FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.
They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.
FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.
FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.
Abstract: Institutions like LLNL are part of an enterprise established in the mid-twentieth century to enable teams of scientists and engineers to deliver technological capabilities to address challenges to U.S. national security. The steadily increasing pace of technological change, the reduced proportion of U.S. government funding invested in research and development relative to private sector investments, and the accelerating resources and programs for research globally have dramatically changed the context for this enterprise. Operational practices established to meet the national security needs of the last century must be updated to ensure that the national security science and technology enterprise can continue to deliver high quality capabilities to meet future threats and innovation to enhance U.S. national and economic security. Possible approaches for updating research careers and the structure of institutions include revamping policies for domestic and international partnerships, more effectively managing dual use technologies, and updating enterprise elements to draw on cutting-edge developments in academia and industry.
About the Speaker: Patricia Falcone is the Deputy Director for Science and Technology, and Chief Technology Officer, of the Lawrence Livermore National Laboratory (LLNL). From 2009 to 2015, she served in the White House Office of Science and Technology Policy, including as the presidentially appointed and Senate-confirmed Associate Director for National Security and International Affairs. Earlier she worked at the Sandia National Laboratories in Livermore, CA. She earned a Ph.D. working in the High Temperature Gasdynamics Laboratory in Stanford’s mechanical engineering department.

Stanford foreign policy experts discussed flashpoints around the world at an OpenXChange event this week.
Three of Stanford's most seasoned international affairs experts discussed foreign policy and diplomacy – and practiced a bit of it on stage, too – as they tackled the topics of refugees, Russia and other politically thorny issues at a campus forum March 1.
The event, "When the World Is Aflame," featured Condoleezza Rice, a Stanford political science professor and former U.S. secretary of state; Michael McFaul, director of Stanford's Freeman Spogli Institute for International Studies and former U.S. ambassador to Russia; and Jeremy Weinstein, a Stanford political science professor and former director for the National Security Council.
Janine Zacharia, a Stanford visiting lecturer in communication and former Jerusalem bureau chief and Middle East correspondent for the Washington Post, was the moderator.
The event was hosted by OpenXChange, a campus initiative to provide a forum for students and community members to focus on today's societal challenges.
"So you were resetting some of my policy?" Rice half-jokingly interjected, as McFaul discussed the objectives behind the U.S. trade talks with Russia a few years ago.
"It was not about making friends with the Russians – I want to make that clear," McFaul continued after the laughter in the audience died down. "And it wasn't that we needed to correct the wrongs from the previous period," he said, casting a quick glance over at Rice. "The Russians had an interest in giving the Iranians a nuclear weapon. Our answer was, no, and let's work with them to prevent that."
A series of trade sanctions with Russia were eventually accomplished, but as it turns out, McFaul noted, the political environment has since changed with Russia's aggression in Crimea, Ukraine and Syria.
Today's conflict in Syria was laid about four years ago, the panelists agreed, when the United States decided to aid the rebels and not overtly attack the current regime.
"There were reasons our president and others did not go down that path, but it was an invitation to others to play games in that environment," Weinstein said. "What their endgame is, we don't know."
Rice added that Russian President Vladimir Putin "does not mind countries that basically don't function." As such, "a stable, functioning Syria was never his definition of success."
Zacharia asked, "Are you saying we have yielded the endgame to the Russians in Syria? There is nothing we can do? And we're playing defense?"
"Yes," Rice answered.
"Wait, there is no endgame," McFaul said. "It's not that we yielded the endgame."
"Right," Rice replied.
Though the panelists' opinions differed at times, the trio of political science professors agreed on many points, including that international order is being tested, and that the refugee crisis is an overwhelming problem – one that the United States should help resolve.
"I'm a firm believer that America has a moral obligation to take [refugees]," Rice said. "But let's remember that we have to have a way to take them that is actually going to work within the system."
"We have a humanitarian architecture that simply isn't up to the task," Weinstein said. Securing congressional funding to reform the system will be a challenge.
What's more problematic, McFaul added, is that the current political rhetoric about how the United States should handle refugees is "based on fear."
"We're not having a rational debate about this in my opinion," McFaul said. "We have to fill the debate with empirical facts instead."
