Michael A. McFaul, a Stanford political science professor and senior fellow at the university’s Freeman Spogli Institute for International Studies, was confirmed by the Senate to be the next ambassador to Russia. 

McFaul, President Barack Obama’s top advisor on Russia and a Bing Senior Fellow at Stanford’s Hoover Institution, will succeed John Beyrle.

"Mike will bring to his new posting in Moscow the same intensity, clarity of vision and imagination that he demonstrated as President Obama's point person on Russia at the White House," said Coit D. Blacker, FSI’s director and the Olivier Nomellini Professor in International Studies. 

The Dec. 17 voice vote confirming McFaul came on the last day the Senate was in session before its winter break. Sen. Mark Kirk, R-Ill., had held up McFaul's approval over issues with U.S. policies toward Russia.

During confirmation hearings before the Senate Foreign Relations Committee in October, McFaul discussed the overall status of U.S.-Russian relations, missile defense, arms reduction agreements and trade relations.

Since the beginning of the Obama administration, McFaul has been the special assistant to the president for national security affairs and senior director for Russia and Eurasia at the National Security Council.

He served as senior adviser on Russia and Eurasia to Obama during the presidential campaign and continued to advise on foreign policy issues during the transition.

The Obama administration has achieved new momentum in relations with Russia with McFaul's involvement.

The two countries have signed the New Start arms control treaty, which calls for significant cuts in nuclear arsenals; finalized a civilian nuclear cooperation pact; forged agreement on tougher sanctions on Iran; and expanded the supply route to Afghanistan through the territory of the former Soviet Union.

The two powers now turn to the efforts to forge cooperation on missile defense in Europe and to gain Russia's admission to the World Trade Organization, as well as the challenges posed by Iran and Libya.

"This is a complex and sensitive time in the ever-evolving relationship between the United States and the Russian Federation," Blacker said. "Having an ambassador in place who gets the relationship has never been more important. For this reason above all others, Mike is the perfect choice. We are all deeply proud of Mike and all that he has accomplished."

McFaul, who has served as FSI’s deputy director and director of the institute’s Center on Democracy, Development, and the Rule of Law, received a bachelor’s degree in international relations and Slavic languages and an master’s in Slavic and East European studies from Stanford in 1986. He was awarded a Rhodes Scholarship to Oxford, where he completed his PhD in international relations in 1991.

Russia watchers in the West cannot be surprised that Vladimir Putin is on his way back to the Russian presidency. Dmitri Medvedev was always his protégé, and there was no doubt that major decisions could not be made without his approval. This includes signing the New START arms control treaty, cooperating with NATO in Afghanistan and supporting U.N. sanctions on Iran — all of which should provide reassurance that Putin’s return won’t undo the most important accomplishments of the U.S.-Russia “reset.”

Yet the relationship with the West will inevitably change. For one thing, Putin can have nothing like the rapport his protégé developed with President Obama, which was built upon the two leaders’ shared backgrounds as lawyers, their easy adoption of new technologies, and their fundamentally modern worldviews.

The Bilateral Presidential Commission which Obama and Medvedev created and charged with advancing U.S.-Russia cooperation on everything from counterterrorism to health care may suffer. The relationship as a whole is not adequately institutionalized, and depends on the personal attention of Russian officials who will likely avoid taking action without clear direction from Putin, or who may be removed altogether during the transition.

Putin’s return to the presidency will also provide fodder for Western critics bent on portraying Obama and the reset as a failure, or dismissing Putin’s Russia as merely a retread of the Soviet Union.

These critics are wrong — today’s Russia bears little resemblance to what Ronald Reagan dubbed an “evil empire” — but Putin has been far more tolerant of Soviet nostalgia than his junior partner, and his next term will surely bring a new litany of quotations about Soviet accomplishments and Russia’s glorious destiny that will turn stomachs in the West.

