China is building more nuclear power plants than any other country today, with 21 plants up and running, 28 under construction and another 58 planned for development. The world’s most populous country is anxious to reduce its reliance on air-polluting fossil fuels and focus on alterative sources for a growing middle-class that is consuming more energy.

This rapid expansion in the number of nuclear power plants and associated nuclear fuel-cycle operations, such as fuel fabrication, possible fuel recycling and waste disposal, pose enormous nuclear safety and security challenges. Safety concerns were exacerbated by the 2011, tsunami-induced Fukushima Daiichi nuclear disaster in Japan.

Security concerns also stem from the fact that nuclear materials must be safeguarded to stay out of the hands of non-state actors and the facilities protected from potential terrorist attacks. These issues are of great concern to Chinese and Americans, so it stands to reason that China and the United States should want to join forces.

Four CISAC scholars – including veterans of Track II diplomacy, Siegfried Hecker and Chaim Braun – are working behind the scenes trying to get both sides to do just that.

The four traveled in October to China for meetings with Chinese scientists and policy analysts to discuss new approaches to nuclear security at a weeklong conference in Hangzhou and a one-day workshop in Beijing. The conference hosted top international nuclear energy and security experts. It was one in a continuing series featuring CISAC scholars and colleagues from several Chinese nuclear institutes and think tanks.

“We’re certainly back on a very positive slope with the Chinese,” said Hecker, a senior fellow at CISAC who first began visiting his counterparts in China in 1994 as head of the Los Alamos National Laboratory. “They are very keen to foster continued cooperation on all things nuclear. It’s important in terms of national security – and it’s of great benefit to both sides.”

The Chinese have been a nuclear weapon state for decades, but are relative latecomers to nuclear electricity. While it only produces some 3 percent of the world’s nuclear energy today, China is on its way to become a world leader in nuclear power production and technology exports by 2020.

“The Chinese are taking a really pragmatic view of nuclear power,” said Jason Reinhardt, a MacArthur Nuclear Security Fellow at CISAC and national security systems analyst at Sandia National Laboratories. He traveled with Hecker and Braun to attend the conference, along with Larry Brandt, a visiting scholar at the center.

“All of us are better off if countries like China and Russia and the U.S. work together on nuclear proliferation and terrorism issues,” Reinhardt said. “So part of that is just going over there and seeing what they want to do and how they want to collaborate.”

 

Reinhardt is working on his Ph.D. at Stanford in decision and risk analysis with advisor Elisabeth Paté-Cornell, a professor of engineering and CISAC affiliated faculty member. He believes systems analysis can provide insights to improve capabilities to counter nuclear terrorism, facilitate nuclear agreements and reduce the risks of nuclear accidents.

“I think that the way policies are formed and the way technical information is used to inform policies is very different in China, as a matter of history and culture,” Reinhardt said. “So I’m trying to create a compelling story as to why systems analysis is a great way to collaborate between countries.”

Reinhardt said China and the United States have different priorities and approaches to nuclear security, with Beijing placing a high priority on preventing radiological and power plant attacks. The United States has done much since 9/11 to protect its nuclear power plants. Washington’s concerns are focused more on terrorist attacks with nuclear bombs and the potential of radiological, dirty bomb attacks. 

 

What is systems and risk analysis with regard to nuclear security?

Systems analysis is a structured scientific approach to tough problems, used to inform decision-making, Reinhardt said. One of the best sets of tools available – particularly when there is a lot of uncertainty – is decision and risk analysis.

And nuclear security is rife with uncertainty. What might an attack look like? Who are the attackers? What would the consequences be? How might the attackers change their strategy given our investments in countermeasures?

The questions are many and the connections complex. Risk analysis can borrow from probability theory, game theory and economics to bring some order to this chaos and provide insights that can inform policymakers.

“Systems analysis is using science and engineering techniques to answer policy questions for government,” said Reinhardt, whose work at Sandia includes projects with the U.S. Department of Homeland Security focusing on countering nuclear terrorism, promoting international engagement, and strengthening border security.

“We talk about concepts and taxonomies and ways to organize thinking, then mathematical models to help explore trade-offs – and then there are physical models and we go out in the field and experiment to try and get smarter,” Reinhardt said. “All of these help us understand the implications of proposed policies.”

