An opinion piece co-authored by CISAC affiliated faculty member David Laitin, published May 17 in the Washington Post, argues that a recent State Department report on international terrorism is misleading and deceptive in its conclusion that worldwide terrorism is on the decline.

Although keeping score is difficult, the State Department's annual report on international terrorism, released last month, provides the best government data to answer this question. The short answer is "No," but that's not the spin the administration is putting on it.

"You will find in these pages clear evidence that we are prevailing in the fight," said Deputy Secretary of State Richard Armitage. As evidence, the "Patterns of Global Terrorism" report says that worldwide terrorism dropped by 45 percent between 2001 and 2003. The report even boasts that the number of terrorist acts committed last year "represents the lowest annual total of international terrorist attacks since 1969."

Yet, a careful review of the report and underlying data supports the opposite conclusion: The number of significant terrorist acts increased from 124 in 2001 to 169 in 2003 -- 36 percent -- even using the State Department's official standards. The data that the report highlights are ill-defined and subject to manipulation -- and give disproportionate weight to the least important terrorist acts. The only verifiable information in the annual reports indicates that the number of terrorist events has risen each year since 2001, and in 2003 reached its highest level in more than 20 years.

To be sure, counting terrorist acts is not as straightforward as counting the number of SARS victims. Specialists have not agreed to any test that would unambiguously qualify an act as one of international terrorism. But in the words of the Congressional Research Service, the State Department's annual report is "the most authoritative unclassified U.S. government document that assesses terrorist attacks."

So how did the report conclude that international terrorism is declining?

It accomplishes this sleight of hand by combining significant and nonsignificant acts of terrorism. Significant acts are clearly defined and each event is listed in an appendix, so readers can verify the data. By contrast, no explanation is given for how nonsignificant acts are identified or whether a consistent process is used over time -- and no list is provided describing each event. The data cannot be verified.

International terrorism is defined in the report as "premeditated, politically motivated violence perpetrated against noncombatant targets" involving citizens or property from multiple countries, "usually intended to influence an audience." An event "is judged significant if it results in loss of life or serious injury to persons" or "major property damage."

A panel determines whether an event meets this definition, but the State Department refused to tell us the members of the panel or the practices used to count nonsignificant terrorist acts.

We do know that the definition leaves much room for discretion. Because "significant events" include such things as destroying an ATM in Greece or throwing a molotov cocktail at a McDonald's in Norway without causing much damage, it is easy to imagine that nonsignificant events are counted with a squishy definition that can be manipulated to alter the trend.

The alleged decline in terrorism in 2003 was entirely a result of a decline in nonsignificant events.

Another curious feature of the latest report is that its catalogue of events does not list a single significant terrorist act occurring after Nov. 11, 2003, despite averaging 16 such acts a month in the rest of the year.

The representation that no terrorist events occurred after Nov. 11 is patently false. The bombings of the HSBC Bank, British Consulate, and Beth Israel and Neve Shalom synagogues in Istanbul by individuals associated with al Qaeda occurred on Nov. 20 and Nov. 15, respectively. Additionally, the report mentions the bombing of the Catholic Relief Services in Nasiriyah, Iraq, on Nov. 12 but somehow omits it from the official list of significant events.

So the record number of 169 significant international terrorist events for 2003 is undoubtedly an understatement. It is impossible to know if these and other terrorist events were left out of the State Department's total of events.

Despite the lack of transparency and the rose-colored graphs, the department's data reveal that administration policies in the past year have not turned the terrorist tide. Of course, it is impossible to know how many terrorist acts would have occurred absent the war on terrorism, but it is unambiguous that the number of significant international terrorist acts is on the rise.

The fact that the number of nonsignificant terrorist acts has headed down -- even if true -- is, well, nonsignificant. What matters for security is the number of significant acts. It is regrettable that one casualty in the war against terrorism has been the accurate reporting of statistics. This seems to be another fight we are losing.

She has worked for the UN in the African Great Lakes region, and has also served as a consultant to a number of non-governmental organizations, including the Overseas Development Institute. Devon holds an MA and a BA in Political Science and Economics from McGill University.

Devon will discuss her dissertation research, which asks why external actors promote power-sharing as a response to internal conflict, despite power-sharing's relatively poor record in bringing about self-sustaining peace. Her work focuses on the peace process in Burundi.

