International Development

FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

Deep policy discussions between journalists and top Stanford scholars highlighted a recent media roundtable at the Hoover Institution.

The event drew about 30 members of the national media from a variety of print and broadcast outlets, including CNN, CBS, The New York Times, Wall Street Journal, MSNBC, The Washington Post, and Politico.  The two-day media roundtable on Oct. 15-16 was titled, “Outside the Beltway.”

Over the course of the two-day conference, participants engaged in robust discussions with Hoover Institution fellows and Freeman Spogli Institute for International Studies scholars, including former U.S. Secretary of State and Hoover and FSI senior fellow Condoleeza Rice, who kicked off the event with a foreign policy conversation.

Drones and cybersecurity, for example, were topics of conversation for Amy Zegart and Herb Lin from the Center for International Security and Cooperation (CISAC).

Drones and new warfare

Zegart said, “New technology is being used in ways never imagined ... The question is, could drones be next?”

Drones are possible “coercion tools,” more effective than people would believe, Zegart said. “We need to figure out how the logic works with coercion, in regard to states.”

How do you get others to back down without a fight? You need to issue a costly threat, she said. For example, “trip-wire” forces of more than 20,000 in South Korea represent such a credible threat to North Korea. “Low-cost is low credibility,” or “cheap talk,” on the other hand.

Drones lower the cost of coercion, Zegart said. One point is that such strikes have huge public support, as the risk of U.S. casualties are very low, according to polls – 62 percent favor such drone strikes.

Zegart said drones could shift the “relative costs” of war and are better able to sustain military action over a lengthy time frame. They also affect the “psychology of punishment.” Hovering over a target for long periods of time, decapitation strikes against regime leaders, and the constant state of “near-ambush” changes the character of war and for a military campaign to stay the course.

“Certainty of punishment is a very powerful way to change the behavior of the adversary,” moreso than “severity of punishment, said Zegart, who has affirmed these conclusions through surveys with foreign military officers. That research also showed that domestic political support for military reaction is the most popular reason for making threats credible. But a deeper dive into such issues is urged, she added.

“We’re really behind the curve in figuring out how to make military threats credible in the world,” said Zegart. “Lots of questions remain.”

Hacking, information attacks

Lin spoke about the recent Equifax data hacking, among other topics.

He said, “The harm we all feel is both tangible and intangible” in regard to such hacks. In other words, there is both material threat and a peace of mind threat, he explained.

The “Internet-of-Things” is another looming problem, Lin said. In the future, liability issues will factor into how all these devices are connected and who is responsible in case of misdeeds, he said.

In the case of health care, confidentiality is a critical societal goal, but hacking creates numerous scenarios: “Would you prefer your blood type posted online or changed in your medical records,” Lin said, explaining the different ways information misuse may affect people.

On the global security front, “cyber war” takes advantage of the flaws of information technology (IT), and “information warfare” takes advantage of the virtues of IT, he noted. Such efforts begin to level the playing field between international actors and agencies.

“You give large megaphones to small players,” Lin said.

In Russia, information warfare is actually studied as a theory of warfare. And the results show that it works – it’s easier to destroy democratic  values online than create or reinforce them, Lin said. For example, Russia’s meddling in the 2016 elect stoked political polarization in America.

One media member asked Lin how the U.S. could prevent Russia from using cyber and information warfare in upcoming U.S. elections.

Lin said, “It’s not clear to me that the U.S. government is really going to be willing to do anything,” but some public pressure may move entities like media companies to respond more effectively.

And Zegart noted, “The Russians are still here.” They are present right now in any number of settings, from social media to traditional media and in public spheres, for example, she said.

“Attacking brains” was how Zegart described Russia’s goal. For American social media companies, she suggested, “Think about battleground states” and focus on “triaging” these areas.

WWII, Russia

The media also heard presentations from Hoover's Kori Schake on defense policy; Hoover's Victor Davis Hanson on “The Second World Wars,” his new book; Hoover's Michael Auslin on the Asian century; Hoover and FSI's Michael McFaul discussed the U.S-Russia relationship; and Hoover and FSI's Larry Diamond on democracy in the world order.

McFaul spoke about the hot spots in the relationship between the U.S. and Russian governments, his time as the U.S. ambassador to Russia during the Obama administration, and his suggested approaches to today’s engagement with Russia. He noted how Russia's President Vladimir Putin has prevailed on many recent occasions against the best interests of the U.S. One instance is Syria and how complicated that issue was for foreign policy makers during his tenure.

"The objective we sought to achieve -- the end of the civil war -- our policies did not achieve," said McFaul, who urges stronger U.S. action against Russian cyber attacks on the U.S. electoral process, now and into the future.

Hanson said that people today often fail to appreciate the deadly scope of the WWII conflict. For example, he pointed out that more people died in that conflict than any in human history, with 27,000 people dying every day in WWII. It was also the first time that more civilians were killed than soldiers. Of all the six major powers involved in the conflict, Japan killed about 10 people for every person they lost.

Lessons from WWII? “Things change very quickly in a war,” Hanson said. In 1942, it looked like the Axis powers had the upper hand; the next year, the Allies were surging. Also, a country should rely on a formidable deterrence strategy to discourage would-be attackers.

Once you lose it, “deterrence is very, very hard to recapture,” Hanson said.

If the U.S. abandoned the Iran nuclear deal, it would harm America’s credibility on nonproliferation issues and make it more difficult to solve the North Korean crisis, Stanford scholars say.

The Trump administration is soon expected to “decertify” or send the Iran nuclear agreement to Congress for reconsideration. Signed in 2015, the nuclear deal framework is between Iran and what is known as the “P5+1” group of world powers: the United States, United Kingdom, France, China, Russia and Germany.

Advocates of the deal say it helped avert a possible war with Iran and a Middle Eastern nuclear arms race. Critics say it will only delay Iran’s march toward a nuclear bomb. The agreement aims to limit Iran’s ability to create nuclear weapons; in return, Iran received relief from economic penalties and sanctions.