Reinhardt gave a presentation in China in which he proposed a joint study to develop a common framework. Moving forward, the study would primarily be academically focused in an effort to inform policymakers – not to set policy.

“I said that building a common framework for analysis and exercising those together would be a really powerful tool for creating collaboration at a very high level,” he said. “The United States and China have cooperated in areas of nuclear security in the past. These new efforts will build on that success and take them to a new cooperative level.”

He suggested they begin to work together to create a model that would:

 

  1. Develop a list of potential attack scenarios, compile a list of potential perpetrators, and estimate probabilities of attack;
  2. Compare the efficacies of different types counterterrorism measures to ward off radiological terrorism attacks;
  3. Determine which countermeasures can and should be the focus of collaborative technical research;
  4. And determine the next steps to develop Chinese and U.S. collaborations on countermeasures.    

 

The CISAC team will follow up with their Chinese colleagues during a visit in February and work to bring a young Chinese researcher to the center during the first half of the academic year.

“They’re trying to understand what they can implement to reduce internal and regional nuclear risks,” he said. “This requires that you first consider how to understand, assess, and measure these risks. Doing that together, I think we can come up with some answers that are valuable to both countries.”

 

A Growing Focus on Nuclear Power and Climate Change

The meetings in China came just as Washington and Beijing announced a landmark pact to significantly cut greenhouse gas emissions by the world’s two largest consumers of energy. China is increasingly turning to nuclear power to address the adverse consequences of fossil fuels. As China expands its research and dependence on nuclear power – which in turn will cut down on greenhouse gas emissions – CISAC intends to help the Asian powerhouse protect its nuclear energy resources from potential accidents and deliberate attacks.

Braun, a consulting professor at CISAC and an expert on nuclear proliferation smuggling rings and power plants around the world, also attended the conference and was invited along with Hecker to visit the Qinshan Nuclear Station about 50 miles southwest of Shanghai.

“For me, the visit to Qinshan’s Phase 3 plant was especially exciting, as I worked on the early phases of the construction of Qinshan Phase 3 while at Bechtel,” said Braun, who earlier in his career belonged to the Bechtel Power Corporation’s Nuclear Management Group and led studies on plant performance and maintenance.

Braun said Qinshan Phase 3 is now used as an experimental station to explore reprocessed uranium recycling and experiment with an alternate nuclear fuel, namely thorium.

According to the Pew Charitable Trusts, China leads the global clean-energy race, and last year attracted $54.2 billion in investment for alternative energies. That includes exporting safe, reliable nuclear technology to other countries that want to do the same.

“Russia and China are the two most important technological relationships we should be building right now,” Reinhardt said. "Any prospects for the future of arms control and reductions are all predicated on continued relationships with Russia and China.”

For 14 years, Mariano-Florentino Cuéllar has been a tireless Stanford professor who has strengthened the fabric of university’s interdisciplinary nature. Joining the faculty at Stanford Law School in 2001, Cuéllar soon found a second home for himself at the Freeman Spogli for International Studies. He held various leadership roles throughout the institute for several years – including serving as co-director of the Center for International Security and Cooperation. He took the helm of FSI as the institute’s director in 2013, and oversaw a tremendous expansion of faculty, research activity and student engagement. 

An expert in administrative law, criminal law, international law, and executive power and legislation, Cuéllar is now taking on a new role. He leaves Stanford this month to serve as justice of the California Supreme Court and will be succeeded at FSI by Michael McFaul on Jan. 5.

 As the academic quarter comes to a close, Cuéllar took some time to discuss his achievements at FSI and the institute’s role on campus. And his 2014 Annual Letter and Report can be read here.

You’ve had an active 20 months as FSI’s director. But what do you feel are your major accomplishments? 

We started with a superb faculty and made it even stronger. We hired six new faculty members in areas ranging from health and drug policy to nuclear security to governance. We also strengthened our capacity to generate rigorous research on key global issues, including nuclear security, global poverty, cybersecurity, and health policy. Second, we developed our focus on teaching and education. Our new International Policy Implementation Lab brings faculty and students together to work on applied projects, like reducing air pollution in Bangladesh, and improving opportunities for rural schoolchildren in China.  We renewed FSI's focus on the Ford Dorsey Program in International Policy Studies, adding faculty and fellowships, and launched a new Stanford Global Student Fellows program to give Stanford students global experiences through research opportunities.   Third, we bolstered FSI's core infrastructure to support research and education, by improving the Institute's financial position and moving forward with plans to enhance the Encina complex that houses FSI.

