The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Jeanne Mager Stellman (speaker) has just recently joined the Department of Preventive Medicine and Community Health at SUNY-Downstate Medical Center in Brooklyn N.Y as Professor and Director of the Division of Environmental Health Sciences. She had been a member of the faculty of the School of Public Health at Columbia University since 1981 and directed the General Public Health track. Stellman is actively engaged in research on herbicides in Vietnam and was director of a multimillion dollar study for the National Academy of Science to develop exposure methodologies for epidemiological studies of military herbicides. She and her husband, Steven D. Stellman, are collaborating on several follow-up studies and, with National Library of Medicine support, she is now creating a website on Vietnam that uses the geographic information system they developed to make it accessible to researchers around the world. The Stellmans are the recipient of The American Legion's Distinguished Service Medal because of their ongoing research and assistance to veterans. In addition, Stellman is now heavily engaged in research and policy in the aftermath of the World Trade Center terrorist attacks. She served on the EPA's Technical Advisory Panel for WTC Cleanup and is a consultant to the Mt. Sinai WTC Medical Monitoring program, where she is co-directing research on the mental health and well-being of the first responders. Stellman served as Editor-in-Chief of the Encyclopedia of Occupational Health and Safety, 4th edition (1998). She is the recipient of a Guggenheim fellowship and was named one of Ms. Magazine's "80 women to watch in the 80's." She has written several books, many monographs and chapters and peer-reviewed publications.

Lynn Eden (discussant) is associate director for research/senior research scholar at the Center for International Security and Cooperation, Freeman Spogli Institute for International Studies, Stanford University. Eden received her Ph.D. in sociology from the University of Michigan, held several pre- and post-doctoral fellowships, and taught in the history department at Carnegie Mellon before coming to Stanford. Lynn Eden is a Senior Research Scholar Emeritus. She was a Senior Research Scholar at Stanford University's Center for International Security and Cooperation until January 2016, as well as was Associate Director for Research. Eden received her Ph.D. in sociology from the University of Michigan, held several pre- and post-doctoral fellowships, and taught in the history department at Carnegie Mellon before coming to Stanford.

In the area of international security, Eden has focused on U.S. foreign and military policy, arms control, the social construction of science and technology, and organizational issues regarding nuclear policy and homeland security. She co-edited, with Steven E. Miller, Nuclear Arguments: Understanding the Strategic Nuclear Arms and Arms Control Debates (Ithaca, N.Y.: Cornell University Press, 1989). She was an editor of The Oxford Companion to American Military History (New York: Oxford University Press, 2000), which takes a social and cultural perspective on war and peace in U.S. history. That volume was chosen as a Main Selection of the History Book Club.

Eden's book Whole World on Fire: Organizations, Knowledge, and Nuclear Weapons Devastation (Ithaca: Cornell University Press, 2004; New Delhi: Manas Publications, 2004) explores how and why the U.S. government--from World War II to the present--has greatly underestimated the damage caused by nuclear weapons by failing to predict damage from firestorms. It shows how well-funded and highly professional organizations, by focusing on what they do well and systematically excluding what they don't, may build a poor representation of the world--a self-reinforcing fallacy that can have serious consequences, from the sinking of the Titanic to not predicting the vulnerability of the World Trade Center to burning jet fuel. Whole World on Fire won the American Sociological Association's 2004 Robert K. Merton Award for best book in science, knowledge, and technology.

Eden has also written on life in small-town America. Her first book, Crisis in Watertown (Ann Arbor: University of Michigan Press, 1972), was her college senior thesis; it was a finalist for a National Book Award in 1973. Her second book, Witness in Philadelphia, with Florence Mars (Baton Rouge: Louisiana State University Press, 1977), about the murders of civil rights workers Schwerner, Chaney, and Goodman in the summer of 1964, was a Book of the Month Club Alternate Selection.

The Comprehensive Nuclear Test Ban Treaty (CTBT) is a pivotal litmus test to determine a nation's "walking-the-walk dedication" on nonproliferation matters. The September Article XIV conference to obtain Entrance-Into-Force was attended by delegations from Iraq, Iran, Pakistan, China, Russia, and 101 other nations, but not the United States, North Korea, and India (1). The views of key global diplomats on the purpose and direction of the CTBT will be cited, followed by an analysis of funding and regional acceptance.

