In this new articleMegan Palmer, a senior research scholar at the Center for International Security and Cooperation, talks about the different ways that the FBI is collaborating with the biotech community in order to be prepared to respond to an emerging biological threat. One of them is by reaching out to student bioengineers at programs like the International Genetically Engineered Machine (iGEM) Competition. The purpose of that event is to demonstrate how synthetic biology can be used to address pressing global issues.

As the article states, whether it’s an accidental outbreak or a biological attack, the FBI seeks to create a culture of trust and transparency with the biotech community. Palmer discussed this topic recently at the Biofabricate conference for synthetic biology and design in New York City.

As Palmer noted, biological attacks are a historical reality. In 1984, cult members poisoned patrons of 10 salad bars in Oregon with salmonella, sickening more than 750 people. And in 2001 shortly after the 9/11 attacks, anthrax spores that were mailed to newsrooms and government offices killed five people. While other incidents may have simply failed, it seems prudent to prepare for future attacks that could be even more deadlier.

Enter the FBI's foreay into the biotech community. Collaboartion between the public and private sectors is increasing in this area. As Palmer said, examples exist of iGEM students acting as "white hat biohackers" to help biotech companies detect weaknesses in their systems that  all in collaboration with the FBI, Palmer says. 

“There’s the overall sense that the government has acknowledged that it is not necessarily the center of influence in technological development,” Palmer told the publication. “We’re going to start seeing many more examples of partnerships between the government and the private sector where you wouldn't have necessarily expected them before. People should be willing to give them a chance.” 

To Palmer, the key to the collaboration is open communication. She reports progress with the FBI and biotech community on this front. Palmer herself asks the FBI questions about its involvement and interest in biotech dangers. So far, they have “been willing to have more of those conversations,” she said. The true test will come when the relationship is finally tested by what Palmer describes as a “triggering event,” either a situation where there is reason to believe a biotech has occurred or one in which the FBI is prying a bit too much into the lives of biologists. Palmer said that if the relationship doesn’t withstand this type of challenge, the trust between the FBI and the community would weaken, and communication would break down.

Stanford students are applying lean start-up techniques to some of the world’s most difficult foreign policy issues.

The fall 2016 quarter class, Hacking for Diplomacy: Tackling Foreign Policy Challenges with the Lean Launchpad, is a first-of-its-kind course for studying statecraft, created as a reflection of the best that Stanford and Silicon Valley offers in the way of pioneering paradigms. Hacking for Diplomacy is co-taught by Joe Felter, a senior researcher at Stanford’s Center for International Security and Cooperation (CISAC). It is based on the Lean LaunchPad methodology, created by course designer Steve Blank, a Stanford lecturer and entrepreneur.

The teaching team also includes Jeremy Weinstein, a political science professor at the Freeman Spogli Institute; Zvika Krieger, the U.S. Department of State's Representative to Silicon Valley; and Steve Weinstein, the CEO of MovieLabs.

'Breaking free'

The class is based on cultivating ideas and imagination, breaking free of the traditional “business plan” approach to rolling out new products and solutions. In the case of diplomacy, the lean start-up method is fast and flexible above all. It has three key principles based on concepts such as "mission model canvas," "beneficiary development," and "agile engineering,” according to Felter, also a research fellow at the Hoover Institution.

“The first principle is accepting that any proposed solution to a problem whether in the commercial world or public sector is initially just a set of untested hypotheses – at best informed guesses – as to what may solve the needs of a customer or beneficiary,” said Felter.

Regarding beneficiary development, he said, experiential learning is central.

“There are no answers to complex challenges ‘inside the building,’ if you will, and students must ‘get out of the building’ to find out –in as intimate detail as possible – the various pains and gains experienced by the various beneficiaries, stakeholders and end users that must be addressed to find viable and deployable solutions to their problems,” Felter said.

The last principle, “agile development,” is based on the view that proposed solutions are generated and constantly updated through a collecting of data and feedback. This in turn, Felter explained, is rapidly tested and new solutions are designed based this iterative process.

Overall, he noted, the core idea is that entrepreneurs are everywhere, and that lean startup principles favor experimentation over elaborate planning, offering a faster way to get a desired product or solution to market.

Real-world instruction

In the class, student teams analyze real-world foreign policy challenges. They then use lean startup principles to find new approaches to seemingly intractable or very complex problems that have bedeviled the foreign policy world. The teams actually work with mentors and officials in the U.S. State Department and other civilian agencies and private companies.

