FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

About the topic: Products developed using recombinant DNA methods account for over $300 billion in annual U.S. domestic revenues, underlying a so-called “bioeconomy” that has grown 10-15% annually since the invention of genetic engineering ~40 years ago. Yet most of biotechnology has not been imagined let alone made true.  I will review the last decade of work to make biology easier to engineer, from basic science to applied tools.  Particular attention will be given to two underlying trends that are having policy impacts beyond research labs: (i) interconversion of physical genetic material and digital sequence information via advancing DNA sequence and synthesis tools, (ii) coordination of labor across time and place via technical standards supporting composition, measurement, and data exchange.

About the speaker: Drew works on “synthetic biology.”  His group invented genome refactoring to both study and extend the utility of bacteriophage.  His team also realized non-volatile chromosomal digital data storage, amplifying genetic logic gates, and cell-cell communication via engineered DNA messaging.  He led the BIOFAB team that engineered a professional collection of reliably reusable standard biological parts and started the BioBricks Foundation (BBF) as a charity supporting development of a free-to-use language for programming life to benefit all people and the planet.  In 2013 Drew was recognized by the White House for the BBF’s contributions to “open science” and received the Seymour Benzer lectureship from the US NAS.

Drew Endy is a bioengineer at Stanford University who studies and teaches synthetic biology. His goals are civilization-scale flourishing and a renewal of liberal democracy. Prof. Endy helped launch new undergraduate majors in bioengineering at both MIT and Stanford and also the iGEM — a global genetic-engineering “Olympics” enabling thousands of students annually. His past students lead companies like Ginkgo Bioworks and Octant. He is married to Christina Smolke CEO of Antheia the essential medicine company. Endy served on the US National Science Advisory Board for Biosecurity (NSABB) the Committee on Science Technology & Law (CSTL) the International Union for the Conservation of Nature’s (IUCN) Synthetic Biology Task Force and, briefly, the Pentagon’s Defense Innovation Board (DIB). He currently serves on the World Health Organization’s (WHO) Advisory Committee on Variola Virus Research. Esquire magazine recognized Drew as one of the 75 most influential people of the 21st century.

CISAC and FSI Senior Fellow Siegfried Hecker has been awarded the prestigious Science Diplomacy Award from the American Association for the Advancement of Science for his dedication to building bridges through science.

Hecker, director emeritus of the Los Alamos National Laboratory and CISAC co-director from 2007-2012, was honored at the AAAS’s annual conference in Chicago for his “lifetime commitment to using the tools of science to address the challenges of nuclear proliferation and nuclear terrorism and his dedication to building bridges through science during the period following the end of the Cold War."

In nominating Hecker for the 2013 award, Glenn E. Schweitzer, director of the Office for Central Europe and Eurasia at the National Academies, noted that Hecker has been particularly effective in working with government officials and scientific colleagues in Russia, Kazakhstan and North Korea.

"For over two decades, Dr. Hecker has worked on international nuclear security activities and fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials," said AAAS Chief International Officer Vaughan Turekian.

Schweitzer wrote in his nomination that Hecker's activities can be judged on two outcomes: responsible handling of nuclear materials and prevention of dangerous materials from falling into the wrong hands. "On both counts, he scores very high on anyone's ledger," Schweitzer wrote. "In addition, his openness and respect for the views of others have won important friends for the United States around the world."

CABANATUAN, Philippines – CISAC Senior Research Fellow Joe Felter co-teaches the popular class, “Face of Battle,” which dissects several of the great American battles such as Gettysburg and Little Bighorn.

Few of his students, however, likely know of his connection to the little-known, ongoing battles raging across the world in southern Philippines.

Felter was awarded the Assaulter Badge on Feb. 8 by the Philippines Army in recognition of his support in forming the country’s first counterterrorism unit. The Light Reaction Battalion has been battling terrorists and rebels in the Southeast Asian nation for a decade.

Felter, a retired U.S. Army Special Forces colonel, worked closely with Brig. Gen. Dionisio Santiago, the now-retired Philippine Armed Forces chief of staff, to form the elite unit during his stint as a U.S. military attaché in Manila.

The battalion, which fights communist and Islamic militants in the restive south – where more than 40 years of insurgency has taken thousands hostage and claimed more than 150,000 lives – will be expanded to a regiment of 1,500 soldiers.

Felter received the honor during a 10th anniversary celebration of the unit, which was initially trained, equipped and sustained by the U.S. Special Forces.

