"I think that, by and large, the managers wouldn't know a good technique if it hit them in the face." The prominent computer scientist Alan Perlis spoke these words at a second NATO-sponsored Software Engineering conference in 1969. He underscored a conflict that would persist in the decade that followed that ill-tempered meeting, as computer professionals organized in the name of "software engineering," many sponsored by the U.S. defense department. Yet software cost overruns are frequent, and glitches occasionally turn deadly, leading many to argue that "software engineering" is not yet worthy of the name.
 
How should we understand the emergence of software engineering: the agendas of its proponents, sources of controversy, and its relationship to diverse defense department interests, including security, reliability, and timeliness, and costs? This chapter-in-progress addresses this question using both qualitative historical materials and social network data. The Defense Department's interest in software research was nurtured by budgetary cuts that followed anti-war protests in the early 1970, making economics a dominant, if controversial theme in "software engineering" research. Debates about the meaning and direction of software engineering often invoked binary divisions, between managers and technical people, industrialists and academics, pragmatists and theoreticians. After describing these debates from the ground up, I use network analysis to provide bird's eye view: to what extent were commonly evoked dualisms reflected in practices of publication, and how did this change as the field became institutionalized? More broadly, can network analysis contribute meaningfully to a historical account employing "thick description," and if so how?

Rebecca Slayton is a lecturer in the Science, Technology and Society Program at Stanford University and a CISAC affiliate. In 2004-2005 she was a CISAC science fellow. Her research examines how technical judgments are generated, taken up, and given significance in international security contexts. She is currently working on a book which uses the history of the U.S. ballistic missile defense program to study the relationships between and among technology, expertise, and the media. Portions of this work have been published in journals such as History and Technology and have been presented at academic conferences. As a postdoctoral fellow in the Science, Technology, and Society Program at the Massachusetts Institute of Technology, in 2004 she completed an NSF-funded project entitled Public Science: Discourse about the Strategic Defense Initiative, 1983-1988.

As a physical chemist, she developed ultrafast laser experiments in condensed matter systems and published several articles in physics journals. She also received the AAAS Mass Media Science and Engineering Fellowship in 2000, and has worked as a science journalist for a daily paper and for Physical Review Focus. She earned her doctorate in chemistry from Harvard University in 2002.

Eric Roberts, after receiving his Ph.D. in Applied Mathematics from Harvard University in 1980, taught at Wellesley College from 1980-85, where he chaired the Computer Science Department. From 1985-90, he was a member of the research staff at Digital Equipment Corporation’s Systems Research Center in Palo Alto, California, where he conducted computer science research, focusing on programming tools for multiprocessor architectures. In September 1990, Roberts joined the Stanford faculty, where he is now Professor of Computer Science and the John A. and Cynthia Fry Gunn University Fellow in Undergraduate Education.

From 1990 to 2002, Professor Roberts was Associate Chair and Director of Undergraduate Studies for Computer Science. In that capacity, he was the principal architect of Stanford’s introductory programming sequence, which for many years held the distinction of being the largest course at Stanford. He has also written four computer science textbooks that are used at many colleges and universities throughout the world. His research focuses on computer science education, particularly for underserved communities. From 1998 to 2005, Roberts was Principal Investigator for the Bermuda Project, which developed the computer science curriculum for Bermuda’s public secondary schools.

Slayton’s research and teaching examine the relationships between and among risk, governance, and expertise, with a focus on international security and cooperation since World War II. Slayton’s current book project, Shadowing Cybersecurity, examines the historical emergence of cybersecurity expertise. Shadowing Cybersecurity shows how efforts to establish credible expertise in corporate, governmental, and non-governmental contexts have produced varying and sometimes conflicting expert practices. Nonetheless, all cybersecurity experts wrestle with the irreducible uncertainties that characterize intelligent adversaries, and the fundamental inability to prove that systems are secure. The book shows how cybersecurity experts have paradoxically gained credibility by making threats and vulnerabilities visible, while acknowledging that more always remain in the shadows.

