FSI’s researchers assess health and medicine through the lenses of economics, nutrition and politics. They’re studying and influencing public health policies of local and national governments and the roles that corporations and nongovernmental organizations play in providing health care around the world. Scholars look at how governance affects citizens’ health, how children’s health care access affects the aging process and how to improve children’s health in Guatemala and rural China. They want to know what it will take for people to cook more safely and breathe more easily in developing countries.
FSI professors investigate how lifestyles affect health. What good does gardening do for older Americans? What are the benefits of eating organic food or growing genetically modified rice in China? They study cost-effectiveness by examining programs like those aimed at preventing the spread of tuberculosis in Russian prisons. Policies that impact obesity and undernutrition are examined; as are the public health implications of limiting salt in processed foods and the role of smoking among men who work in Chinese factories. FSI health research looks at sweeping domestic policies like the Affordable Care Act and the role of foreign aid in affecting the price of HIV drugs in Africa.

Motivated by the failure of current methods to control dengue fever, we formulate a mathematical model to assess the impact on the spread of a mosquito-borne viral disease of a strategy that releases adult male insects homozygous for a dominant, repressible, lethal genetic trait. A dynamic model for the female adult mosquito population, which incorporates the competition for female mating between released mosquitoes and wild mosquitoes, density-dependent competition during the larval stage, and realization of the lethal trait either before or after the larval stage, is embedded into a susceptible-exposed-infectious- susceptible human-vector epidemic model for the spread of the disease. For the special case in which the number of released mosquitoes is maintained in a fixed proportion to the number of adult female mosquitoes at each point in time, we derive mathematical formulas for the disease eradication condition and the approximate number of released mosquitoes necessary for eradication. Numerical results using data for dengue fever suggest that the proportional policy outperforms a release policy in which the released mosquito population is held constant, and that eradication in approximately 1 year is feasible for affected human populations on the order of 105 to 106, although the logistical considerations are daunting. We also construct a policy that achieves an exponential decay in the female mosquito population; this policy releases approximately the same number of mosquitoes as the proportional policy but achieves eradication nearly twice as fast.
DNA for Peace: The Balance Between Biosciences for Development and Security
One of the world's greatest ethical challenges is the inequities in global health. Life expectancy in the United States is about 80 years and rising, while in many parts of the developing world, particularly in Africa as a result of HIV/AIDS, it is 40 years and falling. On the "bright side," the globalization of life sciences is key force to improve health in the developing world. For example, the rise of the Indian biotechnology industry has improved availability of vaccines and programs like the Grand Challenges in Global Health Initiative funded by the Bill and Melinda Gates Foundation provide hope for upstream discovery science against global health problems. However, on the "dark side," the globalization of life sciences poses risks to global biosecurity including bioterrorism by non-state actors.
This lecture will explore how to optimize the benefits of the "bright side," and mitigate the risks of the "dark side," of the globalization of life sciences. Dr. Singer will argue that the biological case is different from the nuclear case and demands a different approach, and explore the potential role of the United Nations in enhancing global biosecurity.
Peter A. Singer is senior scientist at the McLaughlin Rotman Centre, University Health Network; professor of medicine, University of Toronto; co-director of the Canadian Program in Genomics and Global Health; and a distinguished investigator of the Canadian Institutes of Health Research. He studied internal medicine at the University of Toronto, medical ethics at the University of Chicago, public health at Yale University, and management at Harvard Business School. Between 1995 and 2006, Singer was Sun Life Financial Chair in Bioethics, director of the University of Toronto Joint Centre for Bioethics, and director of the World Health Organization Collaborating Centre for Bioethics at the University of Toronto.

Tactical Prevention of Suicide Bombings in Israel
Suicide bombings targeting Israeli civilians were once the favored tactic of Palestinian terrorists. Israeli deaths from suicide bombings peaked in the spring of 2002, but Israeli countermeasures dramatically lowered the number of successful suicide bombings since then. This talk will assess the impact of various countermeasures on suicide bombing rates with an eye towards understanding the decline in successful suicide bombings in Israel.
Edward H. Kaplan is the William N. and Marie A. Beach Professor of Management Sciences at the Yale School of Management, a professor of public health at the Yale School of Medicine, and professor of engineering in the Yale Faculty of Engineering. An elected member of the National Academy of Engineering and the Institute of Medicine, Kaplan uses operations research and statistical methods to study problems in public policy and management. His earlier work was devoted to evaluating HIV prevention programs, while his more recent studies focus on counterterror topics such as the tactical prevention of suicide bombings and response logistics in the event of a bioterror attack. He has also dabbled in predicting the outcomes of presidential elections and NCAA basketball tournaments. His efforts have been recognized with several awards in the fields of operations research and public health.

The Global Burden of Infectious Disease
Despite predictions of their eradication in the 1960s, infectious diseases remain a significant cause of global health, economic, and social problems. There has been a renewed focus on the background "matrix" of infections that occur around the globe, as well as on emerging, re-emerging, and deliberately emerging (i.e. bioterror) agents. This talk will provide a global health perspective on infectious diseases in 2007, and highlight the lessons that can be learned from three conditions (HIV/AIDS, influenza, and SARS).
Daniel Libraty is an associate professor of medicine at the University of Massachusetts Medical School. He is a member of the Center for Infectious Disease and Vaccine Research (CIDVR), and the Division of Infectious Diseases/Department of Medicine. He received his MD degree from the University of California, San Diego. He completed his post-graduate residency in internal medicine at the University of California, San Francisco, and obtained subspecialty training in infectious diseases at the University of California, Los Angeles. His research focuses on understanding the protective and pathogenic human immune responses to emerging and re-emerging viral diseases such as dengue, hantavirus, SARS, and influenza. He has lived and traveled extensively throughout Southeast Asia and other parts of the world in the course of working on these infectious diseases.

