The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Alexander H. Montgomery is a joint International Security Program/Managing the Atom Project Research Fellow at the Belfer Center for Science and International Affairs in the Kennedy School of Government at Harvard University and a Political Science PhD candidate at Stanford University. He has a BA in Physics from the University of Chicago, an MA in Energy and Resources from the University of California, Berkeley, and an MA in Sociology from Stanford University. He has worked as a research associate in high energy physics on the BaBar experiment at Lawrence Berkeley National Laboratory and as a graduate research assistant at the Center for International Security Affairs at Los Alamos National Laboratory. His research interests include political organizations, weapons of mass disruption and destruction, social studies of technology, and interstate social relations. His dissertation asks the question, "What US post-Cold War counterproliferation strategies towards potential nuclear states have been successful and why?"

While the improving U.S. economy remains the engine of growth for the world economy, an underlying trend involving "huge imbalances and risks" should be cause for serious alarm, Paul Volcker warned Feb. 11 during a speech on campus. Americans have virtually no savings, the former chairman of the Federal Reserve said, and the nation is consuming more than it is producing. Furthermore, Social Security and Medicare are threatened by the retirement of millions of baby boomers and skyrocketing health care costs. More broadly, he continued, the world economy is lopsided.

"Altogether, the circumstances seem as dangerous and intractable as I can remember," Volcker said during a keynote address at the second annual summit of the Stanford Institute for Economic Policy Research. "But no one is willing to understand [this] and do anything about it."

Volcker spoke at the end of a daylong conference that attracted about 450 corporate leaders, entrepreneurs, policymakers and academics. The event included discussions on the stability of the global economy, the U.S. economic outlook and the role of the Internet in helping to level the competitive playing field worldwide. The conference also featured sessions on outsourcing, Medicaid and Medicare, technology policy and the Sarbanes-Oxley Act, which was implemented in 2002 to restore investor confidence in corporate America following a series of bankruptcies and far-reaching accounting scandals.

During a morning session, William J. Perry, a former secretary of defense and a senior fellow at the Stanford Institute for International Studies, gave a chillingly stark assessment of the crisis of terrorism that was reinforced by George Shultz, a former secretary of state.

"I fear that we're headed toward an unprecedented catastrophe where a nuclear bomb is detonated in an American city," Perry said. "The bomb will not come in a missile at the hands of a hostile nation. It will come in a truck or a freighter at the hands of a terror group."

Perry, who holds the Michael and Barbara Berberian Professorship, said the "awesome military capability" of the United States has had unintended consequences in that it has increased the incentive for a hostile power, unable to compete in conventional warfare, to acquire weapons of mass destruction and launch terror attacks against America. U.S. military superiority is not particularly effective against such tactics, he said. "There exist terror groups, of which al Qaeda is the most prominent, that have the mission, the intent to kill Americans," Perry said. "They have the capability to do so; they have the resources to do so." A truly nightmare scenario would involve a terror group using nuclear weapons acquired clandestinely, he said: "After 9/11 that threat seems all too real."

Such a catastrophe is preventable, but the United States is not taking the necessary measures to avert it, Perry warned. Important steps should include a major expansion of the Nunn-Lugar Cooperative Threat Reduction Program with the support the G-8 group of industrialized nations. The program was created in 1991 to reduce the threat posed by the legacy of the Soviet nuclear arsenal and succeeded in dismantling and destroying weapons in Kazakhstan, Ukraine and Belarus. Furthermore, Perry said, a clear strategy of "coercive diplomacy" should be used against North Korea and Iran, followed by a major diplomatic initiative to convince other nuclear powers that the threats posed by terrorists are real and not just directed at Americans. "While America must show real leadership in dealing with this problem, [it] cannot deal with it alone," he said.

Shultz, the Thomas W. and Susan B. Ford Distinguished Fellow at the Hoover Institution, said the United States faces a huge problem in combating Islamic radicals intent on using terror to achieve their goals. "Eventually, what they want is to change the way the world works by creating a unified Islamic theocratic state," he said. "It's a worldwide agenda."

Shultz argued that the United States must help supporters of mainstream Islam understand the fundamental nature of the problem so they will take action against the radicals themselves.

"That's why Iraq is of such overwhelming importance," he said. "Here we have a country in the heart of the Middle East where there is a chance. If Iraq can emerge as a sensibly governed country--that's a gigantic event in the Middle East and in this war on terror. Our enemies recognize that just as well as we do, and that's why we're having so many problems."

