Nations, States, and Violence presents a revisionist view of the sources of nationalism, the relationship of the nation to culture, and the implications of nationalism and cultural heterogeneity for the future of the nation-state. It accepts the now-standard view that national identities are not inherited traits but constructed communities in order to serve political ends. But the resulting national identities do not emerge from some metaphorical plebiscite as had been suggested by some; rather they result from efforts by people to coordinate their identities with people who share at least some cultural traits with them. Coordination leads to powerful social and cultural ties that are hard to unravel, and this explains the persistence of national identities.


Understood as the result of coordination dynamics, the implications of national homogeneity and heterogeneity are explored. The book shows that national heterogeneity is not, as it is sometimes accused of being, a source of hatred and violence. Nonetheless, there are advantages to homogeneity for the production of public goods and economic growth. Whatever the positive implications of homogeneity, the book shows that in the current world, classic nation-states are defunct. Heterogeneity is proliferating not only due to migration but also because small groups in many states once thought to be homogeneous are coordinating to demand national recognition. With the prohibitive costs of eliminating cultural heterogeneity, citizens and leaders need to learn how best to manage, or even take advantage of, national diversity within their countries. Management of diversity demands that we understand the coordination aspects of national heterogeneity, a perspective that this book provides.

In addition to providing a powerful theory of coordination and cultural diversity, the book provides a host of engaging vignettes of Somalia, Spain, Estonia, and Nigeria, where the author has conducted original field research. The result is a book where theory is combined with interpretations of current issues on nationalism, economic growth, and ethnic violence.

CISAC awarded honors certificates in international security studies to 14 undergraduates who completed theses on policy issues ranging from speeding up the detection of a bioterror attack to improving the World Bank's effectiveness at post-conflict resolution.

Among the 2006-2007 participants in CISAC's Interschool Honors Program in International Security Studies were award winners Brian Burton, who received a Firestone Medal for his thesis, "Counterinsurgency Principles and U.S. Military Effectiveness in Iraq," and Sherri Hansen, who received the William J. Perry Award for her thesis, "Explaining the Use of Child Soldiers." The Firestone Medal recognizes the top 10 percent of undergraduate theses at Stanford each year, and the Perry recognizes excellence in policy-relevant research in international security studies.

CISAC honors students "can make the world a more peaceful place in several ways," FSI senior fellow Stephen Stedman told students and guests at the honors ceremony. "They can graduate and find jobs of power and influence [and] they can identify real world problems and solve them."

This year's class, which included several double-majors, represented nine major fields of study: biology, history, human biology, international relations, mathematics, management science and engineering, physics, political science, Russia-Eurasian studies. Some students headed to business or policy positions, while others looked forward to advanced studies in law, medicine, biophysics, security studies, or other fields.

"I hope that this is the beginning, not the end, of your contributions to policy-relevant research," CISAC senior research scholar Paul Stockton, who co-directed the program with Stedman, told the students. He added, "In every potential career you have expressed a desire to pursue, from medicine to the financial sector and beyond, we need your perspectives and research contributions, to deal with emerging threats to global security."

Many students expressed interest in realizing that hope. Burton said his aspiration is to attain "a high-level cabinet or National Security Council position to cap a long career of public service in foreign policy."

Katherine Schlosser, a biology major who is headed to Case Western Reserve University for joint MD-master's in public health program, said she hopes to "keep conducting innovative research and to eventually rejoin the international security studies community in some capacity."

Somalia is once again on the front page--and the news isn't pretty. Since 2003, the country's seaside capital of Mogadishu has served as an arena for a battle of gladiators, pitting U.S.backed warlords against guntoting Islamic revolutionaries. With no capable or legitimate state to counter it, the Union of Islamic Courts emerged victorious last June, only to be felled in December by an enfeebled transitional government, formed in exile and backed by the Ethiopian military. A recent spate of assassinationstyle killings and suicide bombings herald the arrival of a new resistance movement intent on ejecting these foreign forces and the African Union troops now being dispatched to the country. Caught in the midst of this violent morass is Somalia's longsuffering population of 8.5 million, seeking order from whomever can provide it, simply hoping that the bully who comes out on top will care enough to reverse the country's economic collapse.