Although he has spent his entire career within the apparatus of state power, including two decades in the state security services, Putin is at heart a C.E.O., with a businessman’s appreciation for the bottom line. Western companies already doing business in Russia can expect continuity in their dealings with the state, and it will remain in Russia’s interest to open doors to new business with Europe and the United States. The next key milestone for expanding commercial ties will be Russia’s planned accession to the World Trade Organization, which could come as soon as December.

At home, Putin faces a looming budget crisis. As the population ages and oil and gas output plateaus the government will be unable to continue paying pensions, meeting the growing demand for medical care, or investing in dilapidated infrastructure throughout the country’s increasingly depopulated regions.

This means that while Putin will seek to preserve Russia’s current economic model, which is based on resource extraction and export, he will be forced to assimilate many of his protégé’s ideas for modernizing Russia’s research and manufacturing sectors. Medvedev’s signature initiative, the Skolkovo “city of innovation,” will likely receive continuing support from the Kremlin, although it will have little long-term impact without a thorough nationwide crackdown on corruption and red tape.

Putin’s restored power will be strongly felt in Russia’s immediate neighborhood, which he has called Moscow’s “sphere of privileged interests.” Even though Kiev has renewed Russia’s lease on the Black Sea Fleet’s Sevastopol base through 2042 and reversed nearly all of the previous government’s anti-Russian language and culture policies, Ukraine is unlikely to win a reprieve from high Russian gas prices. Putin will also continue to press Ukraine to join the Russia-dominated customs union in which Kazakhstan and Belarus already participate. He may also take advantage of Belarus’s deepening economic isolation and unrest to oust President Aleksandr Lukashenko in favor of a more reliable Kremlin ally.

Putin and Medvedev have been equally uncompromising toward Georgia. Both are openly contemptuous of Georgian President Mikheil Saakashvili, and it is unlikely that any progress on relations can occur until Georgia’s presidential transition in 2013.

Putin has good reason to continue backing NATO operations in Afghanistan to help stem the flow of drugs, weapons and Islamism into Tajikistan, Uzbekistan and Russia itself. Moreover, as China extends its economic hegemony into Central Asia, he may find America to be a welcome ally.

Putin appreciates the advantages of pragmatic partnerships and will seek to preserve the influence of traditional groupings like the U.N. Security Council and the G-8 while at the same time promoting alternatives like the Shanghai Cooperation Organization and the Brics.

The succession from Putin to Medvedev and back again was decided behind closed doors, and the formal transition of power is likely to take place with similar discipline. This should offer the West and the wider world some reassurance. Putin’s return to the presidency is far from the democratic ideal, but it is not the end of “reset.” Many ordinary Russians support him because he represents stability and continuity of the status quo and, for now, that is mostly good for Russia’s relations with the West.

Nuclear energy is politically sensitive. For its proponents, nuclear energy is clean and highly efficient and indeed is the only alternative to fossil fuels in providing a base supply of electricity. For its opponents, nuclear energy is nothing but trouble, a symbol of war and weaponry par excellence, and one that creates environmental problems for mankind today and in the future. What is remarkable in this highly emotional debate is the general division between developed and developing countries. Asian and Gulf states are more active than many in other continents in expanding or developing their nuclear energy capacities. China is leading this expansion with 27 reactors under construction now.

Nuclear development in China highlights a series of objectives many developing countries try to balance – energy and economy, energy and development, energy and environment, energy and security, and the need for both clean energy and adequate and reliable energy supplies. It tells a counterintuitive story about Chinese politics – a single-party authoritarian political system with an extremely fragmented institutional structure in nuclear energy policy making, implementation and regulation and with highly competitive market forces in play. It provides a cautionary tale about the Chinese as well as global nuclear future. This paper discusses the challenges of nuclear energy development, using China as an example. It asks who drives it, what technology is selected and adopted, how human capital is developed, what the rules of the games are, and more importantly, which institutions are responsible for issuing licenses, regulating standards, and overseeing the compliance, and what forms of regulation do they use. At the core of these questions is if and how countries can ensure safe, secure and sustainable nuclear development.

