FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.
Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.
Organizations often record cybersecurity incidents to track employee workload, satisfy auditors, fulfil reporting requirements, or to analyze cyber risk. While security incident databases are often neglected, they contain invaluable information that can be leveraged to assess the threats, vulnerabilities, and impacts of cyber attacks, providing a detailed view of cyber risk in an organization. This paper emphasizes what data is useful for a risk assessments and how data should be recorded.
Stanford researchers working with the U.S. Navy’s Marine Mammal Program in San Diego have discovered a startling variety of newly-recognized bacteria living inside the highly trained dolphins that the Navy uses to protect its ships and submarines, find submerged sea mines and detect underwater intruders. They found similar types of bacteria in wild dolphins as well.
“About three quarters of the bacterial species we found in the dolphins’ mouths are completely new to us,” said David Relman, Stanford professor of microbiology and medicine, and co-author of a paper published in the journal Nature Communications on Wednesday.

These previously unknown bacteria represent “whole new realms of life,” according to Relman.
“Bacteria are among the most well-studied microbes, so it was surprising to discover the degree to which the kinds of bacteria we found were types that have never been described,” he said. “What novelty means is not just new names of species, families, classes or phyla…there’s reason to believe that along with this taxonomic novelty, there’s functional novelty.”
The U.S. Navy has been training dolphins and sea lions to carry out defensive military missions from their bases in San Diego and elsewhere since the early 1960s.
Over the years, it has also funded scientific research and become the single largest contributor to the scientific literature on marine mammals, producing more than 800 publications, according to the Navy.
Relman started working with the Navy more than 15 years ago to identify bacteria suspected of causing stomach ulcers in their dolphins.
His latest project to catalog the bacterial communities (or microbiota) living inside the dolphins began when the Navy asked him to help develop a probiotic bacterial strain that could keep their dolphins healthy, or help sick dolphins get better.
Navy trainers took regular swabs from the dolphins’ mouths and rectal areas, using what looked like a Q-tip, and shipped the samples to Stanford on dry ice for analysis.
Stanford researchers analyzed oral, rectal and gastric samples from the U.S. Navy's dolphins and sea lions, as well as samples from the dolphins' blowholes and the surrounding water.
They also collected samples of the air the dolphins exhaled from their blowholes (known as “chuff”) onto sterile filter paper, as well as samples of their gastric juices using a tube that the dolphins would swallow on command, and for comparison, bacteria from the surrounding water.
The study found a similar amount of diversity and novelty in bacterial samples taken from wild dolphins living in Sarasota Bay off the west coast of Florida, although there were slight differences in the bacteria from the dolphins’ mouths.
Relman said he hoped to develop a profile of the normal microbial communities in healthy dolphins and other marine mammals, so that scientists could detect any early change that might signify an imminent disease, or health problems caused by climate change and ocean warming.
“There’s a lot of concern about the changing conditions of the oceans and what the impact could be on the health of wild marine mammals,” Relman said. “We would love to be able to develop a diagnostic test that would tell us when marine mammals are beginning to suffer from the ill effects of a change in their environment.”
The research could help solve other mysteries, such as how dolphins digest their food, even though they swallow fish whole without chewing them.
The key could be a unique bacterial group that’s also been identified in an endangered species of freshwater dolphins living in China’s Yangtze River, said Elisabeth Bik, a research associate at the Stanford Department of Medicine and lead author on the paper.
“It’s a very intriguing bacterial group that nobody has seen before in any other terrestrial animal group,” said Bik. “I would really love to know more about those bacteria and sequence their genomes to understand more about their functional capacity.”