“It was a real privilege to help the Philippine military establish this counterterrorist unit,” Felter said. “I have so much respect for all they do here and the challenging missions they take on, so it feels great to receive this honor on this special day.”

The ceremony was held at Fort Magsaysay in Cabanatuan, the storied city where the Japanese imprisoned Filipino and American survivors of the brutal Bataan Death March. Filipino and U.S. forces liberated some 500 POWs at the end of World War II in what has become known as The Great Raid. The two militaries remain closely allied today.

The certificate that accompanied his badge of honor says Felter “exerted tremendous effort” in convincing the U.S. government of the need for a counterterrorism unit in the Philippines. Once he did so, he helped activate and train the unit – and kept on the U.S. Special Forces to remain involved.

“Col. Felter has exemplified the essence of soldiery in the fight against terrorism, earning him the admiration, gratitude and respect of the officers, men and women of the Light Reaction Battalion and making him worthy of the honor of being a member of the Counter Terrorist Brotherhood,” reads the certificate.

Felter has spent a decade building an unprecedented database with Filipino military colleagues and coders which tracks tens of thousands of terrorist attacks in the Philippines since 1975. His Empirical Studies of Conflict project is also building insurgency data in Afghanistan, Colombia, Iraq, Pakistan and Vietnam.

Iran should move beyond its "false nationalism" and embrace the significant benefits of a peaceful nuclear approach, Stanford scholars say.

In return, professors Siegfried Hecker and Abbas Milani wrote Jan. 21 in the Bulletin of the Atomic Scientists, the West should neither isolate nor attack Iran  – those approaches would not necessarily stop Iran from weaponizing its nuclear program if it chose to do so.

Interestingly, the Iranian government republished the Hecker-Milani article in Farsi on at least one official website. That could reflect, the scholars say, a "genuine internal debate" in Iran regarding its nuclear future directions.

Hecker is a professor in the Department of Management Science and Engineering, a senior fellow at the Freeman Spogli Institute for International Studies, and the institute's Center for International Security and Cooperation. He is also a former director of Los Alamos National Laboratory. Milani is the director of Iranian Studies at Stanford University and co-director of the Iran Democracy Project at the Hoover Institution. He is also an affiliated faculty member of FSI's Center on Democracy, Development, and the Rule of Law.

In an interview, Milani expressed cautious optimism. "Clearly, this is an important fact that they allowed this article to be posted on an official website. They are rethinking their nuclear program. But there are many others who will oppose it as well."

He added that Iranian reformers – who won the last presidential election – understand that the confrontational approach of Iran's hard-liners was not working. Many people are hurting due to the economic sanctions: inflation is at least 35 percent by official measures and may actually be twice that, Milani said.

South Korean model

As Hecker and Milani wrote in the article, South Korea in the last few decades has become one of the world's preeminent peaceful nuclear energy countries by focusing on the profitable parts of the middle nuclear fuel cycle — reactor component fabrication, fuel fabrication and reactor construction.

However, Hecker acknowledged, there has been talk that South Korea may be seeking consent from Washington for enrichment and reprocessing options beyond peaceful uses. He pointed out, however, that South Korea has had a peaceful nuclear program for four decades.

The problem with a weaponized approach is that it steals away the resources and expertise needed for a civilian-minded energy program, the authors stated.

"For Iran, the lesson of the South Korean experience is clear: Tehran should decide to abandon its enrichment efforts because the costs – technological, economic and political – are not worth the price of keeping the nuclear weapon option open," Hecker and Milani wrote.

When Iran's covert nuclear program was discovered in the early 2000s, the West enacted crippling economic sanctions against the country. Despite oil revenue windfalls, Iran has an economy riled by inflation and on the verge of collapse. 

There is hope. An interim nuclear agreement between Iran and the United Nations Security Council plus Germany that went into effect Jan. 20 consists of a short-term freeze of portions of Iran's nuclear program in exchange for limited sanctions relief for Iran. The idea is to give the countries time to work toward a long-term agreement.

Milani said that after the short-term agreement was reached, Iran's inflation rate began to moderate and its currency rate began to stabilize. That small bit of economic relief may bolster the reformers' argument in favor of a civilian nuclear policy.

"There are many people in Iran who want to see this issue resolved peacefully," said Milani, explaining that the hard-liners are associated with the clergy and Iranian Revolutionary Guard.

How close is Iran to a bomb?