Dr. Xu Yi-chong is a research professor of politics and public policy at Griffith University. Before joining Griffith University in January 2007, Xu was professor of political science at St Francis Xavier University in Nova Scotia, Canada. She is author of The Politics of Nuclear Energy in China (2010); Electricity Reform in China, India and Russia: The World Bank Template and the Politics of Power (2004); Powering China: Reforming the electric power industry in China (2002); co-author of Inside the World Bank: Exploding the Myth of the Monolithic Bank (with Patrick Weller 2009) and The Governance of World Trade: International Civil Servants and the GATT/WTO, (with Patrick Weller 2004); and editor of Nuclear Energy Development in Asia (2011) and The Political Economy of Sovereign Wealth Funds (2010). All these projects were supported by the research grants from either Social Sciences and Humanities Research Council of Canada (SSHRC) or Australian Research Council.

Abstract
How do transformative new technologies arise, and how does innovation really work? Conventional thinking ascribes the invention of technologies to “thinking outside the box,” or vaguely to genius or creativity, but Arthur shows that such explanations are inadequate. Rather, technologies are put together from pieces  themselves technologies  that already exist. Technologies therefore share common ancestries, and combine, morph, and combine again, to create further technologies. Technology evolves much as a coral reef builds itself from activities of small organisms  it creates itself from itself; and all technologies are descended from earlier technologies.

W. Brian Arthur is an External Faculty Member at the Santa Fe Institute, IBM Faculty Fellow, and Visiting Researcher in the Intelligent Systems Lab at PARC (formerly Xerox Parc). From 1983 to 1996 he was Morrison Professor of Economics and Population Studies at Stanford University. He holds a Ph.D. from Berkeley in Operations Research, and has other degrees in economics, engineering and mathematics.

Arthur pioneered the modern study of positive feedbacks or increasing returns in the economy--in particular their role in magnifying small, random events in the economy. This work has gone on to become the basis of our understanding of the high-tech economy. He has recently published a new book: The Nature of Technology: What it Is and How it Evolves, "an elegant and powerful theory of technology's origins and evolution."He is also one of the pioneers of the science of complexity.

Arthur was the first director of the Economics Program at the Santa Fe Institute in New Mexico, and has served on SFI's Science Board and Board of Trustees. He is the recipient of the Schumpeter Prize in economics, the Lagrange Prize in complexity science, and two honorary doctorates.

Arthur is a frequent keynote speaker on such topics as: How exactly does innovation work and how can it be fostered? What is happening in the economy, and how should we rethink economics? How is the digital revolution playing out in the economy? How will US and European national competitiveness fare, given the rise of China and India?

It shows how well-funded and highly professional organizations, by focusing on what they do well and systematically excluding what they don't, may build a poor representation of the world--a self-reinforcing fallacy that can have serious consequences, from the sinking of the Titanic to not predicting the vulnerability of the World Trade Center to burning jet fuel. Whole World on Fire won the American Sociological Association's 2004 Robert K. Merton Award for best book in science, knowledge, and technology.

Preventing the unthinkable ongoing crisis with Tehran is not the first time Washington has faced a hostile government attempting to develop nuclear weapons. Nor is it likely to be the last. Yet the reasoning of U.S. officials now struggling to deal with Iran’s nuclear ambitions is clouded by a kind of historical amnesia, which leads to both creeping fatalism about the United States’ ability to keep Iran from getting the bomb and excessive optimism about the United States’ ability to contain Iran if it does become a nuclear power.

A U.S. official in the executive branch anonymously told the New York Times in March 2006, “The reality is that most of us think the Iranians are probably going to get a weapon, or the technology to make one, sooner or later.” Military planners and intelligence officers have reportedly been tasked with developing strategies to deter Tehran if negotiations fail.

Both proliferation fatalism and deterrence optimism are wrong-headed, and they reinforce each other in a disturbing way. As nuclear proliferation comes to be seen as inevitable, wishful thinking can make its consequences seem less severe, and if faith in deterrence grows, incentives to combat proliferation diminish.