Official proceedings were adjourned for a two-hour session with three non-diplomats and Ambassador Jaap Ramaker (UN Conference on Disarmament chief CTBT negotiator) (2). The technical presentation on CTBT monitoring progress (2005-6 CISAC study) will be summarized (3). Monitoring has advanced since the 1999 Senate defeat by lowering the monitoring threshold from 1 kt to 0.1 kilotons (1-2 kt in a cavity), and by improvements in regional seismology (results of 2006-DPRK test and other data), correlation-wave seismology, interferometric synthetic aperture radar, cooperative monitoring at test sites without losing secrets, radionuclide monitoring improvement by a factor of 10, and other results. This presentation showed that the CTBT was effectively verifiable, in accordance with the Nitze-Baker definition.

CTBT has not been discharged from the Senate's Executive Calendar, thus the United States cannot legally resume nuclear testing without a Senate vote to discharge it. The NPT regime is in trouble; Article IV will mostly allow sensitive fuel cycle operations. The overlap between NPT and CTBT will be discussed. The statement of concern on CTBT by Senator Kyl (Cong. Record, 10-24-07) will be examined. Lastly, a path to Entrance-Into-Force for the CTBT will be described.

David Hafemeister was a 2005-2006 science fellow at CISAC. He is a professor (emeritus) of physics at California Polytechnic State University. He spent a dozen years in Washington as professional staff member for Senate Committees on Foreign Relations and Governmental Affairs (1990-93 on arms control treaties at the end of the Cold War), science advisor to Senator John Glenn (1975-77), special assistant to Under Secretary of State Benson and Deputy-Under Secretary Nye (1977-78), visiting scientist in the State Department's Office of Nuclear Proliferation Policy (1979), the Office of Strategic Nuclear Policy (1987) and study director at the National Academy of Sciences (2000-02). He also held appointments at Carnegie Mellon, MIT, Stanford, Princeton, and the Lawrence-Berkeley, Argonne and Los Alamos national laboratories. He was chair of the APS Forum on Physics and Society (1985-6) and the APS Panel on Public Affairs (1996-7). He has written or edited ten books and 140 articles and was awarded the APS Szilard award in 1996.

This presentation aims at answering questions regarding India's capability to produce weapons-grade plutonium and the impact of the U.S.-India deal, or the lack thereof, on India's nuclear weapons program. The basic answers provided here are that the U.S.-India deal does not significantly affect the military plutonium production program. Any reduction in weapons-grade plutonium production could be compensated for by any of several methods that would, however, require government decision and budget allocation. The uranium constraint is a serious long-term restraint, particularly, on the civilian power program, which is the major national consumer of natural uranium. There are ways of alleviating and ultimately resolving this constraint, relying on India's domestic uranium resources, which would more than suffice for the remaining life of all the currently existing and planned reactors, if mining and milling capacity could be commissioned on time. The U.S.-India deal would alleviate the near-term uranium supply-demand mismatch by allowing uranium imports into the country. In the meantime, India is pursuing several strategies discussed here to ease its impending uranium supply crunch.

Chaim Braun is a vice president of Altos Management Partners, Inc., and a CISAC science fellow and affiliate. He is a member of the Near-Term Deployment and the Economic Cross-Cut Working Groups of the Department of Energy (DOE) Generation IV Roadmap study. He conducted several nuclear economics-related studies for the DOE Nuclear Energy Office, the Energy Information Administration, the Electric Power Research Institute, the Nuclear Energy Institute, Non-Proliferation Trust International, and others. Braun has worked as a member of Bechtel Power Corporation's Nuclear Management Group, and led studies on power plant performance and economics used to support maintenance services. Braun has worked on a study of safeguarding the Agreed Framework in North Korea, was the co-leader of a NATO Study of Terrorist Threats to Nuclear Power Plants, led CISAC's Summer Study on Terrorist Threats to Research Reactors, and most recently co-authored an article with former CISAC Co-Director Chris Chyba on nuclear proliferation rings.

This summer the DOE Energy Information Agency released its study of the McCain/Lieberman Climate Stewardship bill, concluding that the largest single effect of these carbon controls would be the construction of 145 gigawatts of new U.S. nuclear capacity by 2030, more than doubling the existing 100 gigawatts. From the perspective of the early 1990's, today's resurgent interest in nuclear energy may appear surprising. This seminar will review what changed over the last 20 years that returned nuclear energy to broad public attention today, and will discuss the range of possible nuclear energy futures and their implications for security and the environment.

