International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

About the Event: How do states build lasting international order? Existing explanations of order formation argue that leading states are incentivized to create binding institutions with robust rules and strong enforcement mechanisms. The stability resulting from such institutionalized orders, scholars argue, allows leading states to geopolitically punch above their weight after they have declined in power. I argue, however, that such explanations overlook the trade-off between stability and flexibility, that leading states are faced with. Flexibility calls for short-term agreements that can be renegotiated when the strategic situation changes. And it allows the leading state to take advantage of relative power increases.Whereas states face significant incentives to err on the side of stability if they predict irreversible decline in power, states face incentives to err on the side of flexibility if they predict relative rise in power.  

 

About the Speaker: Mariya Grinberg is a postdoctoral fellow at the Center for International Security and Cooperation. She received her Ph.D. in political science from the University of Chicago in 2019. Her primary research examines why states trade with their enemies, investigating the product level and temporal variation in wartime commercial policies of states vis-a-vis enemy belligerents. Her broader research interests include international relations theory focusing on order formation and questions of state sovereignty. Prior to coming to CISAC, she was a predoctoral fellow at the Belfer Center’s International Security Program. She holds an M.A. from the University of Chicago's Committee on International Relations and a B.A. from the University of Southern California.

About the Event: If Russia’s 2020 energy activities have appeared chaotic, there is good reason. The Kremlin has taken actions that appear to upend Western expectations, forged over the past decade, that Moscow uses its oil reserves to generate state revenues, and gas exports for political leverage, malign influence, and elite capture. For years, U.S. and European policymakers braced for what appeared to be an inevitable gas crisis in Europe at the outset of 2020, that would be precipitated by a Russian cutoff of the Ukrainian gas transmission system facilitated by Gazprom’s diversionary pipeline proposals: Nord Stream 2 and TurkStream. Instead, EU regulatory action and U.S. sanctions legislation mitigated the immediate threat of an encore performance of the 2009 Russian gas cutoff of Ukraine. Nevertheless, with the global COVID-19 crisis raging, Russian President Vladimir Putin has taken actions in the energy sector toward Belarus, the Balkan region, Ukraine, global oil producers, and even off the Antarctic coastline that fundamentally challenge the assumptions of the previous decade, and are destined to shape thinking about Russia’s energy challenges to Transatlantic strategic security interests for years to come. 

 

About the Speaker: Benjamin L. Schmitt, is a Postdoctoral Research Fellow and Project Development Scientist at the Harvard-Smithsonian Center for Astrophysics, where he focuses on the development of instrumentation and infrastructure for next-generation Antarctic experimental cosmology facilities at the South Pole. From 2015-2019 Benjamin served as European Energy Security Advisor at the U.S. Department of State where he advanced diplomatic engagement vital to the energy and national security interests of the Transatlantic community, with a focus on supporting Ukraine and other nations along NATO’s Eastern Flank facing Russian malign energy activities. Benjamin has been an invited lecturer on European energy security and horizonal energy technologies, most recently with the Harvard Ukraine Research Institute, Harvard Davis Center for Russian and Eurasian Studies, and National Defense University. He continues to publish energy security analysis, including with the Atlantic Council, Harvard International Review, and Center for European Policy Analysis. Schmitt regularly provides expert transatlantic security policy commentary for both print and television media, including with the New York Times, Foreign Policy, the Daily Beast, Voice of America, Germany’s Bild Zeitung, and Ukraine’s Kyiv Post. President Trump’s newly named envoy for arms control, Marshall Billingslea, gave a lengthy interview last week on the administration’s approach to nuclear arms negotiations. He stressed bringing in China, struck a pessimistic note about the sole treaty constraining Russian and U.S. nuclear forces, and offered no ideas for getting Moscow to discuss non-strategic nuclear arms.

Unfortunately, the interview reinforces the view that the Trump administration is unlikely to achieve a nuclear deal…or even develop a serious proposal.

On May 15, the U.S. Ambassador in Warsaw, Georgette Mosbacher, suggested relocating U.S. nuclear weapons based in Germany to Poland. One hopes this was just a mistake by a political appointee unfamiliar with NATO nuclear weapons issues, not a reflection of official U.S. government thinking. Moving nuclear weapons to Poland would prove very problematic.

The U.S. Air Force maintains 20 B61 nuclear gravity bombs at Buchel Air Base in Germany (as well as B61 bombs on the territory of four other NATO members). Kept under U.S. custody, the bombs could, with proper authorization in a conflict, be made available for delivery by German Tornado fighter-bombers. This is part of NATO’s “nuclear sharing” arrangements.

The Tornados are aging, and the German Ministry of Defense is considering purchasing F-18 aircraft to continue the German Air Force’s nuclear delivery capability. That has reopened debate within Germany about the presence of U.S. nuclear arms there, with Social Democratic Party (SPD) parliamentary leader Rolf Mützenich calling for their removal.

On May 14, U.S. Ambassador to Germany Richard Grenell wrote an op-ed expressing concern about not “eroding the solidarity that undergirds NATO’s nuclear deterrent” and calling for the SPD to affirm Germany’s commitment to nuclear sharing. The next day, Ambassador Mosbacher entered the fray, with a tweet suggesting that U.S. nuclear weapons could be relocated to and housed in Poland.