Deterrence optimism is based on mistaken nostalgia and a faulty analogy. Although deterrence did work with the Soviet Union and China, there were many close calls; maintaining nuclear peace during the Cold War was far more difficult and uncertain than U.S. officials and the American public seem to remember today. Furthermore, a nuclear Iran would look a lot less like the totalitarian Soviet Union and the People’s Republic of China and a lot more like Pakistan, Iran’s unstable neighbor—a far more frightening prospect.

Fatalism about nuclear proliferation is equally unwarranted. Although the United States did fail to prevent its major Cold War rivals from developing nuclear arsenals, many other countries—including Japan, West Germany, South Korea, and more recently Libya—curbed their own nuclear ambitions.

THE REASONS WHY

The way for Washington to move forward on Iran is to give Tehran good reason to relinquish its pursuit of nuclear weapons. That, in turn, requires understanding why Tehran wants them in the first place.

Iran’s nuclear energy program began in the 1960s under the shah, but even he wanted to create a breakout option to get the bomb quickly if necessary. One of his senior energy advisers recalled, “The shah told me that he does not want the bomb yet, but if anyone in the neighborhood has it, we must be ready to have it.” At first, Ayatollah Ruhollah Khomeini objected to nuclear weapons on religious grounds, but the mullahs abandoned such restraint after Saddam Hussein ordered chemical attacks on Iranian forces during the Iran-Iraq War.

The end of Saddam’s rule in 2003 significantly reduced the security threat to Tehran. But by then the United States had taken Iraq’s place. In his January 2002 State of the Union address, President Bush had denounced the governments of Iran, Iraq, and North Korea as members of an “axis of evil” with ties to international terrorism. After the fall of Baghdad, an unidentified senior U.S. official told a Los Angeles Times reporter that Tehran should “take a number,” hinting that it was next in line for regime change.

Increasingly, Bush administration spokespeople advocated “preemption” to counter proliferation. When asked, in April 2006, whether the Pentagon was considering a potential preventive nuclear strike against Iranian nuclear facilities, President Bush pointedly replied, “All options are on the table.”

AGREED FRAMEWORK IN FARSI

A source of inspiration for handling Iran is the 1994 Agreed Framework that the United States struck with North Korea. The Bush administration has severely criticized the deal, but it contained several elements that could prove useful in the Iranian nuclear crisis.

After the North Koreans were caught violating their NPT commitments in early 1993, they threatened to withdraw from the treaty. Declaring that “North Korea cannot be allowed to develop a nuclear bomb,” President Clinton threatened an air strike on the Yongbyon reactor site if the North Koreans took further steps to reprocess plutonium. In June 1994, as the Pentagon was reinforcing military units on the Korean Peninsula, Pyongyang froze its plutonium production, agreed to let IAEA inspectors monitor the reactor site, and entered into bilateral negotiations.

The talks produced the October 1994 Agreed Framework, under which North Korea agreed to eventually dismantle its reactors, remain in the NPT, and implement full IAEA safeguards. In exchange, the United States promised to provide it with limited oil supplies, construct two peaceful light-water reactors for energy production, “move toward full normalization of political and economic relations,” and extend “formal assurances to [North Korea] against the threat or use of nuclear weapons by the U.S.”

“The way for Washington to move forward on Iran is to give Tehran good reason to relinquish its pursuit of nuclear weapons.”By 2002, the Agreed Framework had broken down, not only because Pyongyang was suspected of cheating but also because it believed that the United States, by delaying construction of the light-water reactors and failing to start normalizing relations, had not honored its side of the bargain. When confronted with evidence of its secret uranium program, in November 2002, Pyongyang took advantage of the fact that the U.S. military was tied down in preparations for the invasion of Iraq and withdrew from the NPT, kicked out the inspectors, and started reprocessing plutonium.

