ABOUT THE TOPIC: The talk, based on Betts' new book, will explore the challenge of responding to new drivers of cross-border displacement that fall outside the existing refugee framework. Rather than beginning with particular causes of displacement – whether environmental change, food insecurity, or generalized violence – it offers a human rights-based framework through which to critically consider who, in a changing world, should be entitled to cross an international border and seek asylum. Based on extensive fieldwork, it grounds its analysis in an exploration of contemporary flight from three of the most fragile states in the world: Zimbabwe, the Democratic Republic of Congo, and Somalia. It explains the massive variation in national and international institutional responses in the neighboring states, arguing that politics rather than law ultimately determines how the refugee regime is implemented in practice.
ABOUT THE SPEAKER: Alexander Betts is University Lecturer in Refugee Studies and Forced Migration at the University of Oxford. His research focuses on the international politics of refugees, migration, and humanitarianism, with a focus on Sub-Saharan Africa. His recent books include: Protection by Persuasion: International Cooperation in the Refugee Regime (Cornell University Press, 2009); Refugees in International Relations (with Gil Loescher, Oxford University Press, 2010); Global Migration Governance (OxfordUniversity Press, 2011); and Survival Migration: Failed Governance and the Crisis of Displacement (Cornell University Press, 2013). He has worked as a consultant to UNHCR, OCHA, UNDP, IOM, UNICEF, and the Council of Europe, and received research grants from the MacArthur Foundation, the Leverhulme Trust, and the Economic and Social Research Council. He has also held teaching and research positions at Stanford University and the University of Texas at Austin. He is Director of the Humanitarian Innovation Project (www.oxhip.org).

Dr. Alexander Betts is the Hedley Bull research fellow in International Relations in the Department of Politics and International Relations at the University of Oxford, where he is also director of the MacArthur Foundation-funded Global Migration Governance project. He received his MPhil (with distinction) and DPhil from the University of Oxford. His research focuses on the international politics of refugee protection and migration. His main academic focus is on understanding the conditions under which international cooperation takes place in the refugee regime and other areas of migration. In particular, the theoretical focus of his work is on the dynamics of international institutions: on a ‘horizontal' level (across issue-areas and policy fields) and on a ‘vertical' level (between the global and the national level). He has worked on a range of policy issues including forced migration and development, protracted refugee situations, and the protection of vulnerable irregular migrants. His research has a geographical focus on Sub-Saharan Africa, and he has carried out extensive fieldwork across the region, including in South Africa, Botswana, Kenya, Tanzania, Ethiopia, Djibouti, and the DRC. He has taught a range of graduate courses including ‘International Relations Theory', ‘International Relations of the Developing World' and ‘Forced Migration and International Relations'. He is on the Executive Committee of the International Association for the Study of Forced Migration (IASFM). He has previously worked for UNHCR, and been a consultant to UNHCR, IOM, and the Council of Europe.

Despite hundreds of aboveground nuclear tests, the effects of a ground-level, low-yield nuclear detonation in a modern urban environment remain the subject of scientific debate. In support of the Department of Homeland Security's Science and Technology Directorate, Federal Emergency Management Agency, and Office of Health Affairs, Lawrence Livermore National Laboratory has provided detailed consequence modeling in support community preparedness activities. Details on effects specific to several cities was provided to that community's emergency response personal and managers. Block by block detailed analysis of observable effects, potential casualties, infrastructure effects, and response issues. Additionally, visualization aids for response organizations trying to understand the event was requested and developed at the community's request. These products provide first person points of view and described the dynamic nature of the event as it changes in both time and space and have greatly enhanced Federal, State, and local planning efforts.
Brooke Buddemeier is an associate program leader in the Global Security Directorate of Lawrence Livermore National Laboratory (LLNL). He supports the Risk and Consequence Management Division in their efforts to evaluate the potential risk and consequence of radiological and nuclear terrorism. Brooke is a council member of the National Council on Radiation Protection and Measurements (NCRP) and served on the scientific committees which developed Commentary No. 19 - Key Elements of Preparing Emergency Responders for Nuclear and Radiological Terrorism (2005) and NCRP Report # 165 – Responding to a Radiological or Nuclear Terrorism Incident: A Guide for Decision Makers (2010).
From 2003 through 2007, Brooke was on assignment with the Department of Homeland Security’s as the WMD emergency response and consequence management program manager for Science and Technology’s emergency preparedness and response portfolio. He supported FEMA and the Homeland Security Operations Center as a radiological emergency response subject matter expert. He also facilitated the department’s research, development, test, and evaluation process to improve emergency response through better capabilities, protocols, and standards. Prior to that, he was part of LLNL’s Nuclear Counterterrorism Program and coordinated LLNL’s involvement in the National Nuclear Security Administration’s Radiological Assistance Program for California, Nevada, and Hawaii. RAP is a national emergency response resource that assists federal, state and local authorities in the event of a radiological incident. As part of RAP’s outreach efforts, Brooke has provided radiological responder training and instrumentation workshops to police, firefighters, and members of other agencies throughout the nation and abroad. Brooke has also provided operational health physics support for various radiochemistry, plutonium handling, accelerator, and dosimetry operations.
He is Certified Health Physicist who received his Master’s in Radiological Health Physics from San Jose State University and his B.S. in Nuclear Engineering from the University of California, Santa Barbara.