Public fears will continue as long as extreme Islamic State terrorist groups remain influential, "inspiring lone wolves like [those] in San Bernardino," Rice said, referring to the December 2015 terrorist attack there that killed 14 and injured 22 people.
"Somebody has got to defeat ISIS in its crib," Rice said. "They march in columns; they don't hide in caves like al-Qaeda. If CBS News can find them, then the American military can find them."
The tougher challenge, however, will be the task of influencing sectarian politics and creating a more stable state in the long term, Weinstein said.
Stanford – with its cache of expertise – should strive to shape the national dialogue with concrete facts and analyses, McFaul said. Inspiring students and giving them the foundational tools to become the new generation of policy leaders is also part of that, he said. Adding a course on Russian politics would also be an improvement, he said.
Weinstein is a senior fellow at the Freeman Spogli Institute. Rice, a former Stanford provost, is the Denning Professor in Global Business and the Economy at Stanford Graduate School of Business and the Thomas and Barbara Stephenson Senior Fellow at the Hoover Institution.
The panelists urged students to gain a deep knowledge of the areas and issues they care about.
"Know your facts," Rice emphasized.
"When you're making policy decisions at the table, the people who understand these places and understand the political dynamics – those are the people whose voices are second to none around the table," Weinstein said.
"And we need to get you prepared for that in a more robust way," McFaul said, inviting students to pass any ideas about this to him.
In terms of career choices, "there's nothing greater" than public service, he said. "Sometimes I would get goose pimples when I could stand in front of Russians with the American flag behind me, representing the United States of America."
Four of the Firestone winners had FSI scholars as their advisers, and one of those students was also awarded the Kennedy honor.
The Firestone Medal for Excellence in Undergraduate Research recognizes theses written in the social sciences, natural sciences, and engineering and applied sciences. The medalists each received an engraved bronze medal, citation and a monetary award at a ceremony in June, hosted by Harry J. Elam Jr., vice provost for undergraduate education.
The Kennedy Thesis Prize is awarded annually to the single best thesis in each of the four divisions of humanities, social sciences, natural sciences, and engineering and applied sciences. Recipients of this award have accomplished significantly advanced research in the field and have shown strong potential for publication in peer-reviewed scholarly works.
The prize was established in 2008 in recognition of David M. Kennedy, professor emeritus of history, well known for mentoring undergraduate writers. Each Kennedy winner received an engraved plaque and a monetary award, and the historian was on hand to present the prizes.

Taylor Grossman was advised by Amy Zegart, an FSI senior fellow and co-director of CISAC, for "The Problem of Warning: Homeland Security and the Evolution of Terrorism Advisory Systems."
Stefan Norgaard, was advised by Larry Diamond and Francis Fukuyama for "Rainbow Junction: South Africa's Born Free Generation and the Future of Democracy." Both are FSI senior fellows, and Fukuyama is soon to take Diamond’s place as director of CDDRL. James Campbell, a history professor, also advised Norgaard.
Sanjana Parikh was advised by Phillip Lipscy, a center fellow at APARC, for "Constitutional Promises and Environmental Protection: An Assessment of National Legal Rights to Nature," international relations; advised by Phillip Lipscy, assistant professor of political science.
Laurie Rumker was advised by David Relman, an FSI senior fellow and co-director of CISAC for "Before and After the Flood: Stability and Resilience of the Human Gut Microbiota." Rumker was also advised by Stanley Falkow, professor emeritus of microbiology and immunology; and Les Dethlefsen, research associate in microbiology and immunology.
Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center (APARC) is launching a U.S.-Asia Security Initiative spearheaded by a former top American diplomat to deepen dialogue on contemporary Asia-Pacific security issues and to further bridge American and Asian academics, government officials and industry leaders.
A new and uncertain multipolar system is emerging in Asia. The United States is and will remain a global power, but it is evident the post-Cold War international order is increasingly under strain. There is a pressing need for research about how developments in the Asia-Pacific region impact U.S. interests, and what the optimal strategies are to respond. Led by Karl Eikenberry, who served as U.S. ambassador to Afghanistan from 2009 to 2011, the initiative will look beyond simplistic notions of nations engaging harmoniously or competing against each other and explore a range of policy options.
