Rethinking Modern Sunni-Shii Relations: The State, Revolution, and Foreign Intervention

What explains the turn towards more politically relevant Sunni and Shii identities in the modern period? How do we account for a shift from Sunni-Shii cooperation against colonialism, for example, or in defense of the Ottoman Caliphate, towards polarisation? This lecture will look especially at the role of the modern state in regulating religion more broadly, coopting certain cultural groups and alienating others, and fostering sharpened sectarian identities. It will also look at the impact of the 1979 revolution in Iran, and reactions towards it, and of foreign intervention, especially the Iraq war of 2003 in sectarianizing the Middle Eastern regional system.

Toby Matthiesen is a scholar of Comparative Politics and International Relations with a focus on the Middle East. He is currently a Marie Curie Global Fellow at Stanford University and Ca’ Foscari University in Venice, leading a project on Sunni-Shii Relations in the Middle East.

Toby's aim in research and teaching is to study the Middle East in a global context. His research is characterized by the use of primary sources, archives, fieldwork, and engagement with social science and historiographical debates. He is the author of Sectarian Gulf: Bahrain, Saudi Arabia, and the Arab Spring That Wasn’t (Stanford University Press, 2013), a book on the impact of the Arab Spring on the Gulf States. His second book, The Other Saudis: Shiism, Dissent and Sectarianism (Cambridge University Press, 2015) dealt with the relationship between the Shii community in the Eastern Province and the Saudi state, and with transnational movements and Iran. It is based on fieldwork in Saudi Arabia and the wider region, and hitherto unused Arabic archives.

His forthcoming book, The Caliph and the Imam: The Making of Sunnism and Shiism, is a global history of Sunni-Shii relations and is published by Oxford University Press. Toby's work has also been translated into Arabic and Persian and apart from English, he publishes in German. His other research interests relate to the history of Leftist movements and the use of Islam as anti-Communism during the Cold War.

As the Taliban’s forces closed in on Kabul on Sunday, August 15, 2021, the Afghan President Ashraf Ghani left his country, the acting U.S. ambassador was evacuated, the American flag on the embassy in the country’s capital lowered—and the Biden administration’s plans for an orderly withdrawal of troops, diplomats, and Afghan aids and translators by the anniversary of 9/11 dashed as a scramble for the door becomes more chaotic. After twenty years, 2 trillion dollars, and the lives of almost 2,500 American personnel lost, President Biden said it was time to let the Afghan government and military stand on its own. Here, Stanford Law national security law expert Allen Weiner, who is a research affiliate at FSI’s Center for Democracy, Development and the Rule of Law, and the Center for International Security and Cooperation, discusses the U.S. mission to Afghanistan, its withdrawal, and potential consequences.

What was the American/NATO objective when we invaded Afghanistan almost twenty years ago?

The immediate United States objective at the time of the 2001 invasion was to destroy Al Qaeda’s base of operations in Afghanistan and to kill or capture senior Al Qaeda leaders there.  As those of us who are old enough to remember will recall, the invasion (“Operation Enduring Freedom”) was the U.S.-led response to the 9/11 attacks against World Trade Center twin towers and the Pentagon that were carried out by Al Qaeda. Because the Taliban regime in Afghanistan had a symbiotic relationship with—and provided a safe haven to—Al Qaeda on Afghanistan’s territory, the U.S. and its NATO allies also sought to drive the Taliban from power. At the time, the Taliban was fighting a civil war in Afghanistan and by October 2001 had achieved effective control over most of the country. President Bush and others quickly began to emphasize an additional objective for overthrowing the Taliban— to liberate the Afghan people from the regime’s repressive practices. We sought to promote basic human rights and to end the Taliban’s oppression of women.

Were those objectives met?

The U.S. and its NATO allies largely met those initial goals. Al Qaeda’s training camps in Afghanistan were destroyed, many of its leaders were killed and captured (although some, including Osama bin Laden, managed to escape at least initially), and its ability to plan, finance, and execute major global terrorist operations was severely diminished. U.S. and NATO forces drove the Taliban from power, and after a transitional period, a new government led by Hamid Karzai was established. Women and girls resumed participation in public life in Afghanistan, including education.