Each week, the teams present their findings (“product”) to a panel of faculty and mentors, who will critique their solutions. The outcomes will range, as they vary from problem to problem. Examples include human rights, food security, refuges and labor recruitment, and mosquito disease threats, among others.

On Oct. 10, U.S. Secretary of State John Kerry visited the class. “Brilliant minds are applying technology to world’s toughest problems. Their perspective will inform,” Kerry tweeted after the class.

Kerry’s State Department gave the students seven challenges to address – human trafficking, avoiding space collisions, tracking nuclear devices, and countering violent extremism. The students will explore and analyze these issues through the rest of the quarter.

One student, Kaya Tilev, later asked Kerry what the students should be striving for to make their “solutions” a reality for national policymakers.

Kerry said, “Well, you’re doing it. You’re in it. You’re in the program. And I have absolute confidence if you come up with a viable solution it is going to be implemented, adopted, and institutionalized.”

Zvika Krieger, the state department official, told the students that Kerry was impressed with them and the class.

“He (Kerry) brought up our class in all of his meetings that day, including at a lunch with the CEOs/founders of Google, Airbnb, and Lyft; in a podcast interview with Wired magazine, and in remarks at the Internet Association's conference,” Krieger wrote in an email to them.

Global flashpoints are proliferating around the globe – the Syrian War, conflict and civil wars across the Middle East and in parts of Africa; the pursuit of weapons of mass destruction by states and non-state groups; the most significant flow of refugees since World War II; North Korea nuclear testing; Russian adventurism on its borders; China’s forays into the South China Sea; and a changing climate.

In other words, there is no shortage of thorny problems for young minds to solve as they embark on their careers.

‘Hungry to apply their energy’

Jeremy Weinstein, the political science professor, described the students as “hungry to apply their energy and talents to real-world problems, and to use hands-on experiences as a way of accelerating their learning.”

The class taps into that motivation by bringing together data scientists, engineers, and social scientist, he noted. In the end, the idea is for students to learn how to “innovate inside government.”

Weinstein is optimistic that this class – and a stronger connection between the State Department and Stanford’s technical and policy expertise – can drive more innovation inside government.

“Technology can play a critical role in addressing many of today’s foreign policy challenges, and this class is one new way for senior U.S. officials to tap into the passion, creativity and talent of Silicon Valley,” he said.

Hacking for defense

Last year, Felter and Blank also led a Hacking for Defense class based on the same lean start-up principles. Hacking for Diplomacy is co-listed as both an International Policy Studies and a Management Science and Engineering course – it counts for international relations and political science majors as well.

Blank, a consulting associate professor in engineering, told the Stanford News Service in a recent story that he seeks to cultivate in students a passion for giving back to society and their world.

“We’re going to create a network of entrepreneurial students who understand the diplomatic, policy and national security problems facing the country and get them engaged in partnership with islands of innovation in the Department of State,” said Blank, who also wrote about the new hacking for Diplomacy course in the Huffington Post.

“Teams must take these products out to the real world and ask potential users for feedback,” he noted.

The consequences of state collapse anywhere in the world can be devastating and destabilizing for neighboring and even distant countries.

The complexity of each situation demands a tailored response, according to Stanford scholars embarking on a new American Academy Arts & Sciences project to identify the best policy responses to failing states embroiled in civil wars.

A failed state is that whose political or economic system has become so weak that the government is no longer in control. Such instability has already threatened or affected Syria, Libya, Yemen and other polities.

The project, Civil Wars, Violence and International Responses, is led by Stanford’s Karl Eikenberry and Stephen Krasner. Eikenberry is a faculty affiliate at Stanford’s Center for International Security and Cooperation (CISAC) and the former U.S. ambassador to Afghanistan. Krasner is a faculty member in the political science department and a senior fellow at the Freeman Spogli Institute for International Relations and Hoover Institution.

Other Stanford scholars involved include Francis Fukuyama and Steve Stedman of the Center on Democracy, Development, and the Rule of Law; CISAC's Martha Crenshaw, political scientist James Fearon; Paul Wise of the Center for Health Policy and the Center for Health Policy and the Center for Primary Care and Outcomes Research; and Michele Barry, the senior associate dean for global health at the medical school.

The effort will culminate in a two-volume issue in AAAS’s journal Dædalus. On Nov. 2-4, the academy will hold an authors’ workshop in Cambridge, Mass., to discuss journal content.

Different approaches

In an interview, Eikenberry said the problematic U.S. interventions in Iraq and Afghanistan make it clear that different approaches must be used for different countries.

