Professor Kruglanski is a fellow of the American Psychology Association and the National Academy of Sciences. David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a co-director of the Immigration Policy Lab at Stanford. He has conducted field research in Somalia, Nigeria, Spain, Estonia and France. His principal research interest is on how culture – specifically, language and religion – guides political behavior. He is the author of “Why Muslim Integration Fails in Christian-heritage Societies” and a series of articles on immigrant integration, civil war and terrorism. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.

Christopher Blattman is currently completing a PhD in economics at UC Berkeley and holds a master's degree from Harvard's Kennedy School of Government. His research focuses on the causes and consequences of conflict and violence, the organization of guerrilla groups, as well as what post-conflict development policies work, for whom, and why. He recently completed a survey of war-affected men and boys in northern Uganda, and is presently conducting a similar survey of women and girls. Two randomized evaluations of post-conflict programs are planned in the same region for 2007, one studying the role of a group-based economic intervention in promoting community reintegration of ex-combatants, and another studying the introduction of a government and an independent press into communities not currently served by newspapers.

James Fearon is the Theodore and Frances Geballe Professor in the School of Humanities and Sciences, a professor of political science and CISAC affiliated faculty member at Stanford University. His research has focused on democracy and international disputes, explanations for interstate wars, and, most recently, the causes of civil and especially ethnic violence. He is presently working on a book manuscript (with David Laitin) on civil war since 1945. Representative publications include "Neotrusteeship and the Problem of Weak States" (International Security, Spring 2004), "Ethnicity, Insurgency, and Civil War" (APSR, February 2003), and "Rationalist Explanations for War" (International Organization, Summer 1995). Fearon won the 1999 Karl Deutsch Award, which is "presented annually to a scholar under the age of forty, or within ten years of the acquisition of his or her doctoral degree, who is judged to have made, through a body publications, the most significant contribution to the study of international relations and peace research." He was elected as a fellow of the American Academy of the Arts and Sciences in 2002.

James Fearon is the Theodore and Frances Geballe Professor in the School of Humanities and Sciences and a professor of political science. He is a Senior Fellow at FSI, affiliated with CISAC and CDDRL. His research interests include civil and interstate war, ethnic conflict, the international spread of democracy and the evaluation of foreign aid projects promoting improved governance. Fearon was elected to the National Academy of Sciences in 2012 and the American Academy of Arts and Sciences in 2002. Some of his current research projects include work on the costs of collective and interpersonal violence, democratization and conflict in Myanmar, nuclear weapons and U.S. foreign policy, and the long-run persistence of armed conflict.

Dara Kay Cohen is a PhD candidate in political science at Stanford University and was a fellow and research assistant at CISAC in 2004-2005 and 2005-2006. Her research at CISAC involved studying the politics of national security; she examined the creation of the Department of Homeland Security, how security issues have affected congressional elections and co-wrote a paper with Jacob N. Shapiro on the failure of the homeland security alert system. Her current dissertation research focuses on the use of sexual violence during civil wars, and she spend last summer in Sierra Leone conducting initial field work. She previously worked at the Department of Justice as a paralegal in the Outstanding Scholars Program in the Counterterrorism Section and at the u.S. Embassy in London on terrorist financing issues. She received her a.B. in political science and philosophy with honors from Brown University in 2001.

Mariano-Florentino Cuéllar, with a PhD in political science from Stanford as well as a law degree from Yale, focuses his scholarship on how organizations cope with the legal responsibility for managing complex criminal justice, regulatory, and international security problems. He has published the leading academic paper on the operation of federal money laundering laws, and one of the most exhaustive empirical case studies of public participation in regulatory rulemaking proceedings. Recent projects address the role of criminal enforcement in managing transnational threats, the physical safety of refugee communities in the developing world, legislative and budgetary dynamics affecting the federal Department of Homeland Security, and the impact of bureaucratic structure on how institutions implement legal mandates. Professor Cuéllar is an affiliated faculty member at the Stanford Center for International Security and Cooperation, and a member of the Executive committee for the Stanford International Initiative. Before joining the Stanford Law School faculty in 2001, he served as senior advisor to the u.S. Treasury Department's Undersecretary for Enforcement and clerked for Chief Judge Mary M. Schroeder of the U.S. Court of Appeals for the Ninth Circuit.