The Stanford News Service spoke with two experts about the deal.

If the U.S. cancels the Iran nuclear deal, could Iran follow a similar path that North Korea has taken? 

Hecker: An important lesson the Trump administration should learn is from what happened in October 2002 when the Bush administration couldn’t wait to walk away from the Clinton administration’s “Agreed Framework” deal with Pyongyang. That led to North Korea withdrawing from the Nuclear Nonproliferation Treaty, expelling the international inspectors and building a nuclear bomb. Walking away from the Iran deal now could similarly open the doors for Tehran to build a nuclear bomb.

How might this change our relationships with other countries and nuclear powers?

Hecker: The other parties that signed the Iran deal are all strongly in favor of keeping the deal, so it will leave the U.S. even more isolated than it has already become. It is not clear what the effect would be in Israel where Prime Minister Benjamin Netanyahu opposes the deal, but where many voices favor it.

Are the inspection standards in this deal rigorous? 

Hecker: The deal has more stringent inspection regimes and rights than previous nuclear agreements. Some in the U.S. call for even more intrusive inspections, such as to defense sites, that essentially no country is willing to have inspected. I think the agreement was able to get more than I ever thought possible.

How is the deal perceived in Iran?

Milani: I think the critical point to know is that there is not one voice or view that reflects the hopes and aspirations of Iran. The radical conservatives among the clergy and the Islamic Revolutionary Guard Corps were critical of the deal. They condemned it as the most “shameful” agreement in modern Iranian history. They lambasted Foreign Minister Mohammad Javad Zarif and President Hassan Rouhani for having made far too many concessions. Ali Khamenei, the Supreme Leader, tried to keep a safe distance from the deal – lest he antagonize his badly needed and shrinking radical conservative base – and yet, at every major turn, endorsed it.

For the regime, faced with calamitous economic challenges, having the deal and ending the sanctions was an existential must. For the same reason, the vast majority of Iranians, facing the drudgeries of a dying economy, favored the deal. They also hoped that the deal would usher in new relations with the world and the U.S. – a possible harbinger for a more free Iran.

How would Iran likely react to a strict enforcement approach often urged by the Trump administration?

Milani: It is not clear what the Trump administration means by a more “strict enforcement.” The agreement has placed fairly rigorous limits on Iran’s nuclear activity given the unique abilities of the International Atomic Energy Agency (IAEA) to monitor the program. Might Iran cheat? It might, but no “strict” enforcement can eliminate such a possibility.

There are, moreover, areas that have by all accounts been consciously left ambiguous in the deal. Is, for example, Iran required to curtail its missile program or contain its regional activities? Iran is adamant that these provisions were never part of the deal. Finally, the Trump administration’s notion that Iran is not abiding by the “spirit” of the deal is hard to enforce. One side’s perceived spirit might be deemed by the other side as nothing but wishful thinking.

Are there ways the deal could be strengthened and Iran’s regional ambitions checked?

Milani: There surely are ways to strengthen any deal.  The first step is, by clear indication, that all sides will abide by it. The U.S. is now the only country in the agreement that has indicated its desire to abrogate the deal. You can’t strengthen a deal you no longer are a part of.

It will be a bonanza for the radical conservatives if the U.S. unilaterally walks away from the deal. Khamenei’s mantra that the U.S. can never be trusted will be confirmed, Iran will harvest the economic benefits of the end of sanctions and radical conservatives will be able to blame their own failed management on U.S. sanctions.

Harold Trinkunas, CISAC's deputy director, and Richard Feinberg, a UC San Diego professor, co-authored the following op-ed in The Hill:

In an escalation of hostilities toward Cuba that is rapidly dismantling the Obama era détente, the Trump administration on Tuesday expelled 15 Cuban diplomats. The administration has also sharply drawn down the staff of the U.S. Embassy in Havana. The administration argues that the Cuban government has failed to provide safety to U.S. diplomats, 22 of whom fell victim in a mysterious rash of illnesses, even as the precise causes and perpetrators have yet to be identified. The U.S. government does not accuse the Cuban government for the unexplained illnesses.

State Department travel advisory preceded the diplomatic expulsions, warning Americans against going to Cuba, although not one visitor has been affected by these illnesses. This extraordinary measure will undermine the island’s fastest growing source of foreign exchange earnings. Many of our professional diplomats, both those stationed in Havana and those at the State Department, oppose the dramatic downsizing of the U.S. and Cuban missions. While all are concerned for the safety of U.S. personnel, the health incidents seem to be in sharp decline. The U.S. diplomats in Havana are proud of the gains in advancing U.S. interests in Cuba, and they wish to continue to protect and promote them.

These punitive measures are about much more than protecting U.S. citizens. Rather, this White House and its pro-embargo allies in Congress have opportunistically seized on these mysterious illnesses affecting U.S. diplomats to overturn the pro-normalization policies of a previous administration, using bureaucratic obstruction and reckless language when they cannot make the case for policy change on the merits alone.

By taking these precipitous actions, this White House is doing exactly what our adversaries in the region seek to provoke. Overt U.S. hostility empowers anti-American hardliners in the Cuban regime opposed to stronger bilateral relations between the two countries. In addition, American travel to Cuba benefits the privately-operated segments of the Cuban tourism sector, and strengthens the emerging Cuban middle class. The travel advisory will harm these progressive segments of Cuban society.

Furthermore, a breakdown in U.S.-Cuban relations allows Russia, China, Iran and Venezuela to deepen their influence in Cuba and the broader Caribbean Basin. By pushing Cuba away, the U.S. is pushing it towards other actors whose interests are not aligned with our own. The Trump administration’s ill-considered actions towards Cuba are part of a broader pattern of disrespect for U.S. diplomacy from this White House, apparently without careful consideration of the geopolitical consequences. From attacking the deal to restrain Iran’s nuclear ambitions to provoking a nuclear North Korea to attacking the NAFTA trade accord with America’s two largest trade partners, Mexico and Canada, the Trump White House has steadily diminished U.S. influence and credibility abroad.