This is a truly bad idea.

First, moving U.S. nuclear weapons to Poland would be expensive. Relocation would require constructing special infrastructure, such as WS3 underground storage vaults, and other equipment to ensure their security. The vaults normally are located within specially hardened aircraft shelters. While not a budget-buster, U.S. and NATO militaries have far more pressing needs to shore up the alliance’s deterrence and defense posture.

Second, deploying the B61 bombs in Poland would make them more vulnerable to Russian preemptive attack in a crisis or conflict. Russia has deployed Iskandr-M ballistic missiles in Kaliningrad. With a range of up to 500 kilometers, these missiles could strike targets in almost all of Poland within a matter of minutes and with very little warning.

Buchel, by contrast, would have longer warning time of an attack, and aircraft flying from there at least begin their flights out of range of Russian air defenses. The two major Polish air bases — which host Polish F-16s that are not, in any case, nuclear capable — are located within range of Russian S400 anti-aircraft missiles deployed in Kaliningrad and their radars.

Third, placing nuclear weapons in Poland would be hugely provocative to Russia. This is not an argument against provoking Russia in general — given its provocative behavior, including a military build-up, bellicose rhetoric, and use of military force against Ukraine. (Indeed, I called in 2014 for Washington to provide lethal military assistance to Ukraine and for U.S. and NATO forces to deploy to the Baltic states, steps that Moscow deemed “provocative.”)

But there is provocative and there is provocative. Putting U.S. nuclear arms so close to Russia would be the latter. Recall the 1962 Cuban Missile Crisis, when the Soviet Union placed nuclear weapons 90 miles from American shores. President John F. Kennedy imposed a naval blockade, which allowed time to work out a settlement with Moscow. In doing so, however, he set aside the recommendation of many of his advisers for air strikes and a full-scale invasion of Cuba.

Fourth, a U.S. proposal to relocate its nuclear weapons to Poland would prove very divisive within NATO. The members of the alliance stated in 1997 that “they have no intention, no plan, and no reason to deploy nuclear weapons on the territory of new [NATO] members.” They incorporated that into the “Founding Act” that established relations between NATO and Russia.

The security circumstances in Europe have changed dramatically and, unfortunately, for the worse over the past 23 years. Despite that, many NATO members still support the “three no’s” regarding nuclear weapons that the alliance adopted in 1997. A U.S. proposal to move the bombs to Poland would divide allies, cause some to question U.S. judgment, and prompt a broader nuclear debate within the alliance at a time when NATO should strive to show a firm and united stance toward Russia.

Relocating U.S. nuclear weapons to Poland would be expensive, militarily unwise because it would make the weapons more vulnerable to preemptive attack, unduly provocative, and divisive within NATO. This was a tweet best not sent. The one thing it does do, however, is give Mr. Mützenich a new talking point for removing the bombs from Germany; citing Ambassador Mosbacher, he can claim: “We can send them to Poland.”

The Department of Defense has begun to ratchet up spending to recapitalize the U.S. strategic nuclear triad and its supporting infrastructure, as several programs move from research and development into the procurement phase.  The projected Pentagon expenditures are at least $167 billion from 2021-2025. This amount does not include the large nuclear warhead sustainment and modernization costs funded by the Department of Energy, projected to cost $81 billion over the next five years.

Nuclear forces require modernization, but that will entail opportunity costs. In a budget environment that offers little prospect of greater defense spending, especially in the COVID19 era, more money for nuclear forces will mean less funding for conventional capabilities.

That has potentially negative consequences for the security of the United States and its allies. While nuclear forces provide day-to-day deterrence, the Pentagon leadership spends most of its time thinking about how to employ conventional forces to manage security challenges around the world. The renewed focus on great power competition further elevates the importance of conventional forces. It is important to get the balance between nuclear and conventional forces right, particularly as the most likely path to use of nuclear arms would be an escalation of a conventional conflict. Having robust conventional forces to prevail in or deter a conventional conflict in the first place could avert a nuclear crisis or worse.

Nuclear Weapons and Budgets

For the foreseeable future, the United States will continue to rely on nuclear deterrence for its security and that of its allies (whether we should be comfortable with that prospect is another question). Many U.S. nuclear weapons systems are aging, and replacing them will cost money, lots of money. The Pentagon’s five-year plan for its nuclear weapons programs proposes $29 billion in fiscal year 2021, rising to $38 billion in fiscal year 2025, as programs move from research and development to procurement. The plan envisages a total of $167 billion over five years. And that total may be understated; weapons costs increase not just as they move to the procurement phase, but as cost overruns and other issues drive the costs up compared to earlier projections.

The Pentagon knew that the procurement “bow wave” of nuclear weapons spending would hit in the 2020s and that funding it would pose a challenge. In October 2015, the principal deputy undersecretary of defense said “We’re looking at that big bow wave and wondering how the heck we’re going to pay for it…  and probably thanking our stars that we won’t be here to have to answer the question.”