Combining expertise from across Stanford University, the initiative will gather faculty and researchers from the Freeman Spogli Institute for International Studies (FSI), and take place under the auspices of Shorenstein APARC, a center focused on interdisciplinary research on contemporary issues of international cooperation, governance and security in the Asia-Pacific region.
Eikenberry, an Oksenberg-Rohlen Distinguished Fellow at Shorenstein APARC, retired from the U.S. Army as a lieutenant general after 35 years of service before taking the role as ambassador. At Stanford, he has returned to an early and longstanding interest in Asia, contributing to an urgent discussion about how the United States should respond regionally and globally to an increasingly strong China. The initiative is founded on the premise that there is a role for an institution that not only fosters groundbreaking research, but also serves to convene academic and governmental expertise from across the Asia-Pacific region in a dialogue aiming to inform policy and strategy.
“As China rises and Japan seeks a greater defense role in Asia, a number of questions are raised over the United States’ role in the region. This creates a great impetus for stakeholders to gather and develop an understanding of today’s perplexing security issues,” Eikenberry said.
“It’s an honor to lead this Stanford initiative and make possible opportunities for students, scholars, peers and leaders across the world.”
Before arriving at Stanford, Eikenberry’s Asia-related postings included assistant army, and later, defense attaché at the U.S. Embassy Beijing, operational assignments in the Republic of Korea and Hawaii, Director for Strategic Plans and Policy at U.S. Pacific Command, Senior Country Director for China at the Office of the Secretary of Defense, and two senior command tours in Afghanistan. He is a graduate of the U.S. Military Academy, holds master’s degrees from Harvard University and Stanford University, and has an advanced degree in Chinese history from Nanjing University.
The three-year initiative will build synergies with existing activities at Stanford, drawing scholars, government officials and industry leaders to engage at conferences and public seminars on important U.S.-Asia security themes. Understanding that inquiry is enlivened through interdisciplinary dialogue, participants will share best practices across multiple fields including diplomacy, military strategy and environmental risk.
“I can’t think of a better person to drive this initiative – Karl has a profound understanding of the economic, diplomatic and military complexities in the region. I have every confidence that it will develop into a robust, established project under his leadership,” said Gi-Wook Shin, director of Shorenstein APARC.
Launching July 1, 2015, the initiative aims to bolster local, national and global networks through several foundational components, including a core working group of experts from Stanford and peer institutions to provide new perspectives on U.S. policies in Asia; educational opportunities for Stanford students; and public programs that will bring intellectual and strategic leaders to Stanford to enrich the conversation on Asia-Pacific security.
The initiative seeks to operate as a focal point for academic scholarship on the west coast of the United States and offer practical steps that stakeholders can take to strengthen the security architecture and U.S. alliance commitments in the region. Outcomes from the initiative’s activities will include publications and policy reports, many of which will be offered open access online.
“As the Asia-Pacific region continues to rise, we see new threats but also greater opportunity to work together,” said Michael McFaul, director of FSI. “Stanford and FSI excel in offering practical solutions to policy challenges and can play a role in identifying strategies aimed at maintaining peace and stability in the region.”

The conference is designed to illustrate the scope and variety of the security challenges we face and I commend both the organizers and the presenters. I have learned much and am confident you have as well. Others have addressed specific challenges; my assignment is to provide a big picture perspective that will provide context and a framework for understanding the nature of the world we live in and the types of challenges we face.
Toward that end, I will organize my remarks around three interrelated questions:
Why do we characterize the world and our present era as turbulent?
Why do we consider the security challenges we face to be different, and perhaps more dangerous, than those confronted by previous generations of Americans?
And finally, which of the many perceived and proclaimed security challenges are most important, and what should we do about them?
Each of these questions warrants an entire lecture—or conference—but you don’t have that much time so I hope you will allow me to discuss them in highly abbreviated fashion. We can dig deeper in the question and answer period if you wish [...]

CONFERENCE OVERVIEW
The heavy presence of youth and young adults in the world of criminality is an issue that has been gaining increasingly more attention in the agendas of policymakers and politicians in developing and developed nations. With scarce options for a quality education, prospects for gainful employment and the possibility for future economic sustainability, on a daily basis, young individuals from poor communities throughout Latin American and U.S. cities are exposed to a violent environment with easily accessed - and often attractive - gateways into the world of criminality. From casual affiliation to gangs in schools and neighborhoods in Southern California, to full-time armed participation in international drug cartels in Juarez and drug factions in Rio de Janeiro favelas, youth are the biggest target – and victims – of violence.
