FSI researchers examine the role of energy sources from regulatory, economic and societal angles. The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.
Nuclear Forensics: Role, State of the Art, Program Needs
This report was produced by a joint Working Group (WG) of the American Physical Society (APS) Panel on Public Affairs and the American Association for the Advancement of Science (AAAS) Center Science, Technology and Security Policy. The primary purpose of this report is to provide the Congress, U.S. government agencies and other institutions involved in nuclear forensics with a clear unclassified statement on the the state of the art of nuclear forensics; and assessment of its potential for preventing and identifying unattributed nuclear attacks; and identification of the policies, resources and human talent to fulfill that potential. The WG formally met twice, once in Washington, D.C., and once in Palo Alto, California, to hear presentation from staff of the DOE/NNSA, the DHS, the DOS, the DTRA, and Congress. The sessions were unclassified, although several members of the WG have access to classified material.
BP's chief scientist discusses secure, sustainable energy in Drell Lecture
Steven E. Koonin, chief scientist for BP in London, gave an address titled "Energy, Environment, Security: Can We Have It All?" at 4 p.m. Monday, Feb. 4, in the Frances C. Arrillaga Alumni Center.
The talk, free and open to the public, was this year's Drell Lecture, hosted by Stanford's Center for International Security and Cooperation in the Freeman Spogli Institute for International Studies.
In 2004, Koonin joined BP, one of the world's largest energy companies, as group chief scientist. He is responsible for the company's long-range technology plans and activities, particularly those "beyond petroleum." His purview also includes BP's major university research programs around the world, and he provides technical advice to BP's senior executives.
The annual Drell Lecture, named for CISAC co-founder Sidney Drell, professor emeritus at the Stanford Linear Accelerator Center, and endowed by Albert and Cicely Wheelon, traditionally addresses a current, critical national or international security issue with important scientific or technical dimensions. Previous Drell lecturers have included New York Times correspondent Thom Shanker; the Rev. J. Bryan Hehir, a Harvard professor; Mohamed ElBaradei, director-general of the International Atomic Energy Agency; physician Margaret Hamburg; astronaut and Stanford alumna Sally Ride; and physicist Freeman Dyson.

In addition to many articles and book chapters on contemporary Russia, she is the author of two single authored books: Resisting the State: Reform and Retrenchment in Post-Soviet Russia (Cambridge, 2006), and Local Heroes: The Political Economy of Russian Regional Governance (Princeton, 1997). She is also co-editor (along with Michael McFaul) of After the Collapse of Communism: Comparative Lessons of Transitions (Cambridge, 2004).
She received a BA and MA in Political Science from the University of Toronto, and a PhD in Government from Harvard University. She speaks Russian and French.
Pavel Podvig (discussant) joined CISAC as a research associate in 2004. Before that he was a researcher at the Center for Arms Control, Energy and Environmental Studies at the Moscow Institute of Physics and Technology (MIPT). He worked as a visiting researcher with the Security Studies Program at MIT and with the Program on Science and Global Security at Princeton University, and he taught physics in MIPT's General Physics Department for more than ten years. Podvig graduated with honors from the Moscow Institute of Physics and Technology in 1988, with a degree in physics. In 2004 he received a PhD in political science from the Moscow Institute of World Economy and International Relations. His research has focused on technical and political issues of missile defense, space security, U.S.-Russian relations, structure and capabilities of the Russian strategic forces, and nuclear nonproliferation. He was the head of the Russian Strategic Nuclear Forces research project and the editor of a book of the same title, which is considered a definitive source of information on Russian strategic forces.

Kathryn Stoner is the Mosbacher Director of the Center on Democracy, Development, and the Rule of Law (CDDRL), and a Senior Fellow at CDDRL and the Center on International Security and Cooperation at FSI. From 2017 to 2021, she served as FSI's Deputy Director. She is Professor of Political Science (by courtesy) at Stanford and she teaches in the Department of Political Science, and in the Program on International Relations, as well as in the Ford Dorsey Master's in International Policy Program. She is also a Senior Fellow (by courtesy) at the Hoover Institution.
Prior to coming to Stanford in 2004, she was on the faculty at Princeton University for nine years, jointly appointed to the Department of Politics and the Princeton School for International and Public Affairs (formerly the Woodrow Wilson School). At Princeton she received the Ralph O. Glendinning Preceptorship awarded to outstanding junior faculty. She also served as a Visiting Associate Professor of Political Science at Columbia University, and an Assistant Professor of Political Science at McGill University. She has held fellowships at Harvard University as well as the Woodrow Wilson Center in Washington, DC.