Finally, we forged strong partnerships with critical allies across campus. The Graduate School of Business is our partner on a campus-wide Global Development and Poverty Initiative supporting new research to mitigate global poverty.  We've also worked with the Law School and the School of Engineering to help launch the new Stanford Cyber Initiative with $15 million in funding from the Hewlett Foundation. We are engaging more faculty with new health policy working groups launched with the School of Medicine and an international and comparative education venture with the Graduate School of Education. 

Those partnerships speak very strongly to the interdisciplinary nature of Stanford and FSI. How do these relationships reflect FSI's goals?

The genius of Stanford has been its investment in interdisciplinary institutions. FSI is one of the largest. We should be judged not only by what we do within our four walls, but by what activity we catalyze and support across campus. With the business school, we've launched the initiative to support research on global poverty across the university. This is a part of the SEED initiative of the business school and it is very complementary to our priorities on researching and understanding global poverty and how to alleviate. It's brought together researchers from the business school, from FSI, from the medical school, and from the economics department.  

Another example would be our health policy working groups with the School of Medicine. Here, we're leveraging FSI’s Center for Health Policy, which is a great joint venture and allows us to convene people who are interested in the implementation of healthcare reforms and compare the perspective and on why lifesaving interventions are not implemented in developing countries and how we can better manage biosecurity risks. These working groups are a forum for people to understand each other's research agendas, to collaborate on seeking funding and to engage students. 

I could tell a similar story about our Mexico Initiative.  We organize these groups so that they cut across generations of scholars so that they engage people who are experienced researchers but also new fellows, who are developing their own agenda for their careers. Sometimes it takes resources, sometimes it takes the engagement of people, but often what we've found at FSI is that by working together with some of our partners across the university, we have a more lasting impact.

Looking at a growing spectrum of global challenges, where would you like to see FSI increase its attention? 

FSI's faculty, students, staff, and space represent a unique resource to engage Stanford in taking on challenges like global hunger, infectious disease, forced migration, and weak institutions.  The  key breakthrough for FSI has been growing from its roots in international relations, geopolitics, and security to focusing on shared global challenges, of which four are at the core of our work: security, governance, international development, and  health. 

These issues cross borders. They are not the concern of any one country. 

Geopolitics remain important to the institute, and some critical and important work is going on at the Center for International Security and Cooperation to help us manage the threat of nuclear proliferation, for example. But even nuclear proliferation is an example of how the transnational issues cut across the international divide. Norms about law, the capacity of transnational criminal networks, smuggling rings, the use of information technology, cybersecurity threats – all of these factors can affect even a traditional geopolitical issue like nuclear proliferation. 

So I can see a research and education agenda focused on evolving transnational pressures that will affect humanity in years to come. How a child fares when she is growing up in Africa will depend at least as much on these shared global challenges involving hunger and poverty, health, security, the role of information technology and humanity as they will on traditional relations between governments, for instance. 

What are some concrete achievements that demonstrate how FSI has helped create an environment for policy decisions to be better understood and implemented?

We forged a productive collaboration with the U.N. High Commissioner for Refugees through a project on refugee settlements that convened architects, Stanford researchers, students and experienced humanitarian responders to improve the design of settlements that house refugees and are supposed to meet their human needs. That is now an ongoing effort at the UN Refugee Agency, which has also benefited from collaboration with us on data visualization and internship for Stanford students. 

Our faculty and fellows continue the Institute's longstanding research to improve security and educate policymakers. We sometimes play a role in Track II diplomacy on sensitive issues involving global security – including in South Asia and Northeast Asia.  Together with Hoover, We convened a first-ever cyber bootcamp to help legislative staff understand the Internet and its vulnerabilities. We have researchers who are in regular contact with policymakers working on understanding how governance failures can affect the world's ability to meet pressing health challenges, including infectious diseases, such as Ebola.

On issues of economic policy and development, our faculty convened a summit of Japanese prefectural officials work with the private sector to understand strategies to develop the Japanese economy.  

And we continued educating the next generation of leaders on global issues through the Draper Hills summer fellows program and our honors programs in security and in democracy and the rule of law. 

How do you see FSI’s role as one of Stanford’s independent laboratories?