But those successes were fleeting?

As we know, the successes did not last. Although Al Qaeda never resumed significant operations in Afghanistan, the organization metastasized, and lethal variants of the organization arose in Yemen, Iraq and Syria, and the Maghreb, among other places. Other terrorist groups, such as the Islamic State and al Shabaab, either grew out of or have affiliations of varying degrees of intensity with Al Qaeda. We have also seen attacks carried out by homegrown terrorist organizations with only loose affiliations to Al Qaeda, sometimes only ideological affinities. So, while Operation Enduring Freedom significantly disrupted terrorist operations originating from Afghanistan, it cannot be said to have eliminated the threat of transnational terrorism.

And the Taliban continued to be a simmering problem in Afghanistan, didn’t it?

The goal of eradicating the Taliban, obviously, also was unmet. Although then Secretary of Defense Donald Rumsfeld declared an end to major combat operations against Al Qaeda and the Taliban in May 2003, a revitalized Taliban renewed an intense civil war in the summer of  2006. That civil war against the Afghanistan government—which appears now to have been won by the Taliban—continued with varying degrees of intensity until the past few days. And if another of the goals of the invasion was to improve the protection of human rights in Afghanistan, we must recognize that civilians suffered terribly during the civil war.

Are there any (hopefully) enduring successes from the twenty-year investment by the U.S. and NATO?

Afghanistan did make significant progress in terms of economic development and the realization of at least some civil and political rights. Per capita GDP rose dramatically in the decades after the U.S. invasion. The status of women and girls improved along many dimensions, including health, life expectancy, education levels, and participation in government institutions. The Taliban’s victory clearly imperils these gains.

The Trump Administration negotiated an agreement with Taliban in 2020 providing for the withdrawal of U.S. Forces from Afghanistan by May 2021, as part of which the Taliban promised not to deliberatively attack U.S. troops during the withdrawal period.  Since then, the Taliban has been steadily gaining control over provinces in the county, and civilian casualties have been rising. Was it pure fantasy that the US was maintaining the peace?

The Trump Administration’s February 2020 agreement with Taliban, in which the U.S. promised to withdraw its forces from Afghanistan in a little over a year, even though the Taliban did not agree to even a ceasefire, much less reach any political agreements with the government about ending the civil war, was the beginning of the end. It clearly signaled to both the Taliban and the government that the U.S. was now concerned only with the security of its own forces, and that the Afghan government was on its own. Given that the Taliban was making progress in gaining territory, at least in the countryside, even with U.S. troops present, many analysts—including the U.S. intelligence community—forecast the eventual overthrow of the Afghan government. It is only the shocking speed with which that happened that is a real surprise.

The fall of the Afghan government has taken many, including apparently some in the Biden administration, by surprise. Why did the collapse of the Afghan military happen so swiftly?  And what role did the Afghan police force and corruption play?

Many commentators who have been critical of the U.S. effort to build up the Afghan military have long expressed doubts about the effectiveness of the Afghanistan National Defense and Security Forces (ANDSF), and many analysts predicted that the Taliban would ultimately prevail against the government after the U.S. and its NATO allies withdrew from Afghanistan. That said, I don’t think anyone predicted it would happen as swiftly as it did.

Multiple factors have been cited to explain how the Taliban—a force estimated to comprise some 75,000 fighters—defeated the 300,000-member strong ANDSF. First, despite the seeming superiority of the government forces, conditions for ANDSF soldiers were quite abysmal. Many reportedly went months without being paid. They lacked ammunition and even food. There are reports of incompetent leadership within the armed forces, leaving Afghan soldiers exposed in the middle of pitch battles, without reinforcements.

A second factor is the pervasive and corrosive corruption among Afghan government actors.  This helps explain why—despite the U.S. infusion of billions of dollars in military assistance— Afghan soldiers went without pay and lacked adequate ammunition.  It also explains why in some cases, after Afghan forces fighting alongside U.S. forces succeeded in clearing territory of Taliban insurgents, the Afghan government would fail to hold it. The notoriously corrupt and unprofessional Afghanistan police forces—who were in charge of security after territory had been cleared of Taliban fighters by the ANDSF—reportedly engaged in predatory practices targeting the local community or could be bought off by the insurgency to cede ground back.