Our partners in Latin America welcomed the change in U.S. policy towards Cuba in 2014 as a sign that the Cold War had finally ended in the Western Hemisphere. The administration’s retreat from the opening towards Cuba alarms our friends in the Americas and calls into question the enduring value of U.S. commitments, much as belligerent statements toward Iran and North Korea harm our credibility with our allies in Europe and Asia. This pattern of reckless animus towards diplomacy comes at a cost to the international reputation of the U.S. with no apparent gain for our interests abroad.

There might have been an opportunity for creative diplomacy in this latest crisis. The Cuban government has been unusually collaborative with the U.S. in investigating these incidents involving U.S. diplomats. Cuba has allowed the FBI to operate independently in Cuba for the first time in more than 50 years, a signal of the importance that President Raul Castro assigns to improved relations with the U.S. But this White House seems bound and determined to continue down the path of obstruction, despite the costs. U.S. hostility risks damaging the coming transition to a new Cuban government after President Raul Castro steps down in early 2018 by strengthening the hand of anti-American hardliners who oppose further economic opening on the island.

It damages Cuban-Americans and their families by impeding travel and the flow of funding associated with their visits, and those of other American visitors, which have allowed the Cuban private sector to gain traction. It also damages U.S. relations with our partners in the region, who have long criticized what they see as senseless hostility between the U.S. and Cuba. And finally, the Trump administration’s approach serves to widen the door to U.S. geopolitical adversaries, such as Russia and Venezuela, to advance their interests in Cuba and in the region.

Rod Ewing will serve as co-director of the sciences for Stanford’s Center for International Security and Cooperation.

Ewing, a mineralogist and materials scientist, is the Frank Stanton Professor in Nuclear Security at CISAC and senior fellow at the Freeman Spogli Institute for International Studies. He begins his new position on Sept. 1, following David Relman, the previous co-director for the sciences. Amy Zegart is the CISAC co-director for the social sciences.

Ewing, whose research is focused on the properties of nuclear materials, leads the Reset Nuclear Waste Policy program at CISAC. He describes the center as a unique organization that “explicitly acknowledges” the role of science and the social sciences in formulating policy. 

“CISAC is a rare opportunity for political and social scientists, historians and scientists and engineers to work together on solving pressing problems. The fact that we have two co-directors reflects a serious intent to integrate knowledge from the widest range of perspectives in order to find policy solutions to important problems,” he said.

Scholarship, research

Ewing is the author or co-author of more than 750 research publications and the editor or co-editor of 18 monographs, proceedings volumes or special issues of journals. He has published widely in mineralogy, geochemistry, materials science, nuclear materials, physics and chemistry in more than 100 different journals. Ewing was granted a patent for the development of a highly durable material for the immobilization of excess weapons plutonium. He is also a founding editor of the magazine, Elements. In 2015, he won the Roebling Medal, the highest award of the Mineralogical Society of America for scientific eminence.

“My work on nuclear waste started out with a focus on technical issues, but over several decades, I realized that technical solutions were not enough.  I now focus on trying to understand why institutions – universities, national laboratories and federal agencies – fail to arrive at the technical solutions. I have been surprised to learn how little science has been applied to the nuclear waste problem – and how social issues have dominated the outcome,” Ewing said.

Expertise, policy

In particular, Ewing seeks to understand why so little information from experts rise through an organization and change accepted ‘truths.’

“I first saw this when I was a soldier in Vietnam and continue to see the same problem in many other areas, that a disconnect exists between the on-the-ground reality and policy,” said Ewing who served in the U.S. Army as an interpreter of Vietnamese attached to the 25th Infantry Division from 1969 to 1970.

“At the very highest levels, policies seem to be based on a hunch or a bias rather than an analysis of the problem. I have always wondered why this is so common – as it often leads a country or organization down a wrong and often dangerous path,” he added.

Born in Abilene, Texas, Ewing attended Texas Christian University (B.S., 1968, summa cum laude) and graduate school at Stanford University (M.S., 1972; Ph.D., 1974). He began his academic career as an assistant professor at the University of New Mexico (1974) rising to the rank of Regents’ Professor of Earth & Planetary Sciences in 1993.

From 1997 to 2013, Ewing was a professor at the University of Michigan, and in 2014, he joined Stanford.

In this podcast with the Carnegie Council, CISAC's Scott Sagan says that major changes must be made if U.S. nuclear war plans are to conform to the principles of just war doctrine and the law of armed conflict. He proposes a new doctrine: "the nuclear necessity principle." In sum, the U.S. will not use nuclear weapons against any target that could be reliably destroyed by conventional means.

In 2016, Sagan co-authored an op-ed in The Washington Post on this topic: "It is time to turn nuclear common sense into national policy. A declaration that the United States would never use nuclear weapons when conventional weapons could destroy the target could reduce the number of nuclear weapons we need for legitimate deterrence purposes. Placing conventional weapons at the center of debates about the future of deterrence would also help focus the policy discussion on plausible scenarios with realistic plans for the use of U.S. military power. And it would more faithfully honor the just-war principles of distinction, necessity and proportionality, by placing them at the heart of our deterrence and security policies, where our highest ideals belong."

Dr. Tess Bridgeman is Co-Editor-in-Chief at Just Security and Senior Fellow and Visiting Scholar at NYU Law School’s Reiss Center on Law and Security, where she created the War Powers Resolution Reporting Project. During the Obama administration, Bridgeman served as Special Assistant to the President, Associate Counsel to the President, and Deputy Legal Adviser to the National Security Council (NSC), where she provided legal advice on a broad range of issues relating to the national security and foreign policy of the United States.