Bary R. Weingast is a senior fellow at the Hoover Institution as well as the Ward C. Krebs Family Professor in the Department of Political Science at Stanford University; he served as chair of that department from 1996 to 2001. He is also a professor of economics, by courtesy, at the university. He was a fellow at the Center for Advanced Study in the Behavioral Sciences from 1993 to 1994. Weingast is an expert in political economy and public policy, the political foundation of markets and economic reform, U.S. politics, and regulation. His current research focuses on the political determinants of public policymaking and the political foundations of markets and democracy. Weingast is a fellow of the American Academy of Arts and Sciences. He is the 2006 recipient of the William H. Riker Prize in Political Science. He received the Heinz Eulau Award for Best paper from the American Political Science Review in 1987. With Charles Stewart, he received the Award for Best Paper n Political History b the American Political Science Association in 1994 and again in 1998. He is also the recipient, along with Kenneth Schultz, of the Franklin L. Burdette Award for Best paper Presented at the 1994 Political Science Association Meeting.

Paul Stockton is a senior research scholar at CISAC. He was formerly the associate provost at the Naval Postgraduate School in Monterey, California, and was the former director of its Center for Homeland Defense and Security. His teaching and research focus son how U.S. security institutions respond to changes in the threat (including the rise of terrorism), and the interaction of Congress and the Executive branch in restructuring national security budgets, policies and institutional arrangement.s Stockton joined the faculty of the Naval Postgraduate School in August 1990. From 1995 until 2000, he served as director of NPS's Center for Civil-Military Relations. From 2000-2001, he founded and served as the acting dean of NPS's School of International Graduate Studies. He was appointed associate provost in 2001.

Emily Harris is a Knight Fellow at Stanford University this year. She was born in Philadelphia, Pennsylvania and earned a bachelor's degree in Russian and East European studies at Yale University. She got her first journalism job as a morning news director at KBOO, a community radio station in Portland, Oregon in 1993. Harris worked from Moscow as a freelance writer and radio and TV reporter in the mid-nineties before moving to Los Angeles, where she was the senior producer of a daily radio talk show at KCRW. She returned to reporting as a correspondent specializing in business and economics for a number of TV and radio programs around the globe before being hired by National Public Radio in Washington, D.C. in 2000. She worked as a general assignment reporter in Washington for NPR, then joined NOW with Bill Moyers on PBS. In late 2002 she was named NPR's Berlin correspondent, a post from which she has covered Central and Eastern Europe as well as spent considerable time in Iraq. She was a key member of the NPR team that won a Peabody for coverage of Iraq in 2004.

North Korea's nuclear facility at Yongbyon, which had been "frozen" under international inspection since 1994, was reactivated this January for the production of plutonium. Just last week the North Koreans announced that they intended to use the resulting plutonium to make nuclear weapons, which only confirmed what we always believed.

If it keeps on its present course, North Korea will probably have six to eight nuclear weapons by the end of the year, will possibly have conducted a nuclear test and may have begun deployment of some of these weapons, targeted against Japan and South Korea. By next year, it could be in serial production of nuclear weapons, building perhaps five to 10 per year.

This is a nightmare scenario, but it is a reasonable extrapolation from what we know and from what the North Koreans have announced. The administration to this point has refused to negotiate with North Korea, instead calling on the countries in the region to deal with the problem. The strategy underlying this approach is not clear, but the consequences are all too clear. It has allowed the North in the past six months to move from canned fuel rods to plutonium and, in a few more months, to nuclear weapons. And the consequences could extend well beyond the region. Given North Korea's desperate economic condition, we should expect it to sell some of the products of its nuclear program, just as it did with its missile program. If that happens, a nuclear bomb could end up in an American city. The administration has suggested that it would interdict such transfers. But a nuclear bomb can be made with a sphere of plutonium the size of a soccer ball. It is wishful thinking to believe we could prevent a package that size from being smuggled out of North Korea.