Per F. Peterson is Professor and previous chair of the Department of Nuclear Engineering at the University of California, Berkeley. He received his BS in Mechanical Engineering at the University of Nevada, Reno, in 1982. After working at Bechtel on high-level radioactive waste processing from 1982 to 1985, he received a MS degree in Mechanical Engineering at the University of California, Berkeley in 1986 and a PhD in 1988. He was a JSPS Fellow at the Tokyo Institute of Technology from 1989 to 1990 and a National Science Foundation Presidential Young Investigator from 1990 to 1995. He is past chairman of the Thermal Hydraulics Division (1996-1997) and a Fellow (2002) of the American Nuclear Society, a recipient of the Fusion Power Associates Excellence in Fusion Engineering Award (1999), and has served as editor for three journals.

Professor Peterson's work focuses on applications in energy and environmental systems, including passive reactor safety systems, inertial fusion energy, and nuclear materials management and security. His research interests focus on thermal hydraulics, heat and mass transfer, nonproliferation and nuclear security. He is author of over 100 archival journal articles and over 130 conference publications on these topics.

Scott Sagan (speaker) is a professor of political science and co-director of Stanford's Center for International Security and Cooperation. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as a special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon. He has also served as a consultant to the office of the Secretary of Defense and at the Sandia National Laboratory and the Los Alamos National Laboratory. Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989), The Limits of Safety: Organizations, Accidents, and Nuclear Weapons (Princeton University Press, 1993), and with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: A Debate Renewed (W.W. Norton, 2002). He is the co-editor of Peter R. Lavoy, Scott D. Sagan, and James L. Wirtz, Planning the Unthinkable (Cornell University Press, 2000). Sagan was the recipient of Stanford University's 1996 Hoagland Prize for Undergraduate Teaching and the 1998 Dean's Award for Distinguished Teaching. As part of CISAC's mission of training the next generation of security specialists he and Stephen Stedman founded Stanford's Interschool Honors Program in International Security Studies in 2000. His recent articles include "How to Keep the Bomb From Iran," in Foreign Affairs (September-October 2006); "The Madman Nuclear Alert: Secrecy, Signaling, and Safety in October 1969" co-written by Jeremi Suri and published in International Security in spring 2003; and "The Problem of Redundancy Problem: Will More Nuclear Security Forces Produce More Nuclear Security?" published in Risk Analysis in 2004. In addition to these works, Sagan is also finishing a collection of essays for a book tentatively entitled Inside Nuclear South Asia.

Paul Kapur (discussant) is a visiting professor at CISAC, on leave from the U.S. Naval War College, where he is an associate professor in the Department of Strategic Research. Before joining the War College in 2006, Kapur was visiting professor at CISAC and assistant professor of Government at Claremont McKenna College. He also served as a postdoctoral fellow at the University of Chicago, where he received his PhD in political science. His research interests include the strategic effects of nuclear weapons proliferation, deterrence theory, and the international security environment in South Asia. Kapur is author of Dangerous Deterrent: Nuclear Weapons Proliferation and Conflict in South Asia (Stanford University Press, 2007). His work has also appeared in journals such as International Security, Security Studies, Asian Survey, and Asian Security.

In 2017, he received the International Studies Association’s Susan Strange Award which recognizes the scholar whose “singular intellect, assertiveness, and insight most challenge conventional wisdom and intellectual and organizational complacency" in the international studies community. Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.

From the Pulitzer Prize-winning author of The Making of the Atomic Bomb, here is the story of the entire postwar superpower arms race, climaxing during the Reagan-Gorbachev decade when the United States and the Soviet Union came within scant hours of nuclear war--and then nearly agreed to abolish nuclear weapons.

Rhodes reveals how the Reagan administration's unprecedented arms buildup in the early 1980s led ailing Soviet leader Yuri Andropov to conclude that Reagan must be preparing for a nuclear war. In the fall of 1983, when NATO staged a larger than usual series of field exercises that included, uniquely, a practice run-up to a nuclear attack, the Soviet military came very close to launching a defensive first strike on Europe and North America. With Soviet aircraft loaded with nuclear bombs warming up on East German runways, U.S. intelligence organizations finally realized the danger. Then Reagan, out of deep conviction, launched the arms-reduction campaign of his second presidential term and set the stage for his famous 1986 summit meeting with Gorbachev in Reykjavik, Iceland, and the breakthroughs that followed.