President Bush famously promised, in his 2002 State of the Union address, that the United States “will not permit the world’s most dangerous regimes to threaten us with the world’s most destructive weapons.” Yet when North Korea kicked out the IAEA inspectors, Secretary of State Colin Powell proclaimed that the situation was “not a crisis.” Bush repeatedly declared that the United States had “no intention of invading North Korea.” The point was not lost on Tehran.

If Washington is to offer security assurances to Tehran, it should do so soon (making the assurances contingent on Tehran’s not developing nuclear weapons), rather than offering them too late, as it did with North Korea (and thus making them contingent on Tehran’s getting rid of any existing nuclear weapons). As with North Korea, any deal with Iran must be structured in a series of steps, each offering a package of economic benefits (light-water reactors, aircraft parts, or status at the World Trade Organization) in exchange for constraints placed on Iran’s future nuclear development.

Most important, however, would be a reduction in the security threat that the United States poses to Iran. Given the need for Washington to have a credible deterrent against, say, terrorist attacks sponsored by Iran, a blanket security guarantee would be ill advised. But more limited guarantees, such as a commitment not to use nuclear weapons, could be effective. They would reassure Tehran and pave the way toward the eventual normalization of U.S.–Iranian relations while signaling to other states that nuclear weapons are not the be all and end all of security.

Peaceful coexistence does not require friendly relations, but it does mean exercising mutual restraint. Relinquishing the threat of regime change by force is a necessary and acceptable price for the United States to pay to stop Tehran from getting the bomb.

Earlier this month, the so-called EU Three--Britain, France and Germany-- achieved an important victory for global security, convincing Iran to suspend its uranium enrichment and plutonium reprocessing activities pending further negotiation on its nuclear question. Though Iran claims that it does not desire a nuclear bomb, the West has long been skeptical of the oil-rich state's contention that it seeks a nuclear fuel cycle for energy purposes alone. Europe and the United States (and of course Israel) will sleep better knowing that Tehran is not pursuing enrichment activities, whatever their alleged purpose.

But the EU3 agreement, which fails to discuss consequences for Iran if it breaks the deal, is vulnerable to being undermined not only by Iran but also by the United States; both have already raised eyebrows in the wake of the accord. Iran raced to produce uranium hexafluoride, a gas that can be enriched into bomb fuel, before it began to observe the temporary suspension on Monday. And both President George W. Bush and outgoing Secretary of State Colin Powell have publicly aired their suspicions that Iran will continue its drive for nuclear weapons under cover of the deal.

At the moment, administration hawks are pressing to confront the mullahs at the United Nations Security Council, where economic sanctions could be considered; calls for using force and for regime change are likely to follow.

Military action is inadvisable at this point, because of a dearth of solid intelligence and the secretive, geographically diffuse nature of Iran's nuclear sites. If the issue reaches the Security Council with the United States and Europe continuing along divergent paths, the inevitable deadlock will deal a severe and lasting blow to international security. Therefore, the agreement must be fortified to keep the Iranians honest, the Europeans effectively engaged and the U.S. hawks bridled.

This can be achieved through a U.S.-European accord laying out trigger mechanisms for specified consequences if Iran violates certain benchmarks. For example, if Iran fails to allow inspectors the access accorded by the Nuclear Nonproliferation Treaty's additional protocol--which Iran is provisionally observing pending ratification--or resumes enrichment and centrifuge-building activities, it could face severe economic sanctions, censure by the Security Council (necessitating cooperation from Russia and China), or in the event of hostility, a forceful response.

We don't know yet whether Tehran will play by the rules. The regime has mastered the art of behaving badly and then seeking rewards for getting back into line. To date, the Europeans have played into its hands, offering carrots for compliance without wielding sticks to punish violations.

Therefore, the Bush administration's apparent comfort with a military option can serve as an important deterrent against Iranian cheating, arming the EU3 agreement with teeth that it would not otherwise have. Iran desires economic incentives but does not yet desperately need them; without a credible threat of U.S.-backed sanctions imposed by the international community, the mullahs can simply decide one day that the restrictions have ceased to be worth their while, and break any deal as though it were merely a business contract.