How did we get into this mess?

For several decades North Korea has aspired to have nuclear weapons. During that period successive administrations have, through a combination of threats and inducements, curtailed their program but never their aspirations. In the late 1980s the first Bush administration saw the potential danger and persuaded the Soviet Union to pressure North Korea to join the nuclear Non-Proliferation Treaty and subject its nuclear facilities to international inspection. The North Koreans complied, but they stalled long enough to give them time to make and store enough plutonium for one or two nuclear bombs before the inspectors arrived.

Shortly after the Clinton administration took office, they tried again. As spent fuel was being taken from the nuclear reactor at Yongbyon, the North Koreans ejected the inspectors and began preparations for reprocessing. This would have given them enough plutonium for five or six additional nuclear bombs. President Clinton considered this sufficiently dangerous that he declared reprocessing a "red line." In response, I had the Joint Chiefs prepare a plan to use military force if necessary to prevent this outcome. When Kim Il Sung offered to negotiate the issue, Clinton responded that he would negotiate only if the North Koreans froze all activity at Yongbyon during the negotiation. In the end, military force was not necessary. The agreement that ended this crisis was far from perfect, but in its absence North Korea could today have 50 to 100 nuclear weapons.

But the North Koreans never gave up their desire for nuclear weapons. Even as they complied with the freeze at Yongbyon, they covertly started a second nuclear program at a different location. American intelligence discovered signs of this program and last fall confronted the North Koreans, who did not dispute the charge. The administration responded by stopping fuel oil deliveries called for under the old agreement, to which the North Koreans responded by reopening Yongbyon and racing to get nuclear weapons.

There are three basic approaches for dealing with this dangerous situation. The administration can continue to refuse to negotiate, "outsourcing" this problem to the concerned regional powers. This approach appears to be based on the hope that the regional powers will be able to prevail on North Korea to stop its nuclear program. But hope is not a strategy. If their hopes are not realized and North Korea continues on its present course, it will soon have a significant nuclear arsenal. And while the regional powers could play a role in resolving this crisis, they are unlikely to succeed in the absence of a clear American negotiating strategy in which they can participate.

A second alternative is to put economic pressure on North Korea and hope for "regime change." Or the United States could take military action to bring this change about. But while the regime may one day collapse, with or without economic pressure, there is no reason to believe that it will happen in time - the nuclear threat is imminent. Taking military action to force a timely regime change could result in a conflict comparable to the first Korean War, with casualties that would shock the world.

The third alternative is to undertake serious negotiations with the North Koreans to determine if there is a way to stop their nuclear program short of war. The administration is clearly reluctant to negotiate with the North Koreans, calling them loathsome and cheaters. It is easy to be sympathetic with this position; indeed, the only reason for considering negotiation with North Korea is that the other alternatives are so terrible. The administration, seeing the danger, has said that it "would not tolerate" a North Korean nuclear arsenal. The North Koreans responded to this declaration by accelerating their program. The conflict between our views and their actions is a formula for drifting into war. It is imperative that we stop that drift, and the only clear way of doing that is by negotiating.

Any negotiations with the North Koreans are likely to be difficult and protracted, so they should be predicated on a prior agreement that North Korea will freeze its nuclear activities during the negotiations. For negotiations to have a chance of success, they would need to have a positive dimension, making it clear to North Korea that forgoing nuclear weapons could lead it to a safe and positive future. But they would also need a negative or coercive dimension, both to induce North Korea to take the right path and to give us and our allies more credible options if diplomacy should fail. President Kennedy said it best: "We should never negotiate from fear, but we should never fear to negotiate."