Bridgeman previously served in the U.S. Department of State’s Office of the Legal Adviser, where she was Special Assistant to the Legal Adviser and, prior to that role, served as an Attorney Adviser in the Office of Political-Military Affairs. Bridgeman clerked for Judge Thomas L. Ambro of the Third Circuit Court of Appeals and, earlier in her career, worked as a consultant for the World Bank Inspection Panel and co-founded a food security and community development organization in Oaxaca, Mexico.

Bridgeman has a D.Phil. in International Relations from Oxford University, where she studied as a Rhodes Scholar; a J.D. from NYU Law School, magna cum laude and Order of the Coif, which she attended as a Root-Tilden-Kern Scholar, Institute for International Law and Justice Scholar, and Harry S. Truman Scholar; and a B.A. with University Distinction and Departmental Honors from Stanford University. She has taught cyber law and policy at Stanford University and lectures on national security law at Berkeley Law. She has previously chaired the Strategic Initiatives Committee of the American Society of International Law (ASIL) and serves on the Board of the Center for Arms Control and Non-Proliferation.

The CISAC Fellowship Program is training and educating the next generation of thought leaders and policy makers in international security.

Our fellows spend the academic year engaged in research and writing, and participate in seminars and collaborate with faculty and researchers. Every summer, many complete their fellowships and move on to new career endeavors. For the 2016-17 academic year, CISAC hosted 21 fellows (the center has 399 former fellows).

Some of our fellows, in their own words, explain what they will be doing next:

Andreas Lutsch

Having spent two years as a nuclear security postdoctoral fellow at CISAC, I return to my home institution, the Julius-Maximilians-University of Würzburg, Germany. As a historian of late modern history, I do so in great gratitude for an excellent and abundantly rich scholarly experience at Stanford. Once I am back in Germany, I will publish my first book early next year, the manuscript of which I finalized at CISAC. I will also proceed to publish the manuscript of my second book, which I wrote entirely at Stanford. And I will move towards the pursuit of the so-called “habilitation,” which is required (in Germany) to qualify for a position as a full professor in my home country. 

It is not easy to put into a few words how much my CISAC experience has helped me with making progress at a crucial juncture of my career. CISAC fellowships offered me a transformative opportunity to make my research more rigorous, to think more creatively and more carefully, to appreciate interdisciplinary approaches in addressing complex problems, to improve my teaching abilities, and to establish relationships with leading scholars and specialists, which I hope will be long-lasting ties to communities at CISAC, Stanford, and the U.S.

Anna Péczeli

I have a tenured position at my institute in Hungary so I will move home in August and get back to teaching and research.

My CISAC experience was amazing, from the beginning I felt that I was part of a community here. I got much useful feedback on my research, and I really feel that my work improved in quality and I became a better researcher. I learned a lot about how to present my ideas so that it would be relevant for policy makers, and my fellowship opened new doors for me. I am grateful for this opportunity, and I am certain that I will continue to be an active member of the CISAC community wherever I go.

Eric Min

During the 2017-2018 academic year, I will remain at CISAC. As a social sciences postdoctoral fellow, I will study how international actors and third parties utilize diplomacy to manage and resolve interstate conflicts. This builds upon my broader research agenda, which uses new quantitative data and statistical methods to analyze the strategic logic of negotiations during war. 

Given that I came from a predominantly social science background, my year at CISAC was invaluable in helping me to understand the policymaking world and how my research could more effectively communicate the technicalities of my research to a broader informed yet general audience. I also learned about what kinds of pressing questions concern policymakers, which I will use to shape my future work. I look forward to meeting another group of diverse and knowledgeable individuals next year. 

Jennifer L. Erickson

This fall, I will return to my regular life at Boston College, where I am an associate professor of political science and international studies. In the upcoming academic year, I will continue to work on the research I worked on at CISAC on new weapons and the laws and norms of war and the nuclear weapons portion of my project in particular. I will also teach two sections of the Introduction to International Studies for BC undergraduates and the Field Seminar in International Politics for BC graduate students. In the fall, I also look forward to being affiliated with the Security Studies Program at MIT. 

CISAC has been a tremendous source of academic support for my research. Not only has it given me time and resources to do research and write, but it has also introduced me to new colleagues, who have generously provided insights and expertise that have improved that research. It also made it possible for me to attend events like a conference on New Dilemmas in Ethics, Technology, and War at the Air Force Academy in April 2017, the Military Immersion Map Exercise at RAND in May 2017, and the UN Conference to Negotiate a Legally Binding Instrument to Prohibit Nuclear Weapons in June 2017.

These experiences, as well as all of the opportunities to attend events and meet people at CISAC itself, will continue to shape how I think about my research and teaching and have helped me build new professional networks for the long term.

Cameron Tracy

In the next academic year, I will be a postdoc in Stanford’s Department of Geological Sciences. There, I will continue my work on the role of geologic disposal (burial) of weapons plutonium in the global arms control and disarmament regimes. I will also conduct scientific research on the manner in which nuclear materials change in response to their environments. For example, I am currently starting a project in which I attempt to determine the conditions in which uranium-bearing materials have been stored by studying the oxidation and hydration of their surfaces. This could help to determine the provenance of smuggled uranium that has been interdicted by law enforcement or security authorities. 

My fellowship at CISAC has allowed me to translate my scientific skills to the policy realm, and to greatly expand the impact of my work. I have long been interested in science policy, but lacked the resources, connections, and experience necessary to effectively analyze critical issues and to communicate the results to both scholarly and governmental audiences. Through interactions with CISAC’s resident policy experts, I learned about the role that technical analysis can play in the policymaking process.

While my transition to policy-relevant work is ongoing, my efforts have already yielded some impact on international policy, with an Australian Royal Commission report citing my work on quantifying the long-term risks associated with the burial of nuclear materials. I expect that the valuable experience and mentorship I received over the course of my CISAC fellowship will continue to inform and enhance my work at the interface of nuclear science and policy.