Third, some critics of the U.S. effort to modernize the Afghan army have long argued that the ANDSF lacked resolve to aggressively engage the Taliban insurgency in the absence of active support from U.S. soldiers. Although there are many stories of Afghan soldiers fighting fiercely, there are anecdotal accounts of Afghan armed forces engaging in “mini non-aggression deals” with Taliban fighters in their area of responsibility in an effort to avoid armed engagement.

Fourth, the lack of motivation of Afghan armed forces was exacerbated in recent years by the unpopularity and perceived fecklessness of the Afghan government led by President Ashraf Ghani. Re-elected in 2019 after an election with sharply disputed results, in which voter turnout was less than 20 percent, the Ghani government was widely seen as ineffective in addressing corruption, effectively managing the country, or confronting the growing security threat posed by the Taliban. It became a common refrain among Afghan soldiers that the Ghani government was not one worth fighting for.

Fifth, it appears that in at least some provinces in Afghanistan, the Taliban, in essence, offered government forces negotiated settlements to cede control of territory. In some cases, this involved offering payments to government soldiers to switch sides—a particularly attractive offer for soldiers who had not been paid in months. It is likely that the Taliban offered broader commitments, e.g., not to engage in retribution against government soldiers who abandoned the fight, although I have not yet seen reports of such deals.

Sixth, there a seasonal calendar to armed conflict in Afghanistan, and the Taliban has typically engaged in its major military operations during the spring and summer.  Delaying the U.S. withdrawal by six months, so that U.S. forces did not leave during the height of what is known in Afghanistan as “fighting season,” might have given the ANDSF more time to prepare to defend Afghanistan’s cities. Although given how swiftly Afghan government forces were swept aside, this now seems doubtful to me.

Finally, from an operational standpoint, the U.S. has invested billions of dollars in Afghanistan to attempt to build up a military that functions in ways that resemble how a NATO army operates, with air power and advanced weaponry. Such a military depends on extremely complex behind-the-scenes logistics arrangements. In Afghanistan, these logistics systems depended heavily on U.S. contractors, who also began withdrawing from the country after President Biden announced the U.S. withdrawal. Many of the aircraft in Afghanistan’s air force, for instance, were grounded because they lacked parts needed for repairs or routine servicing. One of the lessons of the defeat of the ANDSF is that building a foreign country’s military also requires developing indigenous logistics capacity.

Troops had been drawn down to about 3,000 and negotiations that excluded the Afghan gov’t were conducted with the Taliban during the Trump administration. Could Biden, realistically, have rewound the clock–bringing more troops back? Was Biden pushed into a tough corner?

Although the withdrawal agreement the Trump Administration concluded with the Taliban in February 2020 may not have initiated the death spiral for the Afghanistan government and military, it certainly catalyzed it, as I noted above. It did put the Biden Administration in a tough position; the only option would have been to renege on the agreement, leave U.S. troops in Afghanistan, and to seek to renegotiate the agreement. That said, although that may have been a tough position, it was not an impossible one, as evidenced by the fact that the Biden Administration unilaterally changed the agreed upon date by which U.S. forces would withdraw from Afghanistan from May to August.

I’m not a military strategist, so I can’t say whether maintaining a force of 3,000 U.S. troops in Afghanistan would have changed the military situation on the ground. But I think if the U.S. had said that it would not withdraw the U.S. military presence until there was a ceasefire and the Taliban and the Afghan government have negotiated a power sharing agreement/end to the civil war, that might have changed the Taliban’s political assessment about how to proceed. I stress that this only “might” have changed the Taliban’s thinking. The fact that the Taliban has been fighting for twenty years suggests that the group was very determined to regain control of Afghanistan and re-establish its vision of life for the Afghan people.

I understand that Russia and other countries have negotiated agreements to ensure the safety of their embassies and diplomatic staff so that they can continue operations in Kabul. Have the Americans done the same? If not, how significant will that be for the future safety of the U.S and the threat of terrorism? Will we have “eyes on the ground” and intelligence sources?