Rhodes reveals the early influence of neoconservatives and right-wing figures such as Richard Perle, Donald Rumsfeld, Dick Cheney, and Paul Wolfowitz. We see how Perle in particular sabotaged the Reykjavik meeting by convincing Reagan that mutual nuclear disarmament meant giving up his cherished dream of strategic defense (the Star Wars system). Rhodes' detailed exploration of these and other events constitutes a prehistory of the neoconservatives, demonstrating that the manipulation of government and public opinion with fake intelligence and threat inflation that the administration of George W. Bush has used to justify the current "war on terror" and the disastrous invasion of Iraq were developed and applied in the Reagan era and even before.

Drawing on personal interviews with both Soviet and U.S. participants, and on a wealth of new documentation, memoir literature, and oral history that has become available only in the past ten years, Rhodes recounts what actually happened in the final years of the Cold War that led to its dramatic end. The story is new, compelling, and continually surprising--a revelatory re-creation of a hugely important era of our recent history.

Physicist Wolfgang "Pief" K. H. Panofsky, who co-created a historic undergraduate course at Stanford that gave rise to CISAC, remained an important contributor to the center's research until his death on Sept. 24.

In 1970 Panofsky, then director of the Stanford Linear Accelerator Center, joined John Barton, a Stanford Law School professor, and John Lewis, a political science professor, in creating the undergraduate course, Arms Control and Disarmament, to which CISAC traces its origin. The course, which continues today as International Security in a Changing World, taught students about how international security policy is made and illuminated the dangers of a possible nuclear war.

"We have lost a close and revered colleague in Pief Panofksy," said CISAC co-director Scott Sagan. "Without Pief, John Barton, and John Lewis, the center would not have been created when it was, through the course on arms control and international security. And his continued involvement with CISAC over the years enriched our research immeasurably."

A few days before he passed away, Panofsky attended a Stanford workshop, held at CISAC Sept. 19-21, to examine the security implications of increased global reliance on nuclear power. Dean Wilkening, CISAC senior research scientist, said that as the workshop concluded, Panofsky left the group of 40 experts with the reminder that events in the next few decades could have a dramatic impact on the expansion of nuclear power.

He referred to events such as "regime change in states with uranium enrichment or plutonium reprocessing facilities, the discovery of inventory discrepancies within the nuclear fuel cycle where significant quantities of fissile material are unaccounted for, and intercepts of illicit trafficking of a significant quantity of fissile material," Wilkening said, a list Michael May, former CISAC co-director, dubbed "Pief's 'black swans,'" hugely significant but hard-to-predict events.

Wilkening said Panofsky called him on Sept. 23 and volunteered to write up his thoughts on the subject "because he 'had some free time.'"

The workshop was the most recent example of Panofsky's many contributions to CISAC's research and of his dedication to arms control and global security.

"As those who knew him know, Pief was a man of boundless energy and clear thought," Wilkening said. "Pief's passing is a great loss, but his memory serves to inspire many of us to work tirelessly toward those aspirations to which we are truly committed."

Talk delivered at dinner during CISAC's conference, "The Security Implications of Increased Global Reliance on Nuclear Power," Wednesday, 19 September 2007, Stanford University.

Introduction: "Since you're dealing with the transition ongoing in the world to nuclear energy, I thought it might be comforting to hear a little about the problems of earlier energy transitions--from wood to coal and from coal to oil as well as natural gas and nuclear power. Energy transitions take time, writes Arnulf Grübler. 'Hardly any innovation diffuses into a vacuum,' he says. 'Along its growth trajectory, an innovation interacts with existing techniques...and changes its technological, economic, and social characteristics....Decades are required for the diffusion of significant innovations, and even longer time spans are needed to develop infrastructures....' The diffusion process is a process of learning, and humans learn slowly."

Twenty-one years ago, at the October 1986 Reykjavik Summit, President Ronald Reagan and Russian President Mikhail Gorbachev entered into an unprecedented dialogue regarding their desire to eliminate their countries' nuclear weapons; in 2006 a conference at the Hoover Institution attempted to rekindle the vision of that historic meeting; now, in the fall of 2007, this policy brief published collaboratively by the World Security Institute and Lawyers Alliance for World Security seeks to reinforce the goals of those who seek a world without nuclear weapons.