Slayton’s first book, Arguments that Count: Physics, Computing, and Missile Defense, 1949-2012 (MIT Press, 2013), shows how the rise of a new field of expertise in computing reshaped public policies and perceptions about the risks of missile defense in the United States. In 2015, Arguments that Count won the Computer History Museum Prize. In 2016, Slayton was awarded a National Science Foundation CAREER grant for her project “Enacting Cybersecurity Expertise.” In 2019, Slayton was also a recipient of the United States Presidential Early Career Award for Scientists and Engineers, for her NSF CAREER project.

Although we recognize that our world leaders need to know the difference between Shiite and Sunni, we often assume that they don't need to understand the difference between a plutonium bomb and a dirty bomb. Good scientific advice is necessary but not sufficient; our leaders need to understand the technology.  In our high tech world, poor understanding has led to poor decisions in everything from nuclear waste storage to addressing global warming.   I'll illustrate this by touching on key scientific aspects of four broad subjects: terrorism and counterterrorism; energy; nukes (weapons and power sources); and climate change.  These are topics covered in my course at Berkeley, and in my recent book, "Physics for Future Presidents." (Norton, 2008).

Richard A. Muller is known for his broad range of achievements, in fields ranging from particle physics to geophysics, applied physics, astrophysics, physics education, and climate change. His skill at explaining science to non-scientists was honed over decades of advising top business and government leaders. His course, titled "Physics for Future Presidents", was voted by the study body to be the "Best Class at Berkeley."

Muller graduated from Columbia College in New York, and went to graduate school at Berkeley, where he studied under (soon to be) Nobel Laureate Luis Alvarez. After he earned his Ph.D. (in particle physics) he instigated a series of innovative physics projects, including a study of the cosmic microwave radiation, about which he wrote a Scientific American Article in 1978, and which eventually led to a Nobel Prize for his protege, George Smoot.  He developed a new way to measure radioisotopes (called "Accelerator Mass Spectrometry"), now one of the most widely used techniques in the world for radioisotope tracing in medicine and dating for geology.  He coined the name "Nemesis" for a star that he and his colleagues suggested is orbiting the sun at great distance.  He created a supernova search program at Berkeley; his graduate student Saul Perlmutter eventually took over the project, and became the co-discoverer of the dark energy.  Muller has published major papers on the analysis of lunar soil, adaptive optics, paleoclimate, reversals of the Earth's magnetic field, and analysis of cycles in the fossil record.  He has over 130 published papers, eight books, and four patents.

His most recent book, "Physics for Future Presidents," was published by Norton in 2008.  He hopes it will influence our new president.

His achievements have been honored by many awards, including a MacArthur Foundation "genius" prize, the Alan T. Waterman Award of the National Science Foundation, the Texas Instruments Founders Prize.  He was named by Newsweek Magazine in 1989 as one of the top 25 innovators in the United States in all fields.  He is a fellow of the American Physical Society, the American Association for the Advancement of Science, and the California Academy of Arts and Sciences.

Muller's primary work in recent years has been in climate change, energy independence, alternative energy, and high-tech innovation.  He was a Jason consultant to the the US Government on national security issues for 34 years, and is now a technology consultant for several companies.

Alexander Montgomery, a visiting assistant professor in 2008-09, was a postdoctoral fellow at CISAC in 2005-2006 and is an assistant professor of political science at Reed College. He has published articles on dismantling proliferation networks and on the effects of social networks of international organizations on interstate conflict. His research interests include political organizations, social networks, weapons of mass disruption and destruction, social studies of technology, and interstate social relations. His current book project is on post-Cold War U.S. counterproliferation policy, evaluating the efficacy of policies towards North Korea, Iran, and proliferation networks.