In attempts to shed light to this very complex and fundamental issue that is claiming thousand of lives every year and deteriorating the social fabric across cities, the Program on Poverty and Governance (PovGov) at Stanford Center on Democracy, Development, and the Rule of Law (CDDRL) in conjunction with the Center for Latin American Studies, The Bill Lane Center for the America West, The Mexico Initiative at FSI, and The Center on International Security and Cooperation, will hold a two-day conference to discuss the dimensions of youth and criminal violence in Latin American and U.S. cities and share pathways to hope.
Ranging from grassroots initiatives to widespread government policies, the conference will develop on various established development actions and programs aimed at providing educational, work, and entrepreneurial opportunities for youth in territories impacted by poverty, criminality and violence in the U.S. and Latin America. We will gather activists and practitioners from grassroots civil society organizations, community leaders, educators, professionals from international development platforms, policy-makers, politicians, scholars - as well as some of the very individuals participating in these programs - to discuss the many challenges faced by the youth population in these different locations and to share innovative and inspirational initiatives to generate opportunities and foster change.
At PovGov, we believe in the importance of creating an environment where actors with different backgrounds across sectors, disciplines, realities and environments can come together to share their first-hand experiences, challenges and aspirations. We hope this wide-reaching and multiplayer conference can enrich the discussion around the formulation of policies and development strategies to benefit the youth in places of violence and better inform the work moving forward.

Panel 4. Evaluating Effective Interventions for Youth

The ancient Chinese general and strategist, Cao Cao, fought a brilliant series of military campaigns in an effort to unite China during the Three Kingdoms era. His way of war is still studied in China today.
Don’t presume that tensions between China, a rising state, and the United States, the status quo power, will lead to conflict.
Like several states in the Asia–Pacific region, Australia faces a defining foreign policy challenge in coming years: how to reconcile a rapidly expanding trade relationship with China with a deepening security and defence alliance with the United States. Given the significance that this dilemma poses for states throughout the region, it is worth discussing the rise and fall of great powers — the dynamic that occurs historically when the expanding influence and rapid growth of one state actor threatens the interests of the established hegemonic power. More often than not, the subsequent competition between the rising and status quo powers results in increasingly bitter conflicts and ultimately ends in all out war.
This paper examines UK national (security and nuclear) interests in relation to Trident and the recent putative shift in conceptions of UK national interests from a discourse of ‘security’ to one of ‘resilience’. We discuss the rise of resilience in the discourse of UK national interests and reflect upon its possible articulations with the concept and goal of security, in order to make sense of what a shift from security to resilience would entail. We then assess the practices of UK nuclear weapons policy, and Trident in particular, in relation to the requirements with which a resilient nuclear weapons policy would need to comply. We conclude that the perceived requirements of deterrence as a communicative practice in large part explain missed opportunities to acknowledge the risk of a nuclear accident and the possibility of a consistent shift towards resilience as a national priority. In the past years, different forms of non-democratic rule have expanded, associated with revamped attempts at controlling the media. New mechanisms, including legislative, commercial and technological tools have been used to contain, co-opt and silence critical voices. At the same time, bottom-up pursuits of pushing the boundaries of the permissible and redefining the space for creative critical discourse have intensified, with outspoken journalists and netizens creating new platforms to bypass complex political restrictions. This panel presents a unique discussion on how this cat and mouse game works across non-democratic contexts: in Russia, China, and Turkey. These cases present different degrees of separation from democracy, with China being the furthest, categorized as a full authoritarian regime, Turkey being in between an illiberal democracy and competitive authoritarianism, and Russia positioned in the middle of China and Turkey. Beyond illuminating the specific dynamics of each case, the panel will engage in drawing the parallels and distinctions in control and resistance mechanisms across the three cases. It will further explore and reflect on the recent tendencies of cross-authoritarian diffusion of information management, illustrating how the three regimes and the critical journalists in them may be learning from one another and what that means for our understanding of media in non-democratic contexts.
