The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Excerpt: "On November 12, during my most recent visit to the Yongbyon Nuclear Complex with Stanford University colleagues John W. Lewis and Robert Carlin, we were shown a 25 to 30 megawatt-electric (MWe) experimental light-water reactor (LWR) in the early stages of construction. It is North Korea's first attempt at LWR technology and we were told it is proceeding with strictly indigenous resources and talent. Richard Rhodes is the author or editor of twenty-three books including The Making of the Atomic Bomb, which won a Pulitzer Prize in Nonfiction, a National Book Award and a National Book Critics Circle Award; Dark Sun: The Making of the Hydrogen Bomb, which was shortlisted for a Pulitzer Prize in History; an investigation of the roots of private violence, Why They Kill; a personal memoir, A Hole in the World; a biography, John James Audubon; and four novels. He has received numerous fellowships for research and writing, including grants from the Ford Foundation, the Guggenheim Foundation, the MacArthur Foundation Program in International Peace and Security and the Alfred P. Sloan Foundation. He has been a visiting scholar at Harvard and MIT and a host and correspondent for documentaries on public television's Frontline and American Experience series.

He is an affiliate of the Center for International Security and Cooperation at Stanford University. A third volume of nuclear history, Arsenals of Folly: The Making of the Nuclear Arms Race, was published in October 2007 by Alfred A. Knopf. It examines the international politics of nuclear weapons thoughout the Cold War.  A fourth and final volume, The Twilight of the Bomb, is currently in bookstores. Rhodes lectures frequently to audiences in the United States and abroad (see Lecturing tab, above). With his wife Ginger Rhodes, a clinical psychologist in private practice in San Francisco, he lives near Half Moon Bay, California.

Edward Blandford is a Postdoctoral Fellow at CISAC. His research focuses on nuclear reactor design at the system level as it impacts security issues for future nuclear infrastructure. In particular, his interests involve the design of advanced reactors with an emphasis on security, emergency preparedness, threat of theft of material, and international safeguards. This work also focuses on the utilization of risk analysis early in the reactor design process to ensure that safety, security, and structural functional requirements are met reliably. In addition to security applications, other research interests include nuclear reactor thermal-hydraulics in support of the safety of nuclear installations, probabilistic risk assessment, performance-based regulation, best-estimate code verification and validation, and material degradation management.

Before coming to CISAC, Edward was a graduate student researcher in the Nuclear Engineering Department at the University of California at Berkeley. His Ph.D. dissertation focused on the design of reduced-scale experiments for advanced high temperature reactors and their role in validating computational models. He received his M.S. in nuclear engineering from UC Berkeley in 2008.

Prior to pursuing graduate work, he worked at the Electric Power Research Institute (EPRI) as a project manager in the Steam Generator Management Program where he managed all thermal-hydraulics related research activity. While at EPRI, Edward worked on a variety of industry-related activities related to material degradation issues and improving plant management.  

Edward studied mechanical engineering at the University of California at Los Angles where he earned a B.S. in 2002. During this period of time, he held Department of Energy research fellowships at both Brookhaven National Laboratory and Lawrence Berkeley National Laboratory working on nuclear and particle physics applications respectively.

Gerald Warburg earned his BA in Political Science and Education at Hampshire College and MA in Political Science at Stanford in 1979, where he worked closely with CISAC fellows. He is now Executive Vice President of Cassidy & Associates, a prominent public affairs firm in Washington DC, and has served as a visiting professor at Georgetown University, Penn, Stanford, and Hampshire. He has also recently been appointed Professor of Practice of Public Policy at the University of Virginia’s Frank Batten School of Leadership and Public Policy. Warburg has more than a decade of experience as a senior aide to members of both the U.S. House and Senate leadership. As Legislative Assistant to U.S. Senate Democratic Whip Alan Cranston on Trade, Defense, and Foreign Policy, he coordinated the Senator’s work on the Committees on Foreign Relations, Intelligence, and the International Finance and Monetary Policy Subcommittee of the Banking Committee. Previously, Mr. Warburg served as Legislative Assistant for Energy, Environment and Trade issues to U.S. Representative Jonathan B. Bingham, Chairman of the International Economic Policy and Trade Subcommittee of the House Foreign Affairs Committee. Mr. Warburg was also an aide to U.S. Senator John Tunney on the Joint Committee on Atomic Energy. He is the author of Conflict and Consensus: The Struggle Between Congress and the President Over Foreign Policymaking (Harper & Row, 1989), and a novel (about Stanford China scholars) entitled The Mandarin Club, (Bancroft Press, 2006).