The United States is currently withdrawing all of its diplomatic personnel from Afghanistan and will presumably once again shutter its embassy in Kabul. The U.S. will face a difficult question about whether to recognize the new Taliban regime that will be installed in Afghanistan, and if so, whether to resume diplomatic relations and re-open its embassy. If the Taliban regime pursues the policies that characterized its period of rule in the late 1990s, particularly the severe repression of women and girls, I doubt the U.S. will re-establish relations. Even if the U.S. did re-establish diplomatic relations, it is inconceivable that the Taliban would permit the United States to maintain the large intelligence and security presence we have had in Afghanistan over the past two decades. So, we will not have the ability gather intelligence on the ground or to conduct military operations against any terrorist threats that emerge in Afghanistan.

The Taliban has pledged that it will not allow Afghanistan’s territory to be used by terrorist groups that seek to conduct hostile operations against foreign countries. Although the Taliban learned in 2001 about the potential costs to it of harboring such groups on Afghanistan’s territory—namely, being overthrown by the U.S. and its NATO allies—there are obviously reasons to question the Taliban’s promise.

Is there anything Biden can do now to minimize the damage?

The Biden administration does not have much leverage at this point. The administration will presumably signal to the Taliban that it will closely monitor its conduct with respect to preventing its territory from being used by terrorist groups and its performance on human rights issues, including the treatment of women and girls. Should the Taliban perform poorly on these issues, the U.S. could try to secure sanctions against the Taliban regime through the Security Council; after all, the Council had imposed sanctions on the Taliban in the 1990s in response to its providing a safe haven to Osama bin Laden and its violation of human rights, particularly discrimination against women and girls. Today, however, it is unclear whether Russia and China, which are likely to seek stable relations with the Taliban government, would support such sanctions. That means the U.S. would probably be limited to unilateral sanctions as a way of signaling disapproval of, and seeking to change the behavior of, a prospective Taliban government.

The terrorist shootings in Paris have brought a new round of attention to issues of immigration, political polarization, religious discrimination and threats to global security. Scholars at Stanford’s Freeman Spogli Institute for International Studies are following the developments and talking about the attacks.

Cécile Alduy, is an associate professor of French literature writing a book on France’s far-right National Front political party and is an affiliated faculty member of FSI’s Europe Center. She is in Paris, where she wrote an opinion piece for Al Jazeera America and spoke with KQED’s Forum

David Laitin is a professor of political science and also an affiliated faculty member of The Europe Center as well as FSI’s Center for International Security and Cooperation. His co-authored book, Why Muslim Integration Fails: An Inquiry in Christian-Heritage Societies, examines Muslim disadvantages and discrimination in Europe.

Christophe Crombez is a consulting professor at TEC specializing in European Union politics. And Martha Crenshaw, a senior fellow at FSI and CISAC, is an expert on political terrorism.

How are Parisians reacting to the tragedy?

Alduy: The mood here is of grief, disgust, anger, and fear. We were all in a state of shock: a sense of disbelief and horror, as if we had entered a surreal time-space where what we hear from the news happening in far away places—Iraq, Afghanistan, Pakistan, Nigeria—had been suddenly catapulted here, on our streets, in our everyday. The shock has given way to mourning. Lots of crying, swallowed tears and heavy hearts. But there’s also revolt and determination to not let that get to us and to not let it succeed in reviving internal wounds.

I was surprised by the spontaneous quiet demonstrations and collective mourning happening all over France: that people would go out rather than hide in spite of the fact that two heavy armed gunmen were on the loose. It was such a naturally humane, human, compassionate response. It was a real consolation to witness this getting together, this flame of humanity and solidarity braving the fear and silencing the silencers.  

What can we say about the brothers who allegedly carried out the attack?

Crenshaw: Apparently they are French citizens of Algerian immigrant origin, who had moved into the orbit of French jihadist networks some years ago. They were both known to French and American authorities, just as the 7/7 London bombers were known to the British police.  One had spent time in a French prison for his association with a jihadist network that sent young men to fight in Iraq, and the other is said to have recently trained in Yemen.  In that case, he would almost certainly have come into contact with operatives of Al Qaeda in the Arabian Peninsula (known as AQAP).  AQAP is an extremely dangerous organization in Yemen and abroad.  The U.S. has regarded it as a number one threat for some time – this is the group that sent the infamous Christmas or underwear bomber on a flight to Detroit in 2009.  Its chief ideologue, the American Anwar al-Awlaki, was killed in an American drone strike in 2012. The fact that the terrorists were two brothers also brings to mind the case of the Tsarnaev brothers and the Boston Marathon bombing.  