It's important to recognize that FSI's growth comes at particularly interesting time in the history of higher education – where universities are under pressure, where the question of how best to advance human knowledge is a very hotly debated question, where universities are diverging from each other in some ways and where we all have to ask ourselves how best to be faithful to our mission but to innovate. And in that respect, FSI is a laboratory. It is an experimental venture that can help us to understand how a university like Stanford can organize itself to advance the mission of many units, that's the partnership point, but to do so in a somewhat different way with a deep engagement to practicality and to the current challenges facing the world without abandoning a similarly deep commitment to theory, empirical investigation, and rigorous scholarship.

What have you learned from your time at Stanford and as director of FSI that will inform and influence how you approach your role on the state’s highest court?

Universities play an essential role in human wellbeing because they help us advance knowledge and prepare leaders for a difficult world. To do this, universities need to be islands of integrity, they need to be engaged enough with the outside world to understand it but removed enough from it to keep to the special rules that are necessary to advance the university's mission. 

Some of these challenges are also reflected in the role of courts. They also need to be islands of integrity in a tumultuous world, and they require fidelity to high standards to protect the rights of the public and to implement laws fairly and equally.  

This takes constant vigilance, commitment to principle, and a practical understanding of how the world works. It takes a combination of humility and determination. It requires listening carefully, it requires being decisive and it requires understanding that when it's part of a journey that allows for discovery but also requires deep understanding of the past.

CISAC's Scott Sagan is the chair of a new project by the American Academy of Arts & Sciences, called the New Dilemmas in Ethics, Technology and War.  The project convenes an interdisciplinary group of scholars and practitioners (political scientists, philosophers, ethicists, lawyers, physicians, historians, soldiers, and statesmen) in a series of small workshops to explore the intricate linkage between the advancement of military technology and the moral and ethical considerations of the deployment of such capabilities in war and in postwar settings.

The project will produce a multidisciplinary Dædalus issue that will inform the debate surrounding the acceptable use of modern instruments of war and will provide a useful teaching tool for both universities and military service academies.

The heated debate over the line between liberty and national security took center stage as Gen. Michael Hayden, former director of the National Security Agency and CIA, defended government surveillance programs at Stanford’s launch this week of “The Security Conundrum” speaker series.

If such surveillance methods were further restricted, “that smaller box, in my professional judgment, would make the job of the NSA harder and would probably make you less safe,” Hayden told a packed audience at the event co-sponsored in part by the university’s Freeman Spogli Institute for International Studies (FSI) and the Center for International Security and Cooperation (CISAC).

Hayden admitted to being “prickly” as he discussed privacy concerns over NSA’s collection and storage of phone and email metadata covering billions of calls and messages by American citizens. The surveillance programs, which were exposed last year by leaks from NSA contractor Edward Snowden, were only used after the Sept. 11 terrorist attacks, given “the totality of the circumstances,” Hayden explained.

Hayden was director of the NSA from 1999 to 2005. He then led the CIA from 2006 to 2009.

 

The metadata collection “is something we would have never done on Sept. 9 or Sept. 10. But it seemed reasonable after Sept. 11,” he said. “No one is doing this out of prurient interests. No, it was a logical response to the needs of the moment.”

Amy Zegart, CISAC’s co-director and a senior fellow at the Hoover Institution, led the conversation with the four-star general. She pointed out that a majority of Americans distrusts the NSA and believes the agency is lying.

Hayden stressed that the phone records were similar to billing statements – detailing who made the calls and when. “There is no content. It is not electronic surveillance. Not at all.”

Though he understands why the operation is “theoretically frightening,” in reality, it’s designed to aid in the capture of terrorists within the United States, Hayden said.

“To listen to the content of the calls would violate the laws of the United States. It would violate the laws of physics,” he said. He challenged if anyone could offer “concrete evidence” of harm stemming from the phone data collection.

In defining the right to privacy, Hayden cited his philosophy behind the balancing act between security and liberty.

“Privacy is the line we continually negotiate for ourselves as unique creatures of God and as social animals,” he said. “There are some things that the community has the right to know – and there are other things that they clearly do not have the right to know.”

The debate is over where that line is drawn, between “what is mine” and “what is owed the collective,” he said.

Hayden noted that the phone and email metadata collection programs are only a small part of the larger issues the nation faces as it deals with increasingly adept enemies and the surveillance abilities of other nations.

