The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Recently, post-explosion nuclear forensics, or nuclear attribution, has gained a new spotlight within the scientific and policymaking community working on nuclear weapons. Academics are beginning to ask whether post-explosion forensics might create a replacement for an international nonproliferation regime or at least offer a fallback option to deter states and individuals from selling nuclear materials. This paper examines current attribution technology from unclassified literature and finds the technology to be well developed but not foolproof, such that nuclear attribution currently provides little deterrent value. If current capabilities were publicized more thoroughly, and if the post-explosion process of assessing the evidence were internationalized, states and intermediate actors might be deterred more effectively. This paper also discusses the development of a nuclear fingerprint database; while useful, its impact on deterrence would be minimal.

On Oct. 9, 2006, North Korea conducted a nuclear test and proclaimed itself a world nuclear power. The explosion yield was less than one kiloton, much less than the first nuclear test of other states and even less than the expected yield of four kilotons that North Korean officials forecast to their Chinese counterparts.

Nonetheless, the test demonstrated Pyongyang's mastery of the nuclear fuel cycle and at least rudimentary nuclear-weapon design and manufacturing capabilities.

On Feb. 13, North Korea signed a six-party agreement to take initial actions to implement a Sept. 19, 2005 Joint Statement for the eventual abandonment of its nuclear weapons program. While this is welcome news, the road to the abandonment of North Korean nuclear weapons and capabilities will be long and arduous, and success is far from guaranteed. Its nuclear program still poses significant risks to international security, the most serious of which is the export of nuclear materials, expertise or technologies to states such as Iran and the potential for subsequent proliferation to terrorists.

Does the proliferation of nuclear weapons cause ongoing conflicts to diminish or to intensify? The spread of nuclear weapons to South Asia offers an opportunity to investigate this crucial question. Optimistic scholars argue that by threatening to raise the cost of war astronomically, nuclear weapons make armed conflict in South Asia extremely unlikely. Pessimistic scholars maintain that nuclear weapons make the subcontinent war-prone, because of technological, political, and organizational problems. This book argues that nuclear weapons have destabilized the subcontinent, principally because of their interaction with India and Pakistan's territorial preferences and relative military capabilities. These findings challenge both optimistic and pessimistic conventional wisdom and have implications beyond South Asia.

We have learned little from the cataclysms of September 11 and Hurricane Katrina. When it comes to catastrophe, America is living on borrowed time--and squandering it.

The truth is, acts of terror cannot always be prevented, and nature continues to show its fury in frighteningly unpredictable ways. Resiliency, argues Flynn, must now become our national motto. With chilling frankness and clarity, Flynn paints an all-too-real scenario of the threats we face within our own borders. A terrorist attack on a tanker carrying liquefied natural gas into Boston Harbor could kill thousands and leave millions more of New Englanders without power or heat. The destruction of a ship with a cargo of oil in Long Beach, California, could bring the West Coast economy to its knees and endanger the surrounding population. But even these alarmingly plausible terrorist scenarios pale in comparison to the potential destruction wrought by a major earthquake or hurricane.

Our growing exposure to man-made and natural perils is largely rooted in our own negligence, as we take for granted the infrastructure handed down to us by earlier generations. Once the envy of the world, this infrastructure is now crumbling. After decades of neglect, our public health system leaves us at the mercy of microbes that could kill millions in the next flu pandemic. Flash flooding could wipe out a fifty-year-old dam north of Phoenix, placing thousands of homes and lives at risk. The next San Francisco earthquake could destroy century-old levees, contaminating the freshwater supply that most of California relies on for survival.

It doesn't have to be this way. The Edge of Disaster tells us what we can do about it, as individuals and as a society. We can--and, Flynn argues, we must--construct a more resilient nation. With the wounds of recent national tragedies still unhealed, the time to act is now. By tackling head-on, eyes open the perils that lie before us, we can remain true to our most important and endearing national trait: our sense of optimism about the future and our conviction that we can change it for the better for ourselves--and our children.