Other measures that Shultz said should receive greater support include efforts to set up independent media in countries such as Iraq, as well as a revival and expansion of the U.S. diplomatic service, which he said was allowed to atrophy after the end of the Cold War. "We have developed an awesome military capability," he said. "We need a diplomatic capability that is as every bit as good." Shultz also stressed the need to reduce U.S. dependence on foreign oil. "We are out of our cotton-picking minds not to be doing much, much more to figure out how to use much, much less oil," he said to applause from the audience.

In the afternoon, Thomas Friedman, a columnist at the New York Times, also called for greater efforts to develop alternative energy supplies. This should be the "moon shot of our generation," he said.

Friedman discussed how the convergence of personal computers, cheap telecommunication and workflow software has changed the way the world works. In his upcoming book, The World Is Flat: A Brief History of the 21st Century, Friedman explained that the world has shrunk to the point where individuals, not countries or companies, are increasingly able to think and act globally. "And it's not just a bunch of white Westerners," he said. "It's going to be driven by individuals of every color of the rainbow."

Friedman told the audience that these technological advances quietly unfolded just as the 9/11 terror attacks, the Enron collapse and the dot-com bust grabbed America's attention. "People thought globalization was over but actually it turbo-charged globalization; it drove it overseas," he said. "9/11 completely distracted our administration, and then there was Enron. We have hit a fundamentally transformative moment and no one is talking."

In this new scenario, people anywhere in the world will be able to "innovate and not emigrate" if they have the required skills, Friedman said. This means that engineers in India and China will be able to compete on a level playing field with people in this country. "When the world goes flat, everything changes," he said.

To address this challenge, Friedman said the United States must radically improve science, mathematics and engineering education and encourage young people to enter these fields. "We're not doing that," he said. "In the next two years, five years, it won't matter. In 15 years, which is the time it takes to build an engineer, it will matter. We will not be able to sustain our standard of living."

There is no way to deal with the policy and the moral issues related to the use of nuclear weapons without understanding the technical background, at least to the extent that (as I tell students), the politicians representing them, their staff, and the executive leading private companies involved must understand them. The technical knowledge is essential in itself and it also provides a common basis for broader discussion. There are a few major topics under the heading of nuclear issues, and each has an underlying technical component. The dangers are nuclear terrorism, launch of a nuclear weapon owing to warning system failure, and nuclear war, in any of several forms. The positive side includes nuclear energy if it is done right, nuclear medicine and industrial applications.

On November 15, 2005, the Canadian Nuclear Waste Management Organization (NWMO) is required by law to submit a recommendation to the parliament on how Canada should manage its spent nuclear reactor fuel. NWMO, which came into existence on November 15, 2002, is undertaking a creative and iterative process engaging the technical, political, and public communities in arriving at their recommendation. As an integral part of the process, NWMO established an assessment team to develop an analytical framework and a systematic method for evaluating and comparing options. Isaacs, one of two non-Canadian members of the team, will describe the ongoing work with emphasis on the multi-attribute utility analysis that was developed to evaluate the options against a range of technical, economic, and social issues.

Tom Isaacs directs the policy and planning activities of the Lawrence Livermore National Laboratory. He is a member of advisory committees for Oregon State University and Texas A&M University nuclear engineering departments.

Isaacs was a member of the National Research Council committee that produced "One Step at a Time: The Staged Development of Geologic Repositories for High-Level Radioactive Waste," and was a member of the NRC Committee on Building a Long-Term Environmental Quality Research and Development Program in the U.S. Department of Energy.

He was chairman of the Expert Group on Nuclear Education and Training, a 17-nation evaluation sponsored by the Nuclear Energy Agency in Paris. He served on the DOE Science Advisory Committee for Environmental Management. He was a member of the "Blue-Ribbon Panel" on the Future of University Nuclear Engineering Programs and University Research and Training Reactors for the Department of Energy.

Previously, Isaacs was the Executive Director of the advisory committee to the Secretary of Energy and the White House which made recommendations on the need for nuclear regulatory reform in the DOE. He also held several management positions in the High-Level Radioactive Waste Program of the DOE, including Director of Strategic Planning and International Programs, Director of Policy and External Relations, and Deputy Director of the Office of Geologic Repositories. He managed the multi-attribute utility analysis that underpinned the selection of Yucca Mountain as the U.S. repository site.

Isaacs also managed the international technical cooperative program with several European nations and Canada. He was the lead U.S. delegate to the Nuclear Energy Agency's Radioactive Waste Management Committee in Paris and represented the Department with the National Academy of Sciences.

Earlier, Isaacs was Deputy Director of the DOE Office of Safeguards and Security with responsibility for national policy formulation and technical leadership in federal actions to minimize prospects of nuclear proliferation, including establishing the program of technical assistance to the International Atomic Energy Agency for safeguarding nuclear facilities worldwide. He began his career with the U.S. Atomic Energy Commission where he helped oversee the design of the reactor core of the Fast Flux Test Facility (FFTF).

