When Professor Scott D. Sagan, co-director of CISAC, leads students on a journey through arms control talks-- a three-day simulation that is part of his "International Security in a Changing World" course --they experience first-hand the reality of international negotiations. Sagan teaches the course with SIIS Director Coit D. Blacker and SIIS Senior Fellow William J. Perry. The class, which attracts up to 200 students, includes sections on "Weapons of Mass Destruction," "Terrorism, "Civil Wars" and "U.S. Foreign Policy." Before the simulation exercise takes place, students research and write memoranda outlining the goals that should guide their assigned country's behavior, and what strategies their delegation should adopt to achieve its goals.

Elizabeth Sherwood-Randall, a senior research scholar with the Center for International Security and Cooperation (CISAC) at the Stanford Institute for International Studies and a senior adviser to CISAC's Preventive Defense Project, has been selected as a 2004 Carnegie Scholar.

The 15 scholars chosen this year by the Carnegie Corporation of New York will each receive up to $100,000 for a period of two years to pursue research. They join 52 others awarded the fellowships since 2000.

"The Carnegie Corporation has a long history of supporting path-breaking work in international security, and I am truly honored to be included in such a distinguished group of scholars," said Sherwood-Randall. "Given the state of the world -- and the fact that there are few foreign and defense policy goals that we can successfully pursue unilaterally -- I intend to use this support to generate new ideas about the leadership of America's key alliances and partnerships."

Sherwood-Randall's research topic is "Transforming Transatlantic Relations: A New Agenda for a New Era." Her study will seek to understand the elements of continuity and change in the global security environment in order to determine whether and how America's most important alliance, the North Atlantic Treaty Organization, can remain relevant and effective. She intends to publish the results of her work in a journal-length article as well as produce policy memoranda and briefings for appropriate officials in the U.S. government and relevant international organizations.

Sherwood-Randall served as deputy assistant secretary of defense for Russia, Ukraine and Eurasia during the first Clinton Administration (1994-1996). She played a key role in creating a cooperative context for denuclearization efforts in Russia, Ukraine, Belarus and Kazakhstan and in establishing security ties with the new states of Central Asia. Prior to her government service, Sherwood-Randall served as co-founder and associate director of the Harvard Strengthening Democratic Institutions Project, as chief foreign affairs and defense policy advisor to Sen. Joseph R. Biden, Jr., and as a guest scholar in foreign policy studies at the Brookings Institution.

Sherwood-Randall received her B.A. from Harvard-Radcliffe Colleges, magna cum laude. She received her doctorate in International Relations from Oxford University, where she was a Rhodes Scholar.

Chosen in a highly competitive process -- from an initial group of 144 nominees, 54 were invited to provide complete proposals -- the 15 selected Carnegie Scholars will explore issues critical to economic growth and human development. These include the American electoral process; political theory of international law; school reform from an international perspective; a reconsideration of the Iran hostage crisis; the logic of suicide terrorism; local control and federal reform of education; how U.S. transatlantic relations can remain relevant and effective; Hispanic students' achievements in elementary education; justice in education; political obligations in World War I America; the rise of far-right extremist groups and the role masculinity plays in their resurgence; the role of the United States in the 21st century; and the rebirth of democracy in Iraq.

"The annual announcement of the Carnegie Scholars is an opportunity to celebrate original and creative thinking on a wide array of social issues important to the Corporation's strategies," said Vartan Gregorian, president of the Carnegie Corporation of New York, who inaugurated the Scholars Program in 1999 to support innovative and path-breaking scholarship.

"Criteria for selection were based on stringent academic standards and the relevance of the project to Corporation program priorities," said Neil Grabois, Carnegie Corporation's vice president and director for strategic planning and program coordination, who facilitated the various levels of deliberations. "The program's definition of excellence incorporates demonstrating intellectual risk-taking, framing unusual questions, possessing the capacity to communicate clearly and effectively on complex themes, and advancing scholarship in the Corporation's programs."

The Carnegie Corporation of New York was created by Andrew Carnegie in 1911 to promote the advancement and diffusion of knowledge and understanding. As a grant-making foundation, the Corporation seeks to carry out Carnegie's vision of philanthropy, which he said should aim to do real and permanent good in the world. The Corporation's capital fund, originally donated at a value of about $135 million, had a market value of $1.8 billion on Sept. 30, 2003. The Corporation awards grants totaling approximately $80 million a year in the areas of education, international peace and security, international development and strengthening U.S. democracy.

George W. Bush and his administration came into office with a self-consciously realist orientation in foreign policy. The president and his advisers derided the Clinton administration's multilateralism as mere form without national security substance. They viewed Russia and China as the main potential threats or sources of danger, and regarded Bill Clinton as a naïve idealist for neglecting these great powers in favor of "foreign policy as social work"--humanitarian ventures in areas peripheral to U.S. national security concerns. Consistent with a realist suspicion of multilateralism and confidence in self-help, the administration's principal foreign policy project in its first months was the unilateral pursuit of ballistic missile defense.