Somalia may be garnering headlines today, but the country's strife parallels the bloodshed in far too many of Africa's struggling nations.

On April 28, 2004, the United Nations Security Council, acting under Chapter VII of the UN Charter, unanimously passed UNSC 1540. The resolution "decided that all States shall refrain from providing any form of support to non-state actors" attempting to obtain or use weapons of mass destruction, "adopt and enforce appropriate effective laws" to that effect, and "take and enforce effective measures to "prevent the proliferation of" WMD. To carry out its part of this mandate, the UNSC established and renewed a Committee, which has mainly and usefully assisted States in adopting "appropriate effective laws." This study, in collaboration with Committee members, has focused on implementation mechanisms and indicators of performance in border and exports controls, securing materiel and facilities, and adapting controls to State needs. We conclude that the most meaningful measures of implementation need to be more broadly adopted and that the 1540 Committee needs a more extensive staff in order to extend its role to disseminate States' experience with those measures. We also conclude that mechanisms need to be developed to facilitate information sharing between the Committee and the private sector.

Michael May is a professor emeritus (research) in the Stanford University School of Engineering and a senior fellow with the Freeman Spogli Institute for International Studies at Stanford University. He is the former co-director of Stanford University's Center for International Security and Cooperation, having served seven years in that capacity through January 2000. May is a director emeritus of the Lawrence Livermore National Laboratory, where he worked from 1952 to 1988, with some brief periods away from the Laboratory. While there, he held a variety of research and development positions, serving as director of the Laboratory from 1965 to 1971. May was a technical adviser to the Threshold Test Ban Treaty negotiating team; a member of the U.S. delegation to the Strategic Arms Limitation Talks; and at various times has been a member of the Defense Science Board, the General Advisory Committee to the AEC, the Secretary of Energy Advisory Board, the RAND Corporation Board of Trustees, and the Committee on International Security and Arms Control of the National Academy of Sciences. He is a member of the Council on Foreign Relations and the Pacific Council on International Policy, and a Fellow of the American Physical Society and the American Association for the Advancement of Science. May received the Distinguished Public Service and Distinguished Civilian Service Medals from the Department of Defense, and the Ernest Orlando Lawrence Award from the Atomic Energy Commission, as well as other awards. His current research interests are in the area of nuclear and terrorism, energy, security and environment, and the relation of nuclear weapons and foreign policy.

Chaim Braun is a vice president of Altos Management Partners, Inc., and a CISAC science fellow and affiliate. He is a member of the Near-Term Deployment and the Economic Cross-Cut Working Groups of the Department of Energy (DOE) Generation IV Roadmap study. He conducted several nuclear economics-related studies for the DOE Nuclear Energy Office, the Energy Information Administration, the Electric Power Research Institute, the Nuclear Energy Institute, Non-Proliferation Trust International, and others. Braun has worked as a member of Bechtel Power Corporation's Nuclear Management Group, and led studies on power plant performance and economics used to support maintenance services. Braun has worked on a study of safeguarding the Agreed Framework in North Korea, he was the co-leader of a NATO Study of Terrorist Threats to Nuclear Power Plants, led CISAC's Summer Study on Terrorist Threats to Research Reactors, and most recently co-authored an article with CISAC Co-Director Chris Chyba on nuclear proliferation rings. His research project this year is entitled "The Energy Security Initiative and a Nuclear Fuel Cycle Center: Two Enhancement Options for the Current Non-Proliferation Regime."

Allen Weiner is an associate professor of law (teaching) at the Stanford Law School, as well as the inaugural Warren Christopher Professor of the Practice of International Law and Diplomacy, a chair held jointly by FSI and the Stanford Law School. He is also an affiliated faculty member at CISAC. His expertise is in the field of public international law and the foreign relations law of the United States. His work focuses on the effect of positive international law rules on the conduct of foreign relations and other implications for the behavior of states, courts (both national and international), and other international actors. Current research interests focus on international law and the response to the contemporary security threats of international terrorism and the proliferation of weapons of mass destruction. He teaches courses in public international law and international criminal law at Stanford Law School. Before coming to Stanford, Weiner served for 12 years as a career attorney in the U.S. Department of State. He served in the Office of the Legal Adviser in Washington, D.C. (1990-1996) and at the U.S. Embassy in The Hague (1996-2001), most recently as legal counselor, in which capacity he served as the U.S. Government's principal day-to-day interlocutor with the international legal institutions in The Hague, including the International Court of Justice, the International Criminal Tribunal for the Former Yugoslavia, and the Iran-United States Claims Tribunal. He received a BA from Harvard College and a JD from Stanford Law School.

