Nuclear Safety

This summer the DOE Energy Information Agency released its study of the McCain/Lieberman Climate Stewardship bill, concluding that the largest single effect of these carbon controls would be the construction of 145 gigawatts of new U.S. nuclear capacity by 2030, more than doubling the existing 100 gigawatts. From the perspective of the early 1990's, today's resurgent interest in nuclear energy may appear surprising. This seminar will review what changed over the last 20 years that returned nuclear energy to broad public attention today, and will discuss the range of possible nuclear energy futures and their implications for security and the environment.

Per F. Peterson is Professor and previous chair of the Department of Nuclear Engineering at the University of California, Berkeley. He received his BS in Mechanical Engineering at the University of Nevada, Reno, in 1982. After working at Bechtel on high-level radioactive waste processing from 1982 to 1985, he received a MS degree in Mechanical Engineering at the University of California, Berkeley in 1986 and a PhD in 1988. He was a JSPS Fellow at the Tokyo Institute of Technology from 1989 to 1990 and a National Science Foundation Presidential Young Investigator from 1990 to 1995. He is past chairman of the Thermal Hydraulics Division (1996-1997) and a Fellow (2002) of the American Nuclear Society, a recipient of the Fusion Power Associates Excellence in Fusion Engineering Award (1999), and has served as editor for three journals.

Professor Peterson's work focuses on applications in energy and environmental systems, including passive reactor safety systems, inertial fusion energy, and nuclear materials management and security. His research interests focus on thermal hydraulics, heat and mass transfer, nonproliferation and nuclear security. He is author of over 100 archival journal articles and over 130 conference publications on these topics.

Scott Sagan (speaker) is a professor of political science and co-director of Stanford's Center for International Security and Cooperation. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as a special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon. He has also served as a consultant to the office of the Secretary of Defense and at the Sandia National Laboratory and the Los Alamos National Laboratory. Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989), The Limits of Safety: Organizations, Accidents, and Nuclear Weapons (Princeton University Press, 1993), and with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: A Debate Renewed (W.W. Norton, 2002). He is the co-editor of Peter R. Lavoy, Scott D. Sagan, and James L. Wirtz, Planning the Unthinkable (Cornell University Press, 2000). Sagan was the recipient of Stanford University's 1996 Hoagland Prize for Undergraduate Teaching and the 1998 Dean's Award for Distinguished Teaching. As part of CISAC's mission of training the next generation of security specialists he and Stephen Stedman founded Stanford's Interschool Honors Program in International Security Studies in 2000. His recent articles include "How to Keep the Bomb From Iran," in Foreign Affairs (September-October 2006); "The Madman Nuclear Alert: Secrecy, Signaling, and Safety in October 1969" co-written by Jeremi Suri and published in International Security in spring 2003; and "The Problem of Redundancy Problem: Will More Nuclear Security Forces Produce More Nuclear Security?" published in Risk Analysis in 2004. In addition to these works, Sagan is also finishing a collection of essays for a book tentatively entitled Inside Nuclear South Asia.

Paul Kapur (discussant) is a visiting professor at CISAC, on leave from the U.S. Naval War College, where he is an associate professor in the Department of Strategic Research. Before joining the War College in 2006, Kapur was visiting professor at CISAC and assistant professor of Government at Claremont McKenna College. He also served as a postdoctoral fellow at the University of Chicago, where he received his PhD in political science. His research interests include the strategic effects of nuclear weapons proliferation, deterrence theory, and the international security environment in South Asia. Kapur is author of Dangerous Deterrent: Nuclear Weapons Proliferation and Conflict in South Asia (Stanford University Press, 2007). His work has also appeared in journals such as International Security, Security Studies, Asian Survey, and Asian Security.

Scott D. Sagan is Co-Director and Senior Fellow at the Center for International Security and Cooperation, the Caroline S.G. Munro Professor of Political Science, and the Bass University Fellow in Undergraduate Education at Stanford University. He also serves as Co-Chair of the American Academy of Arts and Sciences’ Committee on International Security Studies. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon.