The United Nations Secretariat--the main part of the UN bureaucracy directly under the Secretary-General--has arguably changed or been challenged more than any other part of the UN system in recent years, with more and more mandates and rising expectations. Though much attention has been given to the reform of the Security Council, and though Washington has made UN 'management reform' a core pillar of its UN policy since the Oil-for-Food scandal, the UN Secretariat has nevertheless proved singularly impervious to even the common sense suggestions for improvement. In many ways, there is a greater gap today than at any time in the past between what the Secretariat does, what it's meant to do, and the capacity it has. Why has improvement been so difficult and what have been the recurrent mistakes of UN reform efforts? With the election of a new Secretary-General due in late 2006, can we think about the UN bureaucracy in a different and more practical way?

Thant Myint-U is a visiting senior fellow at the International Peace Academy. He is also a senior advisor to the Conflict Prevention and Peace Forum at the Social Science Research Council and a Fellow of the Cambridge University Centre for History and Economics.

From 2000-2006 he worked in the United Nations Secretariat, first for the Office for the Coordination of Humanitarian Affairs (OCHA) and then for the Department of Political Affairs (DPA). From 2004-5 he was Chief of DPA's Policy Planning Unit of the Department of Political and in 2005-6 he was a Senior Political Officer in the Executive Office of the Secretary-General. In 2004 he was also a member of the Secretariat of the Secretary-General's High Level Panel on Threats, Challenges and Change.

Thant Myint-U has also served on three United Nations peacekeeping operations, with UNTAC in Cambodia in 1992-3 and with UNPROFOR and UNMIBH in the former Yugoslavia from 1994-6. In 1994 he was the UN's senior spokesman in Sarajavo.

From 1994-1999 Thant Myint-U was a fellow of Trinity College Cambridge, where he researched and taught Asian and British imperial history. He received his bachelor's degree from Harvard University in 1988, his master's degree in international relations from the Johns Hopkins School of Advanced International Studies in 1992 and his PhD in history from Cambridge University in 1996.

He is the author of several published and broadcast works, including two books: The Making of Modern Burma (Cambridge University Press, 2000) and The River of Lost Footsteps: Remembering Burma's Past (Farrar, Strauss and Giroux, 2006 forthcoming).

Professor Andrew Mack is the Director of the Human Security Centre at the Liu Institute for Global Issues, University of British Columbia. Prior to establishing the Human Security Centre, he was a Visiting Professor at the Program on Humanitarian Policy at Harvard University (2001) and spent two and a half years as the Director of Strategic Planning in the Executive Office of Secretary-General Kofi Annan at the United Nations (1998-2001).

Professor Mack has held the Chair in International Relations at the Institute of Advanced Study at the Australian National University (1991-1998), was the Director of the ANU's Peace Research Centre (1985-91) and was the ANU's Senior Research Fellow in the Strategic and Defence Studies Centre (1984-85).

He has held research and teaching positions at Flinders University (Adelaide, Australia) the London School of Economics, the Copenhagen Peace Research Institute, the Richardson Institute for Peace and Conflict Research, University of California at Berkeley, Irvine and San Diego, the University of Hawaii, Fudan University in Shanghai and the International University of Japan.

His pre-academic career included six years in the Royal Air Force (engineer and pilot); two and a half years in Antarctica as meteorologist and Deputy Base Commander; a year as a diamond prospector in Sierra Leone and two years with the BBC's World Service producing the current affairs program "The World Today".

Lyman and Morrison will discuss the Council on Foreign Relations-sponsored Independent Task Force Report on the US and Africa. The Report argues that Africa is becoming steadily more central to the United States and to the rest of the world in ways that transcend humanitarian interests. Africa now plays an increasingly significant role in supplying energy, preventing the spread of terrorism, and halting the devastation of HIV/AIDS. Africa's growing importance is reflected in the intensifying competition with China and other countries for both access to African resources and influence in this region. A more comprehensive U.S. policy toward Africa is needed, the report states, and it lays out recommendations for policymakers to craft that policy. The report is available at www.cfr.org.