He has been a joint International Security Program/Managing the Atom Project Research Fellow at the Belfer Center for Science and International Affairs in the Kennedy School of Government at Harvard University. He has also worked as a research associate in high energy physics on the BaBar experiment at Lawrence Berkeley National Laboratory and as a graduate research assistant at the Center for International Security Affairs at Los Alamos National Laboratory. He has a BA in physics from the University of Chicago, an MA in energy and resources from the University of California, Berkeley, and an MA in sociology and a PhD in political science from Stanford University.

Emilie Hafner-Burton is an Assistant Professor of Public Policy and Politics at Princeton University and an affiliate at CISAC, as well as a visiting fellow at Stanford Law School. Formerly she was a predoctoral fellow at CISAC and an associated fellow at the Center on Democracy, Development, and the Rule of Law. She was at Oxford University as a Postdoctoral Research Prize Fellow, Nuffield College, and Senior Associate, Global Economic Governance Programme. She writes and teaches on international organization, international political economy, the global governance of gender, social network analysis, design and selection of international regimes, international human rights law and policy, war and economic sanctions, non-proliferation policy, and quantitative and qualitative research design. Her dissertation, Globalizing Human Rights? How Preferential Trade Agreements Shape Government Repression, 1972-2000, won the American Political Science Association Helen Dwight Reid Award for Best Dissertation in International Relations, Law and Politics for 2004-2005, as well as the Best Dissertation in Human Rights Prize for 2003-2004. Her articles are published or forthcoming in International Organization, American Journal of Sociology, Journal of Conflict Resolution, Feminist Legal Studies, European Journal of International Relations, Journal of European Public Policy, and Journal of Peace Research. Walter W. Powell is Professor of Education and (by courtesy) Sociology, Organizational Behavior, Management Science and Engineering, and Communication at Stanford University. He is also an external faculty member at the Santa Fe Institute. He is co-director of the Stanford Center on Philanthropy and Civil Society. He joined the Stanford faculty in July 1999, after previously teaching at the University of Arizona, MIT, and Yale. He has been a fellow at the Center for Advanced Study in the Behavioral Sciences three times, and a visiting fellow at the Institute for Advanced Studies in Vienna twice. Powell has received honorary degrees from Uppsala University, the Helsinki School of Economics, and Copenhagen Business School, and is a foreign member of the Swedish Royal Academy of Sciences. He is a U.S. editor for Research Policy, and has been a member of the board of directors of the Social Science Research Council since 2000.

Edward Miguel received his PhD at Harvard in 2000, the same year he joined UC Berkeley as an assistant professor. He was promoted to associate professor in 2005. He recently received the Kenneth J. Arrow Award for Best Paper in Health Economics for "Worms: Identifying Impacts on Education and Health in the Presence of Treatment Externalities" (with Michael Kremer), which appeared in Econometrica. He also was the recipient of the 2005 Sloan Fellowship. At Berkeley he has received the Best Graduate Adviser Award and the Distinguished Teaching Award.

Professor Miguel is co-editor of the Journal of Human Resources, associate editor of the Journal of Development Economics and Review of Economics and Statistics, director of the U.C. Berkeley Scientific Evaluation for Global Action program, co-organizer for Working Group in African Political Economy, associate director at CIDER, an NBER faculty research associate, a CEPR research fellow, a senior fellow at the Bureau for Research and Economic Analysis of Development, and a research affiliate at the MIT Poverty Action Lab. Dr. Chiozza investigates the popular basis of support for suicide terrorism carried out against Americans and other Western targets in Iraq. Using survey data from six countries in the Middle East and South Asia, he investigates how demographic factors, such as gender, education, and age, interact with specific predispositions and attitudes, including fear of the United States, anti-Semitism, and personal anomie, to explain who would consider suicide terrorism against American and Western targets in Iraq justifiable. Methodologically, he employs Classification and Regression Tree (CART) models, a novel methodology that allows for a parsimonious identification of interactive and non-linear effects in the data. Dr. Chiozza shows that fear of the U.S. trumps other motivations in the countries that are geographically closer to Iraq.