The Bush team was particularly critical of U.S. participation in quixotic efforts at nation building for failed states. The message was clear: The Bush administration would not engage in state-building efforts. Ironically, the Bush administration has since undertaken state-building projects that are vastly larger and more difficult than anything the Clinton administration ever attempted. It can be argued that despite the apparent about-face, the Bush administration has actually kept true to its realist principles. We argue to the contrary that the Bush administration's brand of realism has collided with post-Cold War realities that shaped the Clinton administration's foreign policy as well.

Gail Lapidus writes that the war in Chechnya has played a complex and highly negative role in Russia's political development. It served in some respects as a testing ground for policies that would be expanded to embrace the Russian Federation more broadly. It has been a major obstacle to the progress of reform and democratization in Russia, and has rather elicited and strengthened the more coercive and authoritarian impulses within the Russian elite. It has equally been a barometer of broader trends in Russian state-building and is highlighting many of the dramatic new departures this process is taking under President Putin.

For hundreds of years, dictators have ruled Russia. Do they still? In the late 1980s, Soviet President Mikhail Gorbachev launched a series of political reforms that eventually allowed for competitive elections, the emergence of an independent press, the formation of political parties, and the sprouting of civil society. After the collapse of the Soviet Union in 1991, these proto-democratic institutions endured in an independent Russia.

But did the processes unleashed by Gorbachev and continued under Russian President Boris Yeltsin lead eventually to liberal democracy in Russia? If not, what kind of political regime did take hold in post-Soviet Russia? And how has Vladimir Putin's rise to power influenced the course of democratic consolidation or the lack thereof? Between Dictatorship and Democracy seeks to give a comprehensive answer to these fundamental questions about the nature of Russian politics.

Russia, once seen as America's greatest adversary, is now viewed by the United States as a potential partner. This book traces the evolution of American foreign policy toward the Soviet Union, and later Russia, during the tumultuous and uncertain period following the end of the cold war. It examines how American policymakers -- particularly in the executive branch -- coped with the opportunities and challenges presented by the new Russia.

Drawing on extensive interviews with senior U.S. and Russian officials, the authors explain George H. W. Bush's response to the dramatic coup of August 1991 and the Soviet breakup several months later, examine Bill Clinton's efforts to assist Russia's transformation and integration, and analyze George W. Bush's policy toward Russia as September 11 and the war in Iraq transformed international politics. Throughout, the book focuses on the benefits and perils of America's efforts to promote democracy and markets in Russia as well as reorient Russia from security threat to security ally.

Understanding how three U.S. administrations dealt with these critical policy questions is vital in assessing not only America's Russia policy, but also efforts that might help to transform and integrate other former adversaries in the future.

Chechnya has been and remains one of the greatest stains in Russia's efforts to move toward a more open and democratic system . The Chechen wars, as Professor Michael
McFaul of Stanford University reminds us in this important essay, "rank as the most serious scars of Russia's troubled transition." Since 1994 these wars, with their vast destruction and terrible human rights abuses, have also posed an enormous policy (and moral) problem for American administrations intent on trying to better integrate Russia into the Western community of nations. Dealing with Chechnya has aroused much debate in and out of the US government-a debate that over the years has sadly declined.

In 2001 the Stanley Foundation and the Century Foundation established a task force to look at the broad question of the impact of American domestic political forces on US-Russia relations. (A report was issued in October 2002.) The first subject the task force discussed was Chechnya, which we labeled "the dog that did not bark." Professor McFaul made an impressive oral presentation on US policy on Chechnya, which we asked him to expand and bring up to date. This essay is the result, a detailed analysis of US policy from the Clinton to Bush administrations and the impact on that policy from forces within Congress and from the NGO community who tried to generate greater public debate and secure a tougher American response toward Russia's actions in Chechnya.

McFaul's tale is a sad one. Its bottom line is that US policy has had little impact on Russia's behavior in Chechnya. Similarly, while many like Senator Jesse Helms fought very hard to toughen policy, domestic political forces had little impact on changing it.

This article discusses how two decades of economic reforms have intensified popular unrest and redefined the composition, interests and political attitudes of China's ever more complex social strata. It then analyses some of the fundamental domestic and international issues facing Beijing in the course of those reforms and the social problems that have accompanied economic growth. The Communist Party has responded to the challenges generated by these problems and been forced to undertake more active political reforms or face an even greater loss of its authority. The article explains how the Party under the slogan the "three represents" cast its lot with the emerging beneficiaries of its economic reforms in the belief that only continued rapid development can mitigate the most pressing social problems and ensure stability.