Hecker and Milani warned of a "breakout scenario" in which Iran's centrifuge program could make enough highly enriched uranium (90 percent uranium 235) for a nuclear bomb "in a matter of months or even weeks."  The Iranian scientists would still need to craft a bomb and develop the means to deliver a nuclear weapon, which requires a high level of miniaturization.

"Iran would need a number of years of research, development and testing before it could have a reliable, missile-deliverable nuclear warhead," they wrote, noting the periodic missile threats made by the Iranian Revolutionary Guard against the United States and Israel.

In an interview, Hecker said the primary challenge now is no longer how to keep Iran from the capability, but rather "how to convince Iran it is not in its interest to build the bomb."

He noted that Iranian Foreign Minister Javad Mohammad Zarif told him that it was not in Iran's security interest to build the bomb. "In fact, he added, even the appearance of pursuing the bomb was bad for Iran's security."

As Hecker explained, completely getting rid of the Iranian bomb option is not possible through military action or sanctions with political pressure. "The only chance is through diplomatic means. We need to make it clear to the Iranian regime that they are better off without pursuing the bomb."

For now, Hecker and Milani wrote in their article, the interim agreement will temporarily prevent Iran from reaching a breakout scenario. While a delay is good, more must be done to actually stop the Iranians from militarizing their nuclear program. After all, external pressure did not stop Israel, Pakistan, India, South Africa or North Korea from building nukes.

"Such a decision, we believe, must be made internally, not externally driven," the two Stanford experts wrote.

The Iranian elite should take note of the scant returns of the country's nuclear efforts to date. "After 50 years, Iran has very little to show for its nuclear pursuit," they said.

Iran has one commercial reactor, built by the Russians and only partially ready for electricity production. Another reactor, used primarily for medical isotope production, is on its last legs. The new Iranian reactor planned for Arak is not of modern design nor suited for medical production, and presents serious proliferation concerns because it will produce plutonium suitable for bombs.

"Iran's pride and joy, the uranium centrifuge program, can enrich in one year only as much uranium as the European consortium Urenco can produce in about five hours," wrote Hecker and Milani.

Change in government

The timing may be right for a new nuclear approach, Hecker and Milani wrote. In his September 2013 speech at the United Nations, Iran's new president, Hassan Rouhani, acknowledged that other nations could have "legitimate concerns" about Iran's nuclear program.

"That admission opens up the possibility for objective debate within Iran on the economic and technical costs of its current nuclear trajectory," wrote the Stanford professors. Such a debate would include business leaders, intellectuals and a broad spectrum of civic groups advocating on behalf of the "enormous benefits" of a safe, peaceful nuclear program.

"For this to happen, the international community must of course provide reliable access to uranium and enrichment services," they wrote.

Hecker added that Washington must demonstrate that it is prepared to cooperate with Tehran on a "peaceful nuclear pursuit, and not continue to isolate it."

As for Iran, it would need to operate transparently and implement specific protocols to assure the international community that it would not return to the nuclear weapons option. Both the West and Iran need to save face on such a deal, Milani said.

He noted, "The Iranians need to make a deal that has some real concessions, but they need to sell it at home as a victory."

As Hecker put it, if the Iranians want nuclear energy and relations with the West, they need "nuclear integration, not isolation."

Vinton Cerf, who helped develop the Internet while at Stanford in the 1970s, will deliver the 2014 Drell Lecture at Stanford on Jan. 22. Now the vice president and chief Internet evangelist at Google, Cerf will talk about safety and security in a transnational environment.

Vinton Cerf, a pioneering computer scientist who helped launch the Internet, will talk at Stanford University on Jan. 22 about security in our highly wired, globalized world.

Cerf's talk, "Safety and Security in a Transnational World," is the 2014 installment of the Drell Lecture, which is sponsored by Stanford's Center for International Security and Cooperation at the Freeman Spogli Institute for International Studies. The lecture is named for CISAC's co-founder, Sidney Drell.

The event will take place from 4:30 p.m. to 6 p.m. in the Oak Lounge on the second floor of Tressider Memorial Union. The event is free and open to the media and public; no RSVP is required.

Cerf, who earned a bachelor's degree in mathematics at Stanford University, worked in the Silicon Valley computer industry before serving as an assistant professor at Stanford from 1972 to1976. During that time, he helped co-design the fundamental architecture underlying the Internet. In 1997, President Bill Clinton presented the U.S. National Medal of Technology to Cerf and his colleague, Robert E. Kahn, for founding and developing the Internet. Since 2005, Cerf has worked as the vice president and chief Internet evangelist for Google.