Giacomo Chiozza (speaker) is an Assistant Professor of Political Science in the Travers Department of Political Science at the University of California, Berkeley. He holds a PhD from Duke University and a BA from the Università degli Studi di Milano. Before joining the Berkeley Political Science department, he was a post-doctoral fellow in national security at the Olin Institute for Strategic Studies at Harvard University. His research interests include the study of foreign perceptions of the United States in the American World Order and the quantitative analysis of conflict processes. He is the author of "A Crisis like No Other? Anti-Americanism at the Time of the Iraq War" (European Journal of International Relations, forthcoming); "Disaggregating Anti-Americanism: An Analysis of Individual Attitudes Towards the United States" (In Keohane and Katzenstein, Anti-Americanisms in World Politics, 2007), as well as of articles on leaders and conflict processes that were published in the American Journal of Political Science, the Journal of Conflict Resolution, and the Journal of Peace Research.

Aila Matanock (discussant) is a doctoral student in political science at Stanford.  She received an undergraduate degree magna cum laude in Social Studies from Harvard University, while working with the Belfer Center’s Managing the Atom Project and with the Los Alamos National Laboratory.  After graduation, she took a job at the RAND Corporation as a research assistant where she analyzed projects on terrorism and nuclear weapons.  Her current research is on social support for terrorism, the effect of nuclear weapons on conventional conflict, and the reasons for varying levels of shared sovereignty in international agreements.

The world’s energy infrastructure stands on the brink of a major revolution. Much of the large power generation infrastructure in the industrialized world will need replacement over the next two to three decades while in the developing world, including China and India, it will be installed for the first time. Concurrently, the risks of climate change and unprecedented high prices for oil and natural gas are transforming the economic and ethical incentives for alternative energy sources leading to growth of nuclear and renewables, including solar, wind, biofuels and geothermal technologies. The transition from today’s energy systems, based on fossil fuels, to a future decarbonized or carbon-neutral infrastructure is a socio-technical problem of global dimensions, but one for which there is no accepted solution, either at the international, national, or regional levels.

This talk describes a novel methodology to understand global energy systems and their evolution. We are incorporating state-of-the-art open tools in information science and technology (Google, Google Earth, Wikis, Content Management Systems, etc.) to create a global real time observatory for energy infrastructure, generation, and consumption. The observatory will establish and update geographical and temporally referenced records and analyses of the historical, current, and evolving global energy systems, the energy end-use of individuals, and their associated environmental impacts. Changes over time in energy production, use, and infrastructure will be identified and correlated to drivers, such as demographics, economic policies, incentives, taxes, and costs of energy production by various technologies. As time permits Dr. Gupta will show, using Google Earth, existing data on power generation infrastructure in three countries (South Africa, India and the USA) and highlight examples of unanticipated crisis (South Africa), environment (USA) and exponential growth (India). Finally Dr. Gupta will comment on how/why trust and transparency created by democratization of information that such a system would provide could motivate cooperation, provide a framework for compliance and monitoring of global treaties, and precipitate action towards carbon-neutral systems.

Rajan Gupta is the leader of the Elementary Particles and Field Theory group at Los Alamos National Laboratory and a Laboratory fellow.  He came to the USA in 1975 after obtaining his Masters in Physics from Delhi University, India, and earned his PhD in Theoretical Physics from The California Institute of Technology in 1982. The main thrust of his research is to understand the fundamental theories of elementary particle interactions, in particular the interactions of quarks and gluons and the properties hadrons composed of them. In addition, he uses modeling and simulations to study Biological and Statistical Mechanics systems, and to push the envelope of High Performance Computing. Starting in 1998 his interests broadened into the areas of health, education, development and energy security. He is currently carrying out an integrated systems analysis of global energy systems. In 2000 Dr. Gupta started the forum “International Security in the new Millennium” at Los Alamos National Laboratory. Its goals are to understand global issues dealing with societal and security challenges.

