The John D. and Catherine T. MacArthur Foundation has awarded Stanford’s CISAC a $2.45 million grant to support its mission to reduce the dangers of nuclear weapons. The grant will help CISAC train future nuclear security policy experts and work on projects to significantly decrease the danger of fissile materials being stolen or diverted from Russia's nuclear complex. It will also encourage cooperation between U.S. and Chinese scientists to enhance security in Chinese military and civilian nuclear programs.

“Despite all the attention given to nuclear hot spots like Iran and North Korea, interest in and action on improving nuclear safety and security remains tepid worldwide," said Robert Gallucci, President of the MacArthur Foundation. "MacArthur's grant-making aims to support the people and institutions that can provide us with the research and know-how needed to keep nuclear energy safe and fissile materials out of dangerous hands."

Associate Professor Benoît Pelopidas is the founding director of the “Nuclear Knowledges” program at Sciences Po (CERI) in Paris (formerly known as the “Chair of excellence in security studies” (2016-9)).

Nuclear Knowledges is the first scholarly research program in France on the nuclear phenomenon which refuses funding from stakeholders of the nuclear weapons enterprise or from antinuclear activists in order to problematize conflicts of interest and their effects on knowledge production. It offers conceptual innovation and unearths untapped primary sources worldwide to grasp nuclear vulnerabilities and rethink possibilities in the realm of nuclear weapons policies.

Benoît has been awarded three international prizes for his research on the scoping of publicly available nuclear choices and the most prestigious scholarly grants in Europe (including one from the European Research Council).

Since 2019, Nuclear Knowledges has hosted PhD students on global nuclear politics and history and secured two two-year Marie Curie fellowships from the European Commission.

Over the last decade, he has been engaging with policy making elites in the US, Europe and New Zealand as well as civil society groups to reconnect democracy, intergenerational justice and nuclear policy and support innovative arms control and nuclear disarmament policies.

About the topic: Given the increased threat of nuclear terrorism by non-state actors, current global mechanisms addressing nuclear security have revealed serious limitations. As a result, after President Obama’s speech in 2009 at Prague, the first Nuclear Security Summit Meeting was successfully held in Washington D.C. Based on its success, the second Nuclear Security Summit Meeting is scheduled to be held in March 2012 in Seoul, Korea. In addition to the ongoing issues, the Seoul Meeting will deal with new issues such as nuclear safety in reflection of the recent Fukushima accident. The meeting may also take on other issues such as the framework agreement, further institutionalization of the Nuclear Security Summit Meeting and sustainable financing. Ultimately, this process should reinforce the effectiveness of global efforts to tackle nuclear terrorism and related issues.

About the Speaker: Professor Suh-Yong Chung is an international expert on international governance and institution building. His recent research interests include governance building in global climate change, Northeast Asian environmental cooperation institution building and nuclear security governance building. Dr. Chung has recently participated in various national and international conferences and seminars on nuclear security, such as the ROK-US Nuclear Security Experts Dialogue, and the WMD Study Group Meeting of the Council for Security Cooperation in the Asia-Pacific (CSCAP).

Dr. Chung is the Associate Professor of Division of International Studies of Korea University, an Adjunct Professor of The Institute of Foreign Affairs and National Security of Ministry of Foreign Affairs and Trade and the General Secretary of CSCAP Korea. Dr. Suh-Yong Chung holds degrees in law and international relations from Seoul National University, the London School of Economics and Stanford Law School.

Michael Tomz is the William Bennett Munro Professor in Political Science and Chair of the Department of Political Science at Stanford University. He is also a Senior Fellow at the Stanford Institute for Economic Policy Research, a Senior Fellow at the Stanford King Center on Global Development, and the Landreth Family University Fellow in Undergraduate Education.

Tomz has published in the fields of international relations, American politics, comparative politics, and statistical methods. He is the author of Reputation and International Cooperation: Sovereign Debt across Three Centuries and numerous articles in political science and economics journals.

Tomz received the International Studies Association’s Karl Deutsch Award, given to a scholar who, within 10 years of earning a Ph.D., has made the most significant contribution to the study of international relations. He has also won the Giovanni Sartori Award for the best book developing or applying qualitative methods; the Jack L. Walker Award for the best article on Political Organizations and Parties; the best paper award from the APSA section on Elections, Public Opinion and Voting Behavior; the best paper award from the APSA section on Experimental Research; and the Okidata Best Research Software Award. His research has been supported by the National Science Foundation.