For the United States, accepting the EU3's carrot-based approach (provided the benchmarks are added) will show the world that it still supports negotiated diplomacy and multilateralism, even in cases where military threats loom. Participating in this framework will also send a message to Iran that the United States is not ruling out renewed relations. This would resonate with the largely pro-American Iranian populace, who despise their regime and are seeking inroads to break free of it.

But if the United States instead presents itself as a unilateralist maverick, it will hinder its own interests; the only thing Iranians disdain more than the mullahs is outside meddling with their deeply nationalistic desire for self-determination. The more overtly hostile the United States acts toward Iran, the more the mullahs are able to spin America's posture to alienate Iranians against the "Great Satan."

The way to keep the Iranian regime in check while speeding its demise is to insure the nuclear agreement through benchmarks and triggers, and then give the mullahs exactly what they ask for in terms of increased access to international institutions like the World Trade Organization.

Such carrots can also be Trojan Horses, allowing the forces of democratic reform within Iran to blossom by enabling pro-democracy elements to make global connections. The U.S. and Europe should saddle up those horses together.

We've been down this road before: A crisis threatens global security, and the international community is not coming together to deal with it. Hawks in the U.S. administration see the Europeans as too timid to use force and reliant on diplomacy to a fault, while many Europeans see the United States as trigger-happy and too impatient with negotiated settlements. This lack of cohesion damaged the legitimacy of the American-led war in Iraq and left U.S.-European relations in tatters. A similar disunity jeopardizes current attempts to manage Iran's nuclear aspirations, even though both sides agree that the threat posed by a nuclear Iran is grave and real.

Departing Deputy Secretary of State Richard L. Armitage positively spun the divergent U.S. and European approaches to Iran: "The [diplomatic] incentives of the Europeans," he said, "only work against the backdrop of the United States being strong and firm on this issue. In the vernacular, it's kind of a good cop/bad cop arrangement. If it works, we'll all have been successful." The problem with Armitage's hopeful outlook is that the good cop/bad cop strategy works only if pursued consciously and in coordination, and the U.S. and European approaches do not reflect that yet. In fact, they seem headed in opposite directions.

The good cops--Britain, France and Germany--recently persuaded Iran to suspend all uranium enrichment-related activities until they reach a final accord. If the mullahs cooperate, they will receive numerous economic carrots, including possible membership in the World Trade Organization (the U.S. would have to agree) and improved trade relations.

In October 2003, when the International Atomic Energy Agency was prepared to take its negative report on Iran's nuclear program to the U.N. Security Council, the mullahs cut a similar deal with the Europeans, promising to suspend all enrichment-related activities. But Iran soon grew impatient with the agreement and resumed efforts to produce the gas that feeds uranium enrichment. It similarly rushed to make as much of that gas as possible before the latest accord's deadline, undercutting confidence in the deal on both sides of the Atlantic. In another bad-faith move, Iran announced last week that it wanted to keep operating uranium-enrichment equipment for research purposes, backing off its pledge to freeze all such activities.

Enter the bad cop--the United States. It has pushed to refer the question of Iran's nuclear aspirations to the Security Council. When Secretary of State Colin L. Powell steps down, the hawkish voices in his department will probably intensify and gain influence, especially if the mullahs break the newest deal.

Armitage might be right that the discordant U.S.-European approaches will push the mullahs to hold to the deal. But the U.S. will be uncomfortable with an agreement that does not insist on any means of enforcement or verification, as is the case with the latest accord.

Iran knows that the war in Iraq colors U.S. conduct toward it. The worse Iraq gets, the less Iran worries--and the mullahs don't seem too worried at the moment. But if they break the accord with the Europeans and the Europeans respond timidly and U.S. resources are freed up as a result of an improving situation in Iraq, the U.S. could take on Iran alone--to everyone's detriment. To avoid this risk, the U.S. and Europe need to harmonize their approaches and develop a coordinated strategy for Iran. The best way to accomplish this is to agree in advance on the consequences Iran will face if it violates its commitments. For example, if the mullahs renege on the latest deal, frustrate the monitoring and verification efforts of IAEA inspectors or fail to ratify an addition to the Nuclear Non-Proliferation Treaty that allows for more invasive inspections, the U.S. and Europe should go to the Security Council, impose economic sanctions or, in the worst case, take military action.