Princeton N. Lyman is the Ralph Bunche Senior Fellow and Director for Africa Policy Studies at the Council on Foreign Relations. He is also an Adjunct Professor at Georgetown University. Ambassador Lyman served for over three decades at the U.S. Department of State and the U.S. Agency for International Development (USAID), completing his government service as Assistant Secretary of State for International Organization Affairs. He was previously Ambassador to South Africa, Ambassador to Nigeria, Director of Refugee Programs and Director of the USAID Mission to Ethiopia.

From 1999 to 2000, he was Senior Fellow at the United States Institute of Peace. Ambassador Lyman held the position of Executive Director of the Global Interdependence Initiative of the Aspen Institute (1999 to 2003) and has received the President's Distinguished Service Award and the Department of State Distinguished Honor Award. Ambassador Lyman has published on foreign policy, African affairs, economic development, HIV/AIDS, UN reform, and peacekeeping. He coauthored the Council on Foreign Relations Special Report entitled Giving Meaning to "Never Again": Seeking an Effective Response to the Crisis in Darfur and Beyond. His book, Partner to History: The U.S. Role in South Africa's Transition to Democracy, was published in 2002. He earned his B.A. from the University of California at Berkeley and his Ph.D. in Political Science from Harvard University. He serves as the Co-Director of the Council on Foreign Relations-sponsored Independent Task Force on Africa.

J. Stephen Morrison is Director of the Africa Program and the Task Force on HIV/AIDS at the Center for Strategic and International Studies (CSIS). He joined CSIS in January 2000 and in late 2001, launched the CSIS Task Force on HIV/AIDS. The task force is a multiyear project co-chaired by Senators Bill Frist (R-TN) and John Kerry (D-MA) and funded by the Gates Foundation and the Catherine Marron Foundation. Dr. Morrison co-chaired the reassessment of the U.S. approach to Sudan that laid the basis for the Bush administration push for a negotiated peace settlement, and in the summer of 2002 he organized an energy expert mission to the Sudan peace negotiations in Kenya.

From 1996 through early 2000, Dr. Morrison served on the Secretary of State's Policy Planning Staff, where he was responsible for African affairs and global foreign assistance issues. In that position, he led the State Department's initiative on illicit diamonds and chaired an interagency review of the U.S. government's crisis humanitarian programs. From 1993 to 1995, Dr. Morrison conceptualized and launched USAID's Office of Transition Initiatives; he served as the office's first Deputy Director and created post-conflict programs in Angola and Bosnia. From 1992 until mid-1993, Dr. Morrison was the Democracy and Governance Adviser to the U.S. embassies and USAID missions in Ethiopia and Eritrea. He serves as the Co-Director of the Council on Foreign Relations-sponsored Independent Task Force on Africa.

A growing number of international relations scholars argue that intergovernmental organizations (IGOs) promote peace. Existing approaches emphasize IGO membership as an important causal attribute of individual states, much like economic development and regime type. The authors use social network analysis to show that IGO memberships also create a disparate distribution of social power, significantly shaping conflicts between states. Membership partitions states into structurally equivalent clusters and establishes hierarchies of prestige in the international system. These relative positions promote common beliefs and alter the distribution of social power, making certain policy strategies more practical or rational. The authors introduce new IGO relational data and explore the empirical merits of their approach during the period from 1885 to 1992. They demonstrate that conflict is increased by the presence of many other states in structurally equivalent clusters, while large prestige disparities and in-group favoritism decrease it.

Michael May is emeritus professor Emeritus (research) in the Stanford University School of Engineering and a senior fellow with FSI. He is the former co-director of CISAC, having served seven years in that capacity through January 2000.

May is emeritus director of the Lawrence Livermore National Laboratory, where he worked from 1952 to 1988, with some brief periods away from the laboratory. While there, he held a variety of research and development positions, serving as director of the laboratory from 1965 to 1971. May was technical adviser to the Threshold Test Ban Treaty negotiating team; a member of the U.S. delegation to the Strategic Arms Limitation Talks; and at various times has been a member of the Defense Science Board, the General Advisory Committee to the AEC, the Secretary of Energy Advisory Board, the RAND Corporation Board of Trustees, and the Committee on International Security and Arms Control of the National Academy of Sciences. He is a member of the Council on Foreign Relations and the Pacific Council on International Policy, and a Fellow of the American Physical Society and the American Association for the Advancement of Science.