In mid-September, honors students from the Interschool Honors Programs convened by FSI's Center on Democracy, Development, and the Rule of Law and the Center for International Security and Cooperation traveled to Washington, D.C., with their faculty advisors for senior-level meetings and policy briefings. They met with senior U.S. government officials from the White House, State Department, Homeland Security, and the intelligence community, with representatives of international organizations such as the World Bank, and NGOs, think tanks and other policy forums engaged in international affairs.

CDDRL Policy Briefings

Led by CDDRL Director and FSI Senior Fellow Larry Diamond, Deputy Director and FSI Senior Fellow Kathryn Stoner, and FSI's %people5%, CDDRL students engaged in policy discussions with the National Endowment for Democracy, USAID, the World Bank, the National Security Council, the Center for International Private Enterprise, the Inter-American Dialogue and the Millennium Challenge Corporation.  Sessions were held at the Open Society Institute founded by George Soros and the Community of Democracies.  Students met at the U.S. State Department with Policy Planning staff and the Under Secretary for Economic, Energy and Agricultural Affairs for frank discussions of U.S. policy priorities, the Quadrennial Diplomacy and Development Review and the transformative effects that emerging economic powers, such as China, India and Brazil are exerting on trade, credit, investment, innovation and governance of major and political and economic institutions.

During these sessions, CDDRL students delved into efforts to advance and secure democracy, economic development, good governance, rule of law, corruption control, civil society, and a free media. In the current environment, marked by repression in many countries, multi-pronged efforts to help ensure that the pluralistic institutions of a vibrant civil society are allowed to prosper took on  particular importance.  Another key issue was the role of information technologies, in building and supporting democracy, by creating a robust network of activists and promoting collective action.

The meetings made me think about the many different routes to a possible career in the dynamic world of Washington politics.”

"A key objective of the Washington trip is to expose these talented students to the challenges of policy formulation, implementation, and assessment, as they prepare to write their honors theses this academic year," said Kathryn Stoner-Weiss. For some students, it was a first exposure to the policy process in Washington. Others had interned in policy positions in the nation's capital and overseas, and used their opportunities in September to report back on findings of their previous work, renew contacts and glean new insight and information on evolving issues.

"The discussions we held with senior officials were full, frank, and often, off-the-record to give the students a firsthand opportunity to engage in candid exchange on major issues and to pose probing questions," said Larry Diamond, CDDRL Director. "The players, issues, and dilemmas that arise in the policy process are not always evident from the outside."

CISAC: Focus on Security Issues

The students in CISAC's Interschool Honors Program in International Security Studies-led in Washington by Martha Crenshaw, FSI Senior Fellow and professor (by courtesy) in the Political Science Department; Lynn Eden, Senior Research Scholar and CISAC Associate Director for Research; and teaching assistant Michael Sulmeyer, a CISAC pre-doctoral fellow and third-year Stanford law student-focused on major national and international security issues, including nuclear weapons policy like the new START Treaty to reduce nuclear arms and the Nuclear Posture Review, and counter-terrorism issues such as intelligence gathering and regional analysis. CISAC students first met with four veteran national security reporters at The New York Times, and later with members of the intelligence community, including the Director of the National Counterterrorism Center, Michael Leiter, and the Chairman of the National Intelligence Council, Christopher Kojm.

Students also met with Paul Stockton, Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs. Prior to his government service, Stockton had been a scholar at CISAC and had taught CISAC honors students for three years. CISAC students met with Antony Blinken, who serves as National Security Adviser to Vice President Biden. The students also were exposed to research and publication think-tanks like the Brookings Institution, RAND Corporation, the Center for a New American Security and the New America Foundation. At the end of CISAC's first week in the capital, the students met a dozen Washington-based alumni of the program over dinner, where alumni provided valuable research resources and job advice to their younger counterparts.

"The Washington component of CISAC's honors program provides an invaluable opportunity for our students to learn how the policy-making process works, explore the complexities of international security, and test their preliminary ideas about the topic they have chosen for their honors thesis," said Martha Crenshaw. "In turn, the officials we meet invariably wish to spend longer with our students, some even rearranging their schedules (or trying!) to continue a fascinating and candid conversation."

Highlight: The National Security Council

A major highlight of this year's trip, for both the CISAC and the CDDRL students, was a policy discussion at the National Security Council with two leading Stanford political scientists and foreign policy experts serving in the Obama administration. Political Science Professor Michael A. McFaul, former director of CDDRL and deputy director of FSI, is now Senior Director for Russia on the National Security Council and the president's top advisor on Russia, and Assistant Professor Jeremy M. Weinstein, an affiliated CISAC and CDDRL faculty member, serves as Director for Democracy on the National Security Staff.  Students engaged in a lively discussion of U.S. foreign policy priorities, U.S.-Russian relations, democracy, human rights and economic development.