Physicians for Social Responsibility honors CISAC's Abrams
Herbert L. Abrams, a member-in-residence at CISAC, received the Physicians for Social Responsibility Distinguished Leadership Award on Feb. 24. Abrams, an emeritus professor of radiology at the Stanford School of Medicine and former chair of radiology at Harvard University, was honored for his leadership in PSR's advocacy of the prevention of nuclear proliferation and nuclear war, and the reversal of global warming and other environmental threats to human health.
The award recognizes Abrams' "long service to PSR and his service to the cause of world peace," PSR executive director Mike McCally said. Abrams "has been a respected academic voice for the importance of the work that PSR does," McCally added. The executive director presented the award to Abrams at Stanford, during the annual meeting of the Student Physicians for Social Responsibility.
Abrams served on PSR's national board of directors for more than 20 years and co-chaired the organization in the 1980s. He was founding vice-president of the International Physicians for the Prevention of Nuclear War, a federation including PSR and similar medical and health professionals' groups worldwide, which won the Nobel Peace Prize in 1985 for its public campaign to halt the nuclear arms race.
An international authority on cardiovascular radiology, Abrams has also researched human reliability in the nuclear forces, the effects of ionizing radiation and of nuclear weapons, and accidental nuclear war. He was one of two physicians selected to serve on the National Academy of Sciences' committee of 16 international experts to study the ionizing effects of radiation and issue a landmark 700-page advisory report to the U.S. government in 2004. His current research focuses on presidential disability and its potential impact on public decision-making.

We have learned little from the cataclysms of September 11 and Hurricane Katrina. When it comes to catastrophe, America is living on borrowed time--and squandering it.
The truth is, acts of terror cannot always be prevented, and nature continues to show its fury in frighteningly unpredictable ways. Resiliency, argues Flynn, must now become our national motto. With chilling frankness and clarity, Flynn paints an all-too-real scenario of the threats we face within our own borders. A terrorist attack on a tanker carrying liquefied natural gas into Boston Harbor could kill thousands and leave millions more of New Englanders without power or heat. The destruction of a ship with a cargo of oil in Long Beach, California, could bring the West Coast economy to its knees and endanger the surrounding population. But even these alarmingly plausible terrorist scenarios pale in comparison to the potential destruction wrought by a major earthquake or hurricane.
Our growing exposure to man-made and natural perils is largely rooted in our own negligence, as we take for granted the infrastructure handed down to us by earlier generations. Once the envy of the world, this infrastructure is now crumbling. After decades of neglect, our public health system leaves us at the mercy of microbes that could kill millions in the next flu pandemic. Flash flooding could wipe out a fifty-year-old dam north of Phoenix, placing thousands of homes and lives at risk. The next San Francisco earthquake could destroy century-old levees, contaminating the freshwater supply that most of California relies on for survival.
It doesn't have to be this way. The Edge of Disaster tells us what we can do about it, as individuals and as a society. We can--and, Flynn argues, we must--construct a more resilient nation. With the wounds of recent national tragedies still unhealed, the time to act is now. By tackling head-on, eyes open the perils that lie before us, we can remain true to our most important and endearing national trait: our sense of optimism about the future and our conviction that we can change it for the better for ourselves--and our children.
Feeding the World in the 21st Century: Exploring the Connections between Food Production, Health, Environmental Resources, and International Security
This project involves political scientists, economists, and medical researchers to address the question of whether hunger, poverty, disease and agricultural resource constraints foster civil conflict and international terrorism. Economists have elucidated the links between agricultural stagnation, poverty, and food insecurity, and political scientists have empirically analyzed the role of poverty in facilitating civil conflict.
Cooperative Threat Reduction: Former Soviet Biological Weapons Facilities
The speaker will describe his experiences over ten years of developing a comprehensive program to engage the formerly top secret Soviet biological weapons complex through joint scientific research and disease surveillance. He will also discuss how lessons learned can be applied to potential new efforts to reduce global threats of bioterrorism and potential pandemics.
Andrew Weber is the adviser for cooperative threat reduction policy in the Office of the Secretary of Defense. His responsibilities include developing and overseeing CTR biological threat reduction programs in the former Soviet Union, and nuclear and chemical weapons threat reduction projects in Central Asia. Before coming to the Office of the Secretary of Defense in 1996, Weber served as a U.S. Foreign Service officer in Saudi Arabia, Germany, Kazakhstan, and Hong Kong. Weber holds an MSFS degree from Georgetown University and a BA from Cornell University. He speaks Russian. Weber is an adjunct professor at the Georgetown University Graduate School of Foreign Service.

How Globalization Went Bad
The article asserts that globalization has made the world a more dangerous and less orderly place. The authors argue that since the emergence and expansion of globalization in the 1990s, the world has experienced more problems such as increasing terrorist activity, widening gaps between religious and cultural ideologies, unstable global financial systems, expanding dangers of pandemic disease, and the growing threat of global climate change.
