional Office of Technology Assessment to study methods of basing the MX Missile, and later worked as a scientific adviser to the Chief of Naval Operations. After leaving the Pentagon, Dr. Postol helped to build a program at Stanford University to train mid-career scientists to study developments in weapons technology of relevance to defense and arms control policy. In 1990 Dr. Postol was awarded the Leo Szilard Prize from the American Physical Society. In 1995 he received the Hilliard Roderick Prize from the American Association for the Advancement of Science and in 2001 he received the Norbert Wiener Award from Computer Professionals for Social Responsibility for uncovering numerous and important false claims about missile defenses.

Philip Taubman is a consulting professor at CISAC, where is working on a book project about nuclear threats and the joint effort of Sid Drell, Henry Kissinger, Sam Nunn, Bill Perry and George Shultz to reduce nuclear dangers. Before joining CISAC this fall, Mr. Taubman worked at the New York Times as a reporter and editor for nearly 30 years, specializing in national security issues, including intelligence and defense policies and operations. At the Times, Taubman served as a Washington correspondent, Moscow bureau chief, deputy editorial page editor, Washington bureau chief and associate editor. Taubman also serves as Stanford associate vice president for university affairs, working on special projects for Stanford's president, John Hennessy.

Taubman was a history major at Stanford, Class of 1970, and served as editor-in-chief of the Stanford Daily in 1969. Before joining the New York Times, he worked as a correspondent for Time magazine and was sports editor of Esquire. He was a member of the Stanford Board of Trustees, 1978-1982. He is author of Secret Empire: Eisenhower, the CIA, and the Hidden Story of America's Space Espionage. (Simon & Schuster, 2003.) Taubman is married to Felicity Barringer, the national environmental correspondent of the New York Times and a fellow Stanford graduate, Class of 1971.

A confluence of events has presented the Russian Federation and the United States with an unusual opportunity to transform their relationship.

The unfortunate reality is that trust is at an exceedingly low level between the elites and publics of both nations. Building that trust requires a leap of faith that they can work together on the most difficult issues. The determination to drive such trust-building on a vexing issue was behind the decision of senior Americans and Russians brought together by the EastWest Institute in 2007 to explore if collaboration was possible on the issue of Iran's ballistic missile and nuclear program. Following a tough yet civil private debate in Moscow, the participants - including on the American side General (ret.) James L. Jones, Ambassador Henry Crumpton, and General (ret.) Lance Lord, and a senior Russian delegation led by Presidential Representative Ambassador Anatoly Safonov - agreed that EWI should convene leading scientists from both states to take up the Iran issue and make it the subject of the fi rst JTA - Joint Threat Assessment. It would be an attempt to see if the top scientists and experts of the two states could agree on the nature of the threat posed by Iran's nuclear and ballistic missile program. Our debate in Moscow demonstrated that there was no easy agreement on Iran's intentions. A great cloud of ‘smoke' hung over the policy communities of both nations - a mixing of emotions and unsubstantiated reports with facts and policies. There was no dialogue. Instead the issue generated independent monologues fraught with suspicion and distrust. The decision to move forward with a JTA was a risky one. There was no assurance that it could be done.

Indeed, most outside experts told us that the task was impossible. Relations between Russia and the United States had deteriorated to a nadir not seen in decades. Among the major causes for the severe decline were the rushed ballistic missile defense agreements between the United States and Poland and between the United States and the Czech Republic to deploy assets in these European countries to counter a potential Iranian nuclear and missile threat. The United States government viewed this as a defensive move. Was Iran developing a capacity to hit Europe? How long would it take? The Russian government countered that the ballistic missile defense deployment near its borders was surely directed against Russia - an offensive move. Russian leaders and experts dismissed the idea that Iran currently possessed an offensive ballistic missile program capable of striking Europe. The sixteen Americans and Russians who sat around that Track 2 table back in 2007 in Moscow could have stopped at that impasse - but they did not. They agreed that the heart of the issue did not start with either the United States or with Russia but rather with the need to decipher the threat - what were Iran's technical capabilities? Could the two sides analyze and come to an agreement on the nature of the threat through a joint threat assessment?

Russia and the United States have been in dispute over the timeframe involved for Iran to acquire nuclear warheads and delivery vehicles, on the means needed to prevent that from happening, and - in the worst case that it cannot be prevented - the military operational responses available to both sides to defend against Iran's potential use of nuclear armed missiles. It was agreed that only after capabilities are ascertained can productive political conversations about motives and policy responses follow. Therein lay the mandate for the two teams of scientists, who worked independently and in a series of joint meetings that more often than not lasted well into the night.

Though the Iranian nuclear program has been the subject of detailed forensic public analyses, much less detailed attention has been paid, in public at least, to the Iranian missile program. Claims and counterclaims abound and defy easy understanding by the non-specialist. This report aims to fi ll that gap by providing a detailed examination of Iranian nuclear and missile capabilities. When might Iran be capable of deploying nuclear warheads? Assuming that Iran can develop that capability, would the proposed missile defenses be able intercept Iranian missiles? What are the possibilities of U.S.-Russian cooperation in this area? These are the vital questions that this report examines and makes its assessments.

Introduction
The next decade will bring increased demands for improving the security and accountability of nuclear weapons and material, for reducing nuclear weapons stockpiles, and for strengthening the global nuclear nonproliferation regime. As states consider options for addressing these challenges they will need to consider how technology can help in the implementation of new approaches. Nuclear arms reduction treaties are likely to involve only the U.S. and Russia in the immediate future.

However, as nuclear stockpiles are reduced to low numbers, all states with nuclear weapons will likely be brought into the process. In the context of Article VI of the Nuclear Nonproliferation Treaty, states without nuclear weapons will require a high level of confidence that nuclear reductions are taking place. Therefore all states have a stake in understanding and developing options for verification and transparency.

In the 1990's there were significant efforts to develop technical approaches to the next generation of nuclear arms control. Many of these efforts involved collaboration between U.S. and Russian nuclear laboratories. In addition there have been numerous academic studies of monitoring nuclear weapons and nuclear materials. Although much work remains, these past accomplishments provide a strong basis for moving forward.

This workshop brought together a small group of technical experts from Russia, France, the United Kingdom and the United States to review past and ongoing work, to exchange information about technical approaches to verification of nuclear arms reductions, and to consider areas for international technical cooperation. Technical experts from China also planned to participate, but last-minute administrative difficulties prevented their attendance.

This Summary provides a flavor of the discussions during the workshop, including key observations and ideas for next steps.