What are the cultural and societal implications of the shooting?

Alduy: The event highlights a menace that had been rampant, and duly acknowledged by the French government: that of French-born radicalized Muslims going to Syria, Afghanistan or Iraq to be trained as jihadist and then coming back to conduct terrorist attacks on French soil (this was already the case for Mohammed Merah, but he was not part of an Al-Qaeda cell and acted all alone, as did the man who attacked the Jewish Museum in Bruxells). The cultural and societal implication is that we are now talking of being a country at war, with al-Qaida recruiting among us our potential enemies. In other words, France has to come to terms with the fact that its own values, its own political system, and its own people have been shot execution style in the name of the jihad by our own children.

Explain the extent to which Muslims are disenfranchised and discriminated against in France.

Laitin: Our book documents that Muslims, just for being Muslims, face rather significant discrimination in the French labor market. We sent out CVs to employers, comparing two identically qualified applicants, one named Khadija Diouf and the other Marie Diouf. Both were from Senegalese backgrounds but were French citizens and well educated. Marie received a significantly larger number of “call backs.” From a survey, we know that controlling for race, for gender, and for education, Muslims from one of the two Senegalese language communities we study have much lower household income than matched Christians. We connect this finding to that of the discrimination in the labor market. In our book, we search for the reasons that sustain discrimination against Muslims in France. Here we find that the rooted French population prefers not to have Muslims in their midst, and not to have a lot of Muslims in their midst. Tokens are O.K.

Meanwhile, Muslims exhibit norms concerning gender and concerning public displays of religious devotion that are threatening to the norms of the rooted French. We therefore see a joint responsibility of both the French and the immigrant Muslim communities in sustaining what we call a “discriminatory equilibrium”.

Can these shootings be attributed to those inherent tensions?

Laitin: There is no evidence that this discriminatory equilibrium is in any way responsible for the horrendous criminal behavior exhibited in the offices of Charlie Hebdo. There is a viral cult that is attractive to a small minority of young Muslims inducing them to behavior that is inhuman. The sources of this cult are manifold, but it would be outrageous to attribute it to the difficulties that Muslims face in fully integrating into France.

How will the shootings affect the standing of right-leaning political parties that have been gaining traction?

Crombez: I think the shootings in Paris will provide a further boost to the electoral prospects of France's extreme-right, anti-immigrant party, the National Front. Opinion polls in recent months already showed that it could emerge as France's largest political party at the departmental elections in March – as far as vote share is concerned – and that the Front's candidate for the Presidency in 2017 is likely to make it into, but lose, the second round run-off with the candidate of the moderate right, as was the case in 2002. The shootings will only have improved the Front's chances. Even if the election results are consistent with the polls taken prior to the shootings, and the Front doesn't do even better than the polls predicted, the dramatic results are likely to be attributed to the shootings.

And the long-term political fallout?

Crombez: The effects will reverberate throughout Europe. But as time passes and the shootings become but a distant memory, the effects will disappear. I would draw a parallel here with what happened after the Fukushima nuclear plant disaster in Japan in 2011. In the following months Green parties did very well in elections in Europe at various levels, but after a year or so that effect seems to have dissipated. I would expect this to be the case with the shootings also, except if there are more such incidents to follow.

ABOUT THE SPEAKER: Rachel Gillum is a PhD student in Political Science at Stanford University, and joined CISAC as a predoctoral fellow in September of 2013. She is also a fellow at the Association for Analytic Learning about Islam and Muslim Societies (AALIMS) and is affiliated with Stanford’s Abbasi Program in Islamic Studies. Rachel’s research focuses on the Muslim-American community and examines the determinants of a variety of political beliefs and behaviors towards the American government, from full integration and identification with the United States, to support for violent extremism.