The study also examined oral, gastric and rectal samples from the Navy’s trained sea lions.
“The sea lions and dolphins are kept at the same facility, they’re fed exactly the same fish, and they’re swimming in the same water…but they’re very, very different in terms of microbiota,” Bik said.
Unlike dolphins, sea lions share many common types of bacteria with their terrestrial cousins.
“Sea lions weren’t that different from other carnivores like dogs and cats,” Bik said. “They’re evolutionarily related to them, and their microbiota looks very similar to those animals. But dolphins don’t really have a terrestrial mammal that’s closely related, and their microbiota looks very different from anything else that people have seen.”
Relman said his team was planning on expanding their study to include other marine mammals such as sea otters, killer whales, baleen whales, grey whales, harbor seals, elephant seals and manatees. Their purpose, in part, is to understand how life in the sea, over the millions of years since the return of mammals, may have shaped the structure of their microbial communities and the roles they play in marine mammal health.
They’re already working to analyze more than 80 samples of killer whale stool that the U.S. National Oceanic and Atmospheric Administration has gathered with the help of specially trained sniffer dogs, which stand on the bow of their boats and point to fresh killer whale feces before it sinks.
The California Department of Fish and Wildlife is contributing samples from the sea otters and seals it studies as part of its conservation, ecological, and monitoring programs.
And the Marine Mammal Center in Sausalito, which is the West Coast’s largest rescue and rehabilitation facility for marine mammals, is sending samples from the seals in its care.
Relman said the research could help scientists begin to answer fundamental questions about life in the ocean.
“Marine mammals remain one of the more poorly understood habitats for studying microbial life, and there would be lots of reasons for thinking that these are important environments to study, in part because of the relevance for the health of these marine mammals, but also because they represent a view into what it means to live in the sea and the nature of our relationship with this vast aspect of our environment,” Relman said.
Collaborators and co-authors on this study included Stephanie Venn-Watson and Kevin Carlin from the National Marine Mammal Foundation, and Eric Jensen from the Space and Naval Warfare Systems Center Pacific, in San Diego.

He is a senior fellow at the Freeman Spogli Institute and the Hoover Institution, and serves as director of the Preventive Defense Project. He is an expert in U.S. foreign policy, national security and arms control. He was the co-director of CISAC from 1988 to 1993, during which time he was also a part-time professor at Stanford. He was a part-time lecturer in the Department of Mathematics at Santa Clara University from 1971 to 1977.

He previously served as deputy secretary of defense (1993-1994) and as under secretary of defense for research and engineering (1977-1981). The United States and India continue to expand strategic ties and areas of collaboration in unprecedented ways. This of course has not come without constraints or significant obstacles. Under the Obama Administration, the relationship has arguably been elevated to a new level of cooperation, but space remains for a potentially significant further expansion of both ties and collaboration on all levels. This will have strategic implications for both nations, their neighbors, and the overall region itself.
As the U.S.-India relationship continues to grow into the 21st century, a new regional construct has the potential for developing along with it. At the confluence of India's Act East foreign policy and the United States' strategic rebalance to Asia lies the relatively undefined domain of the Indo-Pacific. This seminar will touch upon the efforts of the Obama Administration to further this "defining partnership of the 21st century", and then delve into the potential future of the Indo-Pacific and the strategic implications and challenges of a developing Indo-Pacific reality from political, economic, security, and technological perspectives

Philip James Reiner is an Affiliate at Stanford University’s Center for International Security and Cooperation, an Adjunct Senior Fellow with the Asia-Pacific Security Program at the Center for a New American Security, and serves as a consultant to both the private and public sectors. He previously served as Senior Director for South Asia at the National Security Council (NSC), where he successfully led U.S. government efforts to revitalize the U.S.-India bilateral relationship, and oversaw two head-of-state level engagements including the groundbreaking visit of President Obama as Chief Guest at India’s Republic Day celebrations in January 2015. Prior to his appointment as Senior Director, Mr. Reiner served at the NSC for three years, first as Director for Pakistan and then as Senior Advisor for Afghanistan and Pakistan. In these capacities, he helped to manage the war-time requirements of effectively staffing the President, the National Security Advisor, and senior White House and NSC leadership, while helping to lead team efforts to sustain an international coalition of more than 40 countries in Afghanistan, with functional focus on both counterterrorism and countering the proliferation of weapons of mass destruction. He also played an instrumental role in managing significant bilateral and regional crises and helping to reset and rebalance U.S.-Pakistan relations after the tensions of 2011.
Prior to joining the White House, Mr. Reiner worked in the Office of the Under Secretary of Defense for Policy at the Pentagon, where he received the Office of the Secretary of Defense Medal for Exceptional Civilian Service; and at Raytheon Space and Airborne Systems. Mr. Reiner holds a Master’s degree in International Relations from the Johns Hopkins School of Advanced International Studies, and a Bachelor of Arts in Comparative Religions with a minor in History from the University of California at Santa Barbara. He currently resides in the San Francisco Bay Area with his wife and daughter.