Roger Speed is a physicist formerly with the Lawrence Livermore National Laboratory and now an affiliate of CISAC. He has also worked at the National Academy of Sciences, at R&D Associates, and, as a Peace Fellow, at the Hoover Institution, where he wrote a book on strategic nuclear policy. He has served on a number of defense-related committees, including ones for the Office of Undersecretary of Defense for Policy, the American Physical Society, the U.S. Navy (Non-Acoustic ASW Panel), the National Academy of Sciences, and the Air Force Space and Missile Systems Organization. He has conducted a broad range of national security studies for the Department of Defense, Department of Energy, and Central Intelligence Agency in such areas as arms control, strategic deterrence, nuclear war, ballistic missile defense, nuclear weapons safety, and the survivability of strategic systems.

May is continuing work on creating a secure future for civilian nuclear applications. In October 2007, May hosted an international workshop on how the nuclear weapon states can help rebuild the consensus underlying the Nuclear Non-Proliferation Treaty (NPT). Proceedings and a summary report are available online or by email request. May also chaired a technical working group on nuclear forensics. The final report is available online.

In April 2007, May in cooperation with former Secretary of Defense William J. Perry and Professor Ashton Carter of Harvard hosted a workshop on what would have to be done to be ready for a terrorist nuclear detonation. The report is available online at the Preventive Defense Project. A summary, titled, "The Day After: Action Following a Nuclear Blast in a U.S. City," was published fall 2007 in Washington Quarterly and is available online.

Recent work also includes a study of nuclear postures in several countries (2007 - 2009); an article on nuclear disarmament and one on tactical nuclear weapons; and a report with Kate Marvel for the American Academy of Arts and Sciences on possible game changers in the nuclear energy industry.

Allen S. Weiner is senior lecturer in law and director of the Stanford Program in International Law at Stanford Law School. He is also the co-director of the Stanford Center on International Conflict and Negotiation. He is an international legal scholar with expertise in such wide-ranging fields as international and national security law, the law of war, international conflict resolution, and international criminal law (including transitional justice). His scholarship focuses on international law and the response to the contemporary security threats of international terrorism, the proliferation of weapons of mass destruction, and situations of widespread humanitarian atrocities. He also explores the relationship between international and domestic law in the context of asymmetric armed conflicts between the United States and nonstate groups and the response to terrorism. In the realm of international conflict resolution, his highly multidisciplinary work analyzes the barriers to resolving violent political conflicts, with a particular focus on the Israeli-Palestinian conflict. Weiner’s scholarship is deeply informed by experience; for more than a decade he practiced international law in the U.S. Department of State, serving as an attorney-adviser in the Office of the Legal Adviser and as legal counselor at the U.S. Embassy in The Hague. In those capacities, he advised government policy-makers, negotiated international agreements, and represented the United States in litigation before the Iran-United States Claims Tribunal, the International Criminal Tribunal for the Former Yugoslavia, and the International Court of Justice. He teaches courses in public international law, international conflict resolution, and international security matters at Stanford Law School.

Weiner is the author of "Constitutions as Peace Treaties: A Cautionary Tale for the Arab Spring” in the Stanford Law Review Online (2011) and co-author (with Barry E. Carter) of International Law (6th ed. 2011). Other publications include “The Torture Memos and Accountability" in the American Society of International Law Insight (2009), "Law, Just War, and the International Fight Against Terrorism: Is It War?", in Intervention, Terrorism, and Torture: Contemporary Challenges to Just War Theory (Steven P. Lee, ed.) (2007), ”Enhancing Implementation of U.N. Weiner has worked on several Supreme Court amicus briefs concerning national security and international law issues, including cases brought involving "war on terror" detainees.  He has also submitted petitions before the United Nations Working Group on Arbitrary Detention on behalf of Vietnamese social and political activists detained by their governing for the exercise of free speech rights.