Jooeun Kim

I will become the Jill Hopper Memorial Fellow at Georgetown University and will be teaching a course, the History and Politics of Nuclear Proliferation, in spring 2018. From August this year, I will be a visiting scholar at the Institute for Security and Conflict Studies at George Washington University. CISAC provided me with amazing resources. I loved my intellectually stimulating meetings with my mentor Scott Sagan and other amazing scholars who opened their office doors to me. CISAC is an ‘intellectual candy store.’ I am grateful to everyone there for creating such a special environment.

Starting July 1, I will be a postdoctoral fellow at Harvard University's Belfer Center for Science and International Affairs where I will keep working on my research about technology and international security.

The CISAC experience helped my career in three main ways. First, CISAC is a fantastic academic environment where young researchers can deal with leading scholars in a plurality of fields: the constant interactions between different views and expertise represent a unique source of intellectual growth that has helped me develop new ideas and identify new questions in my field.

Second, CISAC's activities and professional growth initiatives help fellows gain the skills and acquire the knowledge to succeed not only as an academic but also, more broadly, as public intellectual. CISAC has helped me improve my understanding of policy dynamics as well as my capacity to present to non-experts the findings of my research. Third, CISAC's "be-good" motto combined with its strong mentorship provides fellows with a perfect working environment.

This fall, I will be starting my position as a systems research analyst at Sandia National Lab. For my research here at CISAC, I have taken a broad, holistic look at the proliferation impact of the thorium fuel cycle. Therefore, CISAC has given me valuable experience in thinking through difficult problems using a systematic, top-down approach, which is a skill that I will take with me to my next position.

Accepting a postdoctoral fellowship with CISAC was an unconventional career move for me, personally. I got my doctorate in chemistry from UC Berkeley in 2016. Most of my peers in the chemistry department went on to conduct postdoctoral research at another university, a national lab, or in industry. A few made the leap into science policy fellowships in Washington, D.C. For me, CISAC provided a happy compromise between these two options. It allowed me the freedom to continue conducting technical research (albeit outside the chemistry lab), while still exploring the policy implications of my research.

My experience at CISAC helped my career progression in two ways. First, through targeted workshops, reading groups, and less formal daily interactions, CISAC provided me with the opportunity to view my research and interests from a different lens, that of the policymaker.  It was interesting to see my fellow fellows, of all academic backgrounds, struggling with how to translate the finer points of their academic research into policy-relevant media. I learned a lot from their experiences and challenges. The second way that CISAC has helped my career progression was through exposure to others who have done this transition successfully. This was achieved through fantastic seminar series, as well as through daily interaction with faculty and fellows here at CISAC. Speaking with people who have worked at high levels in Washington, D.C. made me realize that I would prefer to continue doing policy-relevant academic and technical research in nuclear science, rather than to transition to policy completely.

Congratulations to CISAC honors program Class of 2017! On June 16, students in the CISAC Interschool Honors Program in International Studies graduated in a conferral of honors ceremony on the front lawn of Encina Hall. 

We are proud to add our 12 new graduates to our expanding list of graduates from the program since it began in 2001. In total, CISAC has 193 alumni in honors. For the students, their graduation reflects an intellectual adventure that included a two-week honors college program in Washington D.C., tours of government agencies, meetings with influential policy makers, and weekly seminars with CISAC faculty. Honors students are also required to research and complete an original thesis on an important national security issue.

The 2017 program was co-directed by Martha Crenshaw and Chip Blacker. Crenshaw said, "We stress hard work, independent thinking, intellectual honesty, and courtesy and civility.  Our students are critical without being disrespectful, open to new ideas and ways of thinking, and self-made experts in the subjects they have chosen."

In his remarks, Blacker said several features of the CISAC program make it distinctive. "These include the diversity of the disciplines represented by the student's major fields of study, which range this year from political science, history and international relations, on the one hand, to computer science, energy systems engineering, and materials science and engineering, on the other. ..." 

While each project is different, "they all share the unifying and overarching themes of advancing the international security agenda and having value and utility in policy terms," Blacker said. The program, he added, places a "premium on knowledge of the real world, and of the art and science of policymaking in particular, coupled with intensive training in research and writing."

During the conferral ceremony, CISAC honors teaching assistant Shiri Krebs read statements from the students' thesis advisors regarding their final papers. Read below for those comments:

"What is the Shanghai Cooperation Organization and, to be blunt, why should we care? In essence, this is the question that Ben Chao seeks to answer in this thoughtful, comprehensive and well-written senior thesis. Ben’s answer, like the question, comes in two parts. The Shanghai Cooperation Organization, he tells us, is neither an emerging alliance nor a diplomatic “talk shop.” Rather, it has been – and it continues to be – a subtle instrument of Chinese foreign policy that has waxed and waned in importance since its creation in 2001 depending on Beijing’s assessment of the international security environment. In Ben’s judgment, this is reason enough for us to care and for us to pay attention. Ben’s thesis is a superior piece of scholarship that tells us a great deal about something most of us know little about and does so in an informed and wonderfully entertaining way."

When Things Are Not What They Seem: Explaining the Success of Countering Violent Extremism in Los Angeles

Thesis Advisor: Martha Crenshaw

"A policy of countering violent extremism and radicalization, known as “CVE,” was a hallmark of the Obama Administration as it struggled to respond to the threat of “homegrown” jihadist terrorism. But what is CVE? And is it effective? These questions motivated Marina Elmore’s fascinating inquiry into the apparent success of the Los Angeles program, highly praised as a model on the national level. Marina probed deeply into the case to discover that special circumstances predetermined the outcome and that the model was not easily transferable to other cities. For one thing, Los Angeles did not actually face a challenge of violent extremism because it lacked a population susceptible to the appeal of jihadist propaganda. For another, the city had already implemented most of the newly prescribed CVE “best practices,” such as community policing, in efforts to solve earlier social and political problems. Marina’s conclusions are astute, balanced, and fair, and she persuasively demonstrates both how important it is to test commonly held assumptions and how difficult it is to establish standards for policy effectiveness in the counterterrorism field."