 

“I’m just simply saying – who knows more about you? One of the least of your worries is the government,” he said, half-jokingly. He noted that Google knows more about Americans than does the U.S. government, and the Silicon Valley company uses that data for commercial purposes.

Addressing how tech companies are becoming more reluctant to cooperate with government requests for email communication data, Hayden said he didn’t have an answer about how to address the relationship.

There is a call for transparency of what the government is doing, but Hayden said “translucency” might be the better option, so as to not reveal all that the U.S. does for foreign intelligence.

“This is an enterprise that’s based on absolute secrecy,” he said of the NSA.

The danger of not being able to target emails, Hayden said, would be that emails become a safe haven for enemies. “If we don’t’ do it, if you’re not going to let us do this stuff … over the long term, it puts your liberty at risk because bad stuff will happen.”

“The Security Conundrum” speaker series looks behind and beyond the headlines, examining the history and implementation of the NSA operations, the legal questions generated by them, the media’s role in revealing them, and the responsibility of Congress to oversee them.

Each guest speaker, in conversation with Stanford scholars, will probe the problems from different vantage points to explain the political, legal and technological contours of the NSA actions, as well as outline ways to preserve the nation’s security without sacrificing our freedoms.

On Nov. 17, journalist Barton Gellman will be the featured speaker. He is known for his Pulitzer Prize-winning reports on the 9/11 attacks and has led the Washington Post's coverage of the NSA. On April 10, Reggie Walton, the former presiding judge of the Foreign Intelligence Surveillance Court, will take the stage as the speaker on April 10.

Along with FSI and CISAC, the series is also co-sponsored by the Hoover Institution, Stanford Continuing Studies, Stanford in Government, and the Stanford Law School.

The atomic bombs had been dropped on Hiroshima and Nagasaki just before 18-year-old William J. Perry landed in Japan during the War of Occupation as a mapping specialist. He saw the devastation left behind by American firebombers on Tokyo and Okinawa.

The young man quickly understood the staggering magnitude of difference in the destruction caused by traditional firepower and these new atomic bombs. He would go on to devote his life to understanding, procuring and then trying to dismantle those weapons.

But that was seven decades back. And many young Americans today believe the threat of nuclear weapons waned alongside the Cold War and Cuban Missile Crisis.

So as faculty at Stanford and the Center for International Security and Cooperation evolve with the digital age by taking their lessons online, one of the university’s oldest professors is also adapting to online teaching in an effort to reach the youngest audience, urging them to take on the no-nukes mantle that he’s held for many years.

“The issue is so important to me that I tried all sorts of approaches from books and courses and lectures and conferences to try to get my contemporaries and the generations behind me engaged – all with limited success,” says the 86-year-old Perry, a CISAC faculty member and the Michael and Barbara Berberian Professor (emeritus) at the center’s parent organization, the Freeman Spogli Institute for International Studies.

“First – which is a sine qua non – they must become seriously concerned that there is a nuclear danger, which most of these kids don’t understand at all,” said Perry. “Secondly, we want to convince them that there is something they can actually do about it.”

To reach those students, he believes he must go digital. So Perry – who co-teaches with CISAC’s Siegfried Hecker the popular Stanford course, “Technology and National Security” – began to map out a classroom course that would be videotaped and serve as a pilot for an online class that would be free and open to the public.

That course, “Living at the Nuclear Brink: Yesterday & Today” included lectures by some of the best people working in the field of nuclear nonproliferation today. Among those who will be highlighted in the online course are Perry and Hecker; Joe Martz of the Los Alamos National Laboratory; Stanford nuclear historian David Holloway; Stanford political scientist Scott Sagan; and Ploughshares Fund president, Joseph Cirincione.

The Perry Project will produce short-segment videos highlighting key information and stories from the course, packaging them in an online course available in multiple platforms and possibly offered by the university.

Perry used his personal journey as a young soldier during WWII, a mathematician and later a developer of weapons for the U.S. nuclear arsenal as undersecretary of defense for the Carter administration – and then trying to dismantle those weapons as secretary of defense for President Bill Clinton.

“I’m not doing this simply because I want to put a notch on my belt, to say that I’ve done a MOOC,” Perry said. “I’m doing it because I really want to get across to hundreds of thousands of young people.”

Last summer, he launched the Perry Project by inviting a dozen high school and college students to campus for a nuclear weapons boot camp so that they could take back to campus the message that nuclear annihilation is still a real, contemporary possibility.