The Pentagon’s funding request for fiscal year 2021 includes $4.4 billion for the new Columbia-class ballistic missile submarine that will replace Ohio-class submarines, which will begin to be retired at the end of the decade; $1.2 billion for the life extension program for the Trident II submarine-launched ballistic missile (SLBM); $1.5 billion for the Ground Based Strategic Deterrent, an intercontinental ballistic missile (ICBM) to replace the Minuteman III ICBM; $2.8 billion for the B-21 stealth bomber that will replace the B-1 and B-2 bombers; $500 million for the Long-Range Standoff Missile that will arm B-52 and B-21 bombers; and $7 billion for nuclear command, control and communications systems.

The Pentagon funds primarily go to delivery and command and control systems for nuclear weapons. The National Nuclear Security Administration at the Department of Energy bears the costs of the warheads themselves.  It seeks $15.6 billion for five nuclear warhead life-extension and other infrastructure programs in fiscal year 2021, the first year of a five-year plan totaling $81 billion. The fiscal year 2021 request is nearly $3 billion more than the agency had earlier planned to ask, which suggests these programs are encountering significant cost growth.

Some look at these figures and the overall defense budget (the Pentagon wants a total of $740 billion for fiscal year 2021) and calculate that the cost of building and operating U.S. nuclear forces will amount to “only” 6-7 percent of the defense budget. That may be true, but how relevant is that figure?

By one estimate, the cost of building and operating the F-35 fighter program for the U.S. Air Force, U.S. Navy and U.S. Marines over the program’s lifetime will be $1 trillion. Amortized over 50 years, that amounts to $20 billion per year or “only” 2.7 percent of the Defense Department’s fiscal year 2021 budget request. The problem is that these percentages and lots of other “small” percentages add up. When one includes all of the programs, plus personnel and readiness costs as well as everything else that the Pentagon wants, the percentages will total to more than 100 percent of the figure that Congress is prepared to appropriate for defense.

Opportunity Costs

The defense budget is unlikely to grow. Opportunity costs represent the things the Pentagon has to give up or forgo in order to fund its nuclear weapons programs. The military services gave an indication of these costs with their “unfunded priorities lists,” which this year total $18 billion. These show what the services would like to buy if they had additional funds, and that includes a lot of conventional weapons.

The Air Force, for example, would like to procure an additional twelve F-35 fighters as well as fund advance procurement for an additional twelve F-35s in fiscal year 2022. It would also like to buy three more tanker aircraft than budgeted.

The Army is reorienting from counter-insurgency operations in places such as Afghanistan and Iraq to facing off against major peer competitors, that is, Russia and China. Its wish list includes more long-range precision fires (artillery and short-range surface-to-surface missiles), a new combat vehicle, helicopters and more air and missile defense systems.

The Navy would like to add five F-35s to its aircraft buy, but its bigger desire is more attack submarines and warships, given its target of building up to a fleet of 355 ships. The Navy termed a second Virginia-class attack submarine its top unfunded priority in fiscal year 2021. It has set a requirement for 66 attack submarines and currently has about 50. However, as older Los Angeles-class submarines retire, that number could fall to 42.  Forgoing construction of a Virginia-class submarine does not help to close that gap.

Moreover, the total number of Navy ships, now 293, will decline in the near term, widening the gap to get to 355. The Navy’s five-year shipbuilding program cut five of twelve planned Arleigh Burke-class destroyers, and cost considerations have led the Navy to decide to retire ten older Burke-class destroyers rather than extend their service life for an additional ten years. This comes when China is rapidly expanding its navy, and Russian attack submarines are returning on a more regular cycle to the Atlantic Ocean.

The Navy has said that funding the first Columbia-class ballistic missile submarine forced a cut-back in the number of other ships in its fiscal 2021 shipbuilding request. The decision not to fund a second Virginia-class attack submarine appears to stem directly from the unexpected $3 billion plus-up in funding for the National Nuclear Security Administration’s fiscal year 2021 programs.

These are the opportunity costs of more nuclear weapons: fewer dollars for aircraft, ships, attack submarines and ground combat equipment for conventional deterrence and defense.

Nuclear War and Deterring Conventional Conflict

The principal driving factor behind the size of U.S. nuclear forces comes from Russian nuclear forces and doctrine. Diverse and effective U.S. nuclear forces that can deter a Russian nuclear attack should suffice to deter a nuclear attack by any third country. In contrast to the Cold War, the U.S. military no longer seems to worry much about a “bolt from the blue”—a sudden Soviet or Russian first strike involving a massive number of nuclear weapons designed to destroy the bulk of U.S. strategic forces before they could launch. That is because, under any conceivable scenario, sufficient U.S. strategic forces—principally on ballistic missile submarines at sea—would survive to inflict a devastating retaliatory response.

The most likely scenario for nuclear use between the United States and Russia is a regional conflict fought at the conventional level in which one side begins to lose and decides to escalate by employing a small number of low-yield nuclear weapons, seeking to reverse battlefield losses and signal the strength of its resolve. Questions thus have arisen about whether Russia has an “escalate-to-deescalate” doctrine and whether the 2018 U.S. nuclear posture review lowers the threshold for use of nuclear weapons.