"Our honors students are fortunate to have the chance to engage in high-level policy discussions, especially with Stanford faculty members serving in Washington," said Coit D. Blacker, Director of the Freeman Spogli Institute for International Studies, who directs the CISAC honors program with Martha Crenshaw and who, under President Clinton, served as special assistant to the President and  Senior Director for Russian, Ukrainian, and Eurasian Affairs on the National Security Council. "Direct exposure to the policymaking process, with all its promise and pitfalls, will make them better scholars and future thought leaders."

"I was struck by the innovative ways in which certain agencies approach democracy promotion," said CDDRL honors student Ayeesha Lalji '11. "I think the struggle is often in packaging programs in the right way so that an impervious nation becomes more open to a vital component of social, political, or economic development."

"The discussions with prominent policy thinkers and current and former senior officials made a deep impression on our students," said Larry Diamond, CDDRL Director.  "These young people--who will go on themselves to be leaders in these fields-- got a vivid sense of how the policy process really works, and why service in government and public affairs is, despite the frequent frustrations, an exciting and noble mission."

"CISAC's ten days in Washington provide our students exceptional access to practitioners of various types and at all levels of the policy world, as well as inside knowledge of today's critical issues," said Martha Crenshaw. "The experience also establishes a solid foundation for a year-long intellectual experience in a weekly research seminar devoted to producing a thesis that makes an original contribution to the field of international security."

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

      Rod Ewing was the Frank Stanton Professor in Nuclear Security and Co-Director of the Center for International Security and Cooperation in the Freeman Spogli Institute for International Studies and a Professor in the Department of Geological Sciences in the School of Earth, Energy and Environmental Sciences at Stanford University. He was also the Edward H. Kraus Distinguished University Professor Emeritus at the University of Michigan, where he had faculty appointments in the Departments of Earth & Environmental Sciences, Nuclear Engineering & Radiological Sciences and Materials Science & Engineering.  He was a Regents' Professor Emeritus at the University of New Mexico, where he was a member of the faculty from 1974 to 1997. Ewing received a B.S. degree in geology from Texas Christian University (1968, summa cum laude) and M.S. (l972) and Ph.D. (l974, with distinction) degrees from Stanford University where he held an NSF Fellowship.    His graduate studies focused on an esoteric group of minerals, metamict Nb-Ta-Ti oxides, which are unusual because they have become amorphous due to radiation damage caused by the presence of radioactive elements. Over the past thirty years, the early study of these unusual minerals has blossomed into a broadly-based research program on radiation effects in complex ceramic materials.  In 2001, the work on radiation-resistant ceramics was recognized by the DOE, Office of Science – Decades of Discovery as one of the top 101 innovations during the previous 25 years. This has led to the development of techniques to predict the long-term behavior of materials, such as those used in radioactive waste disposal.

      He was the author or co-author of over 750 research publications and the editor or co-editor of 18 monographs, proceedings volumes or special issues of journals. He had published widely in mineralogy, geochemistry, materials science, nuclear materials, physics and chemistry in over 100 different ISI journals. He was granted a patent for the development of a highly durable material for the immobilization of excess weapons plutonium.  He was a Founding Editor of the magazine, Elements, which is now supported by 17 earth science societies. He was a Principal Editor for Nano LIFE, an interdisciplinary journal focused on collaboration between physical and medical scientists. In 2014, he was named a Founding Executive Editor of Geochemical Perspective Letters and appointed to the Editorial Advisory Board of Applied Physics Reviews.

      Ewing had received the Hawley Medal of the Mineralogical Association of Canada in 1997 and 2002, a Guggenheim Fellowship in 2002, the Dana Medal of the Mineralogical Society of America in 2006, the Lomonosov Gold Medal of the Russian Academy of Sciences in 2006, a Honorary Doctorate from the Université Pierre et Marie Curie in 2007, the Roebling Medal of the Mineralogical Society of America in 2015, Ian Campbell Medal of the American Geoscience Institute, 2015, the Medal of Excellence in Mineralogical Sciences from the International Mineralogical Association in 2015, the Distinguished Public Service Medal of the Mineralogical Society of America in 2019, and was a foreign Fellow of the Royal Society of Canada. He was also a fellow of the Geological Society of America, Mineralogical Society of America, Mineralogical Society of Great Britain and Ireland, American Geophysical Union, Geochemical Society, American Ceramic Society, the American Association for the Advancement of Science and the Materials Research Society. He was elected a Fellow of the National Academy of Engineering in 2017.

      He was president of the Mineralogical Society of America (2002) and the International Union of Materials Research Societies (1997-1998). He was the President of the American Geoscience Institute (2018). Ewing had served on the Board of Directors of the Geochemical Society, the Board of Governors of the Gemological Institute of America and the Science and Security Board of the Bulletin of the Atomic Scientists.