“The robust counterinsurgency campaign that the U.S. employed for periods of time in both Afghanistan and Iraq was premised on the viability of the standard development model that aims to put countries on the path to economic well-being and consolidated democracy,” he said.

However, such an approach assumes that decision makers in those states have the same objectives as the intervening states, which typically seek to improve the lives of people in those countries, said Eikenbery. Prior to serving as the U.S. ambassador to Afghanistan from 2009 until 2011, Eikenberry had a 35-year career in the U.S. Army, retiring in 2009 with the rank of lieutenant general.

As Krasner points out, when intervention occurs, the hope is that improvements in one area – such as the quality of elections, rule of law, economic growth, or military recognition of civilian authority – would lead to improvements in other areas, according to Eikenberry.

But opposition and a constrained sense of “limited opportunities” can arise to thwart a well-meaning intervention, Eikenberry said.

He added, “Information asymmetries and the absence of mutually compatible interests between national and external elites, make it impossible to put target countries on a rapid path to prosperity and consolidated democracy. External actors must have much more modest goals.”

Syrian consequences

As for the case of Syria, Eikenberry noted that such civil wars can actually become more lethal and dangerous to global order than inter-state conflicts.

These types of conflicts like that in Syria tend to escalate into high levels of violence because of the costs that the losing parties believe they will incur, he said.

“This in turn leads to state fragmentation and the possibility of transnational groups with international ambitions getting involved,” he said. “Civil wars can result in an enormous number of civilian casualties, which generates large scale refugee flows” and puts huge pressure on neighboring states.

Eikenberry said Syria is being “internationalized by entangling regional and great powers in proxy wars,” which is exacerbating that conflict beyond Syria and throughout the greater Middle East. As for the immediate, direct threat to the U.S., that debate still continues, he added. 

On that note, one project goal is to assess risks to other countries that may emanate from civil wars and protracted intrastate violence like that in Syria, Eikenberry said. He and his colleagues will examine the effects of  international terrorism, massive displacements of people, proxy wars that escalate to interstate warfare, criminal organizations that displace governments, and pandemics. 

Policy implications

Eikenberry is hopeful the project influences policy and practice toward countries experiencing civil war and violence.

“Facilitating dialogue among a variety of constituencies with knowledge on the dynamics and impact of civil wars that might not normally or directly interact, including government and military officials, human rights organizations, academic and scholarly experts, and the media, will be one outcome of the project,” he said.

The idea is to allow “new ideas to emerge” regarding how to handle such states, as well as methods of applying such findings, he said.

“Exploring ways to create stability and more lasting peace, taking into consideration voices from academic and practical fields, should prove valuable to the policy community,” Eikenberry said.

Following publication of the volumes, the project will convene international workshops aimed at developing better regional perspectives. Such outreach activities will provide the feedback for the publication of another AAAS paper aimed at informing U.S. and international policy and research on the subject. A series of roundtable discussions in Washington is also planned.

Dr. Irving Lachow has spent over 30 years working at the intersection of technology and policy issues, with the last 20 years being primarily focused on cybersecurity. Irv is currently a Senior Principal for Cyber Strategy and Policy at the MITRE Corporation. His portfolio focuses on the intersection of cybersecurity and critical infrastructure protection. In his previous role at MITRE, Irv was the Chief Engineer for MITRE’s Homeland Security Enterprise Division, where he served as the senior technical advisor to a $100M work program the supported the Cybersecurity and Infrastructure Security Agency and various infrastructure owner/operators. During his fourteen years at MITRE, Irv has helped create the company’s cyber strategy, overseen the creation of the company’s cyber platform, established international research projects and partnerships, and led projects for the Department of Defense and the State Department. In addition to working at MITRE, Dr. Lachow is a Non-Resident Fellow at the Center for Strategic and International Studies an Advisor to the Mach37 Cyber Accelerator. 

Dr. Lachow has authored or coauthored more than 35 publications, including books, articles, and reports. He has received fellowships from the Ford Foundation, the National Science Foundation, the Kennedy School of Government, and the American Association for the Advancement of Science. Eva C. Uribe is the discipline manager of the Safeguards and Non-Proliferation Group for the Molten Chloride Fast Reactor (MCFR) program at TerraPower, LLC. Her team is responsible for development of material control and accounting plans and program descriptions, and physical and cybersecurity to mitigate threats of special nuclear material sabotage, theft, and diversion. Her team is also responsible for international safeguards by design for MCFR technologies to meet TerraPower’s non-proliferation mission.