If the United States and its allies have sufficiently robust conventional forces, they can prevail in a regional conflict at the conventional level and push any decision about first use of nuclear weapons onto the other side (Russia, or perhaps China or North Korea depending on the scenario). The other side would have to weigh carefully the likelihood that its first use of nuclear weapons would trigger a nuclear response, opening the decidedly grim prospect of further nuclear escalation and of things spinning out of control. The other side’s leader might calculate that he/she could control the escalation, but that gamble would come with no guarantee.  It would appear a poor bet given the enormous consequences if things go wrong. Happily, the test has never been run.

This is why the opportunity costs of nuclear weapons programs matter. If those programs strip too much funding from conventional forces, they weaken the ability of the United States and its allies to prevail in a conventional conflict—or to deter that conflict in the first place—and increase the possibility that the United States might have to employ nuclear weapons to avert defeat.

For the United States and NATO members, that could mean reemphasis on an aspect of NATO’s Cold War defense policy.  In the 1960s, 1970s and early 1980s, NATO allies faced Soviet and Warsaw Pact conventional forces that had large numerical advantages, and NATO leaders had doubts about their ability to defeat a Soviet/Warsaw Pact attack at the conventional level. NATO policy thus explicitly envisaged that, if direct defense with conventional means failed, the Alliance could deliberately escalate to nuclear weapons. That left many senior NATO political and military officials uneasy. Among other things, it raised uncomfortable questions about the willingness of an American president to risk Chicago for Bonn.

Russia found itself in a similar situation at the end of the 1990s. With a collapsing economy following the break-up of the Soviet Union, the Russian government had to cut defense spending dramatically. As its conventional capabilities atrophied, Moscow adopted a doctrine envisaging first use of nuclear weapons to compensate. (In the past fifteen years, as Russia’s defense spending has increased, a significant amount has gone to modernizing conventional forces.)

The United States and NATO still retain the option of first use of nuclear weapons. If the U.S. president and NATO leaders were to consider resorting to that option, they then would be the ones to have to consider the dicey bet that the other side would not respond with nuclear arms or that, if it did, nuclear escalation somehow could be controlled.

Assuring NATO allies that the United States was prepared to risk Chicago for Bonn consumed a huge amount of time and fair amount of resources during the Cold War. At one point, the U.S. military deployed more than 7000 nuclear weapons in Europe to back up that assurance. Had NATO had sufficiently strong conventional forces, the Alliance would have been able to push that risky decision regarding nuclear first use onto Moscow—or even have been able to take comfort that the allies’ conventional power would suffice to deter a Soviet/Warsaw Pact attack.

In modernizing, maintaining and operating a safe, secure and effective nuclear deterrent, the United States should avoid underfunding conventional forces in ways that increase the prospect of conventional defeat and/or that might tempt an adversary to launch a conventional attack. If Washington gets the balance wildly out of sync, it increases the possibility that the president might face the decision of whether to use nuclear weapons first—knowing that first use would open a Pandora’s box of incalculable and potentially catastrophic consequences.

Getting the Balance Right in the COVID19 Era

This means that the Department of Defense and Congress should take a hard look at the balance. The Pentagon presumably has weighed the trade-offs, though it is not a unitary actor.  “Nuclear weapons are our top priority” has been the view of the leadership. The trade-offs have been easier to manage in the past several years, when nuclear programs were in the research and development phase, and defense budgets in the first three years of the Trump administration grew. As nuclear programs move into the more expensive procurement phase and the fiscal year 2021 budget shows little increase, the challenge of getting the balance right between nuclear and conventional spending has become more acute. It is not apparent that the Pentagon has weighed the opportunity costs over the next ten-fifteen years under less optimistic budget scenarios.

As for Congress, which ultimately sets and approves the budget, no evidence suggests that the legislative branch has closely considered the nuclear vs. conventional trade-offs.

All that was before COVID19. The response to the virus and dealing with the economic disruption it has caused have generated a multi-trillion-dollar budget deficit in 2020 and likely will push up deficits in at least 2021. It would be wise now to consider the impact of COVID19.

Having added trillions of dollars to the federal deficit, and facing an array of pressing health and social needs, will Congress be prepared to continue to devote some 50 percent of discretionary funding to the Department of Defense’s requirements? Quite possibly not. If defense budgets get cut, the Pentagon will face a choice:  shift funds from nuclear to conventional force programs, or accept shrinkage of U.S. conventional force capabilities and—as the United States did in the 1950s and early 1960s—rely on nuclear deterrence to address a broader range of contingencies. In the latter case, that would mean accepting, at least implicitly, a greater prospect that the president would have to face the question of first use of nuclear weapons, i.e., a conventional conflict in which the United States was losing.

This is not to suggest that the U.S. military should forgo the strategic triad. Trident II SLBMs onboard ballistic missile submarines at sea remain the most survivable leg of the strategic deterrent. The bomber/air-breathing leg offers flexibility and can carry out conventional missions. The ICBM leg provides a hedge against a breakthrough in anti-submarine warfare. Moreover, if in a crisis or a conventional conflict, the Russian military were to develop the capability to attack U.S. ballistic missile submarines at sea, the Kremlin leadership might well calculate that it could do so without risking a nuclear response. Attacking U.S. ICBMs, on the other hand, would necessitate pouring hundreds of nuclear warheads into the center of America. A Russian leader presumably would not be so foolish as to think there would be no nuclear retaliation.