Siegfried S. Hecker, a prominent U.S. expert on nuclear technology and policy, was appointed co-director of the Center for International Security and Cooperation, in the Freeman Spogli Institute for International Studies at Stanford University on Jan. 16. He also assumed positions as a professor (research) in the Stanford School of Engineering's Department of Management Science and Engineering and a senior fellow at FSI.

Hecker's "scientific achievements as a metallurgist, his leadership and talent as the head of a renowned U.S. Department of Energy laboratory and his decades-long dedication to improving global security make him an extraordinary choice to help direct CISAC in the years ahead," FSI Director Coit D. Blacker said, announcing the appointment.

Political science Professor Scott Sagan, whom Hecker joins as a co-director of CISAC, said he is "thrilled to have Sig Hecker as a partner" in leading the center. "Hecker follows in a long line of distinguished scientists--Sidney Drell, William Perry, Michael May, and Christopher Chyba--who have become leaders of CISAC's efforts to produce cutting edge policy-relevant research," Sagan noted. "Stanford University is extremely fortunate to be able to have a scholar-practitioner of Sig Hecker's stature coming to CISAC to help guide our multidisciplinary efforts to address the tough security challenges facing the world right now."

The center, traditionally co-directed by a scientist and social scientist since its founding in 1983 by physicist Drell and political scientist John Lewis, draws from a range of disciplines to focus on current problems in international security.

An emeritus director of Los Alamos National Laboratory, Hecker has fostered U.S. cooperation with Russian nuclear laboratories for 15 years to secure the vast stockpile of former Soviet nuclear weapons and materials. At CISAC, where he has been a visiting professor since fall 2005, Hecker has contributed to international projects to prevent the spread of nuclear weapons and secure materials for making them.

Looking forward to the new assignments, Hecker said, "I have enjoyed the Stanford environment--the students, faculty, and the great range of international issues being examined. I look forward to the new challenge of leading CISAC with Scott Sagan, as well as teaching and research in management science and engineering."

With Lewis, Hecker has made three visits to the Democratic People's Republic of Korea in the last three years, gaining rare access to and expertise on North Korea's nuclear weapons program. His reports on the program's status provide valuable insights to U.S. diplomats and scholars seeking to resolve the nuclear crisis on the Korean peninsula. With Sagan, Hecker has participated in meetings with security experts from China, India, Pakistan, Russia, and the United States to secure nuclear weapons and materials and lessen tensions in South Asia.

Last fall, Hecker co-taught Stanford's popular management science and engineering course, Technology and National Security, with CISAC and MS&E colleague Perry. Hecker lectured on nuclear weapons history and technical fundamentals, nuclear terrorism, and North Korea.

"Dr. Hecker has added 'outstanding professor' to his list of many accomplishments," Perry said. "I am delighted he has accepted this appointment and look forward to working with him."

This analysis questions President George W. Bush's reasons for refusing to follow a number of provisions of the U.S.-India Peaceful Atomic Energy Cooperation Act.

In his oral bill-signing statement to reporters and members of the public, President Bush praised the bill he was signing. He did not mention his disagreements with Congress on several of the provisions of the bill. However, in a separate written signing statement, he made clear that he, not Congress, conducts foreign policy and therefore has the greater say on what that policy should be. He declared: "Given the Constitution's commitment to the presidency of the authority to conduct the Nation's foreign affairs, the executive branch shall construe such policy statements as advisory." Thus, he concluded, he will not follow some of the provisions of the new statute: "My approval of the Act [by signing it] does not constitute my adoption of the statements of foreign policy in the Act as U.S. foreign policy."

