Political stability in Russia requires greater coordination between national and regional interests. Both national elites and regional elites depend on one another to get into and remain in power. To date, their relationship has been a competitive zero-sum one. The President has tried every kind of force to bring the regions under his control. In turn, governors persistently exploit the President when he is least able to control them.

Neither parties nor legislative institutions exist to communicate regional interests at the national level. This encourages regional leaders to press their concerns directly on the federal administration, and also deprives parties of regional support. If regional leaders' demands could be channeled through the party system, fewer demands would be placed directly on the federal administration, and relations between regions and center would become less zero-sum.

In April 1994, black and white South Africans for the first time will vote for a nonracial government. This watershed election is one of many recent profound changes in Southern Africa, including independence in Namibia, democratic elections in Zambia, a peace agreement in Mozambique, and renewed civil war in Angola.

The authors explore the sources and dynamics of the political, economic, and diplomatic transformations taking place in Southern Africa. They recount how Southern Africa has long endured costly, violent domestic and interstate conflicts, often complicated and intensified by external interventions and interests. They also analyze the various attempts to resolve Southern Africa's conflicts. They suggest that the democratic transition in South Africa opens the possibility to create a secure Southern Africa, but they also note that past conflict legacies and new unanticipated conflicts could stand in the way. The challenge ahead will be to create new institutions at the national and regional levels that can help political players resolve conflict without resorting to violence.

In August 1991, the people of Moscow and Leningrad demonstrated to the world that democracy is an idea whose time had come for the Soviet Union. As a result, the Soviet
government received a mandate for political reform. This reform, if successful, will result in a political system that will be very different from any that the people in the Soviet Union have ever known-a government of the people, by the people, and for the people.

Hand in hand with political reform, the Union and its republics will be attempting sweeping economic reforms. While recognizing how difficult it will be for the Soviet Union to achieve economic reform, it is also important to observe that it is at least conceivable now. A critically important component of economic reform in the Soviet Union is the conversion of their defense industry from a centrally managed monolith to a collection of independent, privately owned enterprises, producing civil products.