While sustaining the ICBM leg, one can question whether maintaining 400 deployed ICBMs, as the current plan envisages, is necessary. Reducing that number for the Ground-Based Strategic Deterrent (GBSD) would achieve budget savings, albeit later in the production run.  Another question is whether some way might be found to extend the service life of some portion of the current Minuteman III force that would allow delaying the GBSD program, which is projected to cost $100 billion, by ten-fifteen years and postponing those costs—freeing up funds in the near term for conventional force requirements.

Another issue concerns the Long-Range Standoff Missile (LRSO) and its cost, estimated at some $20 billion when including the nuclear warheads. The B-21 bomber will incorporate stealth and advanced electronic warfare capabilities allowing it to operate against and penetrate sophisticated air defenses. The LRSO, to be deployed beginning in 2030, is intended to replace older air-launched cruise missiles carried by the B-52 bomber and could later equip the B-21 if it loses its ability to penetrate.

An alternative plan would convert B-52s in 2030 to conventional-only missions and delay the LRSO to a future point if/when it appeared that the B-21’s ability to penetrate could come into question. By 2030, the Air Force should have a significant number of B-21s (the B-21 is scheduled to make its first flight in 2021 and enter service in 2025). With at least 100 planned, the Air Force should have a sufficient number of B-21s for the 300 nuclear weapons it appears to maintain at airfields where nuclear-capable bombers are currently based.

These kinds of ideas would free up billions of dollars in the 2020s that could be reallocated to conventional weapons systems. Delaying the GBSD and LRSO and their associated warhead programs by just one year (fiscal year 2021) would make available some $3 billion—enough money for a Virginia-class attack submarine.  Delaying those programs for ten-fifteen years would make tens of billions of dollars available for the military’s conventional force needs.

All things being equal, it is smarter and more efficient to choose to make decisions to curtail or delay major programs rather than to continue them until the money runs out and forces program termination. As it examines the administration’s proposed fiscal year 2021 defense budget, Congress should carefully consider the trade-offs and press the Pentagon to articulate how it weighed the trade-offs between nuclear and conventional forces. In the end, Congress should understand whether it is funding the force that is most likely to deter not just a nuclear attack, but to deter a conventional conflict that could entail the most likely path to nuclear war.

Ten years ago, the United States and Russia signed the New START treaty—a nuclear arms control agreement that we, as the heads of our governments’ respective delegations, helped negotiate. Since then, New START has played a central role in keeping the peace and preventing a dangerous arms race between the two countries that together possess 90 percent of the world’s nuclear weapons.

Now, however, New START is in trouble: without action to extend it, the treaty will expire in February 2021. Its demise would have worrying implications for the security of the United States, of Russia, and of the world. It could bring a return to nuclear competition and spark mutual suspicion that would push the world to a level of nuclear risk unseen for decades.

About this Event: Why do some governments give foreign militants missiles that can destroy aircraft while giving others only bullets and AK-47s? Why do some governments deploy special operations forces to carry out joint attacks with some insurgent groups, while only giving others basic training on weapons handling? Despite the fact that governments often provide costly - and controversial - forms of support to foreign militant groups, we know little about why some groups receive advanced weapons technology and boots on the ground while others do not. In this presentation, I unpack trends in third-party provision of support through an in-depth examination of the CIA's provision of anti-tank missiles and the Pentagon's deployment of Special Operations Forces to support specific militant groups in the recent Syrian conflict. Drawing from an original dataset of the over 150 Syrian militant brigades that received some form of US support and over 60 interviews with Syrian militants and US and Jordanian government officials, I find that, when militant groups have similar organizational characteristics as the armed forces of their government partners, they are more likely to receive and accept costly forms of support. 

 

About the Speaker: Melissa Carlson is a PhD candidate in the Department of Political Science at U.C. Berkeley, specializing in international relations, comparative politics, and methodology. She will join CISAC in 2019-2020 as a Middle East Initiative Pre-doctoral Fellow. Broadly, her research examines the dynamics of military partnerships between state governments and foreign militant groups. Melissa's dissertation develops an organizational theory of third-party provision of support: when foreign militant groups and state armed forces share similar organizational characteristics, they are more likely to form joint commands, carry out joint attacks, and provide each other with advanced weapons systems.  Melissa's other research interests focus on factors that influence informal cooperation between states, and on how refugee perceptions of host communities, host governments, and aid organizations influence refugee decision-making. Prior to beginning her PhD at U.C. Berkeley, Melissa worked as Public Information consultant for the International Organization for Migration, Iraq Mission in Jordan and Iraqi Kurdistan. Melissa has a M.A. in Political Science from U.C. Berkeley, and a B.A. in International Relations and Politics, Philosophy, and Economics from Claremont McKenna College.