Rachel previously served as a graduate associate researcher at the RAND Corporation’s International Policy Center, where she conducted in-depth analysis on terrorist recruitment strategies and presented policy suggestions to U.S. government clients. From 2010-2012, she served as the chief editor and head research assistant under Prof. Martha Crenshaw on the Mapping Militants Project, where she oversaw and helped devise the design of an online tool for the analysis of terrorist networks. Rachel has also worked as a consultant for the Gallup Organization and a research assistant at the Department of Defense’s Near East South Asia Center for Strategic Studies.

ABOUT THE TOPIC: How do Muslim-Americans form beliefs about the treatment they expect to receive from US law enforcement? The results of an original, nationally-representative survey of Muslim-Americans suggest two key findings. First, expectations of fairness on the part of Muslim immigrants are shaped, in part, by the level of institutional corruption in their country of origin. Immigrants coming from less corrupt countries hold more optimistic views about expected treatment by US law enforcement. Second, Muslim immigrants who have been naturalized are less trusting in the government than newcomers, and Muslims who were born and raised in the United States are least likely to believe that law enforcement will deal with Muslims fairly. These results are robust to the inclusion of a variety of control variables. Ethnographic evidence drawn from interviews with Muslims-Americans suggests that Muslims update their expectations through interactions and familiarity with American institutions. US-born Muslims expect violations of their rights by the government and are politically concerned about such issues. Foreign-born Muslims, while aware of the controversies regarding US government surveillance and profiling of Muslim communities, tend to be less focused on issues related to citizen rights and more focused on the day-to-day concerns common to immigrants everywhere.

In this piece for Foreign Affairs, CISAC's Thomas Hegghammer and the Washington Institute for Near East Policy's Aaron Zelin estimate that violence in Syria will skyrocket due to an influx of foreign fighters. 

Egyptian theologian and top Sunni cleric Yusuf al-Qaradawi called for Sunni Muslims worldwide to fight in Syria against Bashar al-Assad, Hezbollah, and Shiite influence. Qaradawi's call, echoed by other prominent Sunni theologians, could inflame tensions and political differences across the region, and flood Syria with even more foreign fighters. Hegghammer and Zelin estimate that Syria has over 5,000 Sunni foreign fighters, the second-largest foreign-fighter destination in the history of modern Islamism, and that the number is slated to double in the near future.

Multiculturalism does not pose a significant danger to Western values - but neoliberalism does.

The paranoid style in politics often imagines unlikely alliances that coalesce into an overwhelming threat that must be countered by all necessary means.

In Clash of Civilizations, Samuel Huntington conjured an amalgamated East - an alliance between "Confucian" and "Islamic" powers - that would challenge the West for world dominance. Many jihadis fear the Crusader alliance between Jews and Christians. They forget that until recently, historically speaking, populations professing the latter were the chief persecutors of the former.

Now Anders Breivik has invoked the improbable axis of Marxism, multiculturalism and Islamism, together colonising Europe. As he sees multiculturalism as essentially a Jewish plot, Breivik has managed to wrap up the new and old fascist bogies in one conspiracy: communists, Jews and Muslims.

Like his terrorist counterparts who kill in the name of various Islamic sects, Breivik is willing to slaughter people for an invented purity. Modern Norway is a latecomer to the world of nations, becoming sovereign only in 1905. Vikings, Arctic explorers and international humanitarians all went into imagining the place.

Given how readily jihadi texts are dismissed as ravings, it is notable how much attention has already been paid to Breivik's wacky ideological brew. This is a worrying portent of the line of analysis that says that the "root causes" of Breivik's madness - immigration and cultural difference - must be addressed. Otherwise, European societies will lose their social cohesion, to choose one current euphemism for the Volk.

To the extent such a view takes hold, the far right may be forgiven for concluding that terrorism works. As for the rest of us, now facing terrorist re-imaginings from both sides of obscure battles in a mythic past, we may long for the leftist and anti-colonial insurgents of bygone days. They at least could offer plausible accounts of what they were up to. 