Weiner earned a BA from Harvard College and a JD from Stanford Law School.

There have been serious disagreements between India and the United States in negotiation of the proposed nuclear-cooperation agreement between the two countries described at this website on Dec. 20, 2006 and Jan. 17, 2007. Our December article reported the President George W. Bush administration's hope of submitting a final agreement with India to the international Nuclear Suppliers' Group for approval at the Group's April meeting this year, 2007. That hope was not achieved. Indeed, India's objections to provisions of the U.S.-drafted agreement designed to meet Congressional requirements have raised questions as to whether a U.S. nuclear agreement with India that meets Congressional requirements is likely. Given the new Democratic majority in the House and Senate, achieving acceptance by Congress in 2007 or 2008 of an agreement with India that satisfies the statute adopted in 2006 by a Republican-controlled Congress seems unlikely.

Starting next fall, Stanford's 25-year-old International Policy Studies (IPS) master's program will double in length and expand its interdisciplinary scope to train a new generation of graduates prepared for careers in international policy-making and advocacy.

The two-year program is named in honor of Susan Ford Dorsey, president of the Sand Hill Foundation, who has made a gift of $7.5 million, which has been matched by university funds to create a $15 million endowment. According to program Director Stephen J. Stedman, the funding will be used to better integrate the program into the university's international policy research centers, increase access to courses in the law and business schools, use more full-time faculty to teach classes and introduce a practicum that involves solving real-world problems.

Ford Dorsey's endowment fulfills one of the key priorities of Stanford's International Initiative, according to Stedman, which is to address global problems by leveraging the university's cross-disciplinary and collaborative research and teaching. Ford Dorsey and her husband, Mike, serve on volunteer committees of The Stanford Challenge, which is seeking to raise $4.3 billion in a broad effort to expand the university's role in addressing global challenges and educating the next generation of leaders.

Stedman, a senior fellow at the Freeman Spogli Institute for International Studies (FSI), was asked to lead the program because he has experience in both academic and policy work. In 2003, Stedman served as research director of the U.N. High-Level Panel on Threats, Challenges and Change, which former U.N. Secretary-General Kofi Annan established to analyze global security threats and propose reforms to the international system. Upon completion of the panel's report, A More Secure World: Our Shared Responsibility, Annan asked Stedman to stay on as a special adviser to help get support in implementing the panel's recommendations. Following the U.N. world leaders' summit in September 2005, during which more than 175 heads of state agreed upon a global security agenda developed from the panel's work, Stedman returned to the Center for International Security and Cooperation at FSI.

According to Stedman, the revamped curriculum will give students the skills to understand the complex connections between poverty, deadly infectious disease, environmental degradation, resource depletion, food insecurity, interstate conflict, civil war, nuclear proliferation and terrorism.

"In a world where problems cross borders and disciplines, where threats that were previously thought to be independent are found to be interconnected, where distinctions between what is domestic policy and what is foreign policy are becoming more and more tenuous, students need training and perspective to break down disciplinary silos," Stedman says in a statement on the program's website. "They need the tools and dexterity to work across issue areas and in diverse policy arenas. They need to see connections that others miss, and be able to describe and explain those connections so that others will then see them too."

The program, which will be jointly administered by the School of Humanities and Sciences and FSI, will continue to admit about 30 students a year, with up to half coming from outside the United States. Students are required to have taken prerequisite courses in economics and statistics, and to speak a foreign language.

At a Feb. 7 dinner celebrating the newly endowed program, Gareth Evans, president of the International Crisis Group and a member of the U.N. High-Level Panel, talked about the need to "make idealism realistic" and discussed the concept of a state's "responsibility to protect" civilians as a new international norm. "In just five years, which is short in the history of ideas, a brand new historical norm" was introduced and recognized by much of the international community, he said. "This was a historic breakthrough. It should reinvigorate our belief in the art of the possible." Concerning the Ford Dorsey IPS program, Evans said, "When it comes to making idealism realistic  there really could be no better place anywhere in the world that this new master's program at Stanford."