Dr. Melissa Carlson is currently working with the Defense Security Cooperation Agency's Assessment, Monitoring, and Evaluation unit, where she promotes rigorous standards of measuring the effectiveness of the U.S.'s security cooperation and assistance programming. During her tenure at CISAC, she was a postdoctoral research and teaching fellow. She received her PhD in Political Science from the University of California, Berkeley, specializing in international relations, comparative politics, and methodology. Dr. Carlson's primary research examines the factors that influence the variation and intensity of partnerships between governments and foreign militant groups with a focus on the recent conflicts in Iraq and Syria. Her book-style dissertation project finds that, when foreign militant groups and state armed forces share similar organizational characteristics, they are more likely to deploy forces to conduct joint combat operations and provide each other with advanced weapons systems. In other research, Dr. Carlson examines the factors that influence informal and secret security cooperation between states and how misinformation and rumors influence refugees' relationships with host governments, service providers, and smugglers. Her research has been published in the American Political Science Review, the Review of International Organizations, and International Studies Quarterly, among other outlets. Outside of academia, Dr. Carlson has worked as a consultant for the International Organization for Migration's Iraq and Jordan Missions.

Early this year, Vladimir Putin had big plans for an excellent spring:  first, constitutional amendments approved by the legislative branch and public allowing him the opportunity to remain in power until 2036, followed by a huge patriotic celebration of the 75th anniversary of the defeat of Nazi Germany.  Well, stuff happens—specifically, COVID-19.  Putin’s spring has turned out quite differently from what he had hoped.

Big Plans for the Spring

The president surprised Russians on January 15 in his annual speech to the Federal Assembly (the lower house of the Russian legislative branch).  He proposed amending the constitution to reduce the authority of the presidency, increase the power of the Federal Assembly, and provide a legal basis for a State Council.

The amendments prompted speculation that Putin, who likes to have options, sought to create ways to hold on to power after 2024, when term limits would require him to step down from the presidency.  He might become an empowered prime minister or head the State Council.

Then, on March 10, another surprise.  A Federal Assembly deputy proposed an additional amendment that would, in effect, allow Putin to run for president twice more, opening the possibility that he could remain in office until 2036.  He had consistently argued in the past against ending term limits.  However, according to the Kremlin spokesperson, Putin was so taken with the deputy’s justification that he changed his mind on the spot.

Things can move fast in Russia—especially when Putin wants them.  On March 11, the Federal Assembly approved the constitutional amendments by a vote of 383-0, and the Federal Council (Russia’s senate) gave its approval 160-1.  (Nothing like having a rubber-stamp legislative branch.)  Within two days, all 85 regional parliaments had approved the amendments.  The Constitutional Court worked over a weekend and, on March 16, unsurprisingly found the amendments consistent with the constitution.

All told, it took just six days to check the legal requirements for amending the constitution.  Putin, however, desired more.  He called in January for a nationwide referendum on April 22 to approve the package of amendments.  The constitution provides no requirement for such a vote.  Putin wanted it to further legitimize the changes to the constitution.  Popular endorsement would undercut any future challenge should he decide to run for reelection in 2024.

Topping off the spring would be the May 9 celebration of the 75th anniversary of VE Day.  Putin has built this holiday up to rival New Year’s Day, traditionally the biggest holiday for Russians.  The celebration of World War II veterans and a large military parade on Red Square not only remind Russians of their country’s part in defeating Hitler, but they also play well to the themes of nationalism and Russia’s place as a great power on the world stage that Putin has embraced and perpetuated, particularly over the past eight years.

COVID-19 Intrudes

Alas for Putin, reality intruded.  The number of COVID-19 cases began to grow in mid-March.  As of April 21, the country reported over 52,000 cases, with more than half of those just in Moscow.  The number undoubtedly is understated—as in many countries—if for no other reason than some are asymptomatic or suffer mild symptoms.  There are also indications that local health authorities are underreporting cases.

Moscow’s mayor adopted a shelter-at-home policy, but with lots of exceptions.  While the mayor asserted that the city’s hospitals had sufficient capacity, medical staff described more difficult situations, and videos showed ambulances in line to wait hours to admit patients.  The health infrastructure outside of Moscow and other large cities is weaker, raising concern about the virus’s impact in rural areas.

Much like his American counterpart, Putin responded slowly to the mushrooming health crisis, leaving it to mayors and regional authorities to manage.  Sounding a lot like Donald Trump in February, Putin told Russians on April 19 (Orthodox Easter) “the situation is under full control.”  He has raised his public profile the past ten days, conducting videoconferences from his residence outside Moscow.  Russia, however, may be just beginning its COVID-19 trial.

As the number of cases grew in March, questions arose about the feasibility of the April 22 referendum.  Putin apparently very much desired it, and the Kremlin wanted a large turnout to bolster the referendum’s legitimacy.  Some suggested the referendum could be conducted over several days, allowing voters to space out visits to polling stations.  But the Kremlin bowed to reality and announced on March 25 that the referendum would be postponed.

Likewise, the Kremlin hoped that the May 9 commemoration could go forward, and troops began practicing for the military parade (one video showed thousands of soldiers in close formation with no masks).  However, the day’s heroes—World War II veterans now in their 90s—constitute an age-group very vulnerable to COVID-19.  Going forward with a celebration that could devastate their ranks hardly made sense.  On April 16, Putin announced a postponement.