Noah Richmond (speaker) is a CISAC Zukerman Fellow and a Stanford Center on International Conflict and Negotiation fellow. His research has focused on the structure and management of the U.S. officer corps, organizing the U.S. military for new domains of warfare including space and cyberspace, and ballistic missile defense. His current research focuses on international, supra-national, and national control regimes for dual-use technologies. Most recently he co-chaired the working group on new domains of warfare for the Beyond Goldwater-Nichols Study conducted at the Center for Strategic and International Studies. Richmond has previously consulted for the Institute for Defense Analyses, RAND, and Strategic Decisions Group. He received his BS in mathematics from the Massachusetts Institute of Technology, an MS in engineering-economic systems and operations research from Stanford, and a PhD in management science and engineering from Stanford. Richmond is currently a law student at Stanford Law School (class of 2008), where his studies focus on intellectual property and international trade.

David Elliott (respondent) was staff director for science and technology at the National Security Council (NCS) and then vice president at SAIC and SRI. At NCS his portfolio included export control matters, which included the international coordination of our policy. During his time at NCS, major emphases emerged on civilian nuclear issues after the Indian nuclear test and on computer technology as its importance became evident. At CISAC he has contributed to work in cyber security and information technology. Elliott received his BS in physics from Stanford University and both his MS and PhD in experimental high energy physics from the California Institute of Technology.

A major component of the strategy to prevent attacks with Weapons of Mass Destruction (WMD) by transnational terrorist groups requires the widespread utilization of chemical, biological and radiological detection systems. Whether or not one can actually deploy these sensors may well depend on the public perception of the sensor's invasion of their privacy and the court's interpretation of the sensors' challenge to the Constitution's search and seizure protections. However, if scientists and engineers designing new sensors take cognizance of the perspective taken by courts in the past, they will stand a much better chance of providing technical solutions that will balance the Fourth Amendment and civil liberties against the modern realities of terrorist threats. This seminar will discuss and solicit ideas on how legal interpretations of the fourth Amendment can be used to help design modern sensor systems.

Don Prosnitz is currently the deputy drector (programs) for nonproliferation, homeland and international security at Lawrence Livermore National Laboratory and is responsible for overseeing all of the directorate's technical programs. He received his BS from Yale University and his PhD in physics from the Massachusetts Institute of Technology. He then spent two years as an assistant professor in the Engineering and Applied Science Department at Yale before joining Lawrence Livermore National Laboratory as an experimental laser physicist. Over the next three decades, he conducted research on lasers, particle accelerators, high-power microwaves, free-electron lasers, and remote sensing, and managed the design, construction, and operation of numerous research facilities. In 1990, he was awarded the U.S. Particle Accelerator Award for Achievement in Accelerator Physics and Technology; in 2002, he was named a Fellow of the American Physical Society. He has served on multiple technical panels, including a Defense Science Board study and various intelligence committees. He is currently a member of the National Academies of Science Board on Chemical Sciences and Technology. In 1996, Prosnitz was briefly detailed to the Department of Energy where he provided technical support to the Office of Nonproliferation and National Security. In 1999, Prosnitz was named the chief science and technology advisor for the Department of Justice (DOJ) by Attorney General Janet Reno. In this newly created position, he was responsible for coordinating technology policy among the DOJ's component agencies and with state and local law enforcement entities on science and technology projects and programs. He served on numerous interagency working groups and federal committees, including the National Science and Technology Council, the Data Management Improvement Act Task Force (immigration systems), and the National Human Research Protections Advisory Committee. He advised the attorney general and DOJ officials and component agencies, such as the FBI, DEA, and former INS (Immigration and Nationalization Service), on such technical matters as weapons of mass destruction, forensics, human subject protection, immunization policy, immigration policy, biometrics, border protection, and information technology. In 2003 he returned to LLNL where he promotes continuing education of the workforce with a special emphasis on the interaction of society and technology.

This project involves political scientists, economists, and medical researchers to address the question of whether hunger, poverty, disease and agricultural resource constraints foster civil conflict and international terrorism. Economists have elucidated the links between agricultural stagnation, poverty, and food insecurity, and political scientists have empirically analyzed the role of poverty in facilitating civil conflict.