Eva was previously a principal member of the technical staff at Sandia National Laboratories in Livermore, CA, where she worked as a systems research analyst across interdisciplinary teams to conduct systematic, data driven analyses to inform researchers and policymakers in the national security arena. Eva was a 2016-2017 Stanton Nuclear Security postdoctoral fellow at the Center for International Security and Cooperation at Stanford University, where she investigated fissile material production pathways in the thorium fuel cycle. Eva received a Ph.D. in chemistry from the University of California, Berkeley in 2016. For her dissertation research, she conducted structural analyses of organically-modified porous silica surfaces for the extraction of aqueous actinides using nuclear magnetic resonance spectroscopy. In 2011 Eva received a B.S. from Yale University with a double major in chemistry and political science. Her interests in nuclear science, technology, and policy began during her time as a Next Generation Safeguards Initiative intern with the Nonproliferation Division at Los Alamos National Laboratory in 2008 and 2009.

Jamil N. Jaffer is the Founder and Executive Director of the National Security Institute at the Antonin Scalia Law School at George Mason University where he also serves as an Assistant Professor of Law, Director of the National Security Law and Policy Program, Director of the Cyber, Intelligence, and National Security LL.M. Program, and runs the NSI Cyber & Tech Center. Jamil also teaches classes on artificial intelligence, counterterrorism, intelligence, surveillance, cybersecurity, and other national security matters, as well as a summer course held abroad with U.S. Supreme Court Justice Neil M. Gorsuch.  Jamil was recently appointed to serve as a member of the Cyber Safety Review Board at the Department of Homeland Security as well as to the Governor’s Task Force on Artificial Intelligence for the Commonwealth of Virginia.  Jamil is also affiliated with Stanford University’s Center for International Security and Cooperation and previously served as a Visiting Fellow at the Hoover Institution from 2016 to 2019.

Jamil is also a Venture Partner and Strategic Advisor with Paladin Capital Group, where he assists the firm with investments across the full range of its themes and theses, including a focus on dual-use national security technologies.  Jamil also serves on the board of directors of RangeForce, an interactive cybersecurity team training and upskilling startup, and Tozny, a digital identity startup, as well as on the advisory boards of U.S. Strategic Metals, North America’s largest primary producer of cobalt, a critical mineral used in EV batteries, aerospace, and other national security applications; and Constella Intelligence, a deep and dark web intelligence startup.  Jamil also serves as an advisor to Beacon Global Strategies, a strategic advisory firm, and Duco, a technology platform startup that connects corporations with geopolitical and international business experts.  Jamil is also the managing director of Trigraph Caveat Capital, a private investment firm.

Among other things, Jamil currently serves on the Advisory Board of the Foundation for the Defense of Democracies’ Center on Cyber and Tech Innovation and previously was a member of the Center for a New American Security’s Artificial Intelligence and National Security Task Force from 2018 to 2023 and the CNAS Digital Freedom Forum from 2019 to 2022.  Jamil is also a member of the Board of Directors of Speech First, the Advisory Board of the International Institute for Justice and the Rule of Law, the Executive Committee of the International Law and National Security Practice Group of the Federalist Society.

Immediately prior to his current positions, from 2015-2021, Jamil served as a senior business leader at IronNet Cybersecurity, helping take the company from a bootstrapped first-year technology products startup through two rounds of venture capital fundraising, growing from approximately 30 employees to over 300, and through its listing on New York Stock Exchange.  In his role as IronNet's Senior Vice President for Strategy, Partnerships & Corporate Development, Jamil worked directly for the co-CEOs of the company, Gen (ret.) Keith B. Alexander, the former Director of the National Security Agency and Founding Commander of U.S. Cyber Command, and Bill Welch, the former COO of Zscaler and Duo; in that role, Jamil led all of the company’s strategic and technology partnership efforts, including developing go-to-market and technology integration plans with some of the largest cloud platforms and cybersecurity companies in the market, evaluating potential acquisition targets, and developing overall corporate strategy and thought leadership around collective security and collaborative defense in the cyber arena.

Prior to his time at IronNet, Jamil served on the leadership team of the Senate Foreign Relations Committee as Chief Counsel and Senior Advisor under Chairman Bob Corker (R-TN), where he worked on key national security and foreign policy issues, including leading the drafting of the proposed Authorization for the Use of Military Force against ISIS in 2014 and 2015, the AUMF against Syria in 2013, and revisions to the 9/11 AUMF against al Qaeda.  Jamil was also the lead architect of the Iran Nuclear Agreement Review Act and two sanctions laws against Russia for its first intervention in Ukraine.