Her dissertation looks at external actors and the promotion of power sharing agreements in ethnic conflict, focusing on the case of Burundi. Ms. Curtis also holds an MA and a BA in Political Science and Economics from McGill University. Previously, Ms. Curtis has lectured at the London School of Economics and has worked as a researcher at the Privy Council Office of the Government of Canada, the United Nations Staff College, the International Development Research Centre and the Forum of Federations. The Prisoner's Dilemma (PD) is a widely used paradigm to study cooperation in evolutionary biology, as well as in fields as diverse as moral philosophy, sociology, economics and politics. Players are typically assumed to have fixed payoffs for adopting certain strategies, which depend only on the strategy played by the opponent. However, fixed payoffs are not realistic in nature. Utility functions and the associated payoffs from pursuing certain strategies vary among members of a population with numerous factors. In biology such factors include size, age, social status and expected life span; in economics they include socio-economic status, personal preference and past experience; and in politics they include ideology, political interests and public support. Thus, no outcome is identical for any two different players.

Russia's first decade after the collapse of the Soviet Union has been simultaneously tumultuous and transformative. For most of the 1990s the Russian economy was in free fall, the legal system in absentia, and the majority of citizens engaged primarily in survival efforts. Not surprisingly, the former superpower also struggled to adapt to its greatly diminished means and status.

Russia after the Fall examines Russian politics, economics, society, and foreign and security policy. Internationally renowned experts provide retrospective analyses of how Russia has fared in its reform efforts and a prospective look at the challenges ahead. This book will be of interest to scholars, students, and a general audience seeking to better understand where Russia has been and where it is going.

Following the end of the Cold War, the United States and its allies recognized that it was in their vital security interests to promote stable transitions in the countries of Central and Eastern Europe (CEE) and the New Independent States (NIS) of the former Soviet Union. For the most part, such transitions would depend on the efforts of the states in transition themselves, including many that had been newly formed. However, one way in which the Western nations could help was by economic assistance -- both financial and technical.

The most abundant and efficacious form of financing will eventually be direct investment by Western private industry combined with indigenous investment in the countries; however, many of the transitioning countries, particularly those of the NIS did not have many attractive investment targets, with the possible exception of the natural resources sector. Recognizing this, the Western countries established a variety of unilateral and multilateral mechanisms to provide interim financing. These mechanisms utilized existing multilateral institutions such as the World Bank Group and the International Monetary Fund as well as existing unilateral institutions such as the United States' Export-Import Bank, the Overseas Private Investment Corporation, and the Trade and Development Agency. The charters and agendas of several existing institutions were expanded to address the specific issues in CEE/NIS. In addition, they established new multilateral institutions such as the European Bank for Reconstruction and Development and unilateral institutions such as several enterprise funds set up by the United States and TACIS (Technical Assistance to the Commonwealth of Independent States) set up by the European Union.

In conjunction with these sources of finance the Western countries also initiated an extensive series of programs designed to address specific economic development and security issues in the region. These programs provided their own funding for projects, provided extensive technical assistance, and in some cases were designed to attract and work with Western private industry. One such program is the Nuclear Cities Initiative (NCI), which is managed by the U.S. Department of Energy. NCI's primary objective is to help prevent the flow of critical weapons technology and personnel from Russia to countries aspiring to acquire nuclear weapons. NCI's approach is to assist Russia in downsizing its nuclear weapons complex by creating sustainable, non-military employment for nuclear weapon specialists in Russia's closed nuclear cities. NCI is designed to build infrastructure necessary to attract private investment and to facilitate the efforts of private investors, thereby leveraging NCI's own budget.

Many of the sources of finance cited herein require a Western company as a strategic partner and co-investor. Thus the missions of NCI and these financial sources are highly complementary. Recognizing this, Stanford's Center for International Security and Cooperation, under contract to NCI and under subcontract to the University of California Lawrence Livermore National Laboratory, undertook a project to assemble information on many sources of finance that were applicable to NCI's mission, particularly those that are at least partially capitalized by the United States Government (USG). The intent was to make this information available to NCI partners to facilitate the establishment of ventures co-financed by NCI, the Russian Federation, private Western industry, and the sources described herein. While this research was performed for the purposes of NCI, much of the data are generally applicable to other projects seeking financing in Russia.

The Caspian Basin has emerged in recent years as a major focus of international affairs for a combination of political, economic, and geostrategic reasons. In the immediate aftermath of the Soviet Union's dissolution in the early 1990s the region's newly independent states were overshadowed by Russia and attracted little Western and U.S. attention. But over the past several years this region has attracted growing attention from Western policymakers and scholars, as well as the media and the private sector. One of the main reasons for this new focus on the Caspian is its sizable energy reserves. In addition to its potential as a significant oil producer, however, it is also the Caspian's geostrategic location, its diverse mix of ethnic groups, and its unsettled intrastate and interstate conflicts that make it both an enticing and challenging region.