May received the Distinguished Public Service and Distinguished Civilian Service Medals from the Department of Defense, and the Ernest Orlando Lawrence Award from the Atomic Energy Commission, as well as other awards. May's current research interests are in the area of safeguarding the nuclear fuel cycle, nuclear terrorism, energy, security and environment, and the relation of nuclear weapons and foreign policy.

Chaim Braun is a vice president of Altos Management Partners, Inc., and a CISAC science fellow and affiliate. He is a member of the Near-Term Deployment and the Economic Cross-Cut Working Groups of the Department of Energy (DOE) Generation IV Roadmap study. He conducted several nuclear economics-related studies for the DOE Nuclear Energy Office, the Energy Information Administration, the Electric Power Research Institute, the Nuclear Energy Institute, Non-Proliferation Trust International, and others.

Braun has worked as a member of Bechtel Power Corporation's Nuclear Management Group, and led studies on power plant performance and economics used to support maintenance services. Braun has worked on a study of safeguarding the Agreed Framework in North Korea, he was the co-leader of a NATO Study of Terrorist Threats to Nuclear Power Plants, led CISAC's Summer Study on Terrorist Threats to Research Reactors, and most recently co-authored an article with CISAC Co-Director Chris Chyba on nuclear proliferation rings. His research project this year is entitled "The Energy Security Initiative and a Nuclear Fuel Cycle Center: Two Enhancement Options for the Current Non-Proliferation Regime."

Michael May is Professor Emeritus (Research) in the Stanford University School of Engineering and a senior fellow with the Freeman Spogli Institute for International Studies at Stanford University. He is the former co-director of Stanford University's Center for International Security and Cooperation, having served seven years in that capacity through January 2000.

May is a director emeritus of the Lawrence Livermore National Laboratory, where he worked from 1952 to 1988, with some brief periods away from the Laboratory. While there, he held a variety of research and development positions, serving as director of the Laboratory from 1965 to 1971.

May was a technical adviser to the Threshold Test Ban Treaty negotiating team; a member of the U.S. delegation to the Strategic Arms Limitation Talks; and at various times has been a member of the Defense Science Board, the General Advisory Committee to the AEC, the Secretary of Energy Advisory Board, the RAND Corporation Board of Trustees, and the Committee on International Security and Arms Control of the National Academy of Sciences. He is a member of the International Institute on Strategic Studies, and a Fellow of the American Physical Society and the American Association for the Advancement of Science.

May received the Distinguished Public Service and Distinguished Civilian Service Medals from the Department of Defense, and the Ernest Orlando Lawrence Award from the Atomic Energy Commission, as well as other awards.

His current research interests are nuclear weapons policy in the US and in other countries; nuclear terrorism; nuclear and other forms of energy and their impact on the environment, health and safety and security; the use of statistics and mathematical models in the public sphere.

May is continuing work on creating a secure future for civilian nuclear applications. In October 2007, May hosted an international workshop on how the nuclear weapon states can help rebuild the consensus underlying the Nuclear Non-Proliferation Treaty (NPT). Proceedings and a summary report are available online or by email request. May also chaired a technical working group on nuclear forensics. The final report is available online.

In April 2007, May in cooperation with former Secretary of Defense William J. Perry and Professor Ashton Carter of Harvard hosted a workshop on what would have to be done to be ready for a terrorist nuclear detonation. The report is available online at the Preventive Defense Project. A summary, titled, "The Day After: Action Following a Nuclear Blast in a U.S. City," was published fall 2007 in Washington Quarterly and is available online.

Recent work also includes a study of nuclear postures in several countries (2007 - 2009); an article on nuclear disarmament and one on tactical nuclear weapons; and a report with Kate Marvel for the American Academy of Arts and Sciences on possible game changers in the nuclear energy industry.