Towards DIUx 2.1 or 3.0? Examining DIUx’s Progress Towards Procurement Innovation

"In 2015, Secretary of Defense Ashton Carter announced the creation of Defense Innovation Unit Experimental (DIUx).  Through some great case-based work, Gabbi cuts through the complexity of the traditional acquisition system to observe that DIUX fills two important niches in the defense innovation ecosystem: it facilitates connections between DoD users and the tech community and it exercises non-traditional acquisition authority (called Other Transaction Authorities (OTAs)) to expedite contracting.  But she also cautions that the use of OTA may not be compatible in the long run with the traditional acquisition system, and suggests that future DIUX efforts may have to take advantage of other existing acquisition authorities (which do exist but which are rarely used) to make further progress in improving the coupling between the tech sector and the DoD.  She makes also substantive recommendations that DIUX should take seriously if it wants to survive in the long term."

Evaluating the U.S. Foreign Policy Institutions in Permitting a Coercive Russian Energy Policy

"Following the twin “oil shocks” of the 1970s, the U.S. Government moved effectively to reduce the potential economic and political impact of any future such events by reorienting and reshaping key foreign policy institutions. When, thirty years later, the Russian government under Vladimir Putin began to manipulate Russian deliveries of natural gas to its customers in Europe, the U.S. failed to respond in a focused, deliberate and coordinated way. In this provocative senior thesis, Wyatt asks whether the clumsy American response to Russia’s manipulation of this vital energy resource contributed to Moscow’s alarming behavior. He answers in the affirmative and by so doing forces us to think hard about how seemingly obscure organizational issues impact the effectiveness of U.S. foreign policy. Wyatt’s thesis is bold and a little unsettling. It also reads like a detective novel, which is a tribute to the author’s willingness to run risks in search of a good story."

The Rise and Fall of Secular Politics in Iraq

Thesis Advisor: Lisa Blaydes

"As you know from interacting with Tori over the past year(s), she is a passionate – almost obsessively curious – student of contemporary Iraqi politics. Her drive to understand the case has led her to write a normatively-motivated, policy-relevant thesis on the failure of democratic consolidation in Iraq. Her research suggests that a non-sectarian political future for Iraq was possible; the historical antecedents for such a vision existed. But as a result of a combination of US missteps, Iranian interference and, most importantly, the way these factors manifested into an insecure security environment, secular parties never really had a real chance to succeed even if a plurality of voters supported such an outlook. To write this thesis, Tori invested in her own human capital development in impressive ways. She studied Arabic, learned ArcGIS mapping software, collected original data, and undertook statistical analysis – deploying the skills she had acquired in her four years at Stanford with the goal of answering this research question. In the end, I believe she has the right answer as well. If there was any doubt left in her mind about whether she got it “right,” I feel confident that she would still be puzzling through the research today."

Plutonium Management and Disposition in the United States: History and Analysis of the Program

Thesis Advisor: Rod Ewing

"Alex’s thesis examines the issues related to the failure of the U.S. program for the disposition of excess plutonium from dismantled nuclear weapons. Based on his survey of the literature and interviews with key actors in this program, Alex analyzed the U.S. program and has made a number of important observations and conclusions concerning the causes for the failure of the U.S. program. His most significant conclusion is that one of the major causes of failure was that the U.S. program to use irradiated MOX fuel for the disposition of the plutonium was not consistent with U.S. nuclear policy. The U.S. is pursuing an open nuclear fuel cycle, and thus has limited experience with large scale processing of radioactive materials and the fabrication of MOX fuel. Alex was able to identify a number of other issues, such as over reliance on cost and schedule estimates of the different strategies and a failure to utilize advances in materials science for the development of actinide waste forms. I am very impressed with Alex’s dedication to this research project, and his persistence in the review of an often confusing and obscure literature. We have met regularly over the past year. I outline broad areas that he might investigate, but then he took these ideas and developed them according to his on evaluation of a variety of different sources. He also did an exceptional job of synthesizing the information from the interviews into an interesting and informative chapter in his thesis. Alex’s research will be the basis for a publication, but most importantly, he has opened the door to a whole series of policy issues that require more detailed analysis. He has certainly educated me on a number of these issues."

To Bomb or Stab? The Impact of Ideology and Territorial Control on Rebel Tactics

Thesis Advisors: Joseph Felter, Jeremy Weinstein

“Lumpy” as we know him- explores how rebel groups’ ideology and degree of territorial control affect the type of violence they choose to employ in pursuit of their aims. Using fine grained conflict data and case studies from thirty-six years of insurgency and counterinsurgency in the Philippines, Lumpy finds both quantitative and qualitative evidence in support of the predictive model he develops in his thesis. In sum, rebel groups with weaker ideological commitment and more limited control of the territory they operate in are more likely to initiate indiscriminate attacks such as bombings and employment of improvised explosive devices. More ideologically committed rebels, and those exercising greater territorial control, initiate violence that is comparatively more discriminate such as targeted raids and assassinations. The human toll and economic costs incurred by civil war and insurgency around the world are staggering and continuing to mount. There is an urgent need for policy relevant scholarship that increases our understanding of the local level violence associated with these deadly conflicts and how states can better anticipate and respond to these threats. Lumpy’s thesis makes a significant contribution to these important ends."