The incoming fall cohort of IPS students will study writing and rhetoric and international economics. They will take core courses in Issues in International Policies, which introduces Stanford's policy research centers and provides analyses of current global issues, and Managing Global Complexity, which teaches concepts and theories of international relations while focusing on issues with competing policy concerns. "The goal is to understand that much of what we study today is marked by trade-offs among various goods that we seek to promote," Stedman says in the statement. "Globalization and interdependence creates opportunities for creative solutions to problems, while sometimes creating negative unintended consequences for policy solutions."

IPS students will take a "gateway" course before selecting a concentration during the second year. These specialized fields include democracy, development and the rule of law; energy, environment and natural resources; global health; global justice; international negotiation and conflict management; international political economy; and international security and cooperation. Finally, students will complete a small group practicum in which they will be required to develop solutions to current global problems.

Testimony before the U.S. House of Representatives' Armed Services Committee on alternative perspectives on the president's strategy for Iraq. The full committee heard from the following witnesses: William J. Perry, CISAC; Lawrence J. Korb, Center for American Progress; and Frederick W. Kagan, American Enterprise Institute.

The Iraq Study Group (ISG) proposal recognized that the key actions needed in Iraq must be taken by the Iraqi government and the Iraqi Army, and provided the incentives for those actions. The ISG proposal also recognized that the U.S. needed to begin the redeployment of overstretched ground forces in order to meet security responsibilities outside of Iraq. Perhaps most importantly, the recommendations of the bipartisan ISG provided an opportunity for the nation to come together on Iraq. Last week, President Bush announced a new way forward in Iraq that does not follow the ISG recommendations. He has chosen a course of action unlikely to succeed because it is tactical not strategic; because it does not entail real conditionality for the Iraqi government, which will only deepen the divide in the country.

Noah Richmond (speaker) is a CISAC Zukerman Fellow and a Stanford Center on International Conflict and Negotiation fellow. His research has focused on the structure and management of the U.S. officer corps, organizing the U.S. military for new domains of warfare including space and cyberspace, and ballistic missile defense. His current research focuses on international, supra-national, and national control regimes for dual-use technologies. Most recently he co-chaired the working group on new domains of warfare for the Beyond Goldwater-Nichols Study conducted at the Center for Strategic and International Studies. Richmond has previously consulted for the Institute for Defense Analyses, RAND, and Strategic Decisions Group. He received his BS in mathematics from the Massachusetts Institute of Technology, an MS in engineering-economic systems and operations research from Stanford, and a PhD in management science and engineering from Stanford. Richmond is currently a law student at Stanford Law School (class of 2008), where his studies focus on intellectual property and international trade.

David Elliott (respondent) was staff director for science and technology at the National Security Council (NCS) and then vice president at SAIC and SRI. At NCS his portfolio included export control matters, which included the international coordination of our policy. During his time at NCS, major emphases emerged on civilian nuclear issues after the Indian nuclear test and on computer technology as its importance became evident. At CISAC he has contributed to work in cyber security and information technology. Elliott received his BS in physics from Stanford University and both his MS and PhD in experimental high energy physics from the California Institute of Technology.

A major component of the strategy to prevent attacks with Weapons of Mass Destruction (WMD) by transnational terrorist groups requires the widespread utilization of chemical, biological and radiological detection systems. Whether or not one can actually deploy these sensors may well depend on the public perception of the sensor's invasion of their privacy and the court's interpretation of the sensors' challenge to the Constitution's search and seizure protections. However, if scientists and engineers designing new sensors take cognizance of the perspective taken by courts in the past, they will stand a much better chance of providing technical solutions that will balance the Fourth Amendment and civil liberties against the modern realities of terrorist threats. This seminar will discuss and solicit ideas on how legal interpretations of the fourth Amendment can be used to help design modern sensor systems.