Isaacs graduated with a BS degree in chemical engineering from the University of Pennsylvania, and was a member of the Tau Beta Pi National Engineering Honor Society. He received an MS in engineering and applied physics from Harvard University.

After the 51-48 defeat of the Comprehensive Test Ban Treaty in the Senate, General John Shalikashvili (Former Chair, Joint Chiefs of Staff) commissioned the National Academy of Sciences to examine the following technical issues,* which will be summarized:

  •  US capacity to maintain safety/reliability and design/evaluation of its nuclear stockpile without testing.
  • International/US capability to monitor a nuclear test ban, including evasion scenarios.
  • Ability of nations to increase nuclear capability with/without cheating and the potential effect of cheating on US security.
The talk will describe monitoring progress since the NAS study and it will also suggest topics for future research and broader questions to be resolved to maintain the CTBT process.  Input from the audience will be encouraged to help focus future research.

David Hafemeister is an emeritus professor of physics at California Polytechnic State University.  He spent a dozen years in Washington as Professional Staff Member on the Senate Committees on Foreign Relations and Governmental Affairs (1990-93 on arms control treaties at the end of the Cold War), Science Advisor to Senator John Glenn (1975-77), Special Assistant to Under Secretary of State Benson and Deputy-Under Secretary Nye (1977-78), Visiting Scientist in the State Department Office of Nuclear Proliferation Policy (1979) and Office of Strategic Nuclear Policy (1987), Foster Fellow in the ACDA Strategic Negotiations Division (1997-98), and Study Director at the National Academy of Sciences (2000-02).  He has led technical staffs on nuclear-testing with the State Department (1987), the Senate Foreign Relations Committee (1900-02) and the National Academy of Sciences (2000-02).

The presentation examines the practical problems of reducing the danger of accidental launch and suggests that the current approach to the problem should be reconsidered. First, the U.S. launch-on-warning posture may represent a bigger problem than that of Russia. Second, the efforts to repair or augment the Russian early-warning system should not be pursued as part of the de-alerting agenda, since they probably increase risk of an accidental launch. Finally, the notion of transparency in de-alerting should be reconsidered, for verification prevents de-alerting from being effective. Pavel Podvig joined CISAC as a research associate in 2004. Before that he was a researcher at the Center for Arms Control, Energy and Environmental Studies at the Moscow Institute of Physics and Technology (MIPT). He spent several years as a visiting researcher with the Security Studies Program at MIT and with the Program on Science and Global Security at Princeton University, and he taught physics in MIPT's General Physics Department for more than ten years. At the Center for Arms Control Studies, he worked on various technical and political issues of missile defense; U.S.-Russian arms control negotiations, and structure and history of the Russian strategic forces. During that time he was a principal investigator of a Russian Nuclear Forces research project, which produced a book, Russian Strategic Nuclear Forces. Podvig graduated with honors from the Moscow Institute of Physics and Technology in 1988, with a degree in physics. In 2004 he received a PhD in political science from the Moscow Institute of World Economy and International Relations.

Pavel Podvig is an independent analyst based in Geneva, where he runs his research project, "Russian Nuclear Forces." He is also a Senior Research Fellow at the UN Institute for Disarmament Research and a researcher with the Program on Science and Global Security at Princeton University. Pavel Podvig started his work on arms control at the Center for Arms Control Studies at the Moscow Institute of Physics and Technology (MIPT), which was the first independent research organization in Russia dedicated to analysis of technical issues of disarmament and nonproliferation. Pavel Podvig led the Center for Arms Control Studies project that produced the book, Russian Strategic Nuclear Forces (MIT Press, 2001). In recognition of his work in Russia, the American Physical Society awarded Podvig the Leo Szilard Lectureship Award of 2008 (with Anatoli Diakov). Podvig worked with the Program on Science and Global Security at Princeton University, the Security Studies Program at MIT, and the Center for International Security and Cooperation at Stanford University. His current research focuses on the Russian strategic forces and nuclear weapons complex, as well as technical and political aspects of nuclear nonproliferation, disarmament, missile defense, and U.S.-Russian arms control process. Pavel Podvig is a member of the International Panel on Fissile Materials. He has a  physics degree from MIPT and PhD in political science from the Moscow Institute of World Economy and International Relations.