Should I Retweet or Should I Go? Pro-ISIS Twitter Communities and American Decapitation Strategy

"There are many studies of the U.S. Government’s use of military force in “decapitation” strikes against terrorist leaders, particularly the effects of these strikes on levels of violence and degree of organizational cohesion. Researchers have also analyzed the relationship between social media and terrorism generally. But the specific question of the social media reactions of jihadist sympathizers to decapitation strikes directed against Islamic State leaders was neglected until the idea occurred to Eli Margolin, who took it up as the subject of her honors thesis. This difficult, demanding, and often frustrating research project required Eli to master new cutting-edge analytical methodologies and struggle to acquire elusive data from the archived Twitter accounts of now banned users, obstacles that she overcame with impressive ability, determination, and sophistication. After extensive and thoughtful consideration of three carefully selected cases, she found that Twitter followers of jihadist causes react quite differently to the deaths of different types of terrorist leaders. Her intellectual ambition and tenacity produced a thesis that is excellent in terms of conceptualization, analytical rigor, and empirical foundation."

From Zero to Sixty: Explaining the Proliferation of Shi’a Militias in Iraq after 2003

"Why has there been a sharp increase in the number of Shia militias in Iraq, a troubling development that may jeopardize Iraqi progress toward stability and democracy? Lauren Newby could not find a good answer in her review of the theoretical literature, so she proposed an original one of her own. Most scholars attribute the proliferation of violent non-state actors to the fragmentation of existing groups through splintering and splitting, whereas Lauren shows that in Iraq the increase is due to the emergence of new groups. Researchers typically focus on groups directly opposing the state, whereas the Iraqi militias side with the incumbent government. Most studies are limited to groups operating in a single bounded conflict zone, whereas the politics of Iraq and Syria are linked. Lauren concludes that the Syrian civil war has been a major impetus for the formation of Shia militias in Iraq and that most are established by Iraqi political parties. Her thesis is exemplary in making a clear and convincing claim, contrasting it to alternative explanations, and providing new supporting evidence from primary sources."

Territorial Disputes in Court: Power, Compliance, and Defiance

"In the wake of the arbitration ruling over the China-Philippines dispute in the South China Sea, AnhViet wanted to understand what the prospects were for this ruling to help resolve the conflict. To do so, he placed this case in the context of other territorial disputes that have involved great powers or states who were significantly more powerful than their adversaries. This led to the central research questions: why and under what conditions do great powers comply with adverse court rulings over territorial issues? The thesis draws nicely on the existing literature to articulate several hypotheses and then tests these hypotheses using a variety of methods. Case studies of the US-Mexico dispute over the Chamizal tract and the Nigeria-Cameroon dispute over the Bakassi Penninsula show that great powers who initially reject adverse court decisions might later find these rulings to be a convenient basis for settlement. He also makes a very important and sophisticated point that great power compliance with court rulings may reflect their ability to keep high salience issues off the agenda. The conclusion is mildly optimistic about the prospects for (eventual) compliance while remaining appropriately clear-eyed about the limits of international law in this context. Overall, AnhViet does an admirable job blending theoretical material, historical case studies, and large n data to develop his argument. Moreover, his application of these lessons to the contemporary case of the South China Sea dispute is nuanced and compelling. In short, AnhViet’s thesis represents an excellent example of how academic research can be made relevant to current policy issues."

On Treaties and Taboos: U.S. Responses to International Norms in the NPT and Genocide Convention (1945-1999)

Thesis Advisor: David Holloway

"Thu-An Pham has written an outstanding thesis on the role of norms in international relations. The United States has not tried strenuously to enforce the Genocide Convention of 1948, which calls for the prevention and punishment of genocide. It has, however, actively sought to enforce the nonproliferation norm expressed in the Nuclear Nonproliferation Treaty of 1968. What explains the difference? On the basis of a subtle theoretical analysis and detailed empirical research, Thu-An offers three answers. First, the Nonproliferation Treaty is better supported than the Genocide Convention by institutions that monitor and enforce compliance. Second, the United States has regarded the norm of nuclear nonproliferation as more important for its national security than the ban on genocide. And third, the nonproliferation norm supports the current international order, which is based on the primacy of states in international relations. The Genocide Convention, by contrast, threatens to weaken the foundations of that order by challenging the primacy of states. Thu-An’s thesis suggests that there are limits on the role that international norms can play in a system of states. This is a wonderful thesis on a crucial issue in international security."

Counting the Czars: Extra-Bureaucratic Appointees in American Foreign Policy

"White House czars are frequently discussed in the press, but most people don’t really know what they are and very few scholars have studied them. Yet the use of czars has serious implications for the presidency—signaling when the regular bureaucracy cannot get the job done. Jack Weller’s thesis provides a novel and important contribution to the study of the American presidency. He compiles an original dataset of every foreign policy czar created during the past 100 years and examines alternative explanations for why some presidents used czars more than others. He finds something surprising: czar creation is NOT driven by the individual management style of the president. Instead, it is driven by the external threat environment. Presidents facing simultaneous wars – as FDR did in World War II and George W. Bush did after 9/11 – are more likely to create czars than others. Jack’s thesis is beautifully written and masterfully argued, earning him the honor of being Stanford’s czar of czars."

Japan is an increasingly divided country between elites and the public as it grapples with whether it should acquire nuclear weapons itself and not rely on America’s protection, a Stanford scholar found.

Sayuri Romei, a political scientist and predoctoral fellow at Stanford’s Center for International Security and Cooperation (CISAC), has a new working paper that describes how Japanese society is grappling with its nuclear future. Romei researches the U.S.-Japan relationship, nuclear security, nationalism and identity in East Asia.

“The shift in the Japanese nuclear debate at the turn of the 21st century did not stem directly from a willingness to deter the new and urgent looming military threats, but was rather the result of a very limited security role that collapsed after the end of the Cold War, and took the shape of a disoriented and shaky Japanese identity,” she wrote.

Japan, a country that suffered two nuclear bombs in WWII, has a well-justified historical “nuclear allergy” that long restrained nuclear weapons ambitions, Romei said. But today, internal questions about Japan’s national sense of identity is causing elites to reconsider the nuclear military option.