Pavel Podvig
Pavel Podvig is an independent analyst based in Geneva, where he runs his research project, "Russian Nuclear Forces." He is also a Senior Research Fellow at the UN Institute for Disarmament Research and a researcher with the Program on Science and Global Security at Princeton University. Pavel Podvig started his work on arms control at the Center for Arms Control Studies at the Moscow Institute of Physics and Technology (MIPT), which was the first independent research organization in Russia dedicated to analysis of technical issues of disarmament and nonproliferation. Pavel Podvig led the Center for Arms Control Studies project that produced the book, Russian Strategic Nuclear Forces (MIT Press, 2001). In recognition of his work in Russia, the American Physical Society awarded Podvig the Leo Szilard Lectureship Award of 2008 (with Anatoli Diakov). Podvig worked with the Program on Science and Global Security at Princeton University, the Security Studies Program at MIT, and the Center for International Security and Cooperation at Stanford University. His current research focuses on the Russian strategic forces and nuclear weapons complex, as well as technical and political aspects of nuclear nonproliferation, disarmament, missile defense, and U.S.-Russian arms control process. Pavel Podvig is a member of the International Panel on Fissile Materials. He has a physics degree from MIPT and PhD in political science from the Moscow Institute of World Economy and International Relations.

Institutional Biosafety Committees: A System in Need of Overhaul
Margaret Race is an ecologist working with NASA through the SETI Institute in Mountain View CA and a former CISAC Science Fellow. She recently completed a study on public decision making and risk communication associated with the construction of BSL-3 and BSL-4 biocontainment labs nationwide. The study, which was begun during her fellowship at Stanford University and CISAC, reflects her longstanding interest in risk perceptions, legal and societal issues, public communication and education associated with controversial science and technological proposals. In her work with NASA, she focuses on planetary protection and the search for extraterrestrial life--which will someday involve construction of a BSL-4 biocontainment lab for handling and testing scientific samples returned from Mars and other solar system locations. During the past decade, she has been a lead member of an international team of researchers that helped NASA develop a protocol for the quarantine, handling, and testing of extraterrestrial samples from Mars. She has served on numerous National Resource Council studies analyzing risk communication and societal issues associated environmental protection on Earth and in space. Dr. Race received her BA degree in Biology and MS degree in Energy Management and Policy from the University of Pennsylvania, and her PhD in Ecology/Zoology from the University of California at Berkeley. Her teaching and research work has included positions at Stanford University (Human Biology Program), UC Berkeley (Assistant Dean, College of Natural Resources), and Office of the President, University of California (Senior Science Policy Analyst and Director of Planning). She was also a Postdoctoral Fellow in Marine Policy and Ocean Management at Woods Hole Oceanographic Institution.

Space, American Exceptionalism, and the Next Cold War
Mike Moore is an author, journalist, and speaker, and research fellow at The Independent Institute. He is the author of many articles on national security, conflict resolution, nuclear weapons and proliferation, space weaponry, and related topics. Mike has spoken at many professional conferences and meetings sponsored by scientific organizations and policy institutes. Moore is the former editor of The Bulletin of the Atomic Scientists in 2000, and he has also served as editor of Quill, the magazine of the Society of Professional Journalists. He was general editor of Health Risks and the Press: Perspectives on Media Coverage of Risk Assessment and Health and has been an editor or reporter for the Milwaukee Journal, Chicago Tribune, Chicago Daily News, and the Kansas City Star. His articles have appeared in the Brown Journal of World Affairs, Foreign Service Journal, Yes! A Journal of Positive Futures, and The SAIS Review and International Affairs. He has contributed chapters to The Domestic Sources of American Foreign Policy, Cyberwar, Netwar and the Revolution in Military Affairs and Asia-Pacific Cooperative Security in the 21st Century. The Airborne Laser - Assessment of a Directed Energy Weapon Project
In order to achieve this goal, numerous technical obstacles have to be overcome. This talk presents an independent “best case” analysis of the ABL’s technical capabilities. Calculations of missile trajectories are combined with atmospheric physics and structural mechanics calculations. One result is that the laser will not be able to destroy missile warheads for significant distances, but only missile boosters. Warheads will fall short of intended targets and may endanger third parties. Exemplary calculations are presented to narrow down possible impact points.
Jan Stupl is a doctoral scholar at the Institute for Peace Research and Security Policy at the University of Hamburg, Germany. He finished his studies in 2004 with a diploma thesis in laser physics at the University of Jena, Germany. The last three years he has been working on an interdisciplinary PhD thesis on the topic of the effects of potential high energy lasers weapons. His thesis will include physics and political science aspects.

Energy Security for Developing Countries
Mark Thurber is Research Program Manager at PESD, where he oversees all aspects of the Program's research and is also directly responsible for research on low-income energy services. Before coming to PESD, Dr. Thurber worked in high-tech industry, focusing on volume manufacturing operations in Mexico, China, and Malaysia. This work included a multi-year assignment in Guadalajara developing local technological capability in precision manufacturing measurements. Dr. Thurber holds a PhD from Stanford University in Mechanical Engineering (Thermosciences) and a BSE from Princeton University in Mechanical and Aerospace Engineering with a certificate from the Woodrow Wilson School of Public and International Affairs. His academic research has included engineering studies of gas-phase laser diagnostics as well as policy analyses of technology management in the developing world and power plant emissions reductions strategies in the United States.
