International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

William Perry is the Michael and Barbara Berberian Professor (emeritus) at Stanford University. He is a senior fellow at the Freeman Spogli Institute and the Hoover Institution, and serves as director of the Preventive Defense Project. He is an expert in U.S. foreign policy, national security and arms control. He was the co-director of CISAC from 1988 to 1993, during which time he was also a part-time professor at Stanford. He was a part-time lecturer in the Department of Mathematics at Santa Clara University from 1971 to 1977.

Perry was the 19th secretary of defense for the United States, serving from February 1994 to January 1997. He previously served as deputy secretary of defense (1993-1994) and as under secretary of defense for research and engineering (1977-1981). Dr. Perry currently serves on the Defense Policy Board (DPB). He is on the board of directors of Covant and several emerging high-tech companies. His previous business experience includes serving as a laboratory director for General Telephone and Electronics (1954-1964); founder and president of ESL Inc. (1964-1977); executive vice-president of Hambrecht & Quist Inc. (1981-1985); and founder and chairman of Technology Strategies & Alliances (1985-1993). He is a member of the National Academy of Engineering and a fellow of the American Academy of Arts and Sciences.

From 1946 to 1947, Perry was an enlisted man in the Army Corps of Engineers, and served in the Army of Occupation in Japan. He joined the Reserve Officer Training Corps in 1948 and was a second lieutenant in the Army Reserves from 1950 to 1955. He was awarded the Presidential Medal of Freedom in 1997 and the Knight Commander of the British Empire in 1998. Perry has received a number of other awards including the Department of Defense Distinguished Service Medal (1980 and 1981), and Outstanding Civilian Service Medals from the Army (1962 and 1997), the Air Force (1997), the Navy (1997), the Defense Intelligence Agency (1977 and 1997), NASA (1981) and the Coast Guard (1997). He received the American Electronic Association's Medal of Achievement (1980), the Eisenhower Award (1996), the Marshall Award (1997), the Forrestal Medal (1994), and the Henry Stimson Medal (1994). The National Academy of Engineering selected him for the Arthur Bueche Medal in 1996. He has received awards from the enlisted personnel of the Army, Navy, and the Air Force. He has received decorations from the governments of Albania, Bahrain, France, Germany, Hungary, Japan, Korea, Poland, Slovenia, and Ukraine. He received a BS and MS from Stanford University and a PhD from Pennsylvania State University, all in mathematics.

A biological terrorist attack probably would first be detected by doctors or other health-care workers. The speed of a response would then depend on their rapid recognition and communication that certain illnesses appeared out of the ordinary. For this reason, preparing for biological terrorism has more in common with confronting the threat of emerging infectious diseases than with preparing for chemical or nuclear attacks. Defense against bioterrorism, like protection against emerging diseases, must therefore rely on improved national and international public-health surveillance. Too often, thinking about bioterrorism has mimicked thinking about chemical terrorism, a confusion that leads to an emphasis on the wrong approaches in preparing to meet the threat.

A joint Stanford University-Lawrence Livermore National Laboratory team of scientists, nuclear engineers and arms control experts has concluded in a new study that North Korea's compliance with the 1994 Agreed Framework can be verified to a satisfactory degree of accuracy. Special effort, however, will be needed from the International Atomic Energy Agency (IAEA), as well as support from the US, the Republic of Korea (ROK), Japan and perhaps other countries. Most importantly, cooperation and openness from North Korea are essential.

The 1994 Agreed Framework (AF) between the United States and the Democratic People's Republic of Korea (DPRK) has become the centerpiece of recent US efforts to reduce the threat of conflict on the Korean peninsula. Under the AF, the US and its allies (mainly South Korea) will provide the DPRK with two large nuclear-power reactors and other benefits such as annual shipments of fuel oil for the generation of electricity until the nuclear-power reactors being built for that purpose are able to do so. In exchange the DPRK will declare how much nuclear weapon-usable material it has produced; identify, freeze, and eventually dismantle specified facilities for producing this material; and remain a party to the nuclear Non-Proliferation Treaty (NPT) and allow the implementation of its safeguards agreement.