He asked them: How do I get through to your generation?

“They said, `We don’t get our information by books or even by television, we get it through social media and YouTube, the various social media platforms. And you want to make the message relevant and relatively compact,’” he recalls.

Perry listened. “Living at the Nuclear Brink: Yesterday and Today” is in production now and a short-segment pilot video should be made available in the fall.

 

CISAC is turning to other forms on online learning, as well.

Cybersecurity fellow Jonathan Mayer is teaching an online course in surveillance law.

And lectures from CISAC's signature course, “International Security in a Changing World” (PS114S) will soon go up on YouTube as lecture modules entitled, “Security Matters.”

“Online learning offers a way to expand CISAC's reach to new audiences, geographies, and generations,” says CISAC Co-Director Amy Zegart, who has co-taught the popular course for the past few years with CISAC’s Martha Crenshaw.

“At the same time, the PS114 online modules will give us a living lecture library so that future Stanford students can compare faculty lectures on similar topics across time – learning, for example, how Martha Crenshaw assessed the terrorist threat in 2010 vs. 2015,” Zegart said.

Erin Baggott Carter (赵雅芬) is an Associate Professor at the Department of Political Science and International Relations at the University of Southern California and a Hoover Fellow at Stanford University's Hoover Institution. She is also a non-resident scholar at the UCSD 21st Century China Center. She has previously held fellowships at Stanford's Center on Democracy, Development and the Rule of Law and the Center for International Security and Cooperation. She received a Ph.D. in Political Science from Harvard University.

Dr. Carter's research focuses on Chinese politics and propaganda. Her first book, Propaganda in Autocracies (Cambridge University Press), explores how political institutions determine propaganda strategies with an original dataset of eight million articles in six languages drawn from state-run newspapers in nearly 70 countries. She is currently working on a book on how domestic politics influence US-China relations. Her other work has appeared in the British Journal of Political ScienceJournal of Conflict ResolutionSecurity Studies, and International Interactions. Her work has been featured by a number of media platforms, including the New York Times and the Little Red Podcast.

Her research has been supported by the Chiang Ching-kuo Foundation, the Smith Richardson Foundation, the Center for International Studies at the University of Southern California, the Weatherhead Center for International Affairs at Harvard University, the Fairbank Center for Chinese Studies at Harvard University, and the Institute for Quantitative Social Science at Harvard University.

About the Topic: America’s longest war draws to an end this year with the conclusion of combat operations in Afghanistan.  The still undecided Afghan presidential election potentially marks the first successful democratic transition in that country’s history and the process thus far has been positive.  However, the political, security, and economic problems that Afghanistan’s next leader will face are daunting.  The level of American support for Afghanistan’s future development hinges on the signing of a Bilateral Security Agreement that permits the U.S. to continue pursuing intelligence and military operations against Al Qaeda and international terrorist organizations in Central and South Asia.  Karl Eikenberry, who served both as the U.S. ambassador and the commander of U.S.-led coalition forces in Afghanistan, will reflect on the American experience in Afghanistan and discuss the difficult challenges still ahead.    

About the Speaker: Karl Eikenberry is the William J. Perry Fellow in International Security at the Center for International Security and Cooperation and is a Distinguished Fellow with the Shorenstein Asia-Pacific Research Center at Stanford University. He served as the U.S. Ambassador to Afghanistan from May 2009 until July 2011 and had a 35-year career in the United States Army, retiring with the rank of lieutenant general. His military assignments included postings with mechanized, light, airborne, and ranger infantry units in the continental United States, Hawaii, Korea, Italy, and Afghanistan as the Commander of the American-led Coalition forces from 2005–2007. He is a graduate of the U.S. Military Academy, has earned master’s degrees from Harvard University in East Asian Studies and Stanford University in Political Science, was awarded an Interpreter’s Certificate in Mandarin Chinese from the British Foreign Commonwealth Office, and earned an advanced degree in Chinese History from Nanjing University. He is also the recipient of the George F. Kennan Award for Distinguished Public Service and Harvard University Graduate School of Arts and Sciences Centennial Medal. Ambassador Eikenberry serves as a Trustee for the International Institute for Strategic Studies, The Asia Foundation, and the National Committee on American Foreign Policy, and is a Fellow of the American Academy of Arts and Sciences.