Herbert L. Abrams is one of 16 committee members who collaborated on this National Academy of Sciences report, known as Biological Effects of Ionizing Radiation VII. BEIR VII develops the most up-to-date and comprehensive risk estimates for cancer and other health effects from exposure to low-level ionizing radiation. It is among the first reports of its kind to include detailed estimates for cancer incidence in addition to cancer mortality. In general, BEIR VII supports previously reported risk estimates for cancer and leukemia, but the availability of new and more extensive data have strengthened confidence in these estimates. A comprehensive review of available biological and biophysical data supports a "linear-no-threshold" (LNT) risk model that the risk of cancer proceeds in a linear fashion at lower doses without a threshold and that the smallest dose has the potential to cause a small increase in risk to humans. The report is from the Board on Radiation Research Effects that is now part of the newly formed Nuclear and Radiation Studies Board.

This volume offers a unique perspective on the discussion of weapons of mass destruction (WMD) by broadening the terms of the debate to include both secular and religious investigations not normally considered. The volume contains a structured dialogue between representatives of the following ethical traditions: Buddhism, Christianity, Confucianism, feminism, Hinduism, Islam, Judaism, liberalism, natural law, pacifism, and realism. There are two introductory chapters on the technical aspects of WMD and international agreements for controlling WMD. A concluding essay compares the different ethical traditions. All the authors address the same set of moral issues and this creates a dialogue both within and across traditions. The debate structure is particularly useful and appealing for pedagogical purposes. The introductory essays on the technical and legal aspects of WMD could easily be used to introduce the subject to students.

After the September 11, 2001 terrorist attacks on the World Trade Center and the Pentagon, many scholars, journalists, and public officials expressed fear about the security of nuclear facilities in the United States.

The reaction to this new terrorist threat has been strong and predictable. Emergency efforts began immediately to deploy more security forces to protect U.S. nuclear facilities after the September 11 attacks. Experts testifying to Congress have strongly advocated adding more security guards and patrols at nuclear facilities to prevent nuclear terrorism. The increased threat of nuclear terrorism, it is argued, must be met with a countervailing increase in nuclear security personnel.

There are understandable incentives for organizational leaders to want to devote more resources and more personnel to address dangerous problems when they are seen to develop. From a political perspective, action must be taken after a major disaster, at a minimum, to let insiders and outsiders see that top officials are doing something to prevent a reoccurrence. If the causes of the problem are uncertain, however, the appropriate reaction is unclear. This article analyzes how we should think about nuclear security and the emerging terrorist threats. It presents a warning about the most simple, and most tempting, solution to our new nuclear terrorism problem: to add more security forces to protect power plants, weapons facilities, and nuclear storage sites. The article uncovers the dark side of redundancy by focusing on how efforts to improve nuclear security can inadvertently backfire, increasing the risks they are designed to reduce.

Dr. M. Elisabeth Paté-Cornell was born in Dakar, Senegal. Her academic degrees are in mathematics and physics (BS, Marseilles, France, 1968), applied mathematics and computer science (MS and Engineer Degree, Institut Polytechnique de Grenoble, France, 1970; 1971), operations research (MS, Stanford, 1972), and engineering-economic systems (Stanford, PhD, 1978). She was an Assistant Professor of Civil Engineering at MIT (1978 to 1981). In 1981, she joined the Stanford Department of Industrial Engineering and Engineering Management, where she became Professor (1991), then Chair (1997). In 1999, she was named the Burt and Deedee McMurtry Professor in the Stanford School of Engineering. She oversaw from 1999, the merger of two Stanford departments to form a new department of Management Science and Engineering, which she chaired from January 2000 to June 2011. She is a Senior Fellow (by courtesy) of the Stanford Freeman Spogli Institute for International Studies. She joined CISAC as an affiliated faculty member in September 2011.

She was elected to the National Academy of Engineering in 1995, to its Council (2001-2007), and to the French Académie des Technologies (2003). She was a member of the President’s Intelligence Advisory Board (2001-2004; 2006-2008). Her current memberships include the Boards of Trustees of the Aerospace Corp. (2004-), of InQtel (2006-) and of Draper Corporation (2009-). She is a member of the Board of Advisors of the Naval Postgraduate School, which she chaired from 2004 to 2006.

She is a world leader in engineering risk analysis and management and more generally, the use of Bayesian probability to process incomplete information. Her research and that of her Engineering Risk Research Group at Stanford have focused on the inclusion of technical and management factors in probabilistic risk analysis models with applications to the NASA shuttle tiles, offshore oil platforms and medical systems. Since 2001, she has combined risk analysis and game analysis to assess intelligence information and risks of terrorist attacks.

She is past president (1995)/fellow of the Society for Risk Analysis, and fellow of the Institute for Operations Research and Management Science. She has been a consultant to many industrial firms and government organizations. She has authored or co-authored more than a hundred papers in refereed journals and conference proceedings. She has received several best-paper awards from professional organizations and peer-reviewed journals.