In May 1999, CISAC's Project on Ethnic Conflict and Conflict Management in the Former Soviet Union convened an international conference to examine emerging geopolitical issues of the Caspian Basin region. Scholars, policymakers, and energy executives from around the world gathered to examine the sometimes contending interests, both political and economic, focused on the region, and to seek to develop a comprehensive approach for enhancing political and economic development, mitigating and resolving conflicts, and promoting security and stability in the region. Panelists examined conflicting political and economic approaches to the region and explored strategies for energy development that might facilitate regional economic growth and democratization. They also offered diverse views about whether energy development could promote regional cooperation and integration or was likely to exacerbate existing conflicts.

The conference was part of the Project on Ethnic Conflict's ongoing activities in the Caspian region. Project director Gail Lapidus and others at CISAC have been working closely with scholars and policymakers in the region for a number of years on issues of nationalism, conflict resolution, and regional security. One of the project's central goals has been to encourage and facilitate regional cooperation on a broad range of humanitarian, economic, and political issues. In support of that objective, the project has engaged in joint efforts with key political actors in the region in attempts to develop fresh approaches to conflict management and to construct new regional security arrangements.

This report reviews Chinese participation in the international negotiations for a Comprehensive Nuclear Test Ban Treaty (CTBT) at the Conference on Disarmament (CD) in Geneva and provides background for China’s decision-making procedures during the negotiations.

The CTBT negotiations marked the first important international negotiations for a multilateral disarmament treaty in which China participated from beginning to end. They were the first important international negotiations in which China, as a nuclear power, had great influence. The Chinese delegation to the CD assumed a serious and responsible attitude during the entire course of the negotiations. In part to increase international confidence that it would sign the CTBT by 1996 as scheduled and in part to indicate its intent to adapt itself to the world trend toward increased international cooperation and nuclear arms reduction, China announced during the latter stage of the negotiations that it would suspend nuclear testing.

As an example of successful multilateral negotiations, the conclusion and signing of the treaty, although long postponed, is an important achievement in arms control. As the sole declared nuclear-weapon state of the Third World at that time and the last among the five nuclear-weapon states (P5) to cease nuclear testing, China’s stance toward the CTBT negotiations was the object of world attention and concern. The population of China accounts for nearly one-quarter of the world’s total; China’s positive position on the CTBT and its contributions toward this end has a major worldwide impact now and in the future.

Prior to the commencement of the CTBT negotiations in Geneva, China declared on October 5, 1993, that while supporting an early conclusion of the treaty it would “take an active part in the negotiating process and work together with other countries to conclude this treaty no later than 1996.” China kept its promise.

China pursued a fair, reasonable, and verifiable treaty with universal adherence and unlimited duration. During the negotiations, China presented many working papers, non-papers, and suggestions regarding the CTBT draft text (including a number of revisions), and dealt with a series of critical issues in the Preamble, Basic Obligations, Organization, Verification, and Entry into Force sections of the treaty. The Chinese delegation played an active role at the conference table, and contributed positively to the weekly P5 consultations that ran in parallel with the CTBT talks.

China adhered toughly to its positions on two issues in the latter stage of the CTBT negotiations. One concerned potential abuses of the on-site inspection procedures. The other was that all nuclear-test-capable states (assumed to be the P5, India, Israel, and Pakistan) must accede to the treaty in order for it to enter into full legal force. Although China was not entirely satisfied with the final draft CTBT, it accepted the treaty. It agreed to sign the CTBT in the belief that the treaty text represented the best achievable result of the negotiations of the preceding two and a half years, reflected by and large the state of the negotiations, and was in general balanced.

Signing the CTBT was in line with China’s consistent stand in support of “the complete prohibition and thorough destruction of nuclear weapons.” This was one of the major reasons China supported an early conclusion of the treaty. Of course, China’s desire to meet the trend of the modern world also motivated it to sign. Because economic development had long been Beijing’s top priority, China needed a peaceful security environment in order to devote itself completely to the modernization of the nation. To this end, its defense buildup had been steadily subordinated to national economic development. Beijing’s decision on the CTBT negotiations stemmed also from its self-defense and no-first-use nuclear policies. China had established an effective nuclear force for self-defense.

China is now making preparations for the treaty to enter into force. After the conclusion of the CTBT, China will continue efforts in pursuit of world peace, development, and cooperation. Meanwhile, China will continuously ensure the safety and reliability of its nuclear weapons without nuclear testing.

As Russia undergoes transition from a command to a market economy, almost all aspects of the economic landscape are changing. One of the more promising changes is the emergence of entrepreneurship. Entrepreneurship depends heavily in turn on the availability of financing and advice for new businesses. For the past several decades in the United States this help has come largely from venture capitalists, so it is logical to consider the role that venture capital can play in Russia. Some understanding of this role can be gleaned from reviewing the development of venture capital in the United States. This paper reviews this development and suggests ways of building and utilizing venture capital firms in Russia, recognizing that there are many differences between the circumstances in Russia and those surrounding the development of venture capital in the United States.