In 2022, Sagan was awarded Thérèse Delpech Memorial Award from the Carnegie Endowment for International Peace at their International Nuclear Policy Conference. In 2017, he received the International Studies Association’s Susan Strange Award which recognizes the scholar whose “singular intellect, assertiveness, and insight most challenge conventional wisdom and intellectual and organizational complacency" in the international studies community. Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.

CISAC awarded honors certificates in international security studies to 14 undergraduates who completed theses on policy issues ranging from speeding up the detection of a bioterror attack to improving the World Bank's effectiveness at post-conflict resolution.

Among the 2006-2007 participants in CISAC's Interschool Honors Program in International Security Studies were award winners Brian Burton, who received a Firestone Medal for his thesis, "Counterinsurgency Principles and U.S. Military Effectiveness in Iraq," and Sherri Hansen, who received the William J. Perry Award for her thesis, "Explaining the Use of Child Soldiers." The Firestone Medal recognizes the top 10 percent of undergraduate theses at Stanford each year, and the Perry recognizes excellence in policy-relevant research in international security studies.

CISAC honors students "can make the world a more peaceful place in several ways," FSI senior fellow Stephen Stedman told students and guests at the honors ceremony. "They can graduate and find jobs of power and influence [and] they can identify real world problems and solve them."

This year's class, which included several double-majors, represented nine major fields of study: biology, history, human biology, international relations, mathematics, management science and engineering, physics, political science, Russia-Eurasian studies. Some students headed to business or policy positions, while others looked forward to advanced studies in law, medicine, biophysics, security studies, or other fields.

"I hope that this is the beginning, not the end, of your contributions to policy-relevant research," CISAC senior research scholar Paul Stockton, who co-directed the program with Stedman, told the students. He added, "In every potential career you have expressed a desire to pursue, from medicine to the financial sector and beyond, we need your perspectives and research contributions, to deal with emerging threats to global security."

Many students expressed interest in realizing that hope. Burton said his aspiration is to attain "a high-level cabinet or National Security Council position to cap a long career of public service in foreign policy."

Katherine Schlosser, a biology major who is headed to Case Western Reserve University for joint MD-master's in public health program, said she hopes to "keep conducting innovative research and to eventually rejoin the international security studies community in some capacity."

Last year, for the first time, the United States voted in the U.N. General Assembly against a traditional resolution calling for negotiation of legally binding negative security assurances (NSAs) by nuclear-weapon states. These are promises not to use nuclear weapons against nuclear Non-Proliferation Treaty (NPT) states-parties that have promised not to acquire them. In the debate, the U.S. delegation explained that the United States "opposes a treaty on negative security assurances or any other binding instrument on security assurances."

U.S. military officials have long opposed explicit promises not to use nuclear weapons against countries that do not have them. Prior to the current administration, however, the U.S. government had rarely been so clear in stating its opposition. This new position is contrary to U.S. national interests.

U.S. superiority in conventional weapons and the advent of precision-guided munitions means that the United States does not need to use or threaten to use nuclear weapons to achieve its military goals effectively, even against those states that possess chemical or biological weapons. Indeed, the United States needs to be prepared to use nuclear weapons only in response to an attack with nuclear weapons. Moreover, the U.S. refusal to endorse NSAs only encourages additional countries, including U.S. enemies, to acquire nuclear weapons.

There have been serious disagreements between India and the United States in negotiation of the proposed nuclear-cooperation agreement between the two countries described at this website on Dec. 20, 2006 and Jan. 17, 2007. Our December article reported the President George W. Bush administration's hope of submitting a final agreement with India to the international Nuclear Suppliers' Group for approval at the Group's April meeting this year, 2007. That hope was not achieved. Indeed, India's objections to provisions of the U.S.-drafted agreement designed to meet Congressional requirements have raised questions as to whether a U.S. nuclear agreement with India that meets Congressional requirements is likely. Given the new Democratic majority in the House and Senate, achieving acceptance by Congress in 2007 or 2008 of an agreement with India that satisfies the statute adopted in 2006 by a Republican-controlled Congress seems unlikely.