Prior to joining SFRC, Jamil served as Senior Counsel to the House Permanent Select Committee on Intelligence under Chairman Mike Rogers (R-MI) where he led the committee’s oversight of NSA surveillance, NRO intelligence issues, and NGA analytic and collection matters, as well as intelligence community-wide counterterrorism issues.  Jamil was also the lead architect of the Cyber Intelligence Sharing and Protection Act, the nation’s first cyber threat intelligence sharing legislation that was signed into law in 2015.

In the Bush Administration, Jamil served in the White House as an Associate Counsel to the President, handling Defense Department, State Department, and intelligence community matters, and serving as one of the White House Counsel’s primary representatives to the National Security Council Deputies Committee.

Prior to the White House, Jamil served on the leadership team of the Justice Department’s National Security Division as Counsel to the Assistant Attorney General for National Security, where he focused on counterterrorism and intelligence matters. At NSD, Jamil helped lead the division’s work on In re: Directives, the first ever two-party litigated matter in the FISA Court and the second case before the FISA Court of Review in its 30-year history.  Jamil also led NSD’s efforts on the President’s Comprehensive National Cybersecurity Initiative (CNCI), including the drafting of NSPD-54/HSPD-23, and related classified matters, and advised the National Security Agency (NSA) and U.S. Cyber Command’s predecessor organization, the Joint Function Component Command for Network Warfare (JFCC-NW), on matters related to cyber intelligence collection and offensive cyber activities.  For his work on these matters, Jamil was awarded the Assistant Attorney General’s Award for Special Initiative and was among the group of lawyers awarded the Director of National Intelligence’s 2008 Legal Award (Team of the Year – Cyber Legal).

Jamil also served in other positions in the Justice Department, including in the Office of Legal Policy, where he worked on the confirmations of Chief Justice John G. Roberts, Jr. and Justice Samuel A. Alito, Jr. to the United States Supreme Court.

Jamil also served as a lawyer in private practice at Kellogg Huber, a Washington, DC-based litigation boutique, as a policy advisor to Congressman Bob Goodlatte (R-VA), and as a staff member or senior advisor on a number of political campaigns, including two presidential campaigns and a presidential transition team.  While in law school, Jamil was a member of the University of Chicago Law Review, managing editor of the Chicago Journal of International Law, and National Symposium Editor of the Harvard Journal of Law & Public Policy.  Following law school, Jamil served as a law clerk to Judge Edith H. Jones of the United States Court of Appeals for the Fifth Circuit and, later in his career, as a law clerk to then-Judge Neil M. Gorsuch when he first joined the United States Court of Appeals for the Tenth Circuit as well as a law clerk to Justice Neil M. Gorsuch when he joined the U.S. Supreme Court.

Jamil has published multiple op-eds and academic articles on national security, foreign policy, cybersecurity, counterterrorism, encryption, and intelligence matters, and is the co-author of a book chapter with former NSA Director Gen. (Ret.) Keith B. Alexander on national security and the press in National Security, Leaks, and the Freedom of the Press:  The Pentagon Papers Fifty Years On (2021) and a book chapter with former CIA Director Gen. (ret.) Mike Hayden on ISIS, al Qaeda, and other international terrorist groups in Choosing to Lead: American Foreign Policy for a Disordered World (2015). Jamil has also written book chapters on cybersecurity and surveillance, as well as op-eds and policy papers with former Attorney General Michael B. Mukasey, former National Counterterrorism Center Director Matt Olsen, and Congressman Mike Waltz (R-FL), among others.

Jamil previously taught graduate-level courses in intelligence law and policy at George Washington University’s Elliott School of International Affairs and the National Intelligence University, served an outside advisor to the Cyberspace Solarium Commission, and has recently testified before committees of the U.S. Senate and House of Representatives on the Ukraine-Russia conflict, the Israel-Hamas conflict, China, software supply chains, cybersecurity, counterterrorism, and other national security matters.  Jamil has also recently appeared on a range of national television and radio outlets including CNN, Fox News, Fox Business, MSNBC, Bloomberg, PBS, Voice of America, and National Public Radio, and in various print and online publications, including the Wall Street Journal, New York Times, and the Washington Post on a range of national security matters including cybersecurity, counterterrorism, surveillance, encryption, privacy, and foreign policy issues.

Jamil holds degrees from UCLA (B.A., cum laude), the University of Chicago Law School (J.D., with honors), and the United States Naval War College (M.A., with distinction).