Tomz has received numerous teaching awards, including the Dean’s Award for Distinguished Teaching and the Cox Medal for Excellence in Fostering Undergraduate Research. In 2017 he received Stanford’s highest teaching honor, the Walter J. Gores Award for Excellence in Teaching.

Tomz holds a Ph.D. from Harvard University; a master’s degree from the University of Oxford, where he was a Marshall Scholar; and an undergraduate degree from Georgetown University. He has been a visiting scholar at the Center for Advanced Study in the Behavioral Sciences, the Federal Reserve Bank of Minneapolis, the Hoover Institution, the Institute for Research in the Social Sciences, and the International Monetary Fund.

The supercommittee's failure to reach an agreement on debt reduction will probably result in unexpected reductions of the U.S. nuclear arsenal. That possibility concerns the defense establishment, but it also presents an opportunity: It might finally be possible to have an honest debate about the role of nuclear weapons in U.S. strategy and the prospect for further arms reductions.

Before moving ahead with this conversation, though, it is critical to review and debunk three misguided ideas about nuclear weapons.

The first is that our nuclear world is safe and stable and that all we need to do now is prevent other nations from acquiring nuclear weapons. Though it is undoubtedly true that the U.S. stockpile is safer than ever, the dangers are far from over. Nuclear terrorism remains a threat. Mistakes are possible, too. In just one example, in August 2007, six nuclear warheads disappeared for two days between North Dakota's Minot and Louisiana's Barksdale Air Force bases.

What's more, unsafe nuclear weapons elsewhere remain a major threat. Tensions between nuclear India and Pakistan, the security of the Pakistani nuclear arsenal and the future of the North Korean nuclear weapons program all suggest that the commitment to making U.S. weapons more reliable and secure will not solve the problem.

The second piece of nuclear mythology is that nuclear disarmament has never taken place and never will. Put slightly differently, it is the idea that nuclear history is proliferation history. But nuclear disarmament is far from unprecedented. South Africa, Ukraine, Belarus and Kazakhstan all disarmed. Many nuclear-capable states chose to pursue security without nuclear weapons because policymakers recognized these weapons would endanger rather than protect them. Sweden went down the nuclear path and then decided against it in the late 1960s.

Germany had a nuclear weapons program during World War II but became a law-abiding, non-nuclear member of the Non-Proliferation Treaty. Japan had two nuclear weapons programs during the war and accumulated a significant quantity of plutonium; since then, its authorities thought about restarting a weapons program four times but decided against it.

In each of those cases, most analysts did not believe that giving up nuclear weapons ambitions was possible. They were wrong, and today we all are glad these countries chose the path they did.

The third misguided concept is that reducing the size of the U.S. nuclear arsenal will lead to proliferation. Those who believe this think that countries that no longer feel protected by U.S. nuclear weapons will start building their own to protect themselves. Although this might have some validity, it should be assessed on a case-by-case basis.

Historically, many of the states that have disarmed or given up their nuclear-weapon ambitions - including every non-nuclear nation outside of NATO - have done so despite the absence of a nuclear-security guarantee.

On the other hand, states determined to get the bomb, such as the United Kingdom and France, have done so despite security guarantees. Finally, this argument assumes that the role of nuclear weapons in future alliances and geopolitical relationships will be as important as it was in the past. This might be true, but it cannot be considered a fact. It is just a bet on the future and a set of policy priorities.

In 2007, "the four horsemen" - Henry Kissinger, Sam Nunn, William Perry and George Shultz - wrote a highly influential opinion piece in the Wall Street Journal arguing that relying on nuclear weapons for the purpose of deterrence has become "increasingly hazardous and decreasingly effective." Coming from former Cold Warriors from both sides of the political aisle, it legitimized the goal of a world without nuclear weapons and challenged the conventional wisdom.

Now policymakers in Washington and candidates on the electoral trail should embrace the issue, and begin a real conversation with the electorate about the role of nuclear weapons in U.S. policy rather than allowing that policy to be driven by inertia or budget cuts.