The two political scientists revisited their classic debate on nuclear weapons, addressing recent developments in Iran and possible global responses. Richard K. Betts moderated the event. Within the last 10 years several non-proliferation programs have been realized in Uzbekistan. Those programs include actions on upgrading physical protection systems of facilities possessing nuclear reactors and powerful radioactive sources, measures on improving nuclear security and radioactive safety, equipping the country's exit/entry points in order to prevent illicit trafficking of nuclear and radioactive materials, improving safeguards and radioactive monitoring of environment. Special attention was given to conversion of research reactors to low enrichment uranium and treatment of highly enriched fresh and spent reactor fuel. The programs have been performed in cooperation with U.S. energy and defense departments, the International Atomic Energy Agency and related institutions.

Bekhzod Yuldashev is a CISAC science fellow. He served as a consultant-advisor at the International Atomic Energy Agency in 2006-2007. Prior to that, he was director-general of the Institute of Nuclear Physics of the Uzbekistan Academy of Science from 1990 to 2006. From 1984 to 1990, he served as head of the laboratory in the Physical Technical Institute in Tashkent, where he had been a senior researcher since 1972.

Yuldashev has published about 300 scientific papers dedicated to various subjects of particle and nuclear physics in the wide range of primary energies. In particular, he experimentally obtained the first evidence of dibaryon resonances, discovered the effect of emitting energetic nucleons from local subsystems in nuclei, observed anomalously high production of eta-mesons and cumulative delta-isobars on nuclei and has experimentally proven that production and decay of vector and tensor resonances are the origins of so-called leading pions with an opposite sign to the primary one in high energy interactions. He has more than 20 patents on nuclear applications.

He is a full member of the Academy of Science of Uzbekistan and served as the academy's president from September 2000 through November 2005. In 2000-2004 he was elected a Member of Parliament of the Republic of Uzbekistan, and in 2004-2005 was elected a Senator.

He is a fellow of Islamic Academy of Sciences, a member of the American Physical Society. From 1992 to 2002, he was an elected member of the Scientific Council of the Joint Institute of Nuclear Research, in Dubna, Russia, one of two international nuclear centers in the world. He is also a member of the IAEA's Standing Advisory Group for Nuclear Applications, a fellow of the Islamic Countries Academy, and foreign member of the National Academy of Kazakhstan. He is an honorary professor of Samarkand State University and honorary doctor of the Joint Institute of Nuclear Research (2004). He won the 2004 Economic Cooperation Organization's excellence award in science and technology and the 1983 Uzbekistan State Prize for Science and Technology.

Yuldashev graduated from Tashkent and Moscow Universities in 1968. He earned his PhD in physics and mathematics from the Joint Institute of Nuclear Research, Dubna, Russia, in 1971.

Recently, post-explosion nuclear forensics, or nuclear attribution, has gained a new spotlight within the scientific and policymaking community working on nuclear weapons. Academics are beginning to ask whether post-explosion forensics might create a replacement for an international nonproliferation regime or at least offer a fallback option to deter states and individuals from selling nuclear materials. This paper examines current attribution technology from unclassified literature and finds the technology to be well developed but not foolproof, such that nuclear attribution currently provides little deterrent value. If current capabilities were publicized more thoroughly, and if the post-explosion process of assessing the evidence were internationalized, states and intermediate actors might be deterred more effectively. This paper also discusses the development of a nuclear fingerprint database; while useful, its impact on deterrence would be minimal.

On Oct. 9, 2006, North Korea conducted a nuclear test and proclaimed itself a world nuclear power. The explosion yield was less than one kiloton, much less than the first nuclear test of other states and even less than the expected yield of four kilotons that North Korean officials forecast to their Chinese counterparts.

Nonetheless, the test demonstrated Pyongyang's mastery of the nuclear fuel cycle and at least rudimentary nuclear-weapon design and manufacturing capabilities.

On Feb. 13, North Korea signed a six-party agreement to take initial actions to implement a Sept. 19, 2005 Joint Statement for the eventual abandonment of its nuclear weapons program. While this is welcome news, the road to the abandonment of North Korean nuclear weapons and capabilities will be long and arduous, and success is far from guaranteed. Its nuclear program still poses significant risks to international security, the most serious of which is the export of nuclear materials, expertise or technologies to states such as Iran and the potential for subsequent proliferation to terrorists.