She said it’s true that the tone in that debate has been changing in recent years as Japan’s security landscape changes – North Korea and China are building up their nuclear and conventional military programs. On top of this, when the Cold War ended in 1991, the “nuclear umbrella” that the U.S. afforded Japan became “theoretically less justified in an evolving security context,” as Romei describes it. Japan, in turn, sought reassurance from the U.S. that it would not abandon her.

Rethinking Japan's security

Yet the turn of the 21st century is hardly the first time that Japanese elites have discussed a nuclear option, or that they have felt a sense of mistrust towards their ally, she said. Rather than a break from the past, Japanese elites’ behavior suggests a continuity in their thinking:

“It would therefore be more correct to talk of a renaissance of the nuclear debate, rather than an erosion of the nuclear taboo,” Romei said.

What is new in today’s nuclear statements, however, is the increasing intertwining between rethinking security identity issues, a rising nationalism, and a more challenging regional environment, she said.

Along with the necessity to rethink Japan’s security arrangement, pre-WWII nostalgia and nationalism have been growing in Japan as Prime Minister Shinzō Abe's constitutional reforms are being enacted, Romei said. And so, some top officials are reevaluating Japan's nuclear policy in favor of a more self-sufficient approach that fits their increasingly nationalist mood.

“The line between the rethinking of a Japanese security identity and pushing a nationalist agenda into the current nuclear policy is very thin,” wrote Romei.

No longer do Japanese nationalists wish to be perceived as the “faithful dog” in the U.S-Japan alliance, as they resent the “lack of a healthy postwar nationalism,” she said. Restarting some of the country’s nuclear power plants after the Fukushima Daiichi accident was even described by one leading Japanese politician as the first step toward the country acquiring nuclear weapons of its own, she added.

Though some Japanese scholars argue that Japan has been preparing for the acquisition of nuclear weapons since the end of WWII, Romei said that the link between the two sides of the nuclear coin was never really visible in Japan: indeed, the government has historically succeeded in making a sharp distinction between nuclear power for peaceful vs. military purposes.

‘Still very sensitive’

One well-known trait of Japan’s nuclear history is that Japan has a strong popular peace and anti-nuclear movement with public opinion polls set against acquiring nuclear weapons, Romei said. Peace, security, and nuclear matters are in fact deeply linked in postwar Japanese history.

“The constant and consistent work of peace associations and the massive organized demonstrations against Prime Minister Abe’s security reform plans that took place across Japan during the entire summer in 2015 are a relevant sign that public opinion is still very sensitive to a change of pace,” she wrote.

But public opinion and elite opinion “do not speak the same language and are heading in different directions,” she wrote. Elites – political  and  thought leaders, for example – continue to allude to a nuclear option for Japan to defend itself unilaterally, with or without the American nuclear umbrella.

“This sudden proliferation of nuclear statements among Japanese elites  in 2002 has been directly linked by Japan watchers to the break out of the second North Korean nuclear crisis and the rapid buildup of China’s military capabilities,” Romei said.

Trusting America?

But those external threats, she said, are actually used as a “pretext to solve a more deep-rooted and long-standing anxiety that stems from Japan’s own unsuccessful quest for a less reactive, and more proactive post-Cold War identity,” Romei noted.

The level of trust that Japanese elites feel towards their American ally is an important leitmotiv in the country’s nuclear debate, she said.

While during the Cold War U.S. credibility was mainly linked to Japan’s limited role as an ally in a bipolar era, after the collapse of this system Japanese elites slowly began their quest for a new identity, thus questioning and changing the meaning of the U.S.-Japan alliance, Roemi said. Furthermore, the first decade of the 21st century brought about a new nationalist layer that complicates the issue of trust in the ally by adding a populist tone to the domestic nuclear debate.

Romei believes that if the gap in elite-public opinion continues to widen, Japan’s longstanding “nuclear allergy” could be overwhelmed as the government – not necessarily by design – gradually creates the political and cultural conditions that seemingly justify building nuclear weapons, Romei said.

“The turn of the century brought a new strategic environment in which Japan was forced to question its own post-Cold War identity, without eventually succeeding in an actual change,” she wrote.

Romei urges a careful monitoring of Japan’s nuclear debate moving forward – the major political shift in the U.S. caused by the November 2016 presidential elections is a key reason. America’s future political direction will ultimately affect Japan’s sense of identity by easing the questioning of the U.S.-Japan security arrangement.

While the study of the Japanese nuclear debate cannot necessarily offer a prediction of the country’s future nuclear policy choices, it can serve as an important tool to gauge the evolution of Japan’s own perception of its role in the current world order, she said.

Romei is a nuclear security predoctoral fellow at CISAC for 2016-2017 and a doctoral candidate in international relations at Roma Tre University in Rome, Italy. Her dissertation focuses on the relationship between Japan’s nuclear mentality and its identity evolution in the post-WWII era.

Abstract: In 2015 nations agreed to the Sustainable Development Goals, including ending poverty, protecting the planet, and ensuring prosperity for all. To accomplish them, we need to find synergies across the seventeen goals. Fortunately, some co-benefits are clear.  Cutting greenhouse gas emissions does much more than fight climate change.  It saves water and improves water quality. It saves lives, too, as witnessed by the ~20,000 or more people who die from coal pollution each year in the United States, with a million more people worldwide. The low-carbon economy will help stabilize national security, create net jobs, and more.

About the Speaker: Rob Jackson is Douglas Provostial Professor and Chair of the Earth System Science Department at Stanford University and a Senior Fellow in Stanford's Woods Institute for the Environment and Precourt Institute for Energy (jacksonlab.stanford.edu).  As an environmental scientist, he chairs the Global Carbon Project (globalcarbonproject.org), an international organization that tracks natural and anthropogenic greenhouse gas emissions.  His photographs have appeared in many media outlets, including the NY Times, Washington Post, and USA Today, and he has published several books of poetry. Jackson is a Fellow of the American Geophysical Union and the Ecological Society of America and was honored at the White House with a Presidential Early Career Award in Science and Engineering.
