David L. Clark is a retired Los Alamos National Laboratory (LANL) Fellow and Guest Scientist with the Laboratory’s Glenn T. Seaborg Institute for Actinide Science.  He was LANL’s Director of the National Security Education Center from 2013-2025.

His research interests are in the molecular and electronic structure of actinide materials, applications of synchrotron radiation to nuclear security, behavior of actinide and fission products in the environment, the aging effects in nuclear weapons materials, and the education of judges on the methods of science.  He is an international authority on the chemistry and physics of the actinides, and has published nearly 200 peer-reviewed publications, encyclopedia and book chapters. He is the co-Editor of the six volume Plutonium Handbook, portions of which were written while a CISAC Visiting Scholar in 2015.

Clark served as inaugural Director of the Los Alamos Glenn T. Seaborg Institute for Transactinium Science between 1997-2009. He has served the DOE as a technical advisor for environmental stewardship including the Rocky Flats cleanup and closure (1995-2005), closure of High-Level Waste tanks at the Savannah River Site (2011), and as a technical advisor to the DOE High Level Waste Corporate Board (2009-2011). He is a Fellow of the American Association for the Advancement of Science, and a Los Alamos Laboratory Fellow.  He is the recipient of two ACS national awards - the Nobel Laureate Signature Award (1988) and the Glenn Seaborg Award in Nuclear Chemistry (2017). He has also been honored with several Defense Programs Awards of Excellence.

He received a B.S. in chemistry in 1982 from the University of Washington, and a Ph.D. in 1986 from Indiana University. Clark was a postdoctoral fellow at the University of Oxford before joining Los Alamos National Laboratory as a J. Robert Oppenheimer Fellow in 1988.

From its inception, the Non-Aligned Movement (NAM) considered itself to be a moderating force in the Cold War and in the post-colonial world.  In September 1961, in the wake of the Belgrade Conference and at the height of the Berlin crisis, it dispatched emergency missions to Washington and Moscow, with Sukarno and Keita journeying to Washington and Nehru and Nkrumah flying to Moscow.  Yet, by the decade's end, the movement had moved away from that mission.  Paying particular attention to key turning points of the mid-1960s such as the 1964 Congo crisis and the Americanisation of the Vietnam War, this paper interprets the abandonment of cold war mediation as a product of the Vietnam War, rising anti-colonial sentiment, and organised non-alignment's corresponding shift toward a more militant stance on the world stage. This shift helped to foster a newly antagonistic relationship between the United States and the NAM.

In 1961, President John F. Kennedy initiated a bold new policy of engaging states that had chosen to remain nonaligned in the Cold War. In a narrative ranging from the White House to the western coast of Africa, to the shores of New Guinea, Robert B. Rakove examines the brief but eventful life of this policy during the presidencies of Kennedy and his successor, Lyndon Baines Johnson. Engagement initially met with real success, but it faltered in the face of serious obstacles, including colonial and regional conflicts, disputes over foreign aid, and the Vietnam War. Its failure paved the way for a lasting hostility between the United States and much of the nonaligned world, with consequences extending to the present. This book offers a sweeping account of a critical period in the relationship between the United States and the Third World.

Abstract: Today’s international relations are plagued by anxieties about the nuclear state and the state of being nuclear. But exactly what does it mean for a nation, a technology, a substance, or a workplace to be “nuclear”? How, and to whom, does the designation “nuclear” matter? Considering these questions from African vantage points shifts our paradigm for understanding the global nuclear order. In any given year of the Cold War, African mines supplied 20%–50% of the Western world’s uranium ore. As both political object and material substance, African ore shaped global conceptions and meanings of the “nuclear,” with enduring consequences for the legal and illegal circulation of radioactive materials, the global institutions and treaties governing nuclear weapons and atomic energy, and the lives and health of workers. This talk explores those consequences, drawing on historical and contemporary examples from Niger and South Africa. The view from Africa offers scholars and policymakers fresh perspectives on issues including global nuclear governance, export controls, pricing mechanisms, and occupational health regulation

About the Speaker: Gabrielle Hecht is professor of history at the University of Michigan, where she also directs the Program in Science, Technology, and Society. Her publications include two books on history and policy in the nuclear age. Being Nuclear: Africans and the Global Uranium Trade (MIT Press, 2012) offers new perspectives on the global nuclear order. The Radiance of France: Nuclear Power and National Identity (MIT Press, 1998, 2nd edition, 2009) explores how the French embedded nuclear policy in reactor technology. It received awards from the American Historical Association and the Society for the History of Technology. Hecht was appointed by ministerial decree to the scientific advisory board for France’s national radioactive waste management agency, ANDRA. She also serves on the advisory board for AGORAS, an interdisciplinary collaboration between academic and industry researchers to improve safety governance in French nuclear installations. She recently advised the U.S. Senate Committee on Investigations on the history of the uranium market, for its report on Wall Street Bank Involvement with Physical Commodities. Hecht’s work has been funded by the National Science Foundation, the National Endowment for the Humanities, the American Council for Learned Societies, and the South African and Dutch national research foundations, among others. Hecht holds a Ph.D. in history and sociology of science from the University of Pennsylvania.

The future of humanitarian assistance and security policy in chaotic places such as Syria and Iraq could rest on a single question: Does aid in conflict zones promote peace or war? It seems intuitive to assume that hunger and exposure push people to violence and that aid should, therefore, lead to peace. This idea has been the bedrock of scores of “hearts and minds” campaigns dating back to the Cold War, which have invested billions of dollars on the principle that assistance can buy compliance and, eventually, peace.

Yet recent evidence indicates that sending aid into conflict-affected regions can actually worsen violence in some cases. Over the past decade, our research collective, the Empirical Studies of Conflict Project (ESOC), has conducted a suite of studies in conflict zones to test this relationship. Among other countries, we studied the Philippines, a state riven by a variety of long-term conflicts in areas with limited governmental control. Our findings provide several lessons on how infusions of aid work in poorly governed spaces.

Benjamin Valentino is a Professor of Government at Dartmouth College and Chair of the Government Department. His research interests include the causes and consequences of violent conflict and American foreign and security policies. At Dartmouth he teaches courses on international relations, international security, American foreign policy, the causes and prevention of genocide and serves as co-director the Government Department Honors Program. He is also the faculty coordinator for the War and Peace Studies Program at Dartmouth’s Dickey Center for International Understanding. Professor Valentino’s book, Final Solutions: Mass Killing and Genocide in the 20th Century, received the Edgar S. Furniss Book Award for making an exceptional contribution to the study of national and international security. His work has appeared in outlets such as The New York Times, The Wall Street Journal, Foreign Affairs, The American Political Science Review, Security Studies, International Organization, Public Opinion Quarterly, World Politics and The Journal of Politics. He is currently working on several research projects focusing on public opinion on the use of force and developing early warning models of large-scale violence against civilians.

CISAC Senior Fellow Scott Sagan and Affiliated Faculty Member Allen Weiner of the Stanford Law School teach "Rules of War," a Thinking Matters course that investigates the legal rules that govern the resort to, and conduct of war, and study whether these rules affect the conduct of states and individuals. The class will confront various ethical, legal, and strategic problems as they make decisions about military intervention and policies regarding the threat and use of force in an international crisis. The class culminates in one of CISAC's signature simulations in which students are assigned roles within the presidential cabinet.