Michael McFaul is the Ken Olivier and Angela Nomellini Professor of International Studies in Political Science, Senior Fellow at the Freeman Spogli Institute for International Studies, and the Peter and Helen Bing Senior Fellow at the Hoover Institution, all at Stanford University. He joined the Stanford faculty in 1995 and served as FSI Director from 2015 to 2025. He is also an international affairs analyst for MSNOW.

McFaul served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014).

McFaul has authored ten books and edited several others, including, most recently, Autocrats vs. Democrats: China, Russia, America, and the New Global Disorder, as well as From Cold War to Hot Peace: An American Ambassador in Putin’s Russia, (a New York Times bestseller) Advancing Democracy Abroad: Why We Should, How We Can; and Russia’s Unfinished Revolution: Political Change from Gorbachev to Putin.

He is a recipient of numerous awards, including an honorary PhD from Montana State University; the Order for Merits to Lithuania from President Gitanas Nausea of Lithuania; Order of Merit of Third Degree from President Volodymyr Zelenskyy of Ukraine, and the Dean’s Award for Distinguished Teaching at Stanford University. In 2015, he was the Distinguished Mingde Faculty Fellow at the Stanford Center at Peking University.

McFaul was born and raised in Montana. He received his B.A. in International Relations and Slavic Languages and his M.A. in Soviet and East European Studies from Stanford University in 1986. As a Rhodes Scholar, he completed his D. Phil. in International Relations at Oxford University in 1991.

William Perry is the Michael and Barbara Berberian Professor (emeritus) at Stanford University. He is a senior fellow at the Freeman Spogli Institute and the Hoover Institution, and serves as director of the Preventive Defense Project. He is an expert in U.S. foreign policy, national security and arms control. He was the co-director of CISAC from 1988 to 1993, during which time he was also a part-time professor at Stanford. He was a part-time lecturer in the Department of Mathematics at Santa Clara University from 1971 to 1977.

Perry was the 19th secretary of defense for the United States, serving from February 1994 to January 1997. He previously served as deputy secretary of defense (1993-1994) and as under secretary of defense for research and engineering (1977-1981). Dr. Perry currently serves on the Defense Policy Board (DPB). He is on the board of directors of Covant and several emerging high-tech companies. His previous business experience includes serving as a laboratory director for General Telephone and Electronics (1954-1964); founder and president of ESL Inc. (1964-1977); executive vice-president of Hambrecht & Quist Inc. (1981-1985); and founder and chairman of Technology Strategies & Alliances (1985-1993). He is a member of the National Academy of Engineering and a fellow of the American Academy of Arts and Sciences.

From 1946 to 1947, Perry was an enlisted man in the Army Corps of Engineers, and served in the Army of Occupation in Japan. He joined the Reserve Officer Training Corps in 1948 and was a second lieutenant in the Army Reserves from 1950 to 1955. He was awarded the Presidential Medal of Freedom in 1997 and the Knight Commander of the British Empire in 1998. Perry has received a number of other awards including the Department of Defense Distinguished Service Medal (1980 and 1981), and Outstanding Civilian Service Medals from the Army (1962 and 1997), the Air Force (1997), the Navy (1997), the Defense Intelligence Agency (1977 and 1997), NASA (1981) and the Coast Guard (1997). He received the American Electronic Association's Medal of Achievement (1980), the Eisenhower Award (1996), the Marshall Award (1997), the Forrestal Medal (1994), and the Henry Stimson Medal (1994). The National Academy of Engineering selected him for the Arthur Bueche Medal in 1996. He has received awards from the enlisted personnel of the Army, Navy, and the Air Force. He has received decorations from the governments of Albania, Bahrain, France, Germany, Hungary, Japan, Korea, Poland, Slovenia, and Ukraine. He received a BS and MS from Stanford University and a PhD from Pennsylvania State University, all in mathematics.

Stephen Stedman is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Center on Democracy, Development and the Rule of Law (CDDRL), an affiliated faculty member at CISAC, and professor of political science (by courtesy) at Stanford University. He is director of CDDRL's Fisher Family Honors Program in Democracy, Development and Rule of Law, and will be faculty director of the Program on International Relations in the School of Humanities and Sciences effective Fall 2025.