To be sure, tactically speaking, Breivik thought through his operation. Unlike many jihadis, however, he lacked the courage to face men armed like him, and to offer his own life for his beliefs as well as the lives of others. Nonetheless he wanted at his court appearance to strut about in some kind of military uniform.

Smartly tailored uniforms, an abhorrence of cultural difference, and a desire for racial purity are all of a piece with fascist mysticism. As with jihadi ideology, it is precisely the non-rational elements of fascism that give it emotive, and hence political, power. For what Breivik and others see as under threat in the West is the vital source ofmeaning, of ultimate values, which they associate with the communion of a purified people.

Since the West faces no obvious threat of such existential scale and significance, one must be fabricated. It is here that the unlikely alliance of left wing parties and Islam plays its role, purportedly importing on a mass scale Muslims to colonise Europe. In Norway, Muslims account for less than three per cent of the population; in the UK, less than five per cent. Even so, the fantastical fear of the "loss" of Europe to Islam animates many on the right. It is part of mainstream electoral politics in Europe, and has long been an element of right wing discourse in the US.

In this vision of danger, multiculturalism plays a key role. Many will have noted Breivik's odd invocation of "cultural Marxists", folks I have only spotted in small numbers in university departments and cafes frequented by graduate students. Breivik's reference is in part to the Frankfurt School, a group of German Jewish scholars who fled Hitler for the Western cosmopolis of New York.

The idea is that "Jews" have encouraged cultural mixing in the West, fatally compromising its purity and thus its values, while Muslims and Jews retain their cultural strength and identity. Europe must therefore declare "independence" and fight the Muslim-Jewish-Marxist hordes, apparently starting by killing their children.

We can only assume that Breivik has confused the computer fantasy games he played - using a busty blonde avatar named "conservatism" - with political analysis. What is truly frightening, however, is that the core of this vision of multiculturalism as a threat to the West is shared by leading political parties in the France, the UK, Germany and Italy, among others. This is why there is every chance that Breivik's murderous and cowardly rampage will achieve some of its aims. Immigration, it will be argued, has unbalanced "our" people. It is already being curtailed in all the leading Western powers.

Shut up, obey, and collaborate

The irony is that the West brought us empire on a global scale and drew its cultural, economic, and political strength from interconnections with all parts of the world. The cosmopolis of New York, London and Paris - a "brown" not a "white" West - are more appropriate beacons of a West flush with power and confidence in its values than the imaginary purification achieved through concentration camps and closed borders.

But just what might be corroding values in the West?

This was one of the questions that animated the Frankfurt School and those who influenced it. They focused on the interaction between capitalism and culture. They noted the ways in which capitalism progressively turned everything into something that could be bought or sold, measuring value only by the bottom line. Slowly but surely such measures came to apply to the cultural values at the core of society. Even time, as Benjamin Franklin told us, is money, a doctrine which horrified Max Weber in his searing indictment of the capitalist mentality as an "iron cage" without "spirit".

Note for example the ways in which the great professional vocations of the West - lawyers, journalists, academics, doctors - have been co-opted and corrupted by bottom line thinking. Money and "efficiency" are the values by which we stand, not law, truth or health. Students are imagined as "customers", citizens as "stakeholders". Professional associations worry about the risk to their bottom line rather than furthering the values they exist to represent. Graduates of elite Western universities, imbued with the learning of our great thinkers, are sent off to corporations like News International. There they learn to shut up, obey, and collaborate in the dark work of exploitation for profit, for which they will be well rewarded, at least financially speaking.

Thanks in part to the grip of corporate power on the media and on political parties, few today in the West can imagine any other politics than those of big money. In the US, and increasingly even in Europe, the income differential between the poor and the wealthy already resembles that of banana republics. The downtrodden are asked to bear the burden of a financial crisis created by bankers. America's wealthy fly their children to summer camp in tax-free private jets amid a real rate of unemployment of over fifteen per cent.

Neoliberalism has only accelerated these processes at the heart of capitalist society. Here is a far more convincing threat to Western values and "social cohesion" than the lunatic fears of fascists. Notably, this is a threat that emanates from within, not without. It is precisely social democratic parties like Norway's Labour Party - Breivik's target - which have sought to contain the corrosive effects of capitalism and ensure the survival of the West's most humane values.