Fortunately, diplomatic disunity over Iran does not run as deep as it did over Iraq, where even the nature of the threat was a bone of contention. Both the U.S. and Europe are worried about a nuclear Iran, and they feel strongly about enforcing the rules of nonproliferation. In June 2003, European foreign ministers required only 45 minutes to approve a document that endorsed U.N.-sanctioned use of force as a last resort against proliferators, as well as "political and diplomatic preventative measures."

If the Europeans agree to leave all responses on the table and to act decisively at the first sign of Iranian mischief, the United States would be foolish not to form a partnership with them. (It's also important that the U.S. set a better example as a member of the nonproliferation community by abandoning plans to build new mini-nuclear weapons and ratifying the Comprehensive Test Ban Treaty.)

The role the U.S. forges for itself in dealing with Iran will have significance beyond reinvesting in international order or responding to the mullahs' nuclear ambitions. Iran's despotic regime will collapse some day, and there will be a "morning after" similar to that in Iraq, where reconstruction efforts have floundered because U.S. planners underestimated the challenge of nation-building and the need for international support to make it work. When Iran makes its move toward a better government, the U.S. should be in a position to lead a coherent, collective international effort to help it get off the ground.

Yet since the severing of U.S.-Iranian ties in 1980, the U.S. has been slack in developing a viable Iran policy. Iran's nuclear ambition should be motive enough to reverse this inattention. U.S. policy toward Iran must cease to be reactive, as it is now.

In addition to working with the Europeans to curb the mullahs' nuclear efforts, the U.S. should begin crafting a strategy to work toward--and then with--a democratic Iran. Supporting a government that complies with its international obligations is certainly preferable to containing one that thwarts them. By getting involved now, the U.S. can do much to show Iranians that it will be a friend to a free Iran. A democratic Iran may still want a nuclear bomb as a matter of national pride. But a less threatening, pro-diplomacy U.S. would be in a stronger position to argue the benefits of membership in the nonproliferation community rather than life as a rogue power.

Participating in a multilateral approach to Iran's nuclear program is a great place to start. In doing so, the U.S. will signal to Iranians that its aggressive position does not reflect a desire to remake Iran in its own image but rather a desire to achieve, alongside Europe, a substantial victory for nonproliferation and international security.

"The election of the Bharatiya Janata Party (BJP) in 1997 signaled renewed interest in IT and the Internet. The BJP advocated economic liberalization and listed IT as one of the government's top five priorities, along with more traditional issues such as the provision of potable drinking water and education [10]. "Indian IT has had many small voices, but the BJP is attempting to give IT a national voice" [10]. In May 1998, Prime Minister Vajpayee organized a national IT task force to make recommendations for a comprehensive policy overhaul. The task force's recommendations were instrumental in initiating wide-ranging and fundamental changes in Indian IT policy.

The speed with which the Indian National Task Force on Information Technology and Software Development moved was indicative of the changing government attitude. Within 90 days of its establishment, the Task Force produced an extensive background report on the state of technology in India and an IT Action Plan with 108 recommendations [10,11]. The Task Force could act quickly because it built upon the experience and frustrations of state governments, central government agencies, universities, and the software industry. Much of what it proposed was also consistent with the thinking and recommendations of international bodies like the World Trade Organization (WTO), International Telecommunications Union (ITU), and World Bank. In addition, the Task Force incorporated the experiences of Singapore and other nations, which implemented similar programs. It was less a task of invention than of sparking action on a consensus that had already evolved within the networking community and government.

