What Does Academic International Relations have to do with Making Policy?

FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.
They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.
FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.
FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

This book compares sub-Saharan Africa and the former Soviet Union, two regions beset by the breakdown of states suffering from extreme official corruption, organized crime extending into warlordism, and the disintegration of economic institutions and public institutions for human services. The contributors not only study state breakdown but also compare the consequences of post-communism with those of post-colonialism.
This chapter looks at the processes of state formation in postcolonial Africa and the former Soviet Union and asks whether those processes make African and Eurasian states especially vulnerable to civil war. In particular, we ask whether the experience of Africa's postcolonial states suggests a similar historical trajectory for the new states that emerged in Eurasia at the beginning of the 1990s. We argue that, despite important differences between the two historical experiences, conditions surrounding state formation in Africa and post-Soviet Eurasia have inhibited the formation of stable and legitimate states and have made war more likely.
The chapter beings by outlining three broad explanatory factors that scholars have used in trying to explain civil wars since 1945: ethnicity, nationalism, and globalization. We argue that these explanations neglect what Klaus Gantzel referred to as "the historicity of war," by which he means "the structural dynamics which condition the emergence and behaviour of actors" in any given period (Gantzel 1997, 139). We then suggest that a focus on state formation is helpful in providing the historical context for understanding civil wars. After surveying the experience of state-building in postcolonial Africa and in Eurasia, we conclude with comparisons and contrasts between the regions.
This article presents an overview of the history of development and the current status of the Soviet and Russian early-warning system, which was built to provide the Soviet strategic forces with information about a missile attack in an event of a nuclear conflict with the United States. Two main components of this system are considered--the network of early-warning radars, and the space-based early-warning system, which includes satellites on highly-elliptical and geosynchronous orbits. The system appears to be capable of detecting a massive attack, but cannot be relied upon to detect individual missile launches.

The Prisoner's Dilemma (PD) is a widely used paradigm to study cooperation in evolutionary biology, as well as in fields as diverse as moral philosophy, sociology, economics and politics. Players are typically assumed to have fixed payoffs for adopting certain strategies, which depend only on the strategy played by the opponent. However, fixed payoffs are not realistic in nature. Utility functions and the associated payoffs from pursuing certain strategies vary among members of a population with numerous factors. In biology such factors include size, age, social status and expected life span; in economics they include socio-economic status, personal preference and past experience; and in politics they include ideology, political interests and public support. Thus, no outcome is identical for any two different players.
The resource dispersion hypothesis (RDH) asserts that, if resources are heterogeneous in space or time, group living might be less costly than was previously thought, regardless of whether individuals gain direct benefits from group membership. The RDH was first proposed more than 20 years ago and has since accumulated considerable support. However, it is sometimes discredited because a priori tests of specific predictions are few, relevant variables have proved difficult to define and measure, and because its assumptions and predictions remain unclear. This is unfortunate because the RDH provides a potentially powerful model of grouping behavior in a diversity of conditions. Moreover, it can be generalized to predict other phenomena, including spacing behavior in nonsocial animals and utilization of resources other than food. Here, we review the empirical support, clarify the predictions of the RDH and argue that they can be used to provide better tests.
Russia's first decade after the collapse of the Soviet Union has been simultaneously tumultuous and transformative. For most of the 1990s the Russian economy was in free fall, the legal system in absentia, and the majority of citizens engaged primarily in survival efforts. Not surprisingly, the former superpower also struggled to adapt to its greatly diminished means and status.
Russia after the Fall examines Russian politics, economics, society, and foreign and security policy. Internationally renowned experts provide retrospective analyses of how Russia has fared in its reform efforts and a prospective look at the challenges ahead. This book will be of interest to scholars, students, and a general audience seeking to better understand where Russia has been and where it is going.
During three decades spent studying the highly charged issue of climate change, I've not been bashful about offering my scientific conclusions - or even my opinions about appropriate public policy. Acting both as a research scientist and as a policy advocate poses some special challenges, and prominent among them is the matter of dealing with the press.
To my mind, the popular media haven't done the best job of covering the science behind this contentious topic. The roots of their difficulties are easy to understand. The first problem is their need for brevity: They have little time on the air, or space on the page, to delve into details. In addition, in covering controversy, especially when there are polarized political positions, journalists generally strive to report "both sides." Got the Democrat? Better get the Republican, too. Doing so ostensibly provides journalistic balance. But achieving the same evenhandedness in describing complex questions typical of science can be considerably more difficult, because there are rarely two mainstream views on any given subject. There may be a complete spectrum of reasoned opinion - or there may be considerable consensus among knowledgeable experts, with the only dissenting voices coming from a few extremists or special interests.
Still, many reporters have been trained to "get both sides." So by agreeing to an interview, a scientist risks getting his or her views stuffed into one of two boxed storylines. In the case of my specialty, climate change, it's either "you're worried" or "it will all be okay." In talking to reporters, I routinely discuss a wide range of possibilities.
The act of suicide can take many forms and is an old "way out". However, the act always engenders some sort of statement in the community left behind. The recent political and war-like statements of suicide bombers trigger both general concerns and scholarly questions. Suicide is an individual act, but at the same time it can give shape to a movement. How can we understand the current acts of suicide bombing? In what way does it raise new ways of thinking about the underlying assumptions and mechanisms behind social behavior?

David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a co-director of the Immigration Policy Lab at Stanford. He has conducted field research in Somalia, Nigeria, Spain, Estonia and France. His principal research interest is on how culture – specifically, language and religion – guides political behavior. He is the author of “Why Muslim Integration Fails in Christian-heritage Societies” and a series of articles on immigrant integration, civil war and terrorism. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.