It tells the story of his coming of age in the nuclear era, his role in trying to shape and contain it, and how his thinking has changed about the threat these weapons pose.
In a remarkable career, Perry has dealt firsthand with the changing nuclear threat. Decades of experience and special access to top-secret knowledge of strategic nuclear options have given Perry a unique, and chilling, vantage point from which to conclude that nuclear weapons endanger our security rather than securing it.

Abstract: Many see China as a rival superpower to the U.S. and imagine the country’s rise to be a threat to U.S. leadership in Asia and beyond. Arguing against this zero-sum vision, The China Challenge describes a new paradigm in which the real challenge lies in dissuading China from regional aggression while encouraging the country to contribute to the global order. Christensen shows how nationalism and the threat of domestic instability influence the party’s decisions on issues like maritime sovereignty disputes, global financial management, control of the Internet, cliate change, and policies toward Taiwan and Hong Kong. China’s active cooperation is essential to global governance. If China obstructs international efforts to confront nuclear proliferation, civil conflicts, financial instability, and climate change, those efforts will falter, but even if China merely declines to support such efforts, the problems will grow vastly more complicated. Given U.S.-China policy since the end of the Cold War, a balanced strategic approach that does not block China’s rise, but rather shapes its choices so as to deter regional aggression and encourage China’s active participation in international initiatives would be a benefit to both nations.
About the Speaker: Thomas J. Christensen is William P. Boswell Professor of World Politics of Peace and War and Director of the China and the World Program at Princeton University. From 2006-2008 he served as Deputy Assistant Secretary of State for East Asian and Pacific Affairs with responsibility for relations with China, Taiwan, and Mongolia. His research and teaching focus on China’s foreign relations, the international relations of East Asia, and international security. Before arriving at Princeton in 2003, he taught at Cornell University and MIT. He received his Ph.D. in Political Science from Columbia University. Professor Christensen has served on the Board of Directors and the Executive Committee of the National Committee on U.S.-China Relations and as co-editor of the International History and Politics series at Princeton University Press. He is a life member of the Council on Foreign Relations and a Non-Resident Senior Scholar at the Brookings Institution. In 2002 he was presented with a Distinguished Public Service Award by the United States Department of State.

Abstract: This paper seeks to understand the varying degrees to which security agencies perpetrate or collude in torture in the context of state responses to terrorism. The empirical focus is on two key British counterterrorist campaigns: against Irish republican terrorism in the 1970s, and against Al Qaeda-inspired terrorism since 2001. In the former case, British security agencies carried out coercive interrogations on a wide scale; in the latter, they have generally refrained from such practices, although they have allegedly colluded in torture by foreign intelligence services. Why does the extent of British security agency involvement in torture vary between the two periods? Drawing on IR constructivist theory, the paper stresses how the justification and interpretation of the international anti-torture norm in the UK changed between the 1970s and 2000s, with significant implications for the behavior of security officials. It also assesses that institutions, the law and the likelihood of legal sanction play an important role, but finds less support for explanations based around the magnitude of the terrorist threat. The paper seeks to contribute to our understanding of the conditions under which security agencies may be induced to respect human rights.
About the Speaker: Dr. Frank Foley is Lecturer in International Relations at the Department of War Studies, King’s College London. Dr Foley’s research focuses on counterterrorism, human rights, intelligence and police agencies, particularly in Britain, France and the United States. He is the author of Countering Terrorism in Britain and France: Institutions, Norms and the Shadow of the Past (Cambridge University Press, 2013). He has published articles in Security Studies, the Review of International Studies, and the European Journal of Criminal Research and Policy. Dr Foley holds a PhD in Political Science from the European University Institute in Florence. He has been the Zukerman post-doctoral fellow at Stanford University’s Center for International Security and Cooperation (CISAC), and recipient of a “Terrorism Research Award” from the US National Consortium for the Study of Terrorism and Responses to Terrorism (START). Dr Foley has briefed governments and security practitioners on his research findings, including British and French counterterrorist officials and Department of Defense staff at the Pentagon in Washington DC. He comments for a variety of national and international media, including BBC News, France 24 and Voice of America.