In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance.

In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility.

In 2005 he served as Assistant Secretary-General and Special Advisor to the Secretary- General of the United Nations, with responsibility for working with governments to adopt the Panel’s recommendations for strengthening collective security and for implementing changes within the United Nations Secretariat, including the creation of a Peacebuilding Support Office, a Counter Terrorism Task Force, and a Policy Committee to act as a cabinet to the Secretary-General.

His most recent book, with Bruce Jones and Carlos Pascual, is Power and Responsibility: Creating International Order in an Era of Transnational Threats (Washington DC: Brookings Institution, 2009).

Elizabeth Levy Paluck (speaker) received her PhD in 2007 from Yale University in Social Psychology. Her research focuses on the political psychology of prejudice and conflict reduction, in particular the role of mass media, community dialogue, and education. She has conducted the bulk of her fieldwork using field experiments and qualitative methods in Central Africa and in the US. She is currently an Academy Scholar at Harvard's Weatherhead Center for International Affairs.

Desha Girod (discussant) is a doctoral candidate at Stanford, where she researches the effects of international organizations on local institution-building. She is devoting her fellowship at CDDRL to completing her dissertation, "Why being poor helps postwar development." For her dissertation, Desha carried out field work in Mozambique and Uganda. In addition, she is conducting a study on democracy promotion after regime change by investigating the impact of US intervention in Panama, where she also did field work. Another study investigates the effects of remittances on access to public goods in Mexico. Desha's advisors at Stanford include Jim Fearon, Steve Krasner, David Laitin, and Jeremy Weinstein.

Institutional Biosafety Committees (IBCs) have been charged with the oversight and review of biosafety at thousands of biocontainment labs nationwide, hundreds of which are high level BSL-3 and BSL-4 labs.  In light of the recent rapid proliferation of BSL-3 and BSL-4 facilities and the increases in biodefense, select agent, recombinant DNA, synthetic biology, and dual use research, questions have been raised about whether IBCs are fulfilling their oversight responsibilities.  This presentation will review information on the responsibilities and expectations of IBCs as currently constituted, and provide an analysis of IBC performance from survey data of hundreds of research institutions over the past 4-5 years.  The findings highlight serious ongoing problems with IBCs adhering to the NIH Guidelines. This does little to reassure that the current voluntary governance framework is an effective system to monitor and oversee US research facilities, including high-containment facilities, and their research activities. The findings strongly suggest the need for immediate improvement or replacement of the IBC system.

Margaret Race is an ecologist working with NASA through the SETI Institute in Mountain View CA and a former CISAC Science Fellow. She recently completed a study on public decision making and risk communication associated with the construction of BSL-3 and BSL-4 biocontainment labs nationwide.  The study, which was begun during her fellowship at Stanford University and CISAC, reflects her longstanding interest in risk perceptions, legal and societal issues, public communication and education associated with controversial science and technological proposals.  In her work with NASA, she focuses on planetary protection and the search for extraterrestrial life--which will someday involve construction of a BSL-4 biocontainment lab for handling and testing scientific samples returned from Mars and other solar system locations. During the past decade, she has been a lead member of an international team of researchers that helped NASA develop a protocol for the quarantine, handling, and testing of extraterrestrial samples from Mars. She has served on numerous National Resource Council studies analyzing risk communication and societal issues associated environmental protection on Earth and in space. Dr. Race received her BA degree in Biology and MS degree in Energy Management and Policy from the University of Pennsylvania, and her PhD in Ecology/Zoology from the University of California at Berkeley. Her teaching and research work has included positions at Stanford University (Human Biology Program), UC Berkeley (Assistant Dean, College of Natural Resources), and Office of the President, University of California (Senior Science Policy Analyst and Director of Planning). She was also a Postdoctoral Fellow in Marine Policy and Ocean Management at Woods Hole Oceanographic Institution.