      He was co-editor of and a contributing author of Radioactive Waste Forms for the Future (North-Holland Physics, Amsterdam, 1988) and Uncertainty Underground – Yucca Mountain and the Nation’s High-Level Nuclear Waste (MIT Press, 2006).  Professor Ewing had served on thirteen National Research Council committees and board for the National Academy of Sciences, Engineering and Medicine that have reviewed issues related to nuclear waste and nuclear weapons. In 2012, he was appointed by President Obama to serve as the Chair of the Nuclear Waste Technical Review Board, which is responsible for ongoing and integrated technical review of DOE activities related to transporting, packaging, storing and disposing of spent nuclear fuel and high-level radioactive waste; he stepped down from the Board in 2017.

Kate Marvel has been named the second annual Perry Fellow for the 2010-2011 academic year.

The Perry Fellowship honors an early or mid-career researcher from the United States or abroad with a record of "outstanding work in natural science, engineering or mathematics...who is dedicated to solving international security problems." Marvel, 29, will spend the year at CISAC conducting research on two projects, Understanding the Regional Consequences of Global Climate Change and Game Changers for Nuclear Energy.

"I'm very honored to be recognized," said Marvel, "but truly all of my colleagues would be deserving of this fellowship. I look forward to working with them as my research progresses over the next year."

Marvel spent the past year at CISAC as a postdoctoral fellow after studying at the University of Cambridge where she received her PhD in applied mathematics and theoretical physics. In addition to researching her project, Modeling Distributed Electric Grids, Marvel co-chaired CISAC's weekly Thursday research seminar with Lynn Eden.

Marvel holds a BA in physics and astronomy from the University of California at Berkeley and has worked at Lawrence Berkeley Laboratory, California, and the African Institute for Mathematical Sciences in South Africa.   She is active in outreach work and has lectured in settings as diverse as a community center in Lesotho, a physics institute in Tehran, and the Secret Garden Party Festival in the UK.

William J. Perry and the Perry Fellowship
Perry earned bachelor's and master's degrees in mathematics from Stanford in 1949 and 1950, and a doctorate from Pennsylvania State University. He went on to found the Silicon Valley electronics company ESL, build a venture capital company and pursue a distinguished career in public service. At the heart of Perry's work is a commitment to bring the rigors of science to international security issues. The William J. Perry Fellow in International Security at Stanford University will pursue this commitment.

How quickly could individual governments, starting from different levels of nuclear-related expertise and technology, develop a nuclear weapon if they chose to do so? This question—which I will call the “nuclear latency” question—is both exceedingly important and poorly understood. It is important because an accurate understanding of both underlying state capabilities and the time needed to utilize such capabilities is necessary to analyze a wide set of nuclear policy issues: for example, dealing with the Iran nuclear crisis (how quickly could Tehran make a weapon from its stockpile of low–enriched uranium?); understanding the relationship between the spread of civilian nuclear power and the spread of nuclear weapons capability (will new civilian programs make breakout to military programs easier and more likely?); evaluating potential NPT reforms (what would be the effects of lengthening the ninety-day notice in the Article X withdrawal clause?); or assessing the stability of a world without nuclear weapons (could disarmed states rearm in five days, five weeks, five months, or five years?). Despite widespread discussion of these policy issues, however, a set of mirror-image analytic failures has limited our ability to make clear predictions about nuclear latency and proliferation: Political scientists working on these subjects have often failed to examine basic technical factors regarding the nuclear fuel cycle that strongly influence how quickly states can get the bomb; the more technical literature about nuclear latency has similarly often failed to examine the political factors that strongly influence the ability of a government to develop nuclear weapons.

Nuclear power and nuclear weapons have a common technological foundation. In pursuit of a civilian fuel cycle-making fuel, building reactors to burn the fuel, and dealing with nuclear waste, which might include extracting some valuable by-products of spent reactor fuel-a nation can develop the capability of producing the material necessary for a bomb, either highly enriched uranium or plutonium. Under civilian cover, North Korea developed a fuel cycle ideally suited to harboring a latent capability for weapons production. In fact, although the country now has the bomb, it does not have much of a nuclear arsenal or any nuclear-generated electricity.

In the 1970s, South Korea was also interested in the bomb, but it gave up those aspirations and, with international assistance, turned its nuclear focus to civilian energy. Today the South Korean nuclear power industry provides nearly 40 percent of the country's electricity, and South Korea is in a position to become a major international exporter of nuclear power plants. The factors that led North Korea to build the bomb and those that led South Korea to forsake it can be instructive for the United States in formulating a policy to restrain Iran's nuclear weapon ambitions, although the political situation there is dramatically different.