Stanford foreign policy experts discussed flashpoints around the world at an OpenXChange event this week.

 

 

Three of Stanford's most seasoned international affairs experts discussed foreign policy and diplomacy – and practiced a bit of it on stage, too – as they tackled the topics of refugees, Russia and other politically thorny issues at a campus forum March 1.

The event, "When the World Is Aflame," featured Condoleezza Rice, a Stanford political science professor and former U.S. secretary of state; Michael McFaul, director of Stanford's Freeman Spogli Institute for International Studies and former U.S. ambassador to Russia; and Jeremy Weinstein, a Stanford political science professor and former director for the National Security Council.

Janine Zacharia, a Stanford visiting lecturer in communication and former Jerusalem bureau chief and Middle East correspondent for the Washington Post, was the moderator.

The event was hosted by OpenXChange, a campus initiative to provide a forum for students and community members to focus on today's societal challenges.

"So you were resetting some of my policy?" Rice half-jokingly interjected, as McFaul discussed the objectives behind the U.S. trade talks with Russia a few years ago.

"It was not about making friends with the Russians – I want to make that clear," McFaul continued after the laughter in the audience died down. "And it wasn't that we needed to correct the wrongs from the previous period," he said, casting a quick glance over at Rice. "The Russians had an interest in giving the Iranians a nuclear weapon. Our answer was, no, and let's work with them to prevent that."

A series of trade sanctions with Russia were eventually accomplished, but as it turns out, McFaul noted, the political environment has since changed with Russia's aggression in Crimea, Ukraine and Syria.

Today's conflict in Syria was laid about four years ago, the panelists agreed, when the United States decided to aid the rebels and not overtly attack the current regime.

"There were reasons our president and others did not go down that path, but it was an invitation to others to play games in that environment," Weinstein said. "What their endgame is, we don't know."

Rice added that Russian President Vladimir Putin "does not mind countries that basically don't function." As such, "a stable, functioning Syria was never his definition of success."

Zacharia asked, "Are you saying we have yielded the endgame to the Russians in Syria? There is nothing we can do? And we're playing defense?"

"Yes," Rice answered.

"Wait, there is no endgame," McFaul said. "It's not that we yielded the endgame."

"Right," Rice replied.

Though the panelists' opinions differed at times, the trio of political science professors agreed on many points, including that international order is being tested, and that the refugee crisis is an overwhelming problem – one that the United States should help resolve.

"I'm a firm believer that America has a moral obligation to take [refugees]," Rice said. "But let's remember that we have to have a way to take them that is actually going to work within the system."

"We have a humanitarian architecture that simply isn't up to the task," Weinstein said. Securing congressional funding to reform the system will be a challenge.

What's more problematic, McFaul added, is that the current political rhetoric about how the United States should handle refugees is "based on fear."

"We're not having a rational debate about this in my opinion," McFaul said. "We have to fill the debate with empirical facts instead."

Public fears will continue as long as extreme Islamic State terrorist groups remain influential, "inspiring lone wolves like [those] in San Bernardino," Rice said, referring to the December 2015 terrorist attack there that killed 14 and injured 22 people.

"Somebody has got to defeat ISIS in its crib," Rice said. "They march in columns; they don't hide in caves like al-Qaeda. If CBS News can find them, then the American military can find them."

The tougher challenge, however, will be the task of influencing sectarian politics and creating a more stable state in the long term, Weinstein said.

Stanford – with its cache of expertise – should strive to shape the national dialogue with concrete facts and analyses, McFaul said. Inspiring students and giving them the foundational tools to become the new generation of policy leaders is also part of that, he said. Adding a course on Russian politics would also be an improvement, he said.

Weinstein is a senior fellow at the Freeman Spogli Institute. Rice, a former Stanford provost, is the Denning Professor in Global Business and the Economy at Stanford Graduate School of Business and the Thomas and Barbara Stephenson Senior Fellow at the Hoover Institution.

The panelists urged students to gain a deep knowledge of the areas and issues they care about.

"Know your facts," Rice emphasized.

"When you're making policy decisions at the table, the people who understand these places and understand the political dynamics – those are the people whose voices are second to none around the table," Weinstein said.

"And we need to get you prepared for that in a more robust way," McFaul said, inviting students to pass any ideas about this to him.

In terms of career choices, "there's nothing greater" than public service, he said. "Sometimes I would get goose pimples when I could stand in front of Russians with the American flag behind me, representing the United States of America."