Don Prosnitz is currently the deputy drector (programs) for nonproliferation, homeland and international security at Lawrence Livermore National Laboratory and is responsible for overseeing all of the directorate's technical programs. He received his BS from Yale University and his PhD in physics from the Massachusetts Institute of Technology. He then spent two years as an assistant professor in the Engineering and Applied Science Department at Yale before joining Lawrence Livermore National Laboratory as an experimental laser physicist. Over the next three decades, he conducted research on lasers, particle accelerators, high-power microwaves, free-electron lasers, and remote sensing, and managed the design, construction, and operation of numerous research facilities. In 1990, he was awarded the U.S. Particle Accelerator Award for Achievement in Accelerator Physics and Technology; in 2002, he was named a Fellow of the American Physical Society. He has served on multiple technical panels, including a Defense Science Board study and various intelligence committees. He is currently a member of the National Academies of Science Board on Chemical Sciences and Technology. In 1996, Prosnitz was briefly detailed to the Department of Energy where he provided technical support to the Office of Nonproliferation and National Security. In 1999, Prosnitz was named the chief science and technology advisor for the Department of Justice (DOJ) by Attorney General Janet Reno. In this newly created position, he was responsible for coordinating technology policy among the DOJ's component agencies and with state and local law enforcement entities on science and technology projects and programs. He served on numerous interagency working groups and federal committees, including the National Science and Technology Council, the Data Management Improvement Act Task Force (immigration systems), and the National Human Research Protections Advisory Committee. He advised the attorney general and DOJ officials and component agencies, such as the FBI, DEA, and former INS (Immigration and Nationalization Service), on such technical matters as weapons of mass destruction, forensics, human subject protection, immunization policy, immigration policy, biometrics, border protection, and information technology. In 2003 he returned to LLNL where he promotes continuing education of the workforce with a special emphasis on the interaction of society and technology.

Plutonium (Pu) and highly enriched uranium (HEU), the fissile material that is the sine qua non of nuclear weapons, manifest fingerprints that are unique to the manufacturing processes employed in their creation. Such fingerprints are not as clear as those made famous by the FBI for decades, or as DNA is today, but they are fingerprints, nonetheless. The technical challenge is to develop the processes that will link, beyond reasonable doubt, the fissile material to its manufacturer. If the technical challenges can be met, political challenges lay beyond and must be resolved before the civilized world can be assured that the fissile material that generates a nuclear explosion can be traced to its source, but if it can, many benefits to society will result. Among these are deterrence of potential suppliers, credible delay in reacting to nuclear terrorism, and international cooperation of the highest sort.

Harold Smith holds the appointment of distinguished visiting scholar and professor with the Goldman School of Public Policy at the University of California, Berkeley (UCB), where he focuses on the impact of technology on foreign and defense policy. In 1993, Smith served as assistant to the scretary of defense for nuclear, chemical, and biological defense programs during the Clinton administration. In 1960 he joined the faculty of UCB where he retired as professor and chairman of the Department of Applied Science in 1976. Smith was awarded a White House Fellowship in 1966 and was assigned as a special assistant to the secretary of defense. Since that time, he has served as an advisor to numerous governmental boards on national security policy. Of particular note are his chairmanship of the Vulnerability Task Force of the Defense Science Board and a special study for (then) Secretary of Defense Schlesinger on the Airborne Warning and Control System (AWACS); i.e. the Smith Report. He has published in the New York Times, the Christian Science Monitor, the Wall Street Journal, U.S. News and World Report, and Arms Control Today. He received his PhD in nuclear engineering from the Massachusetts Institute of Technology.

Bill Dunlop is currently a senior scientist at Lawrence Livermore National Laboratory (LLNL) and has held numerous positions during his career there, including serving as the project manager for strategic missile and defensive weapons systems, the program manager for the development of the W87 warhead for the MX missile, and the program manager for earth penetrator weapons. From 1985 until 1990 he was the division leader overseeing work on thermonuclear weapons development. From January 1994 until December 1995, he served as the technical advisor to the U.S. ambassador to the Conference on Disarmament. The principal activity during this period in the Conference on Disarmament was the negotiation of the Comprehensive Test Ban Treaty. After his return from Geneva, Dunlop resumed the leadership of the Arms Control and Treaty Verification Program, which later was renamed the Proliferation Prevention and Arms Control (PPAC) Program. He continues to work part-time at LLNL where he is involved cargo security issues and defense activities. Dunlop received his BA in physics from the University of Pennsylvania. He received his MS in physics and his PhD in nuclear physics from the Univesity of California, Los Angeles.