Prime Minister Vajpayee captured the changing attitude toward technology in India in his claim that "IT is India's Tomorrow" [13]. This assessment offers a vision of a 21st century India substantially different from that of the 20th century. With its high levels of poverty, bloated and corrupt bureaucracies, protectionist policies, and large size, 20th century India was like the Asian elephant, plodding and turning slowly. At the dawn of a new millennium, Vajpayee and a growing number of politicians, bureaucrats, industry leaders, foreign investors, and bright-eyed entrepreneurs are trying to teach this Asian elephant to dance [14]."

Executive Summary

This paper considers the emerging structure of the international security system after the end of the Cold War. It describes the changes that have taken place in world politics with the end of the bipolar confrontation, and the new threats and challenges that face the international community in the post-Cold War era. It discusses the implications that this new international system has for European security and, in particular, for the security of one of the newly independent states-Ukraine. The role of international organizations, in particular the United Nations, in countering new threats to global security is examined, and a number of recommendations proposed for reforming the UN to meet these challenges more effectively.

The collapse of the Warsaw Pact has left Central and Eastern Europe in a security vacuum. Regional organizations such as the Organization for Security and Cooperation in Europe (OSCE), however important, are unlikely to fill this vacuum and become an effective security structure for the new Europe. The further expansion of NATO may well have an adverse effect on the domestic political process in Russia. As a temporary measure, a "neutral area" could be created for the countries of Central and Eastern Europe, the security of which could be guaranteed by NATO and Russia.

As for Ukraine, it finds itself at the crossroads of regional politics, with influential domestic groups of both pro-Western and pro-Russian orientation. Its membership in NATO in the near future is neither likely nor desirable, and may have a negative effect on European security. However, the security of Ukraine, and in particular its relationship with Russia, is a very important factor for European stability and for relations between Russia and the West.

In this new global situation, the UN could become an effective center for global security. To adequately perform this function, the organization needs profound reform. This reform could include three main stages: strengthening the UN's role as a forum of discussion, creating a center for diplomatic coordination and conflict prevention, and creating a mechanism for implementing the UN's decisions. In the distant future, the UN may assume responsibility for administering the nuclear weapons remaining after global nuclear disarmament.

Other steps in the reform process may require altering the UN Charter, including expanding the Security Council to 20-21 members, with new members such as Germany and Japan (among other new regional leaders) taking the permanent seats; and revising the right of veto of the permanent five and possibly replacing it with a consensus or a majority vote mechanism.

The UN peacekeeping operation is another domain that requires close examination and restructuring. The organization should be primarily concerned with conflict prevention. Peace enforcement operations should take place only by decision of the Security Council, and member states should provide more support, financial and other, and be encouraged to contribute troops.

In the area of economy and development, the UN should take the leading role through creation of a UN Development Council. The United Nations Conference on Trade and Development (UNCTAD) could perform the role of a coordinating body for other international institutions, such as the World Trade Organization and the World Bank.

The world is facing truly breathtaking changes, in particular from the socialist countries. The traditional rigidity of communist regimes and the preeminence of the communist parties in these countries are breaking down. Strong voices of nationalism within the Soviet Union are challenging the very integrity of the union itself. Thus, a bipolar world--where the North Atlantic Treaty Organization (NATO), led by the United States, and the Warsaw Treaty Organization (WTO), led by the Soviet Union, represent both .an ideological schism and a superpower confrontation--is no longer the basis or even a dominant force for threatened conflict.

The recognition is growing that such factors as economic strength, abundance of basic resources, productivity, and the health and morale of the population are in many respects stronger bases of national security than are military forces. This recognition conflicts sharply with the concept of national security as defined in the Dictionary of Military Terms (issued by the U.S. Joint Chiefs of Staff) as "a military or defense advantage over any foreign nation or group of nations."

In view of all these developments, the realization that military power and national security are not synonymous is becoming more prevalent in the United States.  More attention is focusing on internal threats from deficiencies such as those in education, from erosion of the country's infrastructure, drugs, and problems of the environment. This attention, in turn, has deflected public concern and attention from military issues. The decreased concern not only has diminished the priority given to military preparedness but also, unfortunately, has lessened the concern with arms control.