The Economic Prognosis Looks Grim

Instead of a big public endorsement of his constitutional amendments and a patriotic gala on May 9, Putin faces a daunting challenge:  the combination of COVID-19 and an economy in trouble.  Under the virus’s impact, Russia’s already anemic economy is headed for recession.  The International Monetary Fund expects it to contract by 5.5 percent in 2020.

Complicating the economic picture for the Kremlin is continued application of Western sanctions due to Russia’s seizure of Crimea and its conflict with Ukraine in Donbas.  Economists estimate they cost Russia 1-1.5 percent of its gross domestic product.  While Russian officials downplay the effect, they miss few opportunities to ask for their removal.  For example, Putin used his intervention in the March 26 videoconference of G20 leaders to call for an end to all international sanctions.

COVID-19 has another negative impact on the Russian economy.  It has crashed global demand for oil, by far Russia’s most important export.  Perhaps not expecting the economic consequences of the virus, Russia on March 6 did not agree to an OPEC proposal to reduce production.  Igor Sechin, head of the Rosneft Oil Company and a close associate of Putin, reportedly wanted to drive the price down to push U.S. shale oil producers out of the market (their production has boosted the United States to supplant Russia and Saudi Arabia as the world’s largest oil producer).

The price dropped, more than Sechin might have anticipated.  Saudi Arabia responded to Russia’s refusal to cut production by boosting its own output and cutting the price.  On March 8, the price of oil fell 30 percent.  The resulting havoc hurt both sides.  On April 9, Russia and OPEC agreed to cut production by about 10 million barrels per day.

Whether that will suffice is uncertain.  The global economic slowdown has caused demand for oil to drop by 20-25 millions barrels per day.  On April 21, the price of a barrel of Brent oil fell below $20, a price not seen since 2002.  That was down from $74 one year earlier (the Russian government budget was designed to balance at a price of $42 per barrel).  The per barrel export duty collected by the Russian government fell to below $1, also the lowest since 2002.  Russia has to cut 2.5 million of barrels per day of production to meet its part of the April 9 agreement.  With oil storage facilities nearing capacity, there may well be further price drops before things turn around.

None of this is good news for the Russian economy, but how hard a hit it will take remains to be seen.  Thus far, the Kremlin has adopted a stimulus package to counter the COVID-19 economic consequences that is relatively modest, especially compared to programs being implemented by the United States, Germany, Britain and other industrial countries.

Managing the health crisis and its economic consequences, which could affect Putin’s approval rating—something to which the Kremlin pays extraordinarily close attention—is now the Russian president’s top preoccupation.  This is not anything like he anticipated three months ago.

Title: Lobbyists, Public Relations and “Malign Activities”: The JCPOA as a Case Study of Foreign Influence

Abstract: In July 2015, the P5+1 announced the conclusion of the Joint Comprehensive Plan of Action (JCPOA), known colloquially as the “Iran nuclear deal,” an agreement between Iran and the P5+1 to place limits on the Iranian nuclear program. The agreement was controversial not only within American domestic politics, but also in the eyes of American allies in the Middle East that are commonly thought to exercise significant influence over American foreign policy. Using the JCPOA as a case study on foreign influence in American political decision-making, this thesis analyzes the influence strategies of Israel, Saudi Arabia, and Iran from 2013 to 2018 while assessing the efficacy of these strategies. Based on the theoretical literature, I propose four different influence strategies: direct and indirect lobbying, and direct and indirect shaping of the information space. As a result of nearly forty interviews with former government officials, ambassadors, policy advocates, and regional experts, this thesis finds that while foreign influence does not drive US foreign policy, it can act as an important intervening factor, raising or lowering the costs of political decision-making and amplifying existing preferences within the American political system. Thus, this thesis provides a nuanced perspective on foreign influence in American decision-making, showing the real impact that such campaigns can have while eschewing the idea that American policymakers lack agency in important foreign policy matters.

Title: The Repatriation Dilemma: European Countries and Islamic State Foreign Terrorist Fighters

Abstract: This thesis explains differences in European countries’ approaches to the repatriation of Islamic State foreign terrorist fighters (FTFs). Following the territorial defeat of the Islamic State, the United States urged European countries to take back their citizens who travelled to Syria and Iraq to join the caliphate. Some have done so, while others have not. This thesis is the first study to analyze the variation in responses to this request and uses an original dataset of FTF repatriation across 16 European countries. I apply a nested analysis research design to evaluate four explanatory variables: a country’s history of jihadist attacks, justice system capability, desire for a better relationship with the United States, and domestic political pressure. I arbitrate among these potential explanations though a medium-N analysis and case studies of the United Kingdom and the Republic of North Macedonia. I suggest that NATO aspirants are more likely to repatriate FTFs. The empirical evidence I collect does not support the other three hypotheses. I also propose that high evidentiary requirements in legal systems present a challenge to FTF repatriation. This thesis advances the literature’s understanding of the responsiveness of U.S. allies and partners to Washington’s demands, and it expands the counterterrorism scholarship to address a novel question regarding a salient and divisive policy debate.