The AF is now being carried out according to a complex and currently delayed schedule. Fuel oil shipments have been provided to the DPRK, the site for the two nuclear-power reactors has largely been prepared, and construction has begun on some components. The DPRK, for its part, has declared some nuclear weapon-usable material and has identified and frozen some facilities for producing this material.

As emphasized in President Bush's statement at the White House on March 7, 2001, verification is an essential part of any agreement with North Korea. How well can it be verified that the DPRK has no access to nuclear weapon-usable material? What is the potential impact of delays, disagreements, and lack of cooperation on verification? The United States and the international community must answer these questions if the nuclear-power reactor project is to proceed as planned.

The report analyzes in detail both the task of safeguarding the nuclear-power reactors to be provided and also that of dealing with known or suspected nuclear-materials production facilities in the DPRK. Scenarios governing both DPRK cooperation and possible non-cooperation, up to and including abrogation of the agreement are considered.

The challenges of verification examined in this report must be met if a necessary minimum of trust is to be established between the parties and the rewards of the agreement are to be realized. The authors believe that the challenges can be met under the conditions outlined in this report, but that special effort on all sides will be needed to meet them.

Professor Joshua Lederberg, a research geneticist, is Sackler Foundation Scholar, President-emeritus at The Rockefeller University in New York, and a consulting professor of the Institute for International Studies at Stanford University. Dr. Lederberg was educated at Columbia and Yale University, where he pioneered in the field of bacterial genetics with the discovery of genetic recombination in bacteria. In 1958, at the age of 33, Dr. Lederberg received the Nobel Prize in Physiology of Medicine for this work. Dr. Lederberg has been a professor of genetics at the University of Wisconsin and then at Stanford University School of Medicine, until he came to The Rockefeller University in 1978. A member of the National Academy of Sciences since 1957, and a charter member of its Institute of Medicine, Dr. Lederberg has been active in many government advisory roles, including the Defense Science Board and the Chair of the President's Cancer Panel. He has long had a keen interest in international health, and has served two terms on WHO's Advisory Health Research Council and on the boards of the Center for Strategic and International Studies (Washington) and the Council on Foreign Relations (New York). He co-chaired the IOM's study on Emerging Infections, and recently edited "Biological Weapons: Containing the Threat", published by the MIT Press.

The Global Diffusion of the Internet Project was initiated in 1997 to study the diffusion and absorption of the Internet to, and within, many diverse countries. This research has resulted in an ongoing series of reports and articles that have developed an analytic framework for evaluating the Internet within countries and applied it to more than 25 countries. (See http://mosaic.unomaha.edu/gdi.html for links to some of these reports and articles.)

The current report applies the analytic framework to compare and contrast the Internet experiences of Turkey and Pakistan, through mid-2000. Although historically these countries have not been closely related, there are significant parallels between the two that make them well suited for a comparative study of the absorption of the Internet. Turkey and Pakistan are among the largest non-Arab Muslim countries in the world. In contrast to most of their Arab counterparts, their governments were founded as secular, parliamentary democracies. Both countries have had stormy political histories, however, with periodic coups and authoritarian governments. Each country has firmly entrenched bureaucracies with closed and, to varying degrees, corrupt processes.

Their economies have been similarly troubled, with periods of relative hopefulness punctuated by stagnation and decline. Both countries have suffered from erratic growth rates, high inflation, and high deficits. For most of their histories, their economies were rather closed and autarkic.

In recent decades, each country has taken substantial steps to move toward a more open, market-oriented economy and made expansion of the telecommunications infrastructure a high priority. Each country has sought, less successfully than had been hoped, to attract foreign investment and integrate itself more fully with the global economy.

Each country has a number of national security concerns. Turkey and Pakistan both have histories of serious domestic terrorism and persistent conflict with a non-Muslim neighbor.

In spite of the macro-similarities, there are numerous differences between the two countries. Pakistan is considerably poorer and less developed than Turkey; it has had more coups and assassinations, deeper economic troughs, greater heterogeneity within its population, and more endemic corruption.