South Korea’s impressive nuclear power industry has quickly reached world class status on par with leaders like France, Japan and the United States. With this success has brought a familiar array of problems associated with spent nuclear fuel disposition. I present a model of spent fuel production and transportation in South Korea as well as a range of potential options to delay saturation of spent fuel storage pools in the short term. I will also discuss implications for arguments surrounding pyroprocessing as a long term solution to the fuel cycle, especially in the context of the upcoming renewal of the 123 nuclear sharing agreement with the United States.
Rob Forrest is a postdoctoral fellow at CISAC. His research focuses on the role of particle accelerators in the future nuclear fuel cycle, specifically on the feasibility of Accelerator Driven Systems (ADS) in sub-critical reactor designs and the transmutation of nuclear waste. Rob’s interest in policy and nuclear issues began during his fellowship in the 2008 Public Policy and Nuclear Threats program at the Institute on Global Conflict and Cooperation at UC San Diego. In 2010, he also participated in the PONI Nuclear Scholars Initiative at CSIS.
Before coming to CISAC in 2011, Rob received his Ph.D. in high-energy physics from the University of California, Davis. Most of his graduate career was spent at Fermi National Accelerator Laboratory (Fermilab) in Batavia, IL where he preformed a search for signs of a hypothetical theory called Supersymmetry. Before beginning his graduate work, Rob spent two years at SLAC National Accelerator Laboratory working with the Klystrons that supply the RF power to the accelerator. In 2001, Rob earned his B.S. in physics from the University of California, San Diego where, throughout his undergraduate career, he worked for the NASA EarthKam project.

About the Speaker: Omar Dajani is one of the nation's foremost experts on the legal aspects of the conflict in the Middle East. His scholarly work explores the links between international law, legal and political history, and contract and negotiation theory. He also has considerable experience advising governments and development organizations in the Middle East and elsewhere. Professor Dajani joined the McGeorge School of Law in 2004. Previously, he was based in the Palestinian Territories, where he served first as legal advisor to the Palestinian team in peace talks with Israel and, subsequently, as an advisor to United Nations Special Envoy Terje Roed-Larsen. Prior to working in the Middle East, he clerked for Judge Dorothy Nelson on the U.S. Court of Appeal for the Ninth Circuit and was a litigation associate at the Washington office of Sidley & Austin. He received his Juris Doctorate from Yale Law School in 1997 and a Bachelor of Arts in American Studies, and Middle Eastern and Asian History from Northwestern University.

About the topic: The worldwide web has its origins in American science and ingenuity. The greatest concentration of cyber power on the planet today is at Fort Meade in eastern Maryland. So why are American networks so vulnerable? And what will be needed from government, industry and private citizens to make them less so?
About the Speaker: As director of the Central Intelligence Agency, General Michael Hayden was responsible for overseeing the collection of information concerning the plans, intentions and capabilities of America’s adversaries; producing timely analysis for decision makers; and conducting covert operations to thwart terrorists and other enemies of the US.
At Chertoff Group, General Hayden will use his broad geographic and political knowledge to brief clients on intelligence matters worldwide – including developments in cybersecurity – that may affect their businesses. “The best defense is knowing what your enemies are up to, before they know you know it. For today’s CEOs,” he adds, “there is also the challenge of figuring out who and where your enemies are.”
Before becoming director of the CIA, General Hayden served as the country’s first principal deputy director of national intelligence and was the highest-ranking intelligence officer in the armed forces. Earlier, he served as commander of the Air Intelligence Agency, director of the Joint Command and Control Warfare Center, director of the National Security Agency and chief of the Central Security Service.
General Hayden graduated from Duquesne University with a bachelor’s degree in history in 1967 and a master’s degree in modern American history in 1969. He also did postgraduate work at the Defense Intelligence School conducted by the Defense Intelligence Agency. He is currently a distinguished visiting professor at George Mason University.

The manner in which complex quantum matter organizes evades elucidation. More than an esoteric problem, the lack of a first-principles description of this physics impedes our ability to deterministically design the transformational materials necessary for next-generation technology. To enhance our understanding of quantum matter, we are working to construct "quantum simulators" out of the coldest objects in the known universe, quantum gases of atoms. We will describe this new direction in quantum physics and how it may be applied to dissipation-less power grids and advanced "neural" networks for social network analysis.
About the speaker: Benjamin Lev received his Bachelors degree Magna Cum Laude from Princeton in 1999 and his Ph.D. from Caltech in 2005, both in Physics. He was an NRC postdoc at JILA (2006-2007), and an Assistant Professor of Physics at the University of Illinois at Urbana-Champaign (2008-2011) before joining the Stanford faculty as an Assistant Professor of Applied Physics and Physics in 2011. Benjamin has received a Packard Fellowship and a Presidential Early Career Award for Scientists and Engineers (PECASE) as well as NSF CAREER, Air Force Office of Scientific Research, DARPA, and Office of Navy Research young investigator awards. His research focuses on exploring strongly correlated, topological, and quantum soft matter using cavity QED, cryogenic atom chip microscopes, and quantum degenerate gases of exotic dipolar atoms.

James Fearon is the Theodore and Frances Geballe Professor in the School of Humanities and Sciences and a professor of political science. He is a Senior Fellow at FSI, affiliated with CISAC and CDDRL. His research interests include civil and interstate war, ethnic conflict, the international spread of democracy and the evaluation of foreign aid projects promoting improved governance. Fearon was elected to the National Academy of Sciences in 2012 and the American Academy of Arts and Sciences in 2002. Some of his current research projects include work on the costs of collective and interpersonal violence, democratization and conflict in Myanmar, nuclear weapons and U.S. foreign policy, and the long-run persistence of armed conflict.