Title: Keeping Pace: Addressing Life Sciences Dual Use Risk Across U.S. Government Agencies

Abstract: Why do different institutions address the same security challenge in different ways? Global biosecurity governance is ill-equipped to stay apace with advances in biotechnology. While almost all necessary life sciences research incurs the risk for misuse, certain experiments with higher risk to human health if misused are labelled dual use research of concern (DURC). U.S. government policies to guide public funding for DURC experiments attempt to outline lists of experiment types or select agents that constitute DURC. However, experts argue some experiments are definitionally DURC, but they do not fall within the scope of the U.S. policy. This thesis analyzes how the National Institutes of Health (NIH) and the Defense Advanced Research Projects Agency (DARPA) approach funding two of these experiment types: gene drives and virus engineering for pandemic preparedness. Tracing each agency’s approach to funding these experiments, as well as their institutional history and culture, leads to several findings. First, when experiment types test the limits of what biosecurity policies are scoped to address, agencies tend to respond in accordance with their mission. However, decisions by agency directors may influence the response as well. Coherent leadership and strategies are critical for preserving the integrity of the scientific enterprise and for protecting humanity from biological threats – including natural, accidental, and deliberate release of biological products that could cause human suffering. By studying the ways different agencies respond when they have to address new biosecurity challenges, governments can better assess the effectiveness of existing biosecurity policies and design future policies in a way that allows society to enjoy the benefits of life sciences advances without undue exposure to risk.

Title: AK-47s, Tanks, and F-16s: Understanding Shifts in Pakistan's Conventional Military Strategy in the post-Cold war era

Abstract: The United States has navigated a complex relationship with Pakistan since the country’s inception in 1947. The behavior of the Pakistan Army has been a central factor in that relationship. This thesis analyzes when, how and why the Pakistan Army has shifted its conventional military strategy in the post-Cold war era. An investigation of the Pakistan Army’s capabilities, doctrines, rhetoric and force distribution suggests that Pakistan shifted its conventional military strategy four times since 1989: a ‘Post-Cold war Strategy’ from 1989-1994, a ‘Defense Minimal strategy’ from 1994-2001, a ‘Two-Front Commitment Strategy’ from 2001-2010, and a ‘Three-Front Commitment Strategy’ from 2010-2019. Based on existing literature and interviews, this thesis argues that external threats, specifically those emanating from India and the U.S., and bureaucratic politics driven by leadership changes have impacted shifts in Pakistan’s conventional military strategy substantially. These findings can inform a calibrated US South Asia policy comprising the management of conventional military balance in nuclear South Asia.

Title: From the Shadows to the Front Page: State Use of Proxies for Cyber Operations.

Abstract: Why do some states delegate cyber operations to proxies while others rely on central commands? This thesis explores state use of cyber proxies in light of principal-agent problems. In particular, this work examines cyber proxies allegedly acting at the behest of China, Russia, Iran and North Korea by considering three variables: cost, skills and specialization, and plausible deniability. The use of case studies and process tracing analyses evaluate their explanatory power in the cyber realm. The data suggest that states may use cyber proxies to differing degrees and with differing motivations depending upon the type of mission or strategic aim, as well as their ability to pose credible threats to misbehaving proxies. Although cyber operations are comparatively “cheap” relative to physical missions - hence their appeal - some evidence suggests that using cyber proxies may provide additional cost savings compared to the use of their central commands for certain missions. States’ need for skills and specializations, not immediately attainable through central commands, may also lead them to use cyber proxies. Based on available evidence, it remains inconclusive whether states’ potential desire for plausible deniability influences their use of cyber proxies. During a period of global uncertainty in which our everyday lives have been forced online, critical infrastructure, the public sector and private industry are increasingly vulnerable to cyber-attacks from adverse actors. As data in this field improves, this thesis hopes to serve as a framework for future researchers to test, with more certainty, the causal links between these explanations and the use of cyber proxies within these four states.

Title: Blood and Treasure, but Mostly Blood: U.S. Electoral Accountability and the All-Volunteer Force

Abstract: In the wake of the American military’s transition to an all-volunteer force (AVF), scholars and military leaders alike cautioned that the Armed Forces defending the nation would come to disproportionately draw from the least advantaged and least politically powerful populations. Should that be the case, certain communities would pay higher costs of war while others would be relatively untouched, leaving the Executive free to command with little public accountability. This thesis adopts an experimental statistical counterfactual approach to examine the geographic casualty distribution across states during the Iraq War had there been a conscripted force. The data presented suggest that the conventional logic is partially correct: an all-volunteer force is not egalitarian. It disproportionately burdened certain states—predominantly in the South and Midwest—with higher casualty rates than would have a conscripted force. However, many of the states that shouldered the costs of war under an AVF also carry disproportionate political gravity as electoral swing states. These findings suggest that a President who chooses to use force is more likely to face electoral backlash for his or her decisions under an all-volunteer force than under a conscripted force. Ultimately, the thesis proposes that President George W. Bush may have increased the margin of his victory in the 2004 Presidential election and contributed to greater Republican victories in the 2006 Senate election had the Iraq War been fought with a conscripted force that more equally distributed casualties. This finding runs contrary to the popular contention that a conscripted force is inherently more democratic and will lead to better electoral accountability for use of force.
